TheminimumrequirementsofapeacewhichChristianscanendorseas beingfairtoallmenaresetforthin"AStatementofaJustPeace,"made publicinWashingtonbytheDepartmentofSocialActionoftheNational CatholicWelfareConference...ItIsanidenticalstatement,givingseven basicprinciplesofpeacesignedbyCatholicArchbishops,Bishops,priests andlaymen,byprominentrabbisandlaymenoftheJewishfaith,andby prominentleaders,clericalandlay,oftheProtestantcommunions.

Eachgrouphasprefacedthestatementwithaspecialintroductionofits own.Thisissaidtobethefirsttime inthehistoryoftheUnitedStatesthat Catholics,Protestants,andJewshave issuedanidenticalstatementonbasic principlesofaworldpeace.

Thepreambletothestatementsays:

Wepresentfortheconsiderationof allmenofgoodwillthefollowingpostulatesofajustpeaceasembodying theprinciplesofthemorallawand theirprimeapplicationstoworldproblemsofourday.Toourmindthey expresstheminimumrequirementsof apeacewhichChristianscanendorse asfairtoallmen.TheyarethefoundationonwhichCatholicsinafree worldcanworkfromdeepmotivesof Christianjusticeandcharityforthe buildingofabettersocialorder.

1.TheMoralLawMustGovernWorld Order.

Theorganisationofajustpeacedependsuponpracticalrecognitionofthe factthatnotonlyindividualsbutnations,statesandinternationalsociety aresubjecttothesovereigntyofGod andtothemorallawwhichcomesfrom God.

2.TheRightsoftheIndividualMust BeAssured.

Thedignityofthehumanpersonas theimageofGodmustbesetforthin allitsessentialimplicationsinaninternationaldeclarationofrights,and bevindicatedbythepositiveactionof nationalgovernmentsandinternational oragnisation.States,aswellasindividuals,mustrepudiateracial,religious orotherdiscriminationinviolationof thoserights.

8.TheRightsofOppressed,Weakor ColonialPeoplesMustBeProtected.

Therightsofallpeoples,largeand small,subjecttothegoodoftheorganisedworldcommunity,mustbe safeguardedwithintheframeworkof collectivesecurity.Theprogressof undeveloped,colonial,oroppressedpeoplestowardpoliticalresponsibility

mustbetheobjectofinternational concern.

4.TheRightsofMinoritiesMustBe Secured.

Nationalgovernmentsandinternationalorganisationmustrespectand guaranteetherightsofethis,s,religious andculturalminoritiestoeconomic livelihood,toequalopportunityfor educationalandculturaldevelopment, andtopoliticalequality.

5.InternationalInstitutionstoMaintainPeacewithJusticeMustBeOrganised.

Anenduringpeacerequirestheorganisationofinternationalinstitutions whichwill:(a)developabodyofinternationallaw;(b)guaranteethe faithfulfulfilmentofinternationalobligations,andrevisethemwhennecessary;(c)assurecollectivesecurityby drasticlimitationandcontinuingcontrolofarmaments,compulsoryarbitrationandabjudicationofcontroversies, andtheusewhennecessaryofadequate Sanctionstoenforcethelaw.

6.InternationalEconomicCo-Operation MustBeDeveloped. Internationaleconomiccollaboration, toassistallstatestoprovideanadequatestandardoflivingfortheircitizensmustreplacethepresenteconomicmonopolyandexploitationofnaturalresourcesbyprivilegedgroupsand states.

7.AJustSocialOrderWithinEach StateMustBeAchieved.

Sincetheharmonyandwellbeing oftheworldcommunityareintimately boundupwiththeinternalequilibrium andsocialorderoftheindividual states,stepsmustbetakentoprovide forthesecurityofthefamily,thecollaborationofallgroupsandclassesin theinterestofthecommongood,a standardoflivingadequateforselfdevelopmentandfamilylife,decent conditionsofwork,andparticipation bylabourindecisionsaffectingitswelfare.

Denouncingsocialisationofmedicine zsanencroachmentontheindividual's inalienablerights,theRightRev.MonsignorMauriceF.Griffin,vice-president oftheCatholicHospitalAssociationof theUnitedStatesandCanada,told106 medicaland56dentalgraduatesatthe commencementexercisesoftheSt. LouisUniversitythatitisnotthefunctionofthePublicHealthServiceto engageinthepracticeofmedicine.

MonsignorGriffindeliveredthebaccalaureatesermonatthegraduation Mass.

