FewcouldhavevisualisedahundredyearsagothattheCatholicChurchinAustraliawould,withinthecentury.growtoits presentproportionsorgathertherichspiritualharvestwhich, throughtheblessingoftheDivineMasterandthezealofthedevotedlabourersinthisportionofHisvineyard,hasresultedfrom itsministrations.Thesetrulymarvellousresults,whichhave fewparallelsinourtime,areatonceasubjectofthanksgivingand ofinspiration-thanksgivingtoChristandtoHisVicaronearth forthehelpandguidancethatledandencouragedthepioneers who,throughmanydifficultiesandprivations,wentsteadfastly onward,leavingtotheirsuccessorsanobleexampleofzealand sacrifice.ThemonumentsraisedbythosepioneerBishops, priestsandlaity,willforagestocomecontinuetoinspiretonoble endeavourinthecauseofChristtheCatholicpeopleofthisland. Eachgenerationwillinturnleaveitsowncontributiontohonour GodanddiffusemoreandmorethelightofHistruthinthis southern.land.
Mindfulofourdutyasspiritualleadersofourpeople,and viewingthegravityoftheobligationwhichthepresentcrisisin thehistoryofourcountryplacesuponus,wepledgeourfullest supporttotheGovernmentofthenationandtothegallant ForceswhoareactuallyengagedindefendingAustralia.We appealtothepeopleunderourjurisdictiontoleavenothingundonetoassistthosewhoarefightingtodrivebackfromourshores
.
thepowerfulenemythatthreatensuswithinvasionandtheconsequentlossofthenationalandindividualfreedomwhichthe peopleofAustraliahaveenjoyedfromthebeginning.Forthe preservationofthisfreedomnosacrificeistoogreatandnoservice,howeversmall,shouldbeneglected.
Wearegratefulforthesplendidresponseofourpeople,and particularlyofouryoungmen,tothecalloftheircountryin thissupremehourofherneed.Theyarenoblycontributingto thewritingofanewandinspiringchapterinthehistoryofthis youngCommonwealth.
Butwhilewedischargefaithfullyourdutyinrenderingmaterialhelptowardsthegainingofvictoryandtherestorationof peace,wemustneverforgetthatintheendvictoryandalasting peacemustcomefromHimWhoholdsinHishandsthedestiny ofallnations.
Therefore,confidentofthejusticeofourcause,wemustconstantlyinvoketheblessingofHeavenonthedeliberationsofour leadersandonthemenwhoareintheactiveserviceofthecountry.
WeexhortpriestsandpeopletomakethismonthofMay,and indeedthewholedurationofthewar,atimeofspecialprayer forthebringingofjusticeandpeacetoawar-wearyworld. ThereisnobettertimeforprayerthanduringHolyMass,and apartfromthatthereisnomorepowerfulprayerthantheRosaryrecitedinthechurchorinthefamilycircle.Throughthis prayerOurLadyHelpofChristiansintimespastobtainedforthe bravedefendersoftheChristiannamethevictoryoftheChristianreligioninEurope.
WethereforeappealtoourpeopletoattenddailyMass wheneverpossible,andnevertoomitthedailyrecitalofthe Rosary.Weaskpriestsandreligiousteacherstoarrangeforthe recitaloftheRosarybytheschoolchildrenintheParishchurch atnoononeachschoolday,andweenjoinonalltheurgencyof frequentreceptionoftheHolySacraments,particularlyatthis time.Whileweprayforthesafetyandwelfareoftheliving, letusneverforgettheclaimsofourbravedead,butdailypray thatthelightofHeavenmayshineontheirsouls.

