Thirty-fourbrancheswere representedattheretreats andtheseincludedthree fromthecountryandtwo
Thisyearchangeswere effectedintheorganisation andconductoftheEucharisticprocessionontheFeast ofChristtheKingatAquinasCollege. Fromthe society'spointofviewthe occasionwassuccessfuland theattendanceequaltothat informeryears.
Ithasbeenfeltthatthe changeoftheannualHoly NamerallytothethirdSundayinMaywouldencourage alargerattendance,butthis hadnotbeenthecase,the attendancelastyearleaving agreatdealtobedesired.
Thisyeartherallywould beheldonthesecondand HolyNameSundayinMay andthepreacherwouldbe theRev.D.Fitzmaurice, O.P.,theNationalSpiritual Director.
Sincethelastconvention exectutivemembershad visitedeighteenbranches, andhadbeenprivilegedto attendtheinauguralmeetingoftheBunburyDiocesan Union.
Theexecutivewasgratefultothebrancheswhich hadcontributedtothebursaryfundduringthepast year,butitwasamatterfor regretthatallbrancheshad notdonesoduringtheyear. Thecontributionstothefund amountedto£234/3/7.This hadbeencontributedby28 branches.

Mr.Foleysaidthatindicatedaslightimprovement, buttherewasroomfora bigimprovement.During theyeartheUnionsustained abiglossinthedeathofits seniorvice-presidentand presscorrespondent(Mr. ErnieFarmer).Hiswork forthesocietyontheexecutiveandinhisownbranch wouldnotbereadilyforgotten.
Thesocietywasindebted to"TheRecord"forthe generousmannerinwhich spacewasmadeavailableto it.
Itwaswithfeelingsofthe utmostregretthatthesocietyreceivedtheresignation fromtheexecutiveofMr.E. O'Mahoneywhoforthepast 19yearshadservedthe societyfaithfullyandwell.
Hehadbeenatowerof strengthduringthewhole ofthattime,butmoreparticularlyduringtheyears immediatelyfollowingthe formationoftheDiocesan Union.Hisworkasminute secretarywashighlycommendedandhisopinions highlyvaluedatexecutive meetings.
Aquinaswasmostcentrally situatedandthesettingfor theprocessioncouldnotbe excelled.Problemsrelating totrafficwouldnotbesolvedcompletelybymovingto anotherlocation.
FkTHER FITZMAURICE'SVISIT.
Mr.Foleyreportedat lengthontheforthcoming visitofthenationalspiritual director(FatherFitzmaurice).Heexplainedthatat branchmeetingsthesame procedurewouldbefollowed ashadbeenadoptedonthe occasionofFatherMcEvoy's visit.
Themeetingsintheparisheswouldcommenceat 7.30p.m.andwouldconsist ofashortsermonandBenediction,tobefollowedimmediatelyafterwardsbya meetinginthelocalparish hall.
Thesemeetingswouldbe informalandafterabrief discoursebyFatherFitzmauricesuppercouldbe servedandthe,spiritual directorwouldbegiventhe opportunityofmeetingmembers.
Theorganisationofthose functionswasentirelyinthe handsofthebranches.The branchesatwhosecentrethe meetingsweretobeheldand thosewhowouldattend thesecentresshouldcommenceimmediatelywiththeir organising arrangements andnotifyhimassoonas possibleoftheircompletion.
ThevisitofFatherMcEvoyhadpassedoffwithoutahitchandhewassanguinethathappystateof affairswouldpersistonthis occasion.

Hemadereferencetothe deathofMr.E.Farmerwho hadeverbeenanoutstandingstalwartofthesociety. Theresignationsduringthe yearofMessrs.E.O'MahoneyandC.Berryhadalso beenreceivedwithgreatregret. Theirservicesextended overmanyyearsandtheir counselsatexecutivemeetingswouldbegreatlymissed.
WORKOFPRVECTS.
Hesaidthattheproblem ofattendancesatHolyCommunionandeveningdevotionswaseverrecurringlittlesatisfactioncouldbe experiencedatthestatistics suppliedonthatscoreby Mr.Foley.
