Bytheunanimousendorsement byCaucusoftheFederalGovernment'sproposaltonationalise theprivatebanks,thedyehas beendefinitelycastinthemost, momentousissueinAustralia's history.Itisanticipatedthat' theappropriatelegislationwill bebroughtdownlatenextweek.

ThepassageoftheBillthrough theFederalParliament,however

petenceintheappraisementof sociallifeinthelightofCatholicprinciples.Irefertothe Septemberissueof"TheCatholic Worker,"whichunconditionally supportthenationalisationproposalonthegroundsthat"anythingshortofnationalisation mustfail."Beforediscussing thereasonsputforwardby"The CatholicWorker,"itwillbeusefultoconsidertheviewspublic-

theseexpressionshasbeenmade byArchdeaconO'Donnell,ofTasmania,whoisresolutelyopposed tothebankingmonopolybythe Commonwealth,andseesitasan all-roundthreattopersonalliberty.TheArchdeaconhasthe righttoapplythegeneralprincipleenunciatedbyCatholicsocialphilosophyandhisopinion increasesinvaluebyreasonof hisintimatepracticalexperience withthefoundationoftheCorn monwealthBankanditsfounder, Mr.KingO'Malley.

Fortherest,thetaskofproposingconcretesolutionstosocialproblemsorofcriticising thoseputforwardinthelight offirstprinciples,isthefunctionoftheCatholicPress,which isdischargedasfullyandcontinuouslyasitsstaffpermits.In thisfield,the"CatholicWeekly," ofSydney,hasbeenmostprominent,thoughthecondensedreportsofitsviewsinthesecular pressareplainlygarbledby divorcingthemfromtheircontext.Atthetimeofwriting, theparticularissueofthe"CatholicWeekly"whichdiscusses thematterisnottohand.But itisnoteworthythatthiscon-

stormyitmayprove,isassured; butthatwillnotnecessarily closetheissue.Theeffective operationoftheBillmaybedelayedoveraconsiderableperiod bytheprocessesoflawtodetermineitsconstitutionalvalidity. InthemeantimeMr.Chifleymay havetoanswertotheAustralian peopleforhisimperiousmoods andhisautocraticdisregardof thepopularvoice.

Itnowbecomesnecessary,however,inviewofthepropagandisttreatmentaccordedtoCatholicstatementsinthePress,to stateclearlyandunequivocally thatnosuchthingexistsasthe Catholicattitudetonationalisation,inthesensethattherehas beenorcouldbeanauthoritative pronouncementbindingtheconsciencesofCatholicsinthisrespect.

Writingoftheproposednationalisationofbankinglast week,Iclaimedthat"theweight ofinformedCatholicopinionis inopposition thereisanotableunanimity."Sincethat timetherehasoccurredadisparityofopinionwhichcannotbe 'lightlysetaside,sinceitissues astheconsideredjudgmentofa bodyofCatholiclaymenWeo haveforyearsbeenendenvouiringtoapplyCatholicsocialpr'm ciplestoAustralianconditions, andwhohavewongeneralrespectforintegrityandfearlessnessofutterance.Norwill therebeanychallengefromCatholicquartersastotheircoe,-

lyexpressedbyCatholicsto date.

Theonlypublicstatement madetodateonafullyauthoritativelevelhasbeenthatof ArchbishopBeovich,ofAdelaide. HisGrace,inmyopinion,very rightlyconfinedhimselftothe elucidationofgeneralprinciples. Inbrief,hestatedthatthenationalisationoftradingbanks wasnotindirectContrasttothe socialprinciplesoftheChurch; butwhetheritwasactuallydesirableinthepresentcircumstanceswasachoicelefttotheindividualinthelightofwhether itsresultswerelikelytobebeneficialorharmfultothelifeand libertyoftheordinarymanand woman.Whatisclearisthat theArchbishopdoesnotfeelit withinhiscompetencetomake uptheindividual'smind.While thisattitudeis,inmyview,perfectlycorrect,itsdrawbackis thatthedecisionoftheordinary manandwomanisnottobe soughtbytheFederalGovernment.Ifanyonefeelsthatthe Archbishop'sviewslendcountenancetothebankingnationalisation(whereashehasgivena highlyconditionalnihilobstat), onemightjustasreasonablyinferthathewouldfavourareferendumtoenablethewillofthe citizenstobeofsomeavail.

Arertfromtheutterancesof theHierarchy,theviewsofother Catholicsmayfallintothecategoryof"informedbutunauthoritative."Themostnotableof

tativeCatholicstatementmight bemadeaftertheGovernment's plansweremadepublic,andthat theweightofCatholicopinion mightcausememberstocross theHouseandbringdownthe ChifleyGovernment.Allof whichissheerkite-flying.There isnottheremotestpossibility, asIseeit,ofthebishopsmakingastatementwhichwoulddecideCatholicopiniononthe issue.And'ifCatholicinfluenceissopowerfulpolitically, onewondersmildlywhyithas notendedtheeducationalanomalyforonething.Thecase againstnationalisationisquite soundenoughinitselfwithout suchdeceitfuldistortions.There isnocallforpanictacticswhich generatemoreheatthanlight. Thewilfulcreationofconfusion isunpardonableinanationalissuewhichrequires,aboveall, clearthinking.