NotlessalegacysurelywasthepromiseoftheParaclete.Hiscoming wastheuppermostthoughtinthe mindofChristinthediscourseafter theLastSupper.AndwhenonOlivet,Hisdiscipleswereabouttosee Hisvisiblepresenceforthelasttime, Heconsoledthembythepromise: "Youshallreceivethepowerofthe HolyGhostcominguponyou."It mightbesaidthatatthetimeofthe Ascension,Peter'sBarque-theChurch -wasfinishedtothelastdetail,completelyriggedandwithafullcrew. TheHolyFather,ontheoccasionofhisepiscopaljubilee. broadcastanappealforpeace.Hesaidverystrikinglythathis appealwas"apracticalsuggestion"likelytooffendonepartyor theother,butrecognisedthatthepresentpoliticalsituationwould hardlyallowofsuchanofferbeingaccepted.ThePopefurther urgedtheleadersofnationstoconcludepeaceontheprinciplesof justiceandmoderation,"evenifthatdoesnotseemtocorrespond withtheirexpectations."NowitcannotatthemomentbeascertainedwhatChurchillandRooseveltthoughtofthePope'ssuggestion.anditdoesn'tgreatlymatter,because"TheWestAustralian" hashappilytakenuponitselftoanswerfortheAllies.Underthe caption."Illusion."aleadingarticlein"TheWestAustralian," whileallowingthePopefullmarksforhumaneintentions,condemnedhisproposalas"completelyunrealisticinthepresentcircumstancesofthewar."Theappealhadcometoolateandtoo soon.Thesearecuriousallegations.butarecompletelysafe,as theycovereventualitiesinbothdirections.Itmightbesaidthat theyarequitetrueandquitefalse. * * * *
AlthoughtheHolyFatherhimselfrealisedthathisproposal wouldhehardlyacceptable,itisquitepresumptuousforanewspaperinoneoftheremotestpartsoftheearthtodescribeisas "completelyunrealistic,"EventhemostbitterenemyofCatholicismwillusuallyconcedethattheVaticanisthebestinformed centreonearth.Itisso,firstly,becauseitistheonlyinstitution whichhasawidely-spreadandhighlyorganisedinternationalsystemofdiplomacy,and,secondly,becausetheoutlookofitsrepresentativesisraisedabovethenarrownessofnationalism.The principlesofVaticandiplomacyarethoseoftheSermononthe Mount.SomuchfortheVatican'snewssources.Andasforits judgmentofthefactssopresented.itisoddthatthe"WestAustralian"shouldhavepassedoverthePope'sstartlingclaiminthis direction."Asamanofperfectpoliticalimpartialityandequal loveforallpeoples,Icanmakesuchanoffer."Isthereoneother persononearthwhocouldmakesuchaclaim?Andthefactthat itwentunchallengedlendsitthetacitconsentofreasonablemen. Who,then,couldarbitratemorejustlyamidthetanglesofnational hatredsandprejudices? * * * *
Whileitisnaturalthat"TheWestAustralian"shouldattempt toevaluatethePope'sappealfromtheaspectofwhatitwould meanfortheAlliedcause,thisobviouslymustbeauselessapproach.For,eventhoughthephrase"Britishjustice"haspassed intothecurrencyofourspeech,weareallawarethat"justiceis abovethissceptredsway."Justiceisobjective.Andifany ofusimaginethatrealjusticetoallnationswillemergeoutofthis strugglewithouttheAllies,asvictors,beingreadytomakeconsiderablesacrifices,wearedeludingourselves.Thetermsofthe AtlanticCharter,appliedwithsincerity,maywellharrassusmore inthehourofvictorythanitwillourenemies.AndthePope's peacepointsevenmoreso.Ifthisbetrue,andweareunableto acceptit,wemustaskourselvesifourfundamentalwaraimis justiceormerelyvictory.Foritisaparamountmoralofhistory thatherethereisnonecessaryequation.Inanycasewewould notbegoodjudgesinourowncause.Sufficeittosaythatthe Popemusthavehadverygoodreasontopleadforpeaceatatime whenallthecombatantnationswerepreparingforrenewed slaughter,andthatitistohehopednonewillhavebitterheartsearchingafterthewarbyreasonofignoringthecounselsofthe FatherofChristendom.