Therewasroomfortremendousimprovementand hewouldmakeasuggestion onthematter.He'proposednothingrevolutionary andsomethingwhichwas alreadyprovidedforinthe constitution.
Itwasthatonthesecond Sundayofeachmonthoras soonaspossibleafterwards theprefectsshouldconsult withthespiritualdirectors ofthesocietyonthequestion ofattendanceatHolyCommunion.Suchconsulations shouldundernocircumstancestakeplaceatexecutiveorformalmeetings,

InconclusionMr.Foley expresshisappreciationof societybyitsspiritualdirectorandthediocesanclericalconsultors.Theexecutivehadmetregularlyand hadgivengenerouslyof theirtimeintheinterests ofthesociety. Thefinancialstatements weresubmittedbythetreasurer(Mr.W.J.Roberts). Theyearconcludedwitha smallprofit,heexplained, andthesumof£480had beeninvestedonbehalfof theBursaryFund.
Thefundprogressed,but aninfinitelybetterjob wouldbeachievedifall branchesco-operated.The yearunderreview(195556)hadthedubiousdistinctionofhavingthelowest numberofcontributing branchesandthelowest totalsubscribedinafull year.
Mr.Robertsexpressed thankstoD.I.S.C.A.forthe assistancegiventhesociety.
Foryearsthesocietyhad hadtheuseofitsroomsin St.George'sTerracefor executivemeetingsandits staffstilllookedafterthe stocksofthesociety.
AQUINASPROCESSION.
AproposalfromtheBedfordParkbranchtorecommendachangeinthevenue oftheannualprocessionon theFeastofChristtheKing fromAquinasCollegetothe Subiacoovalwasrejected bytheconvention.
TheargumentwasadvancedthatthetrafficconfromAquinaswashavinga gestioningettingtoand deleteriouseffectonattendances.
Membersgenerally,however,acceptedtheviewthat
Mr.Foleyannouncedthe datesoftheHolyNameRetreatsduringtheforthcomingyearsasfollows:First retreat,June16-17;second June23and24;third,July 21-22;fourth,July28-29; fifth,August18-19;sixth, August25-26.Hesaidperhapsthedatesmightberememberedmoreeasilyasbeingonthelasttwoweekendsineachmonth.
Beforevacatingthechair fortheelectionofthenew executive,Mr.Quinnsaid thatnomembershould apologiseforrecommending theretreatstoanyCatholic man.Theywereinthe worldforonepurposeonly andperhapsthemosteffectivewayofgettingtheir valuesintoacorrectperspectivewastospendaday ofprayerandcontemplation inthereassuringquietofthe monasteryatNorthPerth.
Heappealedtodelegates toattendtheforthcoming retreatsandtotakewhat stepsweredeemednecessary toswelltheattendancefrom individualbranches.
Figuressuppliedinthe reportsastoattendancesat HolyCommunionandeveningdevotionswerenot suchastoevokeanygreat measureofprideinpast accomplishmentsandthe societystoodinneedofall thezealandfervourwhich couldbeinspiredbytheattendanceofmembersin largernumbersattheretreats.Thesocietywasat thecrossroads,havingemergedfromitsformative yearsanditrequiredthe zealofallmembersinthe workofextendingitsinfluence.
InconclusionMr.Quinn thankedthemembersofthe executiveandespeciallythe treasurerandsecretaryfor theunremittingattention theyhaddevotedtothework
WhereDoesResponsibilityLieFor UnrestOnWages?
WhentheHighCourtofAustraliarecentlyruled thattheFederalArbitrationCourthadnorightto imposepenalties,itstruckamortalblowatthe systemofarbitrationasweknowit.Manywillbe foundtosaythatitwillbenogreatloss;butwe oughttorememberthatonehasnorighttodestroy theleastthinginthesocialorderwithoutbeingin thepositiontoreplaceit.FormyselfIfeelthat telegraphpostsareunsightlyobjectstohaveabout acityandevenmore,aboutaruralenvironment. Iwouldgreatlyrejoicetoseethemcutdown.But Ilackthetechnicalknowledgetosaywhetheritis feasibletohavethewiresputunderground.Hence, withenormouseffortIhaverefrainedfromlaunchingmyLeaguefortheAbolitionofTelegraphPoles.
