TheninthannualConference oftheCatholicWomen'sLeague washeldonWednesday,June 11,attheLeagueRooms,Nestle House.Elevenbrancheswere represented,includingdelegates fromNortham.Boththemorningandafternoonsessionswere wellattended.

ThemorningsessionwasopenedbytheVice-President,Mrs.L. Keenan,whothankedthemembersfortheirloyaltyandcooperation.

AvoteofsympathywaspassedforMrs.Maxwell,inhersad loss,andwascarriedbyallthe membersstanding,whilethe SpiritualDirectorsaidaprayer forthereposeofthesoulofher husband,thelateMr.J.P.Maxwell.

TheaddressoftheSpiritual Directorfollowed.Thenthe branchsecretariesreadtheirreportsandseveralresolutions werebroughtforwardanddiscussed.

Inpresentingtheninthannual reportoftheCatholicWomen's League,thePresidentandExecutiveCouncildesiretoexpresstheirthankstoHisGrace iheArchbishopforhiskindlyinterestandgenerousassistance, andtotheirChaplain,Rev. FatherLangmead,forhisspirit- ualguidanceandunfailinghelp. Wearehappytowelcomehim backafterhisstayinhospital. Wethankourmembersand friendsfortheirkindhelpin allworksundertakenbythe Leagueduringthepastyear.

TheannualGeneralCommunionoftheLeaguetookplaceon May10.Eachbranchattended initsownparish.TwoMasses wereofferedonthedeathofany membersduringtheyear.

Bursary:

Thesumof£60wascontributedtobyallthebranchesfora bursaryforSt.Charles'Seminary.Mrs.Goodyalsoassisted materiallyinraisingmoneyfor thispurpose.

InterstateConference: AninvitationhasbeenreceivedfortwodelegatesfromW.A. toattendtheInterstateandFederalConference,tobeheldin SydneyinOctober.

Alargeamountofwarm clothingwascollectedforChina. About400articlesand£1010s. incashwerehandedinforthe BritishFloodVictims'appeal. Over£120wascollectedforthe DistressedEuropeanPriests' Fund,andover70parcelshave beenforwarded.

JubileeandFarewelltoFatherLynch

St.Brigid'sChurch,Midland Junction,wasthesceneofadevoutandhappyfunctiononWednesdaylast,whenthe offeringaMassofThanksgiving ersjoinedtogetherwiththeirinhonouroftheSilverJubileeof parishpriest,FatherJ.Lynch,in'hisPriesthood.

Asaleofworkwasheldin ApriltoraisefundsfortheLeague,andwasverysuccessful. ThemonthlymeetingsatNestleHousearestillwellattended, andeachbranchactsinturnas hostesses.Membersassistwith bridgepartiesheldinthevariousparishesforthebenefitof theConvents. Membersvisitthehospitals, theHomeofPeace,theWoorolooSanitorium,andtheHomes fortheBlind. BRANCHES. Thebranchesarealwaysready toassistintheirparishworkas

FatherLynchcelebratedthe Mass,assistedbyFatherSorohanasdeacon,andFatherKelly assub-deacon.Dr.L.Goodydirectedtheceremonies,which werefaultlesslyexecutedbythe studentsofSt.Charles'Seminary.

HisGracehonouredtheoccasionwithhispresence,andhe wasassistedatthethroneby Fathers

TheMcMahonandKelly,S.J. Mass,children'schoirsangthe underthedirectionof FatherA.Lynch, FatherT.Haugh,0.M.I., preachedtheoccasionalsermon. Approximatelyfourhundred andfiftypeoplethrongedthe MidlandJunctionTownHallon thefollowingeveningforthe publicfarewellandpresentation toFatherLynch,andalsotooffer acordialwelcometothenew ParishPriest,FatherF.Ryan.

Afterashortconcert,organ-isedandcomperedbyJohnSullivan,theRev.Dr.E.Sullivan offeredthecongratulationsof theclergytotheJubilarian,and ontheirbehalfwishedhim God'schoicestblessingsand manyyearsinthesacredministry.

Mr.Brady,ofMidland,then spokeinbehalfofthepeopleof theparish."Aman'smanand anidealpriest,whoseworkcould beseeninthematerialassetsof theparishandtheflourishing sodalitieswhichhebuiltup."

