Itisextremelygratifyingto beabletoreportthatbefore longtheCatholicEpiscopalMigrationandWelfareAssociation willbewelcomingthefirstbatch ofmigrantchildreninWestern Australia.Throughoutthewar yearsHisGracetheArchbishop wasconsciousofthefactthat immigrationmustplayabigpart inthepostwarrehabilitationof thiscountry.Withthisendin view,heconferredwiththe otherbishopsofWAanditwas decidedtoestablishamigration SecretariatinPerth.The schemewasmootedin1945,and thefirstmeetingwasheldin January,1946.Contactwas madeforthereceptionofmigrants.BrotherConlonwas transferredtoLondontoactin anadvisorycapacitytotheemigrationauthorities,andaclose liaisonhasbeenmaintainedbetweenhimselfandtheAssociation.Therewasmuchtobe (lone.NegotiatonswereconductedbetweenFederaland StateGovernmentofficialsand thisSecretariat.Exhaustive enquirieshadtobemadeasto theabsorptivecapacitiesofour institutions.Theaccommodationatourdisposalhadtobe enlargedandmodifiedtosuitthe requirementsoftheresponsible authoritiesTheworkwastackledwithdetermination,manyobstacleshadtobeovercome,but itwasrealisedthatwhenthe anticipatedimigrationcommenc-
edwemustbefullyprepared andready.Theestablishment oftheAssociationwasgiven publicityinEnglandandother overseascountries,andasteady flowofapplicationsbegantoarrive.BothCommonwealthand StateGovernmentshavegiven recognitiontotheorganisation, andareveryreadyandwilling toassist.Whenthepreliminaryarrangementshadbeencompleted,applicationwasmadefor 340childmigrants.Nominationformsweremadeavailable bytheGovernment,andnegotiationswereinprogress.The firstgroupofchildmigrants150innumber-willbearriving fromEnglandontheAsturias, scheduledtoarriveinFremantle onSeptember15. Withthe childrentherewillbe40adult escorts,alsonomineesofthisAssociation,whowillsettleherein W.A.ThechildrenwillbeplacedinfineCatholicinstitutions, accordingtoageandsex.From timetotimeBrotherConlonhas submittedlistsofapplicationsfornomination,andtheSecretariathaslodgedabout100 adultandfamilynominationsin additiontothechildren.
Duringthepasttwoyears,Mr. F.AtkinsonhasactedasparttimesecretarytotheSecretariat.Hehasbeenuntiringinhiti efforts,andisdeservingofunstintedpraise.However,the volumeofbusinesshasgrownso
great,thatithasbeendecidedto employafull-timeassistantsecretary-typiste.Theofficeofthe Secretariat,atRooms3and4, 2nd.Floor,CityMutualBuildings,St.George'sTerrace,will beopenallday,andinformation andadvicewillbeveryreadily suppliedtoallenquirers.
Wordhasjustbeenreceived fromtheEasternStatesofthe appointmentofanAustralian CatholicMigrationCommittee. ThisCommitteehasbeenappointedbytheAustralianHierarchy,andisgivenfullrecognitionbytheFederalGovernment.TheCommitteeisto haveofficesineverycapitalcity oftheCommonwealth,andhere inPerththelocalrepresentative committeewillbetheDiocesan Secretariat,whichhasbeenpreparingforthisemergencyfor twoyears.Itmaybeadvisabletoenumeratethefunctions ofthelocalImmigrationSecretariat.Brieflytheyareasfollows:
1.Toanswerenquiriesfrom peopleanxioustobringrelations orfriendstoAustralia.
2.Tofacilitatenegotiations withtheGovernmentforobtainingpassagesandapprovaltoenterAustralia.
3.Tomeetallshipscarrying migrantsateachAustralian port,andtoseethatthespiritualandmaterialrequirements aremet.
ThearrivalofBritishmigrantchildrenonthe19th.,shouldremindusofthemyriadsof"displacedpersons"inEuropewaiting inmiseryfortheirfatetobedecided.Canadaistaking10,000 ofthem,andAustraliahasrecentlydecidedtohelpalso.Most pitiableofthemallarethehomeless,under-nourishedchildren ofEurope.
4.Towelcomemigrantsat theirportofdisembarkation, andinsuretheirsafearrivalat theirdestination.
5.To theirassistmigrants,after arrivalinAustralia,inthe solutionofanyproblemsthey mayencounter.
TheMigrationAssociationhas manyproblemstoface,andto functionsuccessfullyitmust havethefullestco-operation fromtheCatholicpeople.Alreadymanylettershavebeen receivedherefromEnglish familiesseekingnomination.Includedinthelistofapplications arelettersfromplasterers,Dieselenginespecialists,farmlabourers,mechanicalengineers, anddomestics.TheGovernment veryrightlyrefusesthesepeople permissiontoleaveEnglandun-
lesstheyare modationhereinAustralia.The MigrationSecretariatherein Perthispreparedtonominate thesepeople,andarrangetheir transporttoAustralia,butit canonlyhopetocopewiththe accommodationproblemifthe CatholicpeopleofW.A.arepreparedtohelp.Wemakeanappealforassistanceinthisconnection.Anyonewhocanprovidetemporaryorpermanent accommodationforadultmigrants,ormigrantfamilies,are askedtocontactthisSecretariatassoonaspossible.

