BERNE,Switzerland,July8-(NC).-Whateverchanges inYugoslavia'sinternalandexternalpolicymayresult fromtheclashbetweentheTitoregimeandMoscow,there arenoindicationsofanylet-upintheCommunistwarfare ontheChurchandreligioningeneral.
Onthecontrary,latestnewsarrivingherefrominside Yugoslaviarevealfurthermassarrestsofpriestsandreligious,particularlyintheProvinceofHercegovina. whichhaveseriouslycrippledtheChurchinthatarea.
Thesemeasures,carriedoutby theOZNA,Tito'sdreadedsecret police,tookplaceinconnection withthearrestofBishopPeter Cule,ofMostar,whoisstill beingheldonunspecifiedcharges.
FiveFranciscanpriestsfrom theprovincialmonasteryatMostar,andsixSistersfromthe localCatholichospitalweretaken toprisonatthetimeofBishop Cule'sarrest,andsometime lateranotherpriestandtenadditonalSisterswerearrested.All oftheprisonersareheldincommunicado-ausualpracticein Yugoslavia,wheretherightof habeascorpusisnotrecognised.

Noinformationaboutthe chargesagainstthepriestsand Sistersisavailableyet;itis thought,however,thattheywill betheusualonesabout"collaborationwiththeenemy.' WHOWERESCHISMATIC?
TheRomanCatholicsofReformationtimeswerecalled "recusants,"becausetheyrefusedtosubmittothechanges wroughtbytheReformation. Theyrefusedinparticularto takeanoathacknowledgingthat theKingorQueenwassupreme inspiritualmatters.Forthem religionwassomethingover whichnotemporalgovernment hadanyrightfulcontrol.In thattheyweretruetothebelief oftheirforefathers.Nothing lessthantheirunitywiththe CatholicChurchwasatstake, andtheyknewit.Arethese, then,thepeopleyoucall"schismatics"?"Schismatics"are peoplewhocutthemselvesoil' fromunity.Thesemenandwomenpreservedtheirunitywith theCatholicChurchintherestof Europe,andtheypreservedthemselvesinthattraditionwhich hadbeenthegloryofEngland forninecenturies.Whoever weretheschismatics,thedestroyersofunity,itwasnotthese.
Ifyouareamanwhoreads, shouldadviseyoutolookata kwhichyouwillfindinany library-"ThomasMore,"by R.W.Chambers.Ithasbeen calledoneofthenoblestbiographiesinEnglish.Youneednt beafraid.Theauthorwasa eevoutandhigh-windedAnglican. HewasalsoProfessorofEnglish LiteratuteintheUniversityof London,andoneofthegreatest authoritiesontheEnglandof HenryVIII.ProfessorChamberssaw,andsawwithsadness, thatthethingsSt.ThomasMore ...ledfor,thesolidarityofEnglandwithCatholicEuropeand itscommunionwiththeCatholic Church,wereindeedlost.That i thegreattragedyofthesixteenthcentury.Throughthe perfidyofanEnglishking,the greatestEnglishmanofhisdas wenttohisdeath,andEngland deniedorforgotherpast.And nowmanygoodmenlikeChamberslookbackwithsorrowto thatschismwhichrentEngland fromCatholicunity,andsigh likeEsauforabirthrightthat wassold.
GENIUSANDGOODNESS
ALIENATED.
Norisitonlyclear-mindedAnglicanslikeChamberswholaeientthatfatalschismandthe illstcwhichitgavebirth.EnglishCatholicswhohaveremained incommunionwithRome,and thosewhohavefoundtheirway hacktothatcommunion,cango backtotheEnglishMiddleAges astotheirowinheritage;butthey haveoftenfeltsadthatinlater timestheirgreatandnoblenation,whichcouldhaveadded suchglorytoCatholichistory, hasalloweditsenergiestobe usedforotherpurposes.And wewhoseeandrespectthegreat figuresinAnglicanreligioushistory,aLancelotAndrewes,a JohnDonne,aJeremyTaylor,a e:tillingfleet,perhaps,andaTillotson,aLightfootandGore, cannothelpfeelingthatthese menremindusoftheircounterpartsinpre-ReformationEngland,andwedeeplyregretthat somuchgeniusandgoodness shouldhavebeenalienatedfrom itstruehome.