AsIrecallit,inJulyoflastyeartheAustralian CouncilofTradeUnionsproposedageneralstoppageofonedayofallAustralianindustryasa protestagainstpenaltiesimposedbytheFederal ArbitrationCourtonanumberofunionsforstrike action.Itwasamonstrousproposalandthegood senseofthemassofunionistspreventeditsimplementation.Butitwas,orshouldhavebeen, regardedasaserioussymptomthatherewasa deep-seatedcauseofindustrialunrest.Thereare explanationsandmorethanenough,tobehadon thescoreofthesuppressionoftheIndustrialGroups andtheconsequentCommunistcapitalisationof theirabsence.Itisgoodandvalid,butitdoesnot interpretthewholepicture.
Ithastobeadmittedthattherearerealgrievances,basedonprofoundinequalitiesinthewage system.Andifascapegoatmustbefound,itisto besought,notintheCommunistfomentationof legitimategrievances,butinthefailureofthe A.C.T.U.toformulateascientificwagepolicy.Ina recentmanifesto,Mr.F.E.Chamberlainhasbeen atpainstostressthatLabourhasplentyoftalent fornationalplanningandexecution-afactwhich historyamplybearsout.ButifLabourisnotgoing tobecontentwithlivingonthecapitalresidueof theCurtin-Chifleyregimes,itmustproveitssalt inthevitalissueoftheradicalreformofthewage structure.
SINSOFARBITRATIONCOURT
BeforeIgoontodiscusstheshort-sightedness andlackofacquaintancewithindustrialproblemsof theArbitrationCourt,itisonlyfairtonotethat, undertheregimeofEvatt-typeLabourtheTrade Unionmovementasawholehasmadenoeffortto exercisethelegaldisciplinarypowersitpossesses. Unionistsnaturallyareresentfulofthewhittling away,bylegalprocess,offundspainfullyacquired. Notonlydotheyfearthattheywillbemaimedby theimpairmentoftheircapitalresourcesbutthey fearthatthenaturalrighttostrikewillitselfcome underattack.Butabovealltheseconsiderations isthehurtpridewhichisstungbyinequalities withinthewagestructureitself.
Formyownpart,Ithink(andIsaidsoatthe time)thatthe"freezing"oftheautomaticquarterly adjustmentstothebasicwagewasamistakeof someconsequence.For,apartaltogetherfromits practicaleffects,itarguedthattheArbitration Courthadarrogatedtoitselfthefunctionofcentral government.Itpresumed,onthemostpitiableof allevidence-statistics-tosaywhatAutralianindustryasawholecouldaffordtopay.Iiitselfthat wasabetrayalofallthatArbitrationoriginally stoodfor-the"needs"basisofanaveragefamily. Butmoreimportantlyitventuredtosaywhether itsactionwouldacceleratetheprocessofinflation -anissueonwhichneithertheeconomistsnorthe FaderalGovernmentareyetagreed.
Whileitwaspre-occupiedinthusputtingintheir placethemassoftheworkers,theCourtwassufficientlyill-advisedtogrant(bycontrast)aphenomenalmarginalincreasetoskilledworkers.That mightnothaveseemedagrievousthingtoTheir Worshipsbut,hadtheyworkedinafactory,they wouldhaveknownthatnothingsoexacerbatessocial distinctionasdiscriminatorywagelevels,wherethe differenceinfunctionisanalagoustothatofan angeloranarchangel.Itwasnotaquestionof dividingoffthesheepfromthegoats,orthejust fromtheunjust,butofdifferentiatinginmany instancesbetweenthegoodandthesaints.Itwas adistinctioninagoodmanycaseswithoutadifference.Atbestitwasamatterofdegreeandnotof kind.
Perhapsthemostimpressiveevidencecamefrom Dr.LloydRosswhohadworkedontheunskilled levelforseveralmonths.Hepubliclydeclaredthat, exceptforpenaltyratesandovertime,theunskilled workercouldnotmeethiscommitments.Ofcourse;
Iamawarethatmanyawell-fedmanisreadyto saythattheworkerislivingabovehismeans.And tothatIsaytothewell-fedmanthatheprobably hasdividendsfromthehire-purchaseracketwhich engulfssomanyofussoeasily.Butapartfrom sophistryandspecialpleading,itisquiteidleto suggestthattheunskilledworkersupportinga familyisnothavingastruggle.
