Purposeoftheconference wastostudyasurveymade bytheCYO,whichstressed thatoneofthefundamentalneedsofAustraliais thateveryyoungmarried coupleshouldhave"areasonableplacetolive,with thenecessaryprivacy,and atareasonablecost."

"Manythousandsofhighlyrespectableanddecent peoplestillwantaprivate placetolive,buteither cannotfindoneatall,or elsemustrejectwhatisofferedbecauseofthehigh costorrent,"thesurvey said."Rentsaskedarefrequentlyathirdoftheapplicant'sincome.Papersstill carrypleas,oftentimespiteous,fromhusbandsand wivescompelledtolive apartbecauseoftheirfutile searchforaplacetogether."

Whatmakesyourquestionsomewhatuntractable init:presentformisthatit istoogeneral.Youareinvitingme,I takeit,to launchintoatiradeagainst currentfashions,without makingitclearjusthow muchistobeincludedin thecondemnation.Ifeel verymuchasIdowhen peopleaskme:"Whatdo youthinkofmodernart?" "Whatdoyoumakeofmodernyouth?"andsoon.

MiddleCourse

Inanycase,evenifthe scopeofyourquestionwere morerestricted,Idoubt whetherIcouldgiveyou justthekindofansweryou areexpecting.Modestyin dressisnotperhapsavery difficultvirtuetopractise, butitisextremelydifficult todefine.Wecanrecogniseitscontraryeasily enough,inindividualcases, butitisnotaneasystep fromthistoageneraljudgmentondress-fashions,irrespectiveoftheintention andmentalityofthosewho adoptthemandthestateof sensibilityofthepopulation asawhole.

Christianmodestyholdsa middlecoursebetweentwo extremes.Oneextremeis

prudishness,which,whenit isnotmerelyhypocritical, isamorbidsensitivityto everythingwhichhastodo withthephysicaldifferencesbetweenthetwosexes. ThatsortofthingflourishedinVictorianEngland, andevenmoreintheNew EnglandStatesofAmerica inthelatenineteenthcentury.Thankheavenswe havesaidgood-byetothe dayswhenwomenweren't supposedtohavelegsbut onlynetherlimbs,and whenpeopletalkedabout lady-dogsandgentlemanhorsesbecausetheywere afraidofthegoodoldEnglishwordsforthesethings. Nineteenth-centuryfashions indress,too,strikeusoften enoughasfussy,unnatural, andexpressiveofanexaggeratedfearofthehuman body.

NormalSensibility

Wearenotmuchtroubled bythatkindofthingnowadays.Modernfashions tendrathertotheotherextreme-whichisthatof pruriencyorsexualprovocativeness. Idonotsay thatthisextremehasbeen always,orevencommonly reached,althoughIthink thatafaircasecouldbe madeoutforsayingthatin certaincountriesofthe worldithasbeen,inthe matterofbathingcostumes.

Ontheotherhand,everybodyknowsthatcertain fashionsinclothes,although theyappearmildlyobjectionablewhentheyfirstappear,areoftenrapidlyassimilated,partlybecause theirobjectionablefeatures aretransformedbythedignityandright-mindedness ofthosewhowearthem,and partlybecausethereisa certainrelativeelementin whatisconsideredprovocative.andthenormalsensibility,withina certain range,soonadjustsitself.

Well,then,ifyouaskme whetherIshouldconsider women'sdressesasatpresentwornasconstitutinga constantsourceofsexual provocation,irrespectiveof theidiosyncrasiesofindividualbehaviour,Ishouldsay No.Ifyouaskmewhether therearenotfrequentexamplesofbadtasteand moralvulgarityinindividualcases,particularlyin thematterofsummerattire,Ishouldsay,"Yes, thereare."Idoubt,however,whethertherightway ofreformingthiskindof abuseisbydeclaiming againstfashionsassuch (althoughinextremecases thismaybenecessary).I thinkitisbettertorecognisethatimmodestyisfundamentallyanexpressionof mind,ratherthanamatter ofthelengthorshapeof cloth.

Aloosewomaninthe nineteenthcenturycouldbe provocativewithatoeoran ankle:andMoslemharlots managetoattractcustom evenwhenheavilyrobed andveileduptotheeyes.

Ontheotherhand.Iwould notsaythattheChristian womanofto-daywhobears herselfwithdignityandrestraint,andanabsenceof prurientself-consciousness, isimmodestsimplybecause herdressfitshermore tightlythanhermother's dressfittedher.Thereis adifferencebetween,onthe otherhand,acceptingone's bodycalmlyandwithout fuss,andadaptingone's dresstoitsstructureand,on theother,flauntingoradvertisingittodisturbother people.