AustralianChurchComes ofAge
InthegravestmomentofAustralia'shistory.theCatholic ChurchinthisCommonwealthhascomeofage.ThecelebrationofthecentenaryoftheestablishmentoftheHierarchyisnecessarilyobscured,butthesignificanceoftheeventisofthehighestmoment.ThePastoralLetteroftheBishops,onthecoverof thisissue,pointswithprideandwithgratitudetoGodtotheextraordinaryexpansionoftheCatholiclifeinthepastcentury-anadvanceallthemoreremarkableinthelightofitsinauspiciousorigins.Warhas,howevercomeuponourcountry,andwhileit greatlyincreasesthedifficultiesunderwhichtheFaithlabours,the CatholicChurchinAustraliaismindfulofitsnaturalobligations tothenation.HencetheBishops.inawhole-heartedmanner, pledgetheirfullestsupporttotheGovernmentofthenationand tothegallantforceswhoareactuallyengagedindefendingAustralia.Thisimpliesthepromiseofmaterialaid,andalsothose weaponsofthespiritwithoutwhichallelseisunavailing.By God'sGrace,weshallcomesafelythroughthisperil,andagratefulnationwillgivetheCatholicChurchinAustraliaaproportionatemeasureofjusticeandassistancetothatwhichitreceiveditt thedayoftrial.

Inafluentconversationalstyle,Dr. McCanntoldoftheinconsistencies thatmakelifesuchariddleinplaces likeTenant'sCreek,Catherine,DarwinandAliceSprings.Sixtyinches ofrainwillfall,yetitisdifficultto getabath.Thereiscattleeverywhere-butnotadropofmilkto drink,andbuffalocomestoyouas "cornedbeef."Inthispartofthe worldthedoctoristhedentistand coroner,too,andthetravellingpriest. inadditiontohisspiritualrole,plays thepartoftypewritermechanic,piano andorgantuner.Withapianocase foranaltar,abare-footednativeboy asserver,Massiscelebratedtothe accompanimentofbar-roomjinglein thenextroom,forthehotelischurch, courthouse,hospital,andeverythingin general. Itisbeyondthepowerofourimaginationtovisualiseamanontrialfor murderdiningandhobnobbingwith thejudge,policemanandotherofficers oftherealm,oraprisonertravelling underescortbeingcalleduponto nursethepoliceman,takenillenroute, andfortheservicerenderedhaving oneyeardeductedfromhissentence: butthedramaofthecourthousebecomesahilariouscomedyunderthe unwrittenlawsoftheout-back,where menaredependentupononeanother.
MemoriesofaracemeetingatTenant's('reek,attendedby100malesand 3females,lastingaweekandending inageneralfight-atrainjourneyon "LeapingLena"(whentheDoctoras dentistwouldobliginglydrawatooth fortheengine-driver,thenattendan inhabitantofsomelonestation,asthe trainpatientlywaited)-ofroadside examinationsandbushoperations,of afuneralservicewhenthemanwho hadtosaytheprayerscouldonlyrememberthe"gracebeforemeals"-all convulsedtheaudience,forDr.McCannhasanextraordinaryappreciationoftheridiculousandakeensense ofhumour.Onegatheredthathislong termofofficeintheout-backmust havebeenforhimagreatadventure. Itwasasharpsurprisetomanyto realisethatlifecouldbesocolourful

ThepublicationoftheStatement, "ForFreedom,"thethirdintheseries ofdeclarationsmadewithepiscopal sanction,marksthecontinuanceofthe Church'spolicyofprovidingauthoritativeguidancetopriestsandpeople onmattersofsocialpolicyeachyear. InevitablythemindsofCatholics willrecurtotheearlierdeclarationstheBishops'StatementonSocialJustice,publishedin1940,and"Justice Now!"publishedin1941.Theeffect ofbothoftheseStatementsinthe practicalsphereisundeniable.The "Bishops'StatementonSocialJustice,"amongitspracticalrecommendations,suggestedtheadoptionofa nationalplanofChildEndowment. Thiscameastheofficialapprobation