OnSundayJanuary30, 1938,anewMasscentreand schoolwasopenedbyHis GracetheArchbishopat
Carey-street,thenwithoutmadestreets.Therewere twomassesthereeachSunday.Asiteforanother churchatthecr.ofThelma St.andCanningHighway wasboughtinMay1936for £500,anditisherethat thenewschool-churchhas beenbuilt.

WhenhearrivedinHollywood,hetookataxitothe nearestCatholicChurch, whichhappenedtobethe Cathedral,toasktheguidanceoftheHolySpiritonhis undertaking.Goingacrossto therectory,hewastoldthat thepriest-in-chargewouldbe returninginanhouranda half.
Hespentthattimein church,andeventuallywas Introducedtothevicargeneralwho,byahappydesignofProvidence,camefrom FatherPeyton'sownhome towninIreland.
FlockedtoCause
FatherPeyton'sworkin thisspherehadtakenhimas farafieldasAlaska,where afewyearsagohemet FatherHubbard,S.J..the famousglacierpriest.Shortly afterwards,FatherPeyton's dreamofencirclingtheworld withRosariesfromPoleto Polematerialised,when FatherHubbardflewoverthe NorthPoleanddroppeda plasticboxcontainingasmall three-inchstatueofOur BlessedLady,togetherwith apairofRosarybeadsanda writtenpetitionaskingOur Ladytoblesstheirwork.
SmallBeginnings
FatherPeytonbeganthe FamilyRosaryCrusadeina verysmallway,andatfirst, peoplethoughttheideawas old-fashioned.Theyadmired hiszeal,andlistenedtohis sermons,butitdidn'toccur tothemthattheycouldhelp bysayingtheFamilyRosary intheirownhomes.
Thelackofco-operation worriedFatherPeyton,buthe continuedwithdetermination.
Eventheleadersofthe churchsaidthathewouldn't breakthroughthebarrierand inthelongrunhewouldhave tobesatisfiedifonlythe devoutheededhismessage.
ButFatherPeytonwanted todomoreforOurBlessed Mother-hewantedtohave everyfamilyprayingthe Rosary.Itevenoccurredto himthatperhapstheRosary wastoolong,andshouldbe brokendown.
Butno-afterall,hadn't OurLadyherselfrecommendeditatFatima,calling herself"OurLadyofthe Rosary,"andgentlychiding thechildrenforshortening herlovelyprayer?
Difficultiesthenseemedto vanish.Hewasintroducedto 20thCenturyFox.Thefilm companyprovidedhimwith anoffice,car,secretaryand moneyforhisproject,togetherwithasmallblack bookcontainingtheprivate telephonenumbersofHollywood'sleadingactorsand actresses.
thisway,itwillbepointed helpsandconsolesthosewho areindistress.
Peoplemightaskwhythose Americanpriestswererushingaround,disturbingeverybody'slife,simplybecause theywantedpeopletosaythe FamilyRosary.Theanswer wasthattheywantedtoconvincepeopleofthepowerof theRosary,andsobringon morequicklythateraoftrue peacewhichOurLadypromisedatFatima.Ifonly peoplewouldpaymoreheed tothatmessagenow,ours wouldbethehappygenerationtopossessthatpeace.
DuringthecrusadeinEnglandlastyear,theHoly outhowourBlessedMother Fatherhadsentahand-writtenmessagetothepeople whichwasreadoutatarally inWembleyStadium.Inthat message,HisHolinessstated that"neverdidtheworld needprayerasitneedsittoday,"andhewentontosay that"thebestprayeris FamilyPrayer."
CollectivePrayer
Therewasnodoubtthat theworldwasinaterrible conditionatthetime,andin theraceagainstwar,prayer wastheonlythingthatcould help.Collectiveprayeris muchmorepowerfulthanindividualprayer,sotheobvious solutionwasthedailyFamily Rosary.
Thetimespentinreciting theFamilyRosarywasmore thanjusttenminutesof prayer,itwastenminutesof sacrificealso,andsowould helptorestoretheequilibriumofhumanlife,inwhich theremustbesacrifice.

