Inopeningto-night,IfeelImust offersomedefenceofmyrighttobe hereatall,talkingtomembersofa Teachers'Guild.Iamnot,Iam happytosay,aspecialistonthesubjectofeducation.IndeedIthink, judgingfromthetheoriesofeducation emanatingfromBishopBurgmannand hispossessivewife,fromBertrandRussell,fromNeill,fromProfessorDewey (nottobeconfusedwiththePresidentialcandidateintheUnited States,whoseviewsoneducationIdo notknowithateducationhasfallen 1,..0muchintothehandsofspecialists. Norforthatmatterdoessuchanobservationmerelyapplytothesubject ofeducation.

Afewmonthsago,andithasbeen sowellpublicisedthatIamhalf ashamedtomentionitagain,therewas revealedinthepresswhathasbeen termedAustralia'sgreatestliterary hoax.Thebackgroundtoitwasset inAdelaide,wherearatherexclusive groupoflitterateurs,ledbyMr.Max Harris,oftheAdelaideUniversity, haveforsometimebeenproducinga literarymagazineknownas"Angry Penguins,"aswellas-variousothereffusionswhichweremainlydistinguishedbytheircompleteincomphehensibility.Tosaythatsuchlackofclaro.wasadefectintheirworkwas merelyanopen!Imitationtobedescribedasbeingunprogressiveand otherwiseutterlyunrefinedinthedeeperpsychicprocesses.

Sometimeagothisgrouphailedas anewliterarystarandpublishedthe worksofoneErnMalley,whosepoems, theysaid,indicatedthathemustbe "apoetoftremendouspowerworking throughadisciplinedandrestrained kindofstatementintothedeepest wellsofhumanexperience."Among thosewhoflockedtotheshrineofthis newgiantofcontemporaryAustralian poetrywasMr.BrianElliott,whoa fewyearsagowaslecturerinEnglish intheUniversityofWesternAustralia.

Thencametherevelationthatthe entiresetofpoemshadbeenwritten inoneafternoonasahoaxbytwo Sydneypoets,SergeantMcAuleyand corporalStewart,withthedeliberate

intentionofexcludingfromthemany meaningormeritwhatever.Thusin aquotationfromoneofthepoems"Swamps.marshes,borrow-pitsand otherareasofstagnantwatersserve asbreedinggrounds. ."

Now

haveIfoundyou,myAnopheles!"

Thefirstthreelinesaretakendirect fromanAmericanofficialreportonthe breedingofmosquitos.

Onemighthavethoughtthatthis mighthavethrownthecriticsintoa stateofconfusion,butIunderstand thatanAmericanpoet,HarryRoskolcnko,whohadbeenunfortunate enoughtoincludesomeofthepoems intheAmericanmagazine,"Voices," claimedthatthehoaxershadhoaxed themselvesbywritingpoetryofwhich theycouldbeproud.Thepoets,however,sticktotheirstorythattheirintentionwastofindoutwhether"those whowriteandpraisesolavishlycertainformsofmodernwritingcould telltherealproductfromdeliberatelyconcoctednonsense."

Thisisatypicalexampleofthespectacleofthespecialistwhohaslostthe ommontouch.Heisofteninclined asaresultofanintensivetrainingto taketoorestrictedaview,tobeasit weretooclosetohissubject,andby wayoftheopeninggambitofmydefenceforbeinghereto-night,Imay saythatitoftentakesanunintelligent laymantocomealongandaskafew intelligentoratleastpertinentquestions.

Thismatteroftheexclusivenessof thespecialistcallstomindthe,experienceofG.K.Chesterton,whowasset downinthemidstofagroupofCambridgedons.towhomheproceededto readapaper.Idonotmeantoimplythathehadnotbeeninvitedto readthepaper,andthatitwasmerelyhispassionforcontroversywhich toldhimthatherewastoogoodanopportunitytomiss,butwhatwasqueried washisrightasamerejournalistto havewrittenaShortHistoryofEngland.Suchimpertinenceparticularly painedtheeminenthistorian,G.C. Coulton,whohimselfhasgoneto greatpainstosoakhimselfinthepast

-"itismyprivilegetoleadhim throughcommonways,pointingout elephantsandotherenormousobjects."

withapparentlythesoledetermination ofdiscreditingtheChurchofRome andallherconnections.Nowyou willadmit.Ithink,thatwhenanordinarypersonquestionswhatyousay youmayendureanuncomfortablemomentortwo,butitwillbenothing tothedismayyouwillexperience,in thesedaysofthevenerationofthe specialist,whenoneofthatchosen companyquestionsyourrighttosay anythingatall.

AtleastChestertonsaiditcaused himgravely.toponderthewholesubjectofthepositionofthefrivolous amateur,andherepliedinthepress totheeffectthathewasquitewilling toadmitthatnotonlyMr.Coulton, buteveryoneelseinCambridge,was farmorelearnedthanhe.Itremained,however,thatitwasoftenthe privilegeofthelaymantopointout. tothespecialistengaged,andproperlyso,inintensiveresearch,suchlittle mattersasthefactthatthehousein whichheisworkingi1onfire,orthat anescapedelephantispokinghis headthroughthesky-light,orsuch otherinterestingobjectsasmayhave escapedattention,And,continued Chesterton,"itispreciselybecauseI amsomuchlesslearnedthanhe,that itismyprivilegetoleadhimthrough commonways,pointingoutelephants andotherenormousobjects."

