Fiveyearshavenowpassedsincethe IrishMissiontoChinawasformallyestablishedinIrelandasanEcclesiasticalSocietytoeducateandevangelise themostteemingpaganpopulationon thefaceoftheearth.Sixmonths atteritsestablishment(December, 1918!theinurementextendedtoAmerica,andayearlatertoAustralasia. ItisnowanEnglish-speakingworld organisation.withHousesinfourcontinents,includingthreecollegesforthe educationofyoungmenforthepriesthoodforChina,andanovitiateofa newCongregationofMissionarySisters forthesamefield.Thepersonnelof theSocietyisalreadytwohundred andten,ofwhomsixteenareyoung Australians(threepriests,oneChristianBrother,sevenecclesiasticalstudents,andfivenovices).IthasbetomeAustralia'sMissiontoChinaas wellasIreland'sandAmerica's.Our FirstVicariateintheheartofChina _tendsfromthecityofHanYang alongtheVangtseriver.west.toShintiandnorth-west,alongtheHan,to XganLoo.FromHanYangtothe north-westerboundaryoftheVicariate isajourneyofsomethingoverthree hundredmiles.ThecityofHan Yang,theheadquartersoftheMission, isinthecommercialandindustrial centreofChina.Itsport,HanKow, thelargestriverportintheworld.

TooBig-OrTooSmall?

ItisobviousthateveryForeign Missionaryorganisationhastobegin byconcentratingonsomeonedistrict inthenewcountry.Theboundaries arefixedbytheHolySee,thesizeof theterritoryvaryingwiththedensity ofthepopulationandthenumberof Missionariesimmediatelyavailable.In GUTcasethedistrictselectedbythe HolySeehastheadvantageofbeing comparativelysmallandwellprovidedwithwaterways,whilethepopulationissodensethatthereiswork enough.andtospare,notonlyforthe Missionariesatpresentinthefield,but forallwecanpossiblysendtherefor manyyearsThedistrictisonemass oftownsandvillages,supportinga population,almostwhollypagan,of aboutfivemillions.Manyfriendsof theMissionwithwhomIhavediscusszd positioninChinahaveexpressedtheviewthatamerehandfulof priestsarepracticallylostamonga populationoffivemillions,thatthe resultswouldprobablybebetterhad webegunwithamuchsmallersection ofthepeople,andthenpushedout. Onetheotherhand,somehavebeen disappointedthatwedidnotbegin withabiggerarea.Thosewhohave beentoChinaandseenthingsthere forthemselvesaresatisfiedthatthe HolySeeexercisedgreatjudgment,or wasprovidentiallydirected.indeterminingthepositionanddimensionsof ourto-Vicariate;andthosewhofearedtha:thepioneerscouldnotpossibly dealeffectivelywithsuchavastmultitudeofhumanbeingswillbesurprise1 andgratifiedbythefollowing factsandfigures,takenfromtheofficialreportofprogressrecentlypreparedandsubmittedtotheApostolicDelegate.Monsignorl'ostanrini,byour DirectorinChina,FatherE.J.Galvin. SchoolsFirst.

Whenthefirstbatchofourpriests begantheirlaboursinChina(January.19211theyquicklyrealisedthat, iianythingbigandlastingwastobe doneforCatholicityinthecountry. thechildrenwouldhavetobeprovided withCatholicschools.AChurchbuilt onanyotherfoundationwouldbe builtonsand. Hence,theygotto workatoncetoestablishprimary schoolsforboysandgirlsineachMissiondistrict.Itwasahugeundertakingforasmallbandoflabourers. butGodhasbeenblessingtheirefforts insuchasignalwayfromthefirst,and thegenerousCatholicsofAustraliaand NewZealandhavebeensupporting themsoloyally,thattherearenowno 'essthanninety-sevenCatholicschools functioninginthiVicariate,employing onehundredandthirty-ninecompetentteachersandaccommodating2.708 children.Theteachers,withtheexceptionoftheChristianBrothers(a .-omrnenItvoffour)areallnativeCac;Sistersarenotyetavailable. Intheordinarycourseofthings,the newCongregationofMissionarySisters Founr!edrecentlyinconnectionwith oursociety("TheMissionarySisters ofSt.Columban"Iratincthaveits firstprofessionbeforeOctober,1924; whilethedepartureofAmericanLoretoSistersforthefieldhashadtobe postponeduntilSeptemberofthis yearSecondary'Catholiceducation

forgirlsisoutofthequestionuntil theSistersarrive.SecondaryeducationforboysisgiveninaBoarding andDayCollege,conductedbythe ChristianBrothers.Thiscollegeaccommodatestwohundrednativestudents.Eightyothers-alleligible applicants-hadtobeturnedawayfor wantof SuccessAssured.