Thecorrectprocedurefora youngmanwhowishestoenter theSeminarywas,heexplained, toapproachhisparishpriestan,: discussitwithhim.Theparish priestwasthentoforwardthe applicationtotheArchbishop.It isnotfortheRector,heexplained,tochoosethestudents,CrSE isaprivilegethatbelongstoHis Grace.

Emphasisisonthepractica:. Greek,Latin,Mathematicsand Physicsaregivenspecialattention,andMonsignorGoodyhas apetschemeofsoonbeingable tointroduceacourseofpracticalmechanicsintothecurriculum.
ResultsintheUniversityexaminationstestifytothethoroughnessofthetrainingtheyreceive.Lastyear,forexample, theLeavingclass,besidesobtainingahundredpercent.pass, managedtoscooptwoUniversity Exhibitionsandmanyotherdistinctions.

InthismattertheGovernmentwillreceivetheenergeticcooperationofvariouscorporatebodies,notthe leastofwhichistheCatholicChurch.InthisState,a MigrationandWelfareCommitteehasbeenestablishedby theBishops,whichwillwelcomethefirstgroupofPolish adultimmigrantsonFriday,and150childrenafewdays later.ThePolesandthechildrenhavebothaveryspecialclaimonpeoplewhogloryinthedualtitlesofCatholicandAustralian.Iftherewasnootherreason,there wouldbeareparativemotiveforwelcomingPolishmigrants.WhateverAustraliansmaydotomakethem happyandeconomicallysecureinthiscountrywouldbe butasmalltokenofgratitudefortheirheroicconduct duringthewarandameasureofatonementforthebetrayaloftheircountrytotheSovietbythe"BigThree" atYalta.Again,itwasnotmerelyanationalstruggle forthePoles,but*areligiouscrusade.Itisnotonlythe certaintyofpoliticalpersecutionandnationaldegradationwhichpreventstheirreturningtoPoland.Itisthe knowledgethattheCatholicFaithis,andwillbe,proscribed.Theyareseekingfreedomofworshipamongus, andwemustpaymorethanlip-servicetotheidealismof theAtlanticCharter.
Thechildren,too,haveastrongtitletoourgratitude andpracticalcharity.Theyare,forthemostpart,war orphanswhoseparentsmay-havebeenamong"TheFew," therear-guardofDunkirk,orthecivilianswhoperished intheterribleblitzofBritain.Theywerelefthomeless inalandwhichtwoyearsafterthewar'sendisinadire economicplight.IngratitudetoBritainforhertitanic roleintheachievementofvictory,andingratitudefor ourownsingularpreservationfrominvasion,Westralian Catholicsshoulddoeverythingthatispracticalandgem croustogivethesekiddiesanewstartinlife.Itisfine andcomfortingtothinkthatwecanimmediatelyabsorb themintoourcharitableinstitutions.Butitisnot enough.Noinstitutionisanadequatesubstitutefora home,andtherearemanyamonguswhocouldfindroom foronemoreatourhearths.Thechildrenhavebeen selectedwiththegreatestcarebypeopleofjudgmentand experience.Theiradoptionwouldbeanactofreligion, asubstantialmeasureofthanksgiving,andapatriotic gestureofnolittleimport.