"InourDemocracyeachcitizenisa freemaninthesightoftheGovernmenttowhichhefreelygiveshisallegiance,"MonsignorGriffinasserted."It isrecognisedthathehasinalienable rightstolife,libertyandthepursuit ofhappineds-tolifeandthemeansof preservingit-toliberty,inthechoice ofthosemeans-andtothehappiness thatcomesonlywiththepeaceofmind inthetreatmentbythedoctorofhis ownchoice.Hishappinesswouldbe banishedbylackofconfidenceina clocttr.Hisrighttoitwouldbedisregardedifhewereforcedtoentrusthimselfandthosewhoarenearanddear tohimtoadoctorinwhomhehadno confidence.Thefreechoiceofphysicianandtheconfidenceitengendersis theclimaticsupplementtothehealing powersofmedicine

"Responsiblemen,headsoffamilies, havetraditionallydeemedthisrightas concomitantwiththeresponsibility

theycarryinbuildingtheprimary unitoftheState-thehome.Theyrecognisethepowerfulmoralimplications,theall-pervadingmoralproblemswhichaffecteveryphaseoftheir familylifewithintheirhomes.They cherish:hisrightasanintimate',fundamentalfreedom.

"Witheveryrightthereisacorrespondingduty.Thecitizenisalsoa person,andhispersonalresponsibility meansthatasacreatureheisanswerabletohisCreatorforthepropercare ofthebodyhehasreceived.Every man,tothebestofhisability,must provideforhisowncare.Hecannot lightlypassonthisperosnalobligation tohisGovernmentintheexpectation that,onthebasisofasocialinsurance formula,someoneelseisgoingtopay for it.

"OurPublicHealthServicehasan importantfunctiontoperform;its commandingpositioninitsownfield isgenerallyaccepted,butitsworkis nottheprivatepracticeofmedicine. Totakechargeofmedicaleducation andresearch,thepracticeofmedicine andthedesignationofspecialists,to controlhospital,laboratoryandallalliedservices,mightbeconsideredjustifiableontheassumptionthatmedicaleducationandthepracticeofmedicineinthiscountryhadgunksolow astoconstituteanationalemergency,andthatourpresentvoluntaryhospitalsystemiswoefullyincomplete,inefficientandincapableofproperexpansion.Neitheroftheseassumptionscouldpossiblybesustained."

Thisopinionisbasedonthefallacy thatmoralsareindependentofbeliefthatmenwillleadgoodlivesfroma senseofhonour.Humannatureisso pronetopleasurethatitwillonlybe restrainedbytheknowledgethatGod hasimposedcertainobligationsand thatbytheSanctionsofRewardand punishment.Hehasestablishedefficaciousmotivesfordoinggoodandavoidineevil.TherecanbenoSanction withoutauthority:toprovethatone hasauthorityonemustshowcredentialsandinacceptingcredentialswe areacceptingdogmas.

BeliefinGodisthebasisofmorality,anditisclearerthaneverto-day hownecessaryitisthataninstitution shouldsafeguardandexpoundrevealedtruth.Mr.StanleyBaldwinwas probablyexpressingtheviewpointof manyofhiscountrymenwhenheexpressedcontemptforthosewholet theirco-religionistssecedebecausethey desiredtheirowninterpretationofRevealedtruth;whilethefollowingexcerptfromthepressreportofanaddressbyRightRev.Dr.BartonstatingthathisChurchhadroomfor"nearlyallshadesofopinion,"indicatesthe gulfwhichseparatesitfromthe ChurchinitsattitudetoRevealed truth:-

"Letusnotmaketheabsurdand hopelessendeavouroftryingtoreducetheopinionsofallmembersof theChurchtowhichwebelongtoa dulllevelofuniversalagreement. Againstabusesandun-Christian faithsweprotestasgoodProtest. ants,butwemustrefusetocrabor confinethespiritofourChtirchby insistingthatallotherrbrembers thereofmustbelieveandactexactly aswedo.Thatisthespiritofsect,

HisuseofthetermSectarianismis alsoindicativeoftheProtestantmentality.TheLatinword"sects"means afollowingandthewordwasapplied tothosegroupswholefttheChurch becausetheyinsistedonchoosingwhat theyshouldbelieve,hence"heretical Sect."EventheLatin"sects"hadan objectionableconnotation,beingused todenoteafaction,andtheterms "sect"and"sectarian"becamestill moreunpleasantwhenthewordscame intomoregeneraluseduetothenumerousandoftennoisygroupswho, claimingprivaterevelationsormore correctinterpretationsoftheScriptures,startedreligionsoftheirown. Usageisthelawoflanguageandthe English-speakingworldhasgiventothe word"sect"anditsderivativesahotstileconnotation.Itimpliesacertain turbulenceandanarrow-mindedinstitutionalmentalityandtheCatholic Churchislumpedbyimplicationwith thesectsthusobscuring,evensometimesinthemindsofill-instructedCatfiolics,thefactthatthereisonlyone trueChurch.

