Twoofeverythreepersonsinhabitingtheearth-more than1,500,000,000-areunderfed,lackingeventhebasic necessitiesoflife.Themajorityoftheseliveinthevast continentofAsia.

IncomparisontheaverageAustralianworkerlivingon amoderatemarginabovethebasicwage-meagrethough thatseemsunderpresentconditions-enjoysamaterialstandardofliving15-20timeshigherthantheaverageinhabitantofunderdevelopedcountrieslikeChina,Vietnam, Indonesia,BurmaorKorea.

Australiathereforehasamoral,socialandeconomicresponsibilitytothesecountries-aresponsibilitybasedon Christ'sLawoflove,thegreatguideandregulatorofaChristian'sbehaviour.

ThisLawofLoveistoregulatenotonlythethoughts andactionsofindividualstoeachother.Itshouldalsobe thegoverninglawofbehaviourbetweennations.

Andbecauseeachcitizenhastheopportunityofinfluencingnationalpolicy,noindividualcandivesthimselfofmoral responsibilityfortheconductofhiscountry.

ThePopeshavestressedthatnonationcanjustlyclaim itsresourcesbelongexclusivelytoitselfandthatitisnot responsibleforthewell-beingofitspoorerneighbour.

Everyhumanbeing,irrespectiveofraceorcreedand colourhas,inthewordsofPopePiusXII,thefollowing fundamentalpersonalrights:

Therighttomaintainanddevelopone'scorporal, intellectualandmorallifeandespeciallytherighttoreligious formationandeducation;therighttoworshipGodinprivate andpublicandtocarryonreligiousworksofcharity;the righttomarryandtoachievetheaimofmarriedlife;theright toconjugalanddomesticsociety;therighttoworkasthe indispensablemeanstowardsthemaintenanceoffamilylife; therighttofreechoiceofastateoflife,andhence,too,of thepriesthoodorreligiouslife;therighttotheuseofmaterial goods,inkeepingwithaman'sdutiesandsociallimitations.

ThreeWaysToPlayOurPart

TheCatholicsofrichnationslikeourownhaveamoral chargetoplacethemselvesintheforefrontofthestruggle torealisetheseprinciplesontheinternationallevel-and shouldleadinthestruggleforsocialjusticenotonlybetween classes,butbetweennations.

AsaleadtothinkingChristians,theBishopsmadethree suggestionsonhowAustraliacouldfulfilitsmoralresponsibilitiestothosenationswherehungerwasrife.Theywere: TherapiddevelopmentofAustralia'sresourcesand wealth.

Thisshouldbethecountry'sprimarynationalobjectiveso thatecouldmakeaneverincreasingcontributiontothe neesofourlessfortunateneighbours.

Anacceleratedprogrammeofimmigration.

ThemostdirectwayinwhichadevelopingAustraliacan assistthepoorernationsisbythecontinuationandexpansion ofthepost-warprogramme.

AChristianapproachtointernationaltrade.

EspeciallyinrelationtothenearAsiannationswhere hungerisespeciallyacute,Christianattitudestointernational tradeareevenmoreimportantthanaidgivenunderthe Colomboplanandsimilarreliefprogrammes.

Inthefieldofinternationaldirectaidthroughprojects suchastheAmericanPointFourProgrammeandtheColombo Plan,theBishopsadvocatedanincreaseinsize;concentration onprovidingthemeansandimplementsofproductionasa long-termobjective,exceptincaseslikefamineoranexodus ofrefugees;andanincreaseinthenumberofskilledtechnicianslikeagriculturists,engineers,doctorsandteachersto spendsomeyearsoftheirlivesimpartingtheirparticular skillstothepeopleofthepoorercountries.

TheBishopsnotedthattheprojectswouldbeoffar greatermoral-andutilitarian-valueiftheyweremore directlyinspiredbyconceptsofChristianlovethanbypolitical andmilitaryconsiderations.

IndividuallyeachAustralianhadaresponsibilitytoreflect theprinciplestheyhadelaboratedinthepubliclifeofthe Commonwealth,theBishopssaid.

TheindividualAustralianalsohadadutytoabandonthose racialandreligiousprejudicesandintoleranceswhichstoodin thewayofthefulfillmentofourcommondutiestoother nations.

Hecouldalsodomuchtofurthercharityandunderstandingbetweennationsbyinvitingintohishomeandassisting ineverywaypossiblethosestudentsfromforeignlandswho werenowpursuingstudiesinAustralia.

