Likehim,1supporttheGovernment'sproposaltonationalise thebanks,butIdosoonlyafter weighingcarefullytheprosand consoftheargument(andthere arequitesubstantialconsincludedinit).TheGovernment'srejectionincommitteeofthecooperativebankingamendment considerablyweakeneditscase,I believe.
ButInonethelesssupportit, becauseIbelievethattheultimateachievementofnationalindependencewillbeimpossible whileourfinsincialsystemis controlledfromLondonbybanks thatareAustralianonlyin name.
ToanswerallthatMr.Moore implies(IcravetheEditor'sforbearance):The_"lawfulGovernmentofAustralia"hasadmittedlyconstitutionalpowersthatare verywideincertainfields.But thatshouldnotmeanthatthe Governmentmightlegislatewithoutlimitinthoserespects. Rather,itsmainobjectshould betosecuretheinterestsofthe Statewiththeminimuminterferencewithindividualrights,and thefactofhavingwidepowers inanytypeoflegislationshoutu makeitcarefulofitsactions.
WhilelthesuccessiveLabour Governmentshavefollowedthe Party'splatform,theyhavedone well,andcertainlythepeople havesupportedthem.Butthe introductionofanti-Labourpolicies(mainlyimportedfromthe Europeansocialists)havetended todivideandweakenit.These actions,whichweredirectviolationsoftheplatform,were:
1.Conscription,firstlyindustrialandlater(whenthenation accepteditsopassively)military.
2.Communism,whichdugdeep intotheFederalbureaucracyunderCurtin,andwasimmeasurablyaidedbytheneedlesslypro- vocative actions of the thenArmyMinister("Scabby Frank").Sweptintoofficeon awaveofhysteria,Curtin'sregimecoulddonowrong.It sowedthedragon'steethand thereapinghasbeenlefttothe ordinarilyfarmorecapableChifleyGovernment. Tothecreditofthepresent administrationmustbeheldthe factthatithasresolutelyrefisedtocompromiseeitherofthe twovitalquestionsthatCurtin treatedsoroughly.Conscriptionisnolongerapoliticalissue, asnotevena"Liberal"Governmentwouldriskpoliticalsuicide byraisingthequestion.
ButthequestionofCommit, ismisbeingablydealtwithby theFederalMinistry.Without anyflourishoftrumpets.itis quietly"releasing"fellow-travellersfromitsservice,andeven thosewhodugsodeeplyinto theSecurityServiceunder Forde,andlaterunderEvatt, canfeeltheaxehoveringover them(Ithasalwaysseemedto metobeimmenselyfunnythat whatshouldbeourkeyorganisationbecameineffectanagency ofStalin'sOGPUItsactiona fewyeareagoinsendingBalt seamen,refugeesfromRussian occupationoftheircountryback toLithuania'fortrial"wasonly oneofamanysimilarincidents.)
TheGovernment'sgreatproblemseemstobehowtodispensewithCommunistsandtheir influencewithoutmakingmartyrsofthembypunitivelegislation.IbelieveMr.Chifleyis doingagoodjob,evenifheis doingitveryquietly.
TheGovernment,beingasecu larGovernment,cannotoppose theRedsonreligiousgrounds. Tousthatisperhapsthemost importantfacetofthequestion. Tothem,itapparentlymeans nothing. ButtotheLabourPartygenerally,CommunismmeansRussianImperialism,combinedwith aformofStateCapitalismthat robstheworkerofanyrightsto ownpropertyandwhichdenies himtherighttoprotest. Measuredagainstthat,antiLabour'ssupportofEnglishImperialismseemsmild.True,of
itself,andimplyingsubserviance toforeignrule,itisjustasbad. Butatleastitdoes,nominally atanyrate,allowoppositionto itself,whileprivatecapitalism, withallitsmanyfaults,does notrestricttheeconomicfreedom oftheindividualquitesobadly.
Thefactisthatthepresent LabourGovernmenthasahard jobtodo.Whileundoingthe sinsofthepreviousAdministrationithastofightapolitical campaignontwofronts.Itit, notunlikelythatattemptsto "crucify"theCommoswould provokerevolutionandprobably playintotheirhands.Itwould certainlymakemartyrsofthem forahundredyearstocome.The ChifleyGovernmentisdoingthe jobefficientlyand,toitscredit, unspectacularly.-Yours,etc.,

