"Wehavenowwithinthelimitsof theFreeStateIrishmenfreelylegislatinginIrelandfortheinterestsof Irelandwithoutinterferenceorhindrancefromanysource,andinthis connectionitwouldbehardtorefuse atributeorpraisetotheDailforits legislativeoutput,bothinquantity andquality,anditsorderlyandbusinesslikedebatesduringitssession.

"ThefutureofIrelandisnowinthe handsoftheIrishpeople.Itisfor themtomakeormaritsprosperity. Atthiscriticalperioditwouldbewell toblotoutasquicklyaspossiblefrom ourmindsthememoriesofasadand sorrowfulpast,andtolookforward withbrighthopestothefuturewhilst notneglectingpartialorclassinterests.Allshouldtrytobeanimated withasinceredesiretoserveIreland firstandaboveeverything.

"Thepartitionofthecountry,for which,asfarasIcanjudge,thepresentIrishGovernmentisinnoway responsible,isadrawback;butitis seunnaturalandunnationalthatit cannotlast,andsoonerorlatermust ceaseasaresultoftheepeacefuland nationalevolutionoftheeconomic lifeandnationalspiritofthewhole country."

Letterswerereceivedfrom.amongst ethers.RightRev.Dr.White(Limerick),whostatedhecouldnotattend owingtoSundayduties,andhoped themeetingwouldstrengthentheforcesmakingforpeaceandbrotherly feelinginthecountry

PresidentCosgrave,whoreceivedatremendousovation,spokeofthepleasureitgavehimtocometoLimerick andreceivesuchawhole-hearted,cordialwelcomefromthepeopleofthat greatCity.Formanyalongdayand yearthegreatstruggleforfreedomhad goneonandnowwithinthelast12 monthstheyhadarrivedatthefruitionoftheirhopes,buttheirwork hadonlyjustbegun.

"AsIsaidinotherplaces,"continuedthePresident,"forthe.mistakes, troubleandpainsofthepast12 monthsthepeopleofthiscountryare willingtoforgiveandforget.The authorityandsovereigntyofthepeoplehasbeenestablished.andifitis againquestioned,ifthereisathreat ofwar.wewillmeetit(Applause).

"Lettherebenomistakeaboutthis. Wearewillingtoforgive,anxiousto forget,butwearegoingtotakeno riskseithernoworinthefuture."(Applause.,

Referringtothecity'sgreathistory, PresidentCosgravesaidithadbeen greatinpastcenturiesandgreatfor thepastfewyears.Duringthetime hewasLocalGovernmentMinister theircityandcountyrankedamongst thehighestinIrelandintheiradherencetotheGovernmentinIreland. duringtheperiodthesoldiersofPoblachtnaEireanninLimerickpoured outtheirlifebloodinvindicationof therightsofthecountryandinseeingthatitmightbefree.

Duringthelast12monthstheirrepresentativesmetasaGovernment, havinghadtofashionforthem,withoutanyexperienceoftraditionofgovernmentorlongseriesofadministration.aCivicGuardforce,andto-day everymaninblueuniformwastheir

friendandbrother,guardingtheir city,maintainingorder,responsibleto theGovernmentofthepeople.Theyhadalsotobuildupanarmyfromthe scatteredunitsofguerillafightingforces.Thearmyhadfacedenormous difficulties,doingdutynightandday, andneverfailingtorespondtothecall ofdutyinassertingtherightsand thesupremacyofthepeople'srightsin thecountry.

TheGovernmenthadundertaken thetaskofcompletinglandpurchase. andtherewasnowbeforeDailEireann aBilltofinallycompletethework thathadbeenleftunfinishedunder thelateadminiitrationThatBill wouldcostmoney,andtheywerefacedwithverybigexpenditureofmoney duringthenexttwelvemonthstorepairthedamagethatbadbeendone duringthelasteightortenmonths, andtheywouldhavetoappealtothe peopleofthecountry,justasthe FrenchGovernmentappealedtotheir citizensin1876.toshowtheirpatriotISM

OpportunitytoAll

Theywouldaskthepeoplewere theylesspatrioticthantheFrench, andtheyanticipatedtheresponse wouldbeinkeepingwiththegenerosity,integrityandsoundbusinesscapacityofthepeopleofIreland,andthat theywouldsupporttheGovernment whichwastheinstrumentandthe memberswhoweretheirservantsin askingfortheirassistanceEvery citizenoftheSaorstatwouldbeaffordedtheopportunityofcontributing his'mite.pooraswellasrich.For citiesliketheirshugeworksofreconstructionwouldoccupytheattention ofParliamentandCorporationsfar manyyearstocome.Thesewouldincludethesolutionofthehousingproblemandothermatters,andcoud onlybedealtwithbythosewhohad moneylendingitingoodfaithtothe GovernmentofthepeopleofIreland.