Thatsuchprogress,intheall-importantdepartmentofCatholicEducation, coutdbemadeintheshortspaceof twoyears(Jan..1921--Feb.,19231is unintelligibleexcepttothosewhosee theHandofGodinthisnewmovementfortheconversionofChina.On thoseninety-sevenschoolsasafour!. dationanedificewill,pleaseGod,be rearedithichwillgladdentheSacred HeartofOurDivineLordandgladdentheIrishraceineveryland.With theschoolsright,successisassured. Afewweeksago,onmyreturntoAustraliafromNewZealand.Icalledona venerablefriendoftheMission,apriest whohasbeenlabouringfortheChurch inAustraliaforoverfortyyears.He waspleasedtolearnthatNewZealandwouldnotbesecondeventoAustraliaisrespondingtoourappealfor help,buthewasanxioustoknowif thenewsfromChinawasequallyencouragingIassuredhimthatprogresswasmostsatisfactory.

"Howabouttheschools?"heasked.

Irepliedthatintwoyearswehad establishedandstaffedninety-seven Catholicschools,accommodatingnearlythreethousandchildren.

Hewassatisfied.

Iwentontorecountthenumb,of churcheswehadestablishedduring thesameperiod,buthewasnotinterested.

"Don'tmindaboutthechurches." hesaid,"Ionlywanttohearaboutthe schools.'

MissionChurches.

Asforchurches,FatherGalvinhas dividedtheVicariateintotwenty largedistricts,eachofwhichisentrustedtoaMissionary,whohasaresidenceinacentralposition,from whichheattendsanaverageofabout fifteenout-stations.AlltheMission centresandmanyoftheoutstations arenowprovidedwithtemporary churches.Thetotalnumberofchur-. ches,permanentandtemporary,inthe VicariateattheendofFebruaryof thisyearwasonehundredandnine. Itshouldbenoted,however,thatthe vastmajorityofourchurchesand schoolsaremerelynativedwellinghouses,whichhavebeentakenover andequippedtoaccommodatecongre- gationsandchildrentemporarily.They willallbereplacedbyproperstructuresineachdistrictwhenthenecessaryfundscomein.

FiveThousandConverts.

Jnthecountrydistrictsourpriests findtheChineseeasytoconvertand verysteadfast."Itwouldbedifficult,"writesFatherO'Doherty."to findamorepromisingsoilthanamong thesesturdy,honest,intelligentfarmers Theyareenthusiastic,faithful, firm."TheChristiancodeofmorals doesnotstrikethemasbeingunduly rigorousbecausepaganismhasnever succeededinbreakingChina'sholdon thenaturalvirtues.Theaverage Chineseconvertfindsitcomparatively easytoobservetheCommandments.

Beliefisanothermatter.ofcourse: butheretheCatholicMissionaryin China,aselsewhere,isverypainstaking.NoadultisadmittedtoBap- tisniuntilhehasundergoneathoroughcourseofinstruction. Some convertshavetoremaincatechumens foryears.ThetotalnumberofconvertsmadebyourpriestsfromFebruary,1921.toFebruary,1923,wasfive thousand. Ofthese,threethousand fourhundredwerestillunderinstruction:theremainderhadbeenbaptised.

Wanted:Prayers.

Everybenefactorofoursis.ina realsense,ashareholderinourMission.and.therefore.entitledtohave sreportofprogresssubmittedtohim fromtimetotime.Thereportsummarisedabovewill.Ifeelsure.come uptotheexpectationofeventhemost sanguine.Butoursupportersmust notslackentheireffortsnow.Above alltheremusthenoslackeninginthe Ospartraentofprayer.Prayeristhe pear-headofouradva:-.,inrh7na.If thatisnotsimpletruth,then,indeed, vainisourpreachingMoneyis necessaryalso,ofcourse,butmoney rannevermakeChinaaChristian country.Ifitcould,wemightas wellstayathome,becausenon-Catho-

