BishopGibbonswas-36yearsofage adthetimeof'theVaticanCouncil.at whichheassistedastheyoungestBishoppresent.Duringallhislifehe spokeofthisoccurrenceasthemost mentousandeducationalofhislife. fattheVaticanCouncilthedogma oftheinfallibilityofthePopeinmatoffaithandmoralswastobede-

ForAmericanCatholicstheCouncil oftheVaticanhadameaningwhich theyhadnotknown.WhentheBishopssatatTrent.Americahadbeen discoveredonlyashorttimeandnot allofthemweresurethatitwasnot apartofthemysteriousIndies.So securewasthePapacyinitspolitical powerthatAlexanderVI.hadbutre centlyissuedhisbullofdemarkation givingtoPortugalallofthenewly discoveredlandseastofaline100leagueswestoftheAzoresandtoSpain alltothewestward.AmericahatSno episcopateandonlyafewadventurowspriestshadgoneforthasmessengersofthefaithtotheunknownpeoplesscatteredoveritsvastarea.Now itwasthehomeofmanymillionsof Catholics,andthePontiffswerebeginningtoseeinitsfuturethe Church'sbrightesthopefortheexpansionofherspiritualinfluence.Ofthe 737memberswhosatintheVatican Council113werefromNorthand SouthAmerica.

BishopGibbons,beingtheyoungest, wassilentastohisopinions;theAmericanBishopsfeltthat,whilethey acceptedthedogmathatthePopewas infallibleinmattersoffaithand moralswhenhetaughtthewhole Church,thedefinitionmightbeinopportune.Oneoftheirreasonsforthis wasthatitwouldintensifytheopinionamongenlightenedAmericansof ProtestantancestrythattheCatholic Churchwassubjecttoforeigncontrol. Theyfeltthatitwouldnotconvince theProtestantstobeinformedthat "thedefinitionofthedogmawasmerelyanexpressionofabeliefandtraditionlongheld,andthatitwaswithoutbearinguponcivilgovernment.'

Noneclaimedpersonalinfallibility forthePontiff.Inordertoexclude thepossibilityofthisinterpretation, thetitleoftheVaticanCouncil'sdecreewaschangedfromBeRomani

ourofpowerfulrulers,taughtwhat Romecalledheresy. Anecclesiasticundersconcordat wasmoreorlesstheservantofthe State;andthatattimesforcedhim toseemtobetheenemyofthepeople.Gibbons'workinSouthCarolinaandRichmondwasapreparation fortheArchbishopofBaltimore,by courtesyandtraditionatleastthe primatialseeoftheUnitedStates,and nowhisrealworkforreligionandhis countrybegan.

Oneofhisstrongpointswashis prideinhisnativecityandhisnative State,andyetthisdidnotmakehim provincialorinsularintheslightest degree,butitendearedhimtohisfellow-citizensofeverybelief.Heshowed thatstrengthandcouragemightbe gentlewithoutincurringtheslightest suspicionofcompromisingwiththe truth;andinhisnewpositionherequired,ifanymaneverdid,strength andcourage.

Dr.WillhasavoidedPolemics;andas theCardinalhadnohatredsevenundertheguiseof"righteousness,"his taskwasmadesomewhateasier.He hasdiscreetlysofteneddownonaccountoftheforeignoppositionwhich wouldhavewillinglydestroyedthe Archbishop'scareer inthenameof God,ofcourse---ifRomehadlistened toitscomplaintsandaccusations.lie wasmadeasmarkedatargetforabuse amongcertainofhisecclesiastical brethrenaswasLeoXIII.whenthis Popesuggestedthatamanmightbe agoodCatholicandatthesametime sympathisewiththeRepublicof France.

ItwasnotaRomaninfluencethat madethepathoftheArchbishopdifficult;itwasanunreconstructedinfluenceofacertainsectionofecclesiastics impregnatedwithGermanreactionary ideas-asectionwhichhasfortunately disappeared,owingverylargelytothe

Thedefinitionwasmade.Newman wailedoveritsinopportuneness;Lord Actonalmostrebelled,andthegreat Dollingerandhisgroupfadedout. NearlyalltheEuropeanChancelleries hadopposedthedefinition.

