Brussels,May24.-RepealofBelgium's anti-Catholicschoollawsandincreasededucationalopportunityforallwerecalledfor hereastheChristianSocialpartylaunched itscampaignforthe1958election.

PierreHarmel,aleaderof theCatholic-orientedparty andaformerMinisterof Education,announceda four-pointschoolprogrammeduringParliament's debateontheeducation budget.

Theprogrammecalledfor thefollowing:

1.Equaltreatmentfor Catholicandpublicschools.

2.Gradualextensionof freeeducationtoallpersons uptotheageof18.

3.Allotmentof20,000 Governmentscholarshipsof £50eachtohighschool studentsand5,000scholarshipsof£200tocollege students.

4.Allocationoffromfour tofivepercent.ofthe "grossnationalproduct"for educationalpurposes.(The grossnationalproductis thetotalvalueofallgoods andservicesproducedbya countryduringagiven period).

Theeducationproblemis suretobeoneofthemost bitterlycontestedissuesin theelectioncampaign.The schoolconflictinBelgium startedinApril,1954,after thelastParliamentaryelections,whichresultedina defeatfortheCatholicparty andbroughtacoalitionof SocialistsandLiberalsto power.

Laterintheyearthe BelgianParliamentpassed theanti-Catholiclawsin spiteoftheseprotests.GovernmentsubsidiestoCatholicschoolswerereduced, teachers'salariesinCatholic schoolswerecutbelowthe levelofsalariesinpublic schools,Catholicteachers' collegesweredeprivedof therighttograntdegrees permittingtheirgraduates toteacheveninCatholic schools,andCatholiceducationwasdiscriminated againstinanumberof otherways.

Oureveningcontemporaryisinlineforabrickbat.Whilechivalry,generouslyignoringthepleas ofthefeministsforequality,continuestoextend thecloakofsilenceandthemufflerofsoftwordsto theindiscretionsofwomenjournalists,theeffusion ofDianein"TheDailyNews"ofMay30wasreally quiteabitovertheborder.Thepityofitisthatin thecourseofadvisingaSweetYoungThingabout middle-aged"wolves"shegavesomeadvicewhich wasnonethelesssoundforbeingexceedinglyoldfashioned.Onemighthavequarrelledwithherand herprotegefortakingasamorousadvanceswhat wereprobablythesincere,ifdemode,expressionsof friendlyregard.Andonecouldhavewishedthat shehadplacedyoung"wolves"onthesamefooting asageing"wolves."

But,asIsaid,chivalrywouldhaveprecludedsuch criticismsasbeingdirectlyoutsidethescopeofthe advicesought.TheSweetYoungThingmayhave beenrightabouttheintentionsofthemiddle-aged familyfriends.Shemayhaveobjectedtothe"attentions"of"wolves"ofwhateverage.PerhapsDiane wasinnopositiontojudgeoftheconditionsgoverningthecase.ItmayevenbethattheSweetYoung ThingwasoneofDiane's"figmentummentis,"conjureduptofillagapingspaceinhercolumn.Heaven knows,weallhavethesehorriblemomentsof vacuity,bothinthemindandintheforme,andit islegitimatepracticetocarryonwithalittleinventionprovidednoharmistherebyoccasioned.Fiction, afterall,isamajorsegmentofliterature.

Buthavinggivengoodadvicetoherrealor evokedprotegee,Dianeconcludedwiththeremarkableremark:"Youcan'trelyongettingmuchhelp fromDad,becausethechancesarethathe'llbebusy squeezingthehandofsomeoneelse'syoung daughter."Nowthereisapointwherecynicism vitiateshumourandthatpointhasbeenreached. EvenifwearguetheassumptionthatSweetYoung Thingismythicalitissurelyaverypoorcompliment toteenagegirlsbesetwithrealproblemsofasimilar naturetobetoldthattheirfathersareverylikely littlebetterthanthe"wolves"whopesterthem.If SweetYoungThingisarealpersonshehasbeen gratuitouslyinsultedinthemostdirectandhurtful manner.

SovietSpikesDisarmamentStill

Nowthatallthenationswhichhavemanufacturedthehydrogenbombhavevirtuallyconcluded teststhatapparentlysatisfythemofthelethal potentialitiesoftheirweapons,thereisrenewed activityinfavourofdisarmament.Thereisno gainsayingthateveryoneofthenationsstands appalledatthewideandcontinuingprospectof deathanddevastationwhichtheprocessesofnucleur fissionandfusionwillinvolve.Iffromthemeanest motives,thetimeispropitioustotalk,ifnotof peace,atleastofdeterrentstowar.Recentlythe HolyFather,whoaccededtoJapaneserequeststo protestagainstatomictests,wasaccusedbyLord CherwelloffallingforCommunistpropaganda.As itturnedoutthePopewaswellaheadofthepoliti- cianinhisknowledgeofworldaffairsandinhis estimationofwhatattitudeofmindnossessionof thebombwouldinduceintheproprietaryPowers.

