AtitsmeetinglastDecember,theGeneralAssemblyof theU.N.votedtoinstructitsTrusteeshipCounciltodrawup astatutefortheinternationalisationofJerusalem,andto proceedatoncewithitsimplementation.MeetingatGeneva,theTrusteeshipCounciladoptedastatutefortheinternationalisationoftheJerusalemarea,butadjournedatonce withoutattemptingtoimplementit.WhentheTrusteeship Councilconvenesforitsnextsession,itisexpectedthatit willhavebeforeittheofficialrejectionofthestatutebythe GovernmentsofIsraelandJordan.Accordingtosetprocedure,theCouncilshouldthensetabouttheimplementation ofthestatute,despitetheserejections.Itseemslikelynow thatIsraelwillpresentacompromiseplan,orthatacompromiseacceptabletoIsraelwillbebroughtforward.The introductionofsubstitutesfortheinternationalisationstatute, coupledwiththerejectionofthestatutebyIsraelandJordan, mightfurnishthegroundsforevolvingsuchaformula,referringthewholematterbacktotheGeneralAssembly.

"TheMikado"atHisMajesty's hasallthefreshnessandcharm ofagoodnewshow.Butthatis onlyhalf-praisingit;forithas thenostalgicflavourofanera whenshowbusinesswasreallybig time,andithastheevergreen wordsandmelodiesofGilbertand Sullivan.
Itisextraordinaryhowthese lightoperasretaintheirappeal. Perhapsitisbecausethereisno-

TheCommonwealthGovernment,continuedtheArchbishop,hadaverydefiniteobligationtohelptheStatesin connectionwithnativewelfare, particularlyWesternAustralia whichhadalmostone-fifthof thenativepopulation.Atthe sametimeWestAustraliahad onlyone-sixteenthofthe country'spopulationandcould notbeexpectedtocarrythe burdenofitslargenativepopulationonitsown.
EventhoughtheStatesmay continuetoadministertheDepartmentsofNativeAffairs,it wasconsideredimperativethat theCommonwealthGovernmentshouldprovidegenerous subsidies,particularlyinviewof itsownpolicyregardingthe nativepopulationsoftheIslands,asinNewGuinea.
Itwassaid,continuedHis Grace,thatthehalf-casteinheritedthevicesofbothraces.He notbelievethatforaminute.It was-amatterofenvironment, notofparentage.Humannature wasessentiallythesame.Overcrowded,unhygienicbushdwellingsandunproductiveidle hourswouldresultinthegrowth ofvice,whetherthesubjects werewhiteorblack.

Malenkovisacraftyopportunist.Inhisclimbtothefront seathehasneglectednomeans ofreachinghisgoal,noteven crudeflatteryofhisboss.He dresseslikeStalin,walkslike him,andtalkslikehim.Like Stalinheboaststhatheisa practicalman,anadministrator, notapolitician.Whileitisobviouslyfalsethatheisnota shrewdandcallouspolitician,it cannotbedeniedthatMalenkov hasgreatadministrativecapacity.Hisworkdayisalongone, andheisnotafraidofthehardestkindofgruellingdetail.
Perhapsbecauseheisaslow, ploddingworkerhimself,Stalin iscontemptuousofthebrilliant manwithastrongandindividualpersonalitywhohandleshis

