Amanofsuchqualitiesisone whonaturallyenoughoccupiesa pre-eminentplaceintheminds andimaginationsofmengener- allybutespeciallyofyouths. Suchamanisonesurelywhom theyarepleasedtoadmireand imitate.
Andinthisman,Montgomery, tothesequalitiesisaddeda characterofunimpeachablerectitude.
Thetemperance,evenausterity,ofhispersonallife,whichis nodoubtanaidtohisclarityof mindandjudgment,andalsoto histremendousreservesofenergy,shouldbeanexampleand inspirationtoyouthaspiringto greatthings.
Thoughnotofthehousehold oftheFaith,hispersonalreligionasanAnglicanseemstobe rootedinafirmbeliefinaPersonalGodandagenuinelovefor theSacredScriptures.Hisown belief,however,doesnotblind himtothefactoftheCatholic ChurchandthefactorthatShe is. AllourCatholicchaplainsof theBritisharmiesinNorthAfricahadnothingbutthehighest praisebothforhimandfor FieldMarshalAlexanderfor theirhelpfulattitudetowards theirCatholicmen.
OnechaplainrecountsaninstancewhereatemporaryCatholicchapelwasurgentlyneeded.ThematterreachedMontgomery'sears,andhe,without hesitation,gavethechaplain carteblanchetotakeasmany menasheneededandtoproceed withtheworkimmediately. TheCatholicInstituteforSeamenwasopenedinFremantle byHisGracetheArchbishoponSunday,6th.inst.Anintegral partofthescheme,suggestedbytheLieutenant-Governor,will betoprovideforthewivesandchildrenofseamen.Thefull textoftheArchbishop'saddressisgivenbelow:-

HisGracesaidthathehad beenlookingforwardanxiously foralongtimetothateventtherealisationofhishopesreamanwhoinhighcommandhas neverknowndefeat-isthefact thatherealiseshisownlimitations.
HisspeechattheCivicReceptiononThursdaylastwaspunc- turedwithsuchexpressionsas "Ithink,""Ibelieve,"thespeech ofonewhogiveshisownopinionsondebatablepointswithout wishingtothrustthemonothers asindisputablefacts.
Heisessentiallyasoldier,and asonewouldgatherfromhis speechatParliamentHouse, doesnotseekpoliticalpower.He candidlyadmitsthathiswhole trainingwouldbeagainsthisbecomingagoodstatesman.
Takenoverall,itisreally pleasingtoseemenofLord Montgomery'sintegrityand moralcharacterrisetopositions ofsuch wideheavyresponsibilityand influenceintiemodern world.
AndCatholicsofthiscountry willjoinwiththeirfellowAustraliansinwishinghimGodspeedandsuccessinhisefforts towardswinningthepeace,or,if aconflictbetweenWestandEast cannotultimatelybeavoided,in preparinghisowncountry,andhelpingpreparethewholeEmpireforanysucheventuality.

Theysuffereddiscomfortsinseparablefromtheirseafaringoccupation.Theywerelonelyand,

aboveall,theywereexposedto themoralclangersandpitfalls associatedwithsuchalonelylife.
EXPOSEDTODANGER. HisGraceaddedthathewas notoneofthosewhosubscribed tothebeliefthatasailorwas necessarilyamanoflowcharacter;buthedidbelieve,however, thathewasexposedtoallthe greatestmoraldangersbyreasonofthefactthathewasa strangerinastrangecity,who founditoftenveil,difficulttoget suitableaccomniodationincongenialsurroundings.
"Itwastohelpsuch,"hecontinued,"thatthisbuildinghas beenacquired.Nowthatthe warisoverservicemenhave forthemostpartreturnedto theirhomesandtheirfamilies. Buttheworkofhemenofthe merchantnavystillgoesonworknecessarilyentailingtheir absencefromhomeforlongperiods.