toacampaignwhichhadbeenconductedinmanyCatholicpapers-and almostexclusivelyinthem-foraperiodoftwoyears.Thereisnodoubt thattheadoptionofthepresentChild EndowmentplanbytheFederalGovernmentwasinlargemeasuredueto thefearlessadvocacyofanelementary measureofsocialjusticebytheBishops. "JusticeNow!"continuedtheyoung butvigoroustraditionestablishedby theearlierstatement.Therewasa differencebetween"justiceNow!" andthe"Bishops'Statement."The 1940declarationwasanofficialutteranceoftheBishopsofAustralia. "JusticeNow!'wasapublicationof theNationalSecretariatofCatholic Action,theofficialadministrative bodyappointedtotransmittheideas oftheBishopsofthematterofCatholicActiontothelaity,andtodirect theirexecution.Beingtheproduct oftheNationalSecretariat,"Justice Now"wasnotanofficialutterancein thesamesenseaswastheearlier Statement.Ratheritwasasemiofficialamplificationandapplication oftheideasoftheearlierStatementto eventswhichhadtakenplaceinthe interveningtwelvemonths.Whileit didnotbindtheindividualCatholic toanyofthedetailsofpolicyitcontained,itpresentedaverycomplete Statementofthegeneraltrendof Catholicsocialthoughtonmostimportantimmediatequestions.
Thepoliciesexpoundedin"Justice Now"wereclearandcategorical.
Therewasademandforanewbasis forwage-fixation,replacingthepresent relativelyunscientificmethodbythe adoptionoftheprincipleoftheFamilyWage.
TherewasademandthatAustralia shouldreversethetrendtothemonopolyownershipofproperty,andthat ownershipshouldbewidelydistributmenandwomentotakecareofthe spiritualwelfareofthesenatives. Wiselyournunsdidnotoverloadthem withclothes-nativeshaveatendency todoneverythingtheypossess,thus theirhealthisimpaired,butallmust dressforMass,sothehappyrulewas institutedofthrowingalltheclothes fromabalcony,tobepickedupasthe nativesenterthechurchanddiscardedastheyleave.Wewerereminded oftheludicroussightssuchassmall boysstridingupthenaveinashirt reachingfromnecktotoes,andgirls indressesallshapesandsizes.But thesingingoftheMassisarevelation andtheLatincomeseasytothe nativetongue.
ThetribesofMelvilleandBathurst Islandstillplayatwar.Unlikeour wars,howeverthesedarkersons ceaseplaywhensomebodygetshurt. Warisoverandtheboomerangthrowingisfinished.
IndescribingwhatCatholicismhas doneforthesepeople,Dr.McCann statedthatitwashereyourealised howsuccessfullytheChurchcan absorbatoncethemostprimitiveand themostintelligentpeoples
edamongthepeople.Ownershipof homes,ofsmallbusiness,ofworkshopsbythepeopleoperatingthem werethepracticalsideofthiscardinal pointofCatholicpolicy.
Thethirdmajorclaimwasforthe gradualdevelopmentofIndustrial Councils,asanapplicationsuitableto AustralianconditionsoftheCatholic idealofvocationalorganisation.The proposalwasthateachmajorindustryshouldbegovernedbyabodyrepresentativeofworkersandemployers equallymeetingunderthechairmanshipofaGovernmentrepresentative. Itwasstatedspecificallythatthese IndustrialCouncilsshouldnotbeimposedfromabove,butshouldbebuilt upfromexistingtrade-unionsandemployers'organisations.
"JusticeNow!"wasanearnestand reasonedplea,foundedonthesolid rockofreasonedChristiansocialprinciples,foragreatermeasureofsocial justiceandequalitybetweenthe classes.
justasthe"Bishops'Statement" haditscounterpartintheactionof theFederalGovernmentinintroducingaplanofChildEndowment,so JusticeNow!"was,nodoubt,not withoutinfluenceintheformationof theAustralianIndustrialCouncil,composedduringtheyearunderthechairmanshipofSirWilliamWebb.