Notonlyitsglorywassupposedto havedeparted,butthestonerolledup againstitstombswassealedagainst judgmentDay.HereisaCatholic nationoftwenty-sevenmillionpeople withanoutlettothesea,apowerful armytodefendit,andabigfactor incontinentalEurope.Whatpartit willplayinfuturehistoryishidden fromusnow.Thatithasweathered tremendousstormsnoonecangainsay. Ilerewasapeoplefaithfulalwaysto itsChurch.Itsecclesiasticalleaders neverpermittedtheirchildrentolose asenseofnationality.Thecultureof thecenturiesthattheyhadwonby sweatandbloodrefusedtobesapped tipbyalienconquerors."ThreeemperorssatinvainonthecoffinofPolishlibretyandnationality."ThePoles rightlydeservetocometotheirown again.Theirresurrectionmeansa betterEuropeandahealthierone.If thetreatyofVersaillesdidnothingelse thanrecarvethisnationitjustified itself.ThetacticsofLloydGeorge wererotsuccessfulinkeepingitina fluidstatewithoutfixedboundaries. Alargeandimposingdemonstration greetedPresidentCosgraveatKilkennyonhisfirstofficialvisittohis constituents.Inhisaddressheshowedhow.outofchaos,thepresentMinistryhasevolvedcompletemachinery ofgovernmentreadytohandovertoanyGovernmentthepeopleelects.As topeace,thePresidentsaidtheywanteditquickly,buttheGovernment hadnopowertogiveawayoneiotaof thepeople'sliberty.

MostRev.IVBrownriggwroteexrpressingthewarmestadmirationof thecourageofMr.Cosgraveandhis colleaguesinthelast12months,and onthewayinwhichtheytriumphed overenormousdifficulties.

ThemeetingwasheldattheParade. PresidentCosgravewascordiallygreetenonarrival,andasheacknowledged thewelcomethebandplayed"TheSoldier'sSong."

Openingtheproceedings,theMayor (SenatordeLoughrey)saidhewas proudofthatvastassemblytogivea heartywelcometoPresidentCosgraveonhisfirstvisittoKilkennyas PresidentoftheIrishGovernment.

PresidentCosgravesaidthat12 monthsago,whenhecamedownto speakbeforetheelections,hetold themwhatpolicyheintendedtocarry out--thatfirstofallourprincipalconcernatthattimewastorestoreorder andtoseethatnosectionofthecommunitywouldassertanarmeddominationoveranyothersectionorover alltheothersections.Theyhadcarriedoutthatpledge.

Itwasahard,painful,andshocking task,buttheyneverflinchedincarryingitout.Now,whenexpressionof thepeople'swillwasadmitted,even bythosewhowereagainstthem,as thesovereignauthorityinthecountry,herealisedtheyknewwhatthey weredoingwhentheyreturnedhim andhiscolleagues12monthsago.

Duringthatperiodtheyhadconstructedanarmy.mobilisedapolice organisation,andhadbeenengagedin constructingthefabricofgovernment. GovernmentdidnotconsistofacertainnumberofMinisterswhosaid "yes"or"no."butthemachinerywas complex,andtookalongtimeincertaincountriestoputintoperfectorder.

TheyhadnoFinanceMinistrywhen theytookupthisGovernment.Apart fromtheL.G.D.andArmyG.H.Q., therewasverylittleelse.Nowifthey changedtheGovernmentto-morrow, whetheritwasLabourorCapital,ora combinationofoneortheother,the machinewasthere-amachinethat wasloyaltowhateverGovernmentthe peopleofthiscountryelected.

Agooddealoflegislation,hadtobe considered.Therewas,firstofall,the Constitution.Innoothercountryin theworldwasthereaninstrument whichwassbdemocraticasourConstitution.Theyhadalsobroughtin anelectorallawwhichentitledevery adultover21tothefranchise,and,recentlytheyhadpassedtheDamageto PropertyAct.

"ThatIsagooddealoflegislationfor ayoungGovernment,"wentonthe President,"andforaParliamentwhich hasonlycomeintoexistencewithin thelastsixmonths."Theyhadalso tcsupplywhatmightbecalledelementarycourtsofbeingpaidandthat theruleoforderandthelawofthe nationwerebeingacceptedalmost withoutquestioninthe26Counties.

Theyhadalsointhatperiodmade availableforproviding,orassistingtowardsproviding,housesfortheworkingclassestotheextentof£1,000,000.

HousingProblem.

Theyknewthatwasonlyacontribution.Thisproblemwouldtaxthe initiativenotaloneofstatesmen,but ofeverysection.Onemustseethat everythingthatwenttowardstheprovisionofhouseswascheapened.and thatthenumberandtheoutputof thesehouseswasincreased.

