ThePowerof OrganisedBodies
Whatistheprincipalfactor contributingtothisproblem?
"Ofthefactorsdistinguishing thiscenturyfromtheothernineteenoftheChristianera, none ismoresignificantthanthe overwhelmingimportancewhich organisedbodieshaveassumed overthelivesofindividuals."
Amongthoseorganisedbodies maybenamedgovernments, politicalparties, employers'associations, tradeunions, combines, cartels, organisationsof primaryproducers, etc.,and, whileitistruethat, inthelast century, controlofthegovernmenthascometomeanacloser andmoreintimatecontrolthan everbeforeoverthelivesofthe governed, atthesametimeitis equallytruethattheleadersof organisedbodiesareoftenmore powerfulthanthegovernments themselves.Andinthisfactor istobefoundaprimecauseof themasssufferingofthepeople ofthetwentiethcentury. The dailylivesofvastnumbersof ordinarypeoplearedominated bytheinfluenceoforganisations, whosepoliciesinturnaredictatedoftenbyleaderswhoactin defianceorinculpableignorance ofthemorallaw.
Herein,toaverylargeextent, liesthecruxoftheproblem. "Thecontroloforganisationsis thekeytothewell-beingorthe sufferingofthemasses."These organisationsaretheoperative force;whethertheyworkfor goodorevildependsonthepoliciesbywhichtheyareinspired. "Ifgovernments,intheirmutual relations,areinspiredbypoliciesofjusticeandcharity,the resultisinternationalpeaceand concord.Butifgovernments areinspiredbypoliciesbasedon greedorhatred,thentheresult isinevitablywaranddestruction."
"Aswithgovernments,sowith thegreateconomicorganisations,whicharealmostall-powerfulinourera.Ifthepolicies animatingorganisationsofemployersandworkersarepolicies ofjusticeandcharity,theresult willbeindustrialpeaceandharmony,theabsenceofindustrial turmoilandunrest.Butifthey arepoliciesofgreed,suspicion, andhatred,theresultswillbe conflictandclass-war."
But,ifhereinliesthecruxof theproblem,hereinliesalsothe keytoitssolution.Organisationspossessthepowertobring happinessorsuffering;whichof thesetwotheybringdependson thepoliciesbywhichtheyare inspired.Butpoliciesarea matterofconsciouschoice.Policiesaretheworkofmen,of men'sminds;theyspringfrom theattitudes,fromthemoral conductofthose,firstofall,who areleadersintheseorganisations,andsecondly,ofthosewho aremembersofthem."Forit isuponthemoralconductof menandwomen,inrelationto theseorganisedbodies,thatthe well-beingorthesufferingof mankindlargelydepends."
Itfollowsthat,bydeclaring themoralprincipleswhichmen andwomenshouldfollow,we canpointthewaytoasolution oftheproblem.
