ItwasannouncedbyHisExcellencytheApostolicDelegate(Most Rev.Dr.J.Panico)onMondaylast,thattheHolyFatherhadappointedHisLordshipMostRev.Dr,J.P,O'Collins,BishopofGeraldton,tosucceedthelateBishopFoleyintheDioceseofBallarat. Dr.O'CollinswasthethirdBishopofGeraldton,andduringtheeleven yearsofhisepiscopatetheDiocesehasmadeextraordinaryprogress. HistranslationtothemoreimportantSeeofBallaratisatokenof esteemandappreciationforhispioneeringlaboursinthisState. "TheRecord"respectfullyexpressestheregretoftheCatholicpeople ofthisStateatlosingHisLordship,butofferssincerecongratulations onhisnewappointment,andhopeshemaybesparedmanyyearsto prosperthefineworkbeguninGeraldton. HisLordshipwasbornatPortMelbournein1892,thesonofparentsof Irishbirth.EducatedatSt.Joseph's, PortMelbourne,bytheChristianBrothers,Dr.O'Collinsexhibitedatalent formechanicsandengineering,and tookupworkinthisdirection.In 1914hejourneyedtoRometobepresentattheordinationofhisbrother, Rev.FatherW.O'Collins,S.J.Directorof"Loyola"RetreatHouseand JesuitNovitiate,Victoria).Itwas herethattheseedsofhispriestlyvocationweresown.ReturningtoAustralia,hecompletedhisprelimnary studieswithinayearandenteredSt. Columba'sSeminary,Springwood.His theologicalstudieswerecommencedat St.Patrick'sCollege,Manly,andcompletedatPropagandaCollege,Rome, whereheremainedforfiveyears.
Dr.O'CollinswasordainedinSt. JohnLateranatChristmastime,1922, bytheVicar-ArchbishopofRome, Mgr.Palica.Afterabriefvisitto Japanatthetimeofthedestructive earthquake,hereturnedtoAustralia. OnhisreturntheyoungpriestwasappointedassistanttotheRev.Father J.P.Carney,ofYarraville,laterbeing transferredtoOurLadyHelpofChristiansparish,EastBrunswick,where hedistinguishedhimselfasSpiritual DirectoroftheC,Y.M.S.
Littlemorethansevenyearsfrom hisordinationFatherO'Collinswas nominatedBishopofGeraldtononFebruary15,1930,andconsecratedonMay 11inSt.Patrick'sCathedral, bourne,byArchbishopMannix.The assistantBishopswereMostRev.Dr. Carroll,ofLiqmore,andMostRev,Dr. Gleeson,ofMaitland.ThenewBishoparrivedinthisStateinJune,1930, accompaniedbytheRev.Dr.Beovich, nowArchbishopofAdelaide.Aweek laterhewaswelcomedtohisnewDioceseandsolemnlyenthronedinthe Cathedral.
DuringtheelevenyearsofDr. O'Collins'episcopateintheSeeofGer-
aldton,extraordinaryprogresshas beenmade.TheDiocesenowconsists offourteenparishes,withtwenty-nine churchesministeredbynineteenpriests. Boardingschoolsforboysandgirls numberseven,whiletherearenineteen primaryschools.Over1,000children areprovidedwithCatholiceducation by133Nunsand18Brothers.The Diocesealsocontainsaverymodern HospitalconductedbytheSistersofSt. JohnofGod,DuringHisLordship's occupancyoftheSee,anAgricultural SchoolwasopenedatTardun,andhas

Butaboveallmerelytemporalconsiderationsandexternalachievements. HisLordshiphasachievedaconsolidationoftheCatholiccommunityandan intensificationofthespiritofFaithin theDiocesethat,inthecircumstances, isindeedremarkable,Hisdevotionto pastoraldutiesandinterestinthe civicaffairsofGeraldtonhaveendearedhimtoall,Catholicandnoncatholicalike.ThepriestsandpecpleofhisDiocesewilllearnofhisdeparturewithprofoundregret,whilerejoicingthathislaboursandtalents havebeenrecognisedandrewarded withmoreamplescopeforhisapostolic ambitions.

