ThefollowingisasummaryofalecturedeliveredbyRev.E.Cahill,S.J., inDublin,recently.Itisoneofa seriesoflecturesonCatholicSocial Science: TheCapitalisticsystemmay'bedescribedasthepracticalapplicationof theLiberaleconomicteaching.Its unnaturalandunsocialcharacteris apparentfromtheevilswhichithas wrought.Thegreatmaterialdevelopmentsofthepasttwocenturieshave broughtnorelieforimprovementto thetemporalwell-beingofthemasses ofthepeople.Pauperism,unrest, anddegradationareimmeasurably 'moreintenseandwidespreadto-day thantheywereinCatholicmediaeval times:andtheirprevalenceinany givencountrywillbefound,broadly speaking,tobeinproportiontothe prevalencethereoftheCapitalistic system.
InhisEncyclical"OntheConditionoftheWorkingClasses,"Leo XIII.usedthesewordsofthemodern capitalisticsystem:"Theancient workingmen'sguildshavebeenabolished...Publicinstitutionsandthe verylawshavesetasidetheancient religion.Hence,bydegreesithas cometopassthattheworkingmen havebeensurrenderedallisolatedand helplesstothehard-heartednessof employersandthegreedofunchecked competition.Themischief.hasbeen' increasedbyrapacioususurywhich,althoughmorethanoncecondemnedby theChurch,is,nevertheless,undera differentguise,butwithlikeinjustice, stillpractisedbycovetousandgraspingmen.Tothismustbeadded theconcentrationofsomanybranchesoftradeinthehandsofa_fewindividuals;sothatasmallnumberof -eeryrichmenhavebeenabletolay -upontheteemingmassesofthepoor ayokelittlebetterthanthatofslaveryitself."FurtheronthePope writes:"Theresultofcivilchangeand revolutionhasbeentodividesociety ,..ntotwodifferentcastes.Ontheone ski:thereisthepartywhit%holds powerbecauseitholdswealth,which hasinitsgraspthewholeoflabour andtrade,whichmanipulatesforits ownbenefitanditsownpurposesall thesourcesofsupply,andwhichis evenrepresentedinthecouncilsof theStateitself.Ontheotherside thereistheneedyandpowerlessmultitude,brokendownandsufferingand everreadyfordisturbance."These wordswerewrittenbeforethemonopolyofcredithadatainedtoanything approachingtheextremeandtyrannicalconditionswhichprevailto-day.
perty."Thelaw,"writesLeoXIII., "shouldfavourownership,anditspolicyshouldbetoinduceasmanyas possibleofthehumble/classtobecomeowners."Thereasonofthis policyisobvious.Labourhasbeen constitutedbyprovidence'asthenormalmeanstosupportlife,andone cannotlabourwithoutsomethingto exerciseone'senergiesupon..Hence themanwholacksproductiveproperty. isatthemercyofothersinamatterwhichliesattherootofhistemporalwell-being.ThisisoutofharmonywithChristianideals,whichemphasisetherightsof.,reasonableHumanlibertyandthedignityofhuman personality.Besides,itisawellknownfactthatthepossessionofa reasonableamountofproductivepropertydevelopsintheindividuala praiseworthyspiritofself-respectand asenseofresponsibility.Allthese qualitiesarecloselyconnectedwiththe people'stemporalaswellastheir spiritualwell-being,whichitisthe Church'sobjecttopromote.
WhatiscalledtheCapitalisticsys'temofsocialorganisationisthevery reverseoftheChristianideal.In thissystemarelativelysmallclass controlsnearlyalltheproductivepropertyofthecommunity,whilethevast majorityoftheworkingpopulation possessnoproductivepropertyofany kind.HencetheCapitalisticsystem, evenifitmeant-nomorethantheconcentrationofCapitalinthehandsof afew,iscompletelyoutofharmony withthetraditonaltendenciesand idealsofChristianity.Butasamatteroffact,modernCapitalismincludes severalotheressentialtraitswhichare notonlyoutofharmonywiththe Christianideal,butareindirectantagonismwithChristianteaching. Thesearerootedintheun-Christian conceptofownership,thegeneralpracticeofusury,theusurpationbythe greatfinanciersofthelegitimatefunctionsofgovernment,andtheneglect ordenialofthevirtuesoSocialJus. tire,Charity,andChristianPatriotism...
