BythisBill,theCatholic ChurchofDarwinisdeprivedof allherfreeholdproperty,andshe isdeniedthefacultytoacquire anyotherfreeholdpropertyinstead.
TheCatholicChurchownsin Darwinninehalf-acreblocksof freeholdpropertyforChurchpurposes.ThenewBilldeprivesher suddenlyofthisproperty.

TheSupremeownerofChurch propertyistheHolyFatherthe Pope.andhealonecanalienate Churchproperty.
TheBishopofthedioceseis onlythemanagerandadministratorofChurchproperty,andhe cannotalienatethispropertyconfidedtohiscarewithoutspecial permissionoftheHolyFather.
TheHolySeemaygrantaBishoplicensetoalienateChurchpropertywhenthereisaseriousand urgentreasonforit.Butinthe caseofDarwin,viz.,thealienationofthewholefreeholdpropertyoftheSeeofDarwin,itis sopreposterousandextraordinaly thattheBishopwillneverbe grantedthelicensetoaccomplish it.Thecasehastobetreated betweentheChurchandtheState throughdiplomaticchannelsorby concordat.
SincetheBishopofDarwinhas no,permissiontoalienateallhis ecclesiasticalproperty,hewillbe :ompelledtorefusetoacceptpaymentorcompensationforthe seizureofthisproperty,asthis wouldmeanconsentinthetransaction:anditwillbehisduty remainonthepropertyuntilorleredoffbytheHolySeeorforably bytheGovernment.

BeingtheBishopofDarwin,it ismydutytoerectacathedralas thecentreoftheepiscopalSee. Butacathedralrequiressecurity andpermanenceoftenure.This canonlybeachievedbyfreehold property.Nocathedralcan everbeerectedonleaseholdproperty.Acathedral,besides,must besolefnlyconsecrated,butno buildingcanbeconsecratedwhich Issituatedonleaseholdonly.
AbolitionofBishopric.
SincetheI.andResumptionBill deniestheChurchtherighttoacquirefreeholdproperty,itfollows thatthedioceseofDarwinwill neverhaveacathedral.Butno cathedralmeansnoBishop,and noBishopmeansnoBishopric; andthusthedioceseofDarwin willbeabolished.anditwillbe ruledbyanadministratorapostoliclikeamissionland.Thisis degradationwhichDarwindoes notdeserve,Itwouldbeaslur ontheonly'Australiantownever destroyedbytheenemy.. ExchangeofProperty.
TheStateclaimstherightto resumethe'Darwinfreeholdpropertyinordertoimprovethe townplanningscheme.ifthe actualChurchpropertyisrequiredforthispurpose,theChurch isnotopposedtoafairdeal, Sincethereisnotactuallyanyconsecratedgroundonthatproperty, theChurchmightbewillingtoexchangeitforanothersiteofthe samevalue,thatistosay,forfreeholdpropertyinanotherconvenientplace.Butforher,freehold willneverbecompensatedby leasehold.

TheGovernment,ofcourse,claims supremepowerintheState.We Christiansacceptthatclaimunder certainrestrictions.TheLord, ourSupremeLegislator,decreed thatwemustrendertoGodthings thatareGod's,andtoCaesarthe thingsthatareCaesars.ThisincludesthelawthattheChurch shallnotinterferewiththerights oftheState,andthattheState shallnotinterferewiththerights oftheChurch.Firstrestriction: Thesecondrestrictioncanbe statedinthesewords:Nobody,individualorState,canbreakits wordofhonourwithoutdishonour.Now.bydispossessingthe ChurchofDarwinofitsrightful possession,theStatehasbroken itswordofhonourundertwo heads:
usedonlyforchurch,presbytery, andSundayschoolhall.Onthe actualfreehold,theChurchhas allherinstitutions,namely, church,presbytery,conventschool, andorphanage.Bythenewlaw theChurchisdeprivedofthis rightoffreeexercise,andthe GovernmentbreakstheConstitution,whichprotectsfreeexercise ofreligion.
Anothersignoftheimpairment oftheChurch'srightsisthefact thatsheisreducedtotheimpossibilityofconsecratinghersacred buildings.Toconsecratemeans todedicateforevertotheservice ofGodabuilding,withtheland itstandson.ButtheChurch cannotdedicatetoGodaland thatisnotherown,suchasleasehold.
(e)TheGovernmenturgesthat theChurchhasacceptedleasehold inCanberraandfunctionssatisfactorily.ButIdenythatCanberraisaprecedentinthecaseof Darwin.InCanberratheChurch didnothaveanypropertyof whichtheGovernmentoftheday dispossessedit,whereasinDarwintheChurchwasdispossessed of4}acresorfreehold.
Besides,theChurchbuiltin Canberraisnotconsecrated,and will neverbeconsecratedsolong asitstandsonmereleasehold.
(f)Finally,theBillofresumptionofthefreeholdlandinDarwinprovidesthattheGovernmentshallcompensatetheownecs atpre-warrate.Butthepostwarratesareatleastsixtimes higherthanthepre-warones,and thus,withthemoneyofcompensation,theChurchshallbeabsolutelyunabletorebuildthebuildingstakenawaywiththeland. Theconsequencewillbethealmostcompleteannihilationofthe ChurchofDarwin.
AsBishopofDarwinitismy dutytoprotestinthenameofthe membersofourChurch,whofor manyyears,andatthecostof manysacrifices,haveraisedthese buildings.totheserviceofGod.

