RecentlyagroupofCatholiclaymenmetprivatelyin MelbournetodiscusstheproposedNationalisationofthe TradingBanks.Theyincludedaneconomist,apublic administrator,severalbusinessmenengagedinbothsmall andlarge-scaleenterprises,severallawyers,aruralsociologist,andseveraltradeunionists.Attheendofthe meetingtheydrewupthefollowingstatementoftheir conclusions:-
TheproposalsforthenationalisationofBanking,introduced bytheLabourGovernment,will havethemostfar-reachingeffect onthelivesandwell-beingof Australiancitizens.Sinceno moreradicalmeasurehasbeen proposedbyanAustralianGovernmentinpeace-time,itisimportantthattheprinciplesunderlyingthemeasure,andtheresultslikelytoflowfromit, shouldbeunderstoodbyallCatholics.
(1)TheAuthorityoftheChurch intheSocialField.
Theprincipleswhichmust governtheattitudeofCatholics tothegeneralquestionofnationalisationaretobefoundinthe Encyclicalandotherlettersof thevariousPontiffssinceLeo XIII.andespecially(sincethese applymostdefinitelytothepresentday)intheutterancesof thereigningPontiff,PopePius XII. EveryCatholichasthemost seriousresponsibilityinconsciencetoadjusthisthinkingtothe principlesenunciatedbythe Pope.Catholicismisnota purelyprivatereligionwhich concernsonlytheprivatedevotionsoftheindividual.
Itisareligionwhichconcerns itselfwitheveryaspectoflife. Itsmissionistoinformthepolitical, socialandeconomicfields oflife-aswellasothers-with theprinciplesofChrist.Accordingly, theCatholicwhobelievesthat, solongasheisregularinattendanceatMassand theSacraments, heisentitledto disregardtheutterancesofthe HolyFatheronsocialquestions, isoutofharmonywiththemind oftheChurch.
(2)ThePrinciplesConcerning Nationalisation.
TheprinciplesofthePopes concerningntionAllisationmaly besummedupunderthefollowingheads:
(1)Generalnationalisationof allindustryandeconomiclife iswrongandiscondemned.
(2)Selectivenationalisationdoes notnecessarilycomeunderthis generalcondemnation.
OnMarch11,1945,PopePius XII.wrotetoProfessorCharles Flory,PresidentoftheFrench SocialWeeks,thatnationalisationwaspermissible "onlyinsuchcaseswhereit appearstobetrulyrequired bythecommongood,thatis, asameansofeffectivelyremedyinganabuseorthe squanderingofacountry'spro-
ductiveforces,andofdirectingtheseforcestothedevelopmentofthematerialprosperityofall-aprosperity whichalsoprovidesasound foundationfortheculturaland religiouslife." Theprinciplewasfurtherexplainedintheauthoritativedaily newspaperoftheVatican,"L' OsservatoreRomano,"inthefollowingwords:
"Itis,therefore,generally advantageousthattheState, inadditiontoothereconomic measures,nationalisesomeof theenterprises,especially thosewhich,owingtotheir monopolisticcharacter,presentameansofexploitation inthehandsofprivatecapitalists,or,atanyrate,directs theentireproductivemechanismalongacoursecontraryto thecommongood."
"Suchenterprises,"adds `L'OsservatoreRomano,'could belargebanks,transportation, warindustries,certainchemicalindustries.
"TheStatemayalsohave causetonationaliseotherenterprisesinadditiontothose mentioned, inordertohavean effectiveinfluenceonthemarket, andcreateconditionsunderwhichcompetitioncould beimprovedandproductive energiesdirectedtowards greaterproductioninaccordancewiththegeneralinterestsofthenationalcommunity." AsfarastheproposednationalisationoftheAustraliantradingbanksisconcerned, thefollowingresultsflowfromthese principles:
(1)NationalisationofthetradingbanksisnotindirectcontradictiontoanysocialprinciplesoftheChurch.
(2)Whetheritisactuallydesirableinthepresentsituation mustbejudgedbytheresults likelytoflowfromit, andby theeffectsitislikelytohave onthelifeandlibertyofthe ordinarymanandwoman.
Havingregardtothepresent situationinAustralia, especially sincethepassageoftheCommonwealthBankinglegislationof 1945,thepresentnationalisation proposalsseemunnecessaryand undesirable.
The1945Bankinglegislation providesfortheadequatecontrolofthecreditstructure bytheCommonwealthGovernmentthroughthefollowing agencies:
(1)TheTradingBanksmust lodgeacertainproportionof theirdepositswiththeCommonwealthBank.
(2)TheCommonwealthBank mobilisesandcontrolsthe TradingBanks'foreignexchange,controlstheirinvestmentsinGovernmentsecurities,fixesinterestanddiscountratesbyregulation.
(3)TheCommonwealthBankactivelycompeteswiththeTradingBanks. Inviewoftheaboveprovisions,itisalogicalconclusion thatNationalisation,inthepresentcircumstanoes,isunnecessaryandpointsthewaytothe dangersoutlinedinthefollowing sections:
(3)IsThereaGeneralDanger toHumanFreedomintheEstablishmentofaBankingMonopoly? Incompilingthisstatement, weareinnowayinfluencedby thepropagandaforandagainst nationalisationwhichiscurrent atthepresentmoment.Webelievethatthepoliticalandbankingoppositiontothemeasureis lessconcernedwiththecommon goodthantomaintainthepre- sentpositionofthetrading banks, irrespectiveofanyinterestofthecommunity.Equally
webelievethattheresolutions ofvariousexecutivesoftheLabourPartyandofTradesand LabourCouncilsaredetermined morebytheearlySocialisteducationofthepresentleaders thanbyconclusionsreachedreasonablyasaresultofrecent studiesofthequestion.

Butinthepragmaticaltestof whatitispossibleandadvisabletodo,asagainstwhatis ideallypermissible,Canberra's bankingproposalscannotbe treatedasasingle,unrelated issue.Credit,asPiusXI.wrote (andasallcommonsensepeople realise)isthelife-bloodofmoderneconomicstructures.And socloselyknitandcomplexlyorganisedisthemodernStatethat anyrevolutionaryalterationin thecontrolofcreditisboundto havepolitical,economicandsocialeffectsofaprofoundcharacter,notallofwhichisitpossibletoenvision.Ifthetaking overoftheprivatetrading bankscouldbeeffectedsothat onlytheprivatebankerswould beaffected,therewouldbeno 'oppositionmadeonCatholic grounds(provided,ofcourse, thatjustrestitutionweremade).

Inthisregard,theprotagonistsofnationalisationareemployingacuriousargument.They admitthatthescopeofcontrol vestedintheFederalGovernmentbythebankinglegislation of1945issufficient,butclaim thattheoppositionpoliticalpartiesdeclaredthroughMr.Menziesthat,ontheirreturnto power,theywouldrepealthis particularAct,andsotheregime ofprivatebankingwouldbereinstatedwithalltheold-time abuses.SoMr.Chifley,they argue,hasbeendriventotheextremeofnationalisingthebankingsystem.Withtheirproper-. tiestakenover,theirshareholdersboughtout,andtheir staffsdispersed,theprivate bankscouldneveragainrear theirheadsintheland.Inother words,theargumentsaysthat onlybynationalisationcanthe FederalGovernmentbecertain ofperpetualcontrolofbanking. Thatisratherlikethrowingthe babyoutwiththebathwater. Ithasmoreoverbeenchallenged bythepoliticalOpposition,who claimthat,thoughdifficult,the bankscouldbe"denationalised."
