CanProblemOfBureaucracyBeMet?

BureaucracyineverycountryoftheWesternworld,andin manyEasterncountriestoo,wasanaturaldevelopmentinahighlycomplicatedsociety.ThiswassaidbytheRev.W.J.Smith, S.J.,attherecentCatholicSummerSchool.

Whensocietiesgottoa certainstageoftheirevolution,tothestagethatthey hadreachednow,theyinevitablyhadthegrowthof bureaucracy.

Itwasnecessarytoprotectcitizens'interestsin manyways,tobring smoothnessinGovernment, toknowinadvancewhat thegovernmentalprocesses wouldbe.

Withabureaucracycitizensdidnothavetodepend somuchonthewhimsof individualstogetcertain rightsforthemselvesthat, forinstance,wasdoneaccordingto.asetformulaby aMinistryforHealthora MinistryofLabour.

Thedevelopment of bureaucracywasnotwithoutconsiderabledanger.It coulddotoomuch;thecitizencouldbecomecompletelyapathetic,,nottakingan interestintheaffairsofhis country,justlettinghimselfbetreatedasanobject oftheGovernment's benevolentsection.

Thecitizen.ifhewasgoingtopreventthat"taking over"oftoomanyactivities byGovernmentandby bureaucrats,mustbeactive intheonlywayhecouldbe.

Man'sfullhumanand Christiandevelopmentwas beinghinderedsomewhatby toogreatgrowthofbureaucracyinthedeveloped nationsoftheworld.They neededtoreactagainstthe tendencytoaccepttoomuch directionfromabove,to havetoomuchdonefor them.

TheStatedefinitelyhad arighttodocertainthings. TheStatehadanecessary function;theyhadtohave bureaucracy,Government Departmentsandsoon.

Butneverthelessthey mustnotletthatinterfere withthefirstdutyofman, hisobligationtomakehimselflikeGodbybeingactive,bymakinghisowndecisionsasfaras,andasfrequentlyashecould.

Askedabouttherightsof theStateinresumingprivately-ownedlandfor housingprojects,Father Smithsaidthatdefinitely itwastherightofthe Statetolookafterthecommongoodofthepeople. ThereforetheStatehada righttotakeoverland wherethatwasnecessary.

Hemustgetaround,meet peoplewhothoughtlike!Butshouldthatbethe

Inastudyofthatsortof question,thatwculdbethe principlethatshouldcome upinthediscussion,and thatshouldbethesortof solutionthatenewould hopetoarriveat.

Ifthethingwasurgent andtherewasnootherway ofdoingit,thentheState hadadutytoact,totake overland.

Ontheotherhand,ifthe positionwasnotsourgent, andthethingcouldbedone inawaythatbroughtalot ofpeopleinandmadethem dothingsforotherpeople, thenthatwasthebetter way.

InaplacelikeAustralia wherefrequentlythesitua-

tionwasnoturgent,they shouldtrytogetfixedright intotheirmindstheprincipleofsubsidiarity.

Theprincipleinsistedthat ifasmallergroupcoulddo anyjobreasonablywell, theyshould,andbigger groups,suchasGovernments,shouldkeepoutof thesituation.

Notsofarawayfromit arethecoldreachesofRussianSiberia,andinwinter frozenwindswhinedown fromthisregion,sothatthe winterclimateofManchuria isoneofintensecold.

Longagoitwasthekingdomofthewar-likeManchu Emperors,asancienttombs withheraldicdragonson themtestify.

TheRussiancolonyin HarbingrewupwhenRussianfirmsstartedsupplying theManchurianswithsteel railroads.Thisofcourseled tothesettlingthereofRussiantechniciansandbusinessmen. In1918theranksofthe RussiancolonywereswelledbyaninfluxofWhite Russianrefugees,fleeing

fromtheeffectsoftheBolshevikRevolution,intheir fatherland.

Wasitinthisyear,I wondered,thatthesefive womenhadmadeHarbin theirhome?Myjournalistic curiosity,however,wasup againstaproblem.The ladiesdidnotspeakaword ofEnglishandIdidnot speakanyRussian.

Oldandaloneinastrange country,theywouldhave beenonlytoodelightedto tellmetheirstory.They chirrupedawayincomprehensibly,andunfamiliar withtheAnglo-Saxoncustomofshakinghands,they greetedmeexpansively, Russianfashion,bykissing mycheekandhands.

Thisisanamiablecustom,butitdoesnotenlightenoneastothepoliticalsituationinRedChina. ThenexttimeIvisited them,however,Iwasable tohavetheirconversation translatedrapidlyandaccuratelytome.

