"Catholics"inname,anddidsoThereasonforthischangein evenduringthecampaignofanti-thepoliticalthinkingofCatholic religiouspropagandaconductedbyAustriansliesinthegrowingreatheirparty,aftertheFirstWorldlisationthatrevivalofreligious War:onlyasmallminorityre-lifecanmakeoutstandingprospondedandlefttheChurch.Ofgresswhencompletelydivorced themostmilitantopponentsofthefrompartystrife.TheChurch Churchonlyafeweverwentsohaspaidheavilyinthepastfor farastosevertieswithCatholic-themistakesofso-called"devout ism. Catholicpoliticians.'Andthe Thisattitudeisnotlogical:topresentpoliticaldealsbetweenall overlookit,however,mayleadtoparties,likethetruceonques falseconclusions.Thisiswhattionsofmarriagelaw,donotintheNazisfoundwhen,aftertheviteCatholicparticipationinpoliannexationin1938,theystartedtics. anavalancheofpropagandaandThedisadvantageofsuchanabpressuretobringaboutmassstension-namely,thattheabapostasy.Theywithdrewfinan-senceofaCatholicpartymar cialsupportfromtheChurchandofferanopportunitytootherparintroduced,instead,aspecialtax,tiestosolicitthevoteofCathohopingthatthepeoplewouldlies,aswasattemptedbythe ratherleavetheChurchthanpayCommunistsattherecentgeneral thisnotinconsiderablelevy.Notelections-doesnotcounttoo only'didmostoftheAustriansheavily.TheAustrianCatholics, paytheirChurchtaxasawel-withtheirnewlyexpanded"Actio ct,...edemonstrationagainstNaziCatholics,"theirlargedenominadomination,butpeoplewhohadtionalorganisations,their"Carionlynominallybelongedtothetas"asthemostimportantofthe Churchnowpaidthetaxandre-officialdomestic-relieforganisaslimedactivereligiousparticipa-tions,etc.,constitutesoessential tioninthelifeoftheChurch.anelementofpubliclifethatthey NeverinrecentyearswastherecannotbedisregardedbyanypolisohighalevelofactiveCatholicdealfactionorparty.Ifthey lifeasduringtheNazidomination.succeedinintensifyingthereligi. Thisincreasedwiththeyears.Peo-ousrevivalandinovercomingantiplewhofirsthadyieldedtoNazireligioussentiments-whichare pressureandpropagandareturn-nowmostlyundercover-Austria edtotheChurchevenattheriskwillremaintheCatholiccountry ofpersecution,particularlyin1942shehasbeenknowntobefor and194.3.TheNazispouredtheircenturies. wrathonthem,whileatthesameAnotherquestionofpresent-day timetheChurchappliedtricterAustriaconcernstheleft-wingparmeasuresthanbeforetomaketies.The"AustrianSocialist surethatthereturnwasmotivat-Part"issuccessortotheSocial edbygenuineintentions. DemocraticLabourPartyofpreConsideringallthis,CatholicDollfussAustria.Itwasnot groupswouldhavehadagoodwithoutreasonthattheparty
memberscollectivebargainingand thevastfieldoflabourlegislation,towhichthesocialist-inspiredtradeunionscontributedmuch, althoughitshouldneverbeforgottenthatthemajorityofthese lawswereenactedwhilethe ChristianSocialmajorityparty wasinpower.Itwastheconfidenceinthewell-knownleaders, butnotthenewpartyname, whichkeptthesocialistvoteon anevenlevel.
Thereis.however,onenoteworthyexception:whilesocialistlabourremainedloyal,itwasthe Socialist-Marxianintelligentsia whichchangedovertotheCommunists.Thiswasparticularly obviousinViennaduringthefirst monthsofliberation.whenthe Communistswerethefavourites oftheRussianoccupants. CommunistsandSocialistsare verymuchatodds.Eachparty accusestheotherofhightreason againsttheproletariat.TheSocialistscontendthatonlyCommunistseparatismassuredthe People'sPartyofitsvictoryinthe lastelections.Communists,on theotherhand,blametheSocialistsfortheirpast'Anschluss"policy,althoughnoonecansaywhat wouldhappentothe"nationalist"
attitudeoftheAustrianCommunisasifaCommunistGermany emerged.
Withregardtosocialisationof industries,thepresentattitudeof theAustrianSocialistsismuch moreradicalthaninthepast. Neverthelesstheyare not unconditionalsupportersofageneralnationalisationprogrammeas aretheirfellowstotheleft,the Communists.Thisisexplained bythegreaterpoliticalresponsibilityoftheSocialistsintheAustriangovernment.