AustralianUniversitygraduatesandundergraduates,particularlythoseintechnicalfacultieswhohadnotyetassumed familyresponsibilities,shouldnotfixthepatternoftheir careerswithoutatleasthavingconsideredspendingoneor twoyearsasatechnicalassistantinoneofthepoorer countries.

AustralianCatholicsinparticularcoulddotheirshareby helpingtheimmigrationprogrammeinanumberofpractical ways-contributingtoannualdiocesancollectionsforCatholic migrationworkandnominateifpossibleamigrantforthe migrant'ssake,theBishopssaid.

TheBishopsclosedthestatementwiththisquotationfrom PopePiusXII,callingfora"mightyawakening"ofChristian menandwomensothatthetremendousspiritualvitalityof theChristianfaithmaybeturnedtothetaskofbuildinga newworld.

Itwas,amatterforconcernthatsofewAustraliansseemedtobeawareofourpresentfailure tomatchtheeffortsofthepioneersindeveloping thegreatresourcesofthiscountry,theBishopsof Australiasaidinthe1956SocialJusticeStatement onHunger.

Theprerentcrisisofinna-releasehundredsofmillions tionprimarilyandnaturallyItortheessentialtaskofreattractspublicattention,be-buildingournationalecocausetheconditionsoflife becomeharderandthestandardoflivingloxerforcertain groupsinthecommunitywho arethevictimsofparticular injustice,thoseonfixedincomes,toepensioners,andthe largerfamiliesamongteen.

Farmoredeeply,however,is ourpresentinetaionaijmo tomofourfailuretolaythe foundationsofastrongand developingeconomy.Wehave introducedtelevisionwithits verygreatdemandonprivate capital-buttheroadswhich ereourlifelineareindisarray andconstantlydecliningin efficiency.Enormoustractsof landareregularlylaidwaste infloods:yet,whileseestablishandmaintainahostof luxuryindustries,wearedoing littleornothingtoattract capitaltothenationalflood preventionschemeswhichare ruind

needstosaveusfromouslosses.

Ouragricultureislanguishing,andmanyofouragriculturalproductscannolonger besoldonworldmarkets.Insteadofrealisingexactlywhat thismeanstoourfutureprosperityandtoourcapacityto assistothernations,thereare somewhopursuethe thatanationassmallteeouowncan,atthepresentm ment,redressthebalance:ay exportingmanufactures.

MillionsDownDrain

Allofthisisareflectionto ournationalrefusaltoplace firstthingsfirst.Ourwean,' asanation,ourcapacityto fulfilourresponsibilitytohele othernations,eventhevauntedstandardoflivingmust inevitablydiminishunless nationalpolicyinitsvarious manifestationsisdirectedto re-establishingthefoundationsofoureconomybefore webuildthesuperstructure.

Aswehavealreadysaid, thiswillnotbeachieveduntil -withinthelimitationsof socialjustice-thevarious meansatthedisposalofgovernment.s.budgetarypolicy, tradepolicy,taxationand wagepolicy,creditpolicy,are gearedtogiveprioritytobasic industries,totransport,toagriculture,tohousingandto similarenterprises.

Itisextraordinary-and -evenscandalous-thatoutof atotalnationalincomeof :5,200million,wespend£353 pilliononsmokinganddrink, ;a00millionongamblingand S100milliononentertainment, letalonetheotherhandrej ofmillionsspentonitems butstillnotindispensable.No whicharefarmorelaudaala onearguestaatallofthe comfortsandrefmemenaof lifeshouldbeeliminated;out evenaproaprti3nate tionofthisexpenditurewould

Itisonlythroughthefull developmentofAustralia'sresourcesintheshortesttime possiblethatwecanplayour lettasanationtorelievethe iovertyofothers.Wearenot entitledtoabandonourduty tootherpeoplessimplybecausewehavenotthevitality ortoeprincipletodevelopthe countrywhichAlmightyGod hasgiventous,notinabsolutesovereignty,butintrust forthecommongoodofthe peopleoftheworld.

Withoutstability.of.governmentandadministrationthe conditicnofthepoormust furtherdeteriorate.

