Inasweepingdecreeissuedby thegovernment,accordingtothe reports,allforeignschoolswere orderedclosedandallconfessionalschoolsbecamethepropertyofthegovernment.Any resistancetogovernmentacquisitionoftheschoolswillbeconsideredsabotage,itwasstated. Underthecategoryofforeign schools,whichmaynotre-open thisfall,thegovernmentreportedlyhasalsolistedschoolsfoundedorsubsidisedbycommunities orassociations.
WhenRumaniaunilaterallydenouncedits1929Concordatwith
theVaticantwoweeksago,it waspointedoutthattheunilateialactionwasinitselfaviolationofanarticleintheConcordat.Thearticlestipulatedthat six-months'advancenoticeshould begivenbeforeeitherpartycould renouncethepact.
The1948PontificalYearBook listsabout2,700,000Catholicsfor Rumania.Thecountry'stotal population,accordingtoa191e estimate,is16,500,000.The ChurchinRumaniaisorganised intenSeesandabout2,400parishes.

WASHINGTON.-ThestruggleoftheWesternPowerstoremaininBerlinhasbroughtunderscrutinythe wholequestionofrelationswithRussia,andontheevidenceadducedpoliticalobserversdonotregardtheprospectsasencouraging.
AsWilliamPhilipSimms,foreigneditoroftheScrippsHowardnewspapersandoneofthe capital'skeeneststudentsofinternationalaffairs,hassaid: "UntilthereisapowerfulUnited Nationsstrongenoughtoenforce internationalcommitments-ora drasticchangeinMoscowpolicy -worldpeacewillcontinueto restonthewhimoftheKremlin."
Therearenottoomanypossiblesolutionsforthecrisisthe RussianshavecreatedinBerlin. Oneoutcomecouldbeashooting wiar,buttheprospectissohorriblethatvirtuallyeverybody hopesthatthissolutionisnever againresortedtoinanyinternationaldispute.FranceandEnglandarethoughttobeevenmore opposedthanwearetotaking suchawayout,becausethey wouldbe"rightundertheguns" ifanythinghappened.Another possiblesolutionistokeepondoingwhatwehavebeendoing,supplyingthewesternzonesofBerlinby'airlift,"oranyotherpossiblemeans,inthehopeofeventuallyconvincivRussiathatits blockadeisawasteoftime.
Thereisathirdpossiblesolution.Thatisanewfour-power conferencetoreviewthewhole questionofGermany,including Berlin.ThatiswhereMr. Simm5'tabulationintheScripps Howardnewspapershasaparticularbearing.Heinsiststhat, inthelightofwhathereveals,a newpromiseonthepartofRussiaoughtnottobetakentoo seriously,unlessthereisa"drasticchange"inMoscowpolicy.
Mr.SimmsitemisesnearlytwoscoreinstanceswherehesaysSovietRussiahasgivenitssolemn pledgetoanothernation,orto othernations,andhassubsequentlyviolatedthatpromise.He givesfourexamplesofviolations ofthepactsignedNovember16, 1933,bywinchSovietRussia gainedrecognitionfromthe UnitedStates.ThefirstinstancehecitesisRussia'spledge "torespectscrupulouslythein-
disputablerightsoftheUnited Statestoorderitsownlifewithinitsownjurisdictioninitsown wayandtorefrainfrominterferinginanymannerintheinternalaffairsoftheU.S.,itsterritoriesorpossessions."