Onethingiscertain:Theantireligiouspolicyoftheleft-wing partiesinAustriahaslostitsaggressivenesstoacertaindegree. TheSocialistsfavourthecontinuationoftheNazi-introducedobligatorycivilmarriage,theeliminationofcompulsoryteachingofreligioninpublicschoolsandthe closingofthedenominational schools,buttheyarecarefulnot toattacktheChurch.Whether thisrepresentsarealchangeof heartorisjustpoliticalstrategy, whetherthisnewattitudeissincereandreflectstheesteemwon bytheloyalbehaviourofCatholicsinSSprionsandconcentrationcamps,onlythefuturewill tell.

trianresistancemovementagainst theNaziregime. Thecrisiscameaftertheliberation.Theactivistspleadedfor revolutionarysocialism;they blamedthecompromisingattitude ofmanyoftheiroldcomradesfor havinglivedthroughtheauthoritarianandNaziregimeswithout greatdifficulty,andforhaving turnedtheoldpartyintoanalmostbourgeoisfaction.The moremoderategroups,onthe otherhand,fearedthattheradicalswouldabandonthepartyand jointheCommunistsifnonew partyset-upcouldbefound.The resultwasatypicalAustriansolution:theAustrianSocialistParty. ItisastonishingthattheSocialistPartyleadersshowedsuch misunderstandingofAustrianmentalityastoemphasisethenew name;thebroadmassesareat presentneitherradicalnorrevolutionary.ThemoretheCommunistspressforradicalism,theless cantheSocialistskeeppace,becausethemajorityoftheiradherentswant,aboveall,orderand economicsecurity.Thepartyof Renner,Koerner,Seitz.etc.,would nothavelostasinglevote,had thecandidatesrunundertheold banneroftheSocialDemocratic LabourParty.ThesmashingdefeatoftheCommunistsisaclear proofofthis.Austrianlabourre-
InYugoslavia,MarshalTito reignssupremeto-day,saysthe report.Wefoundhim,aswell astheotherofficialsofYugoslavia,tobeable,personable,but highlyopinionatedanddeterminedindividuals.Theyareruling Yugoslaviaascompletelyasthe menoftheKremlinruleRussia. Titohasthevoluntarysupportof perhaps15to19percent,ofthe peopleofthecitiesandfromfive percent.downtozeropercent.of thepeopleinthevillagesandon thefarms.Withanarmyof700,000or800,000men,andstrongdetachrrnentsoftroopscarryingsubmachine-gunsmarchingthrough thestreetsof'Belgradeandposted beforeallpublicbuildingsas guards,heisabletomaintainorderandmaintainhispostion.

terntothepointwherehewasno longerafreeagent.
Consensusofopinionisthat, havingcommittedasmanycrimesashehad,hemustnowplaythe gameforallthatitisworthbecauseitwasimpossibletoturn back.
Itcanbecounteduponthat Titowilcontinuetoputhislot withtheRussians,since,even thoughhemightdesiretoliberalisepoliciesandadoptthemethodsoftheWesterndemocracies, hehasgonetoofarwithCommunismfortoolongatimeinorder tobeablewithpersonalsafetyto himselftoalterhisattitude."
Onthewhole,thesituationin YugoslaviareflectstheviciousharvestwhichcomesfromtheappeasementpolicieswhichtheUnitedStateshasbeenfollowingwith regardtoRussiaeversincethe daysofYalta,andperhapsbefore.
WhatistrueofYugoslaviais equallytrueofPoland,Czechoslovakia,Hungary,Rumaniaand.Bulgaria,tosaynothingofthebrave littleBalticnationsandother countriesinthisregionofthe world.
Yugoslaviaisto-dayaCommunisticState.Titohasimposedupon theflagofYugoslaviatheinsigne ofthehammerandthesickleand hiscomparativelyvastarmiesare uniformedmuchIsletheRussians,witheachsoldierwearinga capdecoratedbyaredstarcontainingthehammerandsickle.

MissionarieshavebeeninNew Guineaforalongtime.Papuais aVacariateApostolicunderthe careoftheMissionariesofthe SacredHeart.ThereareVicariatesApostolicofEasternandCentralNewGuineaunderthecareof theFathersoftheSocietyofthe DivineWord.(AVicariateApostolicisamissionaryareatowhich theHolySeehasappointedaSuperior,knownasVicarApostolic, havingthepowersofaBishop.)In allthesemissionareasthewarhas causeduntolddamage,makingit necessaryinmanyinstancesto beginalloveragain.
