THEDISCOVERYOF
GOLD
In1901,afewyearsafter thediscoveryofgold,the populationofthegoldfields areasalmostequalledthat ofthemetropolisThediscoveryofgoldhadcauseda suddenandmarkedincrease inthepopulationofthe State,mostofthisincrease beinginthegoldmining districts.
Thetotalpopulationin thatyearwas184,000,andof thistotal,59,000approxi- mately,thatis32.2percent., livedinthegoldfieldsarea, while65,000approximately, thatis35.6percent.,inhabitedthemetropolitan area.
Butthisnear-paritywas notdestinedtolastvery long.

THEPRESENT DISTRIBUTION
Forthepurposeofconsideringthedistributionof populationinWesternAustralia,itisconvenientto dividetheStateintothefive areasalreadymentioned, viz.:
1.Themetropolitanarea,
2.Theagriculturalareas,
3.Thegoldfields,
4.TheNorthWest,
5.TheKimberleys. Thisdivisionis,tosome degreeandnecessarilyarbitrary,since,forexample, goldminingisasubsidiary industryintheKimberleys andthereissomepastoral activityinthegoldfields area,but,inthemain, seemstoillustratepopulationtrendsandtheactual distribution.
Thepopulationfigures quotedinthissectionarefor 1953,theotherfiguresregardingoccupationaland industrialpercentagesasat 1950.
THEMETROPOLITAN AREA
,Themetropolitanarea, smallinextentandoccupying191squaremiles,has 56.4percent.ofthetotal Statepopulation.Itisnet onlythecentreofgovern- mentandofcommercial activity,butalsothecentre ofWesternAustralia's manufacturingindustries.
Ofthe37,000industrial workersintheState,75per cent.areemployedinmetropolitanindustrialestablishments.
THEAGRICULTURAL AREAS
Theagriculturalareas occupy115,336squaremiles andproducethewholeof theState'scerealcrop,as wellasitstemperatefruit crop. Furthermore,the wholeoftheState'sdairy cattle,aswellasabouttwothirdsofitssheeparein theseareas.
Atthesametime,timber andcoalareproducedin largequantity.Asaresult ofthisvarietyofactivities secondaryindustriesalso flourishtoafairlylargeex- tentandapproximatey20 percent.oftheState'sin-
dustrialworkersareemployedinthefactoriesof theseareas,insawmills, woollenmills,flourmills, butterandcheesefactories, fishcanneries,fruitprocessingworksandwineries.
THEGOLDFIELDS
Thegoldfieldsarea,byfar thelargestandcovering 595,850squaremilesofsparselypopulatedcountry,is primarilygivenovertothe miningofgoldandother minerals. However,ithasalsopastoralactivityandoneseventhofthesheepand one-twelfthofthebeef cattleintheStatearetobe foundthere.
THENORTH-WEST
TheNorth-West,anarea occupying125,483square miles,isdevotedprimarily topastoralactivity,having one-sixthoftheState's sheepandasmallpercentageofitsbeefcattle.At Carnarvonthereistropical agriculture.
THEKIMBERLEYS
TheKimberleys,occupying139,060squaremiles,is alsogivenoverprincipally tothepastoralindustry, havingthree-quartersofthe State'sbeefcattle.Other industriesarepearlfishing atBroome,ironminingat YampiSoundandmeat freezing.
MIGRATION
Tocompletethissurvey, somethingmustbesaidof migrationfromothercountries,althoughthisfactorin populationchangesdeserves separatetreatment.
Theeffectofmigrations from1901to1911wasaconsiderablegaininpopulation; from1911to1921thegain wasnegligible;from1921to 1933therewasanotherconsiderablegain;from1933 to1947therewasanetloss.
Inrecentyears,sincethe secondGreatWar,witha vastlyexpandedgovernmentalmigrationplan, therehasbeenamarked increaseinpopulationfrom thissource,butithasnot beenpossibleasyettodetermineaccuratelytheinfluenceofimmigrationonthe distributionofpopulation.
Fromgeneralobservation, itwouldseemthattheeffecthasbeenrathertoincreasetheurbanpopulation, becauseofthecentralisation,toagreatdegree,of secondaryindustriesinthe metropolitanarea.
THEGENERALSTORY
Ascanbeseenfromthis survey,thegeneralstoryis astoryofincreasingurbanisation,asinAustraliaas awhole.Thenon-metropolitanareascombinedhave apopulationofapproximately271,000,thatis43.6 percentoftheStatetotal asagainst351,000,or56.4 percentinthemetropolitan areaandpresent-daytrends indicatethaturbanisation willincreasestillfurther.
Betweenthecensusesof 1933and1947theState's naturalincreasewas73,000, ofwhichthemetropolitanareacontributed28,000and thenon-metropolitanareas 45,000.Neverthelessthe non-metropolitanareas showedanactualdecrease inpopulation,whichmeans thattheynotonlylostthe wholeoftheirnaturalincreasebutalsosuffereda furtherlossbymigration fromthecountrytothe metropolis.
Infactthemetropolitan area,inadditiontoits naturalincreaseof28,000, showedafurtherincrease of37,000.Itissafetopresumethatthisadditional increasewasdueinlarge parttoaninfluxofpopulationtothemetropolis fromnon-metropolitan areas.
Itshouldbenoted,also, thatwithintheagricultural areaitself,therehasbeen apopulationmovement fromthestrictlyruralareas tothelargercountrytowns, themunicipalitiesofthe areashowinganincreaseof almost12percentduringtheperiodbetweenthetwo censuses.
Althoughinrecentyears therehasbeenanotableincreaseofsecondaryindus- triesintheagricultural areas,thishasnotincreased thepercentageofthetotal populationinthatarea,still lesshasitmeantanincreaseinthestrictlyrural districts.
Atthesametime,secondaryindustry,someofiton averylargescale,has grownrapidlyinthemetropolitanarea.Whatdoesthe futurehold?
Thatisdifficulttoforetell.Buttojudgebypre- sentindicationsaGreater Perthwillabsorb,moreand more,thegreaterpartof thepopulationofWestern Australia.