AcoupleofweeksagoIrepliedtoaletterconcerningthe doingsofacertainMissMonic Farrell.Mycorrespondent,who wasaProtestant,condemnedthis ladyforheranti-Catholiclectures. Ididnotknowmuch aboutMissFarrell,andwasnot greatlyinterestedintheinfantile propagandawhichshemakesit herbusinesstospread,andso Irepliedtomyquestioner,suggestingthatwemakeallowance forthatbemusedandclouded stateofmindtowhichsomehonestpeopleareunfortunatelysubject.Iwasassuredbymany thatthiscommenterredconsiderablyonthesideofcharity.Informationwhichhassincecome tohandtendstobearthisout.
INGOODFAITH.
Ihavebeenpresentedwith someoftheleafletsthatare beingdistributedatMissFar-
rell'slectures,andIhavebeen eatedtoreportsofthelectures themselves.Icanonlysaythat, whilewhatIreadamusedme .oiththekindoffaintamusement whichonegetsfromluridmelodramaandsillyfairy-stories, whatIheardmademefeelpositivelysick.Icanseenowthat itisnousespeakingaboutMiss FarrellasakindoffemaleDon Quixotetiltingatawindmill ,'hickshebelievestobetheCatholicChurch.Foronething, thekindofpeoplewhoaregoing t.theselectureswouldnever haveheardofDonQuixote.For another,InowfindithardtopersuademyselfthatMissFarrell -allydoesbelievehergrossand absurdcaricaturestorepresent theCatholicChurch.
BLASPHEMYANDLIES.
ThestorieswithwhichMiss Farrelregalesheraudiencesare,
ifthereportswhichhavereached meareaccurate,oftenblasphemousaswellasuntrue.Ifindit hardtounderstandhowanybody whocaredatallforreligion,or evenfortruth,couldbearthe responsibilityforsuchhideous andmonstrousassertions. 1 don'tthinktorturewouldmake mesayofeventhemostdegenerateandhystericalChristiansect, or,forthatmatter,ofBuddhist nunsorAfricanwitch-doctors, whatMissFarrellsaysoftheCatholicChurch,andofCatholic priestsandnuns.
CHURCHCANNOTSUE.
WeCatholicsareoftenasked whywedon'tappealtothelaw againstthemaliciouscalumnies MissFarrellandherdike.The answeris,ofcourse,thattheCatholicChurch,asaninstitution, hasnoredressinlaw.Andone catiaprosecutedefamersior thingstneysayagainstindiviLealCatholicsunlesstheyname them,orgivesomesufficientindicationoftheiridentity.But thisisjusttheverythingthey avoid.Theyavoidit,notmerelybecauseinmanycasesthey wouldleavethemselvesopento legalaction,butbecausethey knowthatwhattheysayisuntrue.Theabsurdchargesthat MissFarrellisfeedinghergullibleaudienceswithcouldno longerdotheirworkifitwere possibletoinvestigatetheirfalsity.Andsotheyaretricker; outwitheveryspicyadornment, butwithnoparticularsofdate, place,person,oranythingwhich wouldmakeitpossibletohave themchecked.
UNFORTUNATEEXAMPLE.
GodforbidthatanyCatholic shouldsayofProtestantministerswhatMonicaFarrellsays ofCatholicpriests.Butifany Catholicwereuntruthfuland evil-mindedenoughtosaysuch things,whatcouldthepoorProtestantministersdo?Theycould onlywaittillCatholicsofgood senseputanendtothenuisance themselves.WhetherProtestants ofgoodsensewilllaughMonica Farrellofftheboardsremains tobeseenIknowthatmany intelligentProtestantsamong myownfriendswouldcertainly disownher;andIfancythatall butthemoresuperstitiousProtestantsregardherasaliability. Unfortunately,oneortwoministersofreligionhavebeenonservedatherlectures.Ipresumetheywentoutofcuriosity, notbecausetheyexpectedtohear anythingworthyoftheattention, ofeducatedmen.Buttheirexamplewasanunfortunateone, asitmaymisleadothers.However,Isupposethatinthismatteraswellasinothers,theultimatecriterionformostpeople willbetheirinstinctforcommon sense.Whenpeoplewhohear therantingsofthisfoolishand ignorantwomanallowtheircommonsensefreeplay,theywill findthatitwillrejectherstatementsinmuchthesamewayas theirstomachsrejectbadmeat.