"Wehavereason,"headded, "tobegratefultothesemenof theSilentService,who,-withundauntedcouragekeptthelife linesopen;menonwhomdepend- edtheherculeantasksofgetting thesuppliesthroughtobeleagur- edpeoplesandgarrisons.How faithfullyandheroicallytheydid soistoowellknowntobefurtherstressed.Thisgestureof oursisatleastsometokenofap- preciationoftheirnobleworkin thatstruggleforlifeandliberty.
Itwasnotnecessaryforhim tosay,continuedHisGrace. thatthatInstitutewasnotIntendedtobeanoppositiontothe MissiontoSeamenatFremantle. Ratheritwasintendedtosupple- menttheexcellentworkwhich hadbeendone,andwasstill beingdone,bythatveryworthy missioninourmidst.
THEMITCHELLSCHEME.
IndeclaringtheInstituteopen, hethankedFatherBreslinand hisexecutivefortheirworkin connectionwiththeestablishment oftheInstitute.Heextendeda cordialandgratefulwelcometo the400oddpersonswhohad cometowitnessthefunction,and expressedaparticularwordof
welcometoSirJamesandLady Mitchell.Theirpresence,he said,wastypicalofthem,becausetheyweresocourteous, helpfulandanxioustoco-operate inanyandeveryworkforthe welfareofthepeople-acharacteristicwhichhadenshrinedthem intheheartsofallWestAustralians.FromSirJameshad comethesuggestionthatthe wivesandfamiliesofseamen shouldalsobecateredforthere. Theyhadmostwillinglyadopted thatsuggestion-theMitchell scheme-andtheywoulddo everythingintheirpowerto makethatschemeworthyofHis Excellency.