TheiLandResumptionBillhas anotherdamagingconsequence fortheChurch.
Allover'Australia,inevery. Stateandineverydiocese,the Churchinstitutions,suchas Churchbuilding's,schools,orphanages,hospitals,andanyother charitableinstitutionsarefreeof ratesandtaxes.
InDarwin,throughtheLand ResumptionBill,suchinstitutions aresubjecttopaymentofyearly rents,ofwhichChurchinstitutionsinotherStatesarefree.
DarwinChurchinstitutionsare thereforesingledoutforspecial treatment,whichismostunfair, consideringthatthelifeand workinthetropicsarefarmore exactingthanintheSouthern States;andifthereisanyspecial treatmentatallfortheChurch
1st.-Thetitledeedsoffreehold landinDarwinincludethese words,"toholduntothesaid..." (purchaser,"heirsandassignees foreverintestimonywhereofI, thesaidGovernor,havehereunto setmyhandandpublicseal," Thesewordsmean,withoutdoubt, asolemnpromise,awordofhonourthatcannotbebroken.By resumingtheChurch'sfreehold propertyinDarwin,theGovernmenthasturnedthissolemnpromiseintoascrapofpaper.
2nd.-TheCommonwealthConstitution.insection116,provides, "TheCommonwealthshallnot makeanylawforestablishingany religion,orforimposinganyreligiousobservance,orforprohibitingthefreeexerciseofanyreligion."Bydispossessingthe ChurchofDarwinofitsfreehold property,theGovernmentactuallyimpairstherightsofthe Church,andprohibitstoacertain extentthefreeexerciseofreligion.Leaseholdtenureisless securethanfreehold.Thisalone impairsthefreedomofthe Church. Parttwoisaverycarefuland completeanalysisofthecinema asameansofinfluence.Nowhereelseisthis'all-important questiondiscussedsoclearly concisely.Everysentenceis worthyofclosestudy,andImake noapologyforquotingthePope's wordsasfullyasspacepermits.

RobertaDarlingwasparticularly effectiveasBellaHedley,Peg CarterwasasuitablycomicalWilson,andPeterHartlandgot plentyoflaughsasOctavius.If nowwecommendthetwodoctors (J.VickersandJ.Thomas)and donotforgetthegoodworkof BerylSweetman(Iunderstand thatVeraTatealternatessuccessfullyintherole),approximate justicewillhavebeendonethe largecast,someofwhommustremainunnamed.Thecostuming wasotstanding,butthemake-up. inmanyinstances,wasthemerest gesture.Thislatterwasperhaps theworstfeatureoftheshow,the backsofmanyheadslookinglike half-hatchedchickens.Itwas remarkable,too,thatagehadnot witheredthebrotherstoanyextent.