TheEasterConferenceoftheVictorianTabourParty wasofspecialimportthisyear,coincidingasitdidwith theQueenslandstrike-themostnotabletrialofstrength yetwitnessedinAustraliabetweenthetrueforcesofLabourandtheanarchisticdesignsoftheCommunistParty. s.:'ertainlyeverythinkingpersoninthecommunitywas agogtohearwhatthepoliticalleadersofthecountrywould havetosayinregardtothepowersofdisruptionwhich threatenthenationallife.Theresultwasdisappointing. ThePrimeMinisterappealedforanationalspirit,deplored theemploymentofrevolutionarymethods,warnedagainst -heimportationof"isms,"speculatedonthelengthofthe 'austerity"period,andhopedproductionwould;niprove. Onthepositivesideofincreasingindustrialoutput,hisonly suggestionw#sthatthereshouldbeanendtogo-slowtactics.Ofthemajorforcesthatimpedeandparalysenational progressMr.Chifleyhadnosolutiontooffer.Despitehis claimthatLabourwouldnottoleratethebludgeonand themachinegun,itseemsclearthattheFederalGovernmenthasabdicatedthefieldofindustrialconspiracyin favourofStatelawandtheabilityoftheUnionstosweep theirownAugeanstables.
IfMr.Chifleywasvagueanduninformative,hisMinisterforImmigrationandInformationwaspositivelyludicrous.HemisinformeddelegatesthattheLabourParty existedtofightcapitalism,andthatCommunismwasina stateofeclipsethroughouttheworld.Itwouldbedifficulttoconceiveofamorefatuousremark.Mr.Calwell isapparentlythinkingintermsof50yearsagowhenhe construestheclassstruggleasbetweenCapitalismand Labour.TofightCapitalismto-dayistowhipadead .'-,orse,unlessbyamiracle,hemeansStateCapitalism.Todaytheworld'sperilarisesfromthecreationofapaternal SocialistStateprecedingalongmanageriallines.Itsconfl1stisnolongerwithlargeaccretionsofcapitalinthehands ofindividuals,butwiththefewremainingstrangepeople whorefusetobecomecivilservants.Asfortheeclipseof Communism,onewouldneverthinkMr.Calwellhadheard ofQueensland.SurelysomebodyinhisDepartmentmust havetoldhimhimofAmerica'spreparationsforwarto meettheRedperilinEurope.Regardingthemapsinhis ffice,hemusthaveidlywonderedhowhalfthenations ofEuropehadsooddlydisappeared.
Againstthisbarrageofineffectualityandself-deception,theHolyFatherwasdeliveringaverydifferentEastermessage,andhisInformationDepartmentisnotthe kindwhichignoresrealitiesmerelybecausetheyareextremenlyunpleasant.Toavastcrowdofalmosthalfa millioninSt.Peter'sSquare,thePopeproclaimed:"The greathourofChristianconsciencehascome.Atthistime ofanxietyanddanger,fraughtwithperhapsireparable worlddecisions,ashadowofsingulargravityhasfalle overus.Romeisinaphasewhichdemandsthehighest vigilanvecontinuousaction,andunconditionalreadiness fromChristians.Thereisnoplaceforblindcredulitytowardsthosewhofreelyprotestrespectforreligionbut afterwardsdenyallthatismostsacred."
ItwouldseemthatinAustraliaalone,inthehighest circlesofnationalleadership,isthereunawarenessorunconcernaboutthelifeanddeathissuefacingcivilisation. Themosedecisivebattleofhistoryisabouttobejoined, butAustraliansmaylookonitwitholympicdetachment andjoviancalm.Willanythingshortofatombombsjolt ourpeopleandtheirleadersoutofthecomplacencyand apathythatenvelopthem?