TheGraillegendsfallintotwo maindivisions.Oneseriesis concernedwiththeearlyhistory oftheGrail,andtheotherdescribesthequestforitinwhich KingArthur'sknightsandothers engage.Accordingtothelion setofstories.theGrailwtaseither thedishfromwhichChristate thePaschalLambatHisLast Supper,orthechaliceoverwhich Hepronouncedthewords:"This isMyblood."Thelegendgoes thatJosephofArimathaea, whosetombOurLordwasburied,cameintopossessionofthis vesselandgatheredsomedrops ofChrist'sbloodinit.Later, Josephwaswaftedovertheseas toEngland,andtheGrailwas depositedinGlastonburyAbbey. However,thesetwotexts,while beingveryexplicitandclear,are notbyanymeanstheonly,or perhapseventhechief,indicationsofOurLord'sdivinity.If youwantedtostudythenature oftheunionbetweenChrist's humanityandthedivineperson oftheSon,youwouldbewelladvisedtoconsiderthepassagein whichSt.Johnexplainsthatthe WordofGod,whichwaswith Godinthebeginning,andwhich wasGod,tookourfleshupon Him,andsetupHistentamong men.Andyouwoulddowell alsotoconsidertheequallyfamouspassageinwhichSt.Paul statesthatChrist,withoutceasingtoexistinHisdivinenature, atonemomentoftimeassumed toHimselfthenatureandoutwardappearanceofslave-man. Thatisthestoryand,ofcourse, itisonlyastory.Ithascertainnobleelementsinit,but't hasothers,too,concealedbeneaththesurface-whicharerealleantagonistictoChristianity. TheCatholicChurchwasnotresponsiblefortheformationofthe Graillegend,andindeedrather frownedonitthanencouragedit. To-day,iftheGraillegendisassociatedwiththeChurch,itis simplybecauseitreceiveditsliteraryformintheCatholicMiddleAges,andborrowedcertain elementsfromCatholicbelief.
GodsentforthHisSonWhotook (human)birthfromawoman" (4,4).Evenso,youwouldonly havestartedontheexamination ofChrist'sdivinityasrevealedto usintheNewTestament.But, ifyoudidtakethesetextsalone, youwouldfindtohandallthat youneedforstatingtheCatholicdoctrineoftheIncarnation Butyouappeartobetroubled byvarioussayingsofOurLord whichyoufindithardtoreconcilewiththisdoctrine.You write:

INVALUABLEEXPERIENCE.
Uptothistimeitwasthought thatthegeneralelectionwasan aptenoughinstrumentforpopu- larcontrolofpopularrepresentatives.Theissueofthebanks has,however,taughttheAustralianpeopleotherwise.They havecometothepainfulrealisationthataruthlesscoterieof mencan,duringtheirbriefterm ofoffice,bludgeonthroughParliamentlegislationofthemost radical,far-reachingandirrevocablekind,withouttheslightest referencetopublicopinion.Such anexperience,howeverstartling anddisillusioning,isinvaluable.
Peoplewhowerepreviously apathetic,ignorantorcontemptuousofpoliticshavebeenshocked intotherecognitionthatatheoryoftotalpowercantOUbil theirlivesveryintimatelyand thatitisasubjecttheyshould watchveryclosely.Manywho havethoughtofthepoliticalsetupprimarilyintermsof"party musthavebeenjoltedbytherealisationthatwhatweretranscendentallynational(considerationswerebeinghandledinthe lightofpartyideologyandinthe mostdoctrinairefashionatthat.
FUNDAMENTALWEAKNESS.
Mostimportantly,thethoughtfulcitizenhasbeensufficiently arousedtoaskhimself-seriouslywhatpracticalstepscanbetaken topreventarecurrenceofwhat hehasjustwitnessed.Solutionsdonotreadilyleaptothe mindbutcertainitisthatthe wholebusinesshasrevealeda fundamentalweaknessinthsdemocraticstructureandonefor whichaneffectiveremedysho'i'd besoughtandappliedwithoutdelay.JusthowfartheHigh Courtdecisioninthepresentinstancewillapplytopreventthe
nationalisationofotherconcerns isforexpertlegalopiniontodetermine.Butitwouldbefolly ofahighordertorelysolely,or evenmanly,ontheHigeCount forthepreservationofpersonal andcorporateliberty.Already wehavewitnessedpo,itical3,p pointmentstopositionsofpublic trustandresponsibilitywhich wereirrationalandunjustified. AlreadywehaveseenthedisgustingexhibitionofCabinetMilostersandotherhighlyplaseelpoliticiansintrenchantattack againsttheimpartialityofthe HighCourtjudges.Whensuch opencontemptcanoccur,unrebukedbythePrimeMinister,for thehighesttribunaloflawinthe land,noonecanwonderifTrade UnionsandCommunistsfeelimmuneinapeingtheirsuperiors. Andmoregravely,onefeelsthat theappetiteforpowerinthe politiciansmayonedaybeable tosatisfyitselfwithouthindrance,whenpoliticalappointmentshavereducedtheHigh Courttoamereinstrumentof politicalambition.