Thisexperimentwasnotsofortunate.TheveryfailureofthisCouncil underlinedthestrongestprovisemade by"JusticeNow!"onitsownpro- posal-thatIndustrialCouncilsshould notbeimposedfromabove,butthat theyshouldgroworganicallyfrombelow.Itwasemphasisedthatallorganisationscouldnotbeforcedinto thesamemould,andthattheonlypossiblecoursewastobuildgradually fromexistingtrade-unionsandem ployers'associations.Theactionof theFederalGovernmentwasfartoo hasty,andindeed,doomedtofailure fromthebeginningforthisveryreason.ThecaseforIndustrialCouncils,however,remainsunchallenged.
Theinfluenceof"JusticeNow!"in thepopularmindwasverygreat-no lessthan100,000copiesweresoldand favourablereactionswerereceive-1 frommostsectionsoftheAustralian people.
WHATEVERYAUSTRALIIN SHOULDKNOW.
Emphasisingthatintheeventof airattacksdispersalisthekeynoteof protection,theDepartmentofHome Securityurgesthepublictoavoid concentrationinlargenumbersinthe city.
Itissuggestedthatthismightbest beachievedbyshoppinglocally,by leavingchildrenathomewhenthe cityareaisvisited,andbyavoiding visitstothecityatnighttimeunder brown-outconditions.Largecongregationsofpeopleareccnsideredadangeratanytime.whenairraidsarea possibility,andtheDepartment,in viewofexpelfencesinothercountries, urgesthatmassesofpeopleshouldnot congregate.

Eversincetheprize-ringfascinated Hazlitt,pugilismhashadagreatattractionforwriters(saysawriterin theLondon"CatholicTimes"-.Essayistshavepraisedtheboxer,novelists havemadehimtheirheroand,trueto theirimaginativecalling,havegone onebetterthanlife.Forhalfacenturynow-thatis,sincetheestablishmentofscientificglove-fighting-they havedreamedofaboxersointelligent andskilfulthathecouldgothrough hiscompetitorsasaknifethroughbutterandwinaworld'schampionship. EvenJackLondon,whoknewtheboxinggame,dreamedofsuchaboxer: andhisprodigyimprovedmattersby almostinvariablyknockinghisman outinthefirstround.
Ofcourse,theseone-roundmeteors dooccurinreallife;buttheircareer isgenerallymeteoric-i.e.,spectacular butshort.Ihaveseentwoorthree oftheminthelastdecade.Theyattacktheirmanfuriously,andknock himoutinthefirstround.Thishappensfourorfiveorsixorseventimes, untiltheyrunupagainstamanwho knowshisbusiness;afterwhichtheir feelingsaresobadlyhurtthat,asa rule,wehearofthemnomore.
Still,thenovelist'sdreamhasmaterialisedatleastonce.Therehas beenatleastoneboxerofacuteintelligence,whotookupboxingasabusiness,broughttoitthesameice-cold, scientificcalculationthatothermen applytolaworpoliticsorcompany promoting,pursueditwiththesame inflexibleperseverance,patience,and attentiontodetail,andbecame,indue time,heavyweightchampionofthe world.Thenameofthisportentwas GENETUNNEY;andhecompleted theunorthodoxpicturebyretiringunbeaten,andbeforeinjurycoulddamagehishandsomefeaturesorimpair hisfaculties.
Tunneytookupboxingalmostby accident.Hisfathergavehimapair ofboxingglovesforhistenthbirthday,andtheboygraduatedinthe usualwayfromboys'clubstosmall professionalfights-thoughstillwithoutanyideaofmakingpugilismhis profession.Thenhehurthisleftarm inabasket-ballmatch,aggravatedthe damageinafightand,whenAmerica cameintothelastwar,wasrejected bytheMarinesbecauseofmuscular atrophy.Atlasthefoundadoctor whowasabletomakethearmwork again,thoughtothisdayitremains shorterthanhisrightarm.Tunney joinedtheMarines,wascalleduponto boxinFrance,andattractedtheattentionandgainedtheexperiencewhich decidedhimtomakeboxinghiscareer.