Mr.O'Connor,ofMundaring, supportedthepreviousspeaker. andthenMr.Boylan,ofNortham,congratulatedFather Lynchonbehalfofthepeopleof Northam,wherehehadexercisedhispriestlyministryforthree years.

FatherLynchthenspokeof thetrepidationheexperienced whenhefirstarrivedinAustralia,trepidation,however,which wasshort-lived,asheverysoon realisedthathewasamongstfriends.warm-hearted,generous, andloyalfriends.Hethanked thepeopleofMidlandfortheir manykindnessesandfullco-op- erationinhiswork,andaddedas aspecialpleaontheeveofhis departure.thattheyshoulddo everythingtheypossiblycould fortheyouthoftheparish.If Australia,hesaid,istoremain aChristiananddemocraticcountry,thensomethingmustbe doneforouryouth.TheY.C.W. andtheN.C.G.M.mustprosper, andtheparishionersmusthelp themineverywaytheycan.

Healsowishedtothankpub- liclythethreepriestswhohave assistedhiminhisworkinMidland,FathersLeech,Sorohan, andKelly.Itisduetotheir workthathewasabletodowhat hedidforthem.

Mr.BradythenpresentedFatherLynchwithagoldchal- iceandwatch,asatokenoftheir esteemandtheiraffection.

Mr.Markham,thechairmanof thethecommittee,thensupported previousspeakers,andCouncillorCrowleyspokeonbehalfof theMayor,whowasunableto attendthefunction.

NaturalMoraland

Thestudyoftheologyisnot onlythenoblestofallthesciences,butatthesametimeitis oneofthemostperfectinits form,clarityanddevelopment. ForthecasualobserverorordinaryCatholictheirfaithisasimplematterofobeyingtheTen Commandmentsandpreceptsof theChurch.Oncetheyhave masteredthepennycatechism theythinkthattheyhaveleart everythingthereistoknowabout it.Withtheirverylimited knowledgeofthingsDivinethey setthemselvesupasamateur theologians,andpresumetogive snapjudgmentsonthingswhich affectnotonlytheirownbut alsotheeternaldestinyofothers.

Whenwegobehindthescenes inTheologywewillseehowthe orderedthoughtandcarefulreasoningofthetwotjtousandyears oftheChurch'slifehasevolved asystemoftheologyinwhich everythinghasitsparttoplay andareasonforitsexistence.

Theunityoffaith,preservedby theChurchwhichChristfounded onearth,aunitytaughtbyher doctorsandlivedbyhersaints.

Inthisserieswehavebeendiscussingrecentlythevicesand thesinswhichdestroyman'sdignityandruinhishappinessboth temporalandeternal.Nowwe trytoseeduringthenextfew weeksthemarvelsofGod'sgrace workingthroughoursouls.We willinvestigatethosehabits which,byGod'sgrace,wewillbe abletoacquire,habitswhich helpustoBEandtoDOgood, habitswhichwecallvirtues.

Inthissurveywewillcastour eyesoverthevastpanoramaand seehowthevariousfunctionsof thesoulandbodyareturned fromthepurposeofevilanddirectedtothatonegreatend,the honourandthegloryofGodand thesalvationofourimmortal souls.

Thewordvirtuecomesfrom theLatin,virtus,meaningmanlinessorcourage.Takeninis widestsenseitmeanstheexcellenceorperfectionofathing justasvice,itscontrary,denotes animperfectionoradefect.In itstheologicalsense,however,it hasbeendefinedasa"habitsuperaddedtoafacultyofasoul, disposingittoelicitwithreadiness,actsconformabletoour rationalnature.

Catholicismisalogicaland rationalcreed,andthingsare goodiftheyareinconformity toreason-evil,iftheyarecontrarytoit.

Wecandividevirtuesinto threemainclasses.Theyare eitherNatural,MoralorTheological.

NaturalVirtues.

Naturalvirtueesarethose whichamancanacquirethrough hisownpowersofintellector will.Theyarecallednaturalbecausetheyareobtainedbyhumanagencyanddirectedtoa naturalend.Theywillmakea managoodcitizenbuttheywill notmakehimasaint.Beingof themselvesmainlyintellectual virtueswecancasttheminto twomaincategories.Theyare speculaiveiftheyrestinthe solecontemplationoftruth. ThesewouldbethenaturalvirtuesofWisdom,ScienceandUnderstanding(Intuition).

Theyarecalledpracticalif theyconsiderthistruthinrelatontoaction,andthenwehave thevirtuesofArtandPrudence.