"Inordertocarryout,theGovernment,"hecontinued,"youwillrealise howimportantitisthatasoundsystemofcommerceandasoundsystem ofbusinessshouldprevail.Wehave gottoimproveeverysingleservicein thecountry.Idon'tmeantheGovernment.Imeanthewholepeople. Ourproducts,manufactures,industry,agriculture,andourfisheriesmustall beimproved.

"Theoutputofeachandeveryone oftheseshouldbeincreased,andwith thatincreasetherewillbeincreased prosperity,increasedrevenuetothe Government.increasedopportunityfor

makingthelivesofthepeoplehappierandmorecontented.

"Withthatgradualresumptionand improvedbusinessweexpectthatthe creditofthecountrywillalsoimprove. anditwillbepossiblefortheGovernmenttoborrowmoneyjustascheaply andunderjustasgoodconditionsas anyothernation.

"Tocarryoutourprogrammeforthe presentyear,itwillbenecessaryto floataloan,andwewanteveryman whohasanyinterestinthefutureto realisethatthemoneyheisgoingto contributeismoneywhichspellsprosperityandimprovementforthewhole country.Wewanthimtoseethat havingtakenuphisbondorsaving certificatethatheisgoingtobethe watch-dogofthepeoplewhohavethe spendingofthatmoneyandtosecthat thereisvaluegotforit."

Withinthelastmonththerehad beenagreatimprovementintheordinarysecuritiesofthecountry,and apparentlytherehasbeenaboomin business."Thatisevidence,"hepointedout."ofthefactthatthepeopleare satisfiedthereisstabilityintheGovernment,andthatthepeoplearesupportingtheGovernment."

Ofanyothernationthathadpassed throughthesamestagesasinIreland ofre-birth.orbirth,ofnationhood, muchthesamehistorycouldbewrittenastheyhadexperiencedforthe past12months.

NoSectionalMinistry.

Inothercountriestherehadbeen frequentchangesofgovernment."We have,"hesaid."carriedontheGovernmentheresincetheietwogreathistoricalplantsofourrace,ArthurGriffithandthelateCommander-in-Chief, lefttheworkoverforus."Thetime inhisopinion,wasnotyetripefor whatmightbecalledasectionalgovernment.InsomepartsofthecountryfeelingwasrunningratherhighbetweenwhatwascalledCapitaland whatwascalledLabour,andagovernmentofeitherjustnowwouldnot commandgenerousnationalsuoport.

ItwasthedutyofeverygoodcitizentosupporttheGovernmentofthe day.ItwashisGovernment.He couldchangeitatthenextelection:' heliked,butwhilethereitwashisinstrument,hisworkman,hisservant. To-morrowiftherewereaLabour Governmentinpowerhewouldsupportit,andittherewereaCapitalist Governmentinpowerhewouldback itforthesamereason.

"Wearenowontrial,"declaredthe President."TheGovernmentiscomposedofyoungmenwhohaveworked hard,whohaveputallthatisinthem intoadministeringtheaffairsofthe countrywell.

"Theywantyourmaterialaswellas yourmoralsupport.Theywantyou tospeaktoyourfriendstosupportthe loan,andwearesatisfiedthereissufficientmoneyinthiscountry,owned bythepeopleofthecountry,toenableustodowhatwewanttodotocarryouttheimprovementsthat arenecessary.TheLandBill.about whichhehadmanyconferenceswith theMinisterforAgric'lture,hadreceivedearnest,patient,andcareful consideration,andinhisopinionit wasajustandequitablemeasure,and ifreceivedinthespiritinwhichithad beenconceived,itwouldexercisea beneficentinfluenceamongstthepeoplewhohadnotyetpurchasNi.

PuttinganEndtoBitterness

SpeakingataCumannnanGaedhaelmeetinginIreneHall,Dublin, GeneralMulcahysaidthatafterthe bitternessandthebreakingofthenationalstrengththatfollowedthebreak upoftheParnellmovement,theGaelic Leaguepreventedtheyoungpeople, atanyrate,fromlearningpractically anythingofthebitternessofthat breakingup.To-daytheywouldhave tofosterthesametypeofcultural movement-amovementthatwould lendcommongroundformanypeople dividedfromthepurelypoliticalpoint ofview,andthatwouldpreventthe risinggenerationlearningpractically anythingofthedivisionsto-day.Amongaverylargenumberofpeopleon bothsidesthatsituationwasfinished withverylittlebitternesscompared withthebitternessthatmighthave beenexpectedtohavebeenthere.

