WhentheMenziesGovernment,inabidtohalt the"inflationaryspiral,"clampeddownonbank creditsandmadetheStatesmoredependentpensionersofitslargessethantheyhadbeenbefore, mostpeopleacceptedthepositionphilosophically.
Astimeprogressed,itbecameclearthatnoneofour politicalleadershadtheslightestclueastohow inflationcouldbemet.Butintheless-developed partsoftheCommonwealth(one-thirdofitsarea inthecaseofourownState)therestrictionofbank creditsandofFederalgrantsbegantoexhibitall thesymptomsofanarterialocclusion.Whileit maybefreelyadmittedthatthecauseofthe1929-33 Depressionarestillimperfectlyunderstood,even byeconomists,onefactisgenerallyconcededandit isrefusaltofacethatfactthatisattheheartof theState'spresenteconomicdifficulties.
Whatemergedfromthedepressionof30yearsago wasthateconomictribulationwasdeepenedandthe solutionunnecessarilydeferredbyexcessivefinancial caution.Thereisapointatwhichnationalthrift becomesvicious.Thepanicinducedbyfalling foreignreservesanddomestictradingledtooverhastyreductionofemploymentandtheclosingdown ofplants.Governments,particularlythatofthe UnitedStates,immobilisedlargeamountsofcapital as"reserves"againstwhatthefuturemighthold. Thisleddirectlytotheparalysingofproductionand the#omentingofunemployment.Whatmaybe countedasvirtuousintheprivateindividualbyway ofthriftintimesofstressmaybepositivelydisastrousinaGovernmentinsimilarcircumstances.In atimesuchasthepresent,whileitisusefultocurb extravagance,itisfataltorepresscapitalnecessary fordevelopmentandconsumercreditequaltothe volumeofgoodsproduced.
Itiscuriousthatonecertainlessontobelearned fromthedepressionhasbeenconsistentlyignoredby Canberra.IftheMenziesGovernmentbyitsfiscal policydidnotnaturallycreatethedistressingpool ofunemploymentinthisState,itsobduracyis certainlyresponsibleformaintainingandaggravatingit.ThepeopleofWesternAustraliaareaccustomedtoFederalneglectandcontempt,buttheyare notinuredtoit.Atatimesuchasthepresent CanberrawoulddowelltorecallthatFederaldisinterestintheWestledtosuchachronicdiscontent somethreedecadesagothaturpeoplevotedtwo-tooneinfavourofsecedingfromtheCommonwealth. ItisquiteidletoclaimthatCommonwealthadministrationappliesuniformlythroughoutthenation. WesternAustralia,withitshugeareaandsparse population,isclearlyinadifferentcasealtogether fromitsmorenumerousandwealthyneighbours.Ithasastrongcaseforspecialconsideration.
WhatimmediatelyfacestheHawkeGovernment istheprovisionofadequateassistancetotheunemployed.Inthisregardlocalpoliticianshavedone asmuchasanemptytreasurycanprovidetosupplementtheniggardly"socialservices"oftheCommonwealth.Butclearlysuchmeasuresarepalliativenot remedial:HereagaintheStateGovernmenthas shownasuregripontheproblemindemandingthat Canberrafinancepublicworkshereandeasecredit restrictions.Thisisamatterofexceedingurgency forthepositionwillnotremainstatic.Mr.Hawke haswarnedthat"unemploymentinW.A.willgrow substantiallyunlessCommonwealthassistanceis rapidlyforthcoming.MeanwhileCanberragivesno signofcognisanceoftheState'sdangerousdriftor oftheneedofspecialmeasurestomeetit.
Handinglovewiththeunemploymentproblemis theissueofthenativesintheWarburton-Rawlinson ranges.LamentableconditionsprevailthereaccordingtothereportoftheSelectCommitteetabledin thelocalParliamentonDecember12oflastyear. Unhappilywhatshouldbeamatterof'genuine nationalconcernhasbeenmadeacockshyforthe CommunistsandEvattLabourites.TheReds,with theusualaccompanimentoffakedphotos,etc.,have playedupthenatives'plightintheirPresstodivert attentionfromthewholesalemurdertheircomrades areintentuponinHungary.EvattLabourislikewiseusingtheissueforembarrassingtheFederal Governmentandforcoveringupthewideninggap initsowntankssocynicallyexposedbythe Dougherty-Monkmuck-rakingtourney.Asfor practicalhelpthereisnonefromeitherparty,as therewasnonefortheHungarians.
