ByDOUGLASWOODRUFF.InthetrialofGoeringatNuremberg,manyhithertounknown detailscameoutaboutthelastminuteeffortstoavoidwarin August,1939 IntheserevelationsthenameofPolandrecurs overandoveragain;Polandhad beenguaranteedtheaidofBritain,andifHitlerattackedPoland,Britainwouldfight.But, unfortunately,atthesametime whenthenameofPolandwas thusbeingcitedhistorically,it wasbeingusedinaverydifferent contextintheBritishHouseof Commons.Mr.BevinwasannouncingtheBritish'Government'sdecisiontodisbandPolish forceswhichhadfoughtunder Britishcommandforfiveyears. InScotland,inGermany.but ifiincipallyinItaly,170,000of thesemennowtobedisbanded, eventhoughtheydesireaboveall elsetocontinueunderarms.The BritishandAmericantroopsby theirsideinItalyarefiredbya preciselyoppositeambitionand wanttogohome.ButthePolishtroopshavenohomeandno countrytowhichtheycaretogo.
Itisanironiccommentaryon therevelationsatNurembergthat oneofthepartiessittingonthe prosecutingbenchandamongthe judgeshascommittedanaggressionagainstthePolishnation, hassucceededinnominatingthe GovernmentinWarsaw,and keepsitinpowernowbythealwaysimplicitthreatofdirectand totaloccupation.AsintheparallelcaseofYugoslavia,theBrithandAmericanGovernmentsallowedthemselvestobecajoled anddeceivedintoextendingrecognitiontoagroupofCommunistswhenthoseCommunists agreedtotakeintotheirgovernmentafewnon-Communists,so thattheycouldcallitabroadly baseddemocraticadministration. ThatwashowMarshalTitoemergedastheGovernmentofYugoslavia.
istsintheKremlin?Nomoderationintheexistingtechnique andnoassurancescangivehim anyguaranteeofwhathispositionwillbethreemonthsorsix monthsfromnow.Itisnotsurprisingthatwhenthefirstappeals weremadelastautumnforPoles toreturnonlyanegligiblenumberrespondedandsaidthey wouldbewillingtogoback.Those whodidsoweremostlyPoles whosehomeswereinwesternPoland.Theyweremenwhohad beentakenbytheGermans,capturedbytheAllies,andbrigaded inthePolishforces.Tothese men,Germanywastheenemy andtheyhadnodirectknowledge oftheRussians. ButthemajorityofthePolish forceshavehadaverydifferent personalexperience;whenthe GermansinvadedPolandthey werepushedeastandwhenthe Russianscamein theyfound themselvestheprisonersofthe Russians.Theywerecarriedoff intoRussia;seventhousandof theofficersdisappeareduntilthe claywhentheirbodieswerefound inKatynWoodbytheGermans. ThesePoleswhowereinRussia from1939onwardformthemajorityofthePolishforcesto-day. TheycameoutthroughRussiato theMiddleEastandsotoNorth AfricaandItaly,takingaprominentpartinthefighting.Inparticular,theycapturedthedifficult highpointofMonteCassinoand theyhavebeenamainpartofthe AlliedArmyofOccupationin Italythroughtheyearssince fightingceased.Theircommander,GeneralAnders,hasshared alltheirexperiences.Hewasin prisoninRussiafrom1939to1941 andnearlydied,assomanydid, butHitler'sinvasiongaveanew valuetohimandhiscomrades. andfrombeingadespairingprisonerhesuddenlybecameacommanderinthefield.