Mr.KevinO'Higginssaidhewas supposedtobeaparticularlybitter

pill.Andnodoubtmanypeople mightcomment,whenhepreached unityofpartiesandsomethinginthe natureofpoliticalamnestyandsoon. thatitwouldhavesoundedbetter fromanyoneelse.Well,allthetime theyhadtoappreciatethedifficulty. andunfortunatelotoftherankand fileoftheirregulars,manyofwhom whenthecrisisarrivedhadlittle choice.perhaps,astheunitinany armyowingtotheorganisationthat hadbeenestablishedHehadvery littledoubtthatinKerryandinCork menwereoutfightingtheGovernment inthelasttenmonthswho,intheir inmosthearts,believedthatMichael Collins.whohaddonemanybigand bravethingsforthiscountry,never didabiggerorabraveroramore unselfishthingthanhedidonthe nighthesignedtheTreaty.Hebelievedthatmenwentoutagainstthe Governmentwhofeltthatway,and whilehecouldnotexactlyadmire that,ithadtoberememberedAnd ifhehadfeltthroughoutthelastten monthsanybitterness,itwasreserved forthosewho,withaveryclearmentalpictureofthestateofaffairsthat theyweregoingtobringabout,pressed thebutton.Therewasnowageneral tendencytorecognisethatthecourse ofdestructionandwantonnessand crimewasleadingtonowhere,andto dropit.Andifonlytheywould dropit,howquicklythecountrycould forget,becausethecountrywantedto forget.Therewouldbeanelection probablywithinthenextfourorfive months,andtheywouldaskthepeoplethenforanendorsementofwhat theythoughtitnecessarytodo.

WhoHastheRighttoEducate?

Whohastherighttoeducate?By rightImeananinalienabletitlefound edonstrictjustice.sothatanyone deliberatelydeprivingthemofthat rightwouldbeguiltyofaninjustice, antiboundtomakefullrestitution.To answerthisquestionwewillgoback firsttothegoldeneraofGreece(500to 300B.C...ItisinterestingtodiscovertwooftheablestthinkersofGreece, PlatoandAristotle,incompleteagreementinmakingeducationtheirstrict andexclusiveconcernoftheState. Germany,U.S.A..etc..tosomething likethat?i.e.,toclaimastheexclusive rightoftheStatetoconducteducation?Tworeasonsforit:Something approachingtheGreeksituationhas arisenagain. (11Intheendofthe 18th.centurytheefficacyofreligionas aneducationhadcollapsed.(2)In thesubsequent19th.centurythe growthoftheindustrialsystemhas donemuchtodiminishtheideaof thefamilyanditsimportance.The Churchfailedtokeeppacewiththe suddengrowthinpopulation.The confiscationofchurchlandsandpropertyfollowingtheReformationmade itaneconomicimpo.sibilityforthe membersofthechurchtocontinue theirobligationastheeducatorsofall, richandpoor,freeofcharge.

SincetheFrenchRevolutionthe Statehasgrudginglyassumedtheresponsibilityofeducation.Lecky,the Protestanthistorian,declaresthateducationalopportunitiesarenotasnear tothepeoplenowastheywereinthe daysoftheChurch'srule.

TheProperViewofControl. Anotherquestionariseshere:Ifeconomicresourcesareinthehandsof oneofthesebodies,theState,the Church,andtheFamily,maythat bodyuseitsrighttodirectideas?This isavitalmatterto-day.Maythe ProtestantStateuseitseducationas aninstrumentagainsttheCatholic Church?Noitmaynot.TheState maydirecttheideasandaimsofits policyintheschools,butitmustnot ignoretheclaimsoftheChurchand theFamily,whoserightsareasclearlyestablishedastheState.