Thewordisusedtoimplythatit doesnotmatterwhatreligiononeproprofesses,aswhenanAnglicanBishop statedinacontroversysomeyears ago:"JesusChristwasnoSectarian."

Theterm"non-sectarian"is'frequently usedamongourselvestomakeknown thefactthatcertainorganisationswelcometheassistanceofallindependent oftheirreligiousbeliefs.

"KeepingReligionOutofIt."

Itwouldbewellifsomeinoffensive wordsuchas"undenominational"were substitutedfor"non-sectarian,"andit isimportantthatwedonotsharethe outlookofthoseforwhichnon-sectarianismisamatterof"keepingreligion outofit."Suchpeoplearegenerally bonafide,andwemaybetemptedto yieldinaquestionofprinciplerather thanhurttheirfeelings.Religion beingforthemaprivatematter,they donotseewhyitshouldfindpublic expressionoutsidethechurchorhome: non-sectarianedlication,whichtheyregardasasatisfactorycompromise,is inrealityGodlesseducation.Weshould explaintosuchpeoplethattheyare inrealityaskingthatweshouldadopt theiroutlookandstandpoint;that becausereligionisawayoflifeitcannotberelegatedtotheprivateworld ofpersonalfaith,butmustlatimmoe

Polandisnotyetlost.Thesaying isabout150yearsold.Itoriginated in1797,afterthe"partitions"andis creditedtoaPolishpatriot,oneJosephWybicki.Manytimesinmylater yearsIhavemetit,forithadestablisheditself,inGermanspeech,at least,asasortofproverborsloganto expressacombinationofhopeandre'solution.Itseems,indeed,soperfectlytoexpressthespiritofPoland, orratherofthePoles,astoqualifyit asanationalmotto. Besides,all throughtheextraordinaryhistoryof thePolishpeoplerunsonething,the Catholicfaith,whichis,Ithink,theultimateexplanationofthereasonwhy Polandis"notyetlost"to-day.

Thehistoryofthisremarkablepeoplecoversalmostathousandyearsof time,andcontainsheightsanddepths ofmaterialfortuneunequalledinthe historyofanyothernationinChristendomto-day.Furthermore,asIshall trytoshow,Polandpresentstothe UnitedNationsintheir"warforcivilisation"anacidtestoftheirconcept of"civilisation"andtheintegrityof theirintentionstosaveit.The"global" warinwhichtheEuropeanworldis engagedbeganoverPoland'srightto survive,andhersurvivalwillbea sinequanonofthe"peace"forwhich weallhope.

Itisimpossiblewithinthe'scopeof thisarticletotellthatstoryinanydetail,andIshallattemptnomorethan tosketchverybriefly,thesignificant outlineswhichbearuponthePolish people'ssituationto-day.Irealise fullythat,atbest,theresultwillbe crudeandimperfect,butIhopethat itwillnotbewhollydevoidofmeaning.Toanyreaderwhomayfindit

ThePolishKingdomwasborninthe lastthirdofthetenthcenturyofthe Christianera,anditpromptlydeclared itsCatholicfaith.Thefather-ofthe firstPolishKingwasaconvertto Christianity,andhedidamostsignificantthing,which,asProfessorHalecki says,"proveshisextraordinaryfarsightednessandhisanxietytoassure thefutureofhisstate.Atanepoch whenthePapacywasstillfardistant fromitsfuturepoliticalinfluence. whichwasto,counterbalancethatof theEmpire,MieskogaveallhisterritoryintothehandsoftheHolySee, madeitapatofthePatrimonyof St.Peter,andthusplaceditunderpontificalprotection. Centurieslater, thiscloseandnever-forgottentiewith theHolySeewastoservePolandas asolidsupportinthegravestcrises throughwhichshepassed.Opposed totheimperialpretensioris,itwasto ensuretheintegrityofherfrontiers, andevenhernationalcharacter.It wastobeatthesametimetheexternalexpressionofaprincipleofthe spiritualorderwhichanimatesthe wholeofPolishhistory."

Sevencenturieslater,whenPoland wasstrugglingwiththemostserious difficulties,aPolishKing,JohnCasimir,proclaimed,inthenameofthe nation,OurLadyas'Queenofthe CrownofPoland"andProfessorHaleckinotesthat"ThePolishnation wasnevertobefalsetothatpromise. ThecultofOurLadyremaineditssupremeconsolationthroughepochsthe anguishofwhichsurpassedthatof 1655."Itwasthe"miracle"ofthe monasteryofCzestochowa'sextraordinaryresistancetotheinvadingEwedes in1655thatcausedJohnCasimir'sproclamationofOurLadyasPoland's QueenandmadeCzestochowaPolaad's greatshrineofOurLady.Sofaras Iamaware,theshrinestillstands.

