Alwaysparticularlydevotedto Padua'sgentlesaint,wefeelhe obtainedthefinalgraceswhich crownedwithmeritthelifetimeofhisdevotee.

BorninArdtee,Gallinan,Co. Kerry,thedeardeceasedcameto thiscountrytowardsthelatter halfofthelastcentury,anden-teredtheProvincialConventof theGoodshepherdatAbbotsford,Melbourne,whereshewas professedin1899. Soonafterprofession,shewas missionedtotheConventofher OrderatHobart,wherefora longperiodshefulfilledthe officeofAssistant. In1937,shewasnamedSup- erioroftheConventatLeederville,endearingherselftothe

otherMaryofSt.Bernardine holydeathafterfifty-three theserviceoftheGoodShepCommunityandmanyfriends byhergracious,kindlypersonality.Thebeautifulchapel, whichwaserectedunderher supervisionandinstruction,witnessestothemanycapabilities withwhichshewasendowed,as doessomuchelsesheeffected throughheradministrative genius.

Abbot,addressingthecongreg- MasswascelebratedbyHisation,stressedthenecessityof thenewschool,asthepresent buildingsareentirelyinadequatefortheeverincreasing numberofchildren,whoare seekingeducationatthehands oftheSisters,whoseactivities

arehamperedinnosmallway bythelackofproperaccom- modation. HisLordshipalsostressedthe factthatthisrealizationoftheir hopeswasduetotheParish Priestunitedwiththewhole heartedco-operationofthe CatholicCommunityofGoomallingandKonnongorring. Withthecontinuedunselfish supportofthepeople,HisLordshipexpectstocomenextyear toblessandopena'schoolwhich willbeacredittoGoomalling andabuildingworthyofthe self-sacrificingSisters.

However,shehadbeenchosen byAlmightyGodforamore painfulapostolate-thatofinactivitythroughadvancingage andfailinghealth,andforthe pastfouryears"Tara"has counteditsblessingsasresultingfromthesilentsacrifices sufferedbytheirvaliantand lovableinvalid.Herextraordinaryhumility,sonoticeable whenshewasinplacesofpro- minence,wastobecomethededicatedvirtueofherdeclining days.Mayherdearsoulrest inpeace.

BEIRUT,Lebanon,June10 -Thecaseofasaintlymonk, dead52years,whosebody remainsintactandcontinually exudesperspirationmixedwith bloodhasattractedwideattentioninthiscountry. Acrowdofsome20,000pilgrimsofallcreedsflockedtohis tombattheSt.MaronConvent atAnayarecently.Duringthe precedingweekadailyaverage of3,000visitedtheplace. Casesofallegedlymiraculous curesofbothChristiansand non-Christianshavebeenreportedinthesecularpress. Churchauthoritieshavesofar givennoofficialjudgmentinthe cases.However,themonksof year. theMaroniteOrder,towhich thepriestbelonged,havecalled uponthepeopletoconfinetheir devotiontoprayersandtoavoid displayinganyvenerationofthe priestuntilaverdictonhis saintlinessisgivenbyRome. Hisprocessforbeatificationis nowbeingconsideredbythe Vatican.

Thepriestwasbornin1833 atBkaa-Kafra,thenearestvillagetotheCedarsofLebanon. liepronouncedhisreligious vowsin1853andwasordained in1859.LaterFatherCharbel obtainedpermissionfromhis superiorstoretiretothehermitageofSs.PeterandPaulsituatedaboutahalfhour'swalk fromSt.MaronConvent.He diedonDecember24,1898.

Thenextyearunexplainable phenomena,suchastheappearanceofalightaroundhistomb, promptedtheecclesiasticalauthoritiestoopenthesepulchral vault.Thebodyaswellasthe

garmentswerefoundintact. Theremainsweretransferred toacoffin,coveredwithaglass andplacedinaconventcell.It wasobservedthatthebody emittedperspirationmingled withbloodwhichwaswipedoff everythreedays.

FatherCharbel'sprocessfor beatificationwasbegunon March4,1926.Theinquiry commissioncompleteditswork onJuly24,1927,andsubmitted itsreport'totheSacredCongregationofRitesinRome.

Pendingaverdictfromthe Vatican,FatherCharbel'sremainswereplacedinatombdug intotheconventwall.Thecase wasrevivedinFebruaryofthis yearwhenthefaithful,who continuedtoprayatthetomb, advisedthesuperiorofthe conventthatwaterwasseeping fromthewall.Thegravewas openedandthebodywasfound stillintact.Theconstantflowof sweatandbloodhadleaked throughthewall.

Amedicalcommissionwas thenappointedtoexaminethis strangephenomenon.Itbegan itsworkon.April22,butsofar hasnotissuedareport.

XIII.'sFrench-languageaddresstothesocialstudycongresses;furtherunderscorestheimportanceofthatdiscourse initsemphasisontheneedforconcertedactiontowardthe solutionoftheunemploymentproblem.

"Problemsofsoci4justicecannotbesolvedanylonger to-daywithintheframeworkofnations,"theeditorialsays, "andthelatestteachingofthePopeliespreciselyinthis:in .hisaffirmationthatsolelythroughthecollaborationofall forces,allpossibilitiesandallresourceswillitbepossibleto establishaworldorderthatismorejustandthereforemore Christian."