SincethereisnowdisagreementamongCatholicsocialstudents,itmayherebeusefulto setforthwhatisstillcommon groundtobothsidesandtocommentonthepracticalissues whichdivide.NoinformedCatholic,honestlystrivingforsocialjusticeinthelightofCatholicsocialprinciples,coulddesire areturntothepre-warfinancialstatusquo.The"irresistible power"conferredonorusurped byfinancialcapitalismsincethe IndustrialRevolutionenabled them,asPiusXI.stated,"to graspintheirhandsthevery soulofproduction,sothatno onedarebreatheagainsttheir will."Whetherornottheprivate banks,throughtheirinternationalcombines,causedwarsand depressions,itisagreedamong Catholicsociologiststhatthey wieldedapowerbeyondthevalid socialcompetenceofindividuals andareturntothatsystemis unthinkable.

AchangeinMonopolybutProletarianism remainsandgrows.

withourown,i.e.,thatnationalisationofbankingcannotbe viewedasanissueapart.The "CatholicWeekly"apparently seesthebankingproposalsas partandparcelofanall-outbid forpoliticaldespotism,fora comprehensiveandpermanent Socialistregime.Ifthisbethe intentionoftheGovernment,it comesunderspecificCatholic condemnation,andnationalisationasamajorstepinthatdirectionoughttobestubbornly resisted.

TheMelbourne"Advocate" hastodatecontenteditselfwith aCatholicviewofnationalisation,whichisunfavourableto theproposal.Therehasbeen noeditorialcomment.Thepositionof"TheRecord"issimilar, withtheadditionofmyownfeaturearticles(which,ofcourse, donotnecessarilyreflecteditorialpolicy),andwhichareofno moreweightthananyotherinformedandresponsiblecomment.

"TheCatholicWorker,"onthe otherhand,haslentitswhole-

dinaryCatholic.Itmightsurprisehim,butitshouldnot shockhim,becauseitgoesto showtheverywidelibertythat ispossibleunderasystemofreligiousauthoritarianism.Itis anexcellentanswertothosewho consistentlyaccuseCatholics ofhavingtheirmindsmadeup forthembytheclergy.The explanationoftheriddleis,1 think,thatoneschoolofthought cannotbebroughttolookatthe issueasasingle,unrelatedone. Fundamentallyitisaquestionof whetheritispossibletotrustthe futureintentionsoftheFederal Labourleaders.Andonthat issuetherewillobviouslybetwo opinions. ThesecondmattertowhichI wishtoreferisthewayinwhich thesecularpresshasadapted Catholicopiniontoitsownuse. Labourmemberswerereported tobeconcernedattheSydney andHobartstatements-aview whichtheunanimousCaucusdecisionwouldseemtohaveshown tobeslightlyunfounded.Then therewerehintsthatanauthori-

Itmaynotbe,purposelesstoreflectthattheorigin.; oftheTradeUnionMovementandoftheLabourParty wereenormouslyinfluencedbyCatholics.Evento-day weenjoyarepresentationinthehighestcouncilsoflegislaturefarabovewhatournumericalstrengthwarrants. ButitmustsadlybeconfessedthatCatholicsinboththe industrialandpoliticalspheresofpubliclifehavefailed miserablytogiveaclearChristiandirectiontovagueprin cipleswhichappearnowtohavebeentwistedtosuitLeft Wingdoctrinaire'aspirations.The"socialisationobjective"isaclassicinstance.Nothingcouldbeinitself broaderormorenebulous.Catholicscouldhavemadeit consonantwiththepropereconomicandsocialdevelopmentofthenationiftheyhadknownandappliedthesocial teachingsoftheChurch.Insteadanatheisticandtyranousminorityhaspervertedittoitsowndespicableends. Itmaynothetoolatetosavethecity,butcertainlythe enemyiswithinourgates.

Unfortunately,however,there aresomewhocastthecrossfrom them,andifthisbeimpossible theyliedownbeneathit.These arefrustratingthedesignsof Redemption,whichrequirethat sufferinghaveaplaceinevery pathoflife.Sufferinginthe religiouslifecomeswithallits completeness.For,asSacred Scripturetellsusinalmostevery page,ifwebeginwithChristwe shallreignwithHim.Thecross isHis.Atthefootofthat crossstandsaWoman,soheartbrokenthatitseemsimpossible forhertocontinuetolive.That WomanisMaryImaculate,who gaveChristtotheworld.The receptionofHisPreciousBlood bringstothesoulalikingfor thecross;notmerelythecross ofjoyandglorybutthecrossof painandsacrifice.