Thislackofperspective,ofwhichI

speak,isevidentinmanyfieldsof specialisedendeavour,When'people tendtogooffonsometrackoftheir own,andgraduallytolosesightof thegeneralpurposeoftheirefforts, andperhapseventoceasetobeconcernedastowhetherwhattheyare doinghasanyrealpurposeatall.

Ihopethenthat-asspecialists,though not,ofcourse,ofthe'typeIhavereferredto,youwillnotresentmyclumsinessif,liketheelephant,Ipokemy headintotheroomandaskeducation -forwhat?

Becauseeducationisbothpurposive anddogmatic.Icannotrefrainfrom againquotingChestertononthis point,becauseheis,asFrankSheen saidrecently,soeminentlyquotable. IndeedFatherRonaldKnoxonceremarkedthathehadcarefullythought overandwrittenmanythings,and thenusuallyfoundthatG.K.C.hadalreadyexpressedthemverymuchbet. terthanhe.Variousexpertsinthe fieldspeakatoddtimesasifeducationwerenordogmatic;theyseemto tItinkthatthewordhassomethingto dowiththeDarkAges,forgetting(or perhaps,throughhavingattendeda secularschool,neverhavinglearnt) thatitwasintheDarkAgesthatthe Churchheldthelampoflearningand culturefirmlyaloft.Leavethechild tohimself,theysay,andhewillfind ,outthethingshecandobest,orat eastwilldowhathelikes,andif perchancehedoeswhatotherpeople don'tlike,hewilllearnintimethat, intheirownjargon.hehasbeenguilty ofanti-socialbehaviour.Education, theysay.isthedevelopmentofcertaininnateabilities.inthechild.On thispoint,Chestertonhadthistosay andperhaps,asteachers,youmaybe interestedifIquoteinextenso:

ThesewordsofChristarethepreludetoanotherchapterinthedoctrineofthe"KingdomofHeaven."In thatchapterwefindatwofoldtheme: ChristinHisteachingdidnotcondemnthelawoftheOldTestament, butHedidteachthattheCommandmentsaretobeobservednotonlyin externalactionsbutalsoininternal thoughtandde4re;theyaretotouch theinnerspiritofman.

ThefirstpartofthisthemeisillustratedinthewordsofChristalready quoted,andintheversewhichfollows:"ForAmenIsayuntoyou,till heavenandearthpass,onejot,orone tittleshallnotpassofthelaw,tillall befulfilled"(Matt.y.,18).The Commanclnientsofthelawaretobe thebasisofthemorallawofChrist's Kingdom.

ButtheobservanceoftheCommandmentsistobefulfillednotmerelyinoutwardaction,butalsoin thoughtanddesire,intheveryhearts morethanthatoftheScribesand ofmen."Unlessyourjusticeabound Pharisees,youshallnotenterintothe Kingdomofheaven"(Matt.V.,20). ThesewordsimplythattheScribesand Pharisees,althoughlearnedandvirtuousintheeyesoftheirfellowmen, weretoomuchconcernedwithexter-

nalobservanceandnotsufficientlyconcernedwithtruedevotion;alsothat theydebasedeventheletterofthelaw bymisleadingandhypocriticalinterpretations.AgainstsuchanobservanceoftheCommandmentsChrist warnsusandillustratesHisdoctrine byreferencetosomeofthem.For example,acommandmentofthelaw forbidsunjustkilling-"Thoushaltnot kill."ByvirtueofthisCommandmentadiscipleofChristmustshun evenharmfulfeelingsagainsthisfellowmen,anger,hatred,desireforrevenge.Anotherexample:"Thoushalt notcommitadultery.ButIsayto you,thatwhosoevershalllookona womantolustafterher,bathalready committedadulterywithherinhis heart."(Matt,V.,18).'

Andnow,therefore,weseeanother elementinthe"gospeloftheKingdom."TheMembersoftheKingdom mustbedetachedintheirattitudetowardsthethingsoftheworld:they mustalsopaycompleteallegianceof bodyandmindtotheCommandments ofGod.

2.TheBible,aswecallit,wasnot issuedasacompletewhole,oneBook, guaranteedasauthenticforalltimeas ifbyaspecificDivineRevelation.The BooksofbothTestamentswerewritteninmanuscript,copiedandrecopied,andgraduallygatheredtogether,

thattheAuthorisedVersionistheone commonlyused.)Theinstructions aecompanvingtheCommissionwere thattheCommissionersweretouse theBi4topsBible(1568)asthebasis oftheirworkandtocorrectitbyreferencetotheoriginaltexts;thetitle pagetellsusthattheVersionwas done"outoftheoriginaltongues:and withtheformertranslationsdiligentlycomparedandrevised."(Letmesay inpassingthattheRheimstestament partoftheDouayversion-which hadappearedaboutthirtyyearsbefore.isunderstoodtohavehadconsiderableinfluenceonthem!)

