Acountry'spopulationgrowsintwo ways:bynaturalincreasethatis,by theexcessofbirthsoverdeaths)and bynetimmigration)thatis,bytheexcessofarrivalsoverdepartures).

Uptothe20th.centuryAustralia didwellinboththeseways.Ournew settlerscamemainlyfromBritain, whichwasconcentratingonindustrial expansion,andsohadthetypeofpeopletosparewhichthiscountryneeded-farmersandruralworkers.This suitedoureconomynicely,asAustraliawasthendevelopingherarable ;andsandindustriesconnectedwith theland.Uptill1861immigration provided74percent.ofAustralia's totalgrowthandcontinuedinlarge numbersuntil1900.Moreimportantly theseimmigrantsrearedlargefamilies andeconomicconditionsalsofavoured ahighrateofnaturalincrease.

Duringthepast45years,however, therateofnaturalincreasehassteadilydeclined,andthenetimmigration hasalsodecreasedprogressively.In 60yearsthebirth-ratehasdropped from42per1,000toapre-warfigureof 18per1,000.Thismeansthatthe wellsofnaturalfertilityhavedriedup anddespitemeasurestoencouragepeopletohavelargerfamiliesitwillstill benecessarytoencourageEuropean immigrationiffornobetterreason thanfordefence.Immigration,howyver.isnotthesimplematteritwas 50yearsago.

ForonethingmostEuropeancountriesarenotinapositiontoexport people.Secondly,therearemoreattractivepropositionthanAustralia formigrants.Thirdly,wemusthave oureconomyingoodordertoinduce peopletosettlehereandbecomegood citizens.Fourthly,wemustovercomeourinsularismregardingforeigners.

Theplansetoutbelowrepresentsan attemptonthepartoftheCatholic communitytoovercometheseproblemsandtohelpAustraliatobecomeagreatandprosperousnation.

Infullrealisationoftheimportance toWesternAustraliaandtotheCatholiccommunity,ofthequestionofpendingmigrationfromtheBritishIsles andEurope.HisGracetheArchbishop hastakentheinitialsteptosetupthe frameworkofanorganisationinPerth.

Whilstadmittingthatthefieldfor prospectingasupplyofmigrantsis notasgreatasmaybedesired,inasmuchasGreatBritainneedshermanpowerforreconstructionafterthewar, thereisevidenceofsufficientenquiry atAustraliaHouseinLondontojustifycateringforthosewhoalready wanttocometoAustralia.

Furthermore,therearehundreds, andperhapsthousands,oforphans asthesoul-searinglegacyofthewar, whowillbeseekinganopportunityin life,deniedtothembythelackofparentalguidance,butwhichcanbeprovidedbythemigrationschemessetup byvariousorganisations,partieularly Churchorganisations.Andthechain ofCatholicinstitutionsinthisState hasacapacityofabsorption.greatly extendedbythedepletionofinmates occurringthroughoutthewarperiod.

Readersmayrememberthat,justbeforethewar,theChristianBrothersin W.A.hadallthemachineryworking forreceivingorphansandotherpoor boysfromEnglandandIreland.and oneconsiderablehatchofboysisall thehappierforitto-dayinthisState. (livenagriculturalandtechnicaltraining,theyhavebeenfittedforauseful lifeasworthycitizens,whichtheyare nowfollowing.Andnow.withthe warover,itisthedesireofHisCI-ace torenewthestreamofnewCatholic lifetoWesternAustralia,andinconsequenceconsultationhasbeenmade withtheotherBishopsoftheState andasaresultan,Associationofthe Bishopshasbeen effected.

Thefirstobjectivewillbetorenew agreementswiththeCommonwealth, StateandImperialGovernmentsIn respecttothemigrationofboys,and toestablishconcurrentlythemachinerytoreceivegirlstoo.Thereare fourInstitutionsintheArchdioceseof Perthwhichundertakethecareoforphanedchildren,viz.:St.Vincent's FoundlingHome,Subiaco;St.Joseph's Girls'Orphanage,Subieco;Castledare JuniorOrphanage.Quesip'sPark.and ClontarfOrphanage,Queen'sPark.One intheDioceseofNewNorcia.whichhas beendesignatedas"Boys'Town,"St. Joseph'sFarmandTradeSchool,Mt. Pleasant,Bindoon,andtwointheDioceseofGeraldton.viz.,theSistersof NazarethHome,Geraldton(forgirls), andtheChristianBrothers'Agricul turalSchoolatTardun.