Everyonewhowantstobeholy mustrealisethathecannotpick andchoosehiscross.Maryrealisedthiseveninthejoysofthe Annunciation.Shehasalways givenherselfentirelytoGod, andnowshereceivedHimcompletely.Inthatmomentthese twosacredheartsenteredintoa unionsocloseasalmosttoapproachidentity.Therefore,Mary becamethemediatrixofall graces.Thedegreeofman's unionwithGodwillalwaysdependontheclosenessofhis unionwiththeSacredHeart. TheIrishFranciscanmission territoryisincentralChina, wherethereareveryfewCommunists,butinthenorthernprovincestheCommunistshaddone immensedamagetomissionary activity,bydestroyingbuildings andorphanages,andexpelling missionaries,saidMgr.Connaughton.Practically;allthe American,French,German,Italian,andDutchFranciscanmissionshadbeendestroyed.

Unfortunately,iftheleaders arebad,unscrupulousmen,they canusethemachineryofthe tradeunionsandthestrikeweaponfortheirownevilpurposes. Sotradeunionsandstrikes,from beingthefriendsoftheworker,caneasily,andhiveinfact, becomeamenacetothepolitical, socialandeconomicgoodofthe worker.

Ifmenhaveanaturalrightof association,itfollowstheyhave alsotherighttowithholdtheir labouriftheirjustdemandscan beachievedinnootherway. Hence,despitethefactthatmany strikesareengineeredbyprofessionalagitators,thefacileattitudeofindignationonthepart ofthepressandsectionofthe publiceverytimeastrikeoccur: isnotreasonable.Intelligentlabourleadersarefully alivetothesituation,astherecentstatementoftheLabour PremierofTasmaniaindicates.

TheSeventhCommandment ofGodisnotfashionable,and yetitisattherootofallour troublesto-day.Justicecomes evenbeforeCharity.Wemust firstbejust.Employers,byexploitation,starvationwages,and failuretoremedybadconditions, singravely.Aworkeralso breaksthiscommandmentby failuretogiveanhonestday's workforanhonestday'spay.

Heisboundtoregardhisemployer'sconcernsashewould hisown,workasconscientiously, nottowasteorsquandermaterialortime.Histimeisnothis own;hehascontractedtosellit tohisemployer,andsoisguilty oftheftifhewastesitandjust giveseyeservice.

Thecommandmentthencuts bothways.Notonlythepilfererofgoods,butthecareless, lazyemployeeisdishonest.The inspiredwordofGodtellsus"if amanwillnotworkneitherlet himeat."Letnolaburingman beguiltyofinjustice-acrime herightlycondemnsinhisemployer.Lethimevenstriveto givethatlittleextraforwhich heisnotpaid.Menmustrealisetheirpositionaschildrenof Godandregardtheiremploymentasavocation,aGod-imposedduty;notassomethingdegradingandbelittling,butasa meansofworkingouttheireternalsalvation.

"Toworkistopray,"wasthe watchwordofmedievalCatholic Europe.Thedignityoflabour thenmustbemorewidelyrecognised,Honesttoilennoblesall anddignifiesthelabourer.Todayitisn'tsomuchtheemploy. erwhoneedstoberemindedof thisastheaverageworkerhimself.Acrazeforeasymoney, cushyjobs,apagancontempt andaversiontowardsthepick andshovel,arebecomingalarm-inglywidespread.Thereisno fearinthiscountrywithstrong tradeunionsthatemployerswill doastheyplease.Thepenny dreadfulcaricatureofthebloatedcigar-smokingcapitalistaffectsonlymentaldeficientsand stoogesofsomeintellectually

bankruptsystemlikeCommunism.Thereisnoreformthat cannotbeobtainedbyconstitutionalmeans.Itisfortheaverageworkingmantorealisethat thiscountryisaworkingman's paradise,thatwehavemany thingsthatourforefathersonly dreamedof. Arbitration,workmen'scompensation,andsocialbenefitsare commonplacenowwithus,butin manyplacesoverseasareeven yetunknown.Thereislittle fearthatmenwillbeundulyexploitedbecauseahappy,healthy workingmanwillbeabetteremployeeandamoreloyalco-operatorthanadisgruntledoverworkedmenial.Butthereisa verygraveandrealdangerthat Australianworkerswillbecome thetoolsofpoliticalagitators, whosefirstloyaltyistoaforeign power;thattheywillbecome, hypnotisedbysirenswhowould lurethemtotheirdestruction. Everymanknowsthatthereis nosubstituteforwork,that prosperityisachievedbysweat andtoil.Unfortunatelydecent, hard-workingmenareinarticulate;andglibtalkerswhomhonestmendespiseintheirheart.; areallowedtoruletheroost.

Gangstermethodsareadopted byCommuniststosecureleadership,andthosemastersofstrategyplayonthemen'ssenseof loyaltytoremaininthepondonsofauthorityintheunions, whichbytheirbehaviourthey haveclearlyforfeited."Iam aCommunist-thatismycwn affair-butIamalsoyourunion secretary.WhenFascistsand Capitalistsattackme,theyare attackingyou"-thatistheline theyadoptandwithconsiderable success.