AbouthalfoftheVicariateof CentralNewGuineahasbeenentrustedtotheFranciscans,i.e., fromtheAitapearea(wellknown toourboysoftheForces)down totheborderofPapua,andextendingwesttotheborderof DutchNewGuinea.Foundedin 1896,thisVicariatehasgone throughseveralchanges,andwas finallystabilisedinAugustof 1931. In1941inallofCentral NewGuineatherewere34priests and39lay-brothers,SV.D38sisters,181catechists,21 Catholic schools,about1,400childrenin thoseschools,andaCatholicpopulationofalmost25,000.Ofcourse thewaryearshavemadeavast changeinthisimposinglistof figures.Buttheundauntedmissionariesareeagertogetbackand repairthedamage,anditistobe theprivilegeofourAustralian Franciscanstoshareinthatreconstruction,andtoextendthe missionsintothevastregionsyet untouched.
ForthatpurposesixFranciscanpriestshavebeenattending aseriesoflecturesintheSydney UniversityonTropicalMedicine, inadditiontotakingsomepracticalworkintheCatholichospitals.Foramissionarymustbe ajack-of-all-trades.Hemustbe preparedforanyemergency,knowinghowtocareforhimselfand forothers-aphysicalaswellasa spiritualhealer,theformer,of course,intherestrictedsense.By theendoftheyearwiththegrace ofGodtherewillbetenAustralianFriarslabouringinthenew Mission.WithGod'shelpthat numberwillsteadilyincreaseas theyearsgoon.

ButthisisalltheworkofGod's Grace,andGodgivesthatGrace onlytothosewhoaskforit."Ask andyoushallreceive."Itwould beuselessformissionariestogo forthtothefieldoflabourifthey couldnotfeelsurethattheyhad behindthemanarmy,aspiritual army,callingdownGod'sGrace andblessingonthosesoulsthey wouldendeavourtobringintoHis MysticalBody.Eachofusas membersofChrist'sMystical Bodymusthaveanintenseinterestinevery additionalsoul broughtintotheBody,andthus unitedinChristwithus.Nomatter,therefore,whoweareorwhere weare,weallcan,andareobligedto,assistChristinthiswork ofRedemption,ofthesalvationof souls.Andthiswecandoat alltimesbyourprayersandgood works.TheLittleFlowershut upinherconventwas-oneofthe mostzealousmissionariesinthe Church.Sheyearnedtohelp Christinthesalvationofsouls, andwasdelightedtofindthatshe coulddosobyherlifeofprayer andpenance.Manyamissionarylabouringonthemissionfields mustoweagreatpartofthe fruitsofhislabourstothezealousloveandsacrificeofSt.Therese.Andlikewisethemissionariesofourowndayaredependent ontheloyalsupportoftheir brethrenintheCatholicFaith.
SincethewartheNewGuinea Missionshavebeensadlydepleted.OnlytheVacariateofPapua, wheretheSacredHeartFathers areincharge,wasallowedtocontinueitsworkduringthewar, though,oTcourse,underveryrestrictedconditions.TheCentral andEasternVicariateswerestrippedoftheirMissionaries,Sisters andCatechists,whentheJapsarrivedinDecember,1942.Forthe twoVicariatestherewerethen twoBishops,72Fathers,80Brothers,86Sisters,withforty-six thousandCatholicsandalmostan equalnumberofcatechumens.
Totallossesbydeathwere23 Fathers,37'Brothers,and54Sisters-anappallingfatailitvlist. Manyofthesedeathsresulted fromanunfortunatemisunderstanding.Someofthemissionaries,togetherwithBishopWoolfe, oftheEasternVicariate,werebeingtransportedbyflitJapanese fromAlexishaventoHollandia alongthecoastinaJapaneseship inFebruary,1942,whenAmerican bombers,notknowingofthepresenceofthemissionaries,bombed theship.Theship,however, reachedHollandia,butmanywere killed.BishopWoolfediedof woundsatHollandia.(Bishop LoerksandsomeofhismissionariesfromCentralNewGuineawho werenotcontactedarestillmissing.)Thosewhoremainedalive wererescuedbytheAmericanson April26,1944,andwerebrought toBrisbane.Thesemissionaries havebeeninAustraliaeversince andarereturningtoNewGuinea inthenearfuture.Butifwe takeintoaccountthosewhoare disabled,lessthan40percent.of theoriginalstaffwillbeabletoreturntotheirformerMissions.Thus wecanunderstandhownecessary itisforAustraliatocometothe aidofthesevaliantMissionariesin theirapostolicworkinNew Guinea.Itistheproudprivilege oftheFranciscanstoassistin thisgreatworkofrestoration.