would,foroneinstant,tolerate anythinginthenatureofpersonal,disrespectfulreferencesto apriest.Itisalsomorethan ungeneroustowardstheeditor. Ihadhopedtokeepthisdiscussiononapurelyobjectivelevel, andMr.Burke'senvenomed barbswillnotdeflectmefrom thispurpose.Mysoleconcern withMr.Burke,aswithMgr. Devine,hasbeen,andis,therefutationoftheirviewsandnot thevilificationoftheirpersons. HenceItakethestrongestexceptiontoMr.Burke'sallegationsof"sneering.andwhenhe considerstheimplicationsofconnivanceonthepartofhisspiritualsuperiors,Ifeelhewill havethegoodgracetowithdraw. Imightas easily(andwithgreaterjustice) requestMr.Burketoresolvethe popularuneaseaboutthenationalisationofbankingbysubmittinghiscaseinhisownperson forthwithtotheelectors.Ifhe willtaketheonecourse,Icannot refusetheother.
Ontheoriginalpointofconflict-thenationalisationofbanking-thereisverylittleinMr. Burke'sletterProfessingthe immutabilityofhisownviews, heclaimsthatmyfirstcomment whenthelegislationwasannounced"madenosuggestionofa referendum,"andasksthereasonformychangeofview.In this,Mr.Burke'smemoryorhis fileshaveplayedhimfalse.My firstcommentonthequestion appearedinthesecolumnson August21,1947,andcontained thefollowing:"Butapparently theordinarycitizenisnotgoing tobeconsulted.Andseeing thatthewholemeasure,derived fromthesocialisationobjective oftheLabourParty,issupposed tobeforthecommongood,it wouldseemlogicalandliberal toconsultthecommonman.In viewofthefact,moreover,that thejustcompensationtobepaid tothebanksisestimatedatbetween£70,000,000-2100,000,000, thecostofareferendumishardlyworthtalkingaboutInany caseareferendumisalready proposedforJanuaryofnext year,sothatthereisampletime toinclude-thisvitalquestion."
Mr.Burkehasafurthercomplaintaboutthe"differenttreatment"accordedthequotation from"St.Mary'sMessenger" whensubmittedby"Common Worker'.andbyhimself.The answertothatiselementary. Monsigno;Devine."StMary's Messenger."andMr.Burkeare stillentitledtotheiropinions whichhowever,donotshare. WhenanordinaryCatholic quoteaCatholicpriestinsupportofhisviews,Idonotthink itnecessarytocomment.But whenapoliticianoftheFederal HousemakesMgr.Devine'sviews hisown,thereisperilthatmen like"CatholicWorker"willsee anidentityofinterestswihichin factdoesnotexist.
Itis,therefore,incumbentupon someonetopointoutthatthe viewsofbothMgr.Devineand Mr.Burkearsminorityviews. ThisIhavedoneandhaveincurredthedispleasureofthe FederalmemberforPerth.
However,hehasmadenoattemptwhatevertomeetthecase againstnationalisationwhichI havemadeoutsinceAugustof lalyearfromtheviewpointof catholicsocialprinciples.Until hedoeswecannothaveacontroversronrationallines,forwe donotstandoncommongrund. Butwhetherthatargumentdevelopsornot,letusmakean endofside-issuesandimagined slights.

Twenty-fiveyearsagothis weekthefirststudentsentered CorpusChristiCollege,thenewlyfoundedProvincialSeminary, tostudyforthepriesthood.Since thefirstordinations,whichtook placein1930,twohundredand fourpriestshavegoneoutfrom thecollege.