mg,theStateisaperfectsocietycon eututedtopromotethetemporalwellbeingofitsmembers.Ithaswithin itselttherightandduty,bothinalienable,-totakeallthenecessary measuresforthatendwhichareconsistentwiththeDivineandnatural law.TherulingpowerintheState cannotvalidlyhandoveritsauthority toanyoutsidepower.Norcanitallbwtheeconomiclifeofthenationto passintothecontrolofirresponsible -individuals.Thisiswhathasactuallyoccurredinverymanymodern Statesinwhichtherealpowerisexercisedbythebankingsyndicatesand theJudaeo-Masonicmastersofhigh finance.
TheveryessenceandsoulofModern CapitalismisthecoMpletedominanceofmoneyandthesubordination cfalmosteverysocialrightandinteresttothepowerof-thefinancialmas ters.Astothecauseswhichhaveled totheriseofCapitalism,onlythe mainheadingscanbeytouchedupon here.
Forthesereasons,wealthinmoney, orinstocksofshares,lendsitself stronglytoindividualism,andtends tomakepeopleunsocialandirresponsible.
Itisoutsidethescopeofthesestugliestodiscuss.theopposingviews aboutthecientificdefinitionofthe term,.Capitalism.Inanearlierlectureabroaddistinctionwasnotedbetweengoodsofconsumption,suchas foodandclothing,whichserveforthe purposeofdirectlysatisfyingone'simmediateneeds,andproductivegoods, suchasland,machinery,railways,farm stock,which,althoughmeantultimatelytosatisfyhumanneeds,are directlyatilisedratherfortheproduetionofothergoods.Forthepresent purposeCapitalmaybeunderstoodin thegeneralsenseofproductivegoods. Capital,therefore,isanessential4ementintheconductofindustry;and asinnsasthesocialorganisationis baseduponprivateproperty(whichis thesystemwhichhasalwaysobtained,andistheonlysystemconsistent withhumanwell-beingandpeace),individualproprietorswillalwaysown theCapitalofacountry,atleasttoa considerableextent.Thetendencyof theChristiansocialidealhasalways beentofavourtheextensionofprivate

AccordingtoChristianteaching,God istheonlyabsoluteowner,andhuman ownershipisonlyastewardship,which theownerisboundtoexerciseinaccordancewithGod'slaws,andinreferencetotheneedsandrightsofothers. IntheCapitalisticsystemtherights ofownershipareregardedasabsolute andexercisablewithoutregardtothe needsofothers.NeithertheCapitalisticownersnortheCapitalisticState recognisetheindefeasiblerightswhich eventhepropertylesshavetosecure meansofobtainingabecominglivelihoodbytheirlabour.Thenaturalresourcesofthecountryaresometimes leftundevelopedwhilethepeopleare inwant;industryandcommerceare carriedonwithreferencemainlytothe interestsofthegreatfinanciers.From allthisthereariseover-production, dumping,cornering,unfairconditions fortheworkers,andunemployment, whichmeansthatwhilethepeopleare anxioustoworktheearth'sresources areleftundeveloped.
Importantfactorsweretheriseinto importanceofliquidorfluidfunds, andtheloweringoftheprestigeofimmovableproperty,whichbeganinthe 16th.century,andhavecontinuedto develop'downtoourowntimes.The kindofownershipwhichprevailedduringtheMiddleAges-thatoflandand landstock,mines,fisheries,factories, workshops,etc.-isofamoreorless socialkind,anddoesnotlenditselfto individualismasmuchastheownershipofmoney.Thesearticlesofreal propertyneedlabourandcare,and theco-operationofotherstorender themproductive.Owners'andemployeesmustsharetosomeextentin theproduceaswellasinthelabour, andarethusbroughtintomutualcontact,fromwhichspringcommoninterestsandmutualsympathy.Itisvery differentwithmoney,whichisportable,easilyguardedorconcealed,and canbeutilisedwithouttheco-operationofothers.Theownership.of moneydoesnotcarrywithitmanifest socialresponsibilities,norestablish naturaltieswithtenantsorworkers liketheownershipoflandsorworkshops.Moneylentoutatinterestis madetobearfruitorprofitwithout anylabour,evenontheowner'spart.