TheBillnowbeforetheState Parliamentfortheholdingofa referendumontheabolitionofthe LegislativeCouncil,insofarasit representsachangeintheConstitutionoftheState,willneedthe thoughtfulconsiderationofallcitizens.ItistruethatourConstitutionwaswritteninanagewhen thetraditionsofLiberalCapitalismwerestillintheascendancy InthatrespecttheCouncildoes representasurvivalofasocialorderwhosevalidityisto-dayeverywherechallenged.Itisapotent demonstrationinourmidst of thatmoralstrainwithintheCapitalistsystemwhichthreatenedto breakitdownfromitsveryinception.FortheLegislativeCouncilrepresentstheownersofproperty:itaimstoprotecttheirinterests.Butthesocialphenomenonofourtimeisnotownershipasregardsthevastmajority ofcitizensbutproletarianism.In thatrespecttheCouncilisvetsmuchaminorityaffairandentirelyunrepresentative.Atthesame timeitsexistence,togetherWith othersocialandlegalforms,should servetoremindourpoliticians thattheyareworkingwithinconstitutionalmodeswhichpre-supposetheexistenceofwidelyspreadprivateownershipasa normalsocialcondition.Forall theambitionsofSocialism,proletarianismwillremainasreactionaryandreproachful.

OnAugust24,1946,therepassed awaypeacefully,andfortifiedby alltheritesofHolyChurch,Mrs. AnnieAgnesHickey.ofBoulder. aged92years,relictofthelate WilliamFrancisHickey.
Thedeceasedladywasbornat CountyClare,Ireland,andcame toAustraliaataveryearlyage. After50years'residenceinVictoria,whereherhusbandwasengagedinbusinessandminingpursuits,deceasedcametoBoulder in1905.
Themotheroftenchildren,and agreat-grandmother,Mrs.Hickey ledanexemplarylife,andbecause ofherwiseguidanceandthecharityofheroutlook,washeldinthe highestesteemandaffectionby allwithwhomshecameincontact.Throughoutherlifeshe tookthekeenestinterestin Churchaffairsandpublicmatters.

Screenpublicityissimplyadvertisingandsalesmanship,conductedinthesamewayasthey selltoothpaste,automobilesor whatnot.Theprocessofbuildingapersonintoa"star"costsa lotoftimeandmoneyandis donebyskilledadvertisingmen, journaliAts,photographers,and otheragents.Thispublicityis availableinavalanchestonewspapers,magazinesandradio.That iswhysomuchofitappearson theairandinthedailypapers. Itisallstandardised.Thesame
tiltheygetdowntotheright figure. Artificiality.
Thenthefilmgoesintoproduction.Asonemovesthrougheach sectionoftheplant-soundstages, propertydepartment.themill,processingdepartment,theeffectsdepartmentorthecuttingrooms, thewholeartificialityoffilm.makingisrevealed.Itisahighsyntheticprocess,withskilledtechnicianscomingtowork,punChing theclockinthemorningand knockingoffatnight.Thereis noglamouraboutitatall.That ismanufacturedbythepublicity departments.
Inthevarioussoundstages, thereareallkindsofsetsready, orbeingmade,formovies.In one,ateamofcarpenterswere erectingahugeset,withalake inthecentre,foradancingsequence.Inanother,therestood thefoyerofahotel.rooms,apart ments,allbuiltflimsy.But nothinghasarooftoit.forthe roofmustbeopentoallowthe powerfulbatteriesoflightstoplay onthescenefromoverhead.
Thesetslookedlikelife-size toysbeingputtogether,orsketchesofhousesinarchitectsdrawings-allcrosssectionsthatare nevercompleted.
Make-Believe.
Inonestudio,therewasahuge photographic-reproductionofthe NewYorkskyline.Itavasmade fromordinarystillphotosofNew York,onlyenlargedtomammoth proportions,andprintedinsectionsoncanvasandnailedtoa hugewoodenframe.Whenthe scriptcallsforasceneinaNew Yorkapartmentoroffice,thebig frameisjustrolledalongoutside thesetand,ofcourse,inthefilm, yoncanseetheNewYorkskylinethroughthewindow.
Westartedouttoseethe R.K.O.plantat10o'clockinthe morningandfinishedupat4in theafternoon,withfortyminutes forlunchatthestudiocafeteria, thusescapingtheusualtourist routine,whichisspeciallyarrangedforvisitorsbythepublicitydepartment.Ed.Donahuetraced theprocessrightthroughfrombeginningtoend,anditwasmuch likebeingshownthroughanaircraftfactory.Infact,thesound stagesarelikegianthangars.The firstthinghedidwastotakeme tohisoffice,wherehespenthalf anhourexplainingacostingsheet, arevelationofthehighlybusinesslikeindustrialefficiencyoffilm making. Productionissplitupintohundredsofindividualscenesand shots,andeachiscostedseparately.Inthefirstcolumnisthe longlistofscenes,allnumbered. Runningacrossthepagewereten separatecolumnsheaded-setconstruction,extrasandbits,properties,lighting,cmera,processing, mechanicaleffects,location,transport,staff.Staffincludedthe salariesorwagesofdirector,as, sistantdirectorscriptgirl,camera crew(fivemen),soundcrew(five men),cutterandhisassistant.