Butthatcareer,rapidandsuccessfulthoughitwas,wasbynomeans theunchequeredgalloppicturedby thenovelists.Tunneysufferedseveralreverses,andneveroneofthose whoissatisfiedmerelytogainthedecisionandpocketthepurse.Thefight thatcosthimmostdissatisfaction,and madehimretireformanymonthsin ordertoimprovehimself,washismeetingwithSoldierJones,theCanadian, inthesameprogrammeasDempsey's historicalfightwithCarpentier.
Joneswasanawkwardtypeofboxer, andgiventoclowning;hut,thoughhe losttoTunnevinsidethedistance,he madehisconquerorlookverythirdrate.Infact,asTunneysayshimself, "Inmyopiniontherewerenotthree peopleamongthoseninetythousand whowouldhavesaidthatthelighthitting,slow-movingGeneTunney,who boxedinthesemi-final,wouldlater defeatbothprincipalsofthemain bout."
Tunney'sdecisiontoaimatDempsey'schampionshipwasmadein1919, twoyearsbeforethemeetingwithSoldierJones.Hehadalongwaytogo beforehecouldqualifyforamatch withthechampion.Itdidnotrun straight,either.Hehadhadtrouble withhislefthand.andbeingallowed tochallengethewinnerofafightbetweenHarryGrebandTommyGibbons,tookaterriblehidingfromGreb, whobrokehisnoseandbadlycuthis lefteyeinthefirstround.
Evenso,Tunneyreckonedhewas luckynottohavemetGibbons,who
mighthavestoppedhiscareer.Asit was,herecovered,trainedwithgreat care,beatGrebdecisively,andrefused allprovocationtomeetGibbonsuntil hefeltthathewasready.
"OnJune5,1925,whenGibbons walkedintothering,heneverexpected Ihadhadhiminatesttubeforover threeyears."
Thisisnotthelanguageofpugilism asweknowit:itisthelanguageof thatnovelist'sdreamcometrue,Gene Tunney.Duringthosethreeyears,he hadnotonlyquestionedeveryboxerhe couldfindwhohadmetGibbons,but engagedassparingpartnerstwomen whohadservedGibbonsinthatcapacity.Hehadworkedoutdefencesand countersforeveryblowinGibbons' repertoire,andmadeeverytraining runanimaginarybattlewithGibbons. Asaresult,whentheytookthering Gibbonswasreducedtoimpotence,and wasknockedoutinthetwelfthround afterlosingeveryoneoftheprevious eleven. Thismatch,sinceGibbonshadlasted thefullfifteenroundsagainstau.psey,pavedthewayforTunney'sshot atthechampionship.Itwasnot aneasyway,andthereweremanybattlesinandoutoftheringbeforeterms weresettledandthefightwason.Almosteveryonewasconfidentthatthe hitterwouldbeattheboxer.Thiswas nottosaythatDempseywasnoboxer, hutthesecretofhissuccesshadalways beenspeed,non-stopattack,andthe terrificpowerofhispunches.
EveryoneknewthatTunneycould hithard;butitdidnotseempossible thatDempseycouldbebeaten.Up tothelastroundofthefight,thespectatorswereallwaitingforthereal Dempsey,theDempseytheyknew,to cutlooseandsmashhisice-coldopponent.Butthelongedforoutburstof destructivefurynevercame.The fighterisasgoodashisopponentwill allowhimtobe.Dempsey,inthat firstencounterwithGeneTunnev, lookednomorethanashadowofa manwhohadannihilatedWillard,Carpentier,Firpo,andmanyanother.