Thevice-chairmanoftheSocietyofOurLadyofLourdes(the Rev.Thos.Morrin)haseffectivelyansweredtheill-informed opinionsofthedoctor,andemphasisedhowyetanotherLourdes critic,claimingtobeascientistlackedtheveryelementsofa scientificapproachinstudyingthematter.
Inthechapterentitled"PenicillinandtheMiraclesofLourdes"writesFatherMorrin,Dr. Bankoffattributesthecuresat Lourdestothepresenceofpenicillininthewatersofthegrotto.

(3)PARENTSSHOULDBEEXHORTED carefullyandHONESTLYtoexamine theirconsciencesastotherealreasonwhy theyholdtherchildrenback.Ifitisbecauseofselfishnessandthechildhasareal vocation,theyhavedonesomethingVERY SERIOUSintheeyesofGod,andlaterconsequencesmaycausethemmuchsorrow.

Itisabeautifulconceptionand oneofnolittlesignificance.For itmustmarkthefirstreturnof theMotherofGodtotheAbbey sincetheReformationwrecked theFaithofEngland,andisperhapsaforeshadowingofBritain's returntotheFaiththroughher whosedowryEnglandwasduring somanycenturies.,
ThereperishedwiththeChristianFaiththeChristianvirtue ofhope,sothatnothingbetrays thehollownessandhopelessness ofthemodernoutlookmorethan thepublicmemorialstothedead. Warshrinesinparticularhae beenredolentofapaganfatalis'n andofdisbeliefinthehereafter. InAustralia,anyhow,theyrange fromugly,meaninglessobelisks tosymbolismofadownrightindecentsort,exceptwhereutilitarianismhaspromptedsomehumanitarianexpression.Butalmostwithoutexceptiontheybetokenthespiritandtheartof

Thefactthatthememorial windowto"TheFew"wasapparentlydesignedandexecutedby Anglicansunderlinesatruth,the realisationofv.hichwouldco morethan:nyothersinglefac leifortheconversionofEngland,It*.sNs:Catholicshave noexclusiveclaimontheMother ofGod.SheiscalledOurLady withthesameintentasGodis calledOurFather.Shewasgiv entothewholehumanrace,and wetoher,atthefootofGolgotha.AndjustasChristOur LordofferedHislifetothe Fatherforallmen,soShewho sharedsointimatelyinHisredemptivesacrificebecamethe Motherofusall.Shecanand willharkentotheprayersofall men,anditisHerardentdesire toseefulfilledthewishofHer DivineSon-"thattheymaybe one."TheAnglicanpositionis tragicbecauseitencompassesno spiritualreality.Theirpriesthoodisinvalid,theirtheoryof unionwiththeApostolicSuccessionuntenableandtheirsacramentalsystemunfounded.Butif theypersevereindevotiontothe MotherofGodallthesethings willbeaddedtothemoneday:n theunityoftrueFaith.
Miraclesandthe ofNature
SomebodyaskedProfessor MurdochlastSaturdaywhether hebelievedinmiracles,andthe Professorrepliedratherstartlinglythathehadseentoomany ofthemtohaveanylingering doubtsonthematter.Butit turnedoutthatby"miracle"ProfessorMurdochmeant,inthe firstinstance,merely"some eventthatexciteswonder"So farwehavenoquarrelwith him.Allthathesaysabout thewonderofthecommonplace beingtakenforgrantedistoo sadlytrue.Perhapsnoonein ourdaybetterrecapturedthis primitivesenseofaweanddelightinthepresenceofcreated thingsthanG.K.Chesterton.It wasavisionthathereceived perhapsfromWaltWhitman, andwhichheenlargedtoamajor partofhisphilosophy.Itwas partofhimtotheend.
ButwhentheProfessorcomes todiscussmiraclesinthestrict meaningoftheterm,hebecomes involvedinacuriousconfusion. Heseemstothinkthatmiracles involvea"breachofthelawsof nature,"andhedoesnotbelieve thatthesecanbebrokenbecause theyare"eternallyinviolable."
Inpointoffact,alittlereflectionwillshowthatmiraclesare notaviolationofnatureinthe sensethattheyareunnatural andproducediscordandconfusion.Itisobviousthatthe forcesofnaturethemselvesare inconstantinteraction,producinginterferencesandcounter actionsofforce.Moreove-, mancontrolsnature;indeed,h;s survivaldependslargelyonhis abilitytocounteractnatural forces.Theinterventionof