AsfromJuly1ofthisyear,thereareseveralveryimportantnewregulationsrelatingtothecelebrationofMarriage.
Theseregulationscameintoforcebyvirtueofan"Instruction"fromtheSacredCongregationofSacramentsin1941,but onaccountofthewar,fulldetailshaveonlyrecentlyarrived inAustralia.
Astheyareofutmostimpt,rtancearilwillaffectallthose whoinfuturewillreceivetheSacramentofMatrimony,wehope thatthefollowingsummaryoftheseRegulationswillbehelpful toallreadersof"TheRecord."
Thereisnoneedtoelaborate herereasonswhytheChurchdemandsthatmeticulouscarebe takentopreventinvalidmarriages.
Thesereasonsaremainly three.Inthefirstplacethere isthefactthatagraveirreverencetoasacrament,objectively atleast,everytimeaninvalid marriagetakesplacebetween baptisedpersons.Secondly, thereisthefactthatifthemarriageisinvalidthepartieswill belivingtogetherwithoutthose Sacramentalgracesdestinedby Godforthemarriedstate,and, objectivelyatleast,ingravesin.
Addedtothesetworeasons thereisathird,whichisofsome importanceinmoderntimesthedangerthatcarelessnessin theinvestigationsbeforemarriageshouldleadtopetitionsof nullityafterwards.
Asamatteroffactthenecessityofcarefulinvestigationhas longbeenrecognised,andthese investigationshavebeencarried outbytheparishpriests.Now theseinvestigationsmustbein writingandthepriestsmust preserveawrittenrecordofthe questionsaskedandtheanswers received.
Priestswillbeboundinconsciencetocarryouttheseinvestigations,andthepartiestoan intendedmarriagemustdoallin theirpowertohelphim.Especiallymusttheynotifyhimif thereareanyimpediments throughconsanguinityoraffinity tothemarriage.
special"PrenuptialEnquiry" formshavebeenprintedandone mustbefilledinforeachpasty tothemarriage.
Theexaminationofthepartiesshouldbemadeasufficient timebeforethemarriagetopermitoffurtherinvestigations wherenecessary.Quiteoftenit happensthattheparishpriest isthelastonetoknowthata marriageistotakeplace.Sometimesallissettledandinvitationcards,etc.,printedbefore thecouplecomealongtomake thenecessaryarrangements.Partiesshouldgiveatleastone month'snoticetotheirparish priest,andfailuretodosomay resultinhavingtopostponethe marriagetilltheofficialenquirieshavebeencompleted.
Theexaminationshouldbe madebytheparishpriest,and onlythepartybeingactually questionedshouldbepresentat theexamination.
Ontheformarelistedthefollowingquestions.Yodareasked toreadthemnow,sothatyou mayhavethenecessarydocumentsready:
Firstthereisaskedthename, parish,anddioceseofbothparties,andthenthefollowingques. tionsaretobeansweredbyboth parties: Christiannameandsurname; presentaddress;age,occupation andreligion. Dateandplaceofbirth;of baptism(andacertificateof baptismissuedwithin,six monthsfromtheparishinwlit'h thepartywasbaptisedmustbe obtained);alsothedateand placeofConfirmation(which thepriestmustbeabletoverify).Thenareaskedthefull nameandoccupationoffather andfullmaidennameofmother, andtheaddressofbothparents.
Thereligionoftheintended spouseisthenasked,andalsoif heorshehasbeenmarriedbefore.Thepersonbeingexaminedisthenaskedwhetherhe orshehasbeenmarriedbefore, andifso,togivedetailsasthe nameofparties,dateandplace ofmarriage,anddateofcessationofbond.
Thenextquestionisveryimportant.Itis:"isthereany impedimentofconsanguinity, affinity,orother?"Parties mustrememberthatitisofutmostimportancetogointothis verythoroughly,asamarriage celebratedwithadirimentimpedimentinexistenceis,inthe eyesofGodandofHisChurch, nullandvoid.
Heorsheisthenasked whethertheyarefreefromall forceandintimidationinregard tothismarriage.(Thisisone ofthemainreasonswhytheexaminationofbothpartiesisconductedseparately),andwhether theyintendtomarryunconditionallyinaccordancewithCatholic teachings
Ifeitherpartyisundertwenty-one,heorsheisasked whethertheconsentoftheir parentshasbeengiven,andthey mustproduceacertificateofconsentsignedbytheirparentin accordancewiththerequirementsofcivillaw.
Theyarethenaskedhow longtheyhavebeenlivingat theirpresentaddress,andare alsotogivetheaddressesof thoseplacesinwhichtheparty hasresidedforaperiodofsix monthsormoreafterhisfourteenthbirthday,ifitistheman whoisbeingquestioned,or twelfthbirthdayinthecaseof thegirl.
Theyarethenaskedwhether theyhaveanyotherdeclaration tomakebeforetheirmarriage, andiftheyhavenot,areasked thereandthentotestifyonoath thattheanswersgiventothe abovequestionsaretrue.
Theparishpriestmustthen dateand.countersigntheform andaddparticularsastowhere andwhenthebannswerecalled andforwardtheformstothe Archbishop.
Ifthetwopartiestothemarriageresideindifferentparishes themanmustgotohisownpalishpriestandfillintheform inhisownparish.Thisform isthenforwardedbyhisparish priesttotheparishofthebride.
Bothpartieswillalsoberequiredtoforwardanyotherdocuments(v.g.,deathcertificate ofpreviousspouse)necessaryto establishthefreedomofthe partytomarry.
Sincethewartherehasbeen agreatincreaseinthenumber ofinvalidmarriages,andthe Church,ascustodianappointed byGodoftheSacramentsmust useeveryprecautiontosafeguard them.
Theseregulationscameinto force,aswehavementionedbefore,onthefirstofJuly,thus bringingtheArchdioceseof Perthintolinewiththerestof theCatholicworld.
ItisearnestlyhopedthatCatholicsrealisingtheimportance ofsafeguardingthesanctityof themarriagebondwillco-operateineverywaypossiblewith theirparishpriest,andtnushelp himcarryouthisdutiesfaithfully.
Rememberthatheisboundin consciencetoseethattheseenquiriesarecarrieedout,sohelp himbynotifyinghiminplenty oftimeandhavethenecessary documentshandy.Nomarriage will,infuture,becelebratedunlessthepartiescomplywith thesefornialities.