Thekeynotetothespiritualorientationofthe monthofNovemberisgivenquiteasclearlyonthe feastofAllSaintsasonthefeastofAllSouls.For Novemberis,inaspecialway,dedicatedbythe Churchforsuffragesforthesoulsoftheuncanonised saints.Whatthedeardeadmayhavefailedto achieveintime-heroicsanctity,thepurposeofexistence-theyareabletoworkoutinthesufferingand thelongingforGodinPurgatory.Thatregionof theChurchSufferingis,inthemercyofGod,the HouseholdofSecondOpportunity.
But,althoughthesoulsinthatante-chamberof Heavenmayultimatelybepurgedoftheconsequencesofsin,theirhappyreleaseandentrytotheBeatific Visionmaybeenormouslyexpeditedbythepractical memoryofuswhoareearth-bound.Wehaveatour disposalwhattheyhavenot-theinfinitemeritsof ChristsacrificedintheMass-andthesemaybefreelyappliedtothesoulsinPurgatory.Theycannot anylongerhelpthemselves,butthroughthesolidarity oftheCommunionofSaintswecandomuchtoensure theirswiftbeatitude.
Itisnotuncommonwhendeathcomestoahome thatsomememberofthefamilyisasmuchdistressed byasenseofremorseasofpuregrief.Particularly wheretheparenthasdied,someoneofthechildren' looksbackreproachfullyoveravistaofunrequited love.Hewishesthedeadbackagainthathemight repairtheomissionsofaffection.Devotiontothe HolySoulsisapracticeofpracticalreparationwhich cannotbebettered.ThroughtheofferingofMasses, Communions,prayersandpenance,oneisabletodo forthedeadfarmorethanthemostdevotedsonor daughtercouldhavedoneduringlife.
Weshould,ofcourse,prayalwaysforthedepartedsoulsofthosenearanddeartous,asthe Churchdoes.Buthumanmemoryisnottenacious, andtimedimsthetenderestrecollections.Soitis thattheChurchinheragelesswisdomsetsasideone monthoftheyearwhenfervourmayatoneforthe neglectoftheothereleven.Norisitforourown relativesmerelyweshouldpray,thoughtheywillbe firstintheorderofcharity.Forthemorethansixty millionwhohavediedintwoworldwars,forthe legionwhoto-dayperishofhunger,forthefriendlessdead-allthesehaveaclaimonthecharityofour suffrages.
Thisgreatupsurgeofsuffragefromtheearth' causingtheimperfectionsofthedeadtomeltaway intotheVisionofGod,andthosesameglorifieddead petitioningbeforethethroneofGodfortheiryet exiledbenefactors,pressesstronglyuponthemind thesplendidrealityoftheCommunionofSaints. Whilethecrashandthunder etgunsweretollingthefinal stagesofWorldWarIover mostofEurope,Sunday morning,May13,1917,saw atleastonecornerofitbeakingpeacefullyunderaSunny clearsky.Inthehillcountry ofPortugalknownasSerra deAirleliestheparishof Fatima,lessthan100miles northofLisbon.Twomiles westofFatimaistheCovada Iris,soontobecomethescene ofastrangehappening.
TroubledPortugal
TheCovadaIrisisasmall grassyindentationamongthe rocks,olivesandstuntedevergreenoaksscatteredoverthe semi-aridlandscape,andit wasthefavouritespotfor threesmallshepherdslong accustomedtograzingtheir sheepthere.Theywerea brotherandsister,Francisco andJacintaMarto,andtheir cousinLuciadosSantos.Lucia wastheeldest,tenyearsold, Franciscowasnineand Jacintaseven.
Thethreechildrenwere practicallyinseparable,and livedinthesmallvillageof Aljustrelsituatedhalfamile southofFatima.Theirparents were simplePortuguese peasants,hardworking,pious andclosetotheearth.
Thetimesweretroublous forPortugal.Shehadbeen drawnintotheWorldWarin 1916,andwassufferingthe turmoilofasocialistrevolution.Oneofthemajoreffects oftherevolutionofthe peasantrywastheclosingof manychurchesandpersecutionoftheclergy.
Inmostcountrieswitha peasantpopulationtheties thatbindthechurchand peasantryareverystrong,and Portugalisnoexception. Religionsoweavesitselfinto dailyroutinethatItispractisedsub-consciouslyaswell asconsciously.Itwasupon thisgroundthatthestrange eventattheCovadajriafell, followingthephysicalexperiencereportedbythethree children.
Asonotherdays,theyhad driventheirsheeptotheCova intheearlymorning,and playedandrestedinthe shadeoftherocksasthe sheepgrazed.Itwasapproachingtheirusualhourfor lunchwhentheynoticedan unaccountablevariationin theatmosphere,followedby aflashoflight.
Inthesameinstant,Lucia andJacintasawthevisionof ayoungwomanhovering aboveasmallholmoak.This apparitionwassubsequently describedasofcelestialappearance,about18yearsof age,cladentirelyinwhite edgedwithgoldlace,and handlingasplendidrosaryof pearls.Francisco,'atfirst, couldseenothing.