NorwthePolishgroupofstatesatthe beginningofthesixteenthcentury, besidesbeingthelargestinEurope, hadahighlyinterestingstructure.It wasinessenceafederation.Jagiello hadbroughtintoittheGrandDuchy ofLithuaniaand,himselfaconvert, baptisedathismarriagewithJadwiga, introducedCatholicismintotheDuchy, thenthelast"pagan"strongholdin Europe.AroundthePolishcrown weregroupedanumberoflargelyautonomousunits,ratherlooselylinked inform,butsolidlyinsubstanceunitedinthedynasty.Ofthis"state"as itwasatthebeginningofthesixteenth century,ProfessorHaleckisays:"It hadunitedunderitsrulesoextensive aterritory-fromthegatesofMoscow tothewatersoftheAdriatic-asto surpassbyfarthatofanyotherEuropeanpower.ThisimmenseJagiellonionfederationseemedavaluableelementofequilibriumandpeaceinEurope,asnoneoftheJagiellonians dreamtofwar,unlessitweretooppose theadvanceoftheinfidel,against whomanapparentlyinsurmountable barrierwasnowraised.

Justbeforetheprocesswasfinally completed,however,hernationalspirit blazedupunderthelastPolishKing's "GreatParliament"fromwhichcame thefamous"ConstitutionoftheThird ofMay,1791,"theanniversaryofwhich isevento-daythegreatPolishnation's nationalfeast.OfthisConstitution ProfessorHaleckisaysthat"itevoked arefreshingenthusiasmandthatthis grandresultofaloyalcollaboration betweenthekingandthepatriotic party...permittedthebeliefthatthis timetheRoyalRepublic,happily adaptedtotheneedsofthehour,was definitelysaved."Itwas,however,

butthelastdyingflickerofthecandle,for,fouryearslater,undersuccessivepartitions,Polandvanishedfrom themap;thethreepowershadswallowedherup.Itwasthentatthe slogan,"Polanditnotyetlost," arose,andinItaly,Polishemigrepatriotlegionariesraisedth..Polish"Marseillaise,"asProfessorHaleckicallsit, withitschallenge:"Polandisstill livingwhilewearealive."

Hisjudgmentontheeighteenthcenturystoryissignificant:"ThePolesof thceigtheenthcenturycouldnotremedythi,situation,becausetheyhad nolongerthedeepreligiousfaith whichhadanimatedtheirancestors whentheytriedthegreatexperiment oftheRoyalRepublicanddefendea thefrontiersofChristendom.Henct Providencesentthemagreatordeal whichwastopurifythenationalsoul andgivetheirsonstobeholdinthe humiliationofexpiation,anewhistoric inssion,worthyofagreatpast."

WiththeNapoleonicadventure,the PolessawavisionofarestoredPolandasNapoleonrangedoverEurope amongtheirdespoilers,andPolishlegionariesfollowedhimtotheend.In lessthantenyearsheseemedtohave broughtPrussia,AustriaandRussiato theirknees,buthistreatiesinvariably nullifiedthePolishhopeswhichhisvictorieshadsetaflame.Still,asProfessorHaleckisays:"ThankstoNapoleon,Poland,insteadofflounderingin oblivion,livedyearsoftruegrandeur beyondthetomb;anditisthisthat thePoleswillneverforget."With 1815thenightofthenineteenthcenturyclosedinandthesharpestordeal beganforthem.Itwasinfact,ifthe phrasemaybeborrowedwithoutirreverence,the"DarkNight"ofthePolish soul-Poland'sblackestcentury.In followedinsurrection,all quiteinvain-1831,1846,1848,1864, eachdisastrous.

Yet,andthisisofthehighestsignificance,thesamecenturywitnesseda remarkableresurgenceofPolishculture,PolishpatriotismandPolish spiritualforces,whichProfessorHalec.kicalls"themostbrilliantandmost original"inherhistory.Alsothere developedanewspiritofunityamong thePolesinproportionasRussianand Prussianmeasuresofrepressiongrew moresevere.InAustrianPoland, wheretheregimewas,asmighthave beenexpected,somewhatmilder,both unityandculturegrew,andacertain degreeofautonomygrantedtoGalicia undertheConstitutionof1867gave AustrianPolessomeopportunityfor resurgencewhichdidnotexistinGermanorRussianPoland.Itwas,in (act,inGaliciathatthePolish"soul" mostrapidlyandnoticeablyrevived, andpreparedthePolesforthecoming oftheGreatWarin1914.Thatwar, foralittlewhile,restored"Poland"to themapsoftheworld.