LeavingasideanyotherconsiderationoftheAuthorisedVersion,letme saythatlikeitspredecessorsitomits theBooksrejectedbytheReformers(Thatomissionaddsnothingtoprove thevalidityofthatrejection:itrests onthesameauthority.)Forthat reasonaloneitcouldnotbeacceptabletotheCatholicChurch.

DOUAYVERSION:ThisEnglish versionissocalledbecauseitwas begunandfinishedatDouay,inFlanders,bymembersoftheEnglishCollege.ActuallytheNewTestament waspublishedatRheims(1582):the completeBibleatDouay(1609-1610). Thetranslationwasmadefromthe textoftheVulgate;universallyacceptedlongbeforetheProtestantReformation.Thetranslationwasaccuratebutsadlylackinginliteraryexcellence-foronethingtoofullofLatinisms,TheVersionwasrevised(17491752)byBishopChalloner,whoborrowedlargelyfromtheAuthorisedVersion!BishopChalloner'srevisedversionisincommonuseamongEnglishspeakingCatholics.TheDouaNversion,ofcourse,containsthebooks whichyouclassasapocrypha.Also theTenCommandmentsintact.

NowwhenceyourconfidentdeclarationthattheDouayversionisnot Scripture?Astosemi-idolatrousRomanpropaganda,thatisagratuitous assertion,Bringforwardyourreasons forthatstatementandIshallanswer them.

NowIhavegivenalotoftimeto yourletter:Idonotintendtoanswer therestofitindetail.Thatthe "Roman"CatholicChurchfoughtthe CompulsoryEducationActof1873in theHouseofCommonsbecauseofthe Bible.mayormaynotbetrue-Ido notknow.Youstatethatinwhat hadbeenformerlyanAnglicanStation inFiji,theincomingCatholicMissionariescollectedandburnedtheProtestantBibles.Whateveraboutthese things-andwhateverabouttheactof burningtheBibles-theultimatemotiveisnotoppositiontotheWordof God-buttoaversionofthe-Bible which,foronethingamongothers,the CatholicChurchrejectsasincomplete. And,ifCatholicssay"weneverread yourBible,"theyspeakcorrectly. Theyarenotallowedtoreaditfor thesamereasons.

DominicwassenttopreachtotheAlbigensianheretics.TheseAlbigenses aresometimesdescribedaspre-ReformationProtestants;actuallytheirdoctrinewasakintoManichaeism.They heldthattherearetwoprinciplesin theuniverse,oneofgood,oneofevil; thatthegreatestofevilsissexualintercourseeveninmarriage.Someof themthoughtitanactofreligionto seekdeathbystarvationortostarve childrentodeath.Suchtenetswere destructive,potonlyofCatholicism butalsoofChristianityofanykind andevenofcivilsociety.Somuch sothatevensounecclesiasticalapersonofFrederickII.triedtosuppress kindredsectsinItaly, In1208, afterthemurderofaPapalLegate, InnocentIII.calledonChristianprincestosuppresstheAlbigensianheresy byforceofarms.Thissuppression wasaccompaniedbygreatslaughter andconfiscation.Nowthisisthe judgmentoftheProtestanthistorian Grutzmacher:"Yet,asfarascanbe seenfromthesources,Dominictookno partinthecrusade,butendeavoured

The"samelinesasbefore"wereto traversethecountrybarefooted,appealingtotheAlbigensesinsermons andarrangingpublicdebateswith theirleaders.Aftermanyattempts onhislifehehadtoadmitfailure,and asenseoffailureappearsinhislastsermonatLanguedoc,fromwhichare takenthesewords:"FormanyyearsI haveexhortedyouinvain,withgentleness,preaching,prayingandweeping. But,accordingtotheproverb ofmycountry,'whereblessingscanaccomplishnothingblowsmayavail.' Weshallrouseagainstyouprincesand prelateswho,alas!willarmKingdomsagainstthisland.Thusblows willavailwhereblessingsandgentlenesshavebeenpowerless."(Youwill notethatIquotethefullcontext,)

However,thesecondcrusade,hinted atinthesewords,didnottakeplace. Grutzmacher'sopinionofDominicisas follows:"ItiscertainthatDominic wasanoblepersonalityofgenuineand truepiety.Onlybythepreachingof puredoctrinewouldheovercomeheresy.Hewasbynaturesoft-hearted, sothatheoftenshedtearsthrough warmsympathy.Inthepurityofhis intentionandtheearnestnesswith whichhestrovetocarryouthisideal hewasnotinferiortoFrancis!'

Thepurposesofeducation,then,is toproduceacertaintypeofperson andalsotoenablehimtounderstand certainthingswhicharegoingon abouthim,,andwhichtheteacher thinksheoughttounderstand.Itis theentireprocessoftheformationof characterontheonehand,andofthe attainmentofknowledgeontheother, 'Inthelattersenseitis,ifyoulike,a walkthroughtheworld,duringwhich theteacher,ifheisscientificallyinclined,maydrawattentiontocertain ofthelawsofphysicsastheexplanationofcertainnaturalphenomenaobservedontheway.