BeforeLenin,thefirstleader ofthebolsheviks,died,Stalin wasonlyoneofadozenormore second-linechieftainsand,at that,hewasprobablylastin importanceamongthem.But, whiletheothersheldprominentpostsasmilitarycommanders,cabinetofficials,and chairmen ofhigh-sounding committees,Stalincraftilygot himselfnamedsecretaryofthe CommunistParty.Totheothers thiswasanecessarybutdull androutinejobandeachwas gladthatStalinrelievedhimof itsmonotony.Butthefuture Sovietdictatormadecleveruse ofhispositiontopassonall candidatesformembershipin theCommunistPartyandespeciallyonallcandidatesfor partyoffice.Onthesurface Stalinmerelytookcareofroutinecorrespondenceandthe hundredsofsmallandstodgy taskswhichhisassociatesregardedasdrudgery.However,he secretlyspentthedaysplacing menhecouldtrustinpositions ofkeyimportance.Eventually hewasreadytostrikeanddestroytheother,moreprominent, partyleaderswhofoundthat theyhadfewsupportersamong thethousandsofrankandfile Bolsheviks.Stalinwasableto seizepower,andheholdsitto thisday,becauseallthemen underhim,fromthetoprank tothebottom,knowthattheir jobsandtheirfutures,even theirlives,areathisdisposal. Malenkovwasoneofthemen whohelpedStalintoconsolidatehispower,andnowthat heispartysecretaryheisusing Stalin'striedandprovenmethodstoassurehisownfuture. Andhehasthegreatadvantageofopenlyenjoyinghis boss'ssupport.
WORTHYSUCCESSOR Malenkovisonlyforty-eight yearsold,andhisrobusthealth seemstoguaranteehimalong andsuccessfulcareerofrulingtheRussianpeoplewhen Stalinretiresordies.Youmay besurehewillalsotakeover Stalin'scampaignofsavagery againsttheChurch,andBolshevism'sevilplantodominate theworld.The"FatBoy"has enjoyedhimselftoomuchsuperintendingthefightagainstthe Churchandcivilizationas Stalin'sagentsostopwhenhe becomesmasterofRussiain hisownright.
HowdangerousMalenkov's comingtopowerwillbetothe freeworldisrevealedinthe accomplishmentsofhisfanaticalcareertodate.In1919, duringtheRussiancivilwar, althoughMalenkovwasonly seventeen,hedistinguished
STALIN dull,routinejob day,sincehehadgreatcapacityforworkandcarriedout orderswithoutquestion,no matterhowruthlesstheywere.
BLACKMAIL
Threeyearslater,when Malenkovwasgraduatedfrom theschoolwithhighhonoursas aCommunistconspirator,he hadajobwaitingforhimas oneofStalin'sprivatesecretaries.Stalin'sofficewasthe controllingcentreofboththe stoogeRussiangovernmentand theBolshevikPartywhichactuallyruledthecountry.Here Malenkovlearnedtheinner secretsofpartypoliticsand absorbedthoroughknowledge ofthesecretdocumentsinthe partyfilesinwhichStalin maintainedadetailedrecordof everyCommunistfunctionary, includinginformationoneach man'spastmisdeeds.Thisinformationwasfrequentlyusedto blackmailrecalcitrantcomrades intosupportingStalin.
BydoggeddevotiontoStalin'sinterestsandstrictapplicationtohiswork,Malenkov soonbecameanalmostindis-

Itwasthisspeechandthe realizationthatthemanwho madeitwasdestinedtoplay animportantroleinSoviet RussiawhichbroughtMalenkov sharplytotheattentionofthe outerworld.Andthespeech alsoearnedhimtwopowerful enemies,foramongthoseheattackedwerethewifeofVyacheslavMolotov,herselfagovernmentofficialatthetime,and MikhailKaganovich,brotherof Malenkov'sonetimesponsor, LazarKaganovich.
Withinafewdaysofthe speech'sdelivery,StalinsecuredMalenkov'selectiontothe Politburo,thehighestgoverningbodyintheSovietUnion. Malenkovthenassumedthejob offorciblycommunizingthe PolishandBalticterritories whichRussiahadseized,ajob forwhichhisexperienceinthe purgeshadfullyqualifiedhim. Hismethodwasthesimpleone ofliquidatingallreligiousand patrioticelementsintheoppressedareas.

Malenkovtransferredwhat machineryandsupplieshe couldlocateandsentthemeast outoftheGermanArmys reach.Startingfromscratch,he builtnewfactoriesinSiberia, andeventuallytheSovietaircraftindustrywasturningout 40,000planesayear,agigantic totalunderthecircumstances.
Later,whentheGermans begantheirretreat,leavinga desolatecountrysidebehind them,Malenkovtookontheadditionalburdenofrestoringthe devastatedareas,housingand feedingthesurvivors,andrestoringtheshatteredfarmsand factories.Thedestructionhad beenenormous,andMalenkov accomplishedmiraclesincombattingit.
Malenkov'spostwarassignmentwastoorganizetheCominform,anassociationofEuropeanCommunistpartiesdedicatedtohelpRussia'splansfor conqueringtheworldinthe nameofbolshevism.Heworked withAndreiZhdanov,another ofStalin'sproteges.
OPPOSITIONWILTS
Aboutthistimesomethinghappened-wedonotknow what-tohaltMalenkov'smeteoricrise.Zhdanovwasalso verypopularwithStalin,and thetwomenhadbeenvying fortheboss'sfavour.Evidently, Zhdanovsucceededinarousing suspicionagainstMalenkov. Whateverthereason,forafew monthsthe"FatBoy"lived underacloudandwithdrew frompublicview.Butnotfor long.Zhdanovsuddenlydied. Inthelargecourt-roomwhere thetrialtookplace,onatable nearthejudge'sdesk,there glistenedinthestrongartificial lightseveralrponstrances,crucifixesandchalices,goldenand bejewelled,togetherwithAmericanrifles,Germanautomatic weapons,pistolsandotherarrris -allthisallegedlyfoundhidden inthecellarofthePremonstratensianMonasteryatNovaRise. Boththesacredveselsandthe weaponswerewellinview,so thatthepublicmightrealise clearlythecriminalassociation ofreligionwithterrorism.No Westerncorrespondentswere admitted,onlythelocaljournalistsandahandfulofrepresentativesfromtheneighbouring Communistcountries.Aspecial tablewasoccupiedbycameramenandradiooperators,and thecourtroomwasfilledwith the"representativesoftheworkingpeople"-menandwomen fromthePraguefactories.They providedsomesortofagallery, andtheProsecutorsandJudges gaveoftentheimpressionthat theywereaddressingratherthis importantaudiencethanthedefendants.Itwasaresponsive public,applaudingtheProsecutors'salliesandlaughingand jeeringattheprisoners.There werealsosomepriestsinthe auditorium,presumablychosen fromthesupportersofthebogus "CatholicAction."

