SomeFacts.
Oncertainpointsthereisno longerroomfordisagreement. Thereweresomethousandsof PolishtroopsinSovietcaptivity bytheendoftheGerman-Russian-PolishcampaignattheopeningofthewarinSeptember,1939. Sovietofficialsourcesputthe totalatabout250,000.Theofficerstotalledabout8,800.They werehousedinthreeSovietP.O.W. camps,atKozielsk,(eastofSmolensk),Starobielsk(nearKharkov),andOstashkov(nearKalinin).WhentheGermansinvadedtheU.S.S.R.inJune,1941,the Soviet.andPolishGovernments becameAllies,andMoscowundertookbytreatytorelease"allPolishcitizenswhoareatpresentdeprivedoftheirfreedomontheterritoryoftheU.S.S.R.,"theidea beingthattheprisonerswouldgo torecruitthenewPolish'Armyto beformedonRussiansoil.At oncethePolishGovernmentinquiredaftertheofficersinthe threecamps:i.e.,twoyearsbefore theKatyndiscovery.Documents areextantthatrecordtheseinquiries.Theyincludeinterviews ofAmbassadorKotwithMr.Vyshinsky,withStalinhimself,and withMr.Molotov;andinterviews givenbyStalintoGeneralSikorskiandGeneralAnders,overthe periodSeptember,1941,toJuly, 1942.TheSovietreplieswere, first,thatallreleaseshadtaken place,thenthattheywouldtry tolocatethemissingofficers,then thattheycoulddothisonlyif suppliedwithlistsofnames.The Polesrepliedthattheyhadalreadygivenlists,andthat,inany case,themostreliablelistsonthe subjectwouldbethoseoftheSovietP.O.W.campsthemselves.
Finally,acategoricalSovietnote ofMarch13,1943,declaredthat "Wheneveritislearnedthatthere arecertainisolatedinstancesof delayinsettingfreePolishcitizens,thecompetentSovietauthoritiesimmediatelytakemeasuresnecessaryfortheirrelease."
Exactlyamonthlaterthe NazispublishedtheirKatynWooa discovery.TheGermanandRussianradioswentintoaction.The massacrehadbeencarriedout, saidtheGermans,inApril,1940, bytheRussians;thebodieshad beenfoundfullydressedinwinter clothes;theabsenceofcertaininsectremainsinthegravesalso pointedtoapre-springdate:the latestdocumentsandnewspapers foundonthecorpseswereof Aprilthatyear;thetreesplanted onthegraveswerealreadythree yearsoldandsoon

ThePolishreactioninLondon wastwofold.First, thePolish Governmentissuedacommunique inwhichitrepudiatedtheGermanattemptstosplittheAllies, recalledthelonglineofundeniableGermanatrocitiesinPoland, recalled, ontheotherhand, itsownunavailingeffortstoget tidingsoftheseofficersfromthe SovietGovernment, andrequestedtheRedCrosstomakeanindependentinquiry.Havingdone this, itaskedwhyMoscowhadnot givenitsnewexplanationatany timeduringtheevasionofthe pasttwoyearsMoscowthereuponbrokeoffrelationsasaninsultedparty.
TheTwoInquiries.
ThereportoftheGermaninquirywasissuedonApril30the sameyear(1943).Itwassigned bymenfrom13countries,includingSwitzerland(Dr.Naville,of GenevaUniversity).Itwasthe evidencevouchedforbythese men,medical,zoologicalanddocumentary,thatwassaidtofix thedateofthemassacre.There wasalsoatrialin.Germanyof certainunderlingsfromtheRussianrankssaidtohavebeenimplicatedatSmolensk.

OtherFacts.
Thereisindependenttestimony onanumberofimportantpoints, however,fromPolishofficerswho survived.Wehaveseveralaccountsofthetreatmentofthe officerprisonersinthethree campsafterSeptember,1939.We have,too,theaccount"Starohielsk Memories,"ofthePolishCaptain Czapski.Thisrevealsthatin March,1940,theSovietauthoritiesdecidedtowindupthethree camps.Evacuationbeganfrom StarohielskandKozielskonApril 3.Thedepartingtrainswere seenoffwithgreatsolemnity,and thePoleshadtheimpressionthat theywerebeingrepatriatedto Poland:animpressionshattered beforetheywerefarontheirway. "Itcannowbeestablishedthat theKozielskprisonersweretaken tothestationofGniezdovo,near Smolenck,andthencetothe KatynWood.Thelasttracesof theStarobielskgroupareinKharkov,whileitisknownthatthe menfromOstashkovtravelled throughVyasma.Wherethey wentfromKharkovandVyasma remainsamystery."
Legalexpertswillmanifestly havemuchtosayonthevalidity ofreportsbycommissionsappointedbytheverypartiestothe dispute:quiteapartfromthedifficultyofreconstructingevents afterthelapseofyears. There iseveryreasonwhytheNazis shouldhavewishedtoexploitthe tragedytothediscomfitureofthe Allies, whetheritwasaNazimassacreornot.Certainlytheworld wouldhavehadnodifficultyin ascribingthecrimetotheNazis, butfortheSovietattitudetothe Polishinquiries, bothbeforeand afterthediscovery.Wecanindicateseveralkeyquestionson whichdefiniteanswerswouldbe decisive.
First,wheredidthePolishofficersgowhentheyweretransferredfromthethreecampsin April,1940? (Thattheywere transferredisprovedbytheirsurvivors'evidence
Secondly,howmanyweremurderedatKatyn?
Thirdly,whenweretheymurderedthere?Thetreesandthe lackofinsectremainsarenot conclusive.Buttheirbeingunearthedinwinterclothingisa fact.Theevidencefromdocu-

Fourthly,wherearetheremainderofthe8,000,thosenet foundatKatyn,butneverheard ofsince?
