A.:AccordingtoMarx,theinjusticesofourmoderncapitalistic systemcanbeexplainedbyhis theoryofSurplus-value.Here arehisownwordstakenfrom "Capital,"Vol.I.:"Surplus-value isessentially 'avalueacquiredwithoutcompensation,the product oftheunremuneratedlabourofothers."IfMarx iscorrectindescribingSurplusvalue,heisdescribingathing whichisunjust,andwhatnot onlytheCatholicChurchshould condemn,butwhichanyfairmindedmanwouldalsocondemn. ButisMarx'stheoryofSurplusvaluecorrect?Inorderthat listenersmayjudgeforthemselves,Ishalltrytooutlinewhat Marxmeantbyhistheoryof Surplus-value.
BeforedealingwithSurplusvalue,Marxexplainswhathe meansbyValue.Incapitalistic societyeverykindofproducehas thecharacterofmerchandise.In everyclassofmerchandisewe candistinguishatwofoldvalue, theValueinUseandtheValue inExchange.Forinstance,bread mayserveasfood.Therewe haveitsvalueinuse.Itmay alsobegiveninexchange,say foraglassofmilk.Therewe haveitsvalueinexchange.
AccordingtoMarx,theusevalueofthebreadconsistsof itsutilityinsatisfyinghuman needs;itsutilityisderivedfrom itschemicalandphysicalproperties.Thegreaterthehuman needforthebread,thegreater istheuse-valueofthebread.
Butthisbreadhasalsoanexchange-value.Accordingtohim, theexchange-valueofthebread comesONLYfromthehuman labourexpendedonitsproduction.Inotherwords,hesays thatitisthemeasureoflabour embodiedintheloafofbread thatdeterminesitsvalueinexchange.
Wecannowputhistheoryof exchange-valueinmoregeneral terms.Anykindofmerchandisewhichembodiesthesame amountofnecessaryco-operative labourisofthesameexchangevalue.
Itisfromthisprinciplethathe deduceshisdoctrineofSurplusvalue,Weshalllateroncome backtoittoseeifitiscorrect.
"HowdoesMarxarriveathis theoryofSurplus-value?"'
A.:Hedoesitbyapplyingto man'slabourcapacitytheconclusionsthathereachedabout thevalueofmerchandise.Itis truethatmodernconditionsforce thelabouringmantoofferhis labourforhire.Thelabourof theemployeehas,therefore,takenonthecharacterofacommoditythatisputupforsale,and likethatcommodity,ithass twofoldvalue,namely,itsexchange-value,anditsuse-value.
"Howistheexchange-valueof labour-capacitydetermined?"
A.:AccordingtoMarx,this exchange-valueorthewagesis determinedbywhatisknowna, theIronLawofWages.This IronLawofWages,whichhe gotfromtheManchesterSchool ofEconomics,statesthatwages cannotriseabovetheminimum necessaryforsubsistence.We shallhavesomethingtosaylater aboutthisIronLaw.
"Whatistheuse-valueoflabour-capacity?"
A.:Itissimplythevalueofthe workactuallydonebytheemployeeforhisemployer,Ifthe exchange-valueoflalbourcapacityisequaltoi,tsuse-value,there willbenoprofitfortheemployer.inotherwords,theemployeemustdoworkwhichhas greatervaluethanthewageshe receives,ifheistobringaprofittohisemployer.Thedifferencebetweenthegreaterusevalueandtheexchange-valueof labour-capacityiscalledSurplusvalue.ThisSurplus-valuecomes solelyfromlabour-capacity,and theemployeewhocreatesitgets nothinginreturn.Hencethe injustice."Itisavalue,"accordingtoMarx,"acquiredwithoutcompensation."Thisisa faultyconclusionbecause:
1.Itisnottruetosaythatthe exchange-valueofacommodity isdeterminedsolelybythemeasureoflabourembodiedinit. Thousandsofexamplesshowthis tobeuntrue.Take,forinstance, differentqualitiesofwoodIn SmithAmericanforests.The samelabourisembodiedinhigh gradeandlowgradewood,yet theexchange-valueofthese woodsisnotthesame.AccordingtoMarx,theyshouldbe.The differenceliesinthehigherand lowerqualitiesinthevarious woods,andtheirdesirabilityat anygiventimeorplace.Again, supposeamanemployedothers tomakeshoesfrompaste-board, theamountoflabourwouldnot determinetheexchange-value tobethesameasthatofleather shoesonwhichthesameamount oflabourwasexpended.The reasonagainliesinthefactthat itistheuse-valueoftheshoes thathelpstodeterminetheirexchange-value.Labourembod5ed inacommoditydoubtlessdeterminestosomeextenttheexchange-valueofthatcommodity, butitisnottheonlydeterminingfactor.
2.TheIronLawofWages,as heldbytheMancesterSchoolof Economics,hasnotruthinit thesedays,whatevermaybe saidofthetimeswhenMarxand Engelslived.Wagesnowadays doriseabovesubsistencelevel, andpreciselybecausetheusevalueoflabour-capacityisadeterminingfactorinthewages paidtotheemployee.
