SignificanceoftheCensus
ThetaIiingofacensusisaveryimportantpartof theparaphernaliaofmoderngovernment,andassumes evenlargerproportionsasgovernmentstendtogrowmore centralisedandpowerful.Ofcourse,theprocedureisnot new.Afullandminutecensuswastakeneveryfive yearsintheRomanEmpire.Itwasinthecourseofone suchRomancensusinthereignofAugustusCaesarthat JosephandMarywentfromNazarethtoBethlehemtobe enrolled,andthatChristOurLordwasborn.
Indeedthepeopleofthepastseemedtogoinforthis indofthingagreatdealmoremeticulouslythanwedo now.OnehaSonlytorecallthefamoussurveymadeof thegreaterpartofEnglandbyWilliamtheConquerorin 1086,knownastheDoomsdayBook.torealisewhatasystematicinquiryitrepresented.Presumablythepeopleof thetimethoughtaboutitinverymuchthesamewayas wedoofthecensus,foracontemporarywrote:"Sovery straitlydidhecausethesurveytobemade,thattherewas notasinglehyde,norayardlandofground,nor-itis shamefultosaywhathethoughtnoshametodo-was thereanoxoracoworapigpassedbyandthatwasnot downintheaccounts."
IntheMiddleAges,theterm"census"wasappliedto taxation,butithadnopracticalapplicationinitsmodern Tense,forneithertaxationnortheadjustmentofsocial rankrequiredanumberingofthepeople.Moreover,the stasticaloreconomicendsofsuchaprocesshadaslittle meaningforthemasfortheRomans.
WhengovernmentontheContinentgrewdespotic, however,theintimatedetailsofthecensusgrew,inimportanceforpurposesofadministrationandpolicesurveillance.ThefirstmoderncensuswastakeninCanada, thenaFrenchprovince,in1665.In1749acensuswas takeninSweden.GreatBritainwaslateinthefield, havingitsfirstcensusin1801.ItisdifficultforustorealisethatlongafterAdamSmith'stimethenumberofinhabitantsoftheBritishEmpirecouldonlybeguessedat inmuchthesamewayasthepopulousnessofChinaor Russiaisto-day.Inmostcountriesto-dayacensusis takeneverytenyears.
FortheChurch,too,census-takinghasacertainvalue, foritenablesachecktobemadeonthestatisticsnormally availablefromtheparishes.Duringtherecentwar,for example,enlistmentfiguresintheAmericanarmedfoices revealedthattheCatholicChurchintheUnitedStates wasinamuchstrongerpositionenumericallythanhad beenthoughtbytheCatholicauthorities.Otherdenominations,too,arealivetotheimportanceofthecensusfigures.TheRationalistswanttheirsupportersdescribed as"noreligion,"whiletheProtestantAllianceandthe LoyalOrangeInstitutionwouldlikepeopletospecifythe typeofProtestantismtowhichtheysubscribe.Actually thestatisticswillbeofmoreinteresttoProtestantsthan toCatholics,becausethereisnotestofpracticalProtestantism,andhence,thenumericaltestisaboutalltheycan clingto.EveryonewhoisnotaCatholic,aJew,ora non-believerinChristianity(andthatdivisionislessand lessclearamongthem)isgristtotheProtestantmill.
Catholicswouldnotnecessarilyderivemuchcomfort fromcensusreturnswhichindicatedanincreaseinthe numberofCatholics.Foronethingtheywouldhaveto makeallowanceforaproportionofHighChurchAnglicanswhowilldescribethemselvesas"Catholics;"for anotherforthoselapsedCatholics,whowilldescribethemselvesasof"noreligion."Butmostimportantwillbethe comparisonoftheparishregisterswiththegeneralcensus figurestoascertainthenumberof"practical,"i.e.,effective,Catholics.Anygreatdiscrepancywouldmeanthat wehavelostgroundpractically,eventhoughwemayappeartohavegainednumerically.