Whathadhappenedwasthathis fightingmethodshadbeenmethodicallychartedandanalysed,hisformer sparringpartnersandopponentshad beeninducedtorehearsehisgambits, hisfeints,hiscounters,untiltherewas nothinghecoulddowhichwasnotold historytohisopponent.
Clear-cutthoughTunney'svictory was,itdidnotconvincethepublic. TheyfeltthatDempseymusthave beenoffcolourandclamouredforareturnmatch.TheysaidthatTunney couldonlyboxonthedefensive,and darednot"mixit."Tunney,therefore,determinedtoshowthathecould fightaswellasbox.
Thedecisionverynearlycosthimhis title.Hetriedeverythingforaknockout,lashingoutwithhisrightand missing,whileDempsey,whohadlearnedplentyfromthefirstfight,was cautiousandkeptoutoftheway.Still, uptothemiddleoftheseventhround Tunneywaswellaheadonpoints. Then,helethimselfbecaughtbyan obviousandwell-telegraphedlefthook tothejaw.Dempsey'schancehad come.Hesprangin,andlandedseven savageblowsbeforeTunneyfell.
Thencameoneofthemostdisputed incidentsinboxinghistory.Ithad beenagreedbeforethefightthat,if eithermanscoredaknock-down,he shouldretreattohiscornerandwait duringthecount.Inhisexcitement. Dempseyforgotthis,andstoodover hisopponentuntilhewaspersuadedto goback.Thesesecondswerenot reckonedinthecount,andTunney thereforehadarestwhichisvariously computedatfromfourteentoseventeensecondsinsteadoften. Hisownaccountisthathewasperfectlyconscious,realisedquitewell whatwashappening,andusedthetime tothinkoutexactlywhathewould dowhenhegotup.Hetakessoobjectiveanddetachedaviewofhiswhole career,andwritessohonestlyofhis shortcomingsandreverses,thatIsee noreasontodoubthim.Inanycase, hegotup,survivedtheround,and wonthefight. 1.Inthisyear-1942-SocialJustice SundayisobservedonMay31.One weekearlierwecelebratetheancient feastofPentecost.Onedaylaterwe commemoratethefeastofOurLaJy, HelpofChristians.
2.Inthisunionbetweentheolder feastsofPentecostandofOurLady andthenewobservanceofSocialJusticeSundaythereissymbolisedthe tremendousvitalityoftheCatholic Church,thelonghistoryofwLichhas provedthatitisanessentialpart ofeveryage.SocialJusticeSundayis theAustralianHierarchy'sresponseto thecryingneedofthetwentiethcentury-thefightforsocialjusticeand personalfreedom.Itismostfitting thatthisshouldbesocloselyassociatedthisyearwithPentecost,thefeast oftheinfantChurch,which,despite theimmensetaskfacingitinitsvery youth,wastoconquertheinstitution ofslaverywhichdominatedtheancient paganworld.
3.And,forourbelovedAustraliaherself,thereisaspecialmeaninginthe nearnessofSocialJusticeSunday,with itsmessageofjusticeandfreedom,to thefeastofAustralia'spatroness-Our Lady,HelpofChristians.Thisfeast, commemoratingthegreatvictoryof ChristianityoverIslam,givesuscourageinournation'sdarkesthour,that throughOurLady'sintercession,not onlywillourshoresbefreedfromthe threatofforeigninvasion,butthatthe returnofpeacewillusherinaneraof socialjusticeandpersonalfreedomfor AustraliaandAustralians.
SocialJusticeBasisofNationalMorale.
4.Aswefacetheimminentprospect ofbattleonourownshores,somewill
saythatweshouldforgeteverything exceptthewar,andthatitisfoolish totalkofanykindoffreedomunless we:candefeattheenemy.Thisisan unconvincingargument.Thereisno conflictbetweenthewareffortandthe ordinaryman'saspirationstowardssocialjustice.Oursoldierswillfight better,ourmunitionsworkerswillredoubletheirtoil,iftheycanreallybe convincedthattheorderforwhich theyarefightingissuperiortothe orderaninvaderwouldimpose.