Thedefencefurnishedbythemovie witnesseswasnotveryconvincing.It consistedofageneraldenialthatthere wereanypropagandapictures,itmaintainedthatthefilmsso-calledwerefactual,andthattherewasnomonopoly inHollywood.TheSenateinvestigationconstitutedaninvasionofthe rightoffreespeech,themoviechampionsasserted.
Onecannotbutsuspectthatthe maindefenceofthemoviescamefrom anationwide"smearcampaign"that waslaunchedagainsttheSenatorial committee,acampaignreminiscentof asimilarsnipingattheDiesCommit. tee,whenthatgroupfirstbeganinconveniencingtheCommunist.set-upin America.TheChairmanofthesubcommittee,SenatorD.WorthClark, declaredhiscommittee'sprobingofthe movieshadborne"anavalancheof vituperationandabuse,"designedto smearitand"frightenitintoinactivity."Afterremarkingthatthehear. ingshadprovedthatthescreenis controlledbyamonopolisticgroupof eightproducers,"whosecontrolisused tospeedwarpropaganda,heannouncedasuspensionofthecommittee'sinquiry.
The"smearcampaign"givesriseunavoidablytothesuspicionthatthere existinthenationpowerfulforces whichshrinkfromhavingthemovie situationprobedtoodeeply.Thefuriouscriesofprotestaredifficulttoexplainonanyotherhypothesis.Ifno monopolyobtainsinHollywood,no efforttoawakenwarhysteriainthe nation,whatconceivableobjection couldtherebetopublicairingofthese questions?SuchaninquirywouldaffordHollywoodanunexampledopportunitytoclearitselfofthecharges, Themovieindustryisnoprivateaffair.
Itisapublicinstitutionwithenormousinfluenceonthelifeofthenation Ifchargesweremadethatahandful ofprivateindividualscontrolledall thenewspapersofthecountry,orall themagazines,orthepublicationofall thebooks,norationalobjectioncould beofferedtoaCongressionalinquiry intosuchcharges.Freespeechfor privatecitizensisonething.Control byafewprivatecitizensofgigantic mediaofexpressionisquiteanother.

Inordertoprovideeventheshadow ofjustificationfortheireliminationof Godfromtheuniverse,Messrs.Wells, HuxleyandWellsmustholdthatlife sprangfromnon-livingmatterwithout theinterventionofanyexternaland livingagency.Theymustlikewise showthatnodirectiveIntelligence governedtheprocessofthesubsequentdevelopmentoflife.

Heisloyaltothepresentdynasty, loyaltohisArabbloodandloyaltohis faith.Thesethreeloyalties,eachof whichdoeshimhonour,areoutstandingfactorsinenablingKingFaroukto renderBritainthegreatserviceheis atpresentgivingherundertryingconditions.

ForthefirsttimeinherhistoryAustraliaisthreatenedwith aggression.Ourpreparationsarenotyetwhattheymightbe orshouldbe,butthecourageanddeterminationofthepeople haveriseninmagnificentresponsetotheemergencythatfacesus. Wefightwiththeconvictionofthejusticeofourcause.Wanton armedaggressionofoursovereignrightsasanationmustbemet andrepelled.PatriotismisaChristianvirtue,andinherentinit istheobligationoneverycitizentogiveallthatisjustlyaskedof himinastateofnationalemergency. *
AlreadyourCatholicmanhoodhaverespondedinrepresentativeproportionthatleavesnodoubtastotheirutterloyaltyto theircountry.Officialstatistics,indeed,revealthatthepercentageofCatholicenlistmentsismorethanproportionatetoournumbersonapopulationbasis.TheefficiencyandvalourofCatholics intheForcesisunquestioned-itbutremainsforCatholicsonthe HomeFronttoriseequallytotheoccasion.
ThoughthiswarmaynotbeacrusadeindefenceofChristianity,itisforusajustwarfoughtindefenceoftheelementaryrights ofindividualsandofnations,orofwhatthePopehascalledthe causeofuniversitymorality.AndasaVaticanbroadcastputit ``NowordintheGospelorinPapalteachingsuggeststhatjustice shouldgoundefended,orthatitisnotworthdyingfor....There isnosuggestionintheGospelthatOurLordcouldnotadmitthe hypothesisthattwonationscouldbeatwar,andoneofthembe intheright. Therehavebeenwarsinhumanhistorywhich couldonlybedescribedasunjustonbothsides.Thiswarisnot oneofthem."

Itisnotveryoftenthatamancan lookback50yearsandrecallanimportantactionofhis.Himwhocan doit,werightlyconsiderasfavoured byHeaven,andafitsubjectforour congratulations.Thesecongratulationsarethemoredeservedwhenthe actionperformed50yearsagoisoneof thosewhich,beingdifficulttohuman nature,demandsoftheperformera fairamountofsacrifice.Prominent amongsuchactionsis,withoutdoubt, thecompleteandirrevocableoffering ofoneselftoGodbytheperpetualreligiousvows.Thisistrulyasacrifice ofself,andoneperformednotonly onceonthedayofProfession,buttime andagain,daily,perhapsmanytimes aday.