Theeditorial,entitled"Commonplaces,"dealswiththechargesofItaly'sCommunistpress thatthePopehadgivennoconcreteindicationsofhismethods tocombatunemployment.It emphasisestheneedofaccepting"maninhisinviolabledignity"astheonlytruebasisof economics.Systemssubjecting thewelfareoftheindividualto atheoreticalprogrammecannot bereconciledwithCatholic teaching.

ThePopeisequallyopposedto "excessesineconomicliberalismandlevellingcollectivism," theeditorialsays.Itexplains thatunemploymentcannotbe solvedbypermitting"freeplay ofallegednaturallaws"norby the"artificialcreationofworkIf thisshouldresult,forthesake oftemporaryrelief,inwither-

TheimpassewhichhasbeenreachedintheFederalParliamentoverthreeissuesmakesadoubledissolutionappear inevitableatthemoment.Fromanationalpointofview,it isveryundesirableatthiscriticalperiodofworldhistoryto haveinstabilityofcentralgovernment.Evenunderthesuppositionthattheissuenowatstake,onwhichbothGovernmentandOppositionrefusefurthercompromise,couldbe satisfactorilyresolved,itisclearthatfurthercriseswillalwaysbejustaroundthecorner.Furthermore,partypoliticaldog-fightsaresimplyaluxurywhichtheAustralian nationcannotaffordatatimewhenthepoliticalhorizonsof Asiaareloweringwithmenace.TheelectorsoftheFederal ParliamentofofseveralStatelegislatureshavedemonstrated thattheyareaboutequallyinfavourofthemajorparties. ButobviouslywhateverGovernmentisreturnedtopower musthavetherightandthedutytogovern-areflection whichinthepresentinstancecallsforsuchreformofthe Senatewhichwillmakedeadlocksimpracticable..

ThevitalissuesatstakeintheCommunistPartyDissolutionBillbynomeansresolvethemselvesintoaclearchoice betweenblackandwhite.Inthefirstplace,itiscertainthae nolegislationcanannihilatetheCommunistideologywhich thrivessoflourishinglyinasecularistsociety.Ontheother hand,theanarchicpositioninmanyofthekeyunions,with itsdisastrouseffectontheAustralianeconomy,cannolonger besufferedbythecommunity.Itisconcededinprinciple byallpartiestothedisputethatsomerepressiveactionisimperative.Theboneofcontentioniswhethertheprovisions oftheBillnowbeforeParliamentcanbeimplementedwithoutgravedamagetothelegitimaterightsandlibertiesofthe individualandofcorporategroups.

WhiletheGovernmentcannotshowbeyonddoubtthis ispossible,theOpposition,ontheotherhand,cannotproveit inevitable.Itisaquestionofwhetherthepeoplearepreparedtotrustthemotiveandadministrativewisdomofthe Government.Suchanimpassemayberesolved,asisnow contemplated,bytakingtheissuetothecountry.Butthis proceduremeetswithtwoobjections:foronethingitisvery expensiveand,moreimportantly,itinvolvesadelaywecan hardlyafford.Perhapsareasonablecompromisewhich wouldsavethefacesofbothpartieswouldbetopassthe legislationastheGovernmenthasframeditforaperiodof twelvemonths.Thiswouldenableafairtrialtobemadeof it,anditsadministratorswouldbedeterredfrompossible temeritybythethoughtthattheywouldshortlyhaveto accounttoParliament.Certainlynogreatharmcouldensue. andthepracticaltrialwouldbethebestguideastowhether itshouldbeproceededwith.

Theannualdramafestivalis aneventofsuchsignificanceto thosewhotakepartinit,andto thosewhofollowit,thatIfeel noexcuseisneededforwriting asortofepilogueonit.Itrecently'occupiedthreeweeksof ourtime,andagooddealof space.hasbeendevotedtoitin thispaper.Ofnecessitythat spacehasbeengiventoobjectivereviews;butnowthereviewercomesintohisown,and maysurelybepermittedalittle latitudebywayofexpressinga personalviewpoint.

InthefirstplaceIwanttosay howmuchIenjoyedtheFestival.Itwassomuchinadvance oflastyear'sgeneralstandard thatthedifferencewasaschalk

Sir,-1wasdelightedtoread theinsultingremarkinyour paperregardingmyperformanceinthedramafestival, "ShadowoftheVine."It seemsyourcriticisnotsatisfiedbytellingonetheyare bad,butactuallygoestothe troubleofusingpartofmy nametodescribeit.Tojoin twoactorstogetherunderthe headingof"properninnies," becausemynameiswhatitis, showsonlythelackofintelligenceandtactonhispart. 1 don'tmindbeingslated,butI willnotbepubliclyinsulted. Theycouldhavefilledinaballotpaperandleftitinabox whenleavingthetheatre.The designingofasuitableballot papershouldnotpresentan insuperableobstaclefortheTheatreCouncilExecutive.

wasnotenamouredof"The Father.'Theprogrammeadmittedittobeasketchrather thanaplay.Toomuchofthe actionwastelescopedintoone focus;therewasinsufficient motiverevealedforthecaptain'smadness,andinsufficientofthe clashandinterplayofcharacters."TheFather"tookonthe aspectofmelodrama.Alan Seymourgaveaworthyperformance,butIcannotseewhat PegPizerandRamsayMcLean didtodeservetheall-embracing titlesofbestsupportingplayers intheFestival.Thecaptain seemedtoneedscarcelyany support.Hewasthewhole play.