MoralVirtues

TheMoralVirtuesperfectthe appetivefacultiesofthesoul, namelythewillandthesensous appetite.TheyarecalledMoral virtuesfromtheLatinwordMos whichdenotesacertainnatural orquasinaturalinclinationtodo athing.

Sometimestheyarecalled Cardinalvirtuesforonthemthe othermoralvirtuesturnorare hinged.Thesehavethefunction ofunitingtheintellectualelementofoursoultotheaffective. Astheirproperfunctionisto

OURLADY-MODEL rectifytheappetivepowers,i.e., todisposethemtoactaccording torightreasonwehavethree principalmoralvirtuestowhich arealliedahostofothers.These threeare:Justice,Fortitudeand Religion.

Justice

ThevirtueofJusticeregulatesmaninhisrelationstohis fellowmen.Itsobjectistoperfecttherationalappetiteorwill andonitdependstheothervirtuesof:Religion.Whichregulatesmanin hisdutiestoGod. Piety.TheoldRomanpietas, whichregulatesman'sduties tohisparentsandhiscountry (patriotism). Gratitude.Whichurgeshimto givethanksforfavoursre ceived. Liberality.Whichrestrainsany immoderateinclinationto wealthwhichamanmighthave and Affability.Whichregulateshis conducttowardshisfellow men.

Fortitude

Thenextcardinalvirtueisthte ofFortitude.Avirtuewhichimpliesacertainmoralstrengthor courageandwhichhasbeendefinedas"thevirtuebywhichone meetsandsustainsdangersand difficultiesevendeathitselfand isneverthroughfearofthese, deterredfromthepursuitofgood whichreasondictates.

AnnexedtothisvirtueofPrudencewefindtheothervirtues ofPatience,whichdisposesusto bearpresentevilswithequanimity)Munificence;Magnaminity andPerseverance.

Temperance

Togetherwiththevirtueof Fortitudewehavethevirtueof Temperancewhichregulates thosepassionswhichimpella mantothosethingsthatreason forbids.ThevirtueofTemperance canbesubdividedintothesubordinatespeciesofAbstinence, SobrietyandChastity. Temperanceisoneofthose virtueswhichdoesnotstand alonebutwithitwefindmany othervrtuesannexedandformingonecompleteunity.These virtuesarethoseof:Continence:Whichrestrainsour will. Humility.Whichrestrainstheinordinatedesiresofone'sexcellence. Meekness.Whichcheckstheinordinatemovementsofanger. ModestyandDecorum,Which dulyordertheexternalmovementsofourbodyaccordingto thedictatesofreason. Withinlimtsthecardinalvirtuesmaybesaidtobeascienti-

ficallyarrangedgroup,helpful forclearnessofaimforaman whoisstrugglingaftergoodin aworldwhichisneitherjust norbravenorpure.

TheologicalVirtues

Wewillonlytouchbrieflyon thetheologicalvirtuesaswewill betreatingthemmorefully,one byone,inafewweekstime. Sufficeitistosaythatallvirtues haveastheirscope,todispose mantoactsconductiveetohis truehappiness. Nowwehavetwokindsof happiness.Oneanaturalhappinesswhichmancanattain throughthisnaturalpowersand thenasupernaturalhappiness whichexceedsthecapacityof mansunaidedhumannature.

Sincethereforemerelynatural principlesofhumanactionare inadequatetoasupernaturalend itisnecessarythatmanbeendowedwithsupernaturalpowers tienablehimtoattainhiseternaldestiny.Thesesupernatural principlesarewhatwecall

TheologicalVirtues.

TheyarecalledTheological:

(a)BecausetheyhaveGodas theirimmediateandproperobject.

(b)Becausetheyaredivinelyinfused.

(c)Becausetheyareknownonly throughDivinerevelation. TherearethreeTheologicalvirtues.Faith,HopeandCharity. ....Faithistheinfusedvirtueby whichtheintellectisperfected byasupernaturallightinvirtue ofwhichunderasupernatural movementofthewillitassents firmlytotheSupernaturaltruths ofRevelation.

