Morethan400peoplepackedthenewchurchatEastCanningtononSundaymorninglasttowitnesstheinauguralritescarried outbyHisGracetheArchbishop,whopaidtributetothe organisingabilityoftheparishpriestandhisassistant.

Aftertheblessingofthe buildinganddedicationof thehighaltar,thepeople filedintothechurch.

AfterHisGracetheArchbishopexpressedhisapprec- iationofthechurchwhich hesaidwasgracefuland devotional,andincorporated someuniquefeatures.

Thatitwaserectedfor £2,900wasaglowingtribute totheorganisingabilityand industryofFatherO'Farrellandhisassistant.Father McGrath. Theyorganisedtheskilled tradesmenandotherwork-

men-allofwhomgavetheir servicesgratisonweek-ends. Letbycontractthebuildingwouldhavecostabout £6,500. HisGracethankedparticularlytheDutchbrick-layers. Messrs.WilliamCreemers andJohnVanGoch.He thankedthepaintersand carpentersandallwhohad helpedvoluntarilyinthe constructionofsuchasplendidbuildingthuscontributingtotheextremelylowcost.

Thenatureofmanandhisdestinyare recurringproblemsmeritingourdeepest consideration.InatalktotheCatholic Teachers'GuildonFeb.13,theV.Rev.J. P.WilkinsonC.M.,rectorofSt.Charles's Seminary,Guildford,hadthistosayabout thefirstproblem:-

Theconsiderationofthe naturallawisanopportuneoneinthesedaysthatwitnessarejectionofallidea ofanaturallawofuniversal application,asdidtheDumbartonOaksproposalsandas dosomemodernparliament-aryconstitutions.

Onecansaythatlawisa ruleormeasure,whilenatureistheessenceofathing consideredastherootprin- cipleoftheoperationsproper toit.

Naturallawhas,therefore,somethingtodowiththe essenceofhumanbeingsand sinceathingretainsitsessenceaslongasitremains whatitis,thenaturallaw forhumansmustremainunchanged.Man'snatureisimressedon himbyGod,HisCreator.It reflectssomeperfectionin theDivineEssence.Theconclusionisthatthenaturallawisbasedfundamentally intheDivineEssence,a thingunchangeable.

Manhassecondlyanature thatiscommontoanimals. Thenaturallawthenis concernedwithmarriageand theeducationofoffspring Birth-control,divorce,un- dueinterferenceofthestate inthehomeandinthe educationofchildrenareall againstthenaturallaw.

Manhasthirdlyanaturethatis naturepropertohim,the ofhisreason.Asa consequence,hehasaninclinationtoknowtruthand toliveinsociety.Perforce, ofthislaw,heistoshun ignorance,toavoidoffending thoseamongwhomhelives.Blasphemy,lying,adultery. theftareallagainstthe naturallaw.

VaticanRadiorecentlybroadcastacommentaryontheChristianconceptofthe communityofnations.

Becauseofitstopicalnaturewereprint thetextofthisbroadcastbelow:

"IntheChristianconcept ofthecommunityofnations, whichtheologianshavespokenof,andwhichthePopes, inparticularPiusXII,have clearlyexpressedtheirviews duringthelasthalf-century. two clearpointsareabsolutely andincontestable:

"Ontheonehand,thena-tionshavetherighttotheir independenceandfreedom; theyevenhaveabsolute'seen ofthisindependenceandthis freedominordertoprocure soundpossibilitiesforeconomicandculturaldevelop- mentfortheirmembers.

Nowmanhas,inthefirst place,anaturethatiscommonwithallsubstances.He mustseekthegoodofthis

Withregardtotheproblem ofPalestine,PiusXII,inhis Encyclial"InMultiplicibus Ouris"dated24thOctober, 1948,suggestedtheinternationalisationofJerusalem. Thisisonlyaparticularcase ofamuchmoregeneralprob-lem. Justasthecommongoodof thenationdemandsthatcer- tainrichesorcertainnation-alservicesshouldbesubject tothecontroloftheStateso thattheymaybetrulyused forthegoodofall,sothe commongoodofallthena- tionsdemandsthattheinter- nationl controlcommunityshould theuseandthedivi- sionofcertainriches,for, saidPiusXIIinhisChristmasmessageof1951,"inthe realmof moralanorderfoundedon principlesthereisnoplacefornarrowegotistical calculationswhichtendto grabtheeconomicresourcesandtherawmaterialsfor commonuse,sothatthena- tionslessfavouredbynature areexcluded."