Twenty-fiveyearsagoahandofyoungmenlayprostrateinthe sanctuaryofachurchintheEternalCitytoreceivethecharterof thesacredPriesthood.ItwastheHolySaturdaymorning, March31st.,1923.AmongtheseyoungLevitesthefiveContinentsandmanynationshadworthyrepresentatives,butnonehad amoreworthyrepresentativethanAustraliainthepersonof AlfredJosephGummer,whohailedfromPerthville,intheState ofNewSouthWales.
MostRev.AlfredJosephGummer,D.D.,wasbornin1899in Perthville,NewSouthWales.He isoneofafamilyoften.
Hereceivedhisearlyeducation fromtheSistersofSt.Josephat St.Joseph'sConventSchoolin Perthville.Havingdecidedto devotehislifetotheserviceof GodandHisChurchinthePriesthood,heenteredthe-JuniorEcclesiasticalSeminaryinSpringwoodin1916,pursuinghisstudieshereuntil1917whenheproceededtoSt.Patrick'sCollege, Manly.HistermatManlywas cutshortbythedecisionofhis superiorstosendhimtoRome, whitherherepairedin1918.

InRome,heenteredUrbanCollege,betterknownasPropagandaCollege,wherehereadabrilliantcourseandsecuredthedegreeofDoctorofDivinity.Dr. Gummer,aswashenceforthhis titlebyright,wasordainedon March31st.,1923.
ReturntoAustralia.
OnreturningtohisnativedioceseofBathurst,forwhichhe wasordained,Dr.Gummerwas appointedassistantpriestinthe parishofDubbo.Forthree yearshetaughtintheboys'secondaryschoolsinDubboand Orange.BishopNortonappointedhiminspectorofschoolsin 1927,whichofficeheheldinconjunctionwithacuracyintheparishofWellington,until1932.In '932Dr.Gummerbecameparish priestofOberon,whichofficehe dischargedwithdistinctionuntil 1942,whenhereceivedhisnext appointment.
LittledidDr.Gummerthink thathehadreceivedhislastcommandfromhisownBishop,and thathiscareerasapriestinhis
homediocesewasatanend.But suchwasthecase.Thenextappointmentawaitingtherevered parishpriestofOberonwasto sethimintheranksoftheAustralianHierarchyandplacehim onthethroneofaCathedralcity attheoppositesideoftheContinent.
ElectedBishop. ByApostolicBriefofPopePius XII.,issuedonFebruary24th., 1942,Dr.Gummerwaselected BishopandappointedtotheSee ofGeraldton.TheannouncementofDr.Gummer'selevation totheEpiscopatewasreceived withgreatdelightthroughoutthe Commonwealth.EspeciallywelcomewasthegoodnewsinGeraldton,whichwasstillmourning thelossofBishopO'Collins,who hadbeentransferredtotheDioceseofBallarat.
EpiscopalConsecration.
BishopGummer'sconsecration wasdescribedbyHisExcellency theApostolicDelegateasarecord-breakingoneinpointof time.Aperiodofatleasta coupleofmonthsusuallyelapses betweentheelectionandthe ConsecrationofaBishopThis isduenotsomuchtocustomas necessity.Butonlytwentythreedayselapsedfromtheday Dr.Gummerreceivednotification ofhiselectiontothedayon whichhewasconsecrated.At thetimethiswasregardedasa recordwhichitverylikelystill is.