APOSTOLICSUCCESSIONSURVIVEDBAD POPES

Thenextquestionisfrom "NoPopery."Hereitis:

LowerSwell-JoyceandIwere pickedupbyalonemotorist drivingtoWalesforhisEaster break.Hetookusthrough Cheltenham to Gloucester, where,afteraquickglanceat theCathedralwelefthimand followedthecourseoftheSevernRivertoitsmouth.

Justoutofthetownwegota liftfromamostinterestingchap, whotoldusthehistoryofhis life,hisfinancialposition,and gaveusanoutlineofthehistoricalandeconomiclifeof Herefordshire.Hedroppedus inWorcester,wherewedidn't lingerbutsetoffontheroadto Malvern.

SNOWYRIVER ASSOCIATIONS

Justpastthelasthousesof Worcesterwehailedachapina low-slungsportscarandwent sailingmerrilyalongtheroad. Thekeywordinallourconversationswas"Australia."You'd beastoundedatthenumberof peoplewhoaskyouquestions withaviewtoimmigration.

ThisgoodSamaritanisinthe engineeringlineandsendsbulldozersandthelikeouttothe SnowyRiverPowerScheme.He wasajovialbird,andinsisted onpullingupatanoldinn,the WhiteSwan,andtreatingusto acoupleofbeers(seemsstrange tobeinapubonaSunday).He introducedustotheproprietor, whoopenedupabouthisexperiencewiththeAussiesin19141918.

Theinnwasagoodexample ofearlycoachingdays-low beamsandheavycarvedfurniture,theleatherandbrassharnessesoftheoldcoach-horses, andalltheappointmentsand decorationsthatgotomakeup thefascinatingatmosphereof theoldEnglishpub.

Wecameuponadearlittle villagesnuggledinahollowbesidetheWye-Llandogo-althoughthenameisWelsh,itis inthemuch-disputedcountyof Monmouthshire-whichisclaimedbyneitherEnglandnor Wales.Wecalledinatoneof thebest"oldEnglish"farmhousesIhaveseen,andtreated ourselvestoabitofcomfortand abeautifulmeal.

RAIN,RAIN,EVERYWHERE

Icouldrecommendthisplace foralovelyholiday-itisso cosyandpicturesque.Theownersonlycaterforeightpersons atatime,andtreatthemasold friends.Weweremadevery muchofandgivenaroyalmeal withsomeexcellentdraught cidertoputusintherightspirit.

Whenwereluctantlytookto theroadoncemore,itwasrainingbuckets,andwedecidedto seetherestofMonmouthshire fromtheshelterofabus.So ontoMonmouthandRoss.We nowfoundourselvesaboutfive milesfromSymond'sYat).As wewereonthewrongroadand itwaspouringbythistime,I couldn'trefusewhen,wewere giventhechanceofaliftright intoRoss.

Wehadnobookingatahostel forEasterSatlIrdaynight,but hadbeentoldofanewplace whichhadbeenjustopenedup, roughlynorth-westofHereford, sowepushedoffinthatdirection.Iwon'tlingeroverthe grimdetailsofourgettingto Hereford,thentoKington,then toLyon'sHall,tofindthehostel full, HEREFORD

AtKingtonwewerepickedup byacheerychappieinaminute car,whoinsistedonsqueezing usallintothevehicleandtakingusouttoLyon'sHall,then waitingtoseeifwecouldgetin. HethentookusintoHereford

mere7or8miles.Luckily,just beforethesummitweweregivenaliftandweretakenright intoGreatMalvern.Herewe admiredtheviewsoncemore, andwalkedslowlythroughthe towntoMalvernLink,where wetookabustoWorcester, caughtaconnectingbustoEveshamandanothertoBidfordto ournexthostelatBrooms.

TheValeofEveshamwassimplyglorious.Thefruittrees wereallinblossomandmadea greatdisplay.Bythistime therewasonethingthatwas beginningtoworryus-wewere runningoutofprovisionsand cash.(AtBidfordwebought milk,bread,twotinsofspaghetti,andfourpotatoes--one each.Attheendofthisfinancialtransactionweeachhad6d. Neveracare!WefoundBroom Hallamarvellouslycomfortable Hostelandhadhotbathsanda goodsleep.

Thenextmorningaftera breakfastconsistingoftoast, withthemerestfilmofbutter,a scrapeofhoneyandsomecheese spread,wesetoffforStratford, andafteracoupleofmileswalking,wepiledonthebackofa Counciltruckandrattleddown intoShakespeare'stown. Wevisitedhisbirthplaceand tooksomesnapsoftheTheatre, whichismostdisappointing, beinglikeamodernfactory. Andthen,heigho,forOxford. MarilynandIwerewalkinglong afterBiddieandJoycewere borneawaybyaprivatecar,but theweatherwasgoodandthe scenerygrand.Justwhenwe begantotirewewerepickedup byayoungchapinalargegreen vanandtakenrightintoOxford. FatherKoenigdidnotsay much.Heonlytookfromhis pocketacopyofatop-secret Nazidocument.Itcamefrom GauleiterBohrmann'sheadquartersinMunichandcontainedanordertoseizeand confiscateallCatholicmonasteriesinAlsace-Lorraine.Father Roeschwashorrified.Hecould notbelievehiseyes.