Atthepresenttime,somewhereinaSovietprison,Bela Kovacs,Hungariandemocratandsecretary-generalofthemajoritySmallHolders'Party,isbeingsubjectedtotheusual psychologicaltorturewhichtheKremlinusestoextract"confessions."ThemethodsusedbySoviettorturersaremuch morerefinedandefficientthananydevisedbyHitler's henchmen,butuntilrecently,litlehasbeenknownabout theirdetailedapplication.
Recently,inDublin,M.Stypulkowski,aPolishpatriotandUndergroundleader,whohadfought againstHitler,andwholaterwas trickedintoimprisonmentbythe Soviet,gaveapersonalaccount ofthemethodsusedintheSoviet prisons.
Pleaded"NotGuilty."
M.Stypulkowskiisthefirst manhashaspleaded"notguilty" ina"Moscowtrial,"andoneof theveryfewtoreachtheWesternworldaftersuchanexperience.
HewasoneofthesixteenPolishleaderswho,onadvicefrom LondonandWashington,contactedtheRedArmyinthefinal battleagainstGermany.Under pretenceofnegotiating,andafter guaranteeingtheirsafety,the Sovietputthesixteeninpri sonanddeniedallknowledge oftheirwhereabouts,untilthey thoughttheyhadsufficient"confessions"topresenttotheSan FranciscoConference.
M.Stypulkowskitoldhowhe wastrickedintogoingtoMoscow,andhowhefoundhimself deliveredattheinfamousLubiankoPrisoninaluxuriousSoviet Staffcar.
Thereduring70dayspreceding his"trial"hewassubjected,day andnight,to141sessionsof questioning.Thelengthofthe interrogationsvariedbetween3 and15hours.Hewasquestionedeverynightandmostdays.
Onenteringtheprisonhewas strippedandsearchedbyayoung woman,andthentakentoasmall cellwithgreenpaintedwallsand awirenettingwindow.Itwas onthethirddayhewasfirst handedwarrantscharginghim withsabotagingintherearof theRedArmy.
Hisquestionerwasamajorof theN.K.V.D.(SecretPolice)who hadfullpowersoflifeanddeath. Three-FoldTask.
Thismajor,operatingapparentlytotheusualplan,hadthree tasks:first,todiscovertheprisoner'sbackground,thedetailsof hisfamily,andtoassesshismentalandhiswillpower;secondly, toplayontheprisoner'simagination.toruinhiementalbalance, anddestroyhissenseofjudgment;and,thirdly,todistortthe prisoner'sinstinctofself-preservation.
Atthefirstinterrogationthe Majorwasaffable.Aftercordialgreetingsheassuredtheprisonerhisarrestwasprobablyall amistake,andpointedoutthat forroutinepurposesheneeded toknow,amongstotherthings, thewhereaboutsofM.Stypulkowski'swifeandfamily.
Fortunatelyforthelatter,his family'swhereaboutswereunknown,astheywereeitheron therunfromNazisorinunknownGermanconcentration camps.
Hiscompanions,theotherPolishleaders,werenotsofortunate.Intheircases,ashe learntafterwards,theirfamilies werelocated,andwithinafew daystheprisonersdiscoveredat theirinterrogationsthatsentimentalandpersonaltrinketsbelongingtotheirwives,mothers, andtheirchildren,wereonthe prosecutor'sdesk.
Nomentionwasmadeofthe belongingsorthefateoftheir owners.Theywerejustleftin sighttoincreasetheprisoners' acutementaldistress.
InM.Stypulkowski'scase,the firstfifteensessionswithhisinterrogatorconsistedmostlyof statements,notquestions.
Hehadtositwithhishands onthetable,andfacingastrong light.Hewasnotallowedto glanceevenoutofthecornerof
hiseye.Themajor'smaintask appearedtobetokephimtalkng. "Youknowbestwhatyouhave doneandwhatyouhavetotell," washissuggestion,buttalkrangedoverawidevarietyoftopics -theundergroundstrugglein Poland,thesituationinBulgaria andTurkey,BritainandIndia, humancharacter,Communism, etc.
Forthefirstfifteensessions therewasnoattempttobringup subjectsconnectedwiththe "charges"madebytheSovietin Stypulkowski'scase.
"Letusgetoverthisquestioning.Yourcountryneedsyou. Youmustgetbacktowork,"was theattitudefrequentlyadopted bytheMajorintheseearly stages. VariedTactics.
Thenthetacticswerevaried.
Atonetimetheprisonerwas persuadedheshouldbefreeand therewaseverychancethings wouldheallrightalmostimmediately.Fromthistheattitude switchedtotreatinghimasa "dirtyspy"andassuringhim thathecouldnotdependonAnglo-Americanaidorprotection.