Hereweenterourownday,andI mustbecontenttoleapoverthebrief twentyyearsoftherebornPolishnation'sexistenceasaEuropean"Power," toherlatesttragedy,sufferedatthe handsofherancientenemies,Germany,now"Nazi,"andRussia,now "Soviet."Istherenotmuchsignificance inthefactthatthewar,inwhichthe wholeworldisnowengulfed,beganby GreatBritain,joinedbyFrance,fulfilling,littlepreparedastheywere,their promisetodefendtheintegrityofPoland?Apartfromallotherconsiderationsthisliftstheconflicttotheorder of"morals."

WhentheNazisandtheRussians overranPolandin1939,theresidents numberedsomethirty-fivemillions.Of these'sometwenty-sixmillionswere omanCatholics,includingUniats.Some threetothreeandone-halfmillians wereJews,andtheremainderEastern OrthodoxCatholicsandadherentsof Protestantandotherreligiousbodies. WhatmaybethePolishnumberstodayis,naturally,uncertain.Itmay thereforebeconfidentlyassertedthat thequestionofPoland'snationalexistenceisthequestionoftheexistenceof anessentiallyCatholicnation.

Thosewhoarepermittedtolivewilldo soasslaves.Ontheotherhand,if theUnitedNationswinthe'warPolandcanlive-andlivefarbetterthan before-ononeconditiononly.That conditionisthatPolandisonterms withtheSovietUnion.Nogreater wrongcanbedonetoPolesinBritain ortheUnitedStatesthantopretend thattheycanhaveinthefutureany othersecurity..Theinfluenceofthe SovietUnionmustbethechieffactorinEasternEurope. ."

OnemightsupposethatAmericans wouldbequicktosympathisewiththe PolesastheydidinKosciusko'sday. Hereisapeoplewithapassionatedevotiontoliberty.Foratleastacoupleofcenturieshermilitarybanners have-carriedthemottowhichinEnglishreads:"Forourfreedomand yours."IntheThirtyYears'War, Polandopenedherdoorstorefugees fromthewesternbattlefieldsprofessing afaithcontrarytoherown.SheharbouredtheJewswhenotherlandsdid not;hersoilwasunstainedbypogroms.Hermonarchswererelatively "constitutional"whenabsolutismwas theruleinEurope.Shewasearly hoispitabletoculture;theUniversityof CracowwasalreadyoldwhenNicolas Copernicusentereditasapupil.Her warswerenotimperialisticbutdefensiveagainstthetideofpaganismfrom theEastandtheTeutoncinvaders fromtheWest.Shebuiltupher groupofstatesmainlybypeacefulmethods;herrulersandherpeoplewere menoftheirtimers,andlikeallthe resttheybrokethelawhumanand divine,buttoPolandhonourwassacred.In1932shemadeatreatyofnonaggressionwithRussiaandin1943

Followingtheextraordinaryoutburstin"Pravda"aboutthe meetingofGermanandBritishrepresentativesinthePyrenees, therenowcomesfrom"Isvestia"anattackontheVatican'swar policy.ItisdifficulttosayexactlywhatpartthismoveisexpectedtoplayintheKremlin'stortuousdiplomaticactivityunless itbetodiscredittheonlyremainingmajorprotesttothedismembermentofPoland.NowthattheSovietisinmilitaryascendancy,itseemsthatanypretextwillsufficetoobtainfurtherdiplomaticadvantages.Thelinesofthepresentattackarefamiliarto anyonewhohasfollowedCommunistmethods,withoutbeingtoo insistentonconsistency.TheVatican,charges"Isvestia,"has beenserviletowardsFascism,approvingmanyactsofaggression. Ithasnowchangeditscourseandpreachesuniversalimpartial love.ButinRussiathisdoesnotgetoverthefactthatduring thecrucialdaysofthewar,theVaticanadoptedanattitudeof directsupportofFascism.