TheBishopshavenotonlygivenusamasterlyanalysisofthe rootcausesofourindustrial strife,buttheyhavealsopointedoutconstructiveremedies. Thefirststepinsocialreform mustcomefromprayerandpenance.Themightywlaponof prayerandChristianmotificationmustbecomeagainfashionable."UnlesstheLordbuildthe housetheylabourinvainwro buildit."GodmustbeacknowledgedinHisownworld,and ChristmustbegivenHi!rightfulplaceintheaffairsofmen

Oncemoreweareremindedthat noCatholiccancompromisewith Communism;thattheyarediametricallyopposed.Thegenuine,sincereCommunistadmits thatheistheenemyofallrillgion-unlessonethatwillfitin withhisideaofthings.Governmentsandpoliticalparties alsobearaheavyresponsibiPty nottousetheCommunistmenacemerelyasaweaponofparty politics.ItisclearlytheiUty oftheGovernmenttoprevent intimidationandfraudulentelectionsintradeunions.

DR.BEOVICH'SSUMMARY.

Inmediaevaltimes,saidDr. Beovich,CapitalandLabourfulfilledtheirproperfunctions, withoutantagonism,forworkers weretoalargedegreetheownersofthecapital.Thisposi tion,whichhadbeenreachedr):, evolutionundertheguidanceof theChurchandtheinfluenceof theguilds,wastrueoftheindustrialpopulationaswellasof farmers.To-dayitstillexisted amongthemajorportionof farmers.butinindustrywe"ad thecapitalisteconomicrel.-dine, inwhichthecapitalandlabour jointlyneededforproduction wereprovidedbydifferentpeople.

AbusesofCapitalism.

Thiscapitalisteconomicregimewasnotviciousinitsnature,butdepartingfromChristianprinciplesandrightorder itcouldeasilycausesocialinjusticethatwouldpressmost heavilyontheproletariat,that is,ontheproperty-less.Actually,ithaddoneso,influencedby theerrorsofeconomicLoracism,inwhichwealthwasregardedasanendinitselfinsteadofbeingameanstopromotethetemporalwell-beingof thepeople.Ithadledtounlimitedfreedomofcompetition andtoeconomicdominanceexer usedthroughmoneyandthe monopolyofcreditconcentrate,i inthepowerofafew.

"Thisaccumulationofpower," saidPopePiusXI.,thecharacteristicnoteofthemodern economicorder,isanaturalre suitofthelimitlessfreecompetition,whichpermitsthesurvival ofthoseonlywhoarethestrongest. Astheultimateconsequenceofthisindividualistic spiritineconomicaffairs freecompetitionisdead;economicdictatorshiphastakenits place,unbridledambitionfor dominationhassucceededthedesireforgain:thewholeeLo.,o miclifehasbecomehard,cruel, andrelentlessinaghastlymeasure."

PropertyforthePeople. Aremedyforthepresentposition,saidtheArchbishop,was therestorationofasystemin whichthegreaterpartofthe workersinindustrywereowncrsorpartownersofthecapitalwithwhichtheylaboured. Andforthistosucceedwithpermanenceitmustbebasedon JusticeandCharityandtheLaw ofGod.

Meanwhile,wewerefaced withourimmediateproblemsin Australia,chiefamongthemthevowingantagonismbetween CapitalandLabour.TheChurch hadalwaysinsistedontheright ofmentoformtheirownindustrialassociations.Ithadencouragedtheformationoftrade unions,ofemployers'associations,andofprofessionalasso ciations.

TradeUnionsandStrikes. Undermodernconditionsthe righttoorganiseintradeunions andtherighttostrike,under certaindefinedconditions,were inseparable.Theconditionsfor ajuststrikewere (1)Thecauseofathreatened strikemustitselfbejustand rightful.

(4)Beforeastrikewasdeclaredeveryeffortmustfirstbe madetosettlethedispute peacefullythroughconciliation,arbitrationandother morepeacefulmethods. Thetradeunionmovementhad succeededbypeacefulmeans andsometimesbystrikesinsecuringalargemeasureofsocial justice.Therewasneedfor constantvigilance;thatwould betrueofanyhumansystem. Butinthesedaysanewfactor hadenteredthefield.The CommunistParty,bentonrevolutionandthedestructionof political,socialandreligious freedom,wastryingtouseand dominatethetradeunions.They weresucceedingtoadegree. Hithertostrikesdeclaredbythe unionsweredesignedtosecure industrialgains.Now,inthose unionsdominatedbytheCommunistPartystrikeswerearevolutionaryandpoliticalweapon. InthisthePartywasactingaccordingtothetextbook. TheofficialCommunisthandbookonAustraliantradeunionismcontainedthefollowingdeclarations: "strikesproperlyledandconductedandproperlytimedarea revolutionaryweapon.Strikes developthelabourmovement,organiseanduniteworkers,and wintheintermediatesocial stratatothesideoftherevolution."

"Organisingforshopcommitteesinfactoriesisaforemost taskoftheCommunist. The shopcommitteesplayamostim-, portantroleinthepreparation andmobilisationoftheworkers forstrikeaction.Inarevolu tionarysituationtheshopcommitteeswouldbeoneofthechief instrumentsfordrawingthe wholeoftheworkingclassinto thefight,intothestreet,andthe generalrevolutionarystruggle."

TheCommunistmenacetoAustralianfreedomwasveryreal. Itsprogrammefortheseizure ofpowercouldbesummarisedin sevensteps.

(1)Thecontrolofgreatindividualtradeunions.