ThePlazaTheatrewasthevenue forthelatestgatheringofpatrons oftheAdultEducationBoard's "Everyman"Concerts. Acombinedprogrammeofmusicand dramawasverywellreceivedon Supdaynight,whenZoeLenegan andStephenDornanprovidedthe musicandtheRepertoryPlayers thedrama.
Theopeningwasmarredbytoo muchtalkingfrom'Mr.Dornan,an offencenotmitigatedbyhisown apology.When,however,hebegan,toplay.theatmosphere changedimmediately.Herewere fingersofsteeldirectedbyamind ofgreatdelicacyandsubtlety. ThreePreludesbyRachmaninoff weregiveninsuccession.affording startlingchangesofmoodand callingforafinedisplayoftechnique,ThesePreludeswerein GMinor,GMajorandBFlat Major.LateronMr.Dornan played"TheCarolSingers"(Liapounoff),"ProcessionofTheWise Men"(Liapounoff).andaMarch byProkofiev.Thelast-named tookmostpeoplebysurprise.
ZoeLenegansangtwobrackets verypleasingly. Afeatureof herworkwasherclearenunciationFolksongswere"TheWind
intheCherryTree,""AGirl's Love,"and"bongAgoinKazan City;"thesecondgroupconsisted of"TheMournfulSteppe"(Gretchaninoff)."TotheChildren" (Rachmaninoff),and"TheRose andtheNightingale"(RimskyKorsakov).
Byarrangementtheevening wdsdevotedtoRussianworks,so AntonTchekov'sone-actplay, "TheProposal,"waspresented next.Thispieceisanabsurdity whichIfoundalmostentirelyunamusing;butthenIhavenotaste forfarce.Itmustreadilybe concededthatthethreeplayers (NitaPannell.Ray.Angel,and PeterBatten)performedvery cleverlyandexhibitedagenerous measureofespritdejoie.Icannotimaginethattheplaycould havebeenbetterdone.A thoughtthatstruckmeforciblywasthatbothTchekovandhis interpretershadcaughtthetrue spiritofthepeasantry-thatintangiblemixtureofopenness.simplicity,gaiety,what-you-will.that soplainlymarkstheEuropean "littlepeople," FurtherrecitalsinthePlaza Theatrewillbegivenatmonthly intervals.

