ThetroubleatMoolaBullaisbutarepetitionofa patterninauguratedamongthenativesemployedat pastoralstationsinthePilbarabyMcLeodduring thepasttenyears.WhateverMcLeodmaybetoday, wehaveitonhisownadmissionthatbetween1945 and1948whenheorganisedthe"strikes"amongthe nativeshewasamemberoftheCommunistParty.
Heclaimstohaveseveredthatconnection,butit isclearthatheiscontinuingthelinehetookin1946, whenhewrote:"Eachandeveryoneofthesenatives arepotentialCommunists.InPilbaraalone,we couldrecruituptoathousandmembersoftheParty. ItisourdutyasCommuniststorelievethesepeople ,oftheirunhappylot."
ItismostpertinentatthisstagetoenquirepreciselywhatMcLeod,eitherasaCommunistParty member,orasalone-wolfidealist,hasdoneto relievethesepeopleoftheirunhappylot.
Havingcausedmanynativestoleavetheirstation employmentin1945,McLeddappointedhimselftheir leaderandspokesman.Previoustothishehadbeen engagedinCommunist"Front"activitiesamong nativesinPortHedlandduringthedangerousdays 'ofthewar,forwhichhereceivedmentioninthe celebratedDocumentJofthePetrovInquiry.
Thisrecruitmentofnativesfromthestationsdoes notalwaysappeartohavebeenvoluntaryandthere isconsiderableevidencethat"strongarm"methods wereemployedtokeepnativesintheMcLeodgroup.
Formorethanhalf-a-centurynativeshadbeen "yandying"fortinatMoolyella,nearMarbleBar. McLeodorganisedtheseactivitiesandthenatives wereattractedfromthestationswiththeprospects ofbetterconditionsthantheyhadonthepastoral properties.
STRIKEALTEREDNATIVEOUTLOOK'
Thingsdidnotpanoutasexpectedorpromised andby1948aconsiderablenumberofnativeshad returnedtotheirformeremployment.Butagreat changehadtakenplace,notintheconditionsof employmentbutinthemindsofthenatives.
Itwasachangeinthepsychologicaloutlookofthe nativesanditwassomethingfardifferentfromwhat isfoundamongwhiteworkerswhowithholdtheir labour.Therewasanewattitudeamongthenatives whichreflectedsomethingoftheanti-socialcomplex andcontemptofauthoritywhichmarkedthelit? andactivityoftheirwhiteleader.
Thereandthentheradicalexperimentmighthave failedbutmeanwhilethepriceofwolframsoared andinducednativesinincreasingnumberstojoin orrejoinMcLeod.ByMay.1952,thegrouphad swelledtoalmost700.
Dissidentswerenotgivenquarter.Mrs.Myrtle RoseWhite,theSouthAustralianauthoress,isreportedtohavesaidthatsheknewofinstanceswhere nativeswishingtoleaveMcLeod'sbandhadbeen takenbackbyothermembersoftheband.This processwasnotentirelywithinthelawandsome ofMcLeod'snative"strongmen"sufferedprosecutionandimprisonment.
Prosperitywasundoubtedlytheirs.Itisestimated,forinstance,thatduring1952thegroup earnedapproximately£50,000.Butthenatives handlednocashthemselves.Theyweregivenfood, clothing,medicinesandmedicalattention,buttoall intentsandpurposeswerenotanybetteroffthan theyhadbeenwhenonthestations.
Attheendof1951McLeodlaunchedtheNorthern DevelopmentandMiningCo.Pty.Ltd.Oftheshares issuedatthatdateMcLeodheld3,001outofatotal of3,003.He,asmanagingdirector,hadpowerto appointotherdirectors,tooverridetheiropinions, todefineandlimittheirpowersanddutiesandto removeanyotherdirector.
InadditionMcLeodembarkedongrandioseadventuresinthepurchaseofpastoralproperties.He boughtYandarrastationforI:9.000andMeentl.c.,2na forareported£4,500.HisGlenernPastoralC... Pty.Ltd.purchasedRiverdalestationfor£10,000.

Wherethisistrue,itisthedutyofcontractors andemployerstosupportandpromotesuchnecessary organisationsasnormalinstrumentsenablingthem tofulfiltheirobligationsofjustice.Butthelabourers, too,mustbemindfuloftheirdutytoloveanddeal fairlywiththeiremployers,andpersuadethemselves thatthereisnobettermeansofsafeguardingtheir owninterests.