OntheverymorningofMr. Bevin'sspeechaboutthe'Polish forces,acorrespondentofthe London"Times"-apaperwhich wentasfarasanypaperinsupportingandrecommendingMarshalTito-publishedadescription oflifeinYugoslaviato-daythat woulddeteranyPolefromgoing backtoPoland.The"Times" correspondentdescribedtheiron controlofeverybodybymeansof the"Karakeristika.""Thisisa secretreportmadeoneverycitizenbythecouncilofthecommuneinwhichhelives.Ifhe moveselsewhere,thecouncilunder whosesurveillancehenowcomes sendsforthereportandactsupon it.Ifitisunfavourable,hehas nohopeofobtaininganotherjob dependentontheStatewhich90 percent.ofthejobsinthecountrynoware.Thevictimofthis iniquitousspeciesof"lettrede cachet"neverknowswhathas beenreportedagainsthimand hasnochanceofdefendinghimself."Afterdescribinginvivid detailhowallthefamiliarfeaturesofsovietisedexistencenow reigninYugoslavia,the"Times" observerconcludedthat"thisre. gimehadbeensoswiftinitsdevelopmentthatmanyfavourable judgmentspassedonitsix,or eventhree,monthsago,areno longerjustified."
What,then,isaPolishsoldiek tothinkwhentheBritishForeignSecretaryrecommendshim toplacehimselfwhollyinthe powerofthePolishCommunists whoarebackedbytheCommun-
President,nowdeclarethatthey willnottolerateanyparty'sputtinyforwardseparatecandidates. Veryviolentlanguageisconsistentlyusedto-dayagainstMr. Mikolajcykbecausehehasstood outagainsttheirdemandthathe shouldhelptoformacommon unitedfrontbymergingthePeasantPartywiththePolishWorkersParty-theCommunists-and otherdummypartiescreatedby theCommunists.Electionswould thenbeapebisciteinwhichthe Polishvoterwouldbeabletosay onlywhetherhewasfororagainstthegovernment.Hewould notbeallowedtochoosebetween alternatives,althoughitiscommonknowledgethatMr.Mikelajczykoranyotheralternative totheCommunistswouldreceive 80or90percent.ofthevotes, ifthevotescouldbefreelyorsecretlycast.ThatistheexplanationforthethreatsusedbyMr. Gomulka,theCommunistVicePremier,whenhewenttothe PolishPeasantPartyCongress andsaidthatnoseparatelists wouldbetolerated.Everyone, hesaid,whodislikestheideaofa singlelistofcandidates,isareactionaryandenemyofthepeople.
OneofthefavouriteCommunistdevicestodestroyanoppositionpartyistocreateoneoftheir ownwiththesamename;andso thereisaduplicatePolishPeasantPartyandaduplicatePolish SocialistPartywhicharereally Communistcreations.Thereal SocialistParty,whoseleadingfigure,Mr.Arciszewski,wasPremier oftheLondonGovernmentwhen BritainandtheUnitedStates withdrewrecognition,isinan evenworseplightthanthePea. santParty.ThePrimeMinister, Mr.OsobkaMorawski,presents himselfasaSocialist,andtheSocialistleaderinsidePoland,Mr Zulawski,whomadeafightfor theindependenceoftheParty, hasnowhadhisresistanceoverborneandhasagreedtoappear insideaunitedfront.
Thesemennaturallythinkthat theyknowagooddealmore aboutBolshevismandtheRussiansthandothosewhogive themwell-meantadvicetobe moretrusting,anditisquitecertainthatthegreatmajorityof themwillpreferalmostanykind ofexistenceabroad,wherethey willenjoytheirliberty,togoing backtoPolandwheretheycould neverknowfromonedaytoanotherwhentheymightbearrestedanddeported.
Allthenewsthattheyreceive frominsidePolandconfirmsthese suspicions,forPolandto-dayis ruledbyawhollyunrepresentativegovernmentwhichcannot conceivablyhonouritssolemn pledgetoholdfreeandsecret elections.