AsOrsino,BernardLochtenberg broughtafineappearanceandan excellentvoicetotheaidofhis nobility.Theverydifficultroleof OliviawasablyhandledbyPeter Peacock,whowasevidentlyhandicappedbyavoicewhich,uncontrolled,mightoperateunexpectedlyintworegisters.Viola(WilliamBarker)actedunderthedisadvantageofsmallstatureanda tendencytogulpwords,butprovedaptenoughatfencingandat pressinghismaster'ssuit.As Sebastian,RobertWilliamsused awell-trainedandfinelymodulatedvoicetoexcellenteffect. Otherminorroleswerecapably filledbyJohnSampson(Antonio', RobinBarbour(seacaptain),Des. mondHeenan(Valentine),John McCausland(Curio),WilliamIlegney(Fabian),GerardCrock(a priest),CharlesAspharandHarry Reeves(-officers),EdwardBrowne (servant),DavidMcAuliffeand FrederickPreshaw(halbardiers), RedmondRodriguez,RichardSullivanandRichardChild(musicians,RonaldDowneyandPatrickMurray(pages),JosephBuhlKeelingandPeterBrown(sailors). TheUniversityDramaticSocietyhasbeengiven-anewleaseof life.Attimesinthepastithas revealedsporadicbrilliance(one doesn'teasilyforget"TheInsect Play,"nor,ifSt.George'sCollege maybeincludedinthecount, "MurderintheCathedral"),but notforsomeyearshastheamount ofinterestnowbeingevincedin thedramamanifesteditselfin suchconcreteform..Earlierthis yeartheUniversityproduced "TheWomen"(notcoveredby thispaper),andnowwehave hadtwoone-actplays-"Salome" and"WaitingforLefty."Next monthMaxwellAnderson's"Winterset"isscheduledforpresentationbythetwoCrawleyclubs, andinAugusttherewillbe"SilverCord,"bySydneyHoward. whichisafterwardstobetaken toMelbourneforinclusioninthe Universities'DramaFestival.So, altogether,Perth'sdramaaddicts aredoingwelloutoftheseatof learning.
Ihavehearditremarkedthat Universitystudentsoughttobe abletododramaintelligentlyif notartistically.Itseemstome thatartistryandintelligenceare socloselyalliedastobeinsepar-
ableinaworkofrealvalue;but theremaybesomethinginthe suggestionthateffortswhichfall shortofgreatachievementmay yetbesavedfromutterfutility bytheapplicationofbrainpower. Thismayexplainhowtheintelligentsiawasabletogetaway withacoupleofplayswhichare nothowlingstagesuccesses.
"Salome."byOscarWilde,is notaparticularlygoodplay.It missesoutbadlywhentheTetrarchlaunchedintolong-winded pleasforachangeofheartonthe partofSalome,Everyoneinthe audienceisfullyawarethatsheis goingtoinsistontheBaptist's headandisgoingtogetit.How boring,then,tohavetolisten whileHerod,inthemostflowery language,offersheronething afteranotherinhiskingdom. Compensationisprovidedinthe unexpectedlastline.and,inthe University'sversion,bysincere andfairlyplusibleacting.
JacquelineKott,inthetitle role,wasimpressive.Shedidindeedlookthepart,andspokeup well.Butherdancewasatame affair,lackingtheinspirationand emotionalsubletywhichthisfamousdancemustdiffuse.John
Aneventofverygreatimport-partitionwhichprecededitsproanceinthetheatricalworldoccur-duction.Therewasevidenceof redduringtheweek-andpassedenormouscareinthesmallestminwithonlyahandfulofpeopleutiaeofcostuming,decorandgesawareofitspassing.Inretro-tureandmusic.Harmonyof spectitappearsasthesortofcolour,contrastandvariety,exswift,cataclysmiceventwhichcellenttasteinthegroupingof momentarilyparalysesourrespon-characters,andaspecialcareof ses,fillinguswithfeelingsofawecastingmadefo?anatmosphereof -likethepassingofameteororauthenticitywhichmustearnthe therustlingofthewingsofDeath.producer(Rev.N.Ryan,S.J.)the Butindeeditwasnotdeathbutadmirationandgratitudeofthose verylifethatbrushedbyus,the resurrectedlifeoftheworld's greatestdramatistconjuredup andmadewholeagainbythose bestabletogivelifebecausethey havesomuchofit.
Shakespearelivedagainfora briefspaceontheRepertory stage,whentheboysof.St.Louis School,Claremont,presented "TwelfthNight"unabridgedand withfullmusicalscore.Thatsuch amagnificentcontributiontoentertainmentandgeneralculture shouldbeaccordedameretwonights'seasonisatragicerror.
Itisallthegreaterpityinthat theSt.Louisproductionstresses therealitythattheculturalneeds ofthecommunityshouldtranscend thenarrowlimitsfixedbyofficialdom.Onefearsthatthedread necessityofpassingexamination tendstogiveState-schooleducationasheerlyutilitarianaspect; itcertainlygoesfartowards quenchingculturalidealsinthe teachersandliteraryresponsivenessinthepupils.Theteachers intheStateschoolsare,ofcourse, asawareasthenextoneofthese deficiencies,andtheguiding spiritsoftheEducationDepartment'theoreticallyencourageculturalpursuits.Butinpractice itmakesthemimpossibleorat bestextracurricular.Sofrom thatpointofviewalone,St.Louis mayhavestruckablowforgreaterfreedomforthearts,ifonlyby wayofprovokingcomparisons whichmayleadtoemulation.
Themostforcibleimpactproducedby"TwelfthNight"wasa recognitionofthepainstakingpre-
whothinktheBardofAvonworthyofeveryappropriateadventitiousaid.
Withregardtotheacting,one wenttotheproductionprepared totemperthewindtotheshorn lamb.Butsuchwasthestandard setbytheboysofSt.Louisthat theystoodinnoneedofsuchclemency.Indeedonewonderedhow somanyboys(27inallandmany oftheminveryearlyteens)managedtosecuresachauniform standardofgoodacting,composureoffeatures,andtheall-importantairofreality.Theirpoise wasespeciallynoteworthywhen promptswereneeded(whichwas seldomthecase),andintheperilousmomentwhenMalvoliostood tolosehalfhisamoustache
Theoutstandingperformance wasgivenbyJohnEddyasOlivia'smaid,Maria.Notonlydid hefillthefeminineroletoperfectionastoappearanceandcostuming,buthegaveouthislineswith intelligentinflectionandpleasing distinctness.AsSirTobyBelch andSirAndrewAguecheek,John TooheyandJamesDenton,respectively,investeddifficultpartswith infectiouscomedy,andsucceeded inavoidingthetemptationofoverplayingthem.HenryCrockhad probablythemostexactingdemandstomeetasMalvolio,but hisinterpretationwassuperb,dictionvyingwithgesturetocreate anatmosphereofridiculouspomposity,Feste,thejester,wasportrayedbyRonaldByrne,whose tendencytolosetheendsofhis sentenceswasredeemedbyhis spontaneityandtunefulsinging.
AnewAlfredHitchcockpicture isalwaysanevent.Amanwho directedsuchbrilliantfilmsas "TheLadyVanishes,""Suspicion," "Rebecca,"and"Shadowofa Doubt,"tonamebutafewofhis successes,hasbuiltforhimselfan enviablereputation.Theelementofsuspencecharacterisesall hisfilms,anditisasamasterof suspensethatHitchcockisfamousto-day.Hislatestfilmtobe showninPerth,"Spellbound."in manywayslivesuptoexpectations.Iwouldnot,however, saythatitishisbestfilm.Far fromit.Whetheryouknow,or care,oneiotaaboutguiltcomplexes,dreamimages,orpsychiatricabstractionsingeneralwillnotgreatlyinfluenceyourfeelings aboutthisfilm.InitHollywood hasacceptedaFreudiantheory ofpsycho-analysiswhichisutilisedasanimportantelementinthe developmentandtreatmentofthe plot.Personally,Iconsiderit hasbeenusedtoexcess.The ingenuityofpsychiatristsandthe accuracyoftheirdeductions(in thefilm)seemedlittleshortof amazing,andIkeptaskingmyself aquestionIspsycho-analysissuch anexactscience?Ifso,surely themajorityofmentalcasescan betreatedsuccessfully.Maybe thereisstillhopeforeventhe mostretardedminds-suchas thosepossessedby'politicians,prohibitionists,U.N.O.delegates,and thoseseekingculturerelations withRussia. ThePlot. Onlyabriefwordaboutthis,A seriousyoungpsychiatricpractitioner(IngridBergman)becomes involvedscientifically,lateremotionally,withanamnesiavictim (GregoryPeck),whentheman presentsalltheearmarksofa murderer.Theopeningscenes areinamentalsanitarium,where onehaddifficultyindistinguishingbetweenthepatientsandthe staff.Ifeltthatthemental stateofthewholeestablishment staffwasopentosuspicion.After aslowenoughstartthepace speededupasthemysteryand chasedeveloped.Whenthefemaledoctor'sinterestinherpatientincreasesthetensionbecomesgreater,andshetakeshim tothehomeofherrenowned teacher,wherethewomeninlove workshardtounlocktheforgottenrecessesofherbelovedstorturedmind.Meanwhilethedetectivesarehotontheirtrail,but howtheyandthepsychiatrists writefinistothesuspensefulepisodewillhavetoberevealedwhen youseethefilm