Thegeographicaldiscoveriesofthe 16thandlatercenturiesledtonew fieldsbeingopenedupforEuropean tradeandcommerce,whileatthe sametimeimmensesuppliesofthe preciousmetalsflowedintoEurope. Henceagreatincreaseinthedesire andneedformoney,andanewform ofwealthfoundeduponoverseastrade andthedifferentorganismsofexchange.Also,theProtestantdeparturefromtheteachingoftheChurch whichforbidsusury,gavemoneya newandadditionalvalue.Theresult wasadeclinein.theancientprestige -ofproductivepropertyastheonetype ofwealth.Landsandotherrealpropertyweremortgagedformoney.and thepropertyofEuropelargelypassed underthecontrolofmoney-ownersand moneylenders.Whenmassproductionbegantoprevailinthe18th.century,andgreatsumswereneededto equipfactoriesandorganisetheincreasingvolumeoftrade,theexisting amountofrealmoneyintheworld wasfoundtobetotallyinadequate, andpaper'couponsofvariouskindsbank-notes,cheques,billsofexchange, etc.-begantobeused.To-day,the vastbulkoftheworld'stradeiscarriedon,notbyrealmoney,butby creditnotes.ofwhichthebankerswho holdintheirpossessionmostofthe goldspeciearetheguarantors.The issueofcredit,andconsequentlythe controlofmanufacture,commerce,and exchange,practicallyrestwiththe bankingsyndicates.

AnotherfactorintheupriseofCapitalismwastheplunderoftheChurch inthe16th.century,whenaverylarge proportionofthewealthofthecountry,hithertomanagedforthebenefit ofthepeople,passedintothehands ofasmallnumberofgreedyadventurers,whothusformedthenucleus ofacapitalistclass,becominginthe succeedingcenturyapoliticaloligarchydrawingpowerfromthecontrol ofwealth.TheagriculturalandindustrialmovementsinBritaininthe 18th.centuryenabledthisclasstoextendtheirpoWersoastosecurealmostcompletecontrolofthewhole economiclifeofthenation,themass ofthepeoplebecomingpracticallya propertylessproletariat.
Thefirsthalfofthe18th.century sawthewholesaleabsorptionofthe mallpeasantholdings,intothedesmenesofthegreatproprietorsinBritain.Thusthepossessionoftheland, thefoundationofpoliticalandeconomicfreedom,passedfromthepeople tothedominantclass.Inthelatter halfofthesamecenturybeganthe "IndustrialRevolution,"characterised bymassproductionbymeansofmachineryandsteampower.Asitre quiresalargecapitaltoequipafn. tory,thewealthyclasswereenabled toanticipateanyattemptataco. operativedevelopmentofthenewindustrialmethods.Industrybecame organisedinlargefactories,inwhich themassofthepropertylessworkers wereemployedforwages:andthe tradeofthesmallindependentartificerswasdestroyed.
Anotherelementintheevolutionof Capitalismisthepurelyselfishoutlook onlifewhichistheessenceofthe Capitalisticspirit,andwhichisfunds. mentallyopposedtothespiritofCatholicism.Itappearsinitsworst forminthespiritofCalvinismand Puritanism.HollandandEngland, greatlyinfluencedby'Calvinismand Puritanism,becamethebreedinggroundfromwhichthecapitalistic spirithasspreadoveralargepartof themodernworld.
Itremainstosummarisebrieflythe worstevilstowhichmodernCapitalismhasled:-
I.Thegreatmajorityofthepopulationinsomecountriespossessnoproductiveproperty.Hencetheyhave inrealitylosttheirnaturalfreedom. Theresultsaremisery,oppression,unrest,class-war,andthedangerofsocialrevolution.
11Theownershipandsupreme controlofindustrialorganisationare divorcedalmostentirelyfromtheorganisationitself,fromthelifeofthe workersandtheinterestsofbothproducerandconsumer.