WhenM.Poincare,atVillersCotteret.wishedthatalltheAllieshad gonetotheRuhrwithFrance,andhadseen,asFrancehasseen,thetremendousindustrialorganisationwhichtheGermanshadbuiltintheRuhr.he buthalfexpressedathoughtthatwassurelyinhismind-thathadtheAlliescompletedtheirvictoryoverthePrussianEmpiretheywouldhave marchedtheirsoldiersontoBerlinandremainedinoccupationuntilthe Germanindemnityhadbeenpaid,justasGermanyhadoccupiedFrance afterthewarof1870.Itwouldhavesimplifiedmattersverymuchforthe Allies.ForfouryearsGermanyhassystematicallyevadedpaymentofreparations,andhasmovedfromonepretencetoanotherinmostirritating fashion.EverydiplomaticsubterfugehasbeenplayedtodefeattheAllies' claims,andparticularlytheFrenchclaimandtheworldisnowaskedto believethattheGermanpeopleareincapableofpayingtheheavyindemnityagreeduponbytheAllies.Isthispowerfulmoneyednationwhich financeditselfduringfiveyearsofterriblewarabankrupt?Eitherthe Governmentisunwillingtomakereparationforthedestructioncausedby Germanarms,oritisnotcompetenttoenforcelegislationtocompletethe compactitmadeatVersaillesThelatterwouldappeartobetaecorrect readingofitsmethodsindealingwiththequestionofreparationsduring thepastfouryears.InterneltyGermanyisprosperous,andwellconditionedindustrially.TheFrenchPremier'srecentspeechtouchesupona seriousaspectofGermaninternalpolitics.andthrowssomelightuponthe tacticsoftheGovernment-andperhapsinsomesortofwayexcusesthose tactics.ThoughaGovernmentfunctions,itseemstobedrivenbythe HoneyPowersthatbe-thefinancialLordsandbigCaptainsofIndustry. Thesehaveagripuponlegislation,andaretheadvisersandmouthpieces ofGermanAdministration.TheFrenchPremierindirectlypointstothis stateofaffairsinhisspeechwhenhereferredtothetremendousindustrial organisationintheRuhrdistrict,whichissubstitutingitselfmoreandmore fortheState,andisenveloping,dominatingandannihilating.Hespeaks ofitasmasterofthePressandGovernment,andashavingsubjectedthe GermanRepublictoadominationmorepowerfulthanthatoftheJunkers.Andheroundsoffhisconclusionswiththedefinitestatement: "AgainstthisdangerEngland,Belgium,ItalyandFrancemustunite."Mr. StanleyBaldwin,theBritishPrimeMinister,inarecentofficialpronouncementuponthevexedquestionofReparations,declaredthevitalneedin theinterestsofworldpeaceandtherecoveryofthesecurityofEurope,is thepaymentofreparations.Theresponsibilityofrestoringtheworldto itsnormalstaterests,inhisjudgment,upontheFrenchandBritishnations. Thesetwopowers.then,iftheirtwospokesmenareinfallibleintheirjudgments,holdintheirresponsiblehandsthekeytoworldpeace.Uponthem reststhetremendoustaskofrestoringtheworld,toitsnormalbalance.But theimportantmatterforthemfirstofallistobringtheGermanGovernmenttoasenseofitsdutyandthatoccultpowerintheRuhrundersub Iection.HowtodoitistheplanoftheBritishPrimeMinistercovered opforthepresentinthatBritishNotetoGermanywhichisthesubjectof somuchconjecture.Agoodunderstanding,itishoped,willbearrivedat. TheGermanpeoplecannotcontinuetobevictimisedbyitsGovernment anditsMoneyCorporationswithoutbeingimpoverishedandsweatedintoa conditionofhelotage.ThemanifestoissuedbytheGermanForeignOffice shouldbecloselyexamined-Frenchmilitarism,anymilitarism,isdangerous toDemocracy.IfMr.Baldwincansecureorderwherenowchaosisa screechingmiscreant,hewilldeservethegratitudeofanerve-rackedworld.

TheSocialist"Vorwaerts"thinksthattheBritishPrimeMinisteris operatingwithsilkgloves.Perhapsheis,butatleastheisactuatedby motiveswhicharedictatedbyreasonandhumanity.Whyshouldhe.anyhow,takeupthecudgelsonbehalfofaformerenemynationwhichhad decidedupontheinvasionandhumiliationofhiscountry?TheBritish PrimeMinister'spartisapoliticalone,aswellasahumaneone.His nationisinterestedintheeconomicreconstructionofGermany,onlybecauseherecognisesthatinthebreakdownofitseconomicorganisationdisasterwouldfollowwhichwouldbeamenacetothesafetyofourpresent fabric-ofcivilisation.ItcannotbetheintentionoftheSocialistmouthpieceoftheGermanworkmantoinvitetheBritishPrimeMinistertoenterthetroubledarenastrippedtothewaistwithskinglovesastheopponentofFrance.Thatisn'tBritain'spurpose.FranceandBritainasallies cannotatiordtoquarrel;theirinterestsaretwinandonemustrelyupon theother-theirfriendshipisanecessity.Rutitisnotunreasonableto expect,wheretheirisadivergenceofthoughtuponthepricklyproblemof Reparations,FranceshouldlendaneartoBritain'sviews.Itisquite trueBritainhassufferedlessthanherAlly,France,butthewarhascost

hermuchinthedislocationofindustry,andthelossofmarkets.Grave economicproblemsarepressingintoherpubliclife,andunemploymentis becomingadomesticevil.Wehearnomurmursofunemploymentfrom France,industriallysheiswellorganised.Herconditioneconomicallyis notworsethanBritain'ssoitispossiblethatanunderstandingwillbe reachedbetweenthetwonationsthatwillbringaboutapeacefulsettlementoftheRuhrquestion.

