WhentheAsturiastiedupinGageRoadsonSundayshecarriedamongherlargepassengerlistahuman cargofortheWestmorepreciousthantherarestmerchandise.Thesewere147migrantBritishchildrenwho leavebeenbroughtoutundertheauspicesoftheCatholic EpiscopalMigrationandWelfareAssociation,incontinuanceoftheschemeconceivedandcommencedin1938and interruptedbythewar.Thechildrenandtheirescorts disembarkedearlyonMondaymorning,andwerewelcomedbyHicGracetheArchbishop,SenatorsD.Tangney andJ.M.Fraser(representingtheCommonwealthGovernment),andMr.F.Gibson,M.L.C.(MayorofFremantle).
TheWestAustralianCatholic ChildMigrationSchemewasinitiatedinMay,1938,whenHis GracetheArchbishopannounced thecompletionofnegotiations betweentheStateandFederal GovernmentsandtheBritish Government.
Rev.BrotherConlonwassent toEnglandtocompletearrangementsonbehalfoftheWest AustralianHierarchy.HereturnedinAugust,1938,withthe firstgroupof37boymigrants, ranginginagesfrom8to12 years.Thesecondcontingent, alsoboys,arrivedlaterinthe samemonthtothenumberof
Thesechildren, byescorts,arrivedonMonday, andwerequicklytransportedto St.Patrick'sHall,whereabrief welcomewasgiventhem.Boys andgirlsrangingfromfiveto thirteenyearspresentedahappy picturewithfacesstainedwith orangejuiceandsweets;while theyexpressedtheirdelightina varietyofaccents.

OnMarch1st.ofthisyear,a MigrationAgreementbetween theCommonwealthandBritish Governmentswasannounced. TheCatholicEpiscopalMigrationandWelfareAssociation,alreadyorganised,establisheda SecretariatandaPerthoffice.All arrangementswerecompleted forthereceptionofthefirstcontingentofchildmigrantswho hadbeencarefullyselectedby BrotherConloninEnglandand Ireland.

Addressingthechildren,His Gracesaiditwashispleasing dutytoextendaverycordial welcometothemtothissunny land.HewelcomedthemonbehalfoftheEpiscopalMigration AssociationunderwhoseauspicestheChristianBrothers,the SistersofMercy,andtheSisters ofNazarethwouldcareforthe boysandgirls.ThewholeCatholiccommunitysenttoeach andeveryoneofthemavery heartywelcome,andhopedthat theywouldbehappy,successful andprosperousinthisnewland.

HisGraceexpressedparticularpleasurethatsomanyofthe migrantswhohadarrivedthat daywereremaininginW.A.He welcomedthosewhohadescorted thechildren,andthankedthem. Hewasespeciallygladtowelcomebackhisoldfriend,Brother Conlon.Hethankedhimfor hismagnificentworkandforthe successthathadcrownedhis workinMigration.HisGrace concludedbythankingSenators TangneyandFraser,andMr. Gibson,fortheirpresence,and themembersoftheMigrationAssociationfortheirorganisation.
SenatorTangneysaidshewas happytobeassociatedwith themonsuchanoccasionasa representativeoftheCommonwealthGovernment.Mr.Calwell,theMinisterforMigration, hadsenthisbestwishestoall thenewarrivalsandapersonal greetingtoBrotherConlon.From thetimetheshipwharfedshe hadbeengoodfriendswiththe boysandgirls-oneofwhomhad
HisGracequicklymadethechildrenfeelathome. mistakenherfortheQueen.She waspleasedtoseethatthey weresettlinginnicelyfromthe start.Theywouldallhavethe opportunityofbecominguseful membersofsocietyandoflearningusefultrades.Theywere amongfriends.TheSenator concludedbyextollingthework carriedonatNazarethHouse andbytheChristianBrothers.
TheMayorofFremantle(Mr. F.Gibson)saidthechildrenwere therighttypeofpeopletobring intothecountry.Hecongratulatedthemigrationauthorities responsible,andassuredthechildrenthattheywouldhavegood masters.
Rev.FatherB.Gallagher,representingtheBishopofGeraldton,intrdducedthevariousspeakers.TheCatholicEpiscopalMigrationandWelfareAssociation wishestothankallwhoassisted inthereceptionandtransportof themigrantchildrenandtheescortswhocaredforthemaboard theAsturias.Therewasappreciativecommentonthesmoothnessoftheorganisationinthe dispatchofthechildrenfromthe shiptothehallandtothevariousinstitutions.
Amongtheescortsweretwo SistersofNazareth(SistersAlbineandReginald)threepostulants,twonurses(MissesMabsonandTaylor),BrothersConlonandHarty,FathersPrendergast,HunterandMurphy.
AfterthereceptionthechildrenwereentertainedintheplaygroundbytheClontarfBoys' Band,whichplayedseveralselectionverycapably,underthedirectionofMr.J.Jackson.The boymigrantsthenleftbybus forClontarf,wherethey.wereentertainedatapictureshow.The TardunboysleftbytrainonMondaynight,andtheBindoonboys bybus.
Thegirlswerereceivedbythe SistersofMercyatSubiaco, whencesomeleftforGeraldton onTuesday.