Theliesof"Isvestia"makenoattemptatsubtlety;nopretence toevidence-theyareinthepurestCommunisttraditionofbrazen andrecklessmendacity.Themoststrikingandsufficientrefutationofsuchchargesisthereflection,universallyrecognised,that theAxisPowerswantedwarbyhookorbycrook,andthatthe everynervefirsttopreventtheoutbreakofhostilitiesandthentoconfinethespreadoftheconflict."Everything,"saidthePope,'islostbywarnothingislostbypeace."At leastseventimessince1939thePopehaspleadedwiththebelligerentstoputanendtothewarbyanegotiatedpeace,basedonrespectfortheculturalandpoliticalrightsofeverynationgreatand small.WhiletheAxiswasvictorioustheyhadnointerestina peacebasedonjustice.Yet,atthesametime,insideGermany itselfthepulpitsoftheChurchwerebecomingincreasinglythe mostopenandoutspokencentresofresistancetoNazioppression. AnyonewhoisatallfamiliarwiththerelationsofChurchand StateinItalysincetheLateranTreatywouldknowtheenormity ofthestatementthattheVaticanwasserviletotheDuce.Tothe Germanswassenttheclassicdocument,"MitbrennenderSorge." andtotheItalians"Noiabbiamobisogno"gavewarningofthe Fascistattackoneducation,ontheYouthmovement,andthe rightsoftheChurch.Eventshadmovedtoatenseclimaxatthe timeofPiusXI'sdeath.Itisalsogrotesquelyuntruethatthe Vaticanwarpolicyhaschanged.Theappealisstillforpeace withjusticeandcharity.Butthepoliticalcontextiscompletely different.Theaggressorsarenowontherun.YettheVatican stillencouragesapeacemovementinbothItalyandGermany. ThePope'smostrecentbroadcastshowsthattheVaticandoesnot wantGermanyanymorethanItalytohesubmittedtoaruthless andunnegotiatedpeace.ThatwasherattitudealsowhenPoland, FranceandtheNetherlandswereoverrunandEnglandwasindire peril.Itis,Ofcourse,understandablethatRussiaasvictormight wantafreehandandnoPapalinterferenceatthepeacetable.

Ofallnations,however,Russiashouldbethelasttocomplain ofservilitytotheAxisandof"directsupport,"forthatwasthe Soviet'sownhistoryuntiltheAxisturnedonher.Norshould theorgansoftheKremlintalktoomuchortooloudlyabouta changeofcoursewhiletheirownacrobaticsarestillpainfullyfresh inthememory.Itcertainlyreadsstrangelythat"theVatican maintainedsilencewhenItalyattackedFranceinJune,1940,"withoutquotingwhatwassaidwhenRussiaattackedFinland,orGermanyRussia.NoattempttoinvolvetheVaticaninpurelypoliticalissueshassucceeded,andtheSoviethasmostreasontobe gratefulthattheAxiscouldnotforcefromtheVaticananapprobationofitsassaultonRussiaasaholywar.

TheSecondCommandmentofGod isstatedinthesewords:"Thoushalt nottakethenameoftheLordthy Godinvain."Thepositive,though unformulated,portionofthisCommandmentrequiresustopraiseGod byextollingHisexcellenceandinfiniteperfections,andhenceanyform ofspeechdetractingfromtheDivine excellencebecomessinful,asdoall wordsdishonouringtoGod,ortoanyoneoranythingconnectedwithGod. AnoathisanactofDivineworship bywhichamancallsuponGodasthe InfiniteTruthtobearwitnesstothe truthofwhatheissaying,whetherit bebywayofassertionorpromise.The formofwordsisnotamatterofgreat importance,foronemusthavetheintentionofswearing.So,manycommonexpressionsareintheverbal formofanoathI"Byheaven"!)but lacktheintention.Theseexpressions maybeveniallysinfulinthattheyinvokethenameofGodorofholythings withoutsufficientreason.

Forsufficientlygravereasonsitis permissibletotakeoaths.TheScripturesbearamplewitnessthatthetakingofoathsislawful,andtheState hastherighttodemandagenuine oathinmattersofgreatmoment,such asfortheadministrationofjusticeor forsomepublicofficeofgreatimport. ance.Inthetakingofasolemnoath therearepre(scribedceremonies,such asholdinguptherighthandorkissing theBible.Theseareabsentfroma simpleoath.Inswearingtoapoint offact,oneneednothaveinfallible certaintyofitstruth,butonemust havesolidreasonsapproachinga moralcertainty.Oneswears"tothe best knowledge."

Sincethetakingofanoathisan actofDivineworship,theguiltof perjury,ifduetodeliberatelackof truth,isgrievouslysinful.Onemay commitperjurybyawilfullieorby omittingtodeclarewhatissubstantiallynecessarytoaproperunderstandingofthematteraboutwhich oneisswearingonoath.