Theprincipaldefendantsat thetrial,however,werenotthe tenpriests,buttheChurch.It wascharacteristicthatall throughtheproceedingstheten prisonerswerebeingconsistently referredto-bytheProsecution, thewitnesses,theJudgesandthe Press-as"Vaticanagents." TheirallegiancetotheHoly FatherandtotheHierarchywas brandedasallegiancetoaforeignenemyPower,andthisinterpretationwasemphasisedboth bytheProsecutionandbythe Judges.TheProsecution'sstatementwasanassertionthatthe religiousOrdersandCongregationshadbeenallottedaprominentpartinthefulfilmentofthis plan.Thetaskshadbeendivided,sothateachmonasticOrder followedaspecifiedcourse:the Premonstratensiansweretoprepareanarmedrising,theJesuits weretoconcentrateonespionage, and,togetherwiththeRedemptorists,theywereto"disruptthe moraleducationoftheCzechoslovakyouthandtobreakupthe YouthLeague."TheFranciscan OrderwastoinciteCatholic peasantstoimpedethesocialisationofthecountryside.The RedemptoristshadalsotoexecutetheVatican'spolicyagainst theSovietUnionandtheSlav People's Democracies.The ProvincialandtheAbbotshad directcontactswiththeVatican diplomaticmissioninPrague, andthustheirOrdersandMonasteries"descendedtothelevel ofmereinstrumentsofanimperialisticwarwhichreaction abroadisinstigatingagainstthe SovietUnionandthePeople's Democracies."