WhentheBritishGovernment onthesixthofJulyissueda statementthatitwouldrecognise whatwasannouncedas"thePolishGovernmentofNationalUnity,"theBritishrecalledthe Crimeadecisions,withtheirconditionthatthePolishProvisional GovernmentofNationalUnity "shallhepledgedtotheholding offreeandunfetteredelectionsas soonaspossibleonthebasisof universalsuffrageandsecretballotinwhichalldemocraticand anti-Nazipartiesshallhavethe ighttotakepartandputforwardcandidates."Thisplainly envisagedthatsuchobviously qualifiedpartiesasthePolish PeasantPartyshouldhavethe righttoputforwarditscandidates.Butthisrightisbeing studiouslydenieditandtheCommunistmembersofthegovernment,headedbyMr.Bierut,the
TheNationalParty,whichhad agreatdealtodowiththeresurrectionofPolandin1919andwas oneofthelargestpartiesinprewarPoland,isto-dayoutlawed. YetithadalwaysstoodpreeminentlyforfriendshipwithRussia. ButitrepresentsthatlargesectionofPolishopinionwhich,so farfrombeingCommunist,isnot evenSocialist.Thisismadeinto ajustificationfordisfranchisingits supportersandnotallowingit anyactivity.ConsequentlytodayitisonthePeasantParty thatPolesmustbasetheirstill cherishedhopesofobtainingat anyrateapartialindependence. Anditisquitetruethatagreat manypeoplewhoneversubscribedtothatparty'sagrarianpolicy inthepastareitsferventsupportersto-day.
TheCommunistsareseekingto attractafollowingandtobuild upavestedinterestbytaking awaythelandfromeverybody withmorethan125acresanddistributingitamongthepeasantry. Thisisarepetitionofthefamous tacticsofLeninattheoutsetof theBolshevikrevolutionwhenhe promisedpeacetothesoldiers andlandtothepeasants.But thePolishpeasantsknowvery wellwhathappenedintheSoviet Union.Thosepeasantswhoprosperedwereliquidatedadozen yearslaterasKulaks,somefour millionofthem.Theywere treatedasanti-socialoffenders, losttheirlandandstockand,for themostpart,perished.InPolanditisdifficultforthepeasants tothinkthatdistributism is meanttosucceedwhentheyare givenverysmallplotsoflandand findanimmensedearthoflivestockandimplements,largely throughthedepredationsand leviesoftheRedArmy. ThereligioussituationinCzecholovakiamaybebrieflystatedin hefollowingway: TheCzechoslovakState,founded afterWorldWarI.,passeddurngWorldWarII.througha loodless,butforthatveryreaonspirituallymorecomplicatd,revolution.TheNazioppresionconsiderablyaffectedCatholismwhich,owingtotheGernanoccupationwasunableto ontinueinitsprocessofrebuildg,andfoundeventheordinary astoralcareimpossible. A umberofsecularandregular lergywereinterned,religious nanifestationssuchasCorpus hristiprocessionswereforbiden,thepublicationandspreadngofCatholicpaperswasmostly prohibitedtheschoolslacked ufficientteachersofreligion,the hildrenthemselvesbeingdrawn wayfromtheirreligiousduties yfalse,atheisticcurrents.
UnderNaziRule.
Onlythepulpitremainedand *cametheplatformfromwhich hewordofGodandthevoiceof ,atriotismwasabletoreachthe people,whoneverceasedtobeieveinjusticeandtheirrights.

Thefirstdaysoftheliberation oftheCzechRepublicgave a strongimpulsetoallculturaldevelopmentandCatholicsmade themostofthenewsituation. Thenewlyacquiredpoliticalfreedomallowedhighhopestobe heldbyCatholicsthatreligious freedomwouldberespectedalso.
ThePeople'sParty.
TheCzechCatholicsshowed themselvesactiveintwodirections. One'section,whichwas representedbyCatholicsofpoliticaltendencies,sawtheirchance inbeingrepresentedintheframeworkofpoliticalcoalitionofparties.Althoughtheoreticallyinterdominational, the "Czech People'sParty"ismostlycomposedofCatholics,evenifitcannotbesaidthattheirCatholicism i'inmanycasesmorethannom, inal.'theothersection,not agreeingwiththechoiceofpoliticalmeanstofurthertheChurch, iscomposedofthosefullypractisingCatholicswhoarecentred aroundCatholic'Actionandis thereforeorganisedonstrictly non-politicallines.
BothsectionsofCatholics, however,arefullyawarethatthey mustelevateculturallyandspirituallythelifeofthenationbecausetheaftermathofthewax asregardsmoralityistremendous.
ScarcityofPriests.
