IthinkwemaytakeitforcertainthattheWesternNations arenowfullyalivetothereal natureofRussianaims;toher aspirationsstowardsworldconquestanddominationthrough themachinationsofinternational Communism.Aftertheabortive ForeignMinister'sConference beforeChristmasitwasplain thatBritain,AmericaandFrance hadrunoutofpatiencewiththe shifty,delayingtacticsofthe Soviet.Molotov'sthreatsat thatConferenceservedonlyto hardenthedeterminationofthe threeAlliestomaintainWesternEuropeasaunitandtoconsolidateitassuch,despiteSovietdesignstosabotagethe MarshallPlan.Thefailureof Communistwreckingplansboth inFranceandItalylentfurther strengthtotheAllies'wiseand imperativedecision.Mr.Bevin pullednopunchesabouttheSoviet'sexpansionistpolicy.The formationofaWesternbloc-of kindredsoulsintheWest"-is theonlypossibleanswertoRussianaggression.Itisthebasis, notofpeace,butofanarmed truce,andintheabsenceofthe moralprerequisitesforpeace-heartsdedicatedtojustice,charityandorder-itseemstheonly alternativeCertainlythere canbenoquestionoffurtherz,ppeasementofStalin.
Domestically,also,thebattle hasbeenjoined.Thetimefor denunciationanddiatribeshas passed;itisresoluteactionalone thatwillcountnow.Noris thereanythingtobehopedfrom politicalintervention,foritis plainthattheindustrialwingof Labourhasthepoliticianswhere itwantsthem.Itisonlya,,tep fromtheirdictatingforeignpolicytotheircompletecontrolof domesticaffairs.Theyhave wreckedandtwistedthesignificantunionstotheirownnefariouspoliticalpurposes.Itis plainthattheremedyliesinthe handsoftherankandfileunioniststoousttheirRussianleaders.
Oflatetherehavebeenencouragingsignsthatareally seriouscampaigninthisdirectionhasbeenlaunched.Using newspaperreportsasachronicle,
thewholebusinessstartedwith theofficersoftheW.A.Society ofRailwayEmployees,who madeamoverecentlytoimplementamotiondesignedtoexcludeCommunistsfromoffice.A similarmotionputforwardin theCoastalDock,RiverandHarbourWorksUnionwas,however, defeatedatFremantle,anda Communistwassubsequently electedsecretaryoftheUnion.
Thelocalset-up,however,representsverysmallbeerinthe perspectiveofnationalaffairs. ButthattheRedsshouldbein thesaddleamongthewharfand shippingworkerslocallyisindicativeoftheirstrangleholdupon seatransportgenerallythroughouttheCommonwealth.And thisimpenetrationisapparently tobeusedasthecornerstone id!.theestablishmentinSydney ofaPacificBureau(Cominform).Thatis,itistobea clearinghouseforSovietespionage,plottinganddisruption inAustralia,NewZealand,Malaya,Indonesia,andthePhilippines.Itwasoriginallyreportedthatheadquartersweretobe setupatVladivostock,butwe nowhaveitontheauthorityof ComradeL.Sharkey(secretary oftheAustralianCommunist Party)thatSydneyistoenjoy thatdoubtfulprivilege.PerhapstheinaugurationofaPacificCominformisnotuncon-, nectedwiththearrivalofknown andtrainedCommunistsfrom Yugoslaviaandotherpartsof Europe.
Afewdayslateracounterblasttothisnewtreacheryof theCommunistswasforeshadowedbytheQueenslandSecretary oftheAustralianWorkers' Union(Mr.C.G.Fallon)while addressingtheannualconvention oftheunionatCoolangatta.
AreportbytheFederalSecretaryoftheA.W.U.statedthat 1917wasayearofgreatindustrialunrest,manyofthestrikes hadseriouslyinterferedwith post-wardevelopment,hadretardedeffortstoassistfaminestrickenEuropeandAsia,had causedmanythousandsofAustralianunioniststosufferwage losseswhichwereunnecessary