AtangiblesignofourpracticalChristianconcernforthe developmentofthepoorernationswouldbethemixingof ourowntrainedtechnicalmenwiththehumblestcitizensat thevillagelevel.Christianitywouldbepreachedfarmore bydeedthanwordifthesetechnicalexpertswereanimated byadedicatedspiritofChristianfraternitytotheirpoorer brothers.

Theysaidthatthepart whichAustraliacanplayin formulatinginternationalagreementsofthetypesuggested islessdirectthanwhatitcan doitselfinbuildingitsown traderelationswithindividual nations.

Whilethesamepirnciplei. nodoubtapplicabletoour traderelationshipswithother nations,itisinrelationt3 Japan,amongthenationsin thePacificregionstruggling fornationalsolvencyandfor thewell-beingofitscitizens, thatourtradepoliciesseem mostunjust.

Herewefaceanationwith thegreatestpopulationdensity ofall-600peopletothe squaremile-apopulationin everyyearandrestrictedtofoursmallislands.

ItisclearthattheJapanese peoplecanmaintaintheir presentverymeagrestandard oflivingonlyifnationsinthe sameregionopenthedoorsof tradetothem.

Australiahasaspecialresponsibilityinthismatter. Wecannotevadeourobligationsunlesswedesiretoassumeatleastindirectresponsibilityforthedreadful increaseofabortion,whichtoo manyJapaneseregardasthe onlyescapefromagrinding povertywhichseeminglymust worsenifthepopulationcontinuestogrowandiflegitimateopportunitiesfortra.cle andemigrationaredenied them.

Speakingoftaethecriee whichgovernnationalandinternationaltrade,PiusXII declared:"Itishereprecisely thatChristianprinciplesof sociallifemustsaytheirword. adefiniteword.ifmenwant tobetrulyChristianand showthemselvessuchinall theirwork"

BeWaryOfReds

Inthefieldofinternational trade,however.awordof warningneedstobeuttered. TheChristianattitudeto thesequestionsmustbebased ontheLawofLoveinrelationtoallcountries,whatever theirpoliticalandsocialsystemmaybe.Toootter,however,thedemandthatinternationaltradeshouldbeencouragedarisesnotfrom moraloreveneconomicreasons,butfromcoldpolitical calculation.asanaspectof theinfamous"coldwar."

Whilenathesshouldregulatetheirtradeevenwith Communist-controlledcountrieslikeRussiaandChinaby thetwinpreceptsofjustice andcharity.smallernations likeAustralia,inparticular, willbewiseiftheyarewary oftheoffersofCommunist governmentstofullyabsorb surplusproductsintheruir,:etingofwhichsoretemeearydifficultyhasdeveloped. asonewriterhasput.it: "Thereisnoeasierwayof establishingpoliticalcontrolof asmallcountrethantonravideanexclueitamarketfor itsmajorproducts."

TheSoviethasvetoedtheAmericanresolutionin U.N.O.toendits"interference"intheinternal affairsofHungary,buttheU.N.GeneralAssembly hasdemandedthatRussiaenditsattacksandget itstroopsout.Whatisreallyneededistoexpel thebarbaricSovietfromthecouncilsofthe'civilised worldforithasdonenothingfortheUnitedNationsexcepttouseitupcynicallyasapropaganda platform.

EvenatthisstageBulganinhashadtheeffronteryto"warn"BritainandFranceandtoemploy threatsofjetdevicestopreserve"peace"inthe MiddleEast.Theobviousanswertothatisthat nosanepersonanylongerwantspeacewiththe Soviet.Thetimehasarrivedwhenpeaceisadiseaseofthespirit,amerecravenpassivityinthe faceofanintolerablethreat,atokenofthefailure ofthewilltolive.

TheSocialJusticeStatementon"Hunger,"just releasedbytheCatholichierarchyofAustralia, mustrankamongthemostnotableofaseriesof noteworthypronouncements.Itderivesitsimport fromthethemeofChristiancharity,thebasic virtueoftheChristianfaithgrowncoldamongso manyinourday.Thestatementtranscendsthe levelofmerelynationalproblemsandrisestogreat centralfactsgoverningthephysicalandstual lifeofmankindatlarge-thefactthattwo,alffvery threeoftheworld'spopulationgohungryevery day.Clearlyitisidletotalkofreligionorofpeacewhilesuchalamentablesituationprevails.Equally forcefulistheconsiderationthatindividualscannot shrugoffresponsibilityfortheremedyingofso universalanevil.