Asthevisionsproceededso theincredulityofasectionof thepopulationgrew.Finally, theadministrationwasroused toaction.Duringtheperiod ofgeneraldisbelieftheapparitionpromisedamiracle onherfinalvisitinOctober toconvincethepeoplethat shereallydidappear.
ItwastheAugustvisitation thatmisfired.Bythistimethe administrationwastryingto suppresstheinfluenceofthe visionsonthethousandsof believerswhowereflockingin ever-increasingnumbersto Fatimaeachmonth.Allhis effortssofarunavailing,the Administratorvisitedthe childrenonthemorningof August13and,byatrick, spiritedthemaway.

TheAdministratorwas ArturodeOliveiroSantos,a blacksmithbytradewhohad beenthrownintopowerby therevolution.Hetookthe childrentohishouseinthe nearbytownofVillaNoveDe Ourem,heldthemprisoner, treatedthemwell,andfor twodayssubjectedthemtoa veryseverecross-examination.
Meanwhilethecrowdshad fruitlesslygatheredonAugust 13,andhaddispersedina mooddangeroustothe oppressiveauthorities.The childrenwerereleasedon August18andthefollowing daythevisionunexpectedly appearedbeforetheminthe nearbyfieldofValinhos.

Sir,-Thereportofthe RoyalCommissiononKindergartenswaspublished recently.Itisofinterest thatitrecognisesthatmore childrenaregivenkindergartenorpre-schooleducationinschoolsnotassociatedwiththeKindergarten unionthaninthosethatare associated.Amongstthe non-associatesare,ofcourse, ourpre-schoolagechildren inconventschools.
ThegranttotheKindergartenunionschoolsisto beraisedtoafigureof£8 perchildperannum,plus administrationandother costs,whichbringthetotal granttotheK.U.upto £22,000perannum.
Bycontrast,granttochildreninourownschoolsis notmentioned,andis,in fact,anissuewhichisconvenientlyside-steppedfor theverygoodreasonthat neithertheGovernmentnor theRoyalCommissioners fortheenquiryhavebeen stronglypressedforsuch aid.Wheremoneyfrom theGovernmentisconcerned,thegeneralruleisin fact"nothingask,nothing grant."
Amajorreasonthatwe donotgetanyhelpwith ourschoolsatkindergarten levelisthat,althoughwe makemuchcomplaintabout hardship,wenever,andapparentlyhavenever,taken thesimpledirectstepof pressingandaskingtheGovernmentforanyhelpwith Catholicschools.
Perhapsparentswhosuffer,asIdo,theprivations andfinancialstringencyof payingfortheeducationof theirchildreninCatholic
schoolsdonotrealisethis point.Notthatitofanyuse theiraskingasindividuals. Ourchurchandschool authoritiesshouldbethose thatshouldaskbutdonot.
Toemphasisethedifference,-itisinterestingto tracethewayinwhichthe KindergartenUnionhas obtaineditspresentfavouredpositionasaneducational bodyprovidingatypeof educationoutsidethatof theStateSchoolsystem.
TheK.U.becameestablishedin1912.In1921itobtainedasmallgrantfrom theGovernmentofabout £300perannum.This grantwasgraduallyincreasedproratatothevehemenceofthedemandof theK.U.Thenlastyearit pressedforandobtained supportforanevenmore permanentestablishment whichresultedinaRoyal Commission.
ThisCommissionhas furtherconsolidatedthe K.U'spositionandgivenit moremoneyandasomewhatmorepermanentestablishmentinthefaceofconsiderableoppositionfrom Governmenteducationinterestsandtheonlycontrolit hasacceptedfromtheGovernmentisGovernment inspection.
Bycontrast,although Catholicschoolshavelong concededrightofinspection totheGovernment,they haveneverbeengiven moneytohelpthemtomaintainstandards.
Nowifpoliticiansareapproachedonthesubjectof aidtoCatholicschools,and theyarenotallowedtoside -steptheissue,inthewri-
ter'sexperiencetheyalways agreeinprincipleandwill promisesympathytowards aidfornon-Stateschools.