Stoppagesofworkwhichhad occurredinmanyoftheheavy industriesandkeyindustries werenottheresultofdisputes betweenemployersandemployees,continuedMr.Fallon. Hesaidheknewsomethingof thetechniqueoftheCommunist PartyinAustraliaandheknew somethingofthetacticsofthe Communist"highcommand"in theirattitudetowardstheEnglish-speakingpeopleinthis world,andhewasabsolutelycertainthatmanyofthehardships thathadbeeninflictedonthe peopleofAustraliawerebeing inflictedbecauseofadeliberate policytosabotagemoatofthe English-speakingpeople.
InacountrysuchasAustralia,surroundedbyteemingmillionsofcolouredpeopleandhavingadoptedaWhiteAustralia policy,anypersonswhohadulteriormotivestodeterdevelopmentofthecountrywere traitors,saidMr.Fallon.Wageearnersshouldbetoldatevery possibleopportunitywhatwas happening,sotheywouldrisein theirmightanddestroythe enemywithin.
OnthefollowingdayCommunistsweredefeatedfore,ely positionintheN.S.W.Trades andLabourCouncilbymajoritiesofnearlytwotoone.Similarly,theVictoriancentralexecutiveoftheA.L.P.hasannouncedthat,toprotectitself againstminoritydominationand infiltrationtacticsbyCommunists,disciplinaryactionmaybe takenagainstaffiliatedunionsas wellasmembersopposingA.L.P. industrialgroups.Thiscourageousdecisionwasmadeinreplytounionswhichprotested againstcentralisedinterference intheaffairsofdemocraticallycontrolledunions.Theexecutivejustlypointedoutthatthe A.L.P.hadtherighttoinform unionistswhowerefollowersof A.L.P.policy,andwhowerenot, especiallyinviewoftheactivitiesoftheCommunistParty. Thisactionhasbeenfollowedby athreatfromCommunist-dominatedunionsthattheywouldset upaunionists'politicalorganisationdistinctfromtheLabour Party.Thiswouldbeavery goodthingfortheLabourParty, andoneofthefewhonestactions oftheCommunistParty.But thereisreallynolikelihoodof itshappening.Itisashade tooconstructivefortheRedbrotherhood,whosespecialtalents andtrainingareinthedisruptionanddestructionofnormal workingmen'sorganisations.
Outsideofunioncircleswe welcometheawarenessandresolutionofex-servicemen'sorganisationstowardstheRedperil. Thesemenhavenotforgotten theeffortsoftheCommunist Partytobetraythemassoldiers andtoprolongtheaftermathof war'sdislocationforthemselves andtheirfamilnes.CommunistsandCommunistsympathisersarenowbannedfrom membershipoftheVictorian branchoftheAustralianLegion ofEx-ServiceMenandWomen. Communistsarealsobanned frommembershipoftheVictoriandivisionoftheReturnedServicemen'sLeague.
Acorrespondentelsevherein thisissuetakesmetotaskfor presumingtocriticiseMr.E. Ward'sproposaltoabolishState Parliamentsinfavourofgiving allpoliticalpowertoCanberra. TheonlyreplyIwishtomaketo 'Observer"isthattheprinciple ofsubsidiarity,whichisderived fromNaturalLawandenunciatedinthesocialencyclicalsof thePopes,seemsabsolutelyto precludeanysuggestionofpoliticalunificationinAustralia.It isagravemoralevilandareversaloftrueorderforanything tobedoneinalargeandcorn-
plexwaywhichcanefficiently beperformedinasmallerand simplerfashion.Thisseemsto haveundeniableapplicationto theunificationproposal.The generaltrendofCatholicsociologyistoadmitthatthecentral (h.liticalauthorityintheState shouldhaveallthepowersnecessaryforthoseaffairswhichpertaintothenationasawhole, suchasdefence.ButforCanberratoproposetakingallpoliticalauthorityfromtheStatesis, tomymind,aclear-cutusurpationandcontrarytonaturallaw andtoCatholicsocialteaching. Canberraalreadypossessessome functionswhich,inmyopinion, wouldbefarmoreeffectively controlledbylocalauthorities; whileinotherinstancesitlacks someauthoritywhichitshould undoubtedlyhave.TherespectiverightsoftheFederalGovernment,theStatesandthelocal governingbodieshaveoftenbeen discussedbymeinthesecolumns.Ifthesecanbeappro- rr.atelyallocatedandtheeconomicfunctionsofthenation graduallyhandledbyvocational councils,weshallgetafarsaner

Oncethehugemarblepieces werehauledintotheBasilica,the ,rorkofswingingthemintoplace hadjustbegun.Theshelfof thenichewherethestatueswere torestissome60feetabovethe floor.Thecarefulworkmen builtasquaretowerofwoodcalleda"castello,"muchstronger,butresemblingthoseused longagobybesiegingarmies stormingawalledcity.

FatherFlanaganvisitedalmost everyimportantchildwelfareinstitutioninJapanandtheAmericanzoneofKoreaduringhis two-monthvisit.Thoseinstitutionswhicharedoingthebest workarethosewhichhadbeen establishedpriorto'thewarby religiousorganisations,hesays. HespeakshighlyoftheinstitutionsconductedbytheSociety 4Friends,theSalvationArmy, andbyCatholicandProtestant organisations.Thoseconducted byCatholicsocietieswereparticularlywellmanaged.
FatherFlanaganhadhigh praiseforGeneralMacArthur, whomhesawthesecondday uponhisarrivalinJapan,and againbeforeleaving.General MacArthurisextremelyconsciousofthegreatpartwhichre-
ligioustrainingmustplayifthe Japanesepeoplearetoaccepta Temocraticwayoflife,Father Flanaganstates.
GeneralMacArthurcontends thatJapancanacceptdemocracywithintenyears,iftheyaccept Christianity,andismostanxious thatthepeoplebecomeChristianised.
FatherFlanaganhadanaudiencewithEmperorHirohitoand theEmpress,attheEmperor's request,andoutlinedtohimand theEmpresshis onchild welfareconditionsashefound theminJapan.Hepointedout totheEmperorthegreatlackof educationintheinstitutionshe visited,andparticularlythetotal lackofreligiousinstruction.This neglectisagreatmistake, FatherFlanagantoldtheEmperor.