Itisnotthatnothinghasbeendoneinthematter. TheCardinalwasnevertried.Hewasheldin detention,beingmovedfromoneplacetoanother forthelastthreeyears.

IncessantdemandsfromPoleswithinandwithoutthecountryaresaidtohaveconvincedthenew leaderofPoland'sRedgovernment,WladislawGomulka,thatitwasimperativetoreleasetheCardinalPrimateifthenewregimewastogainanypopular support.

Gomulka'sattitude,untiljustafewdaysbefore theprelate'srelease,wasthathewouldconsider thereleaseoftheCardinal,butthatnothingcould beexpected"immediately"or"withinafewdays."

ThenewsoftheCardinal'srelease,however,indicatesthatGomulkadecidedthattheunityheis strivingforinPolanddependsagreatdealonthe freedomofCardinalWyszynski,whohasbecomea symboloflibertytothePolishpeople.

GomulkaSeeksPopularSupport

CommunistsourceswhoparticipatedinthemeetingswiththeCardinalwhichprecededhisrelease reportedthathesawtheneedofa"realisticapproach"tothesituationnowexistinginPoland.The CardinalisreportedtohavesaidthatPoland's greatestneedatthepresentisnationalunity.

ThecommunistregimeinPoland,apparentlyencouragedbytheCardinal'sattitude,finallydecided toreleasehim.

ThereleaseofCardinalWyszynski,accordingto informedsourceshere,makesitlikelythatthegovernmentwoulddissolvetheso-calledCatholicProgressiveOrganisation,knownasPAX.Thegroup, favourabletothecommunists,wasfoundedatthe heightoftheChurch-StatestruggleaftertheReds tookoverPolandin1945.

CommonopinionisthatPAXwassupportedby thePolishsecretpoliceasaweaponinthefightof thegovernmentagainstthePolishhierarchy.

(Oneindicationofthefateevidentlyimpending forthePAXgroupisareportbytheSwissCatholic newsagency,KIPA,thatBolislawPiasecki,head ofthe"CatholicProgressiveOrganisation,"hasbeen expelledfromthePolishWriters'Association.Piasecki,someofwhosewritingshavebeenplacedon theIndexofForbiddenBooksbytheSacredCongregationoftheHolyOffice,wasaleadingstooge fortheRedsevenduringthehardcoreStalinistdays).

Gomulka'sfreeingofCardinalWyszynskiwasseen asadefinitemovetogainpopularsupportforthe newpartyleadershipinPoland.Thedemandsof thousandsofstudentsforthefreedomoftheprelate, madeduringtheanti-SovietdemonstrationsprecedingGomulka'svictory,madeitclearhowimportantthemovewas,politically.

Anotherindextotherespectandadmirationofthe PolishpeopleforCardinalWyszynskiwerethethousandsofpilgrimswhoprayedpublicityforhimat

thespecialMarianYearpilgrimagetoCzestochowa inSeptember.Hisemptythroneonthedaisnot onlyremindedthepilgrimsoftheirprimate,but confrontedthegovernmentwithastrikingsymbol ofCatholicsolidarity.

(InRome,Vaticanauthoritiesarereportedtohave receivedthenewsofCardinalWyszynski'srelease with"greatsatisfaction."Theofficialsunderlinedthe importanceofthenewsandexpressedthehopethat greaterreligiousfreedommaybeexpectedinPoland.)

In1953,thenewlyappointedCardinalWyszynski cabledtheVaticanthathewouldnotbeabletoattendtheusualceremoniesattendantonpresentationofacardinal'shat.HeexplainedthatthedifficultywasnotinabilitytogetanexitvisafromPoland.Itwasunderstoodatthetimethattheprelate'sfearwasthathewouldnotbeallowedtoreenterPolandifonceheleft.

CardinalIndictedCommunistRulers

Inthesameyear,thecommunistpapersinPoland referredtoCardinalWyszynskiandHisEminence JosefCardinalFrings,ArchbishopofCologne,as "thetwogreatestfoesofthePolishPeople'sRepublic"intheCollegeofCardinals.

CardinalWyszynski'sresistanceoftheRedPolish governmentdidmuchtobringabouthisarrest.Four monthsbeforehisarrest,hemadeastrongindictmentofPoland'scommunistrulers.Hetold1,800 peoplecrowdinghiscathedralthatinthe"so-called progressivecountries"theChurchis"worseofftodaythanitwasintheMiddleAges."Hewarned hispeoplethattheymustbeready,ifneedbe,for martyrdomandthattheymustresist"statepressureeventothepointofbloodshed."