Ifoundoutthattheyhad arrivedinHarbinsome yearsaftertheoutbreakof theRevolutioninRussiaeffectsoftheRevolutionand possiblybecausethefull compulsorycollectivisation didnotreachtheremoter provincesofthatvastramshackleempiretillwellinto thetwenties.

Inabout1950CommunismhitHarbinwithfull force.Upwentpostersof Mao-Tse-Tung,thenew deity, theplumpandsmilingas Buddhahehadreplaced. Bandsplayedloudlyand continuouslyatnoisymeetings.

Mostsurprisingofall,the Chinesewomen,leastemancipatedofanyoftheirsex intheworld,discardedtraditionalcostumeforthe Communistblue"boilersuit"andwenttoworkin thefactories.

Theydidheavyworkin ironandsteelproduction, andgotthesameratesof payasmenfordoingit.The processesof"correctthinking"wereintroducedto them.

Roughlyspeaking,"correctthinking"couldbe summedupinthephrase"Imustbegoodandwork

hardsothatImayshowmy appreciationtoliberator Mao-Tse-TungandtheselflessgenerosityoftheSoviet Union."

Tohim,too,goesmuchofthecreditforthefoundationofnewdiocesesinthecolonyandforthelarge numbersofIrishpriestswhocametoAustraliainthe lastcenturytodevelopCatholicisminthiscountry.

BornatRathsalla,nearCashel,Tipperary,on December26,1795,ArchdeaconMcEncroecompleted hisecclesiasticalstudiesatMaynoothCollege,and wasordainedin1819.AclassmateatMaynoothwas thefamouslecturerandwriter,Dr.Cahill

Afterordinationhewasontheteachingstaffofthe ecclesiasticalcollegeatNavan,inCountyMeath,until 1122,whenhewenttotheUnitedStates.

Asayoungman,hisscholarshipwasrecognised andheshowedadispositiontowardswriting.In 1822hepublisheda"CatechismoftheChristianDoctrine"inEnglishandIrish,andanIrishgrammar.

HehadagoodgripoftheGaeliclanguage.

IntheUnitedStatesheworkedinCarolinawith BishopEngland,ofCharleston.Thesewerethedays ofviolentanti-PoperyinAmerica,andArchdeacon McEncroe,whohadalreadyfeltthestingofthe penallawsinIreland,facedgrimconditionsinhis newfield.

HewashighlyregardedbyBishopEngland,whoat onestagerecommendedtheyoungpriestforelevation totheAmericanhierarchy.

Butafterdoingagreatdealofworkinthepioneer diocese,includingtheeditingandmanagementofa papercalled"TheMiscellany,"hishealthprovedincompatiblewiththeclimateandhedecidedtoreturn toIreland.

Headheredtothisintention,despitetheprobability withthestrongsupportoftheIrishBishops,andthat tionofhisappointmentwasactuallysenttoRome, withthstrongsupportoftheIrishBishops,andthat aformerclassmate.Dr.O'Connor,hadevenbegun topurchaseaBishop'soutfitforhim.

Butin1829,theyearofCatholicEmancipationin England,hedeclinedthehonourandreturnedto Ireland.Friends,whoknedhismind,laterrecalled ofhimthathegrewtoliketheAmericanpeople, thoughhedespisedthepoliticalevilsoftheday,and wassympathetictowardstheslaves.

Itissaidofhimthat,40yearsbeforeithappened, heforesawthatAmericanslaverywouldheabolished onlyinviolenceandbloodshed.

FatherMcEncroe'seventuallinkwithAustralia wasinfluencedbyaminorincidentthathappenedon theshipbearinghimbacktoIrelandfromtheU.S.

Hebrokehisarmonthejourneyandspentseveral weeksundermedicaltreatmentwhenhereturnedto Ireland.

Itwaswhilsthewasreceivingattentionthathe mettheHon.JamesHubertPlunkett,whowasappointedSolicitor-GeneralfortheColonyofNewSouth WalesbytheBritishGovernment.

PlunkettinterestedFatherMcEncroeintheN.S.W. colonyandwasinfluentialinhisreceivinganappointmentasofficialchaplain.

Itissaidofhim,too,thathewasinfluencedbythe sightofagroupofIrishconvictsatClonmelaboutto betransportedtoSydney.

WhentheshipreachedSydneyonAugust17,1832, FatherMcEencroewasthefifthpriesttoarriveinthe colonywithofficialsanction.

EarlierarrivalswereFathersTherry,Conolly, PowerandDowling.FatherMcEncroejoinedFather TherryatSt.Mary'sChapel.

FathersMcEncroeandTherryprovedco-operative colleagues,andsoonthenewly-arrivedpriestwas meetingthelargeandvariedcommitmentsplaced uponthehandfulofpriestsinthecolony.

Theameliorationofthelotofconvicts.whohad hissympathyfromthebeginning,wasoneofhisaims fromhisearliestdayshere.Inhisfirstfiveyearshe saw77executions.