Inthecitiesthehousingproblem hadassumedenormousproportions, andinDublin,hisnativecity,astate ofaffairsinthatrespectexistedwhich couldnevertendtowardsstabilisation unlessimproved.

"Ifyouwant,"saidthePresident,"to haveahealthy,contentedandprosperousnation,youmustseetoitthat thepeoplemustliveindecent,healthy surroundings."

AllMustWork.

Thatcouldnotbedoneunlessthey gotmoney,anditwouldbetheduty ofeverycitizentoseethepublic moneywaspeoperlYspent,andthat therewouldbearealeffortonthe partofeverycitizentodobetterwork. becausehewouldbedoingitforhis ownnation.Theimprovementofthe countrydependedreallyuponthepeople,whoshoulddotheirworkandsee theGovernmentdiditswork.They hadtakenuptheworkofGovernmentfromthelatePresidentGriffith andGeneralCollins,whoshowedsignal patriotismwhentheysignedtheTreaty withtheirage-longfoe.

RelationsWithNorth.

DealingwiththeTreaty,President Cosgrovesaidsomeoftheconditions oftheTreatyhadnotbeencarriedout.

OnewasArticle12,wheretheNorthernGovernmentwasentitledtopass aresolutionagainstentranceintoAn Saorstat.Theyregrettedtheiraction,astheythoughttheireistini,/ oughttobeunitedandtherewas everyreasonforgoodfaithamongst allcitizensthatday.Everyclassand creedoughttobeunitedinorderthat thecountrymightsucceedandprosper.TheyintendedtoseethatarticleoftheConstitutionwascarried intoeffect,buttheywishedtheirNorthernfellow-countrymenwell. Theyentertainedto"a"d=them friendly,brotherlyfeelingsandwishedthoseintheNorthwou'ilentertain brotherlyfeelingstowardsthem.They wishedtheywouldletthemmakethe bestofthepresentsituationandwork outthedestinyofthecountryinthe bestinterestofthewholecountry.and notforanysectionofit.

TheyhadalsotocarryoutArticle5 oftheConstitution,whichhadreferencetofinancialadjustments,andin doingthattheymighthavetoask forassistanceofthebestfinancial brainsinthe-aountry,andhehoped noonewouldrefuseassistancewhen calledupon.

ReferringtotheCumannnanGae-l. heal,PresidentCosgravesaidtheywere thereundertheauspicesofthenew

organisation.butitwasnewonlyin name.Itwasasoldasthehills, havingthesameobjects,builtonthe samefoundationandachievingthe samepurposeastheverybestnational organisationstheyeverhad.They wantedtogetintothenationalorganisationpeoplewhoeventhought theyhadtheirownsectionalinterests toadvancebutwouldbeprepared nowinthetimeofcrisisinthebeginningofournewlyree.ogniaectnationhoodtosubordinatethasspersonalinterestsandlendtheirwhole-hearted supportintheinterestsofthecountry

NotGoingtoGamble.

ProfessorMacNeillsaidthevictory theyhadachievedhadbeengotby.the courage,statesmanship,andpatriotism ofGriffithandCollins,andwhatthe peoplehadnowtheyweregoingto hold,nomatterwhatwasofferedto theminthewayoffinephrases.and theywerenotgoingtomakeagamble forthesakeofthedifferencebetween oneoathandanother.

TheseparationofIrelandcouldnot lastaspartitionwasonabadfoundation,and,speakingasaNorthof Irelandman,hesaidinduetimeit wouldpassaway.Themeansofmakingitpassawayweretoquicklyestablishstrong,sound,fair,justand successfulgovernmentintherestof Ireland.

MonsignorO'Gorman,Sydney.saidAustraliastoodinregardtoIrishaffairsexactlywhereshealwaysstood, andwouldalwaysbebehindthosewho representedthemajoritywillofthe Irishrace(Applause).Whatstruck himsincehisreturn,afteranabsence of27yearsfromthecountry,wasthe wantofenthusiasmshownatsuch marvellousprogressandevolutionfrom slaverytolight.