SOCIALSTUDYANDPROPAGANDA
Togivetothissocialactivityagreaterefficacy. itisnecessarytopromoteawiderstudyofsocial problemsinthelightofthedoctrineoftheChurch
andundertheaegisofherconstitutedauthority.If themannerofactingofsomeCatholicsinthesocialeconomicfieldhasleftmuchtobedesired,thishas oftencomeaboutbecausetheyhavenotknownand ponderedsufficientlytheteachingsoftheSovereign Pontiffsonthesequestions.
DISTRUSTOFCOMMUNISTTACTICS
OnthispointWehavealreadyinsistedinOur AllocutionofMay12thoflastyear,butWebelieve ittobeadutyofspecialurgency,Venerable Brethren,tocallyourattentiontoitonceagainIn thebeginning,Communismshoweditselfforwhat itwasinallitsperversity;butverysoonitrealised thatitwasthusalienatingthepeople.Ithasthereforechangeditstactics.andstrivestoenticethe multitudesbytrickeryofvariousforms,hidingits realdesignsbehindideasthatinthemselvesare goodandattractive.
Thus,awareoftheuniversaldesireforpeace,the leadersofCommunismpretendtobethemostzealous promotersandpropagandistsinthemovementfor worldamity.Yetatthesametimetheystirupa class-warfarewhichcausesriversofbloodtoflow, and,realisingthattheirsystemoffersnointernal guaranteeofpeace,theyhaverecoursetounlimited armaments.
UndervariousnameswhichdonotsuggestCommunism,theyestablishorganisationsandperiodicals withthesolepurposeofcarryingtheirideasinto quartersotherwiseinaccessible.Theytryperfidiouslytowormtheirwayevenintoprofessedly Catholicandreligiousorganisations.Again,without recedinganinchfromtheirsubversiveprinciples,

Elsewheretheycarrytheirhypocrisysofaras toencouragethebeliefthatCommunism,incountries wherefaithandculturearemorestronglyentrenched,willassumeanotherandmuchmilder form.Itwillnotinterferewiththepracticeof religion.Itwillrespectlibertyofconscience.There aresomeevenwhorefertocertainchangesrecently introducedintoSovietlegislationasaproofthat Communismisabouttoabandonitsprogrammeof waragainstGod.

TopriestsinaspecialwayWerecommendanew theoft-repeatedcounselofOurPredecessor,Leo XIII.,togototheworkingman.Wemakethis adviceOurown,and,faithfultotheteachingsof JesusChristandHisChurch,Wethuscomplete it:"Gototheworkingman,especiallywhereheis poor;andingeneral,gotothepoor."
Thepoorareobviouslymoreexposedthanothers tothewilesofagitators,who,takingadvantageof theirextremeneed,kindletheirheartstoenvyof therichandurgethemtoseizebyforcewhatfortune seemstohavedeniedthemunjustly.
Ifthepriestwillnotgototheworkingmanand tothepoor,towarnthemortodisabusethemof prejudiceandfalsetheory,theywillbecomeaneasy preyfortheapostlesofCommunism.
Indisputably,muchhasbeendoneinthisdirection. especiallyafterthepublicationoftheEncyclicals "RerumNovarum"and"QuadragesimoAnno."We arehappytovoiceOurpaternalapprovalofthe zealouspastoralactivitymanifestedbysomany Bishopsandpriestswhohavewithdueprudenceand cautionbeenplanningandapplyingnewmethodsof apostolatemoreadaptedtomodernneeds.
But,forthesolutionofourpresentproblem,all thiseffortisstillinadequate.Whenourcountryis indanger,everythingnotstrictlynecessary,everythingnotbearingdirectlyontheurgentmatterof unifieddefence,takessecondplace.Sowemustact intoday'scrisis.
Everyotherenterprise,howeverattractiveand helpful,mustyieldbeforethevitalneedofprotectingtheveryfoundationoftheFaithandofChristian civilisation.Letourparishpriests,therefore,while providing,ofcourse,forthenormalneedsofthe Faithful,dedicatethebetterpartoftheirendeavours andtheirzealtowinningbackthelabouringmasses toChristandtoHisChurch.Letthemworkto infusetheChristianspiritintoquarterswhereit isleastathome.Thewillingresponseofthemasses, andresultsfarexceedingtheirexpectations,willnot failtorewardthemfortheirstrenuouspioneer labour.
Thishasbeen,andcontinuestobe,ourexperience inRomeandinothercapitals.wherezealousparish communitiesarebeingformedasnewchurchesare builtinthesuburbandistricts,andrealmiraclesare beingworkedintheconversionofpeoplewhose hostilitytoreligionhasbeenduesolelytothefact thattheydidnotknowit.
Butthemostefficaciousmeansofapostolateamong thepoorandlowlyisthepriest'sexample,the practiceofallthosesacerdotalvirtueswhichWe havedescribedinOurEncyclical,"AdCatholic' sacerdotii."Especiallyneedful,however,forthe presentsituationistheshiningexampleofalife whichishumble,pooranddisinterested,inimitation ofaDivineMasterWhocouldsaytotheworldwith divinesimplicity:"Thefoxeshaveholesandthe birdsoftheairnests,buttheSonofManLathnot wheretolayHishead."