TheFarmSchoolsatTardunand 13indoonworkincloseco-operation,and togetherformthecopingstonetoa schemeoftrainingforboys,whichis unique,standingaloneintheworldas onewhichcanprovideforaboyfrom thetenderageofevenundersixand takinghimrightthroughhiseducation, technicalandfarmtraining,andultimatelytoestablishhimonhisowe

Sheppey'swifewasplayedlayMay Meadows,andasinthecaseofMiss, Rulecastingseemedtobeperfect. MissMeadowswaspreciselyintouch withherrole,andshedidnotvaryher interpretationoneiotaall_evening.

Ernie(Florrie'sfiance)wasinthe handsofRaymondBowersonthe nightthisplaywasreviewed.Itis understoodthatSydneyDavistakes overtheroleonSaturday.Mr.Bowers workedintelligentlyandsincerelyand broughtpersonalitytobearonhis studyoftheselfish,man-about-town youngcotterwhoaspirestoFlorrie's handandSheppey'swealth.

ThefirstnewsinyearsofLornaSydney-Smith(BaronessvonRonacher) hasrecentlybeenreceivedintheformofalettertoafriendinPerth,It willberecalledthattheyoungmeatesopranowaswelltranwnonthe Perthstageforsomeyears.HeropportunitycamewhenshewasselectedinJune,1939,assoloistbytheA.B.C.etthefirstcelebrityconcertgiven bythePerthSymphonyOrchestra,unionthedirectionofProfessorGeorge Schneevoigt,thefamousFinnishconductor.Inthesameyeardiadems LottieLehmanvisitedPerthandwarmlycommendedMissSydneerSmith's voice.

Subsequently,afteraseriesofrecitals,theAustralianNatives'Associationsponsoredanefforttoarrangefor MissSydney-Smithtopursueher studiesabroad.Astheresultofa publicmeeting,acommitteeofprominentcitizens,withtheLieutenantGovernoraspatron,wasformedto helptheyoungartiste.

TheCatholiccommunitytookaprominentpartinthesearrangements,for nowherewereMissSydney-Smith'stalentsbetterknownandappreciated thaninCatholiccircles,towhichshe hadgivenherservicesingenerousmeasure.

MissSydney-Smithleftbythe "Grams"onJuly26tostudywith .MadameLehmaninVienna.InSeptember,1939,shewasstudyinglieder andoperaticrolesunderProfessorLeo RosenekandHerrLehman.Earlyin 1938somerecordingsofhersinging reachedPerthandgaveevidenceofthe increasedfullnessandeaseofvoice -production.It.CISalsoindicativeof theconfidenceherteachershadinher prospectsofsuccess.

MeantimetheA.M.A.wasarranging aseriesofconcertsintheGreatSouthernDistrictstoaugmentthefundfor thecontinuanceofherstudies.In May,1938,MissSydney-Smithjoined MadameLehmaninLondon,wherethe celebratedsopranowasstarringatthe CoventGardenOperaseason.

Thenextnewscametohandin1939, whenVeryRev.FatherMoss,ofNedlands,returnedfromfurloughinthe OldCountry.HehadseenMissSyd,,ey-StnithinVienna.Herteacher, HerrLehmann.hadbeenalmostextravagantinpraiseofhispupil:"I havehadover1,000pupils,"hesaid, "frommanyplacesandofmanytypes, butnonecanequalMissSydneySmithincliligerweapplication,andtalent.Therearenowordsstrong enoughtoexpressmypraiseandpleasureinthismybestAustralianpupil." ThefirstnewsinyearsofLornaSydney-Smith(BaronessvonRonacher) hasrecentlybeenreceivedintheformofalettertoafriendinPerth,It willberecalledthattheyoungmossosopranowaswell-knownonthe Perthstageforsomeyears.HeropportunitycamewhenshewasselectedinJune,1939,assoloistbytheA.B.C.atthefirstcelebrityconcertgiven bythePerthsymphonyOrchestra,tinierthedirectionofProfessorGeorge Schneevoigt,thefamousFinnishconductor.Inthesameyearigadaese LottieLehmanvisitedPerthandwarmlycommendedMissSydrieySmith's voice.

Subsequently,afteraseriesofrecitals,theAustralianNatives'Associationsponsoredanefforttoarrangefor MissSydney-Smithtopursueher studiesabroad.Astheresultofa publicmeeting,acommitteeofprominentcitizens,withtheLieutenantGovernoraspatron,wasformedto helptheyoungartiste.