presentataninternationalConference,where70differentnationswererepresented,andIwas tremendouslyimpressedbythe spiritwhichmovedthoseLeaders.Theywerefiredwiththe apostolate,hvlextendedthe kingdomofChrist,andimprovedthesocialaswellastheculturalpositionoftheaverage workerinthecountriesinwhich theylived.
"Ithoughttomyself,theJ.O.C. isaMovementwhichmusthave atremendouseffectontheworld ifthatspiritcanbeinfusedinto theyouthofthevariouscountries. IfeelthattheY.IC.W. inAustraliawasfoundedupon therightlinesandthatifwe keepthesouloftheMovement alive,thereisnolimittoits powerofdoinggood.

Acountry'spopulationgrowsintwoways:bynatural increasetthatisbytheexcessofbirthsoverdeaths)),and bynetimmigration(thatisbytheexcessofarrivalsover departures)Uptothe20th.centuryAustraliadidwell inbothways.OurnewsettlerscamemainlyfromBritain,whichwasconcentratingonindustrialexpansion,and sohadthetypeofpeopletosparewhichthiscountryneed- ed-farmersandruralworkers.Thissuitedoureconomy nicely,asAustraliawasthendevelopingherarablelands andindustriesconnectedwiththeland.Uptill1861immigrationprovided74percent.ofAustralia'stotalgrowth, andcontinuedinlargenumbersuntil1900.Moreimportantlytheseimmigrantsrearedlargefamilies,andeconomicconditionsalsofavouredahighrateofnaturalincrease.
Duringthepast45years,however,therateofnatural increasehassteadilydeclined,andthenetimmigrationhas alsodecreasedprogressively.In60yearsthebirth-ratehas droppedfrom42per1,000toapre-warfigureof18per .!,000.Thismeansthatthewellsofnaturalfertilityhave driedup.anddespitemeasurestoencouragepeopletohave largerfamilies,itwillstillbenecessarytoencourageEuropeanimmigrationiffornobetterreasonthanfordefence. immigration,however,isnotthesimplematteritwas50 yearsago.ForonethingmostEuropeancountriesare notinapositiontoexportpeople.Secondly,thereare moreattractivepropositionsthanAustraliaformigrants. Thirdly,wemusthaveoureconomyingoodordertoinducepeopletosettlehere,andbecomegoodcitizens. Fourthly,wemustovercomeourinsularismregarding foreigners.

Therearehundreds,andperhapsthousands,oforphansasthesoul-searinglagacyofthewar,whowillbe seekinganopportunityinlife,deniedtothembythelack ofparentalguidance,butwhichcanbeprovidedbythe migrationschemessetupbyvariousorganisations,particularlyChurchorganisations.AndthechainofCathoiicinstitutionsinthisStatehasacapacityofabsorption, greatlyextendedbythedepletionofinmatesoccurring throughoutthewarperiod.TheFarmSchoolsatTardun andBindoonworkincloseco-operation,andtogetherform thecopingstonetoaschemeoftrainingforboys,whichis unique,standingaloneintheworldasonewhichcanprovideforaboyfromthetenderageofevenundersixandtakinghimrightthroughhiseducation,technicalandfarm training,andultimatelytoestablishhimonhisownland asafarmerworthyofthename.ThechainofinstitutionsfromCastledare,throughClontarf,thenTardunor Bindoon,orboth,makesthispossible.