Theysatforawhileand wonderedwhattodo.They knewthatoncetheAlsacemonasterieswereseized,othersin France,Holland,andBelgium wouldfollow.Onthesuccessor failureofthisfirstorderofseizuredependedthefateofall monasterieswithinNazireach. Onehadtoactimmediately.It wasWednesdaynightandthe Naziorderwastobeexecuted onthenightofSundayto Monday.Theyhadbarelyfour daysattheirdisposal.Without revivinganyexplanation, FatherRoeschwastoldthatthe mattercouldnotbedealtwith throughthearchiepiscopaloffice inMunich.Thiswasout.He wastolearnaboutthereason forthisdecisiononlymany yearslater.

HAZARDOUS

Theonlyalternativewasto visittheGermanbishopnearest toAlsaceandinducehimtoact. TheBishopofFreiburgin Breisgauwouldbetheman. Thedecisionwasmadequickly.

Bothpriestswenthome,changedintorailroadworkers'clothes,andsodisguisedboardedthe firstmorningtraintoStuttgart. Theirworkers'attiremade themlookinconspicuousand theygotbytheGestapo.

ThatnighttheyarrivedatStuttgart.Worriedanddepressed,theyplungedintothedarknessofacitywhichneitherof themknewwell.Fearofbeing stoppedbypoliceanddiscovery hauntedthem.Hidinginadark cellarofaruinedbuilding,they dozedforawhileandthen wenttothestationtocatchthe traintoFreiburg.Afterawearisomejourney,theyarrivedin theearlymorningandwent straighttotheepiscopalpalace. OntheBishop'sresponsehingedthewholeissue.Wouldhe acceptthedocumentasauthentic,andthenwouldhehave thenecessarycouragetoact?

INSPIRATION

BishopGroeberwasextremelysurprisedtoseethetwo priests,whomheknewwell,in suchoddattire.Hejokinglyaddressedthemas"gypsies."This wasagoodbeginning,Father Roeschthought.TheBishop wasingoodhumorandina gaymood.Inordertobring aboutarelaxedatmosphere, theyjoinedinthejovialcharacteroftheconversation.Then, abruptly,theycametothe point.FatherKoenigproduced thesecretNazidocumentfrom hispocketandreaditaloud. "Well,thisisit,"saidtheBishop,horrified.Hefeverishly grabbedforthepapertoread ithimself.FatherRoeschstoppedhimshortandwarned: "Youshouldnothavethisdocumentinyourhandsevenfor asecond.Incaseofinvestigation,youmustbeabletoswear thatyouhavenevertouched it.""Whatdoyouwantmeto do?"askedBishopGroeber. Then,likeaflashofinspiration,suddenlyawholeplan cameintoFatherRoesch's mind,anideathathadnotbeen formulatedduringthewhole longjourney.

EXPOSURE

"Bishop,"hebegan,"you mustprepareyourselfforthe worst,possiblymartyrdom.The thingyouhavetodo,andimmediately,istomakeknownto theNazisthattheyhavebeen uncovered,thattheplanisno longerasecret.Youshouldsend fifteentelegramsiofprotestright

olicpriest,wasconspiring againsttheGermanwarmachineathome.

"Finally,theworstcame," continuesFatherRoesch."After theattackonHitler'slifeon June20,1944,massarrests beganthroughoutGermany.No onewassafeanylonger.Count vonMoltkeandFatherDelp werearrested.Allourpapers, blueprints,andnoteswere seizedanddestroyed.Nothing wasleftofthearduouswork andplanningconductedforso manyyearsandmonths.Everythingwasfinished.Wewere defeated.

Itwasagreedthatwithina weektheBishopwouldsomehowletthemknowtheoutcomeofthetelegrams.Should theplansucceed,apostalcard containingagaydescriptionof goodhealthandfineweather wouldbesenttoMunich.In caseoffailure,onenegative sentenceinthemessagewould announcethebadnews.

Thepriestsreturnedhome.

Afterafewdaystheanxiously awaitedpostcardcame.With shakinghandstheygrabbedfor it.Themessagewasfullofjoy andspokeofgoodweatherand happydays.Itworked!The monasteriesweresaved!

Thefactswerethat,after receiptofthetelegrams,the GestapokeptthewholeofAlsaceunderthoroughguardfor sixweeks,searchingaround andtryingtofindacluetowho couldhavecapturedthesecret orders.Butnothingleakedout.

Shedescribedhowmadthe Nazichieftainsgotafterthe telegramsstartedcomingto eachimportantofficeinthe country.Theymadeathorough searchattheMunichheadquartersandmadeinquiries everywhere,butithappened thatnoonesuspectedtheinnocent-lookinggirl.Sheescaped safely."Now,youunderstand," sheconcluded,"whyIhadasked thatthematterbenotraised throughthearchiepiscopalofficeinMunich.Itwouldhave beentooobvious,andeverybody wouldhavebeencaught."