LastyeartheRedsofferedtheCardinalhisfreedomifhewouldsignastatementresigningfrom hisSeeandleavingthegovernmentoftheChurch toRed-appointed"progressive"clergymen.

TheCardinalrefusedabsolutelyand,insteadof resigning,sentbackareplydemandinghisimmediate andunconditionalrelease.

Itisobviousthroughoutthebookthattheyareinthe mostcompletesympathywiththeGeneial'spointofview inallcontroversies,andthattheyregardhimasamanof supremegeniusandheroicstature.Thisvolume,therefore, mayberegardedasthecomplete"apologia"forthecareer ofMacArthur,presentedtotheAmericanpeopleandthe world.

Itisanimpressivework-inparticular,thefirstpart, whichgivesacompletepictureofthegrandstrategyofthe PacificWarfromBataantoTokyo.Theconflictisdescribed withaccurateandclearexplanationsoftheobjectivesof theGeneralandthevariedobstaclesitwasnecessaryto overcomefortheirachievement-aboveall,theimmense distancesandthecontinualshortagesofmenandmaterial.

Ineveryphase,however,theaccountis"personalised," bygivinglivelyaccountsoftitepicturesquedoingsandutterancesofMacArthurhimself,andhisrelationswithother leadingfigures-Roosevelt,JohnCurtin,Quezonandmany more;andalsobyadventurousepisodesinthefighting,and thrillingdetailsofthe"underground"warinthePhilippines anditsheroes.

OfespecialinteresttotheAustralianreaderistheaccount theCommonwealthdefencesin1942,whenMacArthurarrivedinthiscountry.Itisshown,incidentally,that the"BrisbaneLine"wasbynomeansthemythithassometimesbeenrepresented."TheAustralianchiefshaddrawn

theyplannedtodefendthatlinetothedeath";whilethe WesternandNorthernregionsofthecontinentweretobe sacrificedifnecessary.

TheAmericanGeneralwasin"completedisagreement" withthisdefencestrategy,whichheregardedas"fatalto everypossibilityofeverassumingtheoffensive,"anditwas athisinstancethatthedecisionwasmadeto"beatthe Japanesetothepunch"byfightinginNewGuinea.Itis, therefore,toMacArthur'sclear-sightedcouragethatAustralia owesherimmunityfromactualinvasionandtheoccupation ofalargeareaofherterritorybytheJapanese.

ThewriterspayasplendidtributetothetremendouswareffortofAustralia,andtheco-operationofPrimeMinister Curtin,the"heartandsoul"ofthecountry.Itwasowingto thenation's"extraordinaryjob"ofexploitinglocalresources thattheAmericanarmedforcesintheSouthWestPacific wererenderedself-sufficientbeyondallothers,andthatthe driveforwardwasmadepossible.

AustraliaactuallygavemoretotheU.S.A.in"reverse" lend-leasethanshereceived,andMacArthurwasableto furnishtheneighbouringSouthPacifictheatreofwar,inthe earlycriticalperiod,withalargertonnageofsuppliesthan theAmericanauthoritiesshippedtohisownarea!Itseems astrangethingthatsolittlehasbeendoneheretopublicise thisinspiringwar-timeachievementofAmerican-Australian collaboration-aswellasourgreatdebtasanationtothe heroicAmericanwholedourforcestovictory.

Indeed,whenreadingthefullstoryofthewarinNew Guineaandtheislands-withitsbrilliantlyconceivedstrategy of"leap-frogging"envelopment,devisedtosecurethehighest possibleeffectfromminimumforcesandresources-onecannothelprecallingthelackofinterestdisplayedinthisvital fieldofconflictbyourownAustralianpress,whichwas almostcompletelyabsorbedintheEuropeanwarfromfirst tolast.

ThiscomparativeindifferencetowardsmajorPacific achievementswaspartofawholepatternofthinkingagainst whichMacArthurwasbattlingthroughoutthetenyearsof hisleadership.ThehabitofregardingtheFarEasternWar asa"side-show,"theneglectofproperprovisionforits requirements,andtherejectionofMacArthur'sadviceregardingitsconductinWashington,werefollieswhichcontinued toprevailfromfirsttolastduringthedesperatestruggle withJapan;andthesametypeoferrorincalculationwas latertobringaboutthetragicfrustrationoftheGeneral's campaign-strategyinKorea,whenfullvictorywaswithinhis grasp.