Asamatterofhistory,Mr.Hasluckhasanexpert knowledgeofthenativequestionandunderhis ministrygreatadvanceshavebeenmadein amelioratingthelotofthenatives.Butsofaras theStatesareconcerned(anditisprimarilya Stateconcern)FederalparsimonytotheWesthas madeanynotableadvancesinaboriginalwelfare impossible.Theusualfranticnonsenseisbeing givenoutinthePressbywell-meaningignoramuses aboutassimilation,fullcitizenshiprights,etc.withoutaclueastowhatthenativesneedorwhatthey arecapableof.Hereisamostcomplexmatterbest lefttoexperts,andtheonlyspecialistsonthespot aremissionaries.Ifgovernmentsandprivatecharity willsupplythemwithfundstheywilldothejob. Butthebasicquestion,bothfortheChineseand fortheRussians,waswhetherChou'svisitwasin theroleofconciliatororcontenderfortheCommunistimperialcrown.
ChouEn-lai'stripunderlined,moreover,the increasedprestigeoftheAfro-Asianblocinthe worldcouncilsofCommunism.Veryadroitly,from thepointofviewofworldopinionandfollowing hismeekroleatBandoeng,Chouhasbeenwilling toletNehruappearastheleaderoftheAfro-Asians. ButevenNehrucannothavebeendeceivedasto wherethebalanceofpowerlay.Chou'srecentvisit toIndiamusthavemadetheIndianleaderuneasy andcertainlytheKaShmirissuehaslefthisstocksa gooddealbelowpar.Howeveritbe,itiscertain thattheAsianhegemony,headedbyChinaisafactorwithwhichRussiawillhaveincreasinglyto reckon.TheSoviethasenjoyedtheenormous advantageofbeingabletoclaimthatshewasboth EuropeanandAsian.Butintheharshlightof historyitseemsthatChinaandnottheSovietwill leadstheAsianConfederacyoftheleft.
Itisimprobableanddangeroustoindulgeinthe wishfulthinkingofasectionofthePresstothe effectthattheChinesewillproveTitoists.Evenwerethattrueitwouldnotfundamentallyaffectthe monolithicstructureofinternationalCommunism. Foralthoughtheremightexistadministrative autonomy,thebasicbarbarismofphilosophyand practiceremains.Andsofarasconcertedpolitical actionisconcerned,thatwouldbeasheernecessity inthefaceofaworldthatisbecomingaware (althoughpainfullyslowly)ofthetrueinwardness ofMarxiSmandinevitablyhostile.Furthermore, theidealofoneworldwillprobablyremainasremote forCommunismasfordemocracy.Because,despite theadvanceofeducation,EastisEastandWestis Westandonlyhistorycandemonstratewhetherthe twainshallmeet.
Forallthat,theCommunistsarerealistsintheir essentiallyfalseandnarrowconceptionoflife.And inasystemsuchastheir'swhereonlythematerial isimportant,itisinevitablethatambitionwillbe atoncethegreatvirtueandtheperilousvice.The worldhasalreadyperceiveddimlythestrugglefor powerintheSoviethierarchysincethedeathof Stalin-astrugglenotyetresolved.Itisinthe natureofthingsnotonlythatautonomywithinthe Communistorbitshouldbesought(asinPoland) orsecession(asinHungary),butthatthesatellite nationsshouldwantanactivepartintheformulationofCommunistworldpolicies.ButChinaisina placeapart.Exceptforeconomicandmilitaryaid, sheisnosatelliteandwilltakeeveryprecaution toavoidoverlordship.Whensheomestofullmight andrealindependenceshemightwellchallenge RussiaforRedleadershipandthatbattlecouldwell topplethewholeevilstructure.