18.Letushopethatthese fearsofthepotentialdangers oftelevisionaregroundless, butshouldwetakeanyrisk withthismediumwhichwill eachdayvirtuallybring motionpicturesintotheintimacyofourhomes?Should wenotrathertakepositive stepstoensurethattelevisionwillpromotea wholesomeatmospherein ourhomes,raisingrather thanloweringourmoral standards,sothattelevision willconferagenuinebe- nefitonthefamilyand,consequently,onthecommunity?

19,TheCatholicChurch considerssuchstepsshould betakenandthattelevision programmesshouldbesub"jecttostrictercontrolthan isnecessarywithbroadcast programmes.

20.TheBroadcastingAct (Section91)providespenaltiesforthebroadcastingof matterwhichisblasphemous,indecentorobscene; andSection92givesthe Ministerthepowertosuspendpersonswhohave givenoffence.Butthe Churchurgesthatpreven- tionratherthanremedyis necessarywithtelevision forthefollowingreasons;

22.Ontheotherhand,if wearetohaveprogrammes televisedfromfilm,we submitthatitwouldbeillogicalnottosubjectsuch filmstothesameformof scrutiny,beforetheyare televised,asisappliedto filmsforthecinemaandis generallyacceptedbythe peopleasbeingnecessary.

23.Careful precautionsparentstake againstthe dangeroftheirchildren contractingdisease(thLydon'twaitforthemtocontractdiphtheriabuthave themimmunised).Careful parentslikewiseprudentlyscrutiniseprogrammesbeforeallowingchildrento seeaplayorfilmina theatre.Itisaboontoparentstobeabletopickup newspapersandseeclassificationbyaGovernmentofficialoffilmssuitablefor generalexhibitionorfor adultsonly.Parentsshould havethesameprotection andco-operationfromthe Commonwealthinthematter oftelevision.

24.Wehaveplacedmuca emphasisonthismatterin relationtothepossibleeffectoftelevisiononchildrenbutitisimportant,en thiscontext,tonotethat withtelevisionenteringthe intimacyofthehomecircle, therewillbeamixedaudienceofallages,afact whichstressesthedesirabilityofawholesometonein programmesatalltimes.

25.Wedonotsharewithoutqualificationtheview thatanymattermaybetelecastlateintheevening whenchildrenarenormally inbed.

26.Itistruethatsome dramasandlikematter mightbetterbetelevised laterratherthanearlierin theeveningbecauseoftheir greatersuitabilitytothe adultratherthanthechild. However,withtheadvent oftelevision,childrenwill morethanlikelygotobed laterpreciselybecauseof theirdesiretoviewtelecasts, andthiswillbeallowedby manyindulgentparents, especiallyin'theearlystages oftelevision.Moreover,how canonedefine"children" forthispurpose?More damagecouldprobablybe done,byanoffensiveor doubtfulprogramme,toa teenagerfacingtherealities oflifethantotheimmature child.

PositiveRegulation

27.Fortelevision,regulationofaverypositivecharacterisrequired.Certain programmesinthetheatre andthecinemamightbe saidbarelytocomewithin thelimitsofpropriety,but iftelevisedtoafamilygroup ofmixedagesandsexes couldquiteeasilyhavea veryundesirableeffect, especiallyonthemindsof theyoung.

32.Itistothedistinct creditofourCommonwealth Parliament,andatangible recognitionbyParliament thatweareaGod-loving country,thatbothnational andcommercialbroadcasting stationsarerequiredtoprovideadequatetimeforthe transmissionofdivineworshipandotherreligious matter.TheBroadcasting ActimposesontheAustralianBroadcastingControl Boardthestatutoryobligationtoensurethatstations broadcastsuchmaterial.As theCommissionwillbe aware,thepolicyfollowed istorequirethattimebe madeavailablefreeof chargeandbeallocatedto thevariousreligiousdenominationsaccordingtothe proportionsrevealedinthe nationalcensusfigures.

Usingonlypicksandshovels,crowbarsanddynamite,the missionroadmakersplungedintothewildmountainsandscaled thehazardouscliffsandvalleystilltheroadreacheditshighest pointof10,000feetattheveryfootofthethreepeaksofMount AlbertEdward.

Thetremendousundertaking,whichresultedinthe buildingofthenewestsectionofroad,istheculminationof600milesofroad buildingbytheFrench FathersattachedtotheYule Islandmission.