WithheartdeeplygratefultotheFatherofLight. fromWhomdescends"everybestgiftandevery perfectgift,"Weseeonallsidesconsolingsignsof thisspiritualrenewal.

WeknowhowmuchOurDivineSaviourdetested thisemptyPharisaicshow,Hewhowishedthatall shouldadoretheFather"inspiritandintruth." TheCatholicwhodoesnotlivereallyandsincerely accordingtotheFaithheprofesseswillnotlonger bemasterofhimselfinthesedayswhenthewinds ofstrifeandpersecutionblowsofiercely,butwill besweptawaydefencelessinthisnewdelugewhich threatenstheworld.Andthus,whileheispreparinghisownruinheisexposingtoridiculethe verynameofChristian.
DETACHMENTFROMWORLDLYGOODS
AndhereWewish,VenerableBrethren,toinsist moreparticularlyontwoteachingsofOurLord whichhaveaspecialbearingonthepresentconditionofthehumanrace;detachmentfromearthly goodsandthepreceptofcharity."Blessedarethe poorinspirit"werethefirstwordsthatfellfrom thelipsoftheDivineMasterinHissermononthe mount.
Thislessonismorethanevernecessaryinthese daysofmaterialismathirstforthegoodsand pleasuresofthisearth.AllChristians,richorpoor, mustkeeptheireyefixedonheaven,remembering that"wehavenotherealastingcity,butweseek onethatistocome."

Stillmoreimportantasaremedyfortheevilwe areconsidering,orcertainlymoredirectlycalculated tocureit,isthepreceptofcharity.Wehavein mindthatChristiancharity,"patientandkind," whichavoidsallsemblanceofdemeaningpaternalism,andallostentation;thatcharitywhichfromthe verybeginningofChristianitywontoChristthe poorestofthepoor,theslaves.
AndWearegratefultoallthosemembersof charitableassociations,fromtheconferencesofSt. VincentdePaultotherecentgreatrelief-organisations,whichareperseveringlypractisingthespiritual andcorporalworksofmercy.Themoretheworkingmenandthepoorrealisewhatthespiritoflove animatedbythevirtueofChristisdoingforthem, themorereadilywilltheyabandonthefalsepersuasionthatChristianityhaslostitsefficacyandthat theChurchstandsonthesideoftheexploitersof theirlabour.
ButwhenontheonehandWesee thousandsoftheneedy,victimsofreal miseryforvariousreasonsbeyondtheir-* control,andontheothersomanyround aboutthemwhospendhugesumsofmoney onuselessthingsandfrivolousamusement, Wecannotfailtoremarkwithsorrownot onlythatjusticeispoorlyobserved,butthat thepreceptofcharityalsoisnotsufficiently appreciated,isnotavitalthingindailylife.

AccordingtotheApostle,then,allthecommandments,includingthosewhichareofstrictjustice,as thosewhichforbidustokillortosteal,maybe reducedtothesinglepreceptoftruecharity.From thisitfollowsthata"charity"whichdeprivesthe workingmanofthesalarytowhichhehasastrict titleinjustice,isnotcharityatall,butonlyits emptynameandhollowsemblance.
Thewage-earnerisnottoreceiveasalmswhatis hisdueinjustice.Andletnooneattemptwith triflingcharitabledonationstoexempthimselffrom thegreatdutiesimposedbyjustice.Bothjusticeand charityoftendictateobligationstouchingonthe samesubject-matter,butunderdifferentaspects; andtheverydignityoftheworkingmanmakeshim justlyandacutelysensitivetothedutiesofothers inhisregard.