Swearinginitsreal'senseistheunnecessaryandirreverentuseofGod's name.Suchusagesareoftenexclamationsofwonderorimpatienceandordinarilysuchphrases,thoughirreverent,areofthemselvesonlyvenial sins,andifnotadvertedtomaynot besinfulatall.However,thefrequentuseofGod'snameasanexpletiveisabadhabitwhichshouldbe corrected.Thesameappliestothe irreverentinvocationofthenames ofOurLadyandtheSaints.Inthese mattersthereisalwaysthepossibilityofseriousscandal,andsothey mightbecomegrievoussinsagainstthe FifthCommandment.

Cursingislikewiseopposedtothe SecondCommandment,andconsistsin invokingevilorcalumityuponpersons orthings.CursingagainstGodHimselfishappilyrareandimprecations forthemostpartarecalleddownupon creatures.Suchcursesareidleand useless,andwouldbeveniallysinful. Manypopularexpressions,commonly called"swearing,"suggestimprecation, buttheirguiltwillseldomexceedthat ofthepride,impatience,angeroruncharitablenesswhichmayhappento promptthem.Thereisalsothedangerofscandal.

Blasphemyconsistsinanyinsulting orcontemptuousspeechagainstGodor thethingsofGod,as,forinstance,declaringintimeoftroublethatGodis cruel,uniustorunwiseinthearrangementsofHisProvidence.Insucha casethereistheadditionalguiltofheresyinasmuchasthereisdenialofthe teachingoffaithabouttheDivineperfections.Usually,however,suchntterancesaremadeinthefirstshockof somesuddencalamity,andmaybeinterpretedasdefiantandrebelliousoutbursts.Forlackoffulladvertence anddeliberation,suchexpressions pwouldordinarilybemortalsins.Initself,however,biasphemyisavery grievoussin,andmaynotbeconfined towords.Contemptuousactionsand

contumeliousthoughtsaboutGod shareinthemaliceofblasphemyand aregrievouslysinful.

JokesaboutGodwouldbeblasphemousiftheintentionwastopro.* duceanimpressionofdishonourand insulttowhatis.sacred.Thiswould occurincontemptuous,sneeringjokes. Butifthejestbefreefromcontempt, therewillbevenialsinonly-asinof irreverenceratherthanblasphemy. Similarlyridiculeofpriestsandsacred thingsorpersonwhenofareallyinsultingnatureanddirectedtowards themintheircapacityASsacredpersons,constitutesblasphemy.Onthe otherhand,jokesabouttheirdefectsas men,evenifnotquitegood-natured, wouldbeatmostvenialirreverences. OnthepositivesideCatholicsarebound tospeakofpriests,religiousandsacred thingswithduereverenceandrespect, moreespeciallyinthepresenceofthe youngandofnon-Catholics,forthe dangerofgravescandaliseverpresent.

Inregardtoalltheabovesinsof speechitshouldbenotedthatitis veryeasytoformundesirablehabits. Youngpeopleareparticularlyimitative anditispossibletoadoptmodesof speechalmostunconsciouslyifworking amongpeopleaddictedtotheseunfortunateexpressions.Sometimesyoung peopledeliberatelyadoptthespeechof theireldersorworkingcompanions throughamistakenambitiontoappear grown-up,worldly,or"tough."Itis thereforeadutyuponparentstowatch carefullythedevelopmentofsuchvocal habitsintheirchildren,especiallyduringtheschoolyears,andtocorrect piornptlyanytendencytowardsthe useofwordsorexpressionsofthis nature.

Eventhepracticeofhumourously criticisingthingsassociatedwithDivine worshipishighlyundesirable,forby repetitionajokemayeasilyexceed thelimitsofwhatislawful,causescandalandbringreligionitselfintocontempt.Inthesedaysofmaterialism thereisincreasingneedforCatholics tobeloyaltotheirFaithandtothe lawsandobservancesoftheChurch. Andoneeasilybetraysthecause throughthelooseandthoughtlessuse ofthetongue.Apartfromthefact thatweshallbecalledupontoexplain ouruselessspeechonthedayofjudgment,Catholicsmightwellapplyto theirconversationthecounselofSt. IgnatiusofLoyola:"Begreatinsmall things."

TheExecutiveCounciloftheIrish NationalForesterscelebratedtheGoldenJubileeoftheSociety'sestablishmentinW.A.intheformofabuffet luncheonatKeough'sHall,Perth,on Sunday,December19.Anappropriate toastlistwascarriedthrough,andthe musicalcommittee(Messrs.P.Hegney, CoulahanandGinivan)interspersedit withsuitablemusicalitem's.