5.Itiswidelyacknowledgedthatit isnotenoughtoattainsuperiorityin armaments.Unlessthemenwhoemploythosearmamentsareanimatedby agreaterspiritualandmoralidealnyaheartfeltconvictionthattheNew Australiawillbebetterthantheoldarmamentswillnotbeenough.The mindsofAustralia'ssonswillbefreed fortheirimmediatetasksiftheyknow that,behindthem,theirownfreedom andthatoftheirfamiliesisvigilantly guardedandisnotbeingsappedaway byforceswhichwouldturnAustralia intoaNazioraCommunistdictatorship.
6.Intimeofwar,theseedsofdictatorshiparesownmoreeasilythanat anyother.Theextraordinarymeasureswhichmayhavetobeadopted inwar-time-howevernecessarythey maybeinthevastmajorityofcasesmaycometobeusedasamodelin timeofpeace;and,whiletheypreserve theappearanceofpoliticalliberty,they maybeaseffectiveaspaganCommun. ismorNazismindestroyingthefreedomwhichtheindividualandthe familyshouldrightlyenjoy.
TemporarySurrenderofLiberties.
7.Wearelacedwiththedangerthat emergencylaws,necessaryinwar-time, maybeusedasamodelforrepressive legislationintimesofpeace.Itis wellthatthiswarningshouldnowbe voiced,solongasitisclearlyrealised thatisisawarningconcerningfuture developments,andnotacriticismof lawswhicharenecessaryintheabnormalperiodofwar.
ThepeopleofAustraliahavevoluntarilysurrenderedtheirlibertiestothe Governmentbecauseofthecrisis. Thisisatemporarysurrender.With thepassingofthecrisistheseliberties mustberestored,formanyofthemare thebasiclibertiesoftheordinaryman.
S.Newlawswillbemadetorender Australia'swareffortmoreefficient. Theimplicationsofalltheselaws shouldbecarefullyexaminedandthe freedomoffuturegenerationsshould notbeneedlesslydestroyed.
9.Thefreedomwhichwewishto preserveisnottheunbridledlicence whichwasgiventotheindividual capitalistinthelastcentury.There mustbesocialcontroltoensurethat theindividualdoesnottrampleonthe rightsofthecommunity.Butitis betterthatthatcontrolshouldbeexercisedbynaturalassociationsrecognisedbytheState,thanbytheState itself.
10.Toomuchpowerisasdangerous inthehandsoftheStateasitisinthe handsoftheindividual.Absolute powercorruptsthosewhoexerciseit. Itisbetterthatauthorityshouldbe sharedamongsmallerbodiesthanconcentratedinthehandsofalmighty Governments.
11.Thelawsandregulationsofthe lasttwelvemonthshavebroughtabout agreatermeasureofequalityinthe socialconditionsofthepeopleofAustralia.Increasedwagesfortheworkersandheavytaxationonlargeincomeshavedonesomethingtobridge thegapbetweentheveryrichandthe verypoor.

12.Justice,however,isnotonlya matterofgreaterequality.Itisa matteroffreedomaswell.Bothmust hemaintainedifjusticeistobefully achieved.Thetwoideasgosideby side.Theerrorofthenineteenthcenturywastogivefreedomtothecapi- talistwhiledenyingjusticetothepeople.Itmaybetheerrorofthiscenturytogiveasemblanceofjusticeto themasseswhiledestroyingthefreedomofall.
Manisabeingwithasupernatural destiny,andhehasarighttothefreedomwhichisnecessarytoattainthat destinyaccordingtohisconscience.
Thewholequestionoftherealfreedomoftheworkerandhisfamilyis thoroughlyboundupwiththepolicies whichGovernmentsadopt.Theduty ofGovernmentsisconsciouslytoassist individualstoexerciserealfreedomby adoptingpolicieswhichto-daycommandawideallegianceamongthepeo- pleofAustralia.