Undereachheadingappeared thecostforeachscene,withthe totalforeachsceneintherighthandcolumnandthetotalestimateforthewholepictureinthe bottomrightcorner.
Itisthefunctionoftheassistantdirector,afterthefinalscript isdeliveredandhasbeenstudied bythedirectorandhimself,to workoutthecostingsheet.Then thedirector,producerandtheassistanthaveafinalconference, andifithasbeendecidedfrom higherupthatthecostistoo much,theygothrougheachscene andseewhattheycanprune,un-
fing,areappointedbytheindustry, theyworkfortheindustry,they arepaidbytheindustry.Inother words,theAmericanfilmindustry censorsitsownfilms.
LegionofDecency.
TheestablishmentoftheProductionCodeAdministrationby theindustrywastheresultofa tideofcomplaintandindignation inAmericaduringthe'twentes,at thelowstandardofmoralsreflectedinthefilms.Amovement startedtocleanupthemovies. TheprimemoverswereMartin Quigley..editorofthe"MotionPictureHerald."oneofthegreat tradejournals:JosephBreen,a Catholicjournalist,aridaCatholicpriest. Itwasagreedthattheonlyargumentthefilmmogulswouldlistentowasdollars,andtheonly waytomakethemreformwasto hitthemintheboxoffice.Asa result,withtheco-operationof theAmericanCatholicBishops, theLegionofDecencywasfounded,anationalorganisationofCatholics,whopledgedthemselves nottogotoimmoralpictures.
Thefilmmanufacturerswere cynicalandcontemptuous,and imaginednothingwouldcomeof it.Theyweredestinedforrudc! awakening.TheCatholics,and thereareabout23,000000ofthem, boycottedimmoralpictures,boxofficereceiptsdroppeddisastrouslyandthefilmindustrywas thrownintocrisisandconsternation.Therepresentativesofthe industrycame,hatsinhand,to theLegionofDecency,admitting defeat. Asaresultofconferences,the filmindustryagreedtomakeits productsconformtothebasicprinciples,oftheNaturalLaw.
Inanotherstagewasahuge, whitescreeninthebackground, andinthecentreasquarereceptaclewithaboutafootofwater init.Ed.Donahueexplained.
Saythescriptcallsforaboatidly driftingdownastream,againsta backgroundofforest.Inthefiles, therearestocksequencesofsylvanscenes.Oneistakenoutand projectedonthewhitescreen,just asinatheatre.Atthesame time,aboatisputintheartificial lake,withtheactorsinitdoing theirpartandthewholethingis photographer.Theresult.assistedbycarefullychosenmusic,isa stockromanticscene,whichalwayspaysdividends.

AlthoughHollywoodisnolongerthecentreoffilmproduction, thereisaninterestinginstitution at5004HollywoodBoulevard, calledthe"MotionPictureProducersandDistributorsofAmerica,Inc.,"whichhasmuchtodo withthekindoffilmsproduced. Itispopularlyknownasthe "HaysOffice,"afteritsfirstPresident,andthereisagreatdealof confusionandmisunderstanding inthepublicmindaboutit.The HaysOfficewassetupin1922, longbeforethecensorshipoffilms wasthoughtof,tohandlepublic relations,performingrightsand everypossibleproblemthatmay arisebetweenthefilm.manufacturersandthepublic.Itisownedandoperatedbythefilmindustry,itsdirectorsandofficials areemployeesoftheindustryand itswholepurposeistolookafter theinterestsoftheindustry.
In1930,itaddedanewdepartmentcalledtheProductionCode Administration,whichcensorsall scriptswhicharetobemadeinto pictures,accordingtoanagreed codeofprinciples.Thedirector andhisstaff,whodothecensor-

Certainlythesuperstitiousreverenceformorespeedis asillyanddangerousbusiness,butithas,moreover,amoral aspect.Thereisadistinctionbetweencourageandrecklessness,anditisonewhichliesinthemotive.Ifaman's lifeisnothisownabsolutepossession,butrathersomethingheldinstewardship,heisboundtotakeareasonable caretopreserveit,andevenmoresoinregardtothelives c.fothers.Thatamancanto-dayachievehonourand moneyforgoingnowhereinparticularatameteoricpace fornospecialreason,pointstoadeclineinthebeliefof thepurposefulnessandvalueofhumanlife.Anditis anunfortunategeneralexperiencethatformanylifeappearstohavelostbothpurposeandmeaning-aconsequent whichisinevitableoncethesupernaturalaspectofmanis deniedandignored.So,extraordinaryasitsounds,it mayreasonablybeclaimedthatreligionwouldtendto reducetrafficaccidentsmoreefficientlythantrafficpolicemen.Foreachmanneedsanddemandsareasonforsurvivingandforlettinglive,andthishewillfindinreligion andnotintheCriminalCode.