ClareWithGovernment, CanonO'Kennedy,St.Flannan'sCollege.Ennis,saidClarestoodwhereit alwaysstood-behindthewillofthe people.Onbehalfofthepopulation ofClarehecouldtellthePresident theywerebehindhimandhisGovernment.(Hear,hear.)Theydidnot wantanysectionalGovernmentby farmers,labourersoranybodyelse.

MussoliniandtheCommunists

ThesuspensionoftheCommunist newspaper,"11Lavoratore,"bythe Fascists,andtheexpulsionoftwoCommunistcollaboratorsfromTriestehas beenbitterlyresentedbytheItalian Communists.SignorBombacci,who voicedtheobjectionsoftheCommunists,wasansweredbySignorGuinta, FascistDeputyfromTrieste."We cannotallowCommunistpapersto carryoncriminalpropagandaagainst theinterest.ofthenation."Hubbub followedandmutualabuseasCommunistandFascistdeputiesjoinedin thediscussion,hurlingdefianceoneat theother.DeputyBombaccishouted:"ThereisnolawinItalyagainst Communists.Untilsuchalawis passedwecansayanythingweplease." Hecontinued:"YouFascistsareguilty ofhavingmadeacomic-operarevolution.Revolutionsmusteitherbe pushedtotheirlogicalconclusionor notmadeatall."Whenwarnedthat hispresentattitudewouldmake thingsworseforhimselfandtheCommunistsingeneral,Bombaccianswered:"Wedonotcare.Wearereal), tosacrificeourselvesforourcause. 'rhesceneisindicativeofthereturningcourageoftheCommunists,who atfirst,comparativelyquietunde:the Mussolinigovernment,arenowgrowingmoreandmoreviolentindenunciationofit.

DifferencewithDonSturm.

Hisfirstserioustroubleoccurredon theoccasionofacongressofthefol lowersofDonSturzo,aSicilianprt-3st whohadorganisedtheelectors.Asa strongfactorinItalianpolitics.Don Storecadvocatedatthecongressan independentpolicy.Threeorfourof hisleadingsupporters,whospokeout ratherfreelyagainstFascism,were canedtoaccountbyMussoliniandresignedtheirpositionsintheSenate. DonSturzotooksideswiththem, thoughhedidnotmakeanattackaggressivelyonFascism.Forthetime thedisputewassettledandmatters wentonmuchasbefore.butthose whoknewhoweffectivelyDonSturza hadorganisedtheelectorsforesawthat astormwasbrewing.NodoubtDon SturzoandmanyofhisfollowersrecognisedthatMussoliniwassucha PrimeMinisterasthesituationofthe countryneeded,butatthesametime dislikedthesystemofdictatorship

whichreducedtheelectoratetoinsignificance.Theythereforecontinued toworkwithMussoliniwithoutgrumblingorgivingcauseforanxiety.

Mussolini'sPersonalInfluence.

RutacuteobserverssawthatMussolini'sinfluencewasdeclining,andrecently.theRomancorrespondentof the"Times,"indescribing"TheTask ofFascismo."statedthat"atnotime sincetheFascistaRevolutionhaveSignorMussoliniandhispartybeenin suchdangerasatthepresentmoment." Heproceededtoexplainthatinthe countrygenerallythediscomfortof theFascistreformsisfelt,whiletheir benefitshavenothadtimetoberealised.Withintheparty.orratherthe CoalitionwhichformedtheFascist Government,arapidseriesofinternal criseshaveledtotheresignationofall theFascistandNationalistmembers oftheGovernmentandtoaseriesof localdisputeswhichhavesettheFascistpartyitselfatloggerheads.The basisofthesequarrelsasalsothe causeofthelukewarmnessofthebest elementsintheoldLiberalParty whichhasgovernedItalyforfifty years,isthedoubtastowhetherFascism°isgoingtobeaconstitutional governmentoragovernmentbyforce. Upontheanswertothisquestiondependsalsothepermanenceofthe wholemovement.SignorMussolini's positionisthatheknowshisGovernmentistheonlypossibleGovernment forItaly:buthealsoknowsthatifhe wenttothecountryatthemomenthe wouldbeheavilydefeated.Buthe cannotcarryonindefinitelywithout elections,orheisatoncestampedas ananti-constitutionalist.Ifheholds electionsandloseshemuststillcontinuetogovern,ifonlybecausehe wouldbestrongenoughnottotoler ateanyotherGovernment,andbecausethecountrywouldfallintochaos underanyoneelse.Dealingwiththis aspectofthefuture.hesaidrecently: Thepartywasaccusedofdespising Parliament.Thiswasnotthecase. Parliamenthadmerely'ceasedtohave anyimportanceowingtothedeathwounddealttoitbysyndicalismand journalism.Underthenewelectoral lawwhichheintendedtogivethe countryParliamentwouldoncemore becomealivingbody.Fascism°was stillstrongenoughbyitself,and,said thePresident,"Idonotintendtosell mybirthrightforamessofpottagethecollaborationofthedregsofItalianpoliticallife."SignorMussolini isquickenoughtoperceivethedangerinwhichFascisminvolveshim,and itmaybepredictedthathewillbe wiseandcleverenoughtopreferthe OrthodoxParliamentarysystem!