ThesatisfactioncausedinIrelandbytheinvitationtothe DublinGovernmenttotakepart intheconferenceinLondonon thefoodsituationInEurope,has beenincreasedbythespeechat theconferenceofMr.SeanLemass,theMinisterforIndustry andCommerce.
Mr.Lemass,afterdeclaringthat hisGovernmentwaspreparedto makethemaximumpossiblecontributiontowardsthesolutionof thepresentdifficulties,pointed outthatIrelandwasasmall country,thatherresourceswere limited,andthatthequantitiesof foodstuffsshecouldmakeavailableforthereliefofEuropean needs,thoughconsiderableinrelationtoherownconsumption, wereverysmallwhenmeasured againstEuropeanrequirements.
Irelandwasafoodexporting country,butatpresenttheonly foodstuffssheexportedcommerciallyinsubstantialquantities werecattleandeggs,whichwent almostentirelytotheUnited Kingdom.Overandabovethese exports,hisGovernmenthaddecidedtomakespecificquantities offoodstuffsofvariouskinds availableinreliefoftheEuropean situation.TheGovernmenthopeditwouldbepossibletodeliver thisyearapproximatelydouble thequantitiesoffoodstuffsmade availabletoEuropeinthismannerin1945.
Havinggivendetailsofthecormmoditiesinvolved.Mr.Lemass saidthesupplieswerebeingofferedtothecountrieswhichavailed ofthemandtotheInternational RedCrossasagift,thoughsome oftheGovernmentswouldprefer topayforthem.Exceptinthe caseoflivecattle,theshipment offoodstuffsinvolvedreductions inthequantitiesavailablefor homeconsumption,andrepresentedthemaximumquantitieswhich Irelandcouldmakeavailable.
Mr.Lemassaddedthatthe stocksofwheatavailabletoEire tomeetrequirementsuntilthe produceofthe1946harvestshould becomeavailablewereshortby 40,000tons.Tohelpinmeeting thedeficit,theGovernmentwas preparingtoincreasetheextractionofflourfromwheatto90per cent.,whichis5percent.more thanatpresent,ortosuchother levelasmightbegenerallyagreed atthe conference.

ThevisitoftheDublinGovernmentrepresentativestotheLondonConferencehasresultedinthe establishmentofgoodrelationsin variousrespects.Amongstother things,thetwocountries,after inter-governmentalnegotiations extendingoverseveralmonths, havesignedanAirTransport agreement,whichmeansthatBritainwillusetheShannonAirport inallherAtlanticservicespassingoverEire.Itisexpected that80percent.oftheairtraffic betweenAmerica,Britain,andthe Continentwillpassoverthis route,andthatbytheautumn110 roundtripsperweekwilldevelop overtheAtlantic.