Theresultsofthisdramaconference,asitmaybecalled,have beenhailedasmostsatisfactory, thelocalparticipantsreturning fullofenthusiasmandastrong recommendationhavingbeen madetotheproperauthorities thatthiseventshouldtakeplace annually.Publicsupportmade theundertakingafinancialsuccess.
ArchieMason,asDominick Mapother,didnothavethebiggestroleintheplay,buthisrich, surecharacterisationcontinually arrestedone'sattention.Peter HartlandandTimMegaw,asthe opposingcounsels,werewellcast andgaveoftheirbestinthetrial scene.VioletBennett,asthe spitefuldomestic,MaryQuirk,was convincing,andLenMcLennan, asSharmusMaCovilte,afteran unsurestartimprovedrapidly.The twocentralcharacters,Dr.Frank ChevasseandDr.AniceHollingshead,playedbyWilliamDixon andJoySaunders,respectively, were,strangelyenough,rather colourless,andatnotimewere theyveryconvincing.The formerhasimprovedonhis"Claudia"performance,butistooyouthfullookingforhisroleinthis play.MissSaundersseemedaware ofthepossibilitiesofherpart,but hervoicewaspitchedinadull monotone,whichgotmoretiring astheplayprogressed.Edward Beeby,asLiamPoer,theState Solicitor,andL.McSwain,asMr. JusticeDrooley,moonedthrough theirpartswithasomnambulistic air. Ofa dozenleadingMinisters.onlythree arewhatmaybecalledprofessionalFalangists,andtheyare largelyconcernedwiththeadvancedsocialpolicieswhichinany otherhandswouldreceivewarm applausefromtheLeft-wingPress here.Three,includingtheMinisterforForeignAffairs,arefrom CatholicAction,agroupalways outoffavourduringtheperiodof Germaninfluence;thekindofpeoplewhowerenotallowedtoexist inNaziGermanyandwerediscouragedinFascistItaly.Three areGeneralsinchargeoftheServicedepartments,andthreeare bestdescribedascivilservantsor technicians,menparalleltoLord Leathers,chosenforspecialknowledgeorcompetenceinaparticularfield.GeneralFrancohimselfcansaythatthisfourfoldcompositionofhisGovernmentreflectshisownvariouscapacities asaprofessionalsoldieroverthe Servicechiefs,astheheadofthe FalangistParty,andasamandeterminedtogiveCatholicteaching itsdueplaceinthenationallife ofthecountry.ButtheGovernmentisnotacoalition;itis verymuchmoreliketheCabinetofanAmericanPresident, hand-pickedbytheheadofthe executive.
TheSpanishproblemistodeveloplegislativeorganswithout fallingbackintothecoursesthat ledsoquicklytosuchappalling resultstenyearsago.Itisa verygenuineproblem,inwhich itmaywellbefoundthatthe Spanish1931-1936experiencewas notunique,butonlyonethatcame earlierintime.Thereareuncomfortablesimilaritiesbetween FranceandItalyin1946andSpain in1934.IneachcaseagreatCatholicdemocraticpartyhasemergedfromtheelectionswithamajority,butitdoesnotfollowthat theywillbeallowedtogovern. InSpaintheywerenotallowed togovern,butweremetbydirect actionwhichdiscreditedthe wholeparliamentaryidea.
Itis,accordingly,nousetelling theSpaniardsthattheymustallowtheindustrialandpolitical organisationswhichsonotoriously didnotkeeptherulesoftheconstitutionalgametore-formthemselvesandbidforpoweragain, unlessthosewhogivethisadvice alsosayhowtheyimaginethe frameworkofaoonstitutionalordercanbemaintained,andhow itistobearthestressesand strains.Theeventsofthelast tenyears,theCivilWarandthe depressionandtheincreasedcost
ofliving,allmakeitharder,not easier,toimaginethevariousvehementSpanishpartiescomingback anddulyandquietlyobserving theresultsofthepolls.Forour part,weholditrighttostartwith astrongbiasinfavourofparliamentarymachinery,becauseit providestheeasiestmachinery,in conjunctionwithafreePress,for preventingtheoppressionofcitizensbytheexecutiveandforsafeguardingpersonalliberty.Butit isnottheonlymeansofachievingtheendoflibertyandorder, andtoinsistthatfreedomcan onlyberealisedthroughthisone formofnation-widepoliticalpartiescontrollingasovereignlegislatureistoshowgreatbigotryof mind,aswellaspovertyofresource.