Buttheyalwayssuggest, andmostrightlysuggest, thattheycannotdoanythingtowardsobtainingaid fornon-Stateschoolsuntil theyareaskedtodoso;and theywilladdthattheyare neveraskedbythosein authority.
Perhapsasaparentwho suffersconsiderablestringencyinkeepingalarge familyatCatholicschools, andwhoisbynomeans satisfiedthatthestandards ofbuildings,equipmentand staffingareadequatetothe needsofmoderneducation, itisallowabletolookfor reasonswhythoseoverus donottakethesimpleand directstepofaskingforaid toCatholicschools.
Theonlycogentreason seemstobethatanumber ofthosewhoadminister Catholicschoolsarenot preparedtoacceptfinancial assistancebecauseitissuggestedthatitwillundermineindependance.Actually,ourindependenceisalreadyunderminedconsiderablybysystemsofinspectionandexaminations.
Trueindependancein educationhasbeenabolishedbyActofParliament thesemanyyears.Butthis waivingofindependent rightshasnotreceivedfinancialcompensationand Catholicparentscontinueto finddifficultyinfinding
sumsofmoneytomaintain anillusoryfigmentwhich hasnosubstanceinfact.
Inconsequenceofthe continuedpolicyofnotmakingadefiniteapproachto theGovernmentfon,aidfor ourschools,wefindthatthe WestAustralianPremieris abouttogotoCanberrato askforfurtheraidfromthe Commonwealthtomeetrisingeducationcostsinthis State.But,althoughthe LabourPartyiscommitted toaplatformof"aidfor allformsofeducation",Mr. Hawkeisnotseekingmoney toimplementsuchapolicy becausehehasnotbeen askedto.Untilheispressedstronglyonthispointhe isunlikelytomakeany movehimself.
Itismyconvictionthat StateGovernmentsarenot toblameforthefinancial burdenofeducationwhich Catholicparentsbear.The causeisinitiallyadomestic issue.Weshouldfollow theexampleoftheKindergartenUnioninimportunity.

When,towardstheclose ofthenineteenthcentury theneweconomicmethods andthenewdevelopment ofindustryhadappeared,itbecamemoreandmoreobviousthathumansociety wasdividedintotwoclasses. Thefirstclasscomprisedthe wealthymanufacturers,who enjoyedpracticallyallthe variouscomfortsoffered thembymodernscientific inventions.
Thesecondclassconsistedoftheimmensemultitude ofworkingmen,whowere extremelypoor,andwho "struggledinvaintoescape fromthestraitswhichencompassedthem."
Therichwerequitecontentwiththeseaffairs;the poor,ofcourse,soughtrelief.Manywerecarried awayunderevilguidance, seekingopenrevolt.Others tookrefugeinmoremoderatemeans.
ExtremeClaims
Asgenerallyhappens whenmattersarediscussed hotly,theanswersproposed aretwoextremes,eachregardedbytherespective championsastheonlytrue solutionofallproblems.The samethinghappenedwhen capitalandlabourclashed. Eachstooduponitsprerogatives.
Theoutcomewasthat capitalunjustlyclaimed that"byaninexorableeconomiclawallaccumulationofrichesmustfallto theshareofthewealthy, whiletheworkingmanmust remainperpetuallyinindigence,orreducedtothe minimumneededforexistence."
Labour,inoppositionto thatfictitious"inexorable law,"baseditsclaimsupon anequallyfalsemoralprinciplewhenitdemanded "thatallproductsandprofits,exceptingthoserequiredtorepairandreplaceinvestedcapital,belongby everyrighttotheworkingman."
AttheDietofWormshe isreportedtohavesaidin 1521,"HereIstand.Icannot dootherwise.Sohelpme God."ButProtestantresearcheshaveprovedthe wordsunauthentic,anda merelegend. In1525hemarriedCatherinevonBora,anex-nun. HediedonFebruary18, 1546. Suchabrief,factualaccountofMartinLutheris, ofcourse,quiteinadequate asanexplanationofhis characterandinfluence;and itwillbenecessarytodeal morefullywiththoseinour nextarticle.Buteventhe bareoutlineofhiscareer makesitincrediblethat Godshouldhavechosenand inspiredsuchamanto reformtheChurchestablishedbyOurLord.