EvenRussiaappearedtractable,ifnotafraid.Mr. Khrushohev,withafatuitythatappearsinseparable fromthenuancelessmindofmaterialism,announced toanopen-mouthedworldthathehadabombso hugethathewasafraidtoexplodeit.Onthelowest estimatethatissurelyanuneconomicprocess.Why wouldamanfabricateahattoolargeevenforan elephant?Itwouldbepreferabletomakeamarquee. ButourSovietfriendisconcernedthatshouldhe explodehisbomb(inamomentofwhimsy)itwould melttheArcticice-cap,raisetheleveloftheworld's oceanssome10feetanddampensuchriparianvillagesasLondonandNewYork.Itisnotquiteclear whysuchaprospectshoulddisheartentheCzar Nikhita,butitisindicativeofhisreluctancetouse whatonhisownshowingmustbetheweaponto endallweapons.

So,onewouldconclude,thenationsarebeing driventopeacebythehardestofnecessities.Such ahopeispremature,fortheAmericanproposalshave runintoexactlythesameSovietintransigence whichhasboggeddowndisarmamenttalksforyears past.Theareaforlimitedexperimentationwas seizeduponbytheKremlinasthemutualevacuation ofEastandWestGermanybytheSovietandthe Westrespectively.IfthatisputforwardasacriterionofRussiansincerityitwillserveonlytodisplaytheirduplicityandfalsenessinyetbaserlight.Clearlythetimeforpeace-makinghascome,yet theevilmenoftheKremlincontinuetomanouevre inthecauseofMars.Whenvillainycombineswith stupidityitisasorryoutlookforaworldwhichis alreadycynicalastotheforMerandwearyatheart forlackofhopeastothelatter.

AtthepracticalleveltheCatholicSocialMovement aimstobringaChristianmentalitytothecivicand industrialinstitutionsofAustralia.Theparliamentary institutionsmustmakeChristianandjustlaws;the politicalpartiesmusthaveChristianpolicieson mattersofconsciencelikemarriage,familylife,education,etc.andeconomic,ruralandinternationalpolicies inharmonywithChristianidealsandthebestinterests ofAustralia.

TradeUnionsneedChristianpoliciesandanunderstandingoftheChristiandignityoftheworkerand histruesecurityandfreedom.Thesameistrueof employerorganisations,culturalandwelfareorganisations.

Whatbroughtaboutallthistransformationofthe laity?Twothings.Firstly,thestudyofthedoctrine oftheMysticalBodyofChristwithitsgreatimplica-tionsforthelayman;andsecondly,theneedsof moderncities.ThedoctrinethattheChurchisthe MysticalorsupernaturalBodyofChristteachesus thatthelaymanisverycloselyunitedtoChrist,and throughChristheisunitedtohisfellow-Catholics andtothehierarchyoftheChurch.Christlivesinhis soul,and,throughtheSacramentsofBaptismand, particularlythroughConfirmation,Christconfers certainspiritualpowersonthelayperson.

ThroughtheSacramentofOrdersHeconfersgreat spiritualpowersonthebishopandpriest,andsoHe isabletousethemasHisinstrumentsinthegovernment,sanctifyingandteachingoftheChurch.So, too,thelaymanreceivesspiritualpowersfromChrist, particularlythepowertoprofessthefaiththrough Confirmation,andChristcanusehimasaninstrumenttospreadthefaithincollaborationwiththe bishop,theofficialteacheroftheChristianreligion.

Sidebysidewiththistheologicalappreciationofthe layman'splacentheChurch,therewasarealisation oftheinabilityofthepriesttocontactthegreat massesofmenandwomenincitiesandtowns.The priesthasveryfewopportunitiestopresentthe Catholicapologetictonon-Catholics-laypeople, however,arecontinuallyincontactwiththem.Inan unobtrusivewaythesecontactscanbemadethe vehiclethatwillcarryChrist'steachingstothosewho donotknowHim.

Priestsjustcannotcontactthegreatbulkofyouth whoneedaChristianapproachtolifeandthatChristianidealismwhichaloneissufficienttosatisfyalltheirenthusiasmsandgenerouschallenges.Theycan beelevatedandledinthefootstepsofChristbya leavenofChristianyouthleadersintheirmidst.The inabilityofthepriesttomeetthethreatofCommunisminthepoliticalandindustrialfieldispatent. COMINGOFAGE

Thepastthreeyearshavebeenyearsofordealand severetrialfortheCatholicSocialMovement.In theearlypost-waryearsitachievedphenomenaland speedysuccess.Throughthewillingcollaboration ofnon-Cathholics,strongforcesweremusteredinthe tradeunionsandCommunistofficialsweredislodged fromthepowerfulTransport,Power,HeavyEngineeringandMetalTradesUnions.TheCatholicSocial Movement-stillinitsinfancy-founditselfexercisinganinfluenceincivicmattersquiteoutofproportiontoitsnumbers.