Education,then,bydefinition,is diverseandcomplex.Itassumesas manydifferentformsasthedifferent socialsystemsunderwhichmenhave lived.Youwouldnotexpecttohear thetheoryofanarchypreachedinthe class-roomsofaSocialistState,any morethanyouwouldexpectaJapanesegirl,highlytrainedaspartofher educativeprocessinthepoliteartof makingtea,toregardthechefinthe averageAustraliancafeasanything elsebutabarbarian.

Itwaslefttoourowntimesto evolveasystemofeducation-theneutralschool-whichtakesnoaccount

ofthebasicprinciplesofourculture andourcivilisation,withtheresult thattheseprinciplearebeingsteadily weakened.Itwasonlyin1872that theneutralschoolwasintroducedin Victoria,anditdidnotspreadto WesternAustraiauntil1893.Before theneducationhadbeendenominationaland,asthestandardofthese denominationschoOlswasnotconsideredsatisfactory,SirHenryParkes andhisfollowersproceededtodestroy them.

Nowthelogicalthingwouldhave seemedtohavebeenreformnotdestruction.Thelogicalthingwould seemtohavebeenfortheState,ifit wantedcertainsubectstaught,toinsistthatthosesubjectsmustbetaught andthatteachersmusthavecertain professionalqttaifications.Itcould,in addition,haveprovidedthenecessary finance,inreturnforwhichitcould havebeengrantedameasureofsupervisorycontrol.

Thepreservationofthesedenominationalschoolsshouldnothavebeen difficult.Afterall,ifCatholicswith only20percent.ofthepopulationcan inanymoderatelysizedtownrunan effectivesystemofprimaryeducation, thesamecouldsurelybeexpectedof theMethodistsandthePresbyterians, whotogetherform25percent.ofthe population,Itwouldhavebeenonly intheremotecountryareasthatState schools'wouldhavehadtobeestablished,andeventhereitshouldhavebeen possibewiththeco-operationofthe parentsandthechurchestohave evolvedsomeformofreligiousinstruction.

TheState,however,hasagrasping belly,andthesecularistspreferredto imitatethemethodsoftheProtestant reformersandtodestroytheinstitutionwhichtheydesiredtoreform,

andasaresultwehaveuniversalseculareducationto-day.TheUnited StatesofAmericadidthesamething in1850,andBritainfollowedsuitin ejectingreligionfromtheschoolstowardstheendofthecentury.On theotherhand,inGermany,another countrywithaProtestantmajority, denominationalschoolspersisteduntil theadventofHitler.

Inpassing,itshouldbenotedthat populareducationitselfisquiteanew thing,afactwhichweshouldrememberwhenwehear,sometimes,theeducationalstandardsofCatholiccountriesspokenofdisparagingly.TheCatholiccountrieshadneithertheneed northemeanstokeeppacewiththe passionforuniversalliteracywhichdevelopedduringthe19th.century.For onethingthecitizensofCatholic Statestended,forreasonsWhichIwill notgointohere,tobepeasantsrather thanclerksinthenewcommercial world,andbeingfarmersandnothavingtofillinforms.therewasnotquite thesameimportanceattachedtobeing abletowrite,until,ofcourse,thenew clerksdogmaticallydecidedthatform. tillingwasanecessarySocialvirtuefor farmersaswellasfortheservantsof Pharoah.

Furthermore,thetheoryofStateintervention,thetheoryoftheuniversal dominionofPharoah.hadnotbeendevelopedtoquitethesameextentin Catholiccountries,whereitwasstill thoughtthattheChurchshouldhave somethingtodowithtrainingthe young,andwhere,evenwhentheState wasopposedtotheChurchandwould notassisttheChurchintheprovision ofeducation,itwasstillnotstrong enoughtosetupauniversalsystem ofseculareducationinopposition.

"MACBETH"ONTHEAIR.

Thelegitimatestagepossessesseveralfeaturesofattractionwhichthe cinemalacks.Inthefirstplaceitprovide,uswithflesh-and-bloodartists who,whethertheybegoodartistsor bad,lendthatadditionaltouchof humaninterestwhicheventhemost glamourisedfilmstarcannotequal.A secondadvantagepossessedbythe legitimatestageisthatithasdepth, whichismarkedlyabsentinthetwo dimensionalfilm,althoughintimetechnicalimprovementsmayenableusto gotothecinemaandwatchthenaturalactionoftheplayersmovingabout intheirthreedimensions-orwhateveradditionaldimensionsEinstein maydecidetoprovide.Thirdly,in astageplay,theactiontendstobe slower,andtheaudiencehasmore timetocatchupwithitsthoughtsa pleasantrelieffromthesuperlative speedofmanymodernmovieswhere, eveninmurderstories,oneisoften ejectedoutintothestreetwondering howonearththeycametocatchthe criminalafterall.And,lastly,the theatregenerallygivesusbetterentertainmentthanthecinemabecause thequalityofauthorshipisusually higherintheformer.

Thisisnottodenythatthefilms haveadvantagesalltheirown,which donotneedenumerating.Itwould befoolishtodeny,for'example,that

"TheMikado,"asafilm,wasvery welldone,orthatitcomparedfavourablywiththesamepresentationon thelegitimatestage;butitisdoubtful ifitwasbetter.Itissurprising, then,thatthelegitimatestageisnot betterpatronised.