Naturally,Stalin'ssuccessorsarethosewho,duringhis lifetime,werehislieutenants. Allthesemenpossessseveral traitsincommon.Eachoneff them,ofcourse,isaconvinced Communist,believingthat communismisthemostappropriateinstrumentforgoverningthepeopleandexpandingthescopeofSoviet power.

Second,allarequalifiedfor secondarypositions-thoseof isaidesorchiefs-of-staff,forinstance-butnoneseemstobe amanofvisionandinitiative. Stalintookcareofthat.In thecourseofuninterrupted andbloodypurges,hedecapitatedtheCommunistparty. Hehimself,formanyyears, wasnolongeroneofthe party,buttheOneaboveit.

in'ssuccessorslacked-but whoexcelinnothingelseexcepttheartofintrigue. Eventswhichimmediately followedStalin'sdeathhave demonstrated,however,that thesenonentitieswereunited inonefeeling-theirhatredof Stalinandimpatiencetosee himdead.Theirfirstacts afterthemaster'sdemisecan andmustbeunderstoodas deliberateundoingofhislast deeds. Atthe19thCongressofthe Communistparty(October, 1952),Stalinabolishedtheinstitutionwhichstoodclosest tothesummitofpower,the notoriousPolitburo,andreplaceditbythePresidiumof theCentralCommitteeofthe CommunistPartyoftheSovietUnion.Thisconsistedof 36membersandalternates, whilethePolitburonumbered nomorethan14membersand alternates.Stalin'ssuccessors didnotrestorethename,but restoredtheessenceofthe institutionofwhichtheyall hadbeenmembers.Thenew Politburo,nowcalledaPresidium,hasonly10members.
FunctionofMinisters
Stalinhadsignificantlyincreasedthenumberofministries.Aboutthetimeofhis deaththerewere53persons ofministerialrankintheSovietGovernment.Twelve amongthemhadthetitleof vicechairmanoftheCouncil ofMinisters.Hissuccessors broughtthenumberofministersdownto19,with5vicechairmen,4ofthemawkwardlycalled"firstvicechairmen."
ThedownfallofLavrentiBeria,master oftheUSSR'ssecretpolice,whichbecame knownonJuly10,hasstirredmuchspeculationastowhatisreallyhappeningbehind theKremlinwalls.Dr.Timasheff,professorofsociologyatFordhamUniversity, USA,andexpertonRussianaffairs,offers hisreadingofthesigns.
eagertocometopowerasvietUnionthreeforces-the soonaspossible.Sohediluted thePolitburoandtheCouncil ofMinisterstodeprivethese bodiesoftheabilitytodeliberateandmakedecisions.
Heplaced"ministers"betweenhisaides(whomhe continuedtoneed)andthe technicalapparatus;these ministershecouldemploy againstanyoneamonghistoplieutenants.Thisgivesaninsightintotlieclimatewhich prevailedandcertainlycontinuestoprevailintheKremlin.
Nowonderthat,liberated fromStalin'soverlordship,his successorsrestoredthesituationwhichhadobtainedbeforeStalin'sreforms.Moreover,theyhaveletStalin's memoryfallintooblivionagainvaryingfromthepatternofeventswhichfollowed Lenin'sdeath.ThenthepretenderstotheRedthrone triedtoreigninLenin's name,vindicatingeverydecisionbyquotationsfromhis speechesorwritings.
partyorganisation,thearmy andthepoliticalpolice.They arenot,ofcourse,entirely separatedfromoneanother. Thepartyextendsitsreach intothearmyandthepolice becausethetopmenofthe twoforcesarepartymembers andthereforeunderstrict partydiscipline.Andthepolicehasagentsintheparty andinthearmy.
Amongtheseforces,one, untilJuly10,washeadedby amanwhoseauthoritywas beyondquestion:Bertawas masterofthepolice.The partyisdefinitelynotledin thesameway.Onthetop, thereareMalenkov,Khrushchevandperhaps,Molotov.