HopeistheDivinelyinfused virtuebywhichwetrusewithan unshakenconfidencegrounded ontheDivineassitance,toattainlifeeverlastingand Charityisthevirtuebywhich Godourultimateend,knownby asupernaturallight,islovedby reasonofHisintrinsicgoodness andourneighbourlovedonaccountofGod.Thesethenarethe virtueswhichweshouldtryto practicesothatwemaybeworthymembersofGod'sChurchand citizen'sofHisheavenlykingdm.Thesearethevirtueswhich Godwillgrantusifweaskfor them,forasHesaid,Hecame toputfireontheearth andwishedthatit be kindled.Bypractisingthem wewillfulfillourdestiny,both temporalandeternalandthusattaintheendforwhichwewere createdthatofknowingloving andservingGodinthislifeand beinghappywithHimforeverin thenext.

"IamabelievingChristian, andbythatImean,thatIbelievethatJesusChristisGod andconsequentlythatwhatHe taughtistrue. Irecognise theScripturesasthewordof God.Iconsiderthatmanyof thedoctrinestaughtbythe RomanCatholicChurchare,in fact,theteachingofJesus. OnethingIcannotaccept,and thatis,theteachingofthat ChurchonthesubjectofConfession.Theredoesnotseem tobeanywarrantforthis practiceintheScriptures."

A.:Ifinditveryhard,"Deacon,"tounderstandhowyoucan makethatassertion.Youadmit, ofcourse,thatJesusChrist,as man,hadpowerfromGodtoforgivesins.TheGospelspresent Himtousasexercisingthis power,andwhenHisauthority wasquestioned,workingamiracle,toprovethatHehadthis power. Youwouldadmitalsothat afterHisResurrection,HeconferredonHisApostlesthepower offorgivingsins.Theincident isrecordedinJohnXX,21sqq., andisworthyofdetailedconsideration.Thepassagereads:

"Hesaidthereforetothem again:Peacebetoyou.As theFatherhathsentme,I alsosendyou.WhenHehad saidthisHebreathedonthem andHesaidtothem:Receive yetheHolyGhost.Whose sinsyoushallforgivetheyare forgiventhem,andwhosesins youshallretaintheyareretained."

Inthesewords,youhave,first ofall,thereminderthatthe Apostlesweretotakeoverthe mission,whichhadbeengivento ChristbytheFather.Wecan

sumthatmissionupinoneword.

Itwasthedestructionofsin. ThiswouldentailteachingrevealedtruthwithHisauthority andHisinfallibility.Itwould alsoentailtheguardianshipand administrationofthemeansof grace,whichareHisSacraments.Hethen,specifically, confersonthemthepowertoadministerthatoneofHisSacraments,whichwasinstitutedby Himfortheforgivenessofsin committedafterbaptism.

FromthewordswhichHe usedonthisoccasion,wegeta sufficientlyclearindicationof themannerinwhichthenew meansofgracewastobeexercised.NoticethatHegave thempower,bothtoforgiveand toretainsins.Thereisobviouslyaquestionhereofpassing judgmentonthesinsofother men,andgivinganauthoritative sentence,whichwouldberatified inHeaven.Judgmentpre-supposesknowledgeofthematterto bejudged.Nowthemento whomthispowerwasdelegated werenotmind-readers.Thesins tobeforgivenorretainedwould havetobeconfessedbytheone whowasseekingforgiveness.

Soyousee,inthewordsin whichChristconferredthis power,Heimplicitlyprescribed theessentialsofConfession,asit isunderstoodintheCatholic Church.Furthermore,sincethe powerwasgives'inconnection withthecontinuanceofChrist's ownmission,whichwastoendureforalltime,itfollowsthat thispowerwasnottodiewith theApostles.Itwastobehandedontotheirsuccessorstillthe endoftime.Incidentally,up tillthetimeofthedisruptionof Christendomthisobviousfact wasneverseriouslycalledin question.

WhyPrayWhenGod KnowstheIssue?

DIVINE'FORE-KNOWLEDGE'COMPATIBLEWITHFREEWILL "Seeker,"Nedlands:

"AsfarasIremember,in answertoaquestiononthe powerofprayer,itwassaid thatGod,beingomniscient, mustknoweverythingthat was,is,orwillbe,andthat althoughweprayforfavours, Hehasknownexactlywhat willhappenand,beingGod, cannotchangeHismind.He wouldalsoknowifandwhen anyofHiscreatureswouldor wouldnotpray. Nowwhen Ifeeltheurgetopray,Ifind myselfthinking,'Well,what's theuse?It'sbeenworked outaeonsandaeonsago,and whetherIprayornotwill workoutaccordingtoprogramme!"