Allthismeansthataslongas apriestrecognisestheauthority oftheChurch-the"Vatican authority"-theveryperformanceofhissimplestreligious dutiescanatanymomentbeinterpretedastreason.Theapostates-thePlojhars,theDechets andthehandfuloftheother priestswhohadjoinedthebogus "CatholicAction"andwhohad deniedobediencetotheHolySee -areconsideredtheonlysafe keepersofreligionandfitto enjoyreligiousfreedom.
RIDICULE
Againstthisbackgroundthe tenmonksfoughtalostbattle againstthesmoothmachineryof atotalitarianState.Alreadybeforethetrial,duringtheweeks whichtheyspentinprison, whileundergoingtheterrible treatmentbywhichaccusedpersonsinthecountriesbehindthe IronCurtainareconditionedfor acomingtrial,theyhadallconfessedtheirallegedcrimes.But duringthetrialtheyrevoked mostofwhattheyhadbeenmade toadmitbytheinvestigating officers,andallthetimeitwas apparentthattheyweretrying rathertopreservetheirintegrity asCatholicprieststhantoretrievetheirhumanfate.
Theimpressionofthedignifieddemeanouroftheaccused hasbeenevenstrengthenedby thesubsequentangrycomments oftheCommunistreporters,who speakofthe"impertinence"of theaccused,fordaringtodeny someofthecharges;oftheirattemptstoevadethequestionsor todeviatefromthemainsubject -thisinconnectionwithFr. SylvesterBraito'scourageous statementsonthedangerof materialisticeducationforyoung people;andoftheirrefusalto answercertainquestions.It wasalsomostsignificantthat theproceedingswerebroadcast fromrecordings,notbydirect transmissionfromthecourtroom, andthattherewereverynoticeablegapsintherecordings,as someofthedefendants'sentenceshadobviouslytobeexpurgated.
"Thestrugglebetween SocialismandCapitalism, whoseruleisdrawingtoits close,isstillgoingoninall papoftheworld,including Czechoslovakia.Itisunderstandablethatthecapitalist sideinthisstruggleissupportedbyallthosewhoseposition ofpoweristhreatenedandwho wanttomaintainthisposition. InthisconnectiontheactivitiesoftheVatican,whichis fullybackingcapitalism,have beenparticularlyprominent. TheVaticanistryingtosave itsrulingpositionbyallmeans atitsdisposal.Itsupports capitalisminallStatesand everywhere,andconductsactivitiestothiseffectalsoin Czechoslovakiaandinthe otherPeople'sDemocracies.
ItisobviousthatthePopular Democraticregimeofthe countriesledbytheSoviet Unionisunacceptabletothe Vatican,thatitthreatensits veryfoundations,andthat thereforetheVaticanistryingtomaintainitsworld dominationbothinspiritual andsecularmatters."
POTENTIALENEMY
This,then,istheessenceof whatthePragueCommunistregimewanted'toestablish:to prove,withasemblanceoflegality,thattheVaticanwasthe arch-enemy,plottingagainstthe independenceofthesmallcountriesofCentralandEastern Europe,andpreparingtheruin oftheirtrueprotector,the SovietUnion.TheVaticanis thepotentialenemy;thatiswhy PastoralLettersaredescribedas "subversiveleaflets,"whyan Abbot,whoreportstohissuperiorsabroadonthestateofhis monastery,isaccusedof"giving valuableinformationconcerning politicalandeconomicmatters." Greatcarewastakenall throughtheproceedingsthatthe caseofthe"Vaticanagents" shouldnotbeinterpretedasan attemptonthepartoftheregimetoinfringeuponthereligiousbeliefsofthecitizens. TheProsecutorandtheJudges keptonstressingthattheywishedtodefendreligiousfreedom againstthosewhoaremisusingit forpoliticalaims,andthedefendantsweremadetoadmit,one aftertheother,that"theState showedgreattoleranceinreligiousmatters."Buteverynow andthenthereappearedonthe smoothsurfaceoftheproceedingssometracesofthedeepcontemptoftheatheistforthe ChristianandforhisChristian practice;suchas,forinstance, thefrequentquotationsfromthe Bible,alwaysbroughtupbythe Prosecutorinadistortedcontext; orhisquestion-accompaniedby roarsoflaughteronthepartof theaudience-puttooneofthe defendantswhoadmittedthat hehadpreviouslytoldalie:
"Didyougotoconfession?"Or, inconnectionwiththereportsof the"miracleofCihost,"theridiculing,onthepartoftheProsecutorandsomeoftheCommunistwitnesses,ofmiraclesin general.OrthedistortedhistoryofthemonasticOrdersand monasticlife.Andnosooner wasthetrialoverthantheCommunistpropagandabegantouse theconfessionsofthetenaccusedinordertoplay-upthe ProtestantsagainsttheCatholics. Theyoungergenerationmight callmypostscripttothisstory a"tagline"or"sockline"or "stinger."Yet,noirreverence isintendedwhenIsuggestthat theeloquentretreatmaster's non-Catholicfriendwouldhave hadlessdifficultyin"swallowingthePope,"infact,hewould havedigestedalltheother doctrinesoftheChurchmuch morequicklyandcompletely if,insteadofsavingthePope fordessertorcordialafterhis doctrinalmeal,hehadtakenthe HolyFatherasaperitiforcocktailorappetizer.
SUPREMEIMPORTANCE