Itiscarryingbigotrytoapoint ofcallousintolerance,worthyof theworstinquisitorialmentality, todemandofpeople,forwhom theprocesshasresultedinamillionviolentdeaths,thattheytry again.OftheBlackEmperor ChristopherofHaitithehorrible storyistoldthathecondemned oneof'hissubjectstojumpoffa precipice.Byamiracletheman's fallwasbrokenandhesurvived. Hedraggedhimselfbacktothe palaceandmurmuredtotheEmperorthathisbiddinghadbeen done."Oh,"saidtheEmperor, displeased."Soyoulive.Well jumpagainj."
Itisindeedcallousnessofthe mostunthinkingsortforpeople whocannotbebotheredtomastertheessentialhistoryofthe culminatingtragedyoftheSecond RepublictohowlattheSpaniards tobringinaThird.FortheFirst Republic,too,hadended,alifetimebefore,inCivilWar.And whenmensayto-day,withperfecttruth,thatGeneralFranco 'Ryerhadagreaterholdonthe country,becauseallSpaniards,of allclassesandviews,dreadtheobviouspossibilitythatoncehisGovernmentwereremovedevents wouldgetintothesaddleand ridetheSpaniardstodestruction, theoutsideworldshouldrecognise thatthisapprehensionisnotallayedwhenoutsidecriticsseem quiteunawareoftheconnection betweenthepoliticalformswhich theydeclaretobealonerespectableandtheconsequencesto whichtheyled.
Thereisatthemomentagreat distinctionbetweenBritainand America.InBritaintheleaders oftheTradeUnionmovementare to-daytheleadersoftheGovernment.AmanlikeMr.BevindislikestheFrancoregimebecause theTradeUnionsareillegalin Spain.Attheendofthismonth thereistobeagreatTradeUnion campaign,whichwillinevitably losesomeofitsweightfromhavingbeenconcoctedatMoscow, wherealsotherearenoTrade UnionsintheBritishsense.But theAmericanGovernment,wrestlingwiththefreeUnionsofits owncountry,ismoresympathetic totheSpanishargumentthat thereisatthepresenttimeno feasiblethirdcoursebetweenhandingovertheGovernmentofthe countrytosuchbodies,though theyareminoritybodies,too,narrowlybasedtobeabletorepre&nt thenationalinterestinallits breadth,orkeepingthemdisqualifiedbecauseoftheirrecent andviolenthistory.
Thereis,however,athirdcourse, forwhichtherearemanyindica-
tionsinthehistoryofSpanishsyndicalism:toallowindustrialassociationsonalocalandregional basis,notonanationalbasis.The socialpolicyofthepresentSpanishGovernmentistocultivate thegroupsliketheAsturianminersandtogivethemaprivileged position;andto-daytheirwages arehighandtheyarefavouredin therationing.Itisthelowermiddleclasseswhoarelikelytosuffer mostfromthisgeneralpatternof asocialpolicyinthe,interestsof theskilledworkers.Theyare alsothepeoplewhosufferasthe purchasingvalueofthepesetadiminishes.Thepoliticalcalculationisnodoubttrue,thatthe middleclasseshavenooptionbut tosupportthepresentregime,and itisconsequentlythemoretemptingtoconcentrateinsocialpolicy ontheproletariat,whichshould neverhavebeenallowedtogrow upinnineteenth-centurySpain.
Butthewholebusinessofdeproletarianisingacountryby spreadingownershipisofitsnaturegradual,andinvolvestaking greatcarenottodepressthevery classintowhichtheproletariat arebeingencouragedtopass.
Ifitbeacceptedthatthegreat politicalneedofSpainisto strengthenthetraditionofmoderateandorderlypubliclife,the middleclasseshaveanimportaanceoutofallproportiontotheir numbers.Theyarethenatural carriersofcertainessentialstandards.Ifitisacceptedthatat allcoststheremustnotagainbe violentandinflammatoryfigures workingonthelowerpassionsof theproletariatatmassralliesin thelocalbull-rings,becausesuch demonstrationscanonlyleadto bloodshed,itfollowsthatpolitical lifewillhavetoberestartedat thehighereducationallevel,and extendedstepbysteponlywithintheframeworkofcivilised moderation.ThatwastheBrit ishpoliticalhistory,thatthefranchisewasextendedgradually,and heavenknowswhatwouldhave happenedtothecountryifuniversalsuffragehadbeensuddenly decreedinthereignofGeorgeIII throughthecomingtopowerof themorefanaticalandJacobin Whigs.