A.Theanswertoyourdifficultyisreallycontainedinthe lastsentenceyouquote,namely: "Godwouldknowifandwhen anyofHiscreatureswouldor wouldnotpray."Itwouldfollowfromthat,thatasyoysay, "aeonsandaeonsago,"aprogrammewasworkedoutwhich tookaccountofyourprayerhere andnow.

Itwillhelpyou,Ithink,itwe considerforamomentthefunctionofprayerintheworking outofoursalvation.Asyou weretaughtatschool,prayeris necessaryforsalvation.That, ofcourse,istheclearteaching ofChristOurLord,whocameto usfromtheFathertotellusthe mindofGodandtorevealtous truthswhichwecouldnothave learnedunlesstheywererevealed,Hetoldusthattheerdiin arymeansofobtainingGod's gracewastoaskforit."Ask andyoushallreceive"(Jo.16, 24).Healsomadeitperfectly clearatthesametimethatthe Fatherknowsallourneeds. HenceitisobviousthatthefunctionofprayerisnottogiveGod information.Noragainisitthe functionofprayertochangethe DivineWill.Godisprepared togiveallmenthegracesthey needinorderthattheymay serveHimwellinthislife,and astheirreward,maybehappy withHimforeverinheaven.

Accordingtothedivineplan, however,manmustco-operate towardshisownsalvationThis co-operationconsists,forone thing,indisposinghimselftoreceivefromGodthegracesGod haspreparedforhim.Partof thisdisposingofhimselfisperformedbythatturningtoGod, whichistheessenceofprayer. Wepraytheninordertodispose ourselvestoreceivewhatGod

hasdecreedthatHewillgiveus whenwepray.

Allourprayers,asIsuggested atthebeginning,areforeseenby Godfromalleternity.Hence thereisnoquestionofany changeintheprogramme,as youputit.Godknowsalready whatthatprogrammeisgoing tobeinourregard.ThatforeknowledgeofHis,however,does notchangethefactthatforeach oneofustheoutcomeofour livesdependsontheusewemake ofourliberty,eithertoserve GodortoneglectHisservice.

Christtaughtusclearlythat ourprayersareinfalliblyheard byGod:"Askanditshallbe giventoyou."(Matt.7,7.)"All whatsoeveryouaskinprayer believingyoushallreceive." Thegovernmentofacountry requiresastableorganisation andmethodicaladministration ofaffairs.Butwherethetrend istowardsthegradualdevelopmentofStateSocialismthese veryeasilyleadtobureaucracyin whichtheformalorganisation becomesacultinitself.

Everythingmustbedonein dueandimmutableorder.Each officialhashisappointedtask andnoother,andworkpasses fromoneofficial'shandstothe next'sthroughaninfinitepro-

transformgovernmentdepartmentsintoefficientbusiness units.Butperhapsthecentral problemofStateenterpriseis preciselytoobtaintheenthusiasticservicesofsuchexceptional meninnormaltimes.

Foronething,inStateenterprisethereislessincentivefor theablemanintermsofmonetaryreward,anditisunhappily truethatitismoneythatappealstomostmen.Inaprivate business,thehigherofficialsmay reasonablylookforwardtogreaterremunerationiftheymake thebusinesssuccessful.Butin publicdepartments,asarule, senioritycarriesmoreweight thanefficiency,andthefinancial rewardsofunusualdiligenceor initiativearenotgreat.

Anotherimportantconsiderationisthatgovernmentpositionsdonotinducethesame senseofvocation,andhenceof responsibilityasdoestheownershipofprivatepropertyor evenprivateemployment.Hence theydonotattractthemenbest fittedtothetypeofjob,but ratherthosewhowantsecurity ofemploymentandfreedomfrom worry.Thepsychologicalele mentwhichisassociatedwith

ImponderablePerils ofBureaucracy

cessoftime.Importantmattersnotoriouslybecome"pigeonholed"andthe"inertiaofofficialdom"hasbecomesomething ofabyword.Bureaucracyis irritatingenoughintheordinary affairsofgovernment,butasit concernsitselfincreasinglywith industrialenterpriseitmakes efficiencyandsuccessimpossible.Thisisnottosaythat allStateenterpriseissynonymouswithbunglingandfinancial loss.ThePostOffice,theCommonwealthBank,andvarious watersupplysystemsareState conducted,andwellconducted.