BishopGummerhastenedthe dayofhisConsecrationtogetas quicklyaspossibletoGeraldton, whichwasthenunderthegrim shadowofapossibleJapaneseinvasion.SoithappenedthatDr. GummerchoseMarch19th.,the FeastofSt.Joseph,oneofhis patronsaints,forhisConsecration.'Inthepresenceofmany Bishops,alargenumberof priests,andalargeconcourseof people,theConsecrationtook placeintheCathedralofSS. MichaelandJohn,inBathurst.A distinctionwhichDr.Gummer hastohiscredit,andonein whichhetakesajustpride,is thefactthatheWasthefirstBishoptobeconsecratedbyArch-bishopGilroy,thefutureCardinal.
EnthronementinGeraldton.
Onlyninedayselapsedfrom thedayofhisLordship'sConsecrationinBathursttothedayon whichhetookpossessionofhisCathedralinGeraldton.
TravellingbyairtoPerth.and thencebyroadtoGeraldton,BishopGummerarrivedathisEpis- copalSeeonSaturday,March 28th.,1942.On'thefollowing day,PalmSunday,hisLordship wasenthronedinhisCathedralof St.FrancisXavierbyHisGrace theArchbishopofPerth,Most Rev.R.Prendiville.TheLord AbbotofNewNorciawaspresent in fortheSanctuary.Pontificating thefirsttimeinhisdiocese, BishopGummercelebratedSolemnPontificalHighMasa,atthe conclusionofwhichhepreached. Thesimplebutimpressiveceremonywaswitnessedbyavery largecongregation,inwhichwere representativesoftheStateGovernment,theNavy,theArmyand theAirForce.
Onbehalfofthepriests,thereligiousBrothersandNunsand theCatholiclaity,VeryRev. FatherGallagher,whohadbeen actingastheVicarCapitulard'iringthevacancyoftheSee,extendedasincereandheartywelcometoDr.GummerasGeraldton'snewBishop.DeanLynch, whoseacquaintancewiththePishopextendedbacktothedays whentheywerestudentstogetherinPropaganda,preached theoccasionalsermon,whichhad foritscentralthemethesubject ofRevealedTruthtoexpoundwhichthelifeandworkofthe CatholicBishopwasconsecrated.
FearlessinFaceofDanger. ThetimeofBishopGummer's adventtoGeraldtoncanaptlybe describedas"thebestoftimes andtheworstoftimes."Itwas certainlytheworstoftimesfor, asalreadyremarked.Geraldton layunderthethreatofinvasion bytheJapanesethenriding roughshodovertheFarEast andtheterritoriesnorthofAustralia.Atthetime,theprospectsforGeraldtonweregory ratherthanrosy.Therewere reasonsgaloretojustifyaman thosedaysintreatingGeraldton withdistantrespect;indeed,all whocouldweregettingoutofit. ButBishopGummerreasoned otherwise.Hecameherepost haste,whichisatonceanindicationofhisfearlessnessandhis highsenseofdutytobewithhis peopleintheirhourofperil.