PAYMENTFORCONFES-

SomuchingeneralforMiss Farrell'scampaign.Twoletters thatseemtobeconnectedwithit canbedismissedbriefly.The firsthasnoname,initials,name ofsuburb,orevendate.Neither hasitanypretencetocoherence orevengrammar.Thewriter saysthathe(orshe)hasbeen toldthatCatholicshavetopay (ContinuedonPage18.)
Idonotprofesstoknowthe rightsandwrongsoftheMilk dispute,butitisclearthatthe wholecontrolofanessential food-stuffiscentredinthehands ofonemanwhohasalltheearmarksoftheclassicbureaucrat. Itappearstotheonlooeerthat theclaimsofthe.retailersreceivedscantconsiderationandthat theyhavenorightofappealan, noredress.Likewise,theyhau tobearthebruntofrighteously indignantpressscribeswhose protestationsread,however,as iftheyweremoreconcerneu abouttheirmorningcoffeethan aboutthebaby'sbottle.Indeed, thesentimentalandhumanitarianeffectsofthestrikewere quitedisproportionatelyplayeii upasthoughthemilkretailers wereengaged,liketheRussians inBerlin,inadiabolicalplotto starvemothersandsmallchildren.Itcontributesnothingto therationalsolutionofindustrial problemstoviewthemfromthe aspectoftheirmostdistressing effects.Suchunhappyresults arenotwilfullyintended,andit isnothonestpracticetotreat themasiftheywere.
PRESUMPTIONOFGRIEVANCE.
Ihaveneitherthetimenorthe opportunitytostudythepros andconsofthisparticulardispute,butitdoesstrikemethat thepressconceptandpresentationoftheretailersasanirresponsibleandsanguinarygangof desperadoesreflectlittlecredit ontheexperienceorimagination ofthejournalistsconcerned. tanthinkofseveralreasons whythemilkofhumankindness shouldcurdleat3o'clockinthe morningifonewereengagedat thathourintiringcoldworkand notinrevelry.OftradesI shouldhavevotedthemilko'sthe
leastrevolutionary. Hedoes notreadCommunistmanifestoes throughthebedroomwindowin thewoehours;hedoesnotvent hisspleenagainsthumanityon hishorse;hedoesnotevenbang abouthistoolsoftradebeyond necessity.When,therefore, thesesilent,efficient,yesheroic, menmakethestreetsrunwith milkintheirindignation,Iam morethanalittleinclinedtobelievethattheyhaveagrievance whichoughttobejudiciallyexplored.Iadmiremymilkman; Irespecthim;itremainsonlyto meethim.
NEEDOFCONCILIATION. Aprimafacieaspectoftheaffairisthatthepriceofeverythingelseonthefaceofthe earthhasrisenbeyondthe boundsofreason,butthemilkmanmustretailhisgoodsatthe sameoldpricebecausesuchis theregulation.Thatdoesn't strikemeasaparticularlysound reason,knowingasIdotheimpersonalityandinconsistencycif officialdecisions.Andmuchas wemayregretthemild,direct actiontowhichtheretailersresorted,itseemstheyhadnoalternativefortheredressoftheir grievances.ThewordofMr. Stannardisonlyalittlelessthan thevoiceofGod.Hereisanintolerablesituationandonewhich callsforimmediateremedialaction.Itwouldbeinterestingto seewhatwouldhappenifitwere attemptedtoapplyasimilarconditionofaffairstocoal-minersor wharf-labourers.Yetbothof theseindustrialassociationsare offargreaternationalimport thanmilk.Itistimetoremove thecontrolofmilksuppliesfrom thehandsofauthoritariansand toreorganisethemodusoperare4i sothattheretailersmayhave thesameaccesstoconciliationas anyoneelse.