Thisisoneexampleofmany missionswehadtoperform, FatherRoeschsays."Ialways hadtworoomsatmyhome wheresomeendangeredpersonswouldsleep.Inthelatter stageofourwork,Ineverspent twonightsinsuccessionatthe sameplace.Whatmadethis workdifficultforme,"saysthe priest,"wastheinnerconflict inmysoulwhichneverleftme. Howfaringoodconsciencecan aChristiangoinopposinghis country'sgovernmentduring war?Whataretheboundsbeyondwhichitbecomessimple treason?

"Ihavealwaysenviedthe Poles,Dutch,Norwegians,or anypeopleinvadedbyGermany,"hesays."Forthem,at least,theissuewasclear.They werefightingindefenceof bothChristianityandtheir country.Thegreatestmotive forallofusanti-NaziGermans wasthefactthatGermanvictorywassynonymouswithdestructionofChristianityinour country.Buttheconflictstayed withmeuntilthedayofmyincarceration.Ithauntedme likeanightmarewhenIrememberedthat,whilemyown brother,asoldier,wasfighting ontheRussianfront,I,aCath-

menwereelectedandentrusted withthetaskofnegotiationstheseventy-six-year-oldSocialist,Noske;FatherRoesch;a Berlinundergroundleader,Dr. Hermes;andanarmymajor. Thisoddassortmentofmen askedtheguardtoleadthem tothecommandant'soffice. Oncefacetofacewiththeman himself,eachoftheemissaries producedhisarguments.None ofthemseemedtowork,however.Thecommandantwasa disciplinedofficial,andpersuasionhadlittleeffectonhim.

"Eventually,aftermonthsof hiding,onJanuary11,1945thedayFatherDelpandvon Moltkewerehanged-Iwas seizedbytheGestapo.They tookmefirsttoDachauand subsequentlytothefamous MoabitPrisoninBerlin.There IstayeduntilafewhoursbeforetheRussianscapturedthe town.

PRISONMASS

"Myprisondayswerethe finestmomentsofmypriestly life,"FatherRoeschreminisces. "ThereIhadthechanceof bringingcomforttothedying, strengthtothoseindespair.I foundoutthatevenamongthe SSguardstherewerehuman beings,Christiansinsomehiddencorneroftheirhearts.Due tosuchindividuals,Iwasable

Gloomyanddepressed,the fourdelegatescamebackdown tothecellarwiththedisappointingmessage.Whileeverybodysatwaiting,timewaspassingbyanddangercomingever closer."Thesituationbecame intolerable.Peoplegotnervous andirritable.Wefeltlikeanimalstrappedinacageofaburningcircus.Itwasreally absurd."

RELEASE

Then,suddentlyFatherRoesch decidedtotryonceagain.He askedtheguardtolethimgoto thecommandant,thistime alone.Whilehewasapproachingtheprisonoffice,theofficial wasjuststeppingout.Theymet inthecorridorandtheman said:"Iamgladyoucameback, Father.Ihavejustdecidedto letallofyougo."Thegood tosayHolyMassinmycellnewsmadeFatherRoeschmotalmostthroughoutmywholeionless,andhestoodtherewith stayinprison.Ihadhosts,hisfeetgluedtothefloorfora Masswine,andasmallmissalwhile.Bothmenhadtearsin smuggledintomycell.Ona chairbehindtheprisoncotI saidMass,concealedfromthe eyesofapossibleGestapoinspection.

"Inaremarkablewayall prisonersparticipatedinthe HolySacrifice.BeforetheMass beganIusedtoknockatthe wall,andthesignalwouldbe passedonfromcelltocelluntil thewholefloorknewaboutit. Allprisonerscollaborated,and eventhetoughestatheistsand Communistspassedthemessage.Aspecialcodewasestablished-oneknocksignifiedthe beginningoftheMass,three knocksmeantConsecration, andsoon.Inthiswaythe wholeprisonwasattheMass inspiritandjoinedinthe prayers.

Iknowthatinasecretway HolyCommunionwassmuggledinbyawomanmessenger ofBerlin'sCardinalvonPreysing.Thus,manyimprisoned Catholicscouldreceivethe Sacramenteveryday.They developedintotruesaintsand diedasmartyrs.

ENDLOOMS

"WhentheRussianswere alreadyinthestreetsofBerlin, theGestapobegantoliquidate theprisonerswholesale.Every daytwentyorthirtypersons weremovedtotheneighbouringruinsandshot.Iknewthat suchamomentwouldinevitablycomealsoforus.

"Oneoftheguardsconsented tohelpus.Undertheimpactof approachingdefeat,theNazi systemwasbeginningtodisintegrateandguardsbecameless rigidinperformingtheirfunctions.Sovietgunswerethunderingalloverthecity,and Berlinwasinflames.Caughtby demolitionfire,wecouldhave beenburnedandburiedalive anytime.Therewasnotmuch timetolose.

"Theguardopenedmycell, andIwaitedforamomentto seewhetheranofficialwas nearby.Suddenly,Ifeltadistincturgetoleavethecellimmediately,disregardingallprecautions.AssoonasIhadgone andwasintheprisoncorridor, ahugeexplosionrockedthe wholebuilding.Onesectionof it,includingmycell,was smashedtopiecesandcollapsed. Godhadagainprotectedmy life."