Admittedly,wemaynotbeofthe sameintellectualstatusofourfathers -comparisonsofthespeechesofour politiciansofto-dayandyesterdaywill tellusthat-but,nevertheless,inthese daysofpopulareducation,thereisa largesectioninthecommunitywhich shouldbequitecapableofenjoying, letussay,thelightwhimsicaltouch ofaJ,M.Barrie,withoutfeelingthemselveslostintherealmsofphilosophicalspeculation.Afterall,"Pygmalion"and"MajorBarbara"werenot entirelybox-officefailureswhenprojectedontocelluloid.

But,soonerorlater,thispotential theatre-goingpublicmayfindthatits statehassodegeneratedthatitisincapableofappreciatinganythingelse buttheworkofaslickHollywood script-writer.Whenthegin-shopwas firstintroducedtoEnglandbyWilliam ofOrange,itwaslookedonasacheap andinsipidforeigninnovation,calculatedtokeeptheoldladiesofthecity fromdiscussingtheprivatescandals inthelifeofthatuneasymonarch.Yet itsusesoonspreadmuchfurther,and inthefollowingcenturymereadof thegoldenopportunitiesenjoyedby thepeopleofbeingabletogetdrunk onginforapenny,anddead-drunk fortwopence.

Itwaswithinterest,therefore,that IturnedonSundaytoathirdmedium ofdramaticentertainment-theRadio. TheA.B.C.werepresentingMacbethin theirseries,"AdventuretsinDrama:' Mostradioplaysgodownwellwith listeners.Thequerythen'was-how wouldtheradiohandlethegreatest dramatistofthemall?

Thiscriticmustconfesstoafeeling ofdisappointment,Thefaultlay completelywiththeA.B.C.,andnot withtheplay,whichisasexcitingas mostmodern:thrillers,andsimply enoughtold,evenallowingforslight differencesinlanguage.Theaudience wouldhavebeenmadeupoftwosections-thosewhoknewtheirMacbeth, andthosewhodidn't.Asoneofthe formerIwouldhavemuchpreferred tore-readtheplaythantolistentothe A.B.0IfIhadbeenoneofthelatter Iwouldhavebeenwonderingwhatit wasallabout.Asitwas,Iwouldhave hadgreatdifficultyinfollowingthe play,ifIhadnothadanopenvolume ofShakespearelyingcloseathand.

MacbethcontainssomeofShakes peare'sfinestliteraryaphorisms,and itismostaggravatingtohavethese spoiledbythelackofacleardelivery. Thisisnotthecasewiththeordinary radioplay,sowhymustradioactors thinkthatbecauseitisShakespeare theyarereciting,theycandeclaim withalltheindistinctsoundandfuryattheirdisposal.

Thefailureoftheplayerstobring outthewordswasthemajorweaknessoftheperformance,butavisual pictureofthesceneswasalsodifficult toobtain.Itmighthavebeenofassistanceforpopularconsumptionif thesettinghadbeendescribedattheopeningofeachscene,andanoccasionalsentenceortwoofexplanation insertedatthebeginning,forexample, ofthefamousdaggersoliliquy.

Undoubtedly,thereisaconsiderable Shakespeareaudience,butthe,A.B.C. willhavetoimproveitsmannerofpresentationifithopestoappealtoany butaveryselectfew.

"Fewofthewritersandspeakersclaimingtorepresentthe Christianpointofviewhavetakenthetroubletofindout\vim-L. Communismisaboutandhowitoriginated.Theirignoranceis FOappallingthatitisn'tanywonderthattheyoungergenerationof intellectuals.haveim,reasinglydesertedtheChurchand,inthe casesofmanyofthem,goneovertotheCommunistcamp. PapalencyclicalsandCatholicpamphletsonthematterhavebeen sodisprovedbythestirringeventsofrecenthistorythatIdoubt _whetheranyonetakesthemseriouslyatall."

Thereis.somethingratherpatheticabouttheincreasingCommunistsympathiesofcertainofthehigherrankingnon-Catholic clergy.Withoutadohtsomeofitisquitesincere-amisguided idealismarisingoutintellectualwoolliness.Ithasalsoavery practicalaspect.Non-Catholicleadershavebeencomplainingfor yearsofemptypewsanddiminishingcongregations.Obviously thiscannotcontinue,orProtestantismwillsurviveonlyasanantiCatholicsentiment.Realising theirgripon theworkingclassandhavingnocoherent-substitutetoofferfora fast-decayingCapitalism,theyaremistakenlydriftingtowards radicalismastowardsthecentreofproletarianhope.Buthereis anenormouserrorofjudgment.ForCommunismdoesnotanywherebearthemarkofrepresentativeworking-classopinion.The persistentrejectionofRedadvancesbytheAustralianLabour Partyisevidenceenoughofthat.EveninthedaysofthePopularFrontsitwasnottrue.;AsChestertonsaid,thePopular Frontsmightbeanything,buttheywerenotpopular.Andthe Sovietis,ofcourse,themoststartlingproofofjustwhataminorityCommunistsare,forinthatBolshevikparadisetheyrepresent about2percent.ofthepopulation.