AllisnotbonnieplaysofarastheGermanisconcerned.Behindbib resistancethereseemstobeadrivinginfluencethatforpolicyreasonsthe GermanGovernmentdarenotdisclose.Franceundoubtedlyfeelsthenearnessofthatmalignspirit,andirritatedbycontinuousopposition,defaulting,equivocationandsharppractices,invadedtheterritorywithsuch tremendousindustrialorganisation,andisattemptingtocollectonherown behalfreparation.AghinstsuchtemeritytheGermanconscienceis stirredasthoughFrancehadbecomeanationalburglar.ItwillberememberedhowviciouslyandcompletelytheGermanforcesdestroyedthe Frenchcoalregion,andfollowedoutinBelgiumandtheinvadedterritory oftheFrenchthemercilessPrussiandictum,"Leavetheenemynothingbut eyestoweep."Ifthen,asadefeatedandfoiledassassinatorofFrench andBelgianeconomiclifeGermanyisheldupbyFrencharmstopaythe cost,itiswhatGermanyrichlydeserves.Hernationalantagonismtoher Frenchneighbourisshowninthelasthundredyearsofherhistory.Invasionfollowedinvasionupto1870-thelastattemptedonewasintended todestroyFrenchaspirations,ifnotFrenchnationality.France.therefore,maybeforgivenfordistrustingGermany'sspokenwordandherofficialprofessionsofsincerity.ButFrancemustbeguidedbyreasonin connectionwithherclaimsagainstGermany.TheremaybestreaksofdeceitandhypocrisyrunningthroughtheprogrammeofGermanresistance totheFrenchoccupation.Todestroy,however,theeconomicstructure ofGermanindustrialism,howeverintenseandsinisteritmightappearto Frencheyes,ortocauseevenatemporarybreakdowninGermany'sindustrialorganisationandeconomy,willnotmendmattersforFrance.though itmightgratifyherhurtheartandbeacreditagainstGermanInsolence duringthethreebadyearsoftheGermanoccupationfollowingthetragedy of1870,whichculminatedintheoverthrowoftheThirdNapoleon.Itis not.wethink,aFrenchdesiretodismemberGermany:Francemaynot undertheTreatyofVersaillesembarkuponsuchamadcareersmierthe pretenceofoccupationasacreditorwithoutsmashingthelinksofallied unityandchallengingveryserioustrouble.SheprofessednosuchintentionwhensheoccupiedtheRuhr.norhasshesince.Annoyance,however, fromrepeatedinsinceritiesanddefaultingsmightleadtheFrenchnationto attemptvainthings.ButFrancemustnotrunthegamutofrevenge-if thereisrevengetaintinghersoulto-dayinherattitudetoherstrickenfoe. NecessaryastheGermandefeatwasintheinterestsofBelgium-andFrance, itwillnotmakeforeorldpeacetoallowFrancetosurrenderhersoulto the.demonofRevengeandbecomethetyrannicaldestroyerofGermanindustriallife.

Germanyhassinned-sinnedterribly,outrageouslyagainsthumanity. whenin1914Prussianmilitarismranamok,butitisgiventonationsand toindividualstorepent,andifitcanbeshownbyanimpartialCommission ofexpertsthatGermanyiseconomicallyunabletofootthebillofcosts presentedtoherwithoutenforcing slaveryontheGermandemocracy,andifhersinceritytocarryouthercontractscanbeestablished,then humanityandChristianethicsdemandforherjusticeandMercy.

FaithHealingandMedicalAttitude

AtageneralmeetingoftheWesternAustralianbranchoftheBritish MedicalAssociation,heldonWednesday.July18,theHicksonFaith.HealingMissionwasdiscussed.Thefollowingresolutionswerearrivedat:-

(1)Thatmembersofthebranchshouldnotactivelyassociatethemselvesinanywaywiththemission.