THE"CONTINUITY"CLAIM
Issuedontheeveoftheestablish. mentinLondonofOurMartyrs'League-anorganisationtoforwardthe causeof252Englishmartyrswhose causeisbeingexaminedatRome-CardinalBournedevotedhisLentenpastoraltothesubjectandshowsthat thesemartyrdomsare"themostcompletedisproofofthatimaginerycontinuitytowhichsomemembersofthe EstablishedChurchlaidclaim."
CardinalBournedeclaresthat"no onewhohasreallystudiedandunderstoodthehistoryofthese.martyrscan honestlymaintainthatthereisany realcontinuityofdoctrine,worship, anddisciplinebetweentheElizabethan Church,stilllegally.astablishedinEng land,andtheCatholicChurchsetup amongusbySt.Augustinein957,of whichweCatholics,inunionwiththe ApostolicSee,arethesolelegitimate representativesto-day. Amarked distinctionistobedrawnbetween thosewhosufferedintheschismof HenryVIII.,andthosewhowerethe victimsofthedefiniteheresyofElizabeth.. WhereasunderHenryVIII., JohnFisher(BishopofRochester) alone(amongtheBishops)openlyresistedtheKing'sunlawfuldesigns,in 1559allbutone(Bishop)manfullyresistedtheQueen'sschismatical-and hereticaldesigns:and,inconsequence, theyweredeprivedbyunlawfuland purelycivilmeasures,devoidofany ecclesiasticalsanction,bbthoftheir seesandoftheirpersonalliberty.

ThePastoralLetteraddsthatthe siikteenBishops,all,ofcourse,Catholic Bishops,inpossessionoftheirsees underQueenElizabeth,"bravelyre sistedthehereticaldemandsofthe Queen,withtheoneexceptionofAntonyKitchen,ofKlandaff.Theysteadfastlyrefusedtotakethesacrilegious oathacknowledgingtheRoyalsupremacy,andwereinconsequencedeposed, sofarascivillawcouldaccomplish theirdeposition,andruthlesslythrust outoftheirsees.ThuswastheElizabethChurchbroughtintobeing, againstthewillandinspiteofthedirectoppositionofthewholeexisting CatholicepiscopatewiththeexceptionofonesolitaryBishop.Ithas thusnoconnectionofanykindwith theoldhierarchyofEngland.
"HavingdisposedoftheCatholic Bishops Elizabeth,stillinvirtueof thecivilauthorityandwithoutecclesiasticalauthorityofanyrecognised kind,,proceededtocreate;setup,and organiseherownChurch,theProtestantEstablishedChurchofEngland. Sheimaginedthatbyintimidation, flattery,orcajoleryshewouldgraduallywinoverthenationtoacquiescenceinhernewly-foundformsofworshipandChurchorder."
TheCardinalrecallstwoevents whichwere"toshatterthehopesand dreamsthatthisimperiouswomancaressed."TheseweretheestablishmentbyWilliamAllen,oftheEnglish CollegeatDouai,in1588,andtheexcommunicationofElizabethbyPius V..in1570.Whereasinsomeother northernlandstheCatholicpriesthood becamepracticallyextinct,inEngland, owingtoAllen'sforesight,"fromthen tillnowinever-growingnumbers thatsacredandvalidministryof God'sChurchhasalwaysbeenaliving activeforce.WithinfiveyearsAllen wasabletosendalmostonehundred newlyordainedCatholicprieststosave thefaithinEngland."
FRENCHCATHOLICS'SUCCESS
HI.Internationalfinancehasattainedtosuchgiganticpowerthatthe moneyed.interest,irresponsible,and heartless,hasinmostcountriespracticallyusurpedthefunctionsofthe legitimateGovernment.Thismoneyedinterestpracticallycontrolsevery phaseofindustry,manufacturesofall kinds,thedistributionofproduce,internationalcommerceandtrade.The financialmasterscansomanipulate theindustrialmachineastoaffectthe livesofmillionsofworkers,andcan stoporreversethecurrentoftrade. TheycontrolthepoliciesofStates, makeandunmakeGovernments,controlthePress,thetheatre,thecinema, andthebook-market.ItisquestionableifanytyrannyeverbeforeexAe tedsowidespreadandsocallousas tyrannyovermen'sactivitiesat i.'sentexercisedbyhighfinance.