TheagedmembersoftheSociety werespecialguestsoftheoccasionand eachtookopportunitytoreplytothe toastoftheday,"TheDayWeCelebrateandOurAgedMembers,"very ablyproposedbyPastHighChief RangerandPastFederalTreasurer, Mr.JimMcLinden.Inhisremarkshe said,beingonagedmembers'listin Societydidnotimplyadvancedageby anymeans,asverymanyjoinedthe Societataveryearlyageandqualified after35years.Hementionedthe particularpleasureoneofourspecial guests,Mr.JimHegney,'senr.,must experienceonthisday,asthreeofhis sons,Messrs.JimHegney,DA-L.A.,Wm. RecentlytheSocietybecameaware thatRevBrotlatrMaguire,ofthe ChristianBrothers,hadreceivedtransfertoMelbourne. Ahurriedspecial meetingoftheExecutiveCouncilwas calledlastweek,andtheRev.Brother waspresentoninvitationsothatthe Societymightexpressitsappreciation ofhisveryablesupportinitsobjective ofthere-establishmentoftheartof traditionalIrishNationalDancing,and toexpressregretthatthecallofduty wouldremovehimsofarfromthose ofuswhohadthepleasureofhisguidanceandtheprivilegeofhiscompany forhappymemorablehours.InmakingapresentationtotheRev.Brother, theHighChiefRangerthankedhim fortheparticularinteresthehadtakenintheworkoftheSociety'sIrish StepDancingControlCommittee,and themannerinwhichhehadassistedit initsworkbyplacinghisAustralanwideexperienceinthisartandhisenergeticencouragementbehindthecone mittee.Manyofthemembers,particularlytheofficersoftheSociety, hadcomeintoocntactwithBro.Maguire,anddeemeditahappyprivilege toenjoyhiscompany.TheSociety wouldneverforgetthepasttwoannualmeetingsoftheSociety,whenhe hadacceptedtheSociety'sinvitation toattendandmakeacommentaryon therespectiveyearsoperationsofits TraditionalIrishStepDancingControl Committee.HewishedtheRev.Brothereverysuccessandhappinessfor thefuture.Hetrustedthatthegift whichhepresentedonbehalfofthe Societywouldbeacceptedasatoken oftheremembranceoftheSocietyand itsmembersofmanyhappyprivileged hoursofcompanionship,solidconstructivesupportofitsworkfortheartof IrishNationalDancing,bothofwhich txouldbeaninspirationtotheSociety.

Now,let'sgetthisstraight. We arenotsayingthatchilddelinquency isdueentirelytoworkingmothers. Childdelinquencyisduechieflytolazy mothers,andsomearesophysically, morallyandsociallylazythatthey don'tworkanywhere,notevenat home.

Someworkingmothersaresuperb. Havingtrainedtheirchildrenintoearly habitsofresponsibilityforeachother andthehome,theyhavealreadymade theirgreatestpossiblecontributionto theircountryinfuturecitizenship.And thekindofmotherwhohasalreadydevelopedconsciences,wideinterestsand wholesomehabitsinherchildren,isnot thekindtotradesuddenlythatjobfor another.Shewilltakeonbothjobs anddothembothwell.

Nothingbutpraisecanbegivento suchworkingmothersasthese.They aresplendidpatriots,givingdouble servicetotheircountryintryingtimes.

Motherswhodeserttheirchildren forpaycheques,wholeavethejobof mouldingcitizensforthejobofmouldingbullets,aretheoneswhoare largelyresponsiblefortheap riseinjuveniledelinquency res. Whenithasdeveloped,10yearsfrom now,thatourcountry'sgreatestlosses inthewarwerenotmen'slivesbut children'ssouls,thesewomenwillbe knownforwhattheyare:notpatriots, butranktraitorstoGodandcountry.

Isthislanguagetoostrong?Ask socialworkeesandtheheadsofreform schools.Talkwithpolicemenincities abouttheboysandgirlsof13and14 whoarebeinginitiatedintosocial crimebecausetheirmotherscan'tbe botheredcaringforthemwhenthere's moneytobehadinstead.

Arethosemothersshowingpatriotism?Fewofthem,intheircrudeit, responsibility,evenpretendthatany- thingbutthepaychequeistheirincentivetowork.

Probablythemosttragicfeatureof thegrowthofchilddelinquencybecauseofworkingmothersisthatitis sounnecessary.Therearefewcases wherenoprovisioncanbemadeforthe children'ssupervisionandcare.Even inwartimewemoistfacefacts,calla spadeaspade.Childdelinquencyis aspadethatcandiganation'sgrave, andwemayaswellpointthefingerat itschiefcauseandcallitbyitsright name.Andpatriotismisnotthe rightnamefortheneglectofchildren bymotherswhorushtograbwarwork wagesattheexpenseoftheirchildren.