Thecapacityforabsorptionofthevariousinstitutions isprobablymuchgreaterthanthenumbersofchildren available,anditisestimatedthatwithreasonablenotice arrangementscouldbefinalisedtoreceivenolessthan500, withprovisionforanother500threemonthsorsolater. Thenwithinanother12monthsafurtherthousandcould behandled,subjecttotheestablishmentofsufficientguaranteesthattheywouldbeavailable.Itisthehopeofthe EpiscopalMigrationAssociationthatwiththerequisite Governmentassistance,greatnumbersofchildrencanhe broughttothisState,trainedforabrighterfuture,andto becomecitizensofwhomW.A.canbejustllyproud.

Inanendeavourtobring hometoasmanygeneralmembersaspossibletherealwork oftheMovements,theexnufivesofbothMovementsorrnisedtwoone-daycombinedConferences:oneinMayatSubiaco, andanotherinAugustatLeederville.Onehundredand fortydelegatesattendedtlefirst Conference Theproofofthe successandenjoymentderived, fromthefirstConferenceisreadilyseenbythealmostdoubled attendanceatthesecondConference,namely,260delegates.
TheConferencestookthefollowingform:StartingwithDialogueMassat10.30a.m.,followedbyaConferenceconductedby aChaplain;thencattlelunch.The afternoonwasoccupiedbyaConferenceconductedthistimebya Leader.Discussiongroupsfollowedeach*Conference.Ageneralsessionandtheafternocn's activitiesconcludedwithBene diction.An..innovationofthe secondConferencewasthatthe localbranchmembersinvitedall delegatestotheirhomesfo,-tea, andtheLeedervilleBranchprovidedaconcertanddancefor visitorsintheevening.

"TheYoungChristianWorker." Greatdifficultyismetwithin obtainingregularmonthlyreportsfromtheLeaders'Groups. Somegroupshavenot,sofar, suppliedany'reports,othershave suppliedsome,butnotregularjy. Reportssofarreceiveddeal withthefirstsectionoftheCampaign,"TheParish'Because ofthedifficultyreferredtoabove. acomprehensivesummingupof theresultsisnotpracticaHe. Butfromthesereportsandfrom observationsmadeatConferen-esand'hiringvisitst groups,thefollowingconclusion, emerge:
1.TheweakestpartoftheactivitiesoftheLeaders'Groupis stilltheworkofcontact;whereasinmostgroupstheGospel Meditationisdoneverywell,t oftenthe"See"partoftheEnquiryisthefinishofindirectobservationratherthanoffactgathering.
2.Insomegroups,thegatheringoffactsfromcontactsisdone quitewell,butthenumberisrestricted.

March29th.: Immediatelyaftertea,thecity stillglowinginthelightofthe decliningsun,JohnX.andI againplungedintothecity streets.OurobjectwastheCatholicPro-Cathedral.Theother nightattheSeamen'sMissionI hadcarefullystudiedaplanof thecity,andIthoughtIcould godirectthere.Enroutewe passedbazaars,stallsandhandsomebuildingsthatseemedto successfullyblendEasternand Westernstylesofarchitecture; theusualvastnumberofbeggarswhoseclinginghabitswould theynonchantly,switchedflies sacredshrineswithsacredlive bullsmeditatingoutsidewhile theynonchantly'switchedflies offtheirsacredrumps,andafew snakecharmers.
Ithinkitwasoutsideamusic shopwherethelittlecrowdwas gathered.Pushingmywayto theinnercircle(Ihadn'tbeena ruckmanintheCollegeeighteen withoutlearningsomething),I wassuddenlyalarmedtofindmyselfbeingmoodilyregardedby alargecobraaboutthreefeet away.Retreatwasimpossible, butluckilythecobrawasengrossedindoingitslittle'act withitsboss.Thelatter,with cheekslikeaglass-blowerinaction,wasvainlytryingtocompeteonalittlewoodentypeof flutewiththeSinatrarecordingthatwasblaringforthfrom theshopnearby.Evidently Frankiewon,becauseafterthe firstchorusthecobrawentinto asemi-swoonbeforeitmadea strategicwithdrawalintoitslittlewickerbasket.

Lateroutsideitwasreal*, touchingtoseethecolouredportionofthehugecongregation crowdingaroundthethreepriests whohadconductedtheMission, tothankthemfortheirwonderfulefforts.