OpposesAtomicAttackOnJapan

Thelongaccountsofthevaliant"resistancemovement" inthePhilippinesshouldprovesomethingofarevelation tomanyAustralianreaders,inviewoftheneglectofthis wholephaseoftheconflictbothduringandsincethewar. Itisclear,however,thatthisnewOrientalChristiannation putupafightofextraordinarypersistenceagainstitsruthlessandcruelconquerors,andkeptthetorchoffreedom burningbravelyuptillthehouroftheAmericanreturn.

AfterstabilisingthefrontatPusan,hedesignedthebold Inchonoperation,againsttheobstructiveattitudeofWashington,atatimewhenTrumanwasalreadyplanninghisdismissal.Itwascompletelysuccessful-buttheopportunity torestorepoliticalunitytoKoreabydynamicpoliticalaction waslost:andthespiritof"appeasement"intheU.N.made itcleartotheRussiansandChineseCommuniststhatthelatter couldsafelyintervenewithoutriskofreprisalsagainstthemselves. TheGeneral'smarchnorthofthe38thParallelhadbeen orderedinthenameoftheUnitedNations-itwasnotundertaken"onhisowninitiativeandinrecklessdefianceof superiorauthority,"aswasafterwardsfalselydeclaredina propagandawhichauthoritydidnothingtocorrect.Itwas notdoneinignorance,forthefactthattheRedChinesewere readyto"movein"waswellknown-thoughanintelligence reportsenttohimon21Novemberprofessedabsenceof informationonthismatter.

Yet,whilehemovedcautiouslyforward,hishandswere stilltied;hisaircraftwereforbidden"hotpursuit,"andthere wastobenobombingofelectricalinstallationsinNorth KoreawhichfurnishedcurrenttoManchuriaandSiberia;nor ofthesupplycentreatRajintowhichwarmaterialhadbeen forwardedfromVladivostok.Meanwhile,Westernstrategic materielwasgoingfreelytotheCommunistsbywaxyof HongKong!

ErrorOfTheGeneral'sDismissal

WhentheChineseRedsintervenedinstrength,ashe hadfeared,hewasreadyforawell-plannedwithdrawalthoughhewasnotevenallowedtoblowuptheYalubridges inordertoslowuptheadvancesofthenewenemy.The oddstowhichhisforceswereopposedwere"neverbefore encounteredintheentiremilitaryhistoryofthenation"andtothemwereaddeda"defeatist"propagandawhichdeliberatelysoughttodemoralisepublicopinionandtodiscredit theAmericanArmy.

MacArthurwasstillplanningforvictory,however-and hewasaidedbytheoutbreakofsmallpox,typhusandtyphoid intheenemyforces,whichwaslatermadethebasisofthe "germwar"propaganda.Thebookcontainssomeinteresting evidenceofthefactsconcerningthis-anditIsnotedthatno attemptwasapparentlymadetousethisinformationinrebuttingthefalsechargesoftheenemy.

Inthefinalchapter,on"TheDismissal,"itisshownthat MacArthurwasnotinfavourofsendingtroopstofighton Chinesesoil,andthatthemeasuresheproposeddidnot envisageanyactionoutsideKoreanterritory.Thethreemain chargesactuallyfirstmadethebasisoftheAdministration's caseagainsttheGeneral-hisstatementtoaveteran'sorganisationonFormosa,hispeaceoffertotheChineseCommunist leader,andhislettertoaCongressmanonthe"coldwar" strategyinAsiaandEurope-areallexaminedsoastoshow theirinsubstantialcharacterasajustificationforTruman's action.ItrejoicedtheCommunistsandwasreceivedwith dismayedbewildermentinJapan,wherehewaswidelyheld tobethefriendand"liberator"ofthenationhehaddefeated.