Itisnotthestoryofahorse noreventhestoryoftheyoung fawn"Flag,"butratherthehard poverty-strickenlonelylifeof theBaxterfamilyonacleared "island"intheFloridascrub country. Itisatragicpicture,depicting asitdoesthevariouscalamities thatbefallthem.Forthisreason,andalsoonaccountofits length,itwillprobablylosemuch ofitsappealforthechildren.It isashamethatthisshouldbe so.Thefilmhasevidentlybeen cutsomewhat,andafewmore hundredfeetloppedoffwouldnot havespoiltthestory,andwould leavetheaudiencemorerefreshedandcheerfulattheendofit.
Thephotographyisexcellent. Agloriousfightandathrilling bearhuntprovidetheaction,and thedramaticscenesarecarefully manipulated.
Themusicalbackgroundis veryapt,andfitsinperfectly withthevariousmoodsofthe film.
GregoryPeck,as"PennyBaxter,"isverygood,eventhough heportraysaweaksortofcharacter.Heisshownasasimple,God-featng,sympathetic pioneer,butonemustthinkthat ifhehadonlyusedalittlemore
cansuccessfullyachievewith averagerawmaterial. Shaw'sBite. Beforepassingontoadetailedanalysisoftheaction,itis worthnotingonceagainthatof
RobertdeBandricourt,wasnot strong,beingtoocontinuallyblusteringandfailingtodominate thetoo-tallSteward(Douglas Brown).Thelineswerehuried-dramaticpausessimply didn'toccur.
SAlisonHallhasgoodcauseto bepleasedwithherselfinthe roleofJoan.Monthsofhard workhavebeenrewardedbythe emergenceofaclear-cutcharacter.Shehasatoo-evidentmannerisminthatshetossesher headrepeatedly;apartfrom minordefectsherinterpretation isverysolid.
Thefirstreactiononallsides tothenewsthattheSt.George's CollegeDramaticSocietyintendedtopresentGeorgeBernard Shaw's"SaintJoan"mustsurelyhayebeenamazementthatamateursofsuchhumblestanding shouldattemptsuchamajor work-and,ofallplaces,ontte unpretentiousstageoftheAssemblyHall.Theplaywaslast seeninPerth,Ithink,atHisMajesty'sTheatre,whenSybil Thorndikehadthelead.
Yetthosewhorecallthevery finejobof"MuiderintheCathedral,"atSt.George'sCollege yearsago,andthosewhorememherwithdelighttheexcellent
allmoderndramatistsShawis pre-eminentlythemostcerebral. Whathelacksinsheerdramatic ability-andthedeficiencyoften attainsseriousproportions-he brilliantlycounter-balanceswith hisincisivewit,hissardonichumour,hischallengingintellectual aggressiveness.In"SaintJoan" histargetisoftentheblockheadedEnglishmanwhoblithely believesinhisownnaturalsup- erioritytoallothermen.Ruthlessly,butnotviciously,Shaw exposestheinvincibleignorance oftheBritisher.Wecanlaugh atthispictureofourselves,but Shawisnotmerelyfooling;there isastinginhisattack.

HarleyPearcy,astheBastardof Orleans,workedhardandpro- misingly.

Therewasevidenceofagreat dealofpainstakingproduction. Theplayers,whoaveragedahigh degreeofimmaturityinlooks, boretheimprintofmuchrigorouscoachingintherudimentsof dramaticart;infact,thisedition of"SaintJoan"primarilyshowedtoalargeextentwhatcapableandconscientiousproduction firmnessinhisdealingswithhis sonhewouldhavebeenspared anawfullotoftrouble.His wife,"MaBaxter,"isplayedby JaneWynam,andtheirson "Jody"byClaudeJarman,junr. Inthelatterdecadesofthe nineteenthcentury,inthehalcyondaysofFree-Thoughtand Rationalism,oneofthecommonestchargeslevelledagainstt'.e CatholicChurch(bymenwho knewverylittleofhistory)was thatShehadbeen,andremained,theenemyofprogressand especiallyofscientificknowledge.Apreposterousfable wasbuiltuponaboutGalilee, anditwascommonlysaidthat theChurchhadprohibitedthe anatomicaldissectionofthedead andhadopposedtheuseofanaesthetics.Therehasrecently -occurredinPerthacaseofmedicalobscurantismandobstruction. ismwhichwouldseemfairly,.0 turnthetables,andcausesone tofacetheissue,whoarethe reactionaries?WhatA.J. Cronin,in"TheCitadel,"and moreimportantly,G.B.Shaw, in"TheDoctor'sDilemma,"allegedagainstasectionofthe medicalprofessionwouldappear tobeamplycorroboratedinthe casegivenbelow,thefactsof whichareknowntomeimmediatelyandpersonally.
InNovemberoflastyeara manhadbeensufferingfrom achronicheartailmentforten years,reportedtotheRoy:.l PerthHospitalsufferingfrom painabouttheduodenum.He wassubjectedtopathological andX-rayexamination,andwas finallyinformedthathispain arosefromanextensionoftile heartcondition.
Sixmonthslater,despitethe careofanursinghome,hispain wasincreasing,hewasunable toeatsolidfoodinanyquantity, andhewaslosingweight-ReportingagaintotheRoyalPerth Hospital,hewasadmittedfor observation.Hiscasewasat lastdiagnosedasanulcer,and anoperationwasconsidered necessary,althoughattendedwithconsiderableriskduetohis heartcondition.Afewdaysbeforetheoperation,thepatient wasinformedbythesurgeon thatamalignantgrowthwassuspected.Afterseveraldelays, theoperationwasperformedand aninoperablecancerofthestomachwasdiscovered.
AttheendofMaythereappearedin"TheWestAustralian"areportfromapoliceconstableconcerningnativedrugs. Acasewascitedofanativewho hadbeenadmittedtoacountry hospitalsufferingfromwhatthe doctordiagnosedascancerofthe tongue.Soseriouswasthenative'sconditionthatthedoctor proposedtoremovethetongue.
Thenative;however,fled,and whensometimeafterwardshe wasapprehendedwithaviewto compulsorytreatment,itwas foundthathistonguewascompletelyeared.
TheWestAustralianDrug PanelandtheHistoricalSociety initiatedfurtherenquiries,andit appearedthatthecureotthenativewasattributedtothuseof awildplantcalledmaroon.Suppliesofthisherbweresecured andinvestigatedbytheDrug Panel.Meanwhile,thedoomed manintheRoyalPerthHospital