SothePadreiswrongoneveryscore.Whatevermaybethe truthofthePadre'sownsect,itisnuttruethattheyoungintelkctualsofCatholicismaredesertingtheChurchandgoingoverto theCommunistcamp.Itisfartruertosaythattheyareinviolent reactionagainsttheconspiracywhichradicallythreatensourFaith andourcivilisation.TheyknowonlytoowellwhatCommunism isabout,andhowitoriginated.HencetheyareneverheardmakingstupidstatementsaboutthesimilarityofCommunismand .Christianity,fornotwothingscouldoffersocompleteanantithesis. "Thestirringeventsofrecenthistory,"moreover,havenotshaken asingleCatholicargumentagainstCommunism.Wehavenever keensounrealisticastoconfusethegreatRussianpeoplewiththe handfulwhodominatethem.Weknowaminoritywhenwesee one,andwhateYerelseitmayheitcanmadenopretensionseither todemocracyortoChristianity.AstowhetherPapalEncyclicalsandCatholicActionpamphletsarestilltakenseriously,itwas onlylastweekthatanAnglicanBishopwaswarningtheworldto bewarelestthePopeheinvitedtothePeacetable.That,of course,isthebeautyofrepudiatingobjectivestandards.They can,andtheydo.haveitbothways.

Anarticleappearedin"TheWest Australian"ofSeptember25,inwhich wasgivenasummaryofarecentreportpresentedtotheLegislativeAssemblyl;ytheCommissionerofNative Affairs(Mr.F.I.Bray),ontheconditionoftheAboriginalsinourState, Thisarticlemust,nodoubt,haveleft inthemindsofreaderstheimpression thattheMissionstoAboriginals,insteadofbeing,astheyshouldbe,the :aithfulalliesoftheGovernmentin thecivilisingandupliftingofthenativeraces,areratherthesourceofnot alinkinconveniencetotheNativeDepartment,andofunhappinesstothe nativesthemselves.

Accordingtothesaidarticle,Mr. BraycomplainsthatsomeMissionaries, bydisregardingthenativelawsand customs,especiallythoseinregardto marriage,infavouroftheChristian laws,havebeenthecause,indirectly atleast,ofmanymurdersamongst theaboriginals.Thisfact,Mr.Bray says,haspromptedhimtoenforce Section45oftheNativeAdministrationAct,whichempowershimasCommissionerofNativeAffaitstodeclare illegalanynativemarriagethatisinadvisableasbeingincontroventionof tribalcustoms.Consequentlyhehas ruledthatinfuturenomarriageof tribalnativesshallbecelebratedwithouttheconsentoftheparties,oftheir parents,oftheirtribalchiefs,andof theCommissionerofNativeAffairs.

Naturally,missionariescannotbut resentsuchanaspersionbeingcast onthem,andtheconsequentcurtailmentoftheirlibertyofaction,However,itcanbeshownthattheimplied accusationisgroundless,andhencethe resolutiontakenisuseless.

AsMr.Bray'sreportindicates,the truthofthefactsuponwhichtheaccusationwasbasedhasalreadybeen contested.Itappearsthatthewhole questionoriginatedfromthereports givenbysomeconstableorconstables onthecausesofcertainmurdersthat haverecentlytakenplaceamongthe aboriginesofacertainMission,Iwill notdisputethesincerityoftheconstables'reports,butIdaresay,with outfearofbeingprovedwrong,that theconstablesmusthavebeenmisinformed,andthatthosemurderswere notcausedbythe-tribalillegalityof anymarriage.Iampersonallyacquaintedwiththenativesconcernedin themarriagesunderquestion.andI amalsowellconversantwiththemarriagelawsoftheirtribes,butIcan seenothinginthosematrimonial unionscontrarytotriballawsordetri mentaltothepartiesconcerned.In otherwords,thoseunionswereeminentlyadvisableunderanyconsideration.

Whatactuallyhappenedwasthis: Somebushnativesattractedbythe beauty,suchasitis,andthefreshness oftheyoungChristianwivesofthe Mission,decidedtoappropriatethem tothemselves.Theyindeedtriedto doso,buttheattemptsprovoked,of course,somefightswhich,unhappily, hadfatalresults.Thesefights,however,werebynomeansinter-tribal norevenbetweenMissionandbushnatives,assomenewspaperreportssuggested,butbetweenthemencontendingforthepossessionofthewomenassistedbytheirfriendsandrelatives. Thewould-beabductorsputupasan excusefortheiractionthat,accordingtothetriballaw,thewomenthey wantedtogetbelongedtothem wives.Buthowbaselesswerethese ,-laimskseenbythefactthat,though theycouldhavebeenadvancedatthe

timeofthecelebrationofthemarriages,orevenbefore(foreverynative inthedistrictknewlongbeforehand thatthosemarriagesweregoingto takeplace),yettheywerenotvoiced orputforthtilltwoyearsafterwards, Then,again,iftheChristianmarriages hadbeentriballyillegal,therelatives ofthecontractingpartieswouldhave beenthefirst,asisthecustomamong thosenative's,totrytoimpedeorto breaktheunions.Buttheydid neither.TothisIbearwitness.