MissMonicaFarrellandher campaignofLightandTruthare rathersickeningobjectsforcontemplation.Apparentlythereis nothingtoogross,scurrilousor meanforpublicutterancebythis ladywhoprofessesthereligion ofCharityrevealedtotheworld byChristOurLord.Hertype of"evangelism"-agospelof mendacity,motivatedbyhate-is somethingnotentirelytobeexplainedawaybyignorance.For nobody,surely,couldbesoconsistentlyill-informedaboutanything.Nomatterhowearlyor deeplyprejudicedamanmight beinregardto,say,blowflies,so thathefeltimpelledtospeaK againstthemonalloccasions,it isinconceivablethatatsome timeheshouldnotfindoutsome realfactabouttheirhabitsand functions.Soonerorlater,one wouldexpect,hemightgrudginglyadmitthattheirwingshad acertainiridescenceorthat theyhadcontributedtowardsarrestinggangrene.Foritisthis

Wehaveanexplicitdirective fromOurLordHimselfonthis point:"Prayforthemwhopersecuteandcalumniateyou."
MISTAKENTACTICS.
Itmayseemalittlerevolutionarytosuggestthatweoughtto takeOurLord'swordsliterally inthismatter,butIamfirmly convincedthatthosewallsofignorance,stupidityandmalicewill fallmostreadilyatthesound01 thetrumpetofprayer.Atleast itisplainthatMissFarrell's fir.stmouthingswerepoorlyattendedbysympatheticaudiences. Thattheyhavegrownnumericallytowardstheendofhervisit, sheisindebtedentirelytothe well-meant,butmistaken,oppositionofCatholics.Iftherewere any aboutthis,onewould merelyneedtopointtothevery satisfactorypublicitythelady andhermissionreceivedinthe eveningpresslastweek.Itis unquestionablyveryentertaining tostillvileslandersagainstOar BlessedLadybyinvitingMiss Farrell(insong)torolloutthe barrel,ortospeculatewhyshe wasendowedfrombirthwithso pleasingafaceandform,but wheredoesitgetus?Itcertainlydoesnothingtoenlighten thedarknessandtherancourin thesoulsofMissFarrelland hergulliblehandful.Whatit doesachieveistofosterasense ofmartyrdom,torallyacertain solidarityinProtestantranks, andtocallinafewwhofeelthe ladyisnotgetting"afairgo."
THEROSARY.
Mr.Chifleyreturnedfrom Londonwiththenewethatthere wasa"long,hardroadahead" regardingtheavailabilityofdollarsandgoods.Hestatedthat increasedproductionwasoneof thekeystotheeconomicpro biemwhichwehavetosolve, andthatitwasinevitablethat overtimewouldhavetobeworkedinindustry.Thiswillbebad newsformanyinthiscountry whowouldnotheedthePrime Minister'sformerwarningthat Austiatiawasonanindustrial honeymoon,which,likeallhoneymoons,mustcometoanend. ThePrimeMinister'sinsistence onhardworkisonlyanechoof similarstatementsmadeby everyworldleader,includingthe Pope.Buthisreferenceto overtimeseemsanadmission thattheintroductionofthe40hourweekwasprematureand madeinresponsetoTradeUnion presure.Certainly,ifincreasedproductionhastobeachieved atthecostofovertime,theaveragewage-earnerwillstandto gainnothing,andperhaps,even, lolosesomeground.Justasthe capitalistserredinpayingstarvationwagessothatthevvoriters'purchasingpowerwashopslesslybelowthevolumeofgoods produced,sotheSocialistshave allowednominalwagestoriseso highthattheydonotrepresent realpurchasingpowerandthere areinsufficientgoodstopurchase.
VICIOUSSPIRAL.

CatherineLabourehadentered thecommunityoftheDaughters ofSt.VincentdePaulonApril 21st.,1830,asayoungwomanot nearlytwenty-four.Shewas strong,withafreshredglowof healthinherface,forshehad comefromacountryhomein Burgundy.Therewasalways somethingremarkableabouther eyes.Theywerebluewitha wonderfulsparkleoflifeandvitalitythatmanifestedtheinnocenceofhervirginalheart,which shehadasachildofferedand consecratedtoChrist,OurLour Maryhadkeptthatyoungheart forherSon,especiallysincethe dayofhermother'sdeathwihen, inspiteofhertears,thelittle girlofeighthadtakenhertwo youngerbrothersbythehandto thestatueofOurLadyandhad saidinallchildlikesimplicity: "WenolongerhaveMamma. HereisanotherMamma!Now, Mary,youwillbeourMother.'