Asdestructionbrokelooseall around,andastheRussians wereonlyafewhundredyards away,anevengreaterflockof prisonersescapedfromtheir cellsandgatheredinthecellar. ThereFatherRoeschsaidMass openlybeforethecrowdevery day.Deathwasstillcloseto them.TheGestapocouldenter anyminute,movethepeople away,andmassacrethem. ShouldtheRussianscapturethe building,allanti-Communists wouldprobablymeetthesame fate.

DEPUTATIONREBUFFED

"Thus,trappedbetweentwo alternativethreatsofdeath,we waitedingreattension.The onlywayofescapewastoget outofthebuildingrightaway aslongastherewastime."

Themaninwhosehandsthe prisoners'fatelaywasthecommandantoftheprison.They decidedtoapproachhim.Four

theireyes.Withoutsayinga word,hesqueezedthecommandant'shand.Then,likea child,hejumpedwithjoyand madetheflightofstairsina fewleaps.Heshoutedloud: "Alleluia,wearefree;wecan go."

Theclimaxintheidealogical struggleforChinacamelastDecember16,whenMaoTse-tung, theChineseCommunistleader, tookofffromMoscowand Stalin'sconferencetable.After twomonthsofnegotiationsa pactwassignedonFebruary14 linkingthefortunesofChinato theSovietUnionforthenext thirtyyears.Herearethechief provisions:

1."ATreatyRegardingFriendship,AllianceandMutualAid." ChinaandRussiaagreedthatin theeventofanattackononeof thepartiestothetreatyby JapanoraJapaneseally,the otherwouldgrantimmednate militaryaidwithallthemeans whichitwouldhaveatitsdisposal.

2."AgreementRegardingthe ChineseChangchunRailway, PortArthurandDairen."In 1945theChineseNationalist Government,underpressure fromherwar-timeallies,grantedtheUSSRcertainrightsin Manchuria.Inthenegotiations whichendedthreeweeksago, Moscowagreedtoabdicatethese rightsandreturncontrolofboth railwayandportsonceaJapanesepeacetreatywassigned,or atleastby1952.

3."AgreementontheGrantingofCredits."Russiaalso agreedtograntChinaaloanof $300millionoveraperiodoffive years,toenableChinatopurchasecapitalequipmentand rawmaterialsfromtheUSSR.

4.ExchangeofNotes.Russia agreedtotransfertoChinawith-, outcompensation"propertyacquiredbySovieteconomicorganisationsfromJapanesepropertiesinManchuria."

Itwouldbenaivetoassume thatthisisalltheconference hastoshowforitssixtydaysof deliberations.ThatSovietRussiaandCommunistChinahave hadanunderstandingof"friendship,allianceandmutualaid"is surelynonews.Theindirect referencetotheUnitedStates, supposedlyoneofthecountries associatedwithJapan,isnot startling,giventhehostilityalreadymanifestedtowardAmericabyboththeSovietUnionand CommunistChina.TheconditionalagreementtorestoreChineseportsismerelyanagreementtorestorewhatalready rightfullybelongstoChina.The $60-million-a-yearcredit-a merepitanceforacountryin suchdireeconomicstraitsthat millionsofitsinhabitantsare actuallyonthevergeofstarvation-coverslessthanone-sixth ofthevalueofManchurianindustrylootedordestroyedby Russiaafterthewar.

IfthisbethesumandsubstanceoftheSino-SovietPactof 1950,thenhorse-traderMaohas beenscalpedinamannerwhich castsreflectiononthetraditional astutenessoftheChinesebargainer.

MaocannowreturntoPeiping braggingthathedealtmoreeffectivelywithRussiathanChiangKai-shekwasabletodo.By negotiationhehassucceededin securingthereturnofsomeof thelootunjustlytakenfrom Chinain1945andoftheports handedoverbyChiangbecause ofYaltaandAmericanpressure. Aboveall,hehasconcludedan alliancewiththe"non-imperialist"gianttothenorth,and haspersuadedhimtoextend somecreditforrehabilitationof theChineseeconomy.

ButMao'scomplacencywillbe short-lived.SecretaryofState DeanAchesonhasremarked thatChina's"troublesareonly justbeginning."Sincethewar, fidelitytotreatieshasnotbeen aSovietvirtue.Thereisno reasontosuspectthatRussia willfeelherselfanymorebound bytheminorconcessionsofthe presentpactthanshewasinthe fortyinstancesoftreatyviolationsnowlistedinStateDepartmentfiles.

Chinahasbeenignominiously betrayed.-"America."