(2)Theuseoftheorganisation andpropagandaofthose unionstospreadthedoctrine ofCommunism.

(3)Theuseofthecoercive powerofunionismtodictate thereligious,socialandpoliticalbeliefsofmembers.

(4)Seizureofcontrolofthe entireunionmovementby amalgamations,strikeaction andsimilarmethods.

(5)Paralysisofthenation'seconomyandofthenormalmachineryofgovernment.

(6)Generalstrike.

(7)Revolutionaryaction. Thatprogrammewasapracticaloneandwasalreadybeing putintoeffect.Apathywould notdefeatit.Onthecontrary. ifwewouldovercomeamenace thatthreatenedthedestruction ofpolitical,socialandreligious freedom,allsectionsofthecommunity-societyingeneral,the Church,politicalparties,the press,employers,tradeunionsallmustshareintheworkof eliminatingtheperilandrestoringthenation.

AsfortheChurch,shehad consistentlystoodforhuman freedomanddignityagainsttotalitarianattack.Shehadconstantlyproclaimedtheprinciples andrightsofsocialjusticeand thedangertothoserightsofa materialistphilosophywhichopposedGodandenslavedman.

TheArchbishoprecalledthe wordsofEinsteinwhenspeakingofanotherpaganphilosophy: "Beingaloveroffreedom wentherevolutioncameto Germany,Ilookedtotheuniver-

REV.FR.BRESLIN,O.M.I. sitiestodefendit,knowingthat theyhadboastedoftheirdevotiontothecauseoftruth.But, no,theuniversitiesimmediately weresilenced.ThenIlookedto theeditorsofthegreatnewspaperswhoseflamingeditorials indaysgonebyhadproclaimed theirloveoffreedom;butthey, liketheuniversities,weresilencedinafewweeks.

"OnlytheChurchstoodsquarelyacrossHitler'scampaignfor suppressingtruth.Ineverhad anyspecialinterestinthe Churchbefore,butnowIfeela greataffectionandadmiration forit,foritalonehadthecourageandpersistencetostandfor intellectualtruthandmoralfreedom."

Thefightagainstatheistic Communism,however,wasnot merelynegative.Allsections shouldstrivetoeliminatesocial injusticeandtoworkforpeace inindustry.

Concerningassociationsof employersandworkersasinstrumentsofsocialpeace,itwas necessarythatthereshouldbe constantconsultationsofemployersandworkersinthesame industry.Itwouldbeaforwardstepiforgansofco-operationwhichalreadyexistedindifferentStatesofAustralia,such astheSouthAustralianWages Board,wereslowlytoextend theirfunctionstocoverdiscussiononalltheproblemsoftheir respectiveindustries. Inthis waytherewouldbeabetter chanceofemployersandemployeesmeetinginanatmosphereofharmonyinsteadofthe antagonismwhichisinevitable iftheymetonlyontheoccasion ofdisputes.

FrederickOzanamwasaremarkableandsaintlyman.He cameofaFrenchfamily,and wasthefifthchildofafamily offourteen. Hisfather,who wasabrilliantdoctorwitha largepracticeatLyons,must havebeenaveryholyman,as healsousedtospendmuchof histimeoncharitableworks.An examplewhichhissonwasto noteandfollow.

BRILLIANTINTELLECT.

DonotthinkthatFrederick Ozanamwasoneofthosesoft, "sissy"types.Onthecontrary, hewas,aswerealltheSaints,a MANintheverybroadestsense oftheword.EndowedbyGod withabrilliantintellect,he gainedhisDoctoratesofLaw andLiteratureattheageof twenty.

HewascalledtotheBarand spentsometimeasaverysuccessfulbarrister.Law,however,wastoodullforhim,sohe putawayhislawbooksanddecidedtomakeliteraturehiscareer.Hisstudieswereprofound,andhesoonbecamethe mostpopularprofessorinParis. Soonhereachedthehighestseat oflearninginFrance,andeventuallywasappointedheadlecturerintheUniversityofParis. ThistotheworldlynOghtseem tohetheheightofanyman's ambition-tobeacclaimedasthe mostpopularprofessoratoneof thegreatestuniversitiesofthe world;tohavehisbookspraisedbythegiantsofFrenchliteraturelikeChateaubriandandLamartine.

Thiswouldhavebeensufficient foranyordinaryman,butFrederickOzanamwasnoordinary man.Herealisedonlytoowell theimportofChrist'swords: "What(lothitprofitamanto gainthewholeworldandthen sufferthelossofhisimmortal soul.Hisholinesswasnotof thesentimentaltype,butthe tiv.peofmartyrs.Godhadgiven hislifefoeus,andhewasgoing togivehislifeforGod.

INNERLIFE.

Wecanapproachonlywith deeprespectandreverencethis aspectofhislife-forthroughoutitwecanseetheever-presentworkingofGod.Evenas achildwecanseethiswonderful Christianspirit.Talkingabout hismother,heonceremarked thatthegreatestgiftGodcould havegivenhimwasthefashioningofhermotherlyheart."It wasatherkneesthatIlearntto fearThyname,0Lord,andfrom herlookstoloveThee."