Thetruthaboutthematteristhat youngandattractivewomenhavealwaysandeverywherebeentheoccasionofmanydisputesamongmen.But speciallyistrueofourblackbrethrenoftheNorth.Thereishardly asinglewomanamongthemforwhom menhavenotexchangedblowsor spears,andinverymanyinstances humanbloodbasbeenshedandlives lost.Attheresenttimeparticularly, youngandfresh-lookingwomenare veryscarceamongtheKimberleynatives,andthefewthatexistaretobe foundintheMissions.Therefore,it isnottobewonderedatthattheir luckyhusbandsshouldbe,asthey are,theobjectsofjealousy,andthat theyshouldsometimesbecompelledto haverecoursetoarmstodefendtheir marriagerights.

Thisstateofaffairsiscertainlytobe regretted,butIcannotseehowitcan bepreventedwhilsttherearearound theMissionsnativeswithbutanimperfectideaofrightorwrong,and withuncontrollablepassions.

TheregulationwhichMr.Brayhas madeasameansofpreventingmatrimonialdisputesisdespoticandutterlyunpracticable,and,therefore,useless.Accordingtoit,nativeChristiansaremadesubjecttoadouble matrimoniallawdirectlyopposedin manypointsonetotheother,viz.,the Christian,towhichtheirconscience bindsthemandfromwhichnohuman beingcandispensethem,andthenativelawfromwhichChristianitywas supposedtohavefreedthem,butto whichMr.Braytiesthemdown.Is thisright?Isitpossible?

Mr.Bray'sregulationisalsounpracticable.Wherearethenativechiefs orheadsofthetribeswhoseconsent mustberequestedbeforeanyChristiannativesfrom'thosetribescanbe married?Whateversomeunscrupulous writersmaysaytothecontrary,the Kimberleynativeshavenochiefsor rulersofanykind.Butevensupposing'thatbychiefsofthetribesis meantthenativesofagivenlocalityin general,howisitpossibletoobtain theiropinion?Wemightjustaswell trytoobtaintheopinionofthewild kangaroosofthebush.Andevenif itwerepossible,whowoulddoit? TheCommissionerofNativeAffairsor theMissionaries?Ifthelatter,why consulttheCommissioner?Andif theCommisioner,howcanhedoitin remoteMissionsexceptbyconsulting theMissionaries?Aviciouscircle thisseemstome.Addtothisthat someMissionshaveinordinarytimes onlytworegularmailsayear.Again howcantheCommissionerjudgeofthe truthofnativestatementsofhedoes notknoweithertheirlanguagenor theirlawsnortheirfamilyrelations.It iseasytoseethewrongs,butnotso easytofindthewrong-doers,ortopreventthemeffectively.

Whenanyonehasallowedthewhole periodallottedforEasterdutiesto elapsebeforefulfillingthem,hemust stillsupplytheomission.Suchisthe mmonlyreceivedteachingoftheologians;and,excepthehavebeenhonestlyprevented,hemustconfesshis culpableomission,whichisamortal sin.

Withregardtoimpedimentsoccurring,itmustbeborneinmindthat, foravalidexcuse,somemorethan ordinarygraveobstacleorinconvenienceisrequiredinthepresentmatter.

Thosefailingculpablytofulfiltheir Easterobligationsaresometimesspokenofasbeing"outsidetheChurch"apopularphraseliabletoseriousand hurtfulmisconception.FortheoffendersdonotreallyceasetobemembersoftheTrueFold:theyhavenot deniedtheirfaithnorbecomeexcommunicatedpersons.

Theyhave,itistrue,sinfullywithheldtheoutwardproofofactivemembershipwhichtheCatholicChurchdemandedofthem.Throughnotbeing sacramentallyincorporatedwiththe RealBodyoftheLordinHolyCommunion,theyhavefailedtosignify themselvesmembersofHismoral body,theChurch,ofwhichHeisthe mysticalHead.

Butitwouldheanerrorforsuchto regardthemselvesasbeinginfactno longerCatholics,ortoimaginesome specialrecantationtoberequiredof them-asthoughtheyhadapostatised-beyondconfessingtheirsinand SupplyingthemissingCommunion.

Itis,ofcourse,perfectlycertain thatthismuchisalltheyarestrictly obligedtobythelawsoftheChurch, endnoonehasanyrighttocallthem "bad"Catholicsfornotdoingmore. Inacontinentallandtheyareeven termed"bonschretiens."

But.strictobigationapart.dosuch peopleactwiselyintheinterestsof thei,souls,feedingthemuponsuch starvationspiritualdiet,andbehaving asiftheChurch,insteadofcommand. ingoneCommunionayear,hadforbiddenmorethanone,ordeclared onlyonetobedesirable?