CHILD-LIKELOVE.
InthenovitiateatParis,Mary wasindeedtoshowwonderful favourstothischildofhers. TaughtbySt.Vincent,who showedherhisheartonthree consecutivedays.shelearneu thatthewayofsalvationfrom thesorrowfuleventsaboutto comeuponherbelovedcountry, wasthroughtheintercessionof Mary.Catherineredoubledher devotiontotheImmaculate,anti sogreatdidherloveforMary growthatshetreasuredvery humblyinherheartthethouOt ofonedayseeingthegreat MotherofGodinperson.That greatchildlikelovemadenothing impossible,forherswasthelove ofthelittleonestowhomGod revealsthosethingsthatHeconcealsfromthewiseandprudent ofthisworld.
APPARITIONS.
Marydidactuallyappearto herseveraltimes.Inthefirst apparitionofJuly18,1830,the BlessedVirginsaid:"Mydaughter,thegoodGodhaswishedto chargeyouwithamission."PatientlydidtheyoungSisterwait, trustingthatMarywouldkeep herpromiseandwonderingwhat themissionwastobe.SeptembercameandthenOctober.Novemberwasnearlyoverwhenthe greatrevelationwasmade. WhiletheyoungSisterswere makingtheirmeditationinthe chapeloftheMotherHouseinthe lateafternoonofNovember27, inthesilenceofprayer,sheheard therustlingofasilkdress.She raisedhereyesandtohergreat joyshesawtheBlessedVirgin again.Shewasstandingand wasarrayedinarobeofwhite, shotthroughwithgold.On herheadshehadawhiteveil whichfelldownoneachsideto herfeet,whichwererestingona globe.Herdelicatehandswere raisedtotheheightofhergir die,holdinganothergloberepro-
sentingtheWorld,whichshe seemedtopresstoherheart. Hereyeswereraisedtowards heavenandherfeatureswereindescribablybeautiful.
MIRACULOUSMEDAL.
Suddenlytheglobedisappearedfromherhandsandherfingers,theSistersaw,werecoveredwithrings,setwithmost preciousstones.Fromthese, raysoflightwentforthinevery direction,envelopingherinsuch splendourthatneitherherfeet northeglobecouldbeseen.As Catherinelooked,theImmaculateloweredhereyesandsaid: "Theglobewhichyouseerepre sentstheworld.Theraysare thesymbolsofthegracesIshed onthosewhoaskforthem."An ovalframeformedaroundOur Lady,andonitshesawinletters ofgold:"0Mary,conceived withoutsin,prayforuswha haverecoursetothee."Avoice washeardsaying:"Haveamedal struckaccordingtothismodei; thosewhowearitafterbeing blessedshallreceivegreat graces,especiallyiftheywearit roundtheirnecks.Graceswill beabundantforthoseWhohave conftlence."
Thenthevisionseemedtoturn and,onthereverseside,CatherinesawtheletterMsurmounted byacrosswithalineatthebase and,underneath,weretheHearts orJesusandMary;thefirstencircledbyacrownofthorns, andtheother,transpiercedbya sword.
DISSEMINATION.
Again,inDecember,MaryappearedtoCatherineandurged hertohavethemedalstruck, huttwoyearsweretopassbeforethefirstmedalwasmade andshowntotheSisterofthe vision.InJune,1832,shereceivedthemedalfromherdirector,FatherAladel,withgreat gratitude,andthenshespokealmostinatoneofcommand: "Nowitmustbedisseminated." Inashorttimethemedalhad spreadeverywhere.
WhenCatherinewasgiventhe firstmedal,shewasatEnghien, andtheresheremainedforover fortyyears,losttotheworld, hutlivingfortheserviceofJes,is ChristinthepersonofHispore. Itwasthislifethatmadehera saintTheapparitionofMary Immaculatedidnotitselfmakea saintofthisyoungcountry woman;ratheritwasthegrace ofGodworkinginhersouland thegentleyetpowrfulactionof theHolySpirit,Whofoundno obstacletoHisinspirations.So itwasthattheheavenlymelody ofHolinessrosefromthatgenerous,unselfish,humblewoman tocharmtheHeartofGod.