Theinterestsofcapitaland labourarecomplementaryrather thancompetitive.Wagesand profitsusuallyriseandfalltogether.Thebestwagesarepaid bythemostsuccessfulemployers becausetheycanaffordtopay them.Thiswasrecognizedby SamuelGompers,thefounder andfirstpresidentoftheAmericanFederationofLabour,when hesaidthat"thegreatestwrong thatanemployercanperpetrate onhisemployeesistofailto makeaprofit."Theemergence ofaprofitisthesignofefficient productionwhichenablesgood wagestobepaid.Thenotion, widelyheldbyBritishtradeunionists,thatwagescanbeincreasedattheexpenseofprofitsisa modernversionofthediscarded wagesfundtheory.Thefactis thattheearningsofthedifferent factorsofproductionallarise

Theseelementarytruthsare graspedbyBritain'srivalsin theworldtoday.Theimportance ofencouragingtheaccumulation ofcapitalisfullyappreciatedin theUnitedStatesandinRussia. Howevermuchtheleadersof economicthoughtandthearchitectsofeconomicpolicyinthese twocountriesmaydiffer,they areagreedonthissubject.In bothcountriestheattainmentof arisingstandardoflivingfor theworkersisunderstoodto dependuponthemechanization ofproduction.Capitalaccumulationisthereforeencouraged, althoughthemethodsofencouragementaredifferentundercapitalismandunderCommunism. ThelateMrs.Pilkingtonwas bornatKapunda,SouthAus-tralia,andcametotheseGoldfieldsover47yearsago.From thattimeonwardsshetookan activepartinallChurchaffairs whereshecouldbeofassistance.Shewasalwaysapractical memberoftheSacredHeart Sodality,andwasalsowellknownintheLeonora-Gwalia districtwhereshespent10 years.

Thisceremonyhasnowbecomeanannualeventandis lookedforwardtowithenthusiasmandperformedwithdevotionbybothchildrenandadults asasymbolicalactoftheirlove fortheMotherofGodandof men. Aspeciallyerectedshrinewas resplendentwithitscandlesand "flowersoftherarest,flowersof thefairest."

JoanHortonwaschosento crownthestatue,attendedby manymaids-in-waiting,and withJohnWalshaspageboy.

Theceremonyopenedwith theprocession,inwhichthe schoolchildrenandChildrenof Marytookpart,andwhosang thehymns.Duringthesinging ofthewords: "AndnowOurBlessedLady, Smileonourfestalday, Acceptourwreathofflowers, AndbeourQueenofMay," thecrowningtookplace.

ToomanyCatholicsarecontenttoquotethe socialprinciplesoftheChurchandforget theirapplication.Thatisthegraveweaknesswhichourcorrespondent,Mr.Kidd, examinesinthisarticle,thefirstofaseries dealingwithvitalproblemsinoureconomic life.Insucceedingarticleshewilldealwith inflation("puttingvaluebackintothe pound"),employment,immigration,andthe housingproblem.

'-Theyear1950promisestobe amomentousoneforAustralians.Itis,infact,morethan probablethat,inyearstocome, 1950willberegardedasthe "watershed"yearinthenation'spost-warpolitico-economic history.

ThebattlewithCommunism hasbeenjoined.ThenewCanberraGovernment'santi-Communistlegislationistheopeningshotinastrugglethat promisestogototheveryroots ofourindustrialandpolitical life.

Intheeconomicfieldthetwo mainproblemsareimmigration andinflation.Withimmigration runningatarateof200,000 migrantsayear,theannualnet increaseintheAustralianpopulationisoftheorderof3per cent-aratewhichimposesa bigstrainoncapitaldevelopment.Theneedfornewhouses, schools,factories,machinery, power,transportandother formsofcapitalgoodsisunprecedentedinourhistory;and mustbemetifthenewAustraliansaretobeabsorbedwithout aloweringoflivingstandards.

Atthesametime,theinflationarypressureswithinthe economyarerapidlygettingout ofhand,andpriceshavereachedanall-timehigh.Oneresult ofthisisthatitisalmostimpossibleforthelittlemantobecomeahome-owner. Exportprices,too,areatrecord levelsandinternationalreserves arethegreatestinthenation's history.Goodseasonsandhigh priceshavebeenthemainreasonswhy,inthecurrentfinancialyear,Australiahaschanged fromadebtortoacreditornation.

EMPLOYMENT.

Employmentlevelsalsoare thehighestonrecordwithmore jobsavailablethanmenand womentofillthem.Onedisturbingfeatureoffullemploymentandthewarandpost-war boominsecondaryindustryhas beentheincreasedproportion ofwomeninemployment.Allowingforunemploymentof about10percentin1939, womenrepresented27percent oftheworkforcein1949comparedwith23percentin1939. Andthisisexclusiveofthe enormousnumbersoffemales engagedinpart-timeemployment.

BeyondAustralia,themost significanteconomicphenomenaarethescheduledterminationofMarshallAidin1952,and growingunemploymentinthe UnitedStates,Germany,Italy andothercountries.

Thenumberofunemployed intheUnitedStatesatpresent totalsabout3,500,000.Withthe chronicdollarproblemandthe scalingdownofMarshallAid thisfigureisboundtoriseunlesssomealternativeschemeof externalaid(perhapstoundevelopedareas)isformulated. Australiacannothopetoescape fromtheeffectsofmassunemploymentintheU.S.A.

UNTESTED.

Thus,whilstourimmediate problemisthatofcurbing inflation,wecannotaffordto ignoreeconomiceventsoverseas.Inaneconomicsystemsuch asours,fullemploymentisnot alawofNature.Itisthenatural concomitantofaboomsuchas wehaveexperiencedoverthe pasttenyears-butnotofa depressionsuchasweexperiencedinthe1930's.Continuous fullemploymenthas,infact, neveryetbeenattainedina capitalistsociety.Itisaswell torefreshourmemoriesonthis point,andtorecallthat,even in1939,therewere150,000200,000unemployedinthis country.