OneCommunionayearpractically

means,inninecasesoutoften,but oneConfessionalso.Now,takinghumannatureonitsaverage,takinglife withitsaveragespiritualdangers. trials,andtemptations,canitbeprudenttocontentone'sselfwithsuch sparingrecoursetotheserichsources ofstrengthandholiness,theSacramentsofPenanceandtheHolyEucharist?Fortheyareintendedas ourmoreordinarysupportsinlife's battleagainstpassionandsinofevery kind.Tothestronglyattackedand oftenvanquishedtheyholdoutpracticallytheonlyhopeofultimatevictoryoversinfulhabits,ifweexcept thecaseofthoseunavoidablyhindered fromConfessionandCommunion, whoseearnestprayerwillsufficeinstead,

Peopleexcusethemselves,attimes, onthescoreofthedistastetheyhave forConfession.Theyshrinkfromthe unpleasanttaskofcallingthemselves toaccountfortheirmisdeeds.Butis thedifficultylikelytobelessorgreaterafterawholetwelvemonths'absencefromtheconfessional?Itmust surelybeeasiertosquareupaccounts foramonth,orforaweek,thanfora year: short-sighted.too,thispolicy ofspiritualunreadinessfordeath!He whoconfessesmorefrequentlywill,if surprisedbyafatalillness,somuch moreeasilypreparetomeethisGod. Nooneacquaintedwithourcapital cities,whichcontainmorethanhalf ourtotalpopulation,canbeblindto howbrutallythepresentworldconflicthasbrokenupfamilylife.As LordElton,thefamoushistorian,told theHouseofLordsrecently:"Bycommonconsent,thefamilyisthebasis notonlyofourcivilisation,butof everyChristianState,Thefamily,as farasweknow,hasbeenthefirst,and perhapsthemosttragic,casualtyof thewar.Fatherhasbeencalledinto theForces,motherhasbeencalled intothefactory,thechildrenareparkedincreches,boardedoutwithstrangers,oraremerelyrunningwildinthe blackout.Divorceflourishes,bigamy isalmostanatinalindustry,andyour Lordshipshavecomeacrosstheappallingstatisticsofthespreadofvenereal diseaseamonggirlsofundersixteen. Juveniledelinquencyhasrisenduring thewarfromthreetofourperthousandtoeightornineperthousand..

Itisnowplainthat,ifwerealisethat -,irethinginfinitelypreciousispassing fromus,thenthefirsttaskweought tohearconstantlyinsistedoninofficialandsemi-officialspeechesabout theNewAgeistherebuildingofthe lifeofthefamily."

Itshouldbeclear,then,thatour thinkingonpost-warproblemsmust beginwiththewelfareofthefamily. Avigorousforeignpolicy,theencouragementofscientificstudy,thebuildingofroadsandrailwaysandbridges, hygienicfactories,andahundredother projects,areveryimportantthings, yet,whatevertheirotherexcellentfeatures,allschemesofreformwilldo moreharmthangoodiftheydamage thehome.

Anduntilrecentlyhowfewventuredtoexposetheterriblecancerof ourdwindlingbirth-rate? Official statisticsrevealthatinthelasteighty years-inthespanofonelife-timethenationalbirth-ratehasdropped from40perthousandtoISperthousand.Atthepresentrateourtotal population,evenby1960,willbeonly about8,000.000,andwillneverincrease beyond9,000,000.

Yet,untilrecently,andveryrecently,nearlyeveryonewastalkingblithelyofhigherstandardsofliving-people areplanning.newcomfortsandmore elaboraterefinementsforpost-war year's,whilewearebecoming,ashas beenwellsaid."anationofold-agepensioners,"andwhileasanationweare

tracingwithhighly"civilised"steps this"dansemacabre!"Weshallbe lefteventuallyatthemercyofstrong. erneighbours;weshallbeoneofthe smallnationsofthePacific:inother words,ourfate(onEuropeananalogies)istobeeitherinspoilsoftheultimatevictor-oramerepawninthe gameofpower-politics,

Moreover,adwindlingpopulationexposesallofustoseriousevils-economie,social,moral,politicalandmilitary.Evenifwedonotcomedirectlyunderthedominationofamore powerfulneighbour,ourwholesystem oflifewillberadicallychangedforthe worseifthesizeofourfamiliesdoes notincrease.

Yetateverypointwhereitisclear thatsomethingmustbedone,onefinds partyprejudices,traditionalattitudes, ancientgrievances,and,aboveall, selfishnesspreventingadequateaction.

Inthefaceofallthis,however,the CatholicStatementthisyeardoesset outsomepracticalmeasureswhichthe communityatlarge-theFederalGovernment,StateGovernments,local andpublicauthorities,employers,labourleaders,educationalists andothers-mighttakeandshould taketoprotectandstimulatefamily life.

Now,thefamilymustbestrong:it mustalsobefree;thebread-winner mustbeassuredofthoseconditions whichwillenablehimtolookafter thosewhomGodhascommittedtohis care and,atthesametime,retain hisandtheirfreedom.

Andessentialconditionstohisfreedomandsecurityare:

1.Ilemusthepaidanadequatefamilywage-whichmeansthathemust bepaidenoughnotonlyforthecurrentneedsofhimself,hiswifeandall hischildren;itmustalsopermithim tosaveforthefuture,graduallytoacquiresomeproperty,andtoprovide forhisownsecurity.Itisobvious incidentallythatbythesetestsour presentbasicwageisthoroughlyinadequateasameasureoffamilyincome.Ofcourse,onemightanticipatetheobjectionfromhonestand evensympatheticemployersthatno oneemployercouldpaythisfamily (ContinuedonPage11.)