Butneitherthe"inflationaryspiral"(whichthe FederalGovernmentiscuriouslyreluctanttocurb inthematterofhire-purchase)northeArbitration Courtistotallyresponsible.Theworkers'own supremetribunal,theA.C.T.U.mustfacethe music.Thebest(anditisapoorbest)thatithas beenabletoputforwardissomevaguepolicy compromisingbetweentheneedsoftheworkerand thecapacityofindustrytopay.Itrepresentsnot onlyimprovisationbutunreality.Itjusthasn't caughtupwiththetimes.Forthekernelofthe problemistodealoutcomparativejusticebetween disparately-paidgroupsofworkerssothatallmay shareinproportionintheriseinproduction.
Acaseinpointisthesheerinadvertenceofthe A.C.T.U.outlooktoconsiderthepositionofunskilledbachelors,spinstersandjuvenilesinindustry. Thesearelivingonthefatoftheland,receivingthe samereturnsinmanycasesasmarriedmenwith families.Thatisnotonlynonsense-itissocial, injusticewithknobson.Itisnottheslightestuse floggingtheissueoftherestorationofbasicwage adjustments.Thesewillnomorecompensatefor familyresponsibilitiesthantheyhavedoneinthe pastwherewagesrunalongsecondtoprices.A radicalincreaseinchildendowmentwouldhelp notably,especiallyifsuchpaymentswereadjustable tothebasicwage. Thecentralcriticismofthearbitrationsystemis nottobefoundinitsfailureswithinthepresent wagesystem.Itwasboundtofailinthevicious circleofwageschasingprices.Whatisradically wrongisitsassumptionaboutthe"capacityof industrytopay."Thereisaboneofcontention aboutwhicheconomistswillnotagreeunlessitis possibletosetupascientifically-computed"productivityindex,"whichwillbeacceptedassuchby capitalandlabour.Thereareatleastthreechecks onsuchacalculation.anditshouldbepossible tocombinethethreesothateachelementisa checkontheothers.Howeveritbe,nowthatarbitrationmaybefreelyheldincontempt,itisupto employersandtheA.C.T.U.toputforwardan acceptablesubstitute.
CandidCriticism
WithinTheFold
PerhapsIamwronginmyinferences,butIseem todetectinaletterfromacorrespondentthisweek asuggestionthatthecontroversyonschooluniforms isamanifestationofanti-clericalism.Ifthisbethe truthIcannotforbearfromdescribingsuchadeductionasnonsenseandharmfulnonsenseatthat. Inwhateverhasbeenwritten,withoutexception, onethingisclear-thereisaprofoundanduniversalrespectfortheastoundingself-sacrificeofour teachingOrders.HisGracetheArchbishophas saidonmanyoccasions,inopeningschools,that withouttheteachingOrdersofPriests,Brothers andnuns,theCatholicschoolsystemcouldnothave comeintobeingnorbeenmaintained.
Itistheveriesttruismandforthatreasonmight easilybetakenforgrantedassuchthingscommonlyare.Butthepresentcontroversyhasshown, withoutcavil,thatthesemagnificentmenandwomen arenottakenforgranted.Theyareregardedby ourCatholicpeopleforthewonderfulfolktheyare. Noword(exceptfromthecorrespondentinquestion)hasbeensaidagainstthempersonally.And whathehadtosaywerebetterleftunsaid.Of course,somearevain,etc.,butnoonebuttheir would-bedefenderthoughtitworthwhiletomentionpettyfoiblesapparenttotheblind.Allthat wasswallowedupintheembarrassmentofhaving todisagreeindetailwithpeoplewhowereso overwhelminglysplendidingeneral.