ThenewrulersofRussia permittedtheNorthKoreans toreleaseseveralWestern civilianscapturedattheoutbreakoftheKoreanwar. Theygrantedexitvisasto severalRussianwivesof foreignjournalists.Theyused theirinfluencetofosterthe truce TheynegotiationsinKorea. haveresumed,orareresuming,diplomaticrelations withYugoslavia,Greeceand Israel.Anti-Westernpropagandahasbeentoneddown.
MALENKOVhasnotactuallyinheritedStalin's position.

Inthisregard,thesuccessiontoStalindifferswidely fromthattoLenin.When Lenindied,therewerearound histombanumberofmen whohadtakenanactiveDart inthestru,ggleagainstCzarismandthenagainstthe WhiteArmies.Inthose strugglestheydisplayedqualitiesofrealleadership.
Stalingavenoneofthema chancetoexertthosetalents andlinuidatedthemoneby one.Thereforehissuccessors aremenwhohaveacquired meatedministrativeability--
Inthesummerof1949,the worldwasstartledatthenews thatStalin'sbest-knownlieutenants-Molotov,Beria,BulganinandMikoyan-hadbeen dismissedfromtheirministerialpositions.Incidentally, itwasonthatoccasionthat VyshinskibecameForeign MinisteroftheSovietUnion. Therewassomespeculation astowhetherthegreatmen hadfallenintodisgrace.
Verysoonittranspiredthat theyhadnot.Allremained membersofthePolitburoand vicechairmenoftheCouncil ofMinisters.Allregularlyap- pearedwithStalinonthe platformongreatSovietholidays.Butbetweenthemand thetechnicalapparatusthere werenowmencalledministers,whomStalincouldeddressovertheheadsofhis privycouncillors. Withinthecountry,they havegrantedanamnesty, promisedarevisionofthe penalcode,loweredtheprices ofmanycomoditiesneededby themassesandsomewhat mitigatedtheforcibleRussificationoftheminorities.As theresultoftheJuneand Julyriotsinthesatellites, theyhavemadeslightconcessionsinEasternGermany andHungary. Thisisnotverymuch.Nevertheless,manyanalystshave madefeverisheffortstoguess whichofStalin'ssuccessors instigatedthenewpolicy. Thereishardlyanyreasonto continuethisguesswork.The collectiveoppositionofStalin'slieutenantstohispolicies,manifestedintheevents discussedabove,wasinall likelihoodbasedonarealisationthattension,bothoutside andinside,hadgonetoofar. Theywereprobablyunanimousindecidingtotryafew minorconcessionswiththe objectofarriving,bytrialand error,atanewstateofequilibrium.Thishasbeen,for years,oneofthemajorprinciplesofCommunistpolicies. Thereisnoreasontobelievethattheconcessionswill
gofar,sincethereisnoreasonforthemenintheKremlintochangetheirmainobjective.Sincethemiddle thirties,thisisnolongerthe antiquatedobjectiveofworld Communistrevolution,aterm hardlymentionedtodayinthe Sovietpress.Itisnowthe creationofaworldempire undertheKremlin. Thisisadangerousobjective,ofcourse,notonlyfor theoutsideworld,butalsofor thosewhoaimtoachieveit. Fatefuldecisionsmustbe madeontheroadtoworld empire.Eachchoicemayrisk asplitintheCommunist monolith,andsomeofthe choicescouldresultinglobal war. Suchawarwouldmost probablyresultinthedefeat anddissolutionoftheSoviet State.Theintellectualand morallevelofStalin'ssuccessorsallowssomehopethat theywillnotfindadequateresponsestothetremendous challengesofourtime.Then, stepbystep,humanitywillbe deliveredfromthethreatof theCommunistmonster-providedthatthefreeworldremainsadamantinrejecting andresistingcommunism.