Theonlyotherroadever tobebuiltacrosstheOwen Stanleyswasthewartime roadfromBulldogtoWau, constructedbyAustalian Armyengineers,andwhich hasbeendescribedas"an engineeringfeatequalto thatoftheBurmaRoad."

TribalWarfare

Toconsummatetheirastonishingachievementthe priestssurmountedallsorts ofdifficulties-buteventribalwarfare,whichbrought sewdangerstotheirtask, didnothalttheirprogress intothewilds.

Father'Dubuy,whohad supervisedtheconstruction oftheroadthroughthe thickjungle,overthedeep chasmsandforbidding spurs,didnotlivetosee

thecompletionofhislast andmostdifficultroadbuildingtask.

Hewaskilledinalandslidenearhisownstationof OnongeonAugust16,1952.

Tounderstandtheconstructionofthislatestroad itisnecessarytooutlinethe historyoftheMissionand whytheFathersshouldput somuchtimeandeffort intobuildingroads.

Duringthefirst20years ofthiscentury,thepioneer missionariespushedintothe mountainsbehindtheMekeaplain,whichbordersthe PapuancoastoppositeYule Island.

Theydiscoveredacountryinwhichendlessmountainrangessucceededeach otherinajumbleofprecipicesandrazorbacks.Apart fromtheclearingsofnative gardens,everyinchwas coveredwiththickjungle.

VisionofBishop

BeforetheFathershad lostmuchvaluabletimeand effortinthemerephysical strugglebybattlingtheir wayalongthecruelnative tracks.Nowtheyareable totravelonhorsebacktoall butthemostremotevillages.

In1947,afterhisap- pointmentassuccessorto ArchbishopdeBoismenu andhisconsecrationasBishop,theMostReverendAndreSorindecidedthatthe Missionshouldextendits activitiestotheChirimavalleyontheothersideofthe OwenStanleyMountains.

Thismeantthataroad hadtobesurveyedandpeggedacrosstheheightsofthe dividingrange.

TheBishopchoseFather Dubuy,veteranroadmaker oftheMission,forthisgigantictask.

Hehadbeeninthemountainsformanyyears.In 1913hehadfoundedthe stationofOnonge,saying thefirstMassthereonFebruary11inahumblenativebuiltchapel.

SurveyorofSixty

Laterhehadreplacedit byamagnificentchurch, witharealclock-tower, whichbecameafamiliar landmarktopatrolofficers andfellowmissionaries.

FatherDubuywasnothing ifnotthorough.Everything thathebuilt,hisroads,his churches,hisschools,was builttolast.Whenheerectedachurch,hehadeach planksawninduplicatein caseitmightatsomelater daybeneededforrepairs.

WhenFatherDubuyset outtosurveythenewroad,

Hetookwithhim50nativesfromOnongeandthe Chirimavalley.

Inthesixmonthsittook himtocompletethesurvey, helivedundercanvasinthe dripping,cheerlessrainforestofthehughmountains.

Hefoundthattheroad wouldhavetocrossthe OwenStanleysatthevery footofthethreepeaksof MountAlbertEdwardatan altitudeof10,000feet.

Ontheothersideofthe rangehewasconfronted withawildernessofcliffs andoverhangingprecipices fourandfivehundredfeet deep.Acrossthisnightmarishcountryhehadtopeg theroadsothatitwould graduallydescendto5,600 feet.

Heusedredpainttomark theplaceswhereexplosives wouldlaterblastthetrack. Manyoftheplaceswereinaccessibleonfoot.Nothing daunted,FatherDubuyhad himselfdangledoverthe edgesofprecipiceswith ropesoflawyervines.

In1948hewasableto writetoBishopSorin:"The peggingoftheroadiscompleted.Itwillbeatremendouswork,especialy fromMurrayPasstoJongai. Inmylongexperienceof road-making,Ihavenotyet foundsuchdangerouscliffs astheonesthroughwhich thisroadwillhavetobe blasted."

GovernmentAid

Fromhisownexperience, theBishopknewwhatsuch anundertakingmeantfor hismissionaries.

In1935,whileworkingon aroadhehadhimselfbeen caughtinalandslideand severelyinjured,andhis companion,FatherGarreau, hadbeenkilled.

Yethedecidedtogo ahead.Henotifiedthe AdministratorofPapuaand NewGuineaofhisintentiontoopenupthenew roadandaskedforfinancial support.

Atotalsumof£2,444 wasgrantedbythe,N.G. Administrationaspartpaymentforthenewsectionof roadwhichwastolink UrunintheVanapaValley withJongaiintheChirima Valley.