Sothatitmaybesaidthatina standardisedtypeofbusinessthe State,completewithitsarmyof officials,maysucceed,butitis foredoomedinenterprisesrequiringinitiative,fastaction, andanadaptablepolicy.

TherehaverecentlybeensufficientrumblingsinthePress abouttheconditionofthe ChurchofEnglandinBritainto warranttheconclusionthatall isnotwellwiththeChurchas bylawestablished.Thesedifficultieswouldseemtofallinto threegroups-financial,personnelandfearoftheState.Actuallyallthreearecloselyinterrelated,forastheStatemovesto controlthelivesofalltheindividualsunderitscontrol,"it isunlikely,"inthewordsofDr. Garbett,ArchbishopofYork, "thattheChurchwillescape fromthismovement."Inhis newbook,"ClaimsoftheChurch ofEngland,"theArchbishopenvisageshowaneutralattitude maybechangedintohostility andhow,ifStatecontrolover theChurchbecomesintensified, fullcontrolwouldbepossible throughtheappointmentofbishopsanddeansandthroughthe patronageofmanybenefices.

Thereismorethanalittle reasonforthisfear,itseemsto me.Onlyafoolwillnowdeny thatBritain,likeAustralia,is

SOVIETSEEKSDOMINATION OFORTHODOXCHURCHES.

therisksatendantuponindependenceandinitiativehasno placeinthework-a-dayworld ofthecivilservant.Thisisnot tosaythatourpublicdepartmentsdonotharbourmenof greatdiligence,originalityand care,butwheretheyexistthey aremotivatedbyconsiderations otherthanfinancialones,and theirtalentsaremoregenerallyemployedoutsidetheirwork thaninit.

Butamoreformidablepro-

blemarisingoutofpublicenterprisecentresaboutpoliticalinterferencewiththebusiness,and fromindustrialpressureupon government.Thislatterproblemisimminentto-day,forthe employeesoftheStatehavebecomesonumerousastoforma considerablesectionofthevotingcitizens.Hencethecivil serviceistobereckonedwithas amajorpoliticalforce.Their interestsasemployeesofthe variousenterprisesoftheState maycometoexerciseagreater controlovertheiruseofthe votethantheirinterestascitizensinthecommunity.This doesandmustincreasinglygive risetopoliticalinterferencein themanagementoftheenterprise,becausesoonerorlater politicianshavetotrytoplease thevoters.Moreover,whenthe votersarelargelyemployed, eitherdirectlyorindirectly,by thegovernment,therewillbe thedangerofpoliticiansendeavouringtocurryfavourbymakingtheworkingconditionsof thesevotersespeciaulyattractiveinordertoretaintheir votes.

Therearealsoothertypesof sectionalpressurewhichinvite politicalinterference.Jnasocialsystemcrammedwithpublicofficialsitwillnotbesurprisingtofindpoliticiansfrom countryelectoratesurgingthe buildingofhopelesslyunprofitablerailwaylinesandroads. Foritmayeasilycometopass inthesedaysofmuddledthinkingandmaterialisticidealsthat onebodyofelectorsmayhave interestswhichtheyarepreparedtopushagainstthebestinterestsofthenationasawhole, or,asweshouldsay,thecommongood. Thewarhasaddedenormously tothefinancialburdensoftile EstablishedChurch,andthereis adesperateappealabroadfor theraisingof£15,000,000,which islargelytobespent,ironically enough,inrestoringCatholic shrines.Handinhandwiththe contractionofitsfinancialsources(largelyduetonationalisation)isthedryingupofwhat wewouldcall"vocations."Obviouslythetwothingsarebound uptogether,butitisnotamere matterofmoneythatthereare unemployedclergymen.There isnodemandforshepherdsbecausetheflockhasbecome hopelesslydepleted. Itisindeedagravemoment whentheArchbishopofYork warnstheChurchagainstsubjectionbytheState."eventothe pointofdisestablishment."But itisaprospect,asIhaveoften declared,whichshouldnotgive Catholicsanysatisfaction.For thebreakdownoftheChurchof