RecentlythedirectoroftheU.S.FederalBureau ofInvestigation(Mr.J.E.Hoover)suggestedlegal penaltiesfordelinquentparentswhopermittheir childrentorunwild.Itisbynomeansanew idea.Eveninthesecolumnsithasbeenpointed outthatthereissomeanomalyinchargingababy withbeingneglected.Ofcourse,itisalegalfiction createdbytheunwillingnessofoursocietytoface aproblemwhichdidnotcarrytoday'simplications atthetimethelegislationwaspassed.Itisas simpleasthat-thatwearecaughttodayinthe inexorablewheelofhistory,thatwhatwasstarted asaprogressiveeducationalreformhasburgeoned intothebitterfruitofamajor,andseeminglyinsoluble,socialproblem.
Intheorderoflogicandindeed,ofcommon sense,thehomemustbearthebruntofthedelinquenciesofminors.Butthelogicwillnotstand upbecausethehomewillnotstandup.Isitreasontosaddlewithresponsibilitygfamily .chis onallfours?Commonsensecriesaloudthatents shouldanswerforchildrenbutparentsaremarilyinterested,notinchildren,butinenjoyingthemselves.Societymaywellcallthemfromthebeergardentothenursery(recentlybereftofthebabysitter)butissocietytherebyserved?Ifanalarmingnumberofchildrenaredelinquenttoday,itis becausetheirparentsaredelinquentastothe primaryobligationsofmarriage.Cantheblind leadtheblind?
Thoughallthenicetiesofresearchrebel,thecold, nakedtruthisthatwearebeginningtoreapin fullmeasurethefruitsofseculareducation.Statisticsofcoursemaybeadducedtoshowthatchildren educatedinchurchschoolscommittheirshareof crimes.Buttheimplicationthatthereisnodifferenceissadlyawry.Foritisclearthatthoughthe childattendaChristianschool,hemustmixand liveinasecularisedatmospherethatisscientifically poisoned.Thechildrenbroughtupinschoolsrun forconscience'ssakeareaminority.Theirimpact againstthesecularisttoneofsocietyissmall.They cannothopeinabriefspacetoprevail,tochange it.Inevitablythecomplete,complexthingwhich isChristianityistaintedbythesmall,simple,vicious virusthatissecularism.
Thatisnottodenythattheremaybesomevirtue inpenalisingselfishorviciousparents.Butitis notaprocedurewhichwillcommenditselfgenerally, forthetaintisfairlygeneralinoursociety.Nor willitbesufficientfornonegative,policemeasures everare.DelinquencyisachallengetoCatholics tosetamoreintenseexampletotheworldintheir privateandfamilylives;toshowthattheChristian lifeisathingwherejoyandfreedommaycomingle;wheredisciplineanddutysubserveone anotherasfriendswalkhandinhand.Evenmore itisagauntletflunginthefaceofourfailureto takeourplaceinpubliclife-intheformationof opinionandoflegislation.Wehavebeenthesecret peopletoolong.

Toalleviatethesufferingsofwarprisonersand theirfamilieshesetuptheVaticanInformation Service.Throughitsbranchofficesinallpartsof theworldmanypeoplereceivedtheirfirstnewsof relativestakenprisonerofwar.Millionsofmessagesweresentthroughtheservice,whichwasused bypeopleofallraces,nationalitiesandreligions. ThePopealsogavelargesumsofmoneytorelieve war-causeddistress,includingnearly1,000,000dollarsforPolishrelief.AnotherPapalwarcharity wasthefeedingofthedestituteinandaroundRome.

WhilePiusXII'sbattleagainstNazismandFascismendedwiththeirdefeatinthewar,hisstruggle againstCommunismwasintensifiedwiththecoming ofpeace.InItalyin1948hisadvicetothefaithful thattheyhadadutytovoteforapartythatwas notanti-ChristianledtothedefeatoftheRedsin anelectionthatpartyleadersandmanyneutral observersthoughttheCommunistswouldwin.
ButwhiletheRedsmetsetbacksintheWest, theystruckheavyblowsattheChurchastheytook overcountryaftercountryinEastern&trope.His HolinesssawthepersecutionmountasCatholic churchesandschoolswereclosed,theCatholicpress bannedandthefaithfulhoundeduntiltheirvery liveswereindanger.Thesepersecutionsreached theirpeakintheimprisonmentontrumpedup chargesofCardinalStepinacinYugoslaviain1946, CardinalMindszentyinHungaryandArchbishop BeraninCzechoslovakiain1949andCardinal WyszynskiinPolandin1953.