TheEpiscopateandtheclergy arefacinggreattasks.Thewar causednotonlyadropinthe numberofpriests-manydiedin concentrationcamps,othersare illowingtothementalstrain, theoldergenerationofpriests
graduallydiedout-butalsostoppedforthelastsixyearsthe supplyofnew'recruitstothe priesthoodfromtheseminaries, whichwereforthemostpart closeddown.
Itwillrequireconsiderabletime beforenewpriestswillbeadmittednotonlyintheseminaries, butalsointhesecondaryschools.
Thisisoneofthereasonswhy everythingmustbedonetoretain thesecondaryschoolsunderthe careofreligious,becausefrom themwasdrawnthegreaterpart ofcandidatesforthepriesthood. Frequentconsultationsamongst thebishops,combinedwith a highlyefficientandmoderncare Lfsoulsinthevariousdioceses, couldwiththeco-operationof clergyandeducatedlaityproduce anorganisationwhichwould countertheshortageofpriests andsostoptheexpansionofthe sects,inwhichthestudyoftheologyisrelativelysomucheasier andChurchactivitylessburdensome.
TheSchools.
MostoftheschoolsinCzechoslovakiaareStateschools.There arepreparatoryschools,junior cehools,andseniorschools,in whichitispermittedtoteachReligiousdoctrinesincereligionis acknowledgedbytheState.Religiousdoctrinedoesnotoccupy thefirstplaceaftermoralityin thereportofeachpupilasinthe firstRepublic(afterthefirst WorldWar).Itisusuallyplacedlastafterallothersubjects andisregardedasnon-obligatory. TherearealsootherschoolsconductedbyReligiousOrdersin whicharrangementsaremadefor thereligiousandmoraltraining totakeprimaryplaceinthe schoolcurriculum.
Thischangeincurriculumis quiteinaccordancewithgovern. mentregulationsregardingeducation.Althoughtheseschools arefewinnumber,nevertheless inthecommonmovementofnationalisation,proposalshavebeen madetoclosetheseschoolsor bringthemundertheNational Educationscheme.
InduetimetheCatholicAction groups,andespeciallytheparents,madethenecessarydefence. Theysentadeputationtothe PrimeMinistercarryingtwelve memorandafromvariousgovernorsoftheseschoolsandfromthe parentsoftheirCatholicpupils. Inthesememorandawerestated reasonswhytheparentsmustinsistonthepreservationandcompletefreedomofregularchurch schools.
Tothedeputation,headedby theAbbotofthePremonstratentionmonastery,wasgiventheassurancethatuntiltheregular electionsoftheLegislativeAssembly,nootherprovisionswouldbe made,andthatthose,whichwere inforcein1938,i.e.,beforethe Germanoccupation,wouldstillremaininforce.

AninnovationinPerthlastweek wasanexperimentinpuppetry, sponsoredbytheIndependent Players.Coincidentalwiththe exhibitionattheMcNessHall cameanarticleinSaturday's "WestAustralian"dealingwitlh thisverysubject,andhavingspecialreferencetoalittletheatre inMelbourne,wherepuppetryis practisedregularly.Childrenare cateredforinthistheatre,and withthelaudableaimofencouragingaloveofdramaticartin childrenIamentirelyinaccord.
Ihavenodoubtthatpuppetry provestobeasingularlyattractivemethodofarousingandfosteringtheinterestofchildren; andwhenoneconsiderstheallied benefitsoftraininginhandicraft anddevelopmentofcoloursense, senseofproportion,etc.,the schemeplacesitselfbeyondreproach.
Puppetryforadults,however, isanothermatter.Although therewasafairsprinklingofchildrenintheaudiencethatgreeted theshowatMcNessHall,adults' wereverymuchinthemajority.

Theenrichingopportunities gainedbyMissJoanHammond duringherextendedtrainingand valuableexperiencesoverseaswere reflectedingoodmeasureinher finesinging,whenshegaveher firstPerthrecitalinthepresence ofalargeandenthusiasticaudience,atWinthropHallonTuesday,July23.
