Dr.LloydRoss,Director01Public Relations,MinistryofPost-WarReconstruction,whorecentlymadea tourofBritainandtheU.S.A.,contributesaveryreadableandenlightening article,entitled"War-timeIndustrial Impressions,"totheJunenumberof the"AustralianQuarterly."Dr.Ross gavecarefulstudytotheworkingof LabourManagementCommittees.His observationsshouldbeofinterestto Catholicsocialstudents,wholookto "IndustrialCouncils"asameanstosocialreconstruction.
Suspicious.
"Frankly,Iwassuspiciousofthe LabourManagementCommittees," writesDr.Ross."In1930-31,Ihad examinedthedecayofWhitleyCouncilsinGreatBritain,andhadread manyaccountsoftheusebeingmade toweakentheunionsbypartnership schemesintheUnitedStates.Ihad seenworthwhileschemescollapseinthe 1929-31depression.When,therefore,I wasinvitedtoinspectLabourManagementCommitteesinAmericanwar plants,Iexpectedtohearsuchhigh pressuresalestalkingtomeetdumb workers'representatives,toseeattemptsbeingmadetobuildupalternativestocollectivebargaining,andto findunionismweakandbeingweakenedbyanewformofco-partnership.
"Iwaswrong.Theworkersdidthe talking;theonlyoppositionandmost oftheapathycamefromtheemployers;theworkers'representatives,fresh fromtheirbenches,arguedfreelywith themanagementontheresultsofthe experiment-andespeciallydidIfind thepowerfulunionstakingtheinitiativeinencouragingthedevelopment ofthescheme.TheunionswerefurtheringtheideaofLabourManagementCommitteesbyissuingsuchpamphletsas"TheFacts;VictoryThrough EqualityofSacrifice.AProgramme fortheNation,""V-V-VTripleVictory Programme,""500'PlanesaDay-a

Production.
Thecommitteemustnotconcern themselveswithgrievancesordiscussionsaboutwages,hoursorworking conditions-alimitationthatwas stressedasimportanttoemployers, unionrepresentativesandGovernment officials,andthatdoesnotseemto havebeenrealisedinAustraliandiscussions.Theonlyaimofthecommitteesistoincreaseproductionbyorganisingsuggestions,schemes,eliminatingaccidentsandabsenteeism,and,in short,byaddingtheexperienceofthe workertothepowerofthemanagement. Thegeneralprocedurefollowedis fairlysimple.Managementsappoint theirrepresentatives;theunionselect theirs;achairmanisselected-generallytheheadofthecompany,withthe unionrepresentativeasvice-president; thesecretaryisoftenaunionman; meetingsareheldregularlyinthecompany'stime-andthecommitteegets downtobusiness.Asummaryofresults,givenbyamemberoftheLabourProductionDivisionoftheWar ProductionBoard,isasfollows:
"Especiallywherethemajorleadershiphasbeenprovidedbythemanagement,therehasbeenastrongtendency toconcentratethecommittee'sactivitiesonmoralematerialsintendedto sharpentheworker'srealisationofhis partinthewarprogramme.Onthe otherhand,wherethecommitteeshave beenatrulyjointeffortonthepart oflabourandmanagement,labour's tendencyhasusuallybeentostress programmesdesignedtoincreaseplant output,improvequalityandcutdown waste."
InterestingFigures.
InFebruary1943,therewere2,096 committeesinthefactories.. For smallerundertakings,employingfewer

TradeUnionView. Thefollowingexpressionofopinion bytheofficialjournaloftheBritish TradeUnionCongressmayberegard-

"itcannothedeniedthatthewhole systemofJ.P.C.hasdefinitelycontributedtoindustrialefficiency.More andmorethesecommitteesgrowinto realconstructivebodiesfortechnical andorganisationalimprovement.In spiteofallcritics,theoutstandingsuccessachievedbythemmakesitobviousthattheycannotbeamerewartime'device.Withcertainalterations andthecontinuationofproperprotectionfortheworkers'representatives theywillandmustplayamajorrole inestablishingfutureindustrialdemocracy.Muchreluctanceandevenresistancefromtheemployers'sidewill havetobeovercome.Thatisclearly shownbythefactthatthereisstill suspicionastothemeaningofthe J.P.C.Theyhavenothingtodowith interferencefromoutside,neitherState controlnorSocialism.Ifdemocracy isworthfightingfor,itmustalsobe worthfightingwith,andanyextension orstrengtheningofthisprinciplewill notonlybeareinforcementbutanadvantageinwarandpeace-TheJ.P.C. arenoobstacletomanagementand production.Onthecontrary,they willenablethenationtomakefuller andbetteruseofmanpowerbyenlistingalltheintelligenceandexperience. "HavetheLabourManagementCommitteesalessonforpost-warrelations," asksDr.Ross,inconclusion,"sothat theycanbeextendedtoprovidethe newincentivesnecessarytotakethe placeofunemployment?Itisnotthe purposeofthisarticletoexamine these.
"Ibelievethatwar-timeexperiences indicatethestrengthofnewincentives, thehopeinworkers'participation,the importanceof'industrialdemocracy,' butwarnusalsothatmuchdetailed examinationmustbemadeintoindustrialrelationsbeforewecanadaptour war-timeexperiencestopeace-time planning."