Inthefirstpressnotice concerningtheCardinalsince hewenttotheAmericanlegationonNovember5,1956 thenewspaperaccusedhimof suspendingthepriestsbecauseoftheir"progressive" views.Thechargescoincide(' withtheeighthanniversary oftheCardinal's"trial"and sentenceoflifeimprisonmentforallegedespionage.

ShouldChurchPunishBadCarDrivers?

Whetherecclesiasticalsanctionsshouldbeimposedondiiversofmotorvehicles responsibleforaccidentsonthehighwaysisdiscussedbyFatherJohnC.Ford,professor ofmoraltheologyatWestonCollege,Massachusetts,U.S.A.,inanarticlein "America".FatherFordquotesfromPopePiusXll'saddresstotheInternational HighwayFederation,inwhichHisHolinesssaid:"Theoftendramaticeffectsofviolatingthetrafficcodegiveitanextrinsicobligationmuchmoreseriousthanpeople generallyimagine".

RecentproposalsthatCatholicbishopsimpose somekindofecclesiasticalpenalty(possiblyeven excommunication)oncriminallycarelessdrivers havecausedquiteastirinthepress.Theidea seemedtogainmomentumwhentheHolyFather himself,speakingon4thOctober,1955,totheInternationalHighwayFederation,pleadedforcaution andcourtesyonthehighways.Manypersons, especiallythosewhothinkoftheChurchasoldfashionedandmoreconcernedwithancientproblemsthanwithmodernones,werepleasedthatthe Popeshouldthustakenoticeofanurgentcontemporaryquestion.Manythoughtitafineideathat bishopsshouldtakeactionagainsttrafficoffenders.

Suchproposals,however. comefromthosewhomisunderstandtherealmission oftheChurch.Toatheologian,itseemsunthinsabie thatourbishopswouldever invokespecialecclesiastica'sanctionsagainsttraffic violators.Toomanyobvious objectionsimmediatelypresentthemselves. Foronething,theChurch traditionallyreservesits punitivemeasuresforgraver mortalsin.Now,mosthighwaydeathsarecausedby accidents;andaccidents,by definition,cannotbeinthemselvessinful.Manytrafficaccidents,ofcourse,resultfrom grosscarelessness,andpersonsguiltyofsuchcarelessnessmaysinagainsttheFifthCommandment.Butwilful violationsoftheFifthCommandmentalreadycarry severepenaltiesprescribedby GodHimself.

Tounderstandecclesiasticalpenallaw,itisnecessarytodistinguishbetween sinandacrime.Asinisany wilfulviolationofalaw whichobligesinconscience, whetheritbenatural,divine orhumanlaw;whetherthe violationbebythought,word ordeed.

Crimeinecclesiasticallaw isanexternal,mortalsinto whichanecclesiasticalpenaltyhasbeenattached,either bythePopehimselforbythe localbishop.TheChurch wiselyusesthispowerof punishmentsparingly,applyingitonlytorattierfew, veryserioussins.

UnlikelyCase

TheoretiCallyitisnotinconceivablethatsomelocal bishopmightattachanecclesiasticalpenaltytosome particularviolationofthe highwaycode;tospeeding, forinstance.Orhemight specifythatthesanction applyonlyincaseswhere deathorinjuryresulted directlyfromtheviolation.

Certainlywedeplorethe increasednumberofhighway deathsandmustdosomethingaboutit.Butwe shouldalsofeeldefinite satisfactioninthedecreased rateatwhichthesedeaths takeplacenowadays.Though wenowhavesixtimesas manymotorvehiclesinthe UnitedStatesaswedidin 1921,andthoughtheytravel eleventimesasmanymiles, themileagedeathratetoday isonlyonequarterwhatit wasin1921.Thenitwas25.3 deathsper100millionmiles travelled.Todayitis6.4 deathsper100millionmiles Thisimmenseimprovement hasallbeenaccomplished withoutanyrecourseto ecclesiasticalpenaltiesfor trafficviolators.

Nobodyreallythinksthat allroadaccidentsviewedin ;loboarepreventableany morethanhumanfallibility, humanfrailtyandhuman perversityarepreventable.In acceptingthemotorvehicle aspartofourcivilization,we necessarilyacceptcertain risksthatgowithit,includingthosethatsteinfrom humanimperfection.

PopePiusXII,speaking on3rdApril,1955,tothefirst WorldCongressforPreventionofIndustrialAccidents, aboutthehumanandmoral factorsinindustrialaccident prevention,said:

Everyhumanworkentails acertainrisk,whetherphysical,economicormoral;this riskmay,evenmust,beaccepted,whenitdoesnotpass thelimitssetbyprudence Indeed,manfindsapowerfulpsychologicalstimulusin thissortofchallenge.Onthe otherhand,noonemay, withoutseriousreason,endangerhisownhealthorthat ofothers,riskhisownlife orthatofothers.