OntheplatformMissHammondhaspoiseanddignity,allied toawarmfriendlinessofmanner thatwouldsooncaptivateanyaudience,andherimmensepopularityinoperaandontheconcert platformsofEnglandandthe Continentiseasilyexplained. Technicallyconsidered,thequalitiesinhersingingthatcommandedmostadmirationduringtherecitalare,firstly,perfectcontroldemonstratedbytheeasewith whichshecantakeapianissimo slowlyallthewayuptoafortissimoinasmooth,unbrokengradation-andherabilitytopass throughthescalewithoutapparentchangeofregister.

Oneofthemostinteresting songsinthesoprano'sopening groupwasMonteverde's"Lasciatemimorvie"("LetMeDie").This composerwasprobablythefirst tointroducedissonancesintoharmonyfordramaticeffect,and thissongwasafineexample. Haydn'selegant"Canzonettade concert"andarecitativeandaria fromHandel'salmostforgotten opera,"Rinaldo,"the"Lasciach'io pianga,"concludedthisgroup. Thesecondgroupwasmostimpressive.Itcomprisedfivelieder byBrahms.Emotionandsentimentofthehighestordercharacterisedthesongsinthisgroup. Thecalmserenityof"WieMelodien."thegentleresignationof "AufdemKirchhofe,"thesimplicityandpurityofmusicalinspirationin"DieMainacht"-all werebeautifully,rendered. Afterinterval,weheardfirstly. twofinesongsbyRachmaninoff, "BeforeMyWindow"and"0, NeverSingtoMeAgain."The declamatorypassagesofthelatterwerefinelydelivered,and madeaperfectcontrasttothe slyhumourofCyrilScott's"Don't ComeIn,Sir,Please,"laterinthe group.RogerQuilter'sstirring settingofShelley'snaive"Love's Philosophy"(TheaPhillipssang itrecentlyinPerth)wasagreat testofthesinger'sfinecommand
SENSATIONALPLAY
ThedecisionoftheRepertory ClubtoputSteinbeck's"OfMice andMen"intoproductionhas raisedamildstiramongPerth theatre-goers.TheRepertoryClub isoldandwell-established,and overmanyyearsithasacquired asblidreputation.Initsranks itnumbersagoodlyproportionof ourleadingcitizens.Onecan stilllookbackwithoutaneffort 1,1memorytothedayswhenit wasdifficulttoobtainmembership.Now,however,theposition IFdifferent. Itmustcomeassomethingofa shocktooldermembers(there are,roughly,500to600members)torealisethattheRepertoryClubhassuddenlybecome suspect.Itisunusual,tosay theleastofit,tofindtheClub's moralsthesubjectofcontroversyinnewspapers.andthiswill mostcertainlyleaveanunpleasantflavourinthemouthsofmany whoserespectabilityhasnever beforebeeninquestion.Yet, patently,thepublicactivitiesof theClubmustreflectinsomemeasureonallitsmembers:andifan accusingfingerbepointedatone oftheClub'sproductionstheinevitableconclusionisthatthe standardofmoralitypreviously maintainedbytheClubhasbeen lowered-forwherethereissmoke thereisgenerallyfire. Itmaybethatmoralityisvery lightlyregardedthesedays.It maybethatPerthsprominent citizensdonotcarewhetherthey beassociatedwithamoralsgood playoramorallybadplay. Whatevertheindividualviewpointmaybeinthisregard,one clearfactemerges;itisstillsociallytabootoopenlycondone anythingwhichisdeemedtobe degrading.Withthisknowledge inmind,manywillthinktwice beforepatronisingtheRepertory TheatreduringtheAugustseason.
ThereisnodoubtthatSheinbeck's"masterpiece"isanoffen-
ofphrasing.Sheemergedwith fullmarks.Thefinalgroupcon sistedofmodernEnglishcompositions,andopenedwithtwo songibyParry,"There"andthe bizarre"Witches'Wood."Liza Lehmann'sarrangementofthetraditionalair,"HaveYouSeen'But aWhyteLilyGrow?"(wordsby BenJonson),recalledCrook's finerenditionofitinPerthduring1939followed,andthegroup concludedwithHageman's"At theWell."Beforetheenthusiasticaudienceshowedsignsofleavingthehall,MissHammondhad toprovidethreeadditionalsongs -twoariasfrom"Tosca"(Puccini),includingthepopular"Vissi D'Arte"andThurlowLiemance's wellknownsettingofanIndian lovesong,"BytheWatersof Minnetonka."