Whatwerethereasonsforthis suddenchangeoffront?Itwas suggestedthattherewerelegal restraintstoadoctor'suseofan unknowndrug,thatthetoxicity anddosageofmaroonwerenot known,thattheRoyalPerth Hospitalwasnotaschoolofexperimentalmedicine.Whatever validitymaylayinthesearguments,thefactsremain:(1) Thattheparticularpatientin questionhasonlyashorttimeto liveandthedrugcouldcertainlydohimnoharm;(2)that thousandsofcancerpatientsaie waitinganxiouslytoknow whetherthepubliciseddrugiso'r isnotacureforcancer.Itis quiteuselessfortheMinisterfor Healthtoprotestthatthedoctorsdonotconsiderthenative plantasofallyvalue.Seeirg thethingisentirelyunknownto orthodoxmedicine,theopinionof thedoctorsisnotofanyvalueat all.Andwerecalltheattempt tochallengethedoctor'sdiag- nosisofcancerinthenative case.Suchadiagnosis,weare told,couldnotbeacceptedunlessconfirmedbymicroscopic section.Wewouldbe-veryinterestedtolearnofthenumber ofpeoplewhodiewithoutsuch confirmationoftheirdiseaseand whosecauseofdeathisunhesitatinglygivenascancer.

Onegrowsdreadfullywearyof listeningtothepleaforexperts asapanaceaforsocialproblems, especiallywhenexperience showsthattheexpertsnotinfrequentlycomplicatetheproblems. Thedelinquencyproblemwillno morebecurbedbytheappointmentofapsychologist-cumlawyer-cumsocialworkertothe BenchoftheChildren'sCourt thanwillbecontrolofnativesbe improvedbytheappointmentof ananthropologist,especiallyif hebeamaterialist.Whatthe Governmentoughttorealiseis that,inthecaseofthecatholic missionsanyhow,wedonotsend raw,youngzealotsamongprim- itivepeoples.TheChurchhas beenengagedinmissionwork for2,000years,andhasnoneed ofbeingtoldbyseculargovern- mentaboutthescientificap- proachtosuchproblems.We couldreadthemalessonortwo weretheymoretractable.In thisState,forinstance,wehave missionarieshighlyeducatedand especiallytrainedinthefolklore,customs,language,andcultureoftheaborigines.The namesofDr.HermannNekes andFatherWormsareofinternationalrepute.Theyarenot thesortofmenwhoneeddictationfromanthropologists.
TwoAttitudestotheSoviet
ExperienceofalmostthreedecadesofSovietpolicyhasestablishedtheirrefutablefactthat therecanbeonlytwoformsof friendlyrelationsbetweenthe SovietGovernmentandanother State:
First,whentheothernationis small,weakandpreparedtoacceptdirectionfromtheforengn officeinMoscow.Thisisthe caseofthesatellitenationsand puppetpoliticiansattheheadof "friendlygovernments;"secondattheotherextreme-whenthe othernationisanoverwhelminglygreatpower,obviouslysuperiortotheSovietUnioninforce aswellasindynamism.This was,forinstance,trueoftherelationsbetweenMoscowandBerlinin1939-41.Thiswasalso trueadecadeearlierinSoviet relationswithJapan,whenthe latter,havingbecomethestrongestPowerintheFarEast,was preparingtoembarkonitsgreat driveinManchuriaandChina.
Noothercaseof"friendly"relationshaseverexistedbetween theSovietGovernmentandany otherGovernmentoftheworld. EvenStalin'srelationswithhis war-tornalliescanhardlybe termed"friendly,"inthelight oftheconclusiveevidence broughtupinrecentlypUblished documentsandmemoirs.
Tokeeponfriendlytermswith Russia,BritainandtheUnited Stateshavetochooseoneorthe otherway.TheCommunist groupsinthese,orinothernations,certainlywantthebest possiblerelationswithRussia, buttheirplanprovidesforareductionofFrance,Britain,Ger-