WecouldfollowtheHoly Father'sadvicebyworkingto developinyoungandold alikeamentalityinwhich safe,courteousdrivingbecomesthethingtodo.We couldtaketheprestigeaway fromspeedandputitonthe sideofsafety.Thedrag lacer,theunregulatedhetrodde,andthosegrown-cps whodrivelikejuveniledellaouentswouldbecensuredby publicopinion. Listenerscouldnothelp notingthatthePopecares fullyrefrainedfrommaking accusationsofmoralsin. Rather,hecalledattentionto theneedforinculcating"in everyoneasenseofhisgrave dutytorespectthelivesof others.Thisissimplythemoralobligationthatthe naturallawimposesonall ofus,nottotakeunreasonablerisks.

Itisnotnecessaryto threatenwithmortalsinand eternalpunishmentinorder tomake amoralappeal.

Thereisnoevidencethat suchthreatsaremoreeffectivethanapositiveappealtotheChristianvirtuesof "courtesy,moderationand prudence."Andsuchanap-peal,unlikeecclesiastical penalties,canbemadeto reachbeyondthosesubjectto thelawsoftheChurchto includeallmenofgoodwill.

BuiamongCatholicsparticularly,theChurchcan raisehervoicethroughthe confessional,thepulpit,the schoolsandtheCatholic press,toeducateandmake sensitivethoseconsciences thatmaybeheedlessofthe moralresponsibilitiesthat

comefromtakingthewheel ofacar.Amostpotentally forsuchteachingisthegood exampleofparents,priests andotherswhocommand respectandauthority.

Theproblemofhighway accidentsissointricateand involvessomanyfactors, bothpredictableandunpredictable,thatmanyforces mustjoininworkingtowards asolution.Themotor-cardesigner,thehighwayengineer, thepoliceman,thejurist,the teacher,thepreacherand eventhepsychiatrist(since mentalanxietyorillness causesmanyatrafficaccident)allhaveacontributiontomake.

Ofonethingwecanbe sure;nomatterwhatour efforts,"accidentswillhappen."Butifwehavere ducedthemileagedeathrate toone-quarterofwhatitwas in1921,whycanwenotreduceitagaintoone-quarter ofwhatitistoday?Power andspeedaremajorfactors. Aretheynotdefinitelycontrollablefactors?

Sotherealistacceptsthe inevitableandsetsashisgoal areduction,ratherthana totalelimination,oftheaccident'rate.Thenhelooks forhelpinghandswherever hecanfindthem.

TheCardinal'schargeto theteacherswasmadeina letterurgingCatholicparentstoenroltheirchildrenin thenewreligionclasses Afterthedeadlineforenrolmentinmid-January,the willofthepeopleinthisregardwasobvious.

Parentseverywhereenrolledtheiryoungsters,andin oneschoolwith600children inLodz,onlythreedidnot register.Twoofthechildren areOrthodoxandthethird isaJehovah'sWitness.

MissHaddyhandledthe arduouspartofAntigonewithsensitivityandgreataware-nessofhercharacter.It wouldsufficetosaythatMiss HaddywasAntigone we canthinkofnogreatercom- pliment.However,intheinterestsof criticism,clarityandjust wefeelthatcom- plimentalonetobeinadequate.

Antigoneherself,although predestiniedtodieyoungand inthefirstflushofmaturity, wasnotjustasad-eyed. terriblyintenseyoungwoman withamission.Shewas spritely, mischieffullofflashesof andwethink,with acertain"gamin"qualityabouther.

Shewasalsoarotnantice dreamer.Inhersoul.laydormant ablealmosteveryconceivformofemotion.manyofwhichbubbledoutinsurgine waves, oppositionoftenincomplete toeachother.

Thereismuchtobesaidfor this,asthetwodominant charactersarewithoutdoubt -AntigoneandCreon,andthegreaterpartoftheplotisconcernedwiththeir spiritualstruggleandthe clashoftheirwills.

ConsideringMr.Graham's youth,heistobestrongly commemnidforthewisdom andmaturityhebroughttohisperformance.Thisisan exactingportrayalforany actor,therebeingonescene betweenCreonandAntigone thatlastsforthebetter portionof45minutes,with Creonspeakingthemajor partofthescript_

AlthoughitcouldbeconsideredthatMr.Grahamwas unabletosustainhistechniquethorughout,andthatin placesheseemedinnocuous, thesecriticismsshouldbe temperedwiththerealisation of emotionaltheacutedepthsand levelsofthepart.