Therearetheoreticalgrounds forbelievingthatGovernments can,byappropriateaction,ens-

EFFECTIVELEADERS.

urefullemployment.Thiswas anavowedobjectiveofthe formerLaborGovernment which,duringitsterminoffice, developedaseriesofeconomic measureswhich,egardedasa whole,madeupthejig-sawofa fullemploymentpolicy.Would Labor'splanhavestoodthe test?Thisisaquestionthat, surprisinglyenough,hasbeen subjectedtocomparativelylittle seriousanalysis.

WhataboutthepresentGovernment?Isitplanningforfull employment?Ifso,whatisits plan?Howsoundisit?These aremattersthatwarrantthe closestattention,particularlyat thepresenttimewhenpowerful forcesarerangedagainstapolicyoffullemployment.

INFLATION.

Theimmediatetaskis,of course,todealwithinflation. Thisisnecessary,inthefirst place,tomitigatethehardships ofthosewhoaretheworstsufferersfromrisingprices.Itis alsoessential,however,asone ofthecogsinthemachineryof fullemployment.Thehigher theinflationaryspiralgoes,the moredifficultitisgoingtobe forAustraliatomaintainemploymentwhenoverseasprices fall.

Itisinthissettingthatwe mustviewthecomingstruggle toeliminateCommunismfrom theindustrialandpoliticallife ofthiscountry.IfCommunism couldrally20,000supportersin aperiodofunprecedented prosperity,whatsupportwould itattractinaperiodofmass unemployment?Wemustnot onlyeliminateCommunism.We mustalsoeliminatetheevilsof oureconomicsystem-to-day inflation;to-morrowunemployment-onwhichCommunismbreeds.Wethouldaim toorderoureconomiclifeso thatitwillgiveourpeople decentlivingstandardsandfull employmentinanatmosphere offreedomandChristianliving.

Thisisaparticularchallenge toCatholicswhorejectSocialismandthemoreruggedforms ofCapitalismalongwithCommunism.Whathavewegotto offerintheirplace?

NOEASYTASK.

AsIseetheproblem,it'snot tomuchaquestionofproducinganother"ism"asofunderstandingandapplyingChristian socialprinciplestoparticular situationsinarealisticway.

That'snoteasy.The'principlesareclearenough,buttheir applicationinparticularinstancesdemandsacarefulanalysis ofthefacts,closeattentionto detailandanapplicationofwhat is,andisnotpossibleofattainment.ToomanyCatholics,in myexperience,arecontentto quotetheprinciplesasthough thatendedthematter.It,doesn't.

Orifyoulike,taketheindustrialfield.Communistsareto beremovedfromtheirpositions ofleadershipinTradesUnions. Whatistrueofthewaterfront istruealsoofotherindustries. Industriallifeinthiscountryis stillverymuchunderJungle Law,wherevictorygoestothe strong,andwedon'twanttosee militantCapitalismtakingadvantageofthesituationtoride rough-shodovertheworkers.

Whatcanbedoneaboutit?I don'tpretendtoknowtheanswer.But,asIseeit,thefirst thingistorealisethechanging environmentinwhichwelive andtostudytheproblemsitpresents.

THECHALLENGE.

ThebanningofCommunism bylegislationwon'tbetheend ofthematter.Theeconomicand socialproblemsonwhichCommunismfestersarestillwithus andcanbeexpectedtogrow worseoverthenextfewyears.

ThedefeatofCommunisra shouldberegardedasachallengetodosomethingabout theseproblems-andthat,for Catholics,means"something" basedonChristiansocialprinciples.Theimmediateprdblems areinflation,immigrationand housing.Cuttingacrossthese biggerproblems,andyetpartof them,aresuchmattersasthe methodsoffixingwagesand prices,thegrowthofmonopoly, thedriftfromtheland,education,tradeunionism,thedecline ofthesmallbusinessman,workingconditions,andsoon.

Itisproposedtodealwith someoftheseproblemsinsubsequentarticlesinthisseries. Youmaynotagreewithmyproposalsforcombattingthemnor, even,forthatmatter,withmy diagnoses.Thatwillnotsurpriseme.Idonotpretendto knowtherightanswerstoall theeconomic,socialandpoliticalproblemsofourtime.No mandoes.Iaminclinedto suspectthatthemanwhosays hedoesiseitheraconfirmed egotistorafool.

Let'stakeanexample:Itisa Christiansocialprinciplethat theworkerisentitledtoa"fair livingwage."That,byitself, doesn'tgetusfar.Whatwe havetodonowistodetermine what,intheparticularcircumstancesofAustraliaatthisparticulartime,isa"fairliving wage."Havingdecided,on theoreticalgrounds,whatit shouldbe,wemustaskourselves:Canindustrypayit-not justoneindustry,butallindustries?Whataboutthoseindustrieswhicharefacedwithoverseascompetition?Shouldthey bemadetopayitandsothrow theworkersemployedinthem outofemployment?Thisleads usintoallsortsofinvestigations whichIdon'tproposetopursue here.Thequestionisraised merelytoillustratethesortof problemsthatarisewhenyou trytoapplytheprinciplestoa givensituation.