TheaverageCatholicin thesepartsdidstudyCatholic doctrineinhisschooldays,but usuallyhedoesnotcontinue thosestudiesafterleaving schoolorcollege,thoughthe Churchwisheshimtodoso. Americansjustdon'tseemto beinterestedinreligion.AlthoughthepeopleIhavebeen associatedwithinbusinessdurignthelastfortyyearshave beenpreponderantlynon-Catholic,Icannotthinkofasingle timewhenIhavebeenasked toexplainmyreligionorto defendit.ThefewrequestsI getforinformationarefrom friendsseekingenlightenment aboutaholyday,themeaning oftheImmaculateConception, fishonFriday,theexercises andregulationsofLent,orthe electionofthePope,whenthat eventwasinthenews.It makesafellowfeelthathewill bejudgedasaCatholic,notby whatheknows,butbyhowhe lives.
Thesadtruthisthatmostof usCatholicsdonotknowour religionasweshould.Our ignoranceisareflectionon ourselves,however,notonour religion.Godknows,wehave hadampleopportunity,beginningwithchildhood,tolearnit inallitsgloriousbeautyof detail.Therewouldseemtobe noexcuseforthisignorance, andIoffernone.
WORKS,NOTKNOWLEDGE
Ido,however,advancean explanation.Ibelievethereis areason,otherthanindifference,whyamancanbea goodCatholic,adevoutCatholic,aCatholicwhowoulddie forhisreligion,andyetbe unabletodefinetheChurch's teachinginawaytoconvince anyoneofitsGod-givenauthenticity-unabletoanswerobjectionsorcriticismsofthisor thatspecificdogmaorpractice oftheChurch.
Usually,whenaCatholic makesaresolutionthatfrom nowonhewillbeabetterCatholic,hedoesnotmeanthathe willbeabetter-informedCatholic.Hemeanshewillbea better-livingCatholic,onthe principlethatgoodness,ordevotion,isnotamatteroflearningbutamannerofliving.He meansheisgoingtopractise hisreligionmoreintensely.He isgoingtoworshipGodmore ferventlybydoingwithgreater devotionthethingshemustdo toremainwithinthefoldofthe Churchandbytakingfuller advantageofthecountless helpstovirtue,tograce,to salvation,tobefoundinthe CatholicChurchandnowhere else.Heisgoingtoprayoftener
gotuptotesthim,saying, "Master,whatmustIdoto gaineternallife?"Buthe saidtohim,"Whatiswritten inthelaw?Howdostthou read?"Heansweredandsaid, "ThoushaltlovetheLord thyGodwiththywhole strength,andwiththywhole mind;andthyneighboras thyself."Andhesaidtohim, "Thouhastansweredrightly: dothisandthoushaltlive." DoesOurLordmeanthatwe canignorealltheothercommandments?No.Hemeans that,inobservingthecommanmentoftheloveofGodand ourneighbor,weshallbeobservingalltheothercommandments.Inobeyinganyofthe othercommandments,weare obeyingthecommandmentto loveGodandneighbour,which isbasic,fundamentalandallembracing.The"shafts"and "shalt-nots"oftheothercommandmentsformtheshadowof thepositivecommandtolove, whichisthesubstanceofthe law.
"TRUTHSTHOU HASTREVEALED"
Somesuchprocessasthatwhetherconsciousorunconsciousorsubconscious-may servetoexplaintheseeming paradoxofaCatholicwhodoes notknowthedetailsofhisreligionasheshould,butwould dieratherthandenyasingle tenetofthatreligion.
HebelievesthatGodbecame mantoredeemus;thatHeleft ateachingChurchtocarryon theworkofsalvation:that,in theteachingofthehierarchyof bishopsandthePope,HesafeguardsthatChurchagainsterror untiltheendoftheworld.
Heknowsthereisprooffor everysingledoctrineandpracticeoftheChurch,eventhough hemaynotbeabletofurnish thatproof.
Hisinabilitytodemonstrate thetruthofadoctrinedoesnot dismayhim,norcreatedoubt inhismind.Tenthousanddifficultiesinregardtohisfaith wouldnotadduptoasingle doubt.
Thefactthatadoctrineis partoftheteachingoftheinfallibleChurchestablishedby Christinsufficientforhim.He believesitbecausetheChurch teachesit.Andhemakesprofessionofthatbeliefeverytime herecitestheshortActof Faith,whichIwouldrecommendforthemeditationof anyoneoutsidethefoldwho cannotunderstandthesupreme, unshakable confidence we CatholicshavethatourChurch isthetrueChurchestablished byChrist.
Atanyrate,theaverage Catholic,notcalled'uponto displayhisknowledgeofhis religion,takesCatholicdogma andpracticeforgranted,just ashetakesforgrantedthe mechanismofhisautomobile.
Allheneedstoknowabouthis car,hefeels,inthatifhekeeps itoiledandgreased,hasgasin thetankandairinthetyres,it willtakehimwherehewants togoandbackagain,sitting down.Heisnotconcerned aboutthe5,530individual parts-3,924inthechassisand 1,606inthebody-ortheprinciplesofignition.carburetion andtransmission,orhowall thesethingsarecoordinated intoaneffectivemeansof transportation.Solongasthe co-ordinationisthere,andit works,that'sallhe'sconcerned about.

PerhapsthegoodCatholic whoisnottoowellinformed abouthisreligioncanbebetter comparedtotheaverageAmerican,whodoesnotknowashe shouldtheConstitutionand BillofRightsandthehistory ofhiscountry.Helearnedall thesethingsinschool,butalthoughtheresultsofhisstudy havebecomeapartofhisnatureasacitizen,hewouldhave asmuchdifficultyinpassinga testongovernmentasthe averageCatholicwouldhavein passingatestonhisreligion.