CAREOFTHEAGED. Herworktookhertothekitchen,cookingfortheoldpeople, andtothesewingroom,mending forthosewhohadcometospena thefriendlesseveningoflifein theenjoymentofthewarmthand affectionandcarethatwerelavisheduponthembythese DaughtersofSt.Vincent.For alongtimeshelookedafterthe oldmenintheinfirmityand troublesomenessofoldage,meetingtheircomplaintswithkinunessandasmile,prayingfor thosewhoweresometimesdisagreeable,consolingthemin theirsorrows,andcomforting themintheirloneliness,asthey facedthegreatmysteryofdeath withfearandtrembling.
THEBONDOFPERFECTION. Hiddenwithheroldmeninthe humblehospiceshebecamethe perfectDaughterofCharity.She waspatient;shewaskind.She feltnoenvywhenotherswere preferredbeforeherandalthoughmuchyoungerplacedin positionsofauthorityoverher. Shewasnotperverseorproud, forhumilityhadtakendeeproot ir.herheart.Shehadnoselfish aimsforsheworkedforGod
wone,strivingtopleaseHimin thesimplicityofherheart.She wasnotprovokedtoangerno matterhowmuchshewastried. hedidnotbloodoverany slightorinjury,butfoundcomfortandpeaceofmindbefore thealtarwheredwelttheHidden God.Shebelieved,shehoped, sheenduredallthingstothelast, leavingbehindherthesweet fragranceofherlifeandexample.Herpoorweretomissher sorely,andatherdeaththey placedawreathofflowerson hertombastheyweptunashamedly.
FAITHFULTOTHEEND. HergreatloveofMarygrew evergreaterassheburiedherselfinherselflesswork.The yearspassedbytillthosesoft, youthfulhandsofhershad grownthinandtransparent;till herface,everserene,hadbecomefurrowedwithdeepwrinkles;tillhererectformbecame stoopedundertheweightof years.Shewouldstandbefore thestatueofMaryinthegarden almostlostinecstasy.She wouldrevisitthesceneoftheair paritions,loveandgratitude wtllingupinherheart.She wouldprayherrosarywitha fervourthatmanifestedhertremendousvenerationofthemys- teriesofMary.Shenevertired ofdistributingthemedalthather Queenhadentrustedtoherkeep- ingandoftellingsoulstolove suegreatMotherofGod.That wastheburdenofherlife.Mary mustbelovedasamother,she wasnotmerelytobecalled such;Marymustbegivenall ouraffections. Wemustgive herallthatwehave,sothat shemayofferittoGodthrough thewoundedHandsofherfSon. ThenwouldMaryloveasa motherandshowerineffablefavoursandgracesuponthosewho wouldloveherasCatherineunderstoodGodwantedherloved.
PRESERVEDINDEATH. CatherineLaboureneverrevealedthefactthatthegreat favourhadbeengrantedtoher, excepttoherdirectorandtoone ortwowhoheldtheplaceof Godforher.ShehasbeenobscuredintherenownofMary's medal.ShewaspleasedtodisappearastheloveofMarygrew morewidespread;butGodhas notbeencontenttoleaveHis daughterintheshadowofHis Mother'smedal,Hekepther bodyintact,forcingDeathtorespecteventheclothesonthat virginalbodywhosejoinedhands hadresteduponthekneesofthe MotherofGod.Godhasglorifiedherbymiraclesgranted throughherintercession.He hascrownedherwithgloryand honour;Hehassetonherhead acrownofpreciousstones.

Scarcelytwelvemonthshave passedsinceshewasproclaimed asaintbyPopePiusXII.on Sunday,July27,1947.Many timessincethenhavehervirtuesbeenmadeknowninthejoyfulsolemnitiesthathavefollowedhercanonisation.Godhas raisedupSaintCatherineLaboureinHisChurchforaspecialpurpose.Hehasplacedher beforeusandalltheChurchso thatwemightseetowhat heightsthepracticeofcharity anddevotiontoHisMothercan raiseusaswell.