SAFEGUARDS.
Thesuggestionhasbeenaired thatanamendmenttothet'snstitutionshouldbemadesobait noindustrycouldhenceforthbe nationalisedorsemi-nationalised withoutpriorapprovalbyreferendum.Thatiscertainlyadrasticproposaland,tomymind,too sweeping.Nationalisation in itselfneednotbeanevil. Neitherisitnecessarilyorinvariablygood.Eachcasemust beassessedonitsmerits,and mustmeetthechallengewhether thesameresultscannotbeachievedbyalesscentralisedand complexaggregationofpower.A moredesirableprocedure,it seemstome,wouldbeacampaigninsocialeducation,amajor principleofwhichwouldbethat nationalquestionsshouldbeviewedandvotedoninthelightofthe commongoodratherthanfrom thestandpointofPartyobedience.Thereisassuredlyagood caseformorelibertyandless regimentationinthePartysystem.Anothersafeguardwould bethedevisingofsomesystem ofrecallingpoliticalcan:idates duringtheirtermofofficev,i)en itcooldbeshowntheyhadeetrsyedtheirelectors'interests.

Inourlastissue,Mr.F.K. Mooretookmetotaskaboutmy viewsonthecoalindustry.Mr. Moorehasbeenaregularcorrespondentto''TheRecord's' columns,andhispresentletteris characteristicallyforthrightbut sufficientlycourteoustowarrant publicationandreply.
FEDERALFOLLY?
Hefindsmyadvocacyofreplacingirresponsibleminersby migrants,orofemployingforce tosavethenationfromthedisasterofageneralcoalstrike, "senselessandirresponsible." I findMr.Moore'sattitudeintriguing,foralthoughheconstantly accusesmeofattackingLabour policyassuch,hedoesthatvery thinginresistingthesubstitution ofagitatorsbywilling-to-work migrants.Itwasreportedfrom theEasternStatesonlyafew daysagothattheFederalGovernmentwasproposingtointroduce50Polesintoacoalmine, thattheminerswereresentful, andhadannouncedtheywould notworkwiththem.Itakeit thatMr.MooreregardstheproposaloftheFederalGovernment as"senselessandirresponsible.
COERCIONPOSSIBLE.
Noviasfortheuseofmilitary force,itisquitevainforMr. Mooretoseeksolaceinthereflectionthatthepenalclauses wereremovedfromtheFederal ArbitrationAct20yearsago,or thattherearenopenalprovision, intheindustriallawsofEngland. Neitherreflectionaffectsinthe slightestthefactthatweareat thecrossroads,hereandnowin Australia.PerhapsMr.Moore considerssaearemoreenlightenedinsuchmattersthantheUnitedStates;atleastheoverlooks thefactthatstrikesinimical0,, thenationalinterestsarenottoleratedthere,andcanbequickly contrplledbythearmedforces eseninpeacetime.Itisutter defeatismtosaythatnogovernmentcancoercetheindustrial movementto-day.Ithasbeen coercedtosomeeffectinFrance andItalyveryrecently,andMr. HanlonofQueensland,hasonat leastthreeoccasionsdefinedin vigorousactiontheproperprovinceofindustrialmovements.