Theclosingscenewastheblessing ofthehabits,eachSisterreceivingthe raimentofherOrderfromthehands oftheArchbishop.andtheveilsfor eachrecipientweresubsequentlyadjustedbytheMotherProvincial.The wholesolemnceremonialmadeaprofoundimpressiononallwhowere privilegedtowitnessthededicationof thotsehappyyounglivestotheservice ofAlmightyGod.

Germanymeritsconsiderationon thispoint.InGermanyReligionis anordinarysubject,inandofthe school,compulsoryonall,secondinthe officiallist,anddemandinganexaminationofequalstrictnessandimportanceastheothersubjectsofthecurriculum.FourReligiousareprovided for.Achildmustselectone.No childattendingschoolinGermanycan makereligionanoptionalsubject.Even theteachersmusttakereligionintheir qualifyingexamination,andarerequiredtopassaseveretestinthe teaching,ofthecreedoftheselected denomination.Germanyistheonly countryintheworldwhichcanmake thatboast.

Canada.

Ihaveoftenthoughtthatourpeople inWesternAustraliasufferfromthe samelackofleadingmen,notthatwe areshortofcapablemen,butweare shortofmencapableinWestAustralianaffairs;theirheartsareelsewhere, theyareabsorbedinoldworldpolitics, andareforeverlookingback.They arealmostfiercelyintolerantabout AustralianpoliticsorourdutyascitizensinthisState.

Thiswasquitenaturalandeven commendablewhiletheoldcountry wassufferinggreatinjusticeandmisrepresentation.Butnowthatconditionofthingshaspassed,thereisno necessityforustobeforeverlookingacrossthewater.Theaffairsof Irelandareprosperingincapable hands.

Truepatriotism,trueloveofthe Irishrace.canbestbeshownnowby attendingtothewelfareofourshare ofthem,andbyassistingthosewho areleavingtheoldlandtosettlein goodconditions-conditionstheyare suitedfor.andwheretheywillnot deteriorate,butwillthriveandprosper.

Novtodothisourrepresentative menmusttakeonpracticalconstructivework,quiteadrabaffaircompare,'toresistanceandindignationand elc.-..uentorationsabouttheoldgeyserswhousedtocarrythetorchof FaithandLearningamongsttheaboriginalBritonsinthesixthcentury.We havetocomedowntolocalpractical matters,andifthereisanyothermatterequaltolandsettlementinitsinteresttoIrishimmigrantsIwould liketohearofit.

Butthereis,unfortunately,ignoranceatbothends.Idonotthink theyknowanythinginIrelandabout thegreatopportunitiesandassistance offeredtoallcomershere,andonthe otherhandwehavebutahazyideaof theconditionofthingsathome.We notice,forexample,thatthereisa movementoninScotlandtorestrict excessiveimmigrationfromIreland,

andwenaturallyfeelthatthecountry districtsofW.A.wouldbeamorecongenialplaceforthemthantheslums ofGlasgow.IbelieveFatherCallan, whoknows,hassaidthatconditions therearedeplorable.

Thenweknowthattherehasbeen agreatdisplacementoftheCatholic populationintheNorthofIreland. WinstonChurchillstatedpubliclythat thebitternesswassointensethatdeportationofonesectionappearedto betheonlysolution.Weknowwhich sectionthatwas.Ibelievethatat thepresenttimetheNorthernGovernmentandtheEnglishGovernmentare eachpayingsomuchperheadtowards thepassagesofemigrantsfromthe North.Thesepeoplehavebeen,and stillare,bittersufferersinagood cause.Theyhavefoughtthefight, theyhavekepttheFaith,nowstrangerssitbytheirfiresidesandtheyare homelessupontheworld.Surelythey areentitledtoabetterfatethantobe landedintheslumsofthebigcitiesof BritainorAmerica?