Thislove,trulyChristianand Catholiclove,wasmanifestedtowardshiswifeanddaughter.

Oneofhismostintimate friendswasthegreatscientist, Ampere,themanafterwhomwas namedtheelectricalampand theampmeteronyourcar.This greatmanhadtheflatabove them,andoncewhentherewas agreatcholeraplaguesweeping France,Amperesaidtohim:"If Ishouldcontractcholera,Iwill raponthefloorwithmystick. GofirsttomyFatherConfessorandthentothedoctor."

SORBONNE.

AttheageofeighteenheenteredtheSorbonne,thegreat UniversityofParis.Herehe cameintocontactwithaworld thatwaspagan.Ridiculewas heapedonreligionbythestudentsandprofessorsalike.This sooutragedhimthathesetto workandpubliclyconfounded oneofthemostbitteroftheprofessors.Thiswouldhavetaken alotofcourageandalotof brains.Ifyourealisethathe wasonlyayoungmanwithhis careerinfrontofhim,youwill realisewhataseriousstepthis was.

Thiswasnotenoughforhim. Hegatheredaroundhimafewof hisfriendsandstartedtostudy deeplythehistoryandphilosophyoftheCatholicChurch.Debateswereheated,andhealways cameoutwithflyingcolours. Thiswouldhavebeenenoughto satisfytheapostolicspiritof mostmen,anditcouldhavebeen enoughforhimhaditnotbeen forachanceremarkofoneof hisopponents.,Duringadebate oneofthemremarked:"Youare rightifyouspeakofthepast. Christianitydidwondersthen, butnowitisdead,andyouwho boastofyourCatholicism,what doyoudo?Wherearetheworks thatproveyourfaithandwould makeusrespectandadmitit?"

FOUNDATION.

Thishurtalot,andhethought deeplyonthematter.Atthe nextmeetingofhisfriendshe aornittedthathisopponentwas sight."Theyareright,"he said."Well,letustowork;let usdoasChrist(lid;letushelp ourneighbourasHedid,and putourFaithundertheprotectionofcharity."Whenhehad saidthathehadlaidthefoundationsofthatworld-wideinstitutionknowntousastheSociety, ofSt.VincenthePaul. Rememberthatatthistimehewas notyettwentyyearsofage. Thiswasnotabarrendecision. Theystartedworkimmediately, antithefirstthingthey(lidwas todistributetheirslenderstock ofwinterfuel.Thatspiritof

self-sacrificewas,andindeed stillis,thehallmarkoftheSociety. TheSocietysoonspread,and oneofitsfirstworkswastocollectandforwardthesumof 150,000francstoIrelandtorelievethefamineofthoseyears. TheIrishCatholicshadtorenouncetheirfaithinordertoobtainamealfromtheemergency kitchensthattheBritishGovernmenthadsetup.

APOSTOLICACTIVITY. Thiscourseofactivityon whichhenowembarkednotonly didnotreducehisspirituality, butindeedgavemorefueltothe flamesofdivinelove.HismovingspiritwasalwaystheburningloveofGod.Hiscriterion ofsuccesswastheadvancement insanctityoftheindividual memberofsociety.

PERSECUTION.

OnthefirstofAugust,1851, thelatePiusIX.conferredupon theSocietythesignalhonourof havinga"CardinalProtector"in Rome,anofficewhichwasheld recentlybythepresentHoly Fatherwhenhewasknownas CardinalEugenioPacelli.AccordingtotheSaints,GodalwaystriesthosewhomHeloves best,andsoonthestormsofpersecutionragedaroundtheinfant Society.Byadecreeofthe 16th.October,1861,thefull powerofthesecondFrenchEmpirewasthrownagainstit.In Spain,likewise,aftertherevolutionof1868,itwasdissolved anditspecuniaryresourcesconfiscated.InMexicolikewise, andindeedinall'thecountries wheretheChurchhassuffered, theSocietyhassufferedwithit.

Themembersareexhortedto "strivetowardsallvirtues,but especiallytowardsthevirtuesof self-denial,Christianprudence, activeloveofourneighbour, zealforthesalvationofsouls, meeknessinheartandword,and aboveallthespiritofbrotherly love."

ThewarhadpassedovercentralandSouthernItaly,leaving initswakedeath,destruction andsickness.

Fromoutoftheruinscame thechildren,innocentvictimsof thewar,orphaned,maimed, homeless.Someofthem-the smallerones-foundrefugein charitableinstitutes;buttheolderones,afterroamingthrough thecountrysideseekingtoward offstarvation,driftedintothe greatcitiesorfollowedtheAlliedArmiesintheirslowadvance upthepeninsula.

Fromoutoftheirrankscame thestreet-boys,intelligent,daring,oftenheroicintheirstruggleagainstthecrueltyofthe world.

Compelledbysheernecessity toseektheirlivingonthestreets, onlytoosoontheybecameinuredtotheirvagabondlife.

Whatwastobecomeofthese boyswhoinfestedthecities,engagedduringthedayinillicit activitiesandsleepingatnight underthearchesoftherailway stationsandinthepublicgar- dens?

TwoPossibilities.