ThereportoftheRoyalCommissiononBetting, whichwasmadepublicduringtheweek,takesforthemost partaverysensibleandrealisticviewofthequestion CatholictheologydoesnotagreewiththegenerallyacceptedviewoftheFreeChurchesthatgamblingisintrinsicallyevil.AtthesametimeitisundeniablethatstartingpricebookmakingasitwaspractisedinthisStateinthe pre-waryearshadattachedtoitsomanyundesirablefeaturesthatitamountedtoapublicevil.Forexample,an importantrestrictiveclausewhichCatholictheologiansinsistonindiscussingthemoralityofgamblingisthatnu moneymaybeusedforthispurposewhichisdueforany otherpurpose.ExperienceandtheevidencegivenbeforetheRoyalCommissiontendtoshowthatthisconditionisnotfulfilledinalargenumberofcases,which meansthatinjusticeisrampant.Certainlynojustificationcanbemadeofthegamblerwhoisemployingforhis pleasuremoneywhichoughtrightlytobespentinthe dischargeoflawfuldebts,intheprovisionofadecent homeforhisfamily,orinthesuitableeducationofhis children.
Whitetheurgetogambleseemsalmostinstinctive amongmen,itisabnormallydevelopedamongtheAustralianpeople.Sothatprohibitivemeasures,evenwere theydesirable,wouldscarcelybepracticableofenforcement.Butundoubtedly.theabuseofthelegitimate pastimeofmoderategamblingdoescallforsomerestrictiveactiononthepartofthepublicauthorities.Too stringentacontrol,however,hasprovedabortiveelsewhereinAustraliaandabroad,andhasnotonlyfailedto curbtheexcessesforwhichitwasdesigned,buthascalled intobeingayetgraverone-adisregard,andevencontempt,forauthorityingeneral.InthisStatewehave hadforyearsthesystematicevasionandfloutingofthe law,thecompensationofthedummieswhosufferfinesor imprisonmentfortherealcontrollers,andevenuglyrumoursofconnivancebypublicofficials.FromthevieN%pointofpublicmorality,theconsequencesofsuchastateof affairsareboundtobeserious.Sincethelawasit standsisnot,orcannotbe,enforced-andexperienceseem., topointthatway-thensomelegalisedformofoff-thecoursebettingisindicated,firstlytosafeguardthesanctity oflaw,andsecondly,toremovethe"forbiddenfruit"allurementwhichseemstoappealsogenerally.
Howsuchlegislationmaybeimplementedisamatterforexperts,butsuccessfularrangementsinotherplaces shouldbeausefulguide.Themainrecommendationsof theRoyalCommissionarealreadylargelyinpracticein themetropolitanarea,andhavedonemuchtomitigatethe scourgeoftheS.P.shopsandtheirattendantevilsforthe youthoftheState.Anamendmentofthelawtolegalise postalcashbettingalsoseemsreasonable,foritisinequitablethatwhatcouldbealegitimaterecreationalinterest inanationalsportshouldbethepreserveofthosewhohave sufficientleisureandmeanstoattendracemeetings. ShouldtherecommendationsoftheCommissionbeacceptabletotheGovernment,andshouldtheyresultinanew, rationalandworkablearrangement,itwouldbealltothe advantageoftheState.Butwhetherlegalisationof gamblingwillminimisetheabuseofgamblingasregards theindividualisopentodoubt.Thisaspectoftheproblemcannothedealtwithbyexternallaw,butmainlyby educationandhometraining.Assuredlymanywhohave allowedgamblingtogrowtofeverishanddisproportionate dimensionsintheirlivescouldbeworseemployed;but mostofthemcouldbebetterengagedinhealthyrecreationorusefuloccupationsathome.

TheAmerican"wowsers"asked thegreatAbrahamLincolnfor Grant'sdismissalbecausehewas knowntodrinkwhisky.That washisgreatcrime:notthathe dranktoomuchbutthathe drankatall.The"wowsere criticsgotwhattheydeserved: Lincolnadvisedthemtogivethe restofhisgeneralswhiskyto seewhetherthatwouldmake themwintheirbattlesasGrant waswinninghis.