Thoughnotayoungman-hewas66 onMay31last-FatherAlcaldeisstill haleandhearty,and,humanlyspeaking,hasalongwayyettogobefore hetakesthefinalrest.HislongassociationwithNewNorciahasmade himoneofthebestknownmembersof theBenedictineCommunity,whilsthis readysmile,hischild-likesimplicity, andgreatdevotiontodutyhaveendearedhimtoallwhoknowhimwithinandwithouttheAbbey.
TheGoldenJubileeofhismonastic Professioncouldnot,therefore,goby uncelebrated-Thecelebrationswere ofaprivateandfamiliarcharacter,but suchasdelightedtheheartofourJubilarian.OnFriday,19th.inst.,heperformedtheSolemnRenewalofVows, whichtheLordAbbotreceivedandthe monkswitnessed,accordingtothemonasticritual.ThisRenewalofVowsis anabridgedreplicaofthefirstProfession,which50yearsagowasalso perpetual.Thoughtheceremony tookplaceinthemonks'private chapel,itwasquitesolemnandimpressive.
OntheeveningofthefollowingSunday,December21,ourJubilarianwas theguestofhonouratanentertainmentwhichhisconfreresprovidedfor him.Thisconsistedmainlyofmusical items-instrumentalandvocal-and provedmostenjoyable.Attheconclusionofit,FatherAlcaldegaveexpressiontothefeelingofhappinessand gratitudewithwhichhisheartwas overflowing.HegavethankstoGod forHisgreatgoodnesstohim,He hadbeen50yearsaBenedictinemonk, andwasmosthappytobeabletosay so.Therewasnothinghesomuchde-
siredastoperseveretilltheend,and dieashehadlivedfromhisyouth,a memberofthegreatBenedictine Order.OnbehalfofFatherPlanaswhocouldnotpossiblybepresent-and onhisownbehalf,hethankedtheSuperiorsforalltheyhaddoneforhim these50years,andthankedalsohis confreresfortheveryenjoyableeveningandverypleasantsurprisethey hadsokindlyprovidedforhimonthis memorableoccasion.
TheLordAbbotspokenext,and,in ashortbutappropriatespeech,gave aneulogisticaccountofFatherAlcalde'sobservantandusefullifeasa monk.Fiftyyearsago,HisLordship said,FatherAlcaldeandseveralothers, amongwhomwereFathersPlanasand Lesmes,whohaddonesomuchfor NewNorcia,consecratedthemselvesto GodintheirholyOrder.Fiftyyears wasalongtime,andwhenthislong spanhadbeenlivedintheserviceof God,asinFatherAlcalde'scase,the amountofmeritamassedwasbeyond reckoning.HisLordshiprecalledhow FatherAlcaldehadcometoNewNorcia40yearsago,asaveryyoungpriest,

TheBishopslammedhisvigorous handonthepulpit,demandedsilence, andexclaimed:"NeverwillItolerate inthisCathedralanyreflectionupon ourbelovedFuhrer!"

Inconclusion,theLordAbbotexpressedthehopeanddesireofallpresentthattheJubilarianwouldbe sparedformanyyearsyet,andthat inanothertenhewouldbethecentre ofsimilarfestivitiesontheoccasionof theDiamondJubileeofhisProfession, Rev.BrotherAndrewCommon,OZ.B., andRev.BrotherGerardCourtney, O,S.B.,TakeTheirPerpetualVows.

Thereisnomanwhohasnot someopinionaboutGod.Heenters sometimeorotherintothethoughts ofeventhemostthoughtless:what, then,oughtaman'sopiniontobe? Thequestionseemssuperfluousand theanswermayseemobviousand easy.Yet,intheanswerliesthe greateststrivingsofthehumanintellect,themostintenseactivitiesof thehumanwill.Butforthosewho makenodemonstrationoftheir thoughtsaboutGod,butquietlyfollowouttheirdispositiontowards Him,thereisstillaninteresting meditationintheanswertothe question.