Thereweretwopossibilities. Thepessimistsproposedone:to waituntiltheboysenteredupon alifeofcrime,andthen interventionandthereformatory wouldsolvetheproblem-at leastforatime.

Theoptimiststhoughtotherwise.Theboysshouldbetakenoffthestreets,andunderwise guidancewonbacktoanormal life.

Anexcellentsolution.But easiersaidthandone.Thestreet hoyshadnointentionofgiving uptheirfreedomtobecomeso manyinmatesofanorphanasylum.Iftheyenteredonethey ranawayimmediately.

Boys'VillageatSantaMarinelloconceivedbyFatherAntonio Rivolta,offeredanothersolution. ItwasaMilanese,andbyMonsignorJohnPatrickCarroll-Abbing,anIrishmanintheVaticanservice,anditwasfounded onpurposetoreceivethesevery street-boys.

FreeCitizens.

Notanorphanage,norareformatory;butarealvillage, wherefreeboyswouldliveas freecitizens.Nobarriers,or

barbedwirefences. Noiron discipline,orhardimpositions; butinsteadliberty,andwithit voluntaryself-discipline,selfgovernmentandasenseofresponsibility. Thiswasthedreamthatinspiredthetwomen.Thenit wasadream;nowitisareality.

ThefirststeptowardsthefoundationofBoys'Villagewas madewhentheuseofavillain thecountrywasofferedforthis purpose.

Thevillahadbeenoccupied successivelybytheItalian,GerntanandAlliedArmies.Ithad alsobeenbombed.Ontheother hand,itwasontheseacoastand withineasyreachofRome.

WithgreathopesMsgr.Carroll-AbbingandFatherRivolta wentdowntoinspectit.Things wereworsethantheyhadexpected.Thegardensandland weredevastated;thevillawas inaruinousstate,andwasinhabitedbytwentybombed-out families.Onlyoneroomwas vacant-thegreatbeam-roofed hall-butgapingholesinthe roofandpanelesswindowsand doorsrenderedituninhabitable.

Thewould-befounderslooked ateachotherruefully,buttheir decisionwasunanimous.

OneHallForEverything.

AtthebeginningofAugustthe firstgroupofboysarrived.

Thehallwasdormitory,dinhall,school-room,play-room.As democracyprogresseditwasto becomeCityHall,Courthouse, BankandShopaswell.

Theboyssleptsoundlyon sacksfilledwithstraw;they swaminthesea;theyraninthe fields,theykickedabouttheir oneandonlyfootball.Morning,goonandnightfoundthem, famishedandclamourous,united roundthedining-table.

SeptemberandOctoberwent by.TheNovemberchillspenetratedthecottonblankets.The icywindofwinterexploredevery cornerofthegloomyhall.

Schoolhadbecomealongdrawn-outtortureforboyswho knewneitherhowtoreador ,write.

Thelessonsofdemocracywere hardtolearn:loyaltyandnot guile;honestyandnottheft; workandnotidleness;tolerance andnotviolence;libertyandnot licence. ThatwinterBoys'Villagewas topassthroughitsperiodof trial.Cold,discomfort,discouragementwereallexperienced andovercome.

Whenthespringcameround itfoundthelittlecommunityintactandlookingforwardwith hopetothefuture.Thegreat hallcouldnolongercontainthe growingenergywithinitsfour walls.

Oneofthebombed-outfamilies left. Aroombecamevacant andwasputinorder.Thedining-roomandtheschool-room wereinstalledintheirnewquarters.

Littlebylittlethecommunity extendeditsboundaries.An oldshedwasrepairedandwhitewashed.Thenewdormitory waspoverty-strickenbutclean.

Keepingpacewiththebuilding,theideasofthenewdemocracywerealsotakingroot. Bravingthecold,theMayorand citizensheldtheirdailymeetings intheopenair.

Thecity-bredboyswerebecomingaccustomedtothecountry.Afterschooleachdaythey weretobefoundhardatworm cultivatingtheirplotsofland.

Thebuddingjournalistsintheir midstcouldnotbesuppressed. Livelyarticles-theirpungency heightenedratherthandiminishedbyacertainfreedomofspell- ing-adornedthecolumnsofthe "BelloftheVillage."

BuildingFever.

WiththecomingofSpringa furyofbuildingseizedthelittle community.

"Awaywiththeruins!The timehascometolaythefoun- dationsofourvillage."

Doorsmustbebuilt;windowframesmade.Newchairsand tableswereneededforanewvillage.Thereisnoroominside forthecarpenter'sbench?All thebetter.Whatcouldbemore pleasantthantosawandplane andhammerintheshadeofthe vine?

Whatdowecareifournew houseisofwood?Itisonly temporary;anewstepforward- hasbeenmadeintheconstructionofBoys'Village.

ThenewVillagemustbewell planned.Newroadsmustbe built,new planted.gardenscreated,trees

DemocraticProcedure.

AtlasttheVillageisreadyto receivenewguests.Father Rivoltagreetsnewclientswho haveheardoftheVillageand havecometoformtheirown ideasaboutit.Smilingfaces greetthenewcomers.