Mr.Moorefindsfurthercomfortinthethoughtthatinallthe strikestherehasbeennobloodshed.(TherewasalittlebloodspillinginQueensland;goodRed blood,too.)Alsothattheway outisby"conciliation,byceaselesseffortstogivetheworkers prosperityandsecurity,leaving ittotheirgoodsensetoreject theleadershipofCommunists. IthinkIcanstripMr.Moore ofafewillusions.Whenhesays "nogovernmentinAustraliacan coercetheindustrialmovement to-day"andthat"industrial workersaretherealrulersof Australiaintheirownsphere, powerfulenoughtodealwithany government,"hemakesseveral elementaryconfusions.Theindustrialworkersaredumb,drivencattle,andmoredumband moredrivenacordingtothe strengthandpoliticalambitions oftheirCommunistleaders.They willneverrejecttheirRedleadersuntiltheymayvotewithout fearofphysicalintimidation throughthesecretballot(which Mr.Chifleymysteriouslyabhors).

Nooneinhisrightmindwould normallywanttocoercethein dustrialmovementassuch.But iftheminers,willnot,orcannot, disembarrassthemselvesoftheir traitorous,foreign-paidleaders, theymustbegivensomeassistance.Theywouldprobablyhe asgratefulfortheriddanceas thenationatlarge.Atpreseat theyliveinanisolatedfashion, fedonsuchpulpasthecomrades provide,andallCanberracan

Accordingtotheresultsofa"GallupPoll"survey, publishedinoureveningcontemporarylastweek,nineout ofeverytenAustraliansfavourtheintroductionofreligiousinstructioninStateschools.Whileatotalfaithcannotbereposedinthestatisticalmethod(whichmust,of necessity,ignoremanyimmeasurablefactors),theGallup Pollhasvindicateditsfindingsverystrikinglyonmanyoccasions,andwilltendtobecomeanincreasingembarrassmenttopoliticianswhopaynomorethanlipserviceto thewishesanddesiresofthecommonman.Thepresent instancedeservestheverycloseststudy,foritspellsthe failureofsecularism.Whenover70yearsagoSirHenry Parkesbroughtinthesystemof"free,secularandcompulsory"education,heboastedemptilythatitwouldmean deathtothecallingoftheRomanCatholicpriesthood.It seemed,inthelogicofhistory,thatifhispredictionwere Aotfulfilled,atleasthissystemwouldproduceanirreligiouspeople.Whichitdid.Buttheveryemptinessof secularism,anditsfailuretogivelifemeaningandsignificance,hascausedanastoundingreaction.
Andthepeoplewhoto-dayformthatgreatmajority demandingthatreligionbereturnedtotheschoolsare,for themostpart,themselvesproductsofthesecularsystem. Itisadevelopmentthatbidsfairtobecomethemostrevolutionarysocialchangeinourtime.Thenextmoveisup tothepoliticians,fortheycannolongercontinuetobolster upaneducationalsystemwhich90percent.ofparents donotwishtheirchildrentohave.Heavenknows,the secularsystemwasundemocraticenoughinitsorigins' Letitbeendedanddecentlyinterredwithfulldemocratic procedure.Therewillbebutfewtoregretitsdemise,aid intimeweshallbringsuccourandnourishmenttothe thousandsoforphanswhomitwouldhavestarved.For whilethepoliticiansmightignorethefactofreligiousilliteracyassomethingimmediatelyoutsidetheirprovince, theycanscarcelyignorethewishesofsomanycitizens. Andthemorereliablethinkersinourmidsthavelongperceivedthatthereligiousandmoral"neutrality"ofthe Stateschoolshasbeenafertileplaguespotinwhichnotions ofhumanlibertydegenerated,wheretheidealsofpleasuresupersededresponsibility,andwherefrustrationand lackofdirectionledtoindisciplineandextremism.