Itwasindeedalosstomusic loversinthiscitywhentheartistecontractedaseverechilland hadtoabandontheremainingre citalsthathadbeenarranged.

Fullmarksmustbeaccorded RaymondLambertforhisexcellentaccompaniments.Anefficientaccompanistneedsmore thantechnique.Hemustfully understandthecontextandspirit underlyingthesongheisplaying,andmustperforcebeadidem withthesingerinregardtothe interpretationofit.Mr.Lambert alsoearnedourgratitudeinthe solofieldwithfouritems.They wereRummerstranscriptionof Bach's"MySoulReposesinthe HandsoftheLord,"aScarlatti sonata,No.29,inDMajor(Scarlattiwrotebetween500and600 sonatas!):theverybeautiful ChopinEtudeinAMajor,No.3, Op.10,onwhichthepopular "Tristesse"isbased,andthesame composer's"PolonaiseinAFlat." Thislastitemhasbeenplayedso oftenbyvisitingartiststhisyear thatonehasnowgotrathertired ofit.Thiswastheleastsatisfyingitemoftheevening.Debussey'sfamiliar"ClairdeLune" wasthepianist'ssoleencore. -"GROUCHO."

JusthowcloselytheRepertory's "OfMiceandMen'approxmates toSteinbeck'soriginalis,atthe timeofwriting,unknown.No doubtmanyomissionswilloccur; buttheplaycannotberadically changed,and,nodoubt,Mr.Steinheckwouldbeveryannoyedto knowthattherewereanycuts atall.ThatthereshouldHAVE to.becutsisasufficientcommentaryonaplaywhichsomepeople withanaxetogrindhaveattemptedtoclassasinnocuous. Nothingismorepitifulthattheir attempttodefenditsobscenities withtheexcusethattheseare"in character."Usingthiscriterion wecandefendanyexcessesofconductandbringthemallontothe stage.

Over60yearsagoourgreatpredecessor,LeoXIII.,calledthetestimonyofhistorytoprovethe Church'sunceasongcareinprotectingthenationsagainstthe despotismofrulers,andmindful ofthecommongood,indefending communitiesandfamiliesagainst theinjusticesoftheState,inupholdingthedignityofthehuman personandtherightoftheindividualcitizen.
Hiswordshaveinrecentyears beengivenanewandconvincing confirmation.
To-morrowthecitizensoftwo greatnationswillgointheir crowds.tothepollingbooths.
Withprofoundhumilityandthe purestgratitudetoGod,wemay wellspeakoftheprotectionwith whichGodhasneverceasedtodefendHisChurchandenableher towithstandvictoriouslytheattacksofthepastyears,particularlywhenwarwasgoingonall overtheworld.
Wehavebeforeusreportsfrom thewholeworld.Inspiteofall contradictionsandofallthe faultsthatmayhaveoccurred,we cansaythattheChurch,inallits integrity,standsunitedandfirm, bothinternallyandexternally.
Everywhere,where, either throughsystematicpersecutionor throughthebrutaldestructionof war,shehasfoundherselfdeprivedofanyvisiblesupportordespoiledofherlegitimaterights, theChurchhasseendrawnever closertheunionofherfaithful,firingtheirzealwithanincreasing ardour.
Andifnoteverywhere,atleast inthemajorityofcases,the Churchhasemergedfromthe stormwiththevigourofregeneratedyouth.
Onecouldsaythatinthelight oftheterribleeventsofthepast years-whichconjuredupthe imageoftheLastJudgment-the sonsoftheChurch,notlessin missionarycountriesthaninthe oldCatholiclands,havemost clearlyprovedthetruthoftheir faithandtheunimpeachable valueofChristianthoughts.
Asforworksofcharityand courageandheroism,eventothe sheddingofbloodfortheFaith, wedonothesitatetosaythatthe

Wespokeofthemnotlongago inourChristmasmessageandto theDiplomaticCorpsgathered arounduslastFebruary.We willinglyacknowledgethatduring recentmonthsconsiderablenumbersofprisoners-of-warhavebeen repatriated.