Then,again,theCosgraveGovernmenthaveannouncedtheirintention ofdismissingtwentythousandoftheir soldiers.Thereshouldbesome amongstthemheftyfarmlabourers andfarmers.whocanneverfindabetterchancethanwecanofferthemin W.A.

Buttodoanythingeffective,there mustbeorganisation.andnottoo muchwaitingtoseeifthematter catchesonorislikelytobepopular. Wehavemanyorganisationshereto taketheleadinthismatter,andwe havetherighttoaskthemtodoso. Inthe:dayspriortothe"Reforms- ',hoetheBoroughhadalong-standing reputationforitsCatholicpiety.In additiontothePrioryofSt.Mary thereweretheparishchurchesofSt. (Nave.St.George.'St.MaryMagdalen, andSt.Margaret.Eachofthesechurcheshaditsparticularguildorsodality.Alloftheseedificeshavedisappeared. OfSt.Margaret'sChurch.whichwas oneofthemostimportantinthedistrict,astonewasfoundduringexcavationoperationslastcentury.This wasplacedinSouthwarkProtestant Cathedral. APrisonArea.

Bytheendofthesixteenthcentury theBoroughsecuredareputationofa differentkind.Itbecameaprison district.TheMarshalsea,theKing's BenchPrison,theWhiteLionPrison, andthe'Chinkweresituatedinthe neighbourhbod.TheMarshalsea,the WhiteLion,andKing'sBenchwere closetotheHighStreet.TheChink wasontheBankside.IntotheChink werethrustFatherWilliamWeston, SI,FatherJohnRobinson,andmany Catholiclaymen.IntheMarshalsea wereFathersRalphSherwin,Bosgrave, andBishopBonner,whodiedthere. Tyburnwastheusualplaceofmartyrdom.butatSt.ThomasaWatering,in theOldKentRoad,anumberof priestswereexecuted,includingthe Ven.JohnPibushandFatherJohn Jones,O.S.F.TheVen.HenryHeath wasmartyredatTyburn.Beforehis deathheutteredthewell-knownpray-

ItwasclosetotheBoroughchurchesofCatholicdaysandtotheprisonsofthe"Reformation"periodthat theprocessionpassedonSunday.It wasthefirstprocessionofitskind thathadbeenheldintheBorough,and itwasapleasingspectacle.Theweatherkeptbright,largenumbersof childrenandmembersofSodalities walked,andbeautifulstatuesandbannerswerecarried.Deputationscame fromMeliorStreet,Walworth,Newington,andSt.George'sCathedra!The priestsoftheparishandoftiesurroundingdistrictalsotookpart.Music wassuppliedbyfourband:.andat intervalstheprocessionistssang hymns,including"FaithofOur Fathers"and"Hail.GloriousSt.Patrick."Thousandsofonlookerslined theroute. DiedfortheFaith.

Whentheprocessionreturnedtothe churchFatherPhilipFletcher,Master oftheGuildofRansom,preacheda shortsermon.Theyhadpassedprisons,heremarked,fromwhichmans' Catholicpriestsin"Reformation"days hadbeentakenouttomeettheirlast greattrialandtogiveuplifeforthe, Faith.TheywerenowstandincbeforetheThroneofGodsingingHis praisesandprayingthatthisland,and thecitythathadbeensoakedbytheir sacredblood,mightoncemorereceive theTrueFaith.Theywerelrzigged throughthestreets,overtherough stones,formiles,todie,thoughtheir onlycrimewasthattheywerenests.

UnlessaBond-holderisreallyinneed ofthemoneyonSeptember15,it wouldpayhimorherhandsomelyto takeadvantageoftheGovernment's offer.PeoplewhocashtheirBonds onSeptember15willfinditahard jobtosecureabetteroutletfortheir moneythanthepropositionnowofferedthem,forthereisnoinvestmentin thelandwhichhassuchasoundsecuritybehinditasaCommonwealth GovernmentBond:andtheissuei, freeofStateIncomeTax.

Anofferisalsomadetoholdersof 41percent.Bondswhichfallduefor paymentinDecember.1925. These Bond-holders,providedtheyputup anequalquantityofnewmoneyfor theLoan.mayconverttheirold41 percent.Bondsinto5percent.Bonds. Itissomewhatremarkabletothink thattheseinvestorsinthiswaycan getanevenhettirratefromtheGovernmentto-daythantheyreceived duringtheWar,wheneverythingwas uncertain.andwhenmoneygenerally wasmuchdearerthanitisto-clay. Itisalsoopentoanyothercitizens tosubscribetothepresentappeal.irrespectiveofwhethertheyholdany oldBondsornot.