AnglicanDisintegration isChrist'sOpportunity

welladvancedalongtheroadof StateAbsolutism.Andthere isnosubstantialoppositionto suchatrendinherentinthephilosophiesofcontendingpolitical factions.Wheretheopposition isnotmerelysham,itisbased uponfearoflosingfinancial benefits.Theonlypeoplewho willresisttheGod-Statewillbe thosewhobelieveinGodandin manmadetoHisimage.Itwas soinGermanyandinthecountriesoccupiedbytheNazis.Catholics,ProtestantsandJewsled theundergroundmovements whentheycouldnolongerprotestintheopen.Itisonly fromtheranksofreligionthat totalitarianismwillreceivegenuineand Liberalismsustainedopposition. hassoldoutlong since.Andsorealhasbeen, andwillbe,thisoppositionthat itwillbenecessaryforthe Statetoattemptitssuppression. ForwhentheEstablished ChurchrecognisedHenryVIII. foritsvisibleheaduponearthit didagreatdealmorethanget ridofthePqpe.Itveryeffectivelygotridofitsownliberty andwentintoservitudetothe newaristocracyofwealth,whose mawwascrammedwiththepil- lageofthemonasteriesandthe guilds.Itwasonlythisvested interestwhichmadepossibleits survival.Perhapseventhe leadersoftheChurchdidnotrealisehowsecurewastheirbondageuntiltheappallingcontroversyontheBookofCommon Prayeroccurredinourownday, andtheyfoundtheycouldnot alteronejotortittleofthat anachronismwithoutthesanctionoftheJews,atheistsand FreechurchmenintheHouses.

Theever-presenttemptationto "graft"andcorruptionwillbecomeintensifiedasthepowerof theStateincreases.Politicians whohavepersonalbusinessinterestswillbeinanevenstronger positiontoinfluencetheletting ofStatecontractsandthegivingofStateorders.Theywill beabletostrangleattheoutsetbadly-neededprivate,local enterpriseinconsiderationof bribesfrommonopolisticorganisations.Theymayevenbe abletounloadanunprofitable concernbygettingtheStateto buyit.

SovietPlan. itaddedthattheJerusalem visitindicatedaSovietplanto unitetheOrthodoxChurchesin itscampaignagainsttheVatican, andtopreparethewayfora worldcouncilofOrthodoxytobe heldinMoscowinthenearfuture.

RecentlybothCardinalvon Preysing,BishopofBerlin,and HbrrHelmer,AustrianMinister oftheInterior,spokeopenlyand vigorouslyagainstthedeportationofmenandwomentoSoviet territory.InGermany,the leadersofthe700,000strongLeagueofCatholicYouthissuedan appealtotheChristianyouthof theworld,askingittotrytosecurefortheGermanpeoplea justpeacetreatyandwarning thenationsthatunlessreliefis soonforthcomingGermanywill begiventodespairandchaos.

DemandforJustice.

CardinalvonPreysingmade hisappealinasermonpreached atReinickdorf,intheFrench zone.Althoughhedidnotrefer bynametoRussia,hemadeit clearthatitwastotheSoviet authoritieshewasreferring.

"Iraisemyvoicetoaskfor justice,"hesaid."Iamthinkingofthethousandsandthousandsofcivilinterneeswho,in manycases,havebeendeported withouttheirfamilieshaving beengivenanynotice. Iam thinkingwithsorrowthatithas notbeenpossibleinmydiocese tosendmenoftheChurchinto theircamps,andIamingreat distressaboutthelotofparents inBerlinwhosechildrenand youthshavedisappearedfor overayearwithoutanynews andwithoutreason.

TheCardinalalsodeploredthe factthatreligiousinstructionis notpermittedintheschools.

SituationinAustria.

AddressingtheAustrianParliament,HerrHelmeraccused theRussiansoutrightofdeportingciviliansandprisonersof warreleasedfromcampsinthe westtoU.S.S.R.territory.None ofthosetakenawayhasyetreturned,hesaid.

TheMinisteralsotaxedthe RussiansandJugoslayswithdetainingbignumbersofprisoners ofwarintheircamps.The Jugoslays,hesaid,returnonly thesickandinfirm,aswellas menwhohavebeentrainedin specialanti-Fascistcamps.They havetoldtheAustrianGovernmentthattheremainderwillbe releasedonlyafterthepeace treaty.

AppealingtothebigPowers tohelp,HerrHelmertoldthe M.P.'sthattheGovernmenthad maderepeatedapproachestothe U.S.S.R.forastatementofthe numberofAustrianprisoners there, "Wehavefailedsofar,"he added,"toreceiveanyaccurate information.TheRussiansmerelysaythatourAustrianestimatesareinaccurate.Nearly allAustrianprisonershavereturnedfromthewest,butrepatriationfromtheU.S.S.R.proceedsveryhaltingly."