TheCatholiccommunitytookaprominentpartinthesearrangementsfor nowherewereMissSydney-Smith'stalentsbetterknownandappreciated thaninCatholiccircles,towhichshe hadgivenherservicesingenerousmeasure.

MissSydney-Smithleftbythe 'Drama"onJuly26tostudywith :MadameLehmaninVienna.InSeptember,1939,shewasstudyinglieder andoperaticrolesunderProfessorLeo RosenekandHerrLehman.Earlyin 1938somerecordingsofhersinging reachedPerthandgaveevidenceofthe increasedfullnessandeaseofvoice production.It.tasalsoindicativeof theconfidenceherteachershadinher prospectsofsuccess,

MeantimetheA.N.A.wasarranging aseriesofconcertsintheGreatSouthernDistrictstoaugmentthefundfor thecontinuanceofherstudies.In May,1938,MissSydney-Smithjoined MadameLehmaninLondon,wherethe celebratedsopranowasstarringatthe CoventGardenOperaseason.

Thenextnewscametohandin1939, v-henVeryRev.FatherMoss,ofNedlands,returnedfromfurloughinthe OldCountry.HehadseenMissSydeey-SmithinVienna.Herteacher, HerrLehmann.hadbeenalmostextravagantinpraiseofhispupil:"I havehadover1,000pupils,"hesaid, "frommanyplacesand_ manytype,. butnonecanequalMissSydneySmithindiligence,application,andtalent.Therearenowordsstrong enoughtoexpressmypraiseandplea'ereinthismybestAustralianpupil." MadameLehmannwasplanningMiss smith'sfirststageappearanceinLondonattheendoftheyear,afterwhich theyhopedtogotoAmerica lintalreadyViennawaslivingtothe inarchandbustleofNazidom.Mintarypreparationswereevidentonall sides.Owingtothefallinthevalue ciftheAustralianpoundtoIls.onthe Continent,theFundCommitteewere renewingtheireffortsandthefund wasonly£200shortoftheobjective toenableMissSmithtomakeherContinentaldebutinVienna,Salrburg,or Venice. Thecountry,beingbarrenandexposed,isunsuitableforagriculture,and therewaslittleifanylivestockonthe island.ThemenofLittleDoverturnedtotheseafortheirlivelihood.Their Jivesconsistedofaseeminglyhopeless struggleagainsttheelementsanda tradingsystemwhichreducedthemto astateofpovertyalmostofslavery.

LittleDoverwasbutasampleof otherfishingcentresalongthebleak Atlanticcoast,whererottingjetties andboatswhichhadfallenintoelks repairweretobeseemoneveryhand.

InMelbourne,too,thedelegateswere entertainedandsawtheworkofthe variouscommittees.Aspecialwork ssthehelpoftheNativeMissionsin NorthAustralia.Masskitshave beenprovidedforthepriestsinthe IslandsofthePacific.

IndictmentbyDr.Hialop, "Itwouldappearthataninmateof acountryhospitalrunsconsiderably moreriskafteradmissiontohospital thanbeforeheorsheentersit."said Dr.HislopintheLegislativeCouncil recently.inadiscussionontheineffici easyofcountryhospitals.

Thisproblemisintimatelyconnected withalltheotherproblemsfacing ruraltownsinAustralia.Theproblems oftheruraltownsareduetolackof population.Itwouldbeidealtohave astaffofspecialistsinalltherural hospitals,butitishardtoseewho willpayforthem,untilthepopulation isgotoutofthecapitalcitiesbackto theruralareas,andthisitseemswill onlycomeaboutwhendecentralisation ofindustrybecomesafact.

VerylikelythefallsofJesusunder theCrosstookplacebeforeSimonwas forcedtorelieveHim,butforthesake ofeffecttheyareseparatedinthe Stations.

Thetraditionalscenesrepresentedin ourStationsoftheCrossimplythat SimonSharedtheweightoftheCross withJesusonlyforashortdistance. Butthisishardlyaccurate-aswe haveseenfromtheGospeltexts.But thereisnothingremarkableinthat. Onewouldnotexpectcompleteaccuracyfromanartisticrepresentationof thePassion.

Afterall,thisisonlyaminordiscrepancy.TheobjectoftheStations istoexcitedevotiontothePassion.