ItwouldappearthatGeneralLucero,whocomonandedthe"forcesofrepression"isthestrongman inareconstitutedCabinet,andthatPeronisdisposed tolistentohisadvice.Ontheotherhand,theheads ofgovernmentwhichhavefallen,appeartobethose whodesignedthemajoranti-Churchmeasures.It isimpossibletoguesswhetherthesehavebeenmade scapegoatstosavefaceforPeronorwhetherthe dictatorhasgenuinelyrepentedofhiserrors.
Somewillfeelthatitisapitythearmydidnot makeacleansweep,includingPeronhimself.But thatmayhavebeenimpracticalorinadvisable.After all,thereisnodenyingthatPeronhasaconsiderable popularfollowing,especiallyintheTradeUnion movementwhichhehimselfcreated.Ifitispossible toreversethefatefuldecisionstakenagainstthe ChurchandthenaturalrightsofArgentiniansand toensureagainsttyrannicalactsinthefuture,there isnoreasonwhyPeronshouldnotcontinuetorule asa"constitutional"dictator.
Butitwouldbewellforhimtorememberthat thecentralfeatureofthatconstitutionisthatthe HeadoftheStatemustbeaCatholic.ItisnotconvincingtohaveamanactinglikeAttilaprotesting thathestilllovestheChurch.Soitisthatthereis intriguingspeculationuponthemeaningofthe excommunicatePeron'ssendingamessageoffelicitationtothePopeonthefeastofSs.PeterandPaul. Itscarcelyseemsagoodtimeforflippancyandthere isnopointinPeronbeingsincerewhilehehasnot purgedhiscontempt.
PressreportsofthereturnofBishopTatoand MonsignorNovoatoBrazilmaypresagesomekind ofrapprochementandtheidealinthatdirection wouldseemtobeaConcordatwiththeHolySee. ForitisclearlynotenoughthatCatholicrightsbe writtenintotheArgentineConstitution.Ajuridical pactwithRomewouldrestorenationalconfidence inPeron'srepentenanceandgood-willandwould setthewholeprocedureforthefutureunderworld scrutiny.
ItisardentlytobehopedthatPeronhasseenthat hehadembarkedonawarwhichhecouldnotwin inthelongrun.Thereactionsofhisneighboursin SouthAmericamusthaveshownhimthat.Andif Argentinaweretofallvictimtocivilwarthewhole southerncontinentwouldbeendangered.

Itispossibletopaytoohighlyforsecurityand thecitizensofthiscountryhavepaidnotonlyfrom theirpockets.butfromtheirprinciples.Theycan becompletelysecureasslavesandthereisnotmuch indicationthattheywillresistvigorouslythatfinal consummation.That,too,iswhytheyhavenogreat hearttofightCommunism.Theyhavebegun,with aservilementality,toacceptslavery.