Iwasgladtosee agoodcrowdthere,forherewas somethingveryworthwhile.To theAdultEducationBoard,for itsinitiative,andtoPaul Schrammfortheintenselyinterestingprogrammechosen,we shouldconsiderourselvesdeeply indebted,andthinktheymay regardtheverygoodattendance asthebestpossibleexpression ofthepublic'sappreciationof theirefforts.
1canthinkofnoconcertthat hasinterestedmeduringthelast fewyearsasthisonehasdone; itwasbothenjoyableandstimulating.Itwasapleasantthing tobeabletositinsuchlovely surroundings,coolafterthe day'sheat,andspendanhouror twowiththemusicthatoursummerusuallydeniesus.If,then, Ihavemuchfaulttofindwith theactualperformance,itis, paradoxically,becauseIshould soverymuchliketohearsimilarconcertsbecomeafeatureof ourcity'smusicallife,but(when weatherpermitsit)inasmallish hall.

Irealisethattheconditions madleamplificationnecessary, butshrewdermusicloversthan Ipaidtheir2/6tositonthe grasscloseenoughtothestage toheartheoriginalandbein frontoftheloud-speaker's range.TheBrandenburgConcertoNo.3,byJ.S.Bach,was playedbytensoloinstruments. Itwouldhavesoundedbetterhad itbeenplayedbytengroupsas Bachintendedit.Doubtlessas itwouldhaveneededamuch largerorchestrathanwasavailabletohaveachievedabalance, itwasthoughtthebetterthing todo.The"but"inthiscase, however,isabigone.Onlya Stradivariusviolin,playedby aHeifetz,canbearbeingamplifiedaboutthirtytimesand stillsoundpleasant,andperhapsnotthen.Nodoubtthe clampatmospheregavetheplayersagooddealoftroublewith theirstrings,whichwouldexplainmanyout-of-tunenotes thattheblaringloudspeaker gaveusnochanceofmissing. Thequalitywasraw,andafew otherthings,andasIhaveheard thesesameplayerssoundvery wellonotheroccasions,Ican onlyconcludethatoncemorethe knob-twisterhadspoiledsome goodmusic.Whymustheturn ituntilthemusicisdistorted? Thestringtonesoundedall wrongTherewasalsoanabsenceofcertaindelicateeffects thatthemusicdemands,butthat isanotherstory.

Thewholepiecewasmuted,and provedtomeagainhowfaulty theamplificationwas,forthe tonehadnothingofthatpeculiar qualitythatmutingproduces. TheWaltzbyR.Volkman(who bythewaywasaprotegeof RobertSchumann)wasvery charming.Notgreat,butvery pleasingmusic.
EugeneGoosens,theconductoroftheN.S.W.permanentorchestra,haswrittenquitealot ofmusicinaratherultramodernstyle,buthis"Bythe Tarn"isan unsophisticated piecethatitnotwithoutcharm.
A"country-side"tuneispassed fromonegrouptotheother,and byastrangefreak,whencame theviola'sturn,themicrophone singledoutoneoftheviolasand anunusualsortofvibratotormentedmeforquiteabit.Of course,onedoesn'texpecttohear thatbeautifulinstrumentwith thestrengthofatrombone.
GustavHoist'sSt.PaulSuite isagreatfavouriteofmine,and althoughIenjoyedit,itlackeda lotofthevigouritshouldhave had,andthat,too,wasnotthe players'fault.Theorchestral partoftheconcertwasconcludedwithTschaikowsky'sSeranade,Op.48.Thisisanotherold favourite,andIconsideritwas nicelyplayedbutlackingsome oftheTschaikowskianplayupon theemotions.Iknowitisonly alighterwork,butstillIhave hearditwithmoreebullience well,Icouldhavesaidthatalittlemoresimply itfellalittleflat.
MARIANMENDELSON. IhavealwaysenjoyedMarian Mendelson'ssinging,particularlyherextraorinarilyclearenunciation.Hervoice,however, wasnotintendedtosoundlike thatofaWagnerianprimadonna, especiallywhenthetinystring accompanimentwasreducedto mostun-Wagnerianproportions.