TherearestillsharpdivisonsamongtheMonarchiststhemselves; therearethosewhoonlywant theMonarchybackbecausethey arguethatamonarch,andamonarchalone,inmodernSpain,can actboldlyanddrasticallyinthe nationalinterest,long-rangeas wellasshort-range.ThesepeoplehavebeenextremelydiscouragedatthewayDonJuan,inhis longresidenceinSwitzerland,has surroundedhimselfbyLiberalinfluences.Thereareotherinfluences,representedbySenorGil Robles,nowprominentamong DonJuan'sadvisers,whoseehim asaconstitutionalandevenasa parliamentarymonarch,withperhapsasmuchpowerastheEnglishconstitutionalmonarchhada hundredyearsago;arealinitiative,thatis,inchoosinganddismissingtheKing'sministersand ministries.ButtheseMonarchistsarelessclearwhetherthey arepreparedforaCorteswithas muchpowerofresistingtheKing astheearlynineteenthcentury HouseofCommonshadinEngland.Noonesuggestsahereditarysecondchamberwithanydecisivepower. Inadditiontothedisputeabout howabsolutetheKingshouldbe, theMonarchistshaveamoreimmediatequestion,howfartheirtac ticsofthelasttwoyearsoughtto bewrittenoffasdiscredited.There islittlequestionhutthatthey weremistaken,andarebeing changed.ItwasnevergoodadvicetogiveDonJuantosuggest thathecouldcomebackexcept withthegoodwillofthegreatmajorityofeducatedandupper-class Spaniards,themajorityofwhom havebeenconnectedonewayor anotherwiththeregimeofthe lastsevenyears. Eventhose whohavehadnopositiveconnectionhavenomindtobereproachedlateronforpassivityoracquiescence.Thepredominantand quitenaturalmoodisonethat combinesagreatreadinessfor
evolutionandchangewithagreat desiretoseethechapterofSpanishhistorythroughtheworldwar allowedtotakeitsplaceasadifficultanduncomfortabletime,in whichthosewhocarriedpublic responsibilitiesandkeptthecountryoutofthemaelstromareheld tohavedeservedwellofSpain.
ThattherewasnotamoremagnanimousnoteinDonJuan's manifestosandutteranceswas duetothosewhoadvisedhim thatitwasessentialthathe shouldnotseemtoowehisreturn toFranco,forthentheworld wouldbelievehewasameretopdressing.Itwasalsoargued, moreplausibly,that,ifhewasto reconcileallSpaniards,hemust notcomeinfromtheside,asit were,ofanyone.Insofaras thisadvicewasgivenwiththe ideathatthesectionsoftheUnitedStateswouldreallyacceptthe Monarchyifitreturneduncommitted,theadvi.cewasmistaken. Thisoutsideopinioncannotand willnotever.envisageanything exceptaSpaindominatedby working-classunionsandparties; itwouldnotmind,-forthemost pa'rt,howunconstitutionalsucha regimewas,orhowanti-Christian itwas,orwhatlittlelibertyitpermitted.Everythingitdidwould becondonedandexplained;andif suchpeoplearemomentarilyfavourabletotheMonarchy,itisonly asastepping-stonetotheproletarianRepublic;whereasinside SpaintheKingcouldonlycome backwithagreatparty,much greaterthantheintransigeant Monarchistswhohavenevertaken anypartinthenationallifesince theCivilWarwaswon.Don JuaninPortugalhasreceiveda streamofvisitorswiththeencouragementoftheGovernment, whowanthimtore-acclimatise himselftothepeninsula.One dayitmaybeagreatadvantage fortheretobeakingwithan unusuallyprolongedexperience oftheoutsideworld;buthisremotenesshasbeena handicap theserecentyears.Yetthisremotenessfromrecenteventsmay alsoonedayproveasadvantage insideSpain.

Exceptfortheoranges,theharvestinSpainisexpectedtobe abundant,andthewheatwillalmostmakeSpainself-supporting; buttherehasbeenaconsiderable increaseofpopulation.Thenext census,afewyearshence,isexpectedtoshowapopulationof28 millions.Somepeoplethinkthat thepolicyfortheSpanishGovernmentwillbetousethisgoodharvestnottoimprovestandardsat homebuttosecuremoreforeign exchange.Thepurchasebythe SpanishGovernmentofthetelephonesystemfromtheAmerican concerntowhichitlargelybelongedhashadtobepaidforat anawkwardtime,andhasamountedtobetween70and80million dollars.Thosewhoadvocatethe saleofthesurplussaythatnever againwilltherebesuchaneager demandforsimpleproductslike oliveoil,noratimewhensomany competitorscannotcompete.The otherschoolarguesthatpolitical considerationsshouldcomefirst.
TheysaythatGeneralFranco, withhisusualgoodluck,issure ofpopularitytillSeptemberorOctober,whentheUnitedNations maybeexpectedtodropSpain frowntheiragenda;butthepopularitygainedasthesymbolof Spanishnationalindependence shouldbeconsolidated,theyargue, byimmediateandmaterialalleviations.

AskedforhisopinionofthepresentPolishGovernmentinPoland, Kwasnickisaid"Iwouldnotlike tobeunderRussianinfluence overthewholeofPolishterritory andinPolishpoliticallife."