ThepoliticaldifficultiesofMacArthurbeganinthefirst momentsofvictory.HisplanfortherestorationofDutch authorityinIndonesia-whichcouldhavebeendonewith theutmostease-was"calledoffandforbidden"byWashington,andthepoliticalattitudeoftheBritishhelpedto securethesurvivaloftheJapanese-puppetregimeofSoekarno.Hewasleftuninformedabouttheplanforenatomic attackonJapan-which,inhisview,wasbothunnecessary andunjustified. HehadforeseenthepossibilityofaJapanesesurrender, however,andwasreadytoorganiseapeacefuloccupation -thougheveninthis,hehadtorepelill-advisedpressure fromWashington.Theaccountofthesurrenderemphasises theall-importantroleoftheEmperorofJapan(whomso manywishedtohavetreatedasa"warcriminal")andalso thegreatpersonalrisktakenbyMacArthurinhislanding atAtsugi-thebravestdeedofthewar,intheopinionof SirWinstonChurchill.

WiththeArmistice,MacArthurassumednewresponsibilitiesasmilitaryruleroftheJapaneseEmpireundertheterms ofthesurrender;andtobegin,wearetoldsomethingof theprocessofJapanesedisarmament,andofhisfightfor humanityandcommonsenseagainsttheadvocatesofharsher punitivemeasurescombinedwithmadlyaccelerateddemobilisation.,Therearesomeinterestingdetails,too,oftheintriguesandobstructionismoftheRussiansontheAlliedCouncil,andofthelinksbetweentheSovietEmbassyandCommunistespionageand"penetration."

Inachapteron"thePoliticalPhase"oftheoccupation, themethodsoftheGeneralaredescribedas"democratising" JapanwithJapanesecollaboration,inthecarryingoutof the"Purges"agreeduponatPotsdam,andinthereforming andeducationandsafeguardingofnationalhealthagainst themenaceofepidemics.Inthegreattaskofeconomic rehabilitation,hisadministrationobtainednotableresultswithamerethirdoftheaidmadeavailableforthesmall "Americansector"ofGermanyalone!

Industrialrecoverywascombinedwithaconstructiveprogrammeoflandreform;the"Zaibatsu"strangleholdoneconomiclifewasbrokenforthetimebeing,andthebuilding ofahealthydemocraticlabourunionstructurewasencouraged.InbuildingupJapan'scompetitivepositioninworld trade,however-asanecessityforherpeople'slife-MacArthurfoundhimselfupagainststrongBritishopposition. IntheGeneral'sheadquartersitwasheldthathisresistance toplansforbringingthecountryunderthecontrolofthe sterlingbloccreatedanantagonismagainsthiminLondon whicheventuallypavedthewayforhisrecall.

Thelastthreechaptersofthebookareconcernedwith theKoreanconflict.ItisshownthatWashingtonreceived amplewarningfromMacArthur'sintelligenceofthedanger ofaninvasionofSouthKorea-thoughitlayoutsidethe sphereofhisresponsibilities.Thesewarningswereutterly neglected-but,whentheaggressiontookplace,hewasimmediatelyplacedinchargeofthecollapsingKoreanfront

Thepropertyisavery beautifuloneandsinceit hasbelongedtotheorphanagetheSistershaveacquiredanotherhalf-acre,making inallatwo-ac-eallotment.

Thehousehasfiverooms withasleep-outandtwo louvredverandahs.Thereis alsoaflatwithagarage. Theflatmakesagooddormitorywhilstthegarage-quitealargeone-hasbeen linedandflooredtododuty asachildren'sdiningroom.

Agreatdealofworkhas beendoneonthelawnsand gardenssothatnowthe wholeofonehalf-acreis undergrasswithgoodshade trees.Thismakesapleasantrestingplaceforthe girlsduringthehotafternoons.

Morningsandearlyeveningsarespentonthebeach andtherearemanypicnics. Neighbourshaveaboatand shortcruisesareverypopular. Underpresentarrangements22girlsatmostcan beaccommodatedforafortnight.Thenachange-over ismade.

TheSistershadhigh hopesoferectingasuitable buildingsothatallthe childrencouldspendthe wholeChristmasvacationat thebeach.Thisyearthe proceedsofGiftSunday willhelptowardsthemoney requiredtomakethenecessaryimprovements.

ToWardstheendoflast yearSt.MariaGoretti's schoolwasopenedatthe orphanage.Therehadnever beenacompleteschool housebeforeasclasseswere heldinvariousdisused buildingsabouttheHome. Mostofthemwerequite dilapidated. St.MariaGoretti'scorn-

prisesallthatisofmost moderninschoolequipment.Butitdidnotjust appearatarubofAladdin's lamp.Schoolshavetobe paidforandthisoneiswell worththesacrificeitserectionentailed.Thedebton itisalsoachargeonthe proceedsofGiftSunday.