Onthequestionofthemethodofimpartingthisinstructionthereisasharpdifferenceofopinion,asto whetherreligionshouldbetaughtinStateschoolsbyministerstotheirowndenominationseparately,orwhetherall denominationsshouldbetaughttogetherbyspeciallytrainedteachers.Howeverthatmayberesolved,itwas certainlyhearteningtoreadthatmajorityopinionfavoured teachingchildren"aboutGod,ChristandtheBible."It wouldseemthatthesystemwhichCatholicshaveforso longpractised,advocatedandpaiddoubletaxationfor, mightgivethebestresults-andthatisasystemofdenominationalschoolsfinancedoutoftaxationaccording tonumbers,thecontrolandmanagementofschoolsbeing lefttothevariousdenominationswhichwould,however, havetosatisfyastandardsetbytheGovernment.Such asystemwouldavoidtheperilsinherentinacurriculum basedonthelowestcommonfactorofChristianbelief;it wouldplacetheeducationofchildrenmoredirectlyunder theparentsandwouldremovefromtheStatearesponsibilitywithwhichitshouldneverhavebeensaddled.

ThroughHimWhocreatesapostlesofcharity,you,although lackinginyourmembers,willlose nothingofthetrulygoodthings oflife;andthesameirreparable misfortuneisresolvedforyoutoday,butevenmorewillitheresolvedforyouhenceforward,in thesalutaryteachingofvirtue, oflabour,offaith,whichby meansofanenlightenedciviland religiousformation,willmakeof

Rescued,asyouhavebeen,beneaththewingsofChristian charityandeducatedbyitsmaternalwatchfulnesstothevirtuesoftheGospel,ifyourgratistoleandyourdiligencewillrespondtothesekindnessesand yourlifebedirectedinreligious piety,aswouldbethecasein honestlabour,youwillrealise, dearestchildren,howprovident themisfortunehasbeenforyou, andevenyouwillparticipate(We shouldsay:youinaparticular way)inthatamountofwholesomehappinesswhichitisgiven tomantoenjoyherebelow,even amongtheprivateandpublic calamitiesofhisvoyagethrough time.
Nothingiswantingtohim whopossessesJesusChrist.And nothingmorethanthesufferings andtheevilsofeachdaymakes uscapableofthispossession.
Itbecomesyou,dearestchildren,whommisfortunehasledso closetoJesus.whereonelearns besttoknowandloveHim,that youappreciatethegiftwhichhas beengivenyou;andasyoudependuponsilencetonullifyor reduceasfaraspossibleinyou
theruinofthebodyandrehabilitateittoitsgreatestefficiency, so,withevenmorelivelyconfidenceandburningdesire,bethe mostwillingpupilsintheschool ofChrist,everforHiswisdom sothatyoumayparticipatein Hispromises.FromHimyou willlearnthatthereisnocross whichisunbearablefortheChristian,andhowinsteadthesame crossbecomesforhimwhohas faithinthedivineRedeemerthe sourceoflifeandthelife-long guideofthefirstorderandof transcendentvalue.
Butifyoursmilingyouthhas beenstrippedofitsbloombefore itstime,andthefreecourseof vigorousphysicalenergieshas beendeniedyou,maimedasyou havebeenbytheblindfuryof meninwar,yourChristianformationwillmakeyoutheowners ofamuchdifferentvitality-and onewhichdoesnotfail.
Itisthevitalityofayouth whichknowsnodecay,andfor whicharereservedthemostusefulexperiencesandthemostsecretjoys,whichthejustmancarriesalwayswithhim,andwhich garlandseventhehumblestlife withsmilesinnowaycomparabletothosewithwhichNature ismoreorlessprodigaltoward youth.
Youmayenjoytothefull, dearestchildren,theinestimable blessingsofthisyouthofthe soul,ofwhichJesusChrist,the Breadoflife,istheirreplacable sustenance.
Withsuchavision,whichought toencouragetolabourandtosacrificethepiousandgenerous heartswhichseekyourphysical re-educationandspiritualformation,Wesaytoyou,dearchildren,mayyouneverfallintobemoaningyourfate,butrather blessOurLordWhohascalled "Blessed"thosewhomournand whoreservestreasuresoflifeto bearfruitforyouandforthe otherswiththemostconsoling harvest.