TheCatholicsofAlsacehavescored anothersuccessintheirwell-organised defenceoftheirrights.Theyhave todealwithattemptstointroducehere andthereundenominational"mixed" schools,anobviouspreludetotheestablishmentofthe"lay"school,which meansinFrancetheschoolwhereany religiousteachingisbanned.The TownCouncilofHagenanandits Mayor,M.Weiss,hadtakenaprominentpartinthedefenceagitation,and itsLiberalopponentsadoptedthetau ticsofrepresentingitasbeingengaged inactivitieshostiletotheFrenchGovernmentintherestoredprovinces.At theendofJanuarytheCouncilwas dissolvedbyadministrativedecree andalocalelectionwasordered,the dissolutionoftheCouncilincluding automaticallythedepositionofthe Mayorfromhisoffice.ThelocalelectiontookplaceinthefirstSundayof
Lent,andresultedinthereturnofall theCatholiccandidates.OnthemorrowofthissuccessM.Weisssenta telegramtoM.Poincare,declaringthat heandhiscolleagues,whilemaintain. ingtheirpreviousattitude,were,as theyalwayshadbeen,absolutelyloyal toFrance.ThePrimeMinisterrepliedbythankingM.Weissforhis message.Thesupplementaryelection .heldonSunday,March4,incaseof tenseatsforwhichthecandidatehad notobtainedtherequired"absolute majority."couldonlyaddtotheCatholicmajority.M.Weisswill,itis expected,bere-electedMayoratthe firstmeetingoftheCouncil,andM. Poincare'smessagewillmakeitimpossiblefortheauthoritiestotreatthe newCouncilasinanywaydisloyal. Thisassurestheimmediatefutureof theschoolsintheHagenaudistrict.

Itwasadmittedthatthebuildingwas usedforreligiousteaching,andthe questionatissuewaswhetheritwas solelyusedforthatpurpose.
Thefactsrelieduponbytherespond. entwerethatasrentsforcertain leaseswerepaidforeveryhalf-yearat thecollege,thebuildingwasnotsolely usedforreligiouspurposes.
Mr.JusticeHarveywasoftheopinionthatasthecollegebuildingswere usedasasortofestateoffice,atwhich rentswerepayabletotheappellant astrusteesofthewholeofthelands, thatfactremovedthebuildingsfrom thecategoryofbuildingsoccupied,as usedsolelyforthepurposeofreligious teaching.
TheirHonours,theChiefJustice,Mr. JusticeGavanDuffy,andMr.Justice Starkesaidtheycouldfindnothingin theadmissionstojustifytheconclu'ionthatthecollegebuildingswere usedasasortofestateoffice.The merefactthatrentwaspayable,and paid.atthecollegebuildingsdidnot amounttoauseoroccupationof thosebuildings,oranypartofthem, terthepurposeofanestateoffice,nor wasitanymoreinconsistentwith theirusesolelyforreligiousteaching thanthereceiptofrent,orother moneys,byanindividualathisprivateresidencewouldbewithitsuse solelyasaprivateresidence.
Mr.JusticeIsaacsandMr.Justice Powerssaidtheywerenotableto concurinthefindingofMr.Justice Harveythatthebuildingwasnotused solelyforreligiousteaching.Theleasingofthesecondschedulelandswas expresslypermittedbyParliament, andplainlyforthepurposeofadvancingtherealpurposeofthegrant, namelypublicworshipandreligious education.Thereceiptoftherents wasinnowayforeigntothatrealpurpose,andtheirreceiptatthecollege, orelsewhere,wassubsidiarytothat purpose.Nospecialportionofthe buildingwassegregated,ordesignated, asanofficeforthepurposeofpayment.
Mr.JusticeHigginssaidthatexemptionfromrateswasnotclaimedforthe Archbishop'sresidence.orforland thatmightbeleased,itwasclaimed forthecollegeonly,andthesoleend ofthatbuilding,forwhichitexisted, wasthetrainingofvotingmenforthe priesthood.