Therefore,itisoftheutmostimportancetofoster inallclassesofsocietyanintensiveprogrammeof socialeducationadaptedtothevaryingdegreesof intellectualculture.Itisnecessarywithallcareand diligencetoprocurethewidestpossiblediffusionof theteachingsoftheChurch,evenamongtheworking-classes.Themindsofmenmustbeilluminated withthesurelightofCatholicteaching,andtheir willsmustbedrawntofollowandapplyitasthe normofrightlivingintheconscientiousfulfilment oftheirmanifoldsocialduties.
ThustheywillopposethatincoherenceanddiscontinuityinChristianlifewhichWehavemany timeslamented.Fortherearesomewho,while exteriorlyfaithfultothepracticeoftheirreligion, yetinthefieldoflabourandindustry,intheprofessions,tradeandbusiness,permitadeplorable cleavageintheirconscience,andlivealifetoolittle inconformitywiththeclearprinciplesofjusticeand ChristiancharitySuchlivesareascandaltothe weak,andtothemaliciousapretexttodiscreditthe Church.
InthisrenewaltheCatholicPresscanplaya prominentpart.Itsforemostdutyistofosterin variousattractivewaysaneverbetterunderstanding ofsocialdoctrine.Itshould,too,applyaccurateand completeinformationontheactivityoftheenemy andthemeansofresistancewhichhavebeenfound mosteffectiveinvariousquarters.Itshouldoffer usefulsuggestionsandwarnagainsttheinsidious deceitswithwhichCommunistsendeavour,alltoo successfully,toattractevenmenofgoodfaith.
Seetoit,VenerableBrethren,thattheFaithful donotallowthemselvestobedeceived!Communismisintrinsicallywrong,andnoonewhowould saveChristiancivilisationmaycollaboratewithit inanyundertakingwhatsoever.Thosewhopermit themselvestobedeceivedintolendingtheiraid towardsthetriumphofCommunismintheirown country,willbethefirsttofallvictimsoftheirerror. Andthegreatertheantiquityandgrandeurofthe ChristiancivilisationintheregionswhereCommunismsuccessfullypenetrates,somuchmore devastatingwillbethehatreddisplayedbythe Godless.
PRAYERANDPENANCE
But,"unlesstheLordkeepthecity,hewatcheth invainthatkeepethit."Andso,asafinalandmost efficaciousremedy,Werecommend,Venerable Brethren,thatinyourdioceseyouusethemost practicalmeanstofosterandintensifythespiritof prayerjoinedwithChristianpenance.Whenthe ApostlesaskedtheSaviourwhytheyhadbeen unabletodrivetheevilspiritfromademoniac,Our Lordanswered:"Thiskindisnotcastoutbutby prayerandfasting.".
So,too,theevilwhichtodaytormentshumanity canbeconqueredonlybyaworld-wideholycrusade ofprayerandpenance.WeaskespeciallythecontemplativeOrders,menandwomen,toredoubletheir prayersandsacrificestoobtainfromheaven efficaciousaidfortheChurchinthepresentstruggle. Letthemimplorealsothepowerfulintercessionof theImmaculateVirgin,who,havingcrushedthehead oftheserpentofold,remainsthesureprotectressand invincible"HelpofChristians."
PRIESTS

Theconciliatorymeasures towardtheChurch-sothe informantssay-areaimed mainlyatcounteractingthe effectsoftheexcommunicationautomaticallyincurred bythegovernmentleaders.
SomeadmitthattheremovalofBorlenghi,Mendez SanMartin,andVuletich givesatleastatemporary breathingspelltothe Church,butthefuturecontinuestobeshroudedin obscurity.