ButitwouldbeamistaketoimaginethatIrishemigrationbeforethe eighteen-hundredswasexclusivelymilitaryinorigin.Already,earlyinthe 18th.century,theIrishmigratoryharvesterhadmadehisappearancein Britain,whilethedeclineoftheIrish woollenandlinenindustrieshurried streamsofemigrantstoEuropeor acrosstheAtlantictotheNorthAmericancolonies.Itwasestimatedthat inthefiveyearsfrom1769to1774,over 43,000personssailedfromtheUlster portsaloneforNorthAmerica.The cross-Channeldriftreceiveditsfirst majorimpetusfromtheindustrialrevolution,thesteadyprogressofwhich createdaninsistentdemandforlabour inworkshops,factoriesandrailwayconstructionandinitiatedamovement whichwassymptomaticoftheshiftof labourfromagriculturetoindustrygeneralalloverEurope.
ThismovementdrewfromIreland theverypoorestclassesofemigrants, personswho,beingunabletoafford thepassage-moneywhichwouldcarry themfartherafield,crossedtoBritain, wheremostofthemfoundemploymentasnavviesandunskilledlabourers,performingthecrudestkindsof toil.Thosewhofailedtofindaplace inindustryturnedtovagrancyinsuch numbersastopresenttheEnglishPoor LawAuthoritieswithaseriousproblem.Therewasaparallelmovement amongthebetterclassesofemigrants totheUnitedStatesofAmericaand theBritishColonies,butitremained forthedisastrousFamineYearsof 1845-'47toopenthebloodvesselsof thenationandstartthattragichaemophiliawhichstillremainsunstaunched-which,indeed,appearsto beagainassumingformidableandeven frighteningproportions.Impelledin thefirstinstancebythewholesale failureofthepotatocrop,thismon-

strousexoduscontinuedastheoutcomeoftwooperativeinfluences:progressinindustrialdevelopmentabroad andeconomicfrustrationathome,and itisanotablefactthatitisthe interplayofsubstantiallyidentical forceswhich,withdifferencesofdegree,continuestodepopulatethis countryatthisverymoment.No workhere-plentyofworkinEngland, sooffgoesourman-powerasthough wepossessedsuchageneroussuperabundanceofprecioushumanmaterial thatwecanaffordtolavishitupon whoeverhappenstobethehighestbidderofthemoment.
TheHungryForties.
Intheyear1700theestimatedpopulationofIrelandwas millions.At thebeginningofthe19th.centuryit was41millions,andbythetimeof thefirstcensusreturn,in1821,ithad risento6,302,000.Tenyearslaterit was7,767,000andinanothertenyears itjumpedto8,175,000.By1845ithad mountedtotheenormoustotalof 8,295,000.ButinthatyeartheGreat Faminestruckandtheexodusfrom theblastedanddevastatedcountrysidebegan.By1851thepopulation hadfallentoabout6imillionsorby 19.8percent.Andithasdeclined steadilyeversince.Thefollowing tablegivesthenumbersofIrish-born emigrantssailingfromUnitedKingdomportsineachofthesevenyears, 1845-'51:-
1851marksthepeak-pointofIrish emigration-Inthefollowingyearthe figurewas220,000,andby1856ithad fallentoroughly90,000.Itsgradual recessivemovementhasbeenmarked byconsiderableandattimesviolent fluctuations,theresultsoftemporary irritantssuchasbadharvestsathome orconditionsabroad.Ineachofthe threeyears1863-4-5ittoppedthe 100,000mark,whilein1876itfellto thelowlevelof37,587.In1883,followingapoorharvest,itsoaredsharplyto108,724,andthenfluctuatedbetweenthe60-,70-,and80thousands, until1894,whenitfellagain,thistime to36,000,Emigrationdiminishedconsiderablyduringthefirstyearsofthe 20th.century,andwasfurtherreduced bytheprohibitiveconditionsimposed bythewarof1914-18.In1919only 3,000personsleftthecountry.Emigrationdeclined-butsodidthepopulation.
TheSea-DividedGael.
In1920,intheUnitedStatesalone, therewere4,136,395personsofIrish origin-i.e.,bothofwhoseparents wereIrish-born,orofwhomoneparentwasIrishandtheotherAmericanborn.Andin1921,leavingoutof considerationoverhalf-a-millionpersonsofIrishbirthresidentinGreat Britain,therewere1,290,690IrishexileslivngintheU.S.,Canada,Australia,NewZealand,SouthAfrica,and India-or30.5percentoftheentire populationofthemothercountry.Our recordinthisrespecthasearnedusan evilprominenceininternationaldemographicstatistics.The1926CensusReportsrevealthatin1921Norway,ourclosestcompetitorforthis "unenviabledistinction,"cameabad secondwithonly14.8percent.

-the"Lumpenproletariat,"thestarve, peasantstrugglingonthemargin311-0`. existence,butitsbackwashtakesour brawniestandbrainestandbest.If anyonewishestobepersuadedofthe truthofthesethings,lethimtakea rideintheboat-trainfromWestland Rowto-morrowmorningoranymorning-andlethimbeinhisseataquarterofanhourbeforethetrainstarts unlesshewishestobeleftstandingin thecorridorforthedurationofthe Journey,Andthenlethimfindout, ifhecan,howmanydoctorsandqualifiedengineershavepackedtheirbags andcrossedtoEnglandinthelasttwo years.Hewillbesurprised-perhaps.
