Thelasthundredyears,andconspicuouslythelastfiftyyears,have seenagreatrevivalofthetraditionof theChurchconcerningtheorderingof sociallife.Twogreatlandmarksin thatrevivalarethetwoPapalEncyclicals"RerumNovarum"(issuedby LeoXIIIin1891),and"Quadragesimo Anno"(issuedbyPiusXIin1931,to commemoratethefortiethanniversary oftheformer)...Thesetwogreatpronouncements,forwhichallChristendomshouldbegrateful,aretobemore fullyexpoundedinthetalkswhichwill follow.Mytaskhereistoillustrate tosomeextentthemovementasa wholeinwhichthosetwoEncyclicals takeaveryprominentplace.

Thatisperfectlytrue,andisimportant asabackground.Butitdoesnothelp ustodealwiththeproblemsofthe sinfulworld.

WiththeConversionofConstantine, theChurchenteredonaperiodofpracticalinfluenceandtheemphasischanged.Whiletheoriginofpropertywas stilltracedtosin,itwasrecognised asnecessarysolongasmenaresinful, andtheeffortwasmadewithsteadily

IntheentireeconomicschemeofSt. Thomas,thetwopillar-doctrinesare theprohibitionofusury(aboutwhich MosesandAristotleagreed)andthe justprice,asdistinctfrombuying cheapandsellingdear.Later,as commercedeveloped,wefindSt.AntoninoofFlorencedevelopingand qualifyingtheteachingofSt.Thomas tomeettheproblemsofamorecomplexage.Hewasconfrontedwiththe developmentsofcitylife,andthekind ofcommercewhichitfacilitates.Trade wastakingmoreindirectformsinplace ofrelativelydirectexchanges,andhe hadtoallowformeansbywhicheach stageinacomplextransactionmight beremunerative.

Thelastgreatexpressionofthis movementwastheOxfordConference of1937onChurch,StateandCommunity,whichreviewedtheentireproblem initsmanyaspects.

Itwouldbetedioustoquotefromthe findingsoftheseconferences.Theyall carryforwardinrelationtomodern needsthetraditionabandonedsoon aftertheReformation,whilemaking roomforwhatexperiencehastaughtus sincethattime.Theystresstheevils ofanacquisitivesociety;theyinsist thatthewholeeconomicactivityof manexistsforanendbeyonditselfthefullnessofhumanpersonalityin fellowship-andmustbejudgedbyits serviceofthis;andtheyurgeadeliberateplanningoflifewithaviewto thepreservationofpersonalfreedomin spiteofthemechanisationofindustry. Theyinsistthatthedueremuneration oflabouristhefirstchargeuponindustry:andtheydemandthatpolitical freedom,hallbefulfilledineconomic freedom.

Thefundamentalelementsinthe Christiantraditionofsocialdoctrine seemtobethese:

(2)Butthelifeofeveryindividual iswithinthefellowshipofthecommunity,sothatpropertydivorcedfrom allsocialfunctionorserviceforfeits thatjustification.

(3)Themerelendingofmoneyshould notbeameansofacquiringcontrol overanothermanorhisactivities,and theinterestpayable,ifany,shouldbe proportionedtotheservicerendered,