Ifthenwespeakagainto-dayof thesehundredsofthousandsof menretainedincaptivityandto thenumberlesshomelesspeople,it isbecausewearemovedbythe innumerablerequestsforourintervention,becausesuchastate ofthingscallsimperativelyfor promptandeffectivesuccour.
Onbehalfoftheprisoners-ofwar,pressingandmanifoldappealsreachusfrompeopleofall socialclasses-from mothers yearningfortheirsons,from wiveswhocannolongercarry thefamilyburden,whichiswearingdowntheirstrength,from childrenwhovainlywaitforthe comfortingsmileandhelpofthe fathertostrengthenthemforthe hardexperiencesoflife,from communitiesofcitizensandpublicauthoritiesclaimingtheirreturntoundertakethereconstructionoftheircountries,withwhich isconnectedthegeneralreconstructionofthefamilyofnations.

Asfortheothertwocategories ofexiles,sometimeslivingin areaswherethereisalreadya denserpopulationthanlocalagricultureandindustrycannormallysupport,itwouldbenecessary toarrangesettlementinoverseas countries.
Wearefullyconfidentthatthe countriesandcontinentsableto receivethemwillnotfailtoopen theirdoorsinChristiancharity.

Itisaquestionofknowing Rhetherthesetwonations-sisters intheirLatincultureandChristiancivilisation-willcontinueto standonthe.firmrockof'Christianity,ontherecognitionofa PersonalGod,onthebeliefin spiritualdignityandtheeternal destinyofMan,orwhetherthey willcommittheirdestinytothe unfeelingomnipotenceofamaterialisticStatewithoutreligionand withoutGod.
Oneortheotherofthesewill becomearealityaccordingto whichevercomesvictoriousfrom thepollingbooths-eitherthe championsorthewreckersof Christiancivilisation.Theanswer isinthehandsofthevoters.How highandhowserious,then,isthe responsibilityoftheelectors.
Ontheonesidewehavethe spiritofdominationandState absolutismwhichclaimstocontrolalltheleversofthepolitical, socialandeconomicmachinery,of whichmen,livingcreatures,would bebutlifelesscogwheels.

Thisgood,tenderandloving Motherdoesnotseektofight,but becausesheisamothersheisthe firmer,themoreindomitable,the moreunyieldinginthemoral strengthofherlovewhenitisa questionofdefendingthedignity, theintegrity,thelife,thefreedom,thehonourandtheeternal welfareofherchildren.
Amongtheseprisoners,some, intheprimeofyouth,conscripted immediatelybeforetheendofthe war,foundthemselves,without havinghandled,agun,thrown intoaconcentrationcamp.
Others,alltoonumerous-some awayfromtheircountriesforwell oversixyears-havelanguished incaptivity,draggingoutamiserableexistenceinlaboursquads.
Weareawareofthefactthat thecoldprovisionsofinternationallawdonotcompelthevictortoreleaseprisoners-of-warbeforetheconclusionofapeace treaty.
Butthespiritualandmoral needsofprisonersandoftheirrelativesaregrowingevergraver. Thesacredrightsofmarriageand thefamilyarecryingtoHeaven louderthanalllegaltexts,anddemendthatatlonglastanend shouldbeputtotheregimeof prisoner-of-warandconcentration camps. CHARITY.
VictorsCouldHelpHomeless.
Andifoneortheotherofthe victornations,forreasonsofeconomicexpediency,doesnotconsideritselfabletodispensewith thoseworkersmanpower,it shouldconsiderwhetherornot thisadvantagecouldnotbeoh tainedequallywellorbetterby replacingthemwithfreelabour fromthatsamecountryinconditionsjusterandhumaner,under labourdiscipline.
Wearealsoawareofanother difficulty,oftenputforwardto justifythegrievousdelaysinrepatriation-shortageofships,and thenecessityoftransportingother things.
Wecannot,however,buthope thathumanmercyandcivilised wisdom,equallyconcernedwitha