Onestoryrecallsthatasaconvictwasbeinghanged onthegallowstheropebroke,andthecondemned manfelltothegrounduninjured.

InamatterofminutesFatherMcEncroe,whowas attendingtheexecution,hadnegotiatedhisreprieve andtheman'slifewassaved.

ForyearsheworkedvigorouslyfortheestablishmentofmoreSeesandforIrishBishopstobeappointedtothem.Asfarbackas1832hehadusedhis influencewithDr.Murray,ArchbishopofDublin, towardsthesameobjective.

OnMarch12,1851,ArchdeaconMcEncroesenta long,personallettertotheHolyFatherpetitioning IrishBishopsfin.Australia.

In1858,atameetingoftheclergyatCampbelltown,convenedbyArchbishopPolding,itwasArchdeaconMcEncroewhosuggestedthatmoreSees shouldbeestablishedand,again,thatIrishBishops fillthem.

Helaterwentsofarastorecommendthata Visitator-ApostolicshouldbesenttoAustraliawith aviewtoappointingmoreBishops.

Hekeptuphisrepresentationtothisendmainly throughtheHierarchyofIreland,andtheappointmentofBishopsforMaitland,Bathurst,Goulburn andArmidalewasregardedbymost,toalargeextent, astheoutcomeofhispersistentanduntiringlabours.

Undoubtedly,hecouldhavebecomeaBishophimselfinAustralia,but,ashehaddoneearlier,hedeclinedthehonour.

ArchdeaconMcEncroewentabroadin1858-9.One assignmentwastoselectapresidentofSt.John's College,withinSydneyUniversity.Fortheposthe selectedtheRev.Dr.JohnForrest.

Onthistriphealsoarrangedformoreprieststo cometoAustralia,oneofthembeingtheRev.William Lanigan,wholaterbecamesecondBishopofGoulburn.

WheninRomehesoughttheservicesofayoung IrishpriesttotranslateintoLatinhisapplicationfor moreBishops.ThetranslatorwasDr.PatrickFrancis Moran,thefutureCardinal-ArchbishopofSydney, whowasdestinedtocomeherein1884.

ArchdeaconMcEencroepresidedatthemeeting held,onJune30,1865,atSt.Mary'sCathedral.He movedthemotionthatasubscriptionlistbeopened toraisefundsfortherebuildingoftheCathedral.

In1866,whenHenryParkesreorganisedtheeducationset-upinN.S.W.,combiningtheoldDenominationalandNationalSchoolBoardsintoaCouncilof Education,ArchdeaconMcEncroedidimportantwork onbehalfofCatholiceducation.

In1860ArchdeaconMcEncroehadbecomeapastor ofSt.Patrick's,ChurchHill,wherehediedonAugust 22,1868,inhis74thyear.Oneofhisachievementsat St.Patrick'swastofoundatemperancesociety.

Byahappycoincidence,alloftheBishopsofthe colonywereinSydneyatthetimeandallwereat hisbedsidewhenhedied.

HewasburiedintheoldDevonshire-streetCemetery,afterobsequiesatSt.Mary'sCathedral.

In1901hisremains,withthoseofFatherTherry, werere-interredinthecryptofSt.Mary's,where theyresttoday.

Hewasanearlyadvocate,too,ofconstitutional Governmentforthecolony,whichcamein1856, thoughhewasneveranenthusiastofuniversalsuffrage.

FatherMcEncroespenttheperiod1839-1841on NorfolkIslandandbuiltthefirstCatholicchurch there,seekinginspirationintheproject,wearetold, fromSt.VincentdePaul,towhomthechurchwas dedicated.

ThejourneyfromSydneytoNorfolkIslandtook 17days.Hewasaccompaniedtherebyanotherpriest, FatherH.G.Gregory,0.S.B.,andalaycatechist,Mr. Harding.

WhileatNorfolkIslandhewroteahookcalled"The HumanMindinSearchingtheScriptures,"whichwas publishedinSydneybyWilliamAugustineDuncan in1841,andlaterrepublishedinDublin.Itwasa 110-pagebookletandwasdedicatedtothestudents ofMaynoothCollege.

WhenDr.Poldingwentabroadintheperiod 1840-43,insearchofclergyforSydney,Archdeacon McEncroeadministeredthediocese.

HewasastrongandforthrightleaderoftheCatholiccauseinthecolony,andastoryistoldwhichbears repetitionhere.

Itfiguredinthenewsrecentlywhenitwasspotlighted'forthefirsttimeon ChristmasEve.Atnightit nowshinesthroughthe archesof'theshadowyColosseum,areminderofthe Christianswhodiedfor theirFaithintheRoman arena.