(2)Thatthebranchisofopinionthatinordertothoroughlytestthe cureorotherwiseofpersonstreatedbyanyfaith-healingmethods,itis necessarythatthediagnosisofthediseaseshouldbefirstmadebycompetentmedicalmen,preferablybyoneormorespecialistsinthatdisease,and thatafterthepatienthasundergonetreatmentbyfaithhealing,thepatient shouldagainbeexaminedbythesamemedicalmen.Onlyinthisway,the branchthinks,cananysatisfactoryopinionastothevalueoffaithhealing bearrivedat.

IntheabovedecisionarrivedatbythePerthmedicalpractitionersat arecentmeetingoftheW.A.BranchoftheBritishMedicalAssociation,we havetheattitudeofthemedicalfacultytowardsMr.Hickson'sundertaking fullyoutlined.Inthusacting,asfarasweknow,ourlocaldoctorsare advanceoftheirprofessionalbrethrenintheEasternStates.NeitherMr. Hicksonorthepubliccanobjecttotheattitudeofthedoctors,foritisnot anattitudeofincredulity,orasluronthepossibilityofsuchhappeningsas areallegedtohaveoccurred,butanattitudewhichmakesforcertaintyin thingsextraordinary.Itismerelyasafeguardwhichthepublicshould welcome,andtowhichtheFaithhealershouldnotobject,ifhehasnothing tobeashamedoforafraidofinhiswork.InLourdes.wheresomany cureshaveoccurred,theproceedingsmappedoutinthedoctors'recent,re solution,arefullycarriedout.Thepatientsarebroughtbeforeacompetent hoardofmedicalmen,whoareacquaintedwiththenatureandhistoryofthe variousdiseasesandailmentsbeforetheymakeintercessionfortheircure. Ifaseemingcureisreported,thecuredoneisagainthoroughlyexamined andtestedbythesamemedicalboard,andtheypronouncewhetheritisa caseofcureornot.Withouttheirdecisionnocureisdeemedtobesuch. ThisalmostscepticalattitudeofthemedicalfacultyintheLourdescase,is Lourdesgreatestsafeguardagainstcriticism.IfMr.Hickson,forhisown sake,admittedthesameconditionstoprevailinhistour,therewouldnot besomuchincredulityorseverecriticismonthepartofthosewhoare fondoftheplaintruth.

55years,practicallywithouta break,DeanHoranofficiatedasParish PriestatGympie.Duringthewhole ofthatperiod,withtheexceptionof ashortabsenceontouroftheOld Country,hesaidMassdailyinthe localCatholicChurch.OntheSunday priortohisdeathhewasinhisaccustomedplace,andadministeredHoly Communion.Althoughhelooked veryfeebleitwasnotexpectedthat hisendwassonear.

DuringtheweektheDeancommencedtofail,andRev.FatherCasey, hisassistant,arrangedforatrained nursetoattendhim.Heremained conscioustowithinafewmoments previoustohisdeath,andtookpart intheprayersbeingrecitedathis bedside.Hehadattainedtheadvancedageof81years,thegreater partofwhichhespentinGvmpie.

TheMayorofthecity,onbeingnotifiedofthedeathofDeanHoran,orderedtheTownHallflagtobeflown athalf-mastasamarkofrespect.He saidthelateDeanwasamanwhowas heldinthehighestesteembythecommunityingeneral.DeanHoranwas borninIrelandin1842,andarrivedin Queenslandin1866.Hehasbeenin theactiveserviceoftheChurchasparishpriestofGympieforover55years. DeanHoranwasrelatedtothelate Dr.Quinn,thefirstBishopofBrisbane,andthreeofhisbrotherswere priests.FatherAndrewHoranisthe onlyoneoftheclericalbrotherssurviving.Othermembersofthefamily areresidentinIreland.Asayoung priesthewontheadmirationofthe diggersontheGympiegoldfield.For atimetheyoungpriestsharedatent withamanafewyardsfromwhere thepresbyterynowstandsonCarlton Hill.TheDeanlikedthespotso wellthatfiemadeitthesiteofhis futurehome.OnhisfirstSundayon thegoldfieldhefoundhimselfina dilemmaastowhereheshouldcelebrateMass.AnAnglicancameforward.andloanedhimabigtent,which wasusedforsomeweeks,untiltimber camefromMaryborough,andawoodenChurchwasbuiltonasiteonlya shortdistanceawayfromwherethe presentChurchnowstandsonCarlton Hill.InhisyoungdaysDeanHoran didmanygreatfeatsofhorsemanship.