Portugalrecentlyhadherbiggestinternationalpilgrimage, when30,000girlsfrom22countriesgatheredatOurLady's shrineatFatimatoprayfor worldpeace.

OnthenightofSeptember5, 1945,GouzenkolefttheEmbassy withacertainnumberofdocumentsfromhisownoffice,includingtelegramssenttoMoscow, othersreceivedfromMoscow, whichhehadencipheredanddeciphered,aswellasotherdocumentsmadeeitherbyRussian officialsoftheEmbassyorby otherpersonslivinginCanada. Afterhavinggonethroughthe experiencedetailedinSection XofthisReport,GouzenkoeventuallytoldhisstorytotheR.C.M.P.,whoreportedtotheCanadianGovernment.

Hehasundoubtedlybeena mostinformativewitnessandhas revealedtoustheexistenceof aconspiratorialorganisationoperatinginCanadaandother countries.Hehasnotonlytold t.sthenamesandcovernamesof theorganisers,thenamesof manyoftheCanadianswhowere caught"inthenet"(toemploy thephraseusedbythedocuments)andwhoactedhereas agents,buthehasalsoexposed muchoftheset-upoftheorganisationaswellasitsaimsand methodshereandabroad.

Therecanbenodoubtinour mindsthattheseattempts,very oftensuccessful,toobtainhere secretandconfidentialinformation,cannotbequalifiedascasual orisolated.Theyarenotmerelytheactsofover-zealousSoviet employeesanxioustoinformtheir ownGovernment.Theset-upof thisorganisationinCanadaisthe resultofalongpreparationby trainedandexperiencedmen,who havecomeherefortheexpress purposeofcarryingonspyingactivities,andwhohaveemployed alltheresourcesattheirdisposal, withorwithoutcorruption,to fulfilthetasksassignedtothem.

Someofthesemenhaveundoubtedlybeenwellschooledin espionageandfifthcolumnorganisationalmethods,andinpoliticalandpsychological"developmenttechniques.'

GouzenkohimselfcametoOttawaonlyafterhehadbeen throughthetrainingthathissuperiorsthoughtessentialforthe workhewaschosentoperform.

At16hewasamemberofthe Komsomolor"YoungCommunist League,"whichisayouthmovementcontrolledby,andpreparatorytomembershipin,theCommunistParty.Hewasinstructedfirstincodinganddecodingin asecretschoolafterhavingbeen investigatedbytheN.K.V.D whichistheofficialsecretpoliticalpoliceoftheSovietUnion, anditwasonlyafterfivemonths ofsuchinvestigationthathewas givenaccesstosecretcipher work.Hewaslatertransferred totheMainIntelligenceDivision oftheRedArmyinMoscow, wherehespentoneyear.Duringthatyearhesaw.inthe 'courseofhiswork,alargenumberoftelegramstoandfrom manycountries,detailingoperationstheresimilartothosewhich hehasdisclosedinCanada.Finally,afterfurtherinvestigation, GouzenkowassenttoCanada.

Sofarastheevidencediscloses,thefirstheadoftheMilitaryIntelligenceespionagesysteminCamillaafterthearrival oftheSovietMinisterwasSergeiN.Koudriatvtzev,whoseofficialtitlewasFirstSecretaryof theLegation(laterEmbassy).

Thisextremesecrecywith whichtheactsoftheespionage branchesofthemissionwere clothed,at exercisedtheEmbassy,wasalso withgreatcarebythe Russiansintheirrelationswith theiragents,andbytheagents themselvesintheirmutualcontacts."Afterreading,burn," werestandardinstructions 011 writtenasignmentsoftasksgivenbyColonelZabotinandhisassociatestotheagents.The meetingsofagentsatnighton streetcornersandinautomobiles. andtheuseof"cover-names" and"go-betweens,"indicatethe secrecywithwhichtheopera- tionswereconducted.

WhenGouzenkocametoCanadeinJune,1943,hearrived withColonelZabotin,whohad theofficialtitleof"MilitaryAttache."WiththemwasMajor Romanov,Zabotin'ssecretary. Zabotindidnotcomeheretoinaugurateasystemofespionage buttocontinueandamplifythe workofhispredecessors.