Ofalltheuglyscratchingswhichpaganism,with blindeyeanduntutoredhand,hasetchedacrossou civilisation,noneisdeeperorcruderthanthemark whichcancelsoutthefateoftheaged.Itrepresents evenadebasementofpaganism,fortheolderand noblerpre-Christiancultureswere,intheirheydey, unanimouslystronguponthevenerationoftheaged. Indeed,ourverywordpietyderivesfromthefilial relationsofchildrentoparentsandtheloveofthe agedmightbesaidtohaveepitomisedthewhole gamutofvirtuousliving.
Evenamongreallyprimitivesavageswhereitis thecustomtokillofftheold,itisfrequentlyfound thatthepracticestemsfromamisguidedfilial affection-muchaseuthanasiapretendstoinWestern society.Butnowhereexceptamongourselfish modernsisage,perse,regardedasacrimeagainst theeconomicsoftheWelfareState.
cessofmarriage.Itisusuallyheardfromthesame quarterswhichcomplainofthe"tieofchildren." Indeedanythingwhichstandsinthewayofpleasureseekingisaburdennottobeborne.Itmaywellbe doubtedwhethersuchunionsaremarriagesinany realsense.
FornowhereintheChristiantraditionisthere foundthisnotionofmarriagefortwofusedinto temporaryromanticecstacy.Fruitful,happyweddingscommencewiththree-God,manandwifeandreachoutforreproductionintothefutureand thepast.Inthatsensemarriagesaremadein heavenratherthaninHollywood.
Butsincethebabybecameanoddityinthe modernhouse-forwithouthimitcanscarcelybe calledahome-thereishardlyhopethatthere wouldberoomfortheaccumulatedwisdomwhich agedparentsmightbringwiththemThenarrow bandofselfishnessistoonarrowandtoobrittleto beexpandedintoarealfamilycircle.
Theagedarelefttofendforthemselvesinfeebleness,povertyandlonelinessincheaprooms.Since theirownhavefailedinthevirtueofjustice,itis incumbentupontheStatetocarefortheagedasa matter,notonlyofsocialcharity,butofsocial justicealso.Ifanypoliticiandeludeshimselfthat hehasquittedhisobligationsbythepaymentof theold-agepension,heisararelyinsensitiveman. Itisplainfactthatnopersoncansubsist,inahuman way,onthepension.
Justatthatperiodoflifewhenextracareanda littlecomfortmaylegitimatelybesought,theaged poorarecompelledtofightthebattleofexistence inthemostcruel,exactingandundignifiedfashion. Andtheguiltofourpoliticalleadersiswritlarge intheirrefusaleventomeetthevictimsoftheir parsimony.
AsCatholicsweareopposedtoeuthanasia,astoall typesofmurder,howeversoothinglyexpressed.But theFederalGovernment,byacertainprocessof attritioniscontributingtothedeathsofagedpeople throughmalnutrition,coldandothercausesof neglect.Trueitisgivingsomeaidtothosewilling tobeinstitutionalised.Butsomeofthepoorhave theirproperprideanditshouldberespectedand met.
Whenthe"amalgamation"ofNorthandEast FremantlelocalauthoritieswithFremantlewas broughtaboutbymainforce,theMinisterforLocal Governmentsaidthatthesemergerswouldcontinue progressively.Heenvisionedthereductioninthe numberoflocalgoverningbodiesfrom27tonineor ten.Itissurelyironicalthatthesamegovernment shouldcomplainofthemeannessofCanberrainthe allocationofmoneysforStatefinances.Whyisit wickedofCanberratofilchStaterights,butnot wrongfortheStateGovernmenttodestroylocal government?
InamalgamatingNedlandsandClaremont,Mr. Fraserdeclared:"Thisisacommencementnotan endofamalgamation."Hespeakslikeamanwho hasaccomplishedthemostdesirablereforminthe faceofformidableodds.Thetruthisunhappily quiteotherwise.TheratepayersofEastFremantle votedsolidlyagainstthemergerandprotestsweremadefromClaremont.ButtheMinisterisnot interestedinpopularvotesandpetitions.Heis interestedinpowerdespitethefactthathispolitical philosophyistheoreticallydedicatedtodecentralisation.
ItistimethattheratepayersofthisStateasked themselveswhethertheywishtobeswallowedup asregardslocalliberties.Iftheydonotitistime theybestirredthemselvestodefendtheirfreedom. Foroneoftheargumentsemployedbytheunificationistsisthatthegreatmajorityofratepayersare notsufficientlyinterestedtoindicatetheirviews.
Itisallpartofageneraltendencytowhittleaway thelibertiesofindividualsandsmallgroupsand onlystrongandsustainedprotestcanstaytheprocess.Itisnotpleasanttocontemplatethegradual
Itisnotaconsolingreflection,butithasthe earmarksofTruth,thatthechangeintheagecompositionofourcommunitieswhichincreasingly makesforapreponderanceofagedpersons,isnot theresultofamalignantFate.Itisawoundselfinflictedbythesamesortofmodernwhohasno morerespectforlifeatitssourcethanhehasfor lifeinitsripematurity.Ifweareanageingsociety itisaphenomenonlargelyexplainedbybirthprevention.
Ofcourse,thereareotherfactors,too,suchasthe progressofscientificgerontology,butthesearetoo latelyinthefieldtoexplainthephenomenoncompletelyoreveninmajorpart.Buttheastounding fallinthebirth-rateoverahalf-centurywasasocial disaster,ofwhichunhappylegacyweofthisgenerationarejustbeginningtofeeltheeffects.Wehave sowninthewindandwearenotentitledtocomplain ifwemustreapinthewhirlwind.
Socially,thetermsoftheproblemarenotthat thereissuchalargepercentageofagedfolkbut thatofthesesuchadismayingnumberareunwanted bytheirownfleshandblood.Iftherewereany senseofcontinuity,ofhumansolidarity,ofordinary naturalaffection(tosaynothingofsheerlyChristian motives)theproblemoftheagedpoorwouldnot presssoheavilyontheeconomicsofourtimes,nor wouldtheselfishnessinmodernmarriagepressso direlyupontheisolatedcouple.