DISASTERINTHEHOME.

DuringtheyearswhenIwas searchingforananswertothese things,1,myself,oftenresented andvoicedmyresentmentofthe hardshipsimposeduponmebecauseIhappenedtobeamother. Frequently,Iwonderedwhy, aftergoingtocollegeformore' thansixyearsinordertobecomeaprofessionalsocialworker,Inowfoundmyselfonmy handsandkneesscrubbingthe kitchenfloor.(Ihadnotlearnedthatwegetonourkneesto pray.)Thiswastheverysame attitudemygoodfriendwas tryingtodirectatmeonmylast walkwithherbeforeIwasreceivedintotheCatholicChurch. Iscrubbed,butIhatedit.Ilovedmychildren,butIwanted somethingelse,too.
Wecandoanythingnecessary foragreatcause;wewillwillinglygiveupourlivesforwhat webelieveisright;andwecan evenmaintainasenseofhumouraboutscrubbingifithappens tobenecessaryforthefulfilment ofapurposefulact.TheCatholicwomanhastheencourasementofherreligioninthework ofrearingafamily,shehasthe approvaloftheChurchandthe satisfactionsthatarenottobe foundoutsideCatholicsociety

Nowwecannotavoidthefact thatsuchaprogrammelooks veryattractivetonotafewwomen.Afteradayspentonthe weeklywashing,withtheironing piledupforthenextday,andin theinterveningnightthebabyis teething,wemightliketoleaveit allbehindusandgoforthtoa nice,eight-hourjobdowntown. WiththefallofRabaulinto JapanesehandsinJanuary,1942, theAustraliangarrisonwasforcedintoretreat.Thesewho wereabletomaketheirway alongthesouthcoast\serefortunateenoughtofindFather HarrisatMalmal.Underthe impressionthattherewerebut fewsurvivorsonthecoast,he gavehislaunchtothefirstcorners,togetherwithsufficientsuppliestoreachthemainland.The nextgroupwentontoFather Culhane,M.S.C.,whodidlikewise.Then,withthearrivalof moremen,wornout,wounded, bedraggled,withnosuppliesof foodormedicine,FatherHarris openedthemissiontothemand setuptwocamps-oneatDrina, forthemeninbettercondition, andoneatWunung,forthesick andwounded.Forsixweekshe caredforthosemen-morethan onehundred-givingthemwhateversupplieshehadoffood, clothingandmedicine,tending thesickinbodyandsoul,organisingtasksandgardensforthe mentokeepthemoccupied.

Thepalacehasalreadybeen boughtbytheReligiousofthe SacredHeartforthispurpose. NegotiationswiththeGovernmentforthepurchaseofsome10 acresofgroundattachedtoitare expectedtobecompletedinthe nearfuture.
Thepalacecontainsabout40 roomsPlansarealreadybeing consideredforalargeconcrete buildingtobeerectedlater,but thepresentbuildingwillbeadequateforimmediateneeds.

Becauseofitshistoricsignificance,thebuildingwillalways bepreservedassomethingofa monument,andtheroomwhere theEmpresswasbornwillbe maintainedwithoutchangeasa Japaneseguestroom. The"WayoftheCross,"by thatnotedFrenchwriter,Henri Gheon,hasbeendeescribedas "notmerelyaplay,butapoem,a prayer,apersonalPassiontide pilgrimage."
When,underthedirectionof itsauthor,itwasgivenitsfirst productioninFrancein1938, criticsacclaimeditasamasterpiece;andateveryperformance atTaciemontitseffectwasso movingthat,attheTwelfthStation,theentireaudiencefellto itskneesandsilencepossesseda crowdoffiveorsixthousand people.
TheTherrySocietyhasbeen producingthisplayinthevariouscapitalsofAustralia,and nowalmostregardthisplayas theirown.
Itismostdifficulttogivea criticismofthisplayItshould notbetreatedasamereplay thatonecanteartopiecesat willandexposeallitsglaring faultsandweaknesses.Rather wemustthinkofitasaprayer andconsideritsimperfectionsas meredistractionsandnothing else.
Nomerehumanactorcould playthepartsrequiredbythe scripttoperfection.Howcould onehopetoportraytheemotions ofthosewhowitnessedtheCruciftxionoftheSaviourofthe world.
Itwasaboldmovebyagroup ofamateuractorstoattempt thisplay.Amove,however, whichwascrownedwithsuccess.
True,therewereflawsinthe production,butwhylingeron theseaccidentalimperfections whenthesubstanceissound.

"Carnival"iswellworthseeing,eventhoughitdoesnot measureuptotheextravagant praisesheapeduponitbythe distributors. Itsmoraltone,however,isnot whatonewouldexpectfroma Catholicwriter.
ViennaConservatorium.There' thepianowashisinstrumentand conductinghismainsubject;he alsostudiedcomposition.After graduatingattheageofeighteen,hestartedhismusicalcareerattheBurgerTheatreasa secondconductor,andtherehe composedmuchincidentalmusic.

Forthefirstfiveyearsafter hisarrivalinAustraliaKripswas notpermittedteworkathisprofessionowingtounionregulations,sohehadtoearnaliving inotherways;foratimehewas asalesmanWhenallowedto jointheAustralianarmedforces hevolunteeredandserveduntil dischargedmedicallyunfit.At theearliestopportunityafterthe warhebecameanaturalised subject.
HenryKripshasdonemuch tofurtherAustralianmusic.He organisedtheKrips-de-VriesOperaCompany,thefirstopera companyrelyingentirelyonAustralianartists-ofwhichthere were300.

Angelssurelyclusteredabout them,thereinthedingystreet.