Iftheprisonerprovesobdurate,theinterrogatorswitches tothreatsofdeath,Siberia,concentrationcamps,andalwaysin vagueandneverindefinedterms.
Thequestioningaloneisanalmostinhumanlypowerfulfactor; buthungerandsleeplessnessare evenmorepowerfulmethodsused byKremlin"justice."
Whentheprisonerliesdownto sleepinhiscell,apowerfulbeam oflightplhysonhisface.Ifhe turnsonhissidetoescape,the wardernoisilyentersthecelland gentlyturnshimfacingthelight, whisperinginhisear:"Itisforhidden.Imustseeyoureyes."

TheTortureofSilence.
IntheLubianukoPrisonsilence isapowerfultorture.Warders whisper.Whentheprisoneris marchedoutforinterrogation (andsearchedeverytime)his guardsclearthepathwithclickingnoisesandsmallsigns. Whenaninterrogationlasts throughthenightintothemorningtill5a.m.,theprisoneris stillforcedtoleavehisplankbed at6a.m.,theregulationtime. Shouldhetrydozinginasitting position,hisever-watchfulwarderawakenshimgentlybutsurely. TheHungerweaponisused justasefficiently.InGerman concentrationcampsfoodwasalwaysservedupinafilthycondition,whichtendedtorepeleven thestarvingprisoners. Eventuallyheescapedtothe West,viaItaly,torevealSoviet "confession"methods,andtheir techniqueofpsychologicalpressurewhichcunninglyalternates betweenoptimismanddepression andplaysonthetorturedminds ofaphysicallyandmentallydemoralisedprisonerwhoonlyDesirespeace.

TheMajorhadlearntthathe hadafinebookcollectiontillthe Germansdestroyedit.Atthis sessiontheMajorproduceda beautifullybound"LifeofLenin," fingeredit,andexamined.Then hegaveittotheprisonertofeel andhandle,andtosoothehima little.

Mr.Winter'sviewpointisthat marriagehasnosanctitybeyond theeffulgenceofthatfunnyinternalfeelingcalled"lurv."So, ifeitherofthecontractingpartiestoamarriagefallsinlove withathirdparty,the"logical" thingtodo,accordingtoMr. Winter,istobreakupthemarriageandstringalongwiththe intruder.Loveandpassionare indistinguishableinthewoolly philosophyoflifeadvocatedby Mr.Winter.It'sloveatfirst sightwhenDavidandMariella meetonastaircase;andapparentlyit'snotlovewhenDavid leanshiswearyheadonthe breastofJudy,hislawfulwife, andallowshertorunherfingers softlythroughhishair.With theadventofthebeautifulMariellaanewurgesurgesthrough David-andthisislove.
It'scurioushowoftenfreethinkingleadstosillythinking.
Mr.Wintermanufacturesproblemswhichoughtneverexist. We,allofus,knowthatthesane andpropertreatmenttobemetedouttoanythirdpartyina matrimonialtie-upisaswift kickinthepants.Thiscould beadministeredeithermetaphoricallyorliterally-andeven inquiteafriendlyspirit.But no!
Mr.Winterisdetermined thatsomeoneshallgouptoa highmountainandseeallthings clearly.Melodramarearsits grotesquehead,andabravelittlewomanstepsunderafalling roof.Whattiresomepiffleis hereinvented;butthepityof itisthatmanywillacceptitas gospel.

Therewasonceapeasantin Francewhohadeightlittlechildren.Hefoundithardtoprovidefoodforthem,andsohe senthisdaughterJeanneout intotheworldtoearnherliving.
Jeannehadbetterfoodinthe houseofhermistress,andthere wasalwaysawarmfireinwinter.Butshelovedthehut whereherbrothersandsisters played,andshelongedtobe homeagain.