Atthecloseofafive-hourdebateonthesecondreadingof theNorthernIrelandBill-fivehoursoffireworksduringwhich M.P.'slaidbaresomeoftheuglyfactsofUnionistrule-the HomeSecretary,Mr.ChuterEde,saidmanyoftherevelations hadcomeasashocktohim.
Hedescribedas"anoutrage"inquiriesintoaman'sfaith, andpledgedhimselftousethepowersvestedinhimwithoutprejudiceofanysort.
ThedebateintheCommonswasonanamendmenttoaBill authorisingtheBelfastGovernmenttoundertakepublicworksin waterandelectricityschemes.
Theamendment,signedby200M.P.'s,demandedthatnofurtherpowersbegrantedtoNorthernIrelanduntilthepresent powersareuseddemocratically.
Theamendmentwasnotactuallymoved,andtherewasno
The200M.P.'s,mostofthem Labourmembers,weresatisfied, theysaid,tofocusattentionon thepresentstateofaffairsin NorthernIreland,withoutrejectingaBillthecontentsofwhich theydidnotdisapprove.

ReferringtotheCivilAuthorities(SpecialPowers)Act,herecalledthattheHomeSecretary ofNorthernIrelandhadsaid: "ItgivestheHomeSecretary powertodowhateverhelikes,
oftheAttorney-Generalina murdercase:"Membersofthe jury,inthiscasethemotiveis, aslawyerswouldsay,'atlarge.' Themurderedmanwasapublican,andaRomanCatholic,and., therefore,liabletoassassination."
Mr.Bingdeclared:"Anylegislationwepassto-daymust haveoneprimeobject-thedestructionofblindsectarianism. Iftherecamefromthat FrontBench(theOpposition) onewordofcondemnationofsectarianism,whatadifferencethat wouldmake."

SUSPECTWITNESSES.
"Therearepowersto'detain menwithouttrial,toarrestmen withoutawarrant,and,most peculiarofall,toarrestasuspectedwitness.Whataterrible crimeitmustbetobesuspectedbythepoliceofbeingawitness.Ifoneissuspectedof beingamerewitness,onecanbe broughtbeforeamagistrate,but oneisforbiddenbyalawmade bytheNorthernHomeSecretary tobeaccompaniedbyone'sown legaladviser.

Gouzenkoalsosaid:

GouzenkotestifiedthatZabotin wassoconfidentofthesuccessfulfurtherdevelopmentofhis networkofCanadianagentsthat heaskedMoscowbytelegram foraconsiderableincreaseinhis staffofcontact-men,suggesting thatsomecouldbegivenofficial positionsintheEmbassyproper, othersintheCommercialSectionandinthePressSection. TheotherCanadianofficeralso appearedbeforeus.Hisexperiencewasmuchthesame.
Intelegramswealsofindthe nameofColonelJenkins,theDirectorofMilitaryOperations andPlanningoftheCanadian Army,whowasresponsiblefor theco-ordinationofallarmy mattersconcerningforeignMilitaryAttachesorsforeignofficersandtheNationalDefence Headquarters Hisfunctions anddutiesarefullysetoutin SectionVIII.Itseemsevident thatwhenColonelZabotintransmittedtoMoscowtheofficialand authorisedinformationwhichhe hadreceivedincommonwiththe otherMilitaryAtaches,hedid notalwaysmentionthatit camefromanauthorisedsource. HestatedtoMoscowinoneof thetelegramshehadneverplannedto"develop"ColonelJenkinsasanagent,givingashis reasonthathewasaReserve Officerandwouldsoonretire.
Itisnotnecessarytosaythat ColonelJenkinsisaboveallsuspicion,andwementionhisname onlybecauseithadappearedin thepublicpress,havingbeeninterjectedbythedefenceinthe courseofthetrialofMazerall. Wecitethesecasestoillustrate theconstantaimofColonelZa botinandhisassociatestorecruitnewagents,andtheimproperusetheyattemptedto Makeoftheirsocialanddiplomaticrelations.
REGISTRATIONOF UKRAINIANSANDPOLES.
Inadditiontorecruitingamong secretadherentsoftheCanadian Communistmovement,andthe attemptoutlinedabovetoexploitcertainsocialanddiplomaticcontacts,therewas,Gouzenkotestified,aplantoextend thfifthcolumnbasebyanadditionalmethod.Gcarzenkosaid:
"RussiansorUkrainianswho camefromtheterritorywhichis nowoccupiedbyRussia-UkrainiaorEasternPoland-are paidseriousattentionbytheSovietofficials.TheseSovietofficialshavetakenalessonfrom thiswar.Theylearnedwhat theGermansdid.Theyknow thatyearsagotheGermanses tablishedveryclosecontactwith everyGermanresidentinother countries.Theyorganisedtheir consulsandembassiesandobtainedthenamesofrelativesor relationsofpeoplewhowereliv-

WehavenoevidencetocorroborateGouzenko'stestimony onthislatterpointregarding anyattentiontoputprepureon CanadiansofUkrainianorByeloRussianorigin.Ithas,however,beenestablishedthatthe SovietEmbassy,inthecourseof itsconsularactivitiesinCanada, didinfactduringtheautumnof 1945informtheCanadianDe partmentofExternalAffairs thatitwascarryingoutaregistrationofpersonslivinginCanadawhocameoriginallyfrom territoriesformerlyPolishwhich havesincethewarbeenincorporatedintotheUkrainianand WhiteRussianSovietSocialist RepublicsoftheU.S.S.R.It hasalsobeenestablishedthatadvertisementswereinsertedin :ertainCanadiannewspapers, chieflynewspapersintheRussianorUkrainianlanguages,satingthatpersonsfromthese territorieswhohadnotacquired Canadiancitizenshipwererequired(sic)toregister.Offices wereopenedtemporarilyforthis purposeinvariousCanadiancitiesbytheconsularsectionofthe SovietEmbassy.Ithasbeen establishedthatitwasVitali Pavlovwhomadethenecessary officialcommunicationstothe CanadianDepartmentofExternalAffairs.
While,therefore,wehaveno reasontobelievethatthispolicy ofregistrationwasmotivated primarilybyanyimproperobjectives,itispossiblethatthe N.K.VD.network,headedin GandabyPavlov,didintendto takeadvantageofthisregistra- tionfortheimproperpurposes allegedbyGouzenko.Under thecircumstances,wefeelthatit isourdutytoincludeGouzenko's testimonyonthispointinour Report.
4INCREASEINRUSSIAN STAFFS.
Itisobviousthattherewas intendedtobealarge-scalepostwarexpansionofthenet-workof Canadiansinthemilitaryespionagesystem.ThiswouldnaturallyrequireacorrespondingexpansionintheRussianstaff. GouzenkosaidthatitwasconsidereddesirabletohaveaseparateRussiancontact-manto "handle"each-Canadianagent whohadbeenputindirectcon-

Thistelegramsuggeststhat"a part"onlyofthe97membersof thestafftobeofficiallyattached totheEconomisthadbeenselectedandwouldbetrainedin theCentre,thatis,intheMilitaryIntelligenceHeadquartersin Moscow.Itstatesalsothatthe Economist'sorganisationwasto betransferredtoMontreal,and byinferenceshowsthatZabotin expectedaconsiderableincresse instaffofficiallyplacedinthe MilitaryAttache'sOfficeinOttawa,inadditiontotheespionagecontact-mentobedisguised asSovietTradeRepresentatives.
TheEconomististhecovernameusedbythemilitaryespionageorganisationforKrotov, theCommercialCounsellorofthe SovietEmbassy.Hehadhimselfworkedforthisespionageorganisation,buthaddiscontinued activeoperationsofthistype. Oneofthedocuments,listinga groupofCanadianagentsand Russiancontact-men,containsthe entry: "EconomisthasnotbeenworkingsincethemonthofOctober,"
TheSovietEmbassyaddressed anumberofenquiries,oraland written,totheCanadianDepartmentofExternalAffairs,during theperiodfromthelatterpartof August,1945,totheendofNovember,1945,astothepossibilityofsecuringofficialpermissionfromtheCanadianGovernmentforestablishingalarge Soviettrademission"inMontrealorToronto."Diplomatic immunitiesweresoughtforthis commercialmission.
EvidentlytheSovietespionage leadersplannedtousethisproposedTradeMissiontocovera numberofadditionalespionage contactingagents.