Fromthispositionofprestigeandinfluencethe Movementplannedtohaveitspositive,Christianpoliciesconsidered,and,ifpossible,implementedinthe civicarena.Successhasitsrisksininfantorganisations,particularlyanorganisationunfamiliarwiththe back-roommanoeuvresandchangingloyaltiesofthe politicalarena.Therewasariskofimprudentand prematureaction.Thentheordealcame-purification andcase-hardeninginthefireofbitteropposition fromwithout,andsharpcriticismfromwithinthe Church.

TheCatholicSocialMovementwassmearedassectarian,fascist,totalitarian,sinisterandunderhand. Theelaborateanti-Communistmachinerywasdismantledandsoonalltheheroicworkofthefirstyears wasundone.Communistofficialsweresoonbackin theiroldpositions.Disappointing,yes;butlooking backnow,itseemsprovidential.

TheC.S.M.wasforcedtotakestockofitsposition. IthasnowspreadtoeveryStateintheCommonwealthanditsmembershipcontinuestogrowrapidly. Simultaneouslytherewasseverecriticismofthe

MovementwithintheChurch-onceagain,seemingly permittedbyDivineProvidenceinordertoconsolidate andclarifythepositionofthisnovellayorganisation. Allgreatspiritualworkshavemetwithtemporary oppositionwithinthefold.

TheSocietyofJesuswastheChurch'sgreatest strengthinthepost-Reformationcenturies,andyet itwasactuallysuppressedfor25yearsbyaconscientiousPope-conscientiousinhispersonallife,but timidinhisapproachtothepoliticalpowersofthe day.Anexamplenearerhome-MotherMary McKillop,thefoundressofourAustralianOrder,the SistersofSt.JosephoftheSacredHeart,wasobstructedbyprelatesandclergywhoconsideredthat hernovelconstitutionswouldunderminethestability ofreligiouslife.ThesepeopleweregenuinelyconcernedforthewelfareofthenewreligiousOrder;but MotherMarywasmoreintouchwiththeneedsof thetimesthantheywere.Oppositionwasonlytemporary;itfortifiedherconvictions,andprovidentially didgoodforthec%der.

So,too,withtheCatholicSocialMovement.Itneed notscandaliseusthatanorganisationlivingso dangerouslywouldcauseconcerninmanyquarters. ManyfeltthattheChurchwasbecomingdirectly involvedinthepoliticalandindustrialfield.Others feltthatsuchactivitywouldcauseunfavourable reactionsfrompoliticalleadersanddelayStateaidfor Catholicschools.Othersagainobjectedthatanorganisationofthiskindcouldplaceanunnecessarystrain onthefaithofCatholicfamilieswithstronglytraditionalpoliticalloyalties.

Thesewereseriousobjectionsandtheymerited seriousconsideration.TheCatholicSocialMovement respondedbyre-thinkingitswholeposition.Its policiesandtechniqueswerehammeredoutandrefinedtomeettheaboveobjections.Itsrelationswith theHierarchywerereviewedanditwasplacedon entirelynewbasiswhichfreestheChurchfromany responsibilityforactivityinthecivicandindustrial fieldwhichisinitiatedanddirectedbylaymenthemselves.

ThefreedomofindividualCatholicswasguaranteed. WhileallCatholicsmustopposeCommunism,there isnosuggestionthatthemethodadoptedbythe CatholicSocialMovementistheonlyeffectivemethod offightingCommunism.Manybishopsbelievethat itisthemosteffectivewayinthepresentcircumstances.

InthepasttenyearstheChurchinAustraliahas comeofage.ThroughtheirgrowthinChristthe aityhavecometospiritualmanhood.Todaythey reconsciousoftheiractiveroleincollaboration withtheBishopsandpriestsintheworkofsaving ouls.NeverbeforeinAustraliahastherebeensuch fermentofideasamongCatholics-discussion,debate ndpositiveactiontoapplyChristiansocialprinciples totheAustralianscene.

TheCatholicSocialMovementinparticularhas engenderedoverthepasttenyearsanoutstanding groupofCatholiclaymenwhoareoneofthegreat strengthsoftheChurchtoday.Theyaremenofdeep spiritualitybasedonmeditationonthelifeofChrist intheGospel;theyaremenofheroicpenance-the realpenancedemandedbyOurLadyatFatima,the penanceoflivinguptothedutiesofone'sstatein life.

Thesemenhaveasoundknowledgeoftheirfaith andanincreasingknowledgeofthesocialteachings oftheChurch.Althoughtheyhavebeentrainedto xerciseinitiativeinthesocialapostolateandalthough theirorganisationisautonomousinitsfieldofactivity, yetthesemenhaveneverbeenmoreloyaltoPope, Bishop fewandpriest.Therearefewcriticstoday,and whodonotprayferventlyeverydayforthe continuedgrowthandcompletevictoryofthisAustralianexperimentwhichexemplifiestheroleofthe laityinmoderntimes.