Wesee,inCatholicdistricts,where thesecustomshavebeenobserved, thatmanyarecalledtothepriesthood andthereligiouslife.WhatmarvellousinfluencehasthisdevotiontoOur Lord'sMothershedonallthosewho cultivateit?Thepreservationofhigh ideals,nottomentiontheloftysentimentswhicharesafeguardstopurity oflife,arefosteredandnurturedby thesesimpledevotions.Devotionto OurLadyhasdonemuchfortheimprovementofmannersandforthepreservationofahighmoraltoneinsociety,aswellasforthecultivationof thehighestsupernaturalvirtues.
OurLadyissetupbytheChurch tobeamodelforallvocationsinlife. Thefatherormotherofafamilyfinds inOurLadytheexemplarfromthe homeofNazareth.Mostpeoplein theworldleadordinarylivesand,if theyaretobesanctified,theymust reachtheirsanctificationbytheperformanceofevery-dayduties.Butis notOurLadythehighestofallthe saints?Herglorywasreachedbythe every-daydutiesatNazareth.She workednomiracleandwasunknown beyondherownvillage.
Whatanexampleforthemillionsof peoplewhomustexpecttogainglory bythesameroad!Itmattersnot whatworkweperformsolongaswe doGod'sWill.Thisall-important thingistosanctifyallouractionsby
frequentprayer.Aspirations,repeatedoften,sanctifyusmorequicklythan longdevotionspractisedatrareintervals.
Manypeopleperformhardand monotonousdutiesforthegreaterpart oftheirlivesand,intheend,they gainlittlebyalltheirsacrifices.'this isonaccountoftheabsenceofgrace inthesoul,andalsothroughbeing over-engrossedinexternaloccupationsTheydonotsanctifytheirWorksby prayerandbythespiritofrecollection. Theymayloseallthemeritbytheir murmuringsandwantofresignation toGod'sWill.
WemustimitateOurLady,firstof all;inherfreedomfromsin.Of course,shewasconceivedwithoutsin, butwecanallstrivetoavoideven venialsins.Thisisnotsodifficultas itmayseem.Todoso,wemustkeep aguardoverourselves.
Firstofall,wemustguardour words.Somepeopletalkallday,like parrots.Theirconversationisofno consequence.Butthisdesireforgossipandnewsandover-eagernessto conversewithsomebodydestroysthe interiorspiritofrecollection.A remedyagainstthisisthesayingof frequentaspirationsorshortprayers.
Wemustalsoguardourthoughts. Someallowtheirthoughtsandimaginationtowanderallovertheworld. Theyindulgeinday-dreamsandrehearseintheirmindpasteventspleasantandunpleasant.Thisdestroys thespiritofrecollectionandrenders theirworksoflittleornosupernatural value.Goodreadingwillgiveussuit ablesubjectsforourreflection;anda littledailymeditationwillkeepour mindsonsupernaturalsubjects.But, hereagain,frequentaspirationswillbe agreathelptorecollection.
Wemustalsoguardouraffections. Wemayloveapersontoomuch.We mustkeepouraffectionsundercontrol. Wemustnothaveanover-fondness foranyperson,placeorthing.Some makegodsofothers.Butwemust notforgetthatthereisonlyoneGod, andthat,unfortunately,allpeoplein theworldhavebeenaffectedbythe fall.Nooneisthereforeworthyof unlimitedlove,exceptGod.

Ithasoftenbeensaid,andquite truly,thatthisstateofaffairsdoesnot reflecttheFrenchpeople.TheFrench GovernmentisnoexpressionofFrench nationalfeeling.Thesystemby whichprofessionalpoliticianswhom. everyonedespises,shareinrotationthe salariesandotherperquisitesoftheir tradeisdisgustingtothenationat large;butitissofluidasystemthat itismostdifficulttodestroy.Itwas nearlydestroyedinthelater'eighties ofthelastcentury.HadtheGreat Warbeenshortandsuccessfulit wouldhavebeendestroyedatonce.It wasallbutdestroyedintheJulyof 1026whenmobsbegangatheringto throwtheprofessionalpoliticiansofthe ParliamentHouseoutintothestreet.