PACKINGSTAFFSANDINTIMIDATINGFORMER
HowSovietofficialsendeavouredtoexploittheirsocialrelationshipsanddiplomaticcontactsinfurtheringtheworkofespionageinCanadaisrelatedintheofficialreportoftheCanadian RoyalCommission,publishedonJune27,1946.Theuseof "fellow-travellers"wasconsideredanimportantmethodbeside theworkof"agents"recruitedfromCommunistcells.
Whilemostofthe"agents" wererecruitedfromCommunist "cells"aftertheyhadbeen thoroughlyinvestigatedand foundsufficientlyindoctrinated, otherrecruitingmethodsofa differentnaturewerealsoemployedbytheRussiansinattemptstoextendthescopeof theirfifthcolumnnetworks.
SOCIALCONTACTS.
Forexample,certainSovietofficialsendeavouredtoexploit theirsocialrelationshipsanddiplomaticcontactswithpersonsin CanadianGovernmentService.
OneoftheexhibitsisadocumenttypewritteninRussian, preparedinNovember,1944,by Lieut.-ColonelMotinovforsubmissiontoColonelZabotinand signedbythelatterunderhis cover-name,Grant,withthenote, "Iconfirm."Itisheaded,"Questionsrequiringtobeclarified throughLamont(Motinov)and Brent(Rogov)concerningJack andDick."Itwaspreparedto answercertainquestionsputby Moscow,wherethereappearedto besomeconfusionastotheidentitiesof"Jack,""Dick"andanotherperson,whohadbeenreportedonbyZabotin.While thisdocumentrefersonlytotwo menitisanexcellentexample ofthesystememployedincases ofmenthatitwashopedtorecruitbythismeans

Buttherewasnoothertribe within150or200miles.
AsWawasatwearilythinkingofawayoutofthetrouble, alittlefigurecameandnestled uptohim.

LouisPasteurwasaFrenchman,bornatDoleinDecember, 1822.Hisfatherlovedhim dearlyandgavehimasplendid education.Louisstudiedchemistry,andpuzzledhisprofessors bypeeringthroughthemicroscopeforhoursonend.He wastreemndouslyinterestedin thetiniestformsoflife."What canbethepossibleuseofstudyingthoseridiculouslittlemicrobes?"questionedhisbewilderedteachers.
ButPasteurcontinuedwith hisinvestigations,andeventuallymadethegreatdiscoverythat beerandwineandmilkturn sourwhenexposedtotheairhp causeofachemicalchangein themcausedbythemyriadsof tinycreatutesthatswarminvisibleintheairaboutus.This knowledgewasoffar-reaching importancetothehumanrace.

Thesetwogreatmennevermet, butlabouredintwodifferent countriesalongmuchthesame lines.Listerheard,ofcourse, aboutPasteur'sdiscoveryof whatturnsmilksour,andhesaw thattheeffectmustbethesame inrelationtoinjuriestothe humanbody.Hesawthatseriousinjuriescouldbecuredso longastheskinwasnotbroken orcut;butthatiftheskinwere bokenorcut,thentherefollowedthatterriblecorruptionof theflesh-thehospitalgangrene, asitwascalled-whichwasslayingsomanyofthepatientswho hadbeenoperatedon.Lister sawthatifhecouldkeepthese littlemicrobesfromthewound thepatientshouldrecover.
Howwasittobedone?Air goesalmosteverywhere,andin theairaremyriadsofmicrobes. Hethoughtthebestwaywasto sterilisethewound-thatis,to applyastrongdisinfectantin whichthesemicrobescannot live;andsohebeganbyapplyingstrongcarbolicacidtothe wound.Thatstoppedthegangrene,buttheacidwassostrong thatthefleshcouldnotquickly heal.
Still,thatwasabeginning.