EveryeveningtheMayor,who iselectedbysecretballotbyhis fellow-citizens,callsthemtogetherinaformalassembly.

Well,Mrs.Brady,youhave askedmearatherdifficultquesVonhere.Yousee,Co-operation mustbenon-sectarian,andnonpolitical,whereas,ontheother handCommunismisaninsidious Heresy,itisaReligion,itisa Politicalinstitution,infactit canbejustwhateveritsleaders wishtocallitinordertodeceiveitslesswaryfollowers. TheannouncementattheInternationalStudyWeekthatit washopedtocelebratethe Y.C.W.'ssilveranniversaryin 1950byanInternationalY.C.W. PilgrimagetotheHolyFather inRome,wasreceivedbyall delegateswithtremendousenthusiasm.

Canon('ardijn,incommenting ontheproposals,said:"Ourlate HolyFather,PopePiusXl.,said 'thatthegreatestscandalofthe 19th.centurywasthelossof theworkingclasstotheChurch. In1950bytheGraceofGodand theapostolicworkofourmembers,we,theyoungworkersof the20th.century,shallbeable togototheHolyFatherandreassurehimofourpledgetorestoretheworkersoftheworldto Christ."

1.Thattheincorporationof the1945legislationintheConstitutionwouldanswer,and wouldhave,moreover,themost desirable(ifnotimperative) benefitofascertainingthepeople'swillbyreferendum.

2.Thattheco-operateprincipleinthesphereofbanking couldprovidethebestsafeguard againstthedangersofmonopoly-dangerswhichapplyboth totheprivatebankingsystem andtonationalisation. Cooperativecreditsocietiesfunctionadmirablyinmanypartsof theworld,andarethebestexemplificationofsubsidiarityinthe fieldoffinance.Atpresent therearealltoofewco-operative organisationsbetweenthefamilyandtheState.Thesecannotbeimposedfromabove,but bywisegovernmentalencouragementandsupportcouldbegraduallybroughtintoexistenceand wouldbewellworthwaitingfor.

Thevitalpointaboutapply. ingtheprincipleofsubsidiarity seemstomethatitisnotthe solutionsbywayofalternatives whichhavetoprovetheircase, buttheextremehazardbyway ofcentralisation.Sincetheless complexarrangementistheway oftrueorderandofnature,the morecomplicatedsystemmust provenotonlythatitisnecessaryanddesirable,butthatitis theonlywayout.Itmustpass thetestoflastresort.Hence theonusprobandiissquarelyon theshouldersoftheprotagonists ofnationalisation,andtheymust presentnotonlya.positivecase butmustbeableutterlytodemolishthealternativecourses proposed.

Muchworkwasputintotheproiluction;infact,onemightsay thatsomeneedlesseffortwasexpendedondetailsofdecor,whereasthemoreimportantaspects, suchasvoiceproductionand stagedeportment,sufferedto someextent.Itwouldbeunfair, however,todetractinanyway fromthesplendidachievementof JohnShort,whoplayedtheinsaneHilaryFairfield.Heevidentlyhasmuchtogiveinthe dramaticsphere;indeed,we haveseenhimgiveitbefore. Theexcerpts,"Daybreak"and "GeneralDance,"takenfrom theSecondSuitefromRavel's Ballet,"DaphnisandChloe," wereasheerdelight.Although atfirstsightitmightseema ratherhazardousexploittoattemptsuchabrilliantanddifficultworkwithanyotherthan apermanentandveryexperiencedorchestra,'yet,onanalysis, Mr.Goossen'schoicewasabsolutelyright.Theorchestrahas byrow"playeditselfin,"and nowheredoestheworkexpose anyoftheweakersectionstothe riskofplayingallalone.There isplentyof"cover"allround, andwheresomepassagesmight presenttremendousdifficulties forallbutthemostvirtuoseof

InfoundingNewNorciathe heroicBenedictinemissionary monkindeedmadehistory.Originallyestablishedin1846for theChristianisingofthelarge numbersofblackswhohadbeen seeninmanypartsoftheVictoriaPlainscountry,NewNorciastandsto-dayasaneducationalcentreofpeculiarinterest -animpressivemonumentto Benedictinecourage,patience, andcharity.Therearetwofine collegesconductedbyAustralian TeachingOrders,aswellastwo schoolsforaboriginalchildren. NewNorciaalsohasamonastery,acathedral,andalarge hostelforvisitors.

Thefollowingbriefglimpseof thesettingoutfromPerthof FatherSalvadowithhisthree companions(FatherSerra.a FrenchBenedictinenovice,and anIrishcatechist)willgivean ideaofthemagnitudeofthe taskundertaken:

FatherSalvadolabouredfor overfiftyyearsatNewNorcia. In1899,feelingthathistime wasalmostcome(hewasnearingeighty-sixyearsofage),he decidedtogotoRomeandSpain

torecruitafreshbandofyoung workersfortheMission.He accomplishedimportantworkfor NewNorciaduringhisyear'ssojournoverseas.InRometowardstheendof1900hefellill. HediedintheEternalCityon December29.Hisremainswere broughtbacktoAustralia,and nowlieentombedinhisbeloved Cathedral.