TheAustriars_FrenchandSpanish Cardinalsspokewiththeweightofa powerwhichhadbeenallowedthem bycustomratherthanlaw.vetoing theelectionofPopes-apowerwhich wasbarredbytheCatholicChurch afterthevetoofAustria.deliveredby anAustrianCardinal,preventedthe electionofCardinalRampollaasthe successorofLeoXIII.in1903.

OneofthelessonswhichBishop Gibbonslearnedfromhisexperience intheVaticanCouncilwasthatinthe UnitedStatesatleasttheChurchand Stateoughtnevertobeunited.

TheyoungVicarApostolic(Dr.Will says)sawstillanotherconditionupon him.TiesbetweenChurchandState, whichwerethentotheEuropeanmind normal,ledsometimestoconditions thatnegativedwhatthosetieswere supposedtomean.Perhapsmorewas tobefearedfromCatholicthanfrom non-Catholicsovereigns.IngalismtheinterferenceofCatholicmonarchs inthepurelyinternalaffairsof'he Church-hadgrowntobeanalmost insupportableburden.'Politicalpressurehamperedthepontificateinthe selection`ofBishopsandpriestswere interferedwithalmostatthestepsof thealtar.Privateambitionandintriguebeseteverystepintheadjustmentofthedirectrelationsbetween ChurchandStateinEurope.Ecclesiasticalseminaries,baskinginthefay-

tact,thediscretion,theperseverance andtheunfalteringcourageofCardinalGibbons,supportedvaliantlyby priestslikeArchbishopIrelandArchbishopSpalding,ArchbishopRiordan andthepresentBishopofRichmond.

ThedescriptionbyDr.Willofthe strugglemadebytheCardinalagainst thecondemnationoftheKnightsof Labouristheresultofaclosestudy ofallthedocumentsinthecase.CardinalGibbonswasdeterminedthatno falseinformationshouldinducethe Popetoalienatetheworkingpeopleof theUnitedStatesfromtheChurch. Thesepagesalonemakethisbooka necessarycontributiontothestudyof Americansocialhistory.Hisfight againsttheGermanisingoftheWest throughtheCahenslypropagandawas wonagainstterribleodds.

Itisnotauthenticallyrecordedthat anyChristiantheologianeverseriously taughtthedoctrniethattheendjus- tifiesthemeans;buttherehavebeen groupsofecclesiasticsofalldenominationsandinalltimeswhohaveactedasifthiswerearevealeddogma:andagainstgroupsofthiskindCardinalGibbonswasforcedtostruggle. Thepagesinthis"Life"whichshow hisattitudetowardthelateArchbishopCorriganwhenDr.McGlynn violentlyespousedthetheoriesof HenryGeorge.areadmirable;andit willbeagreatpleasuretomanyreaderstoknOn,thatthekindlyrelations betweenthetwoprelateswerenever reallybroken,althoughtheCardinal didnotsympathisewiththeexcommunicationofDr.McGlynn.Heheld "ProgressandPoverty"tobethe workofaharmlesstheorist,andthat Dr.McGlynnshouldhavebeentreated inadifferentway.

Dr.Willmighthaverepresentedthisincidentinthelightoftherather unedifyingcontentionsofthetime,

nowhappilyforgotten;hehassifted thedocuments,andhehasavoidedall allusionsthatmightpainfullyrecall, nowthatpeacehasquietlyfoldedher wings,thememoryoffuriouscontroversiesoftwoparties'bothequally sincere.

TheCardinalwasthemostprompt andpunctualofmen.lienevervariedhismethodofliving.Nodinner guestwasmoreindemandinWash IngtonthanhisEminence.Hostesses werenotsuccessfulduringaseason unlesstheycouldbuildatleastone dinneraroundtheCardinal.This sometimesledtodifficultiesofprecedenceinthemostceremoniousofall Americancities,Washington;theCardinalwascharminglycomplaisant.On oneoccasion,whenanalarmedhostess discoveredthatshewasingreatdiffi- culty,'heevenofferedtoallowthe ItalianAmbassadortotakeaplaceattablebeforehim-acourtesytheAmbassadorrefusedtoaccept.Hehad adisconcertingwayofrefusingterrapinandchampagne.andaskingforaboiledeggoranappleduringthedinner.Sometimes,too,ifthehostess didnotmakeacounter-march,he smiledathissecretaryandarisein orderthathemightbeinbedathis usualhour,whichwasearly.Hehad agreatpleasureintheunexpectedsuccessofhisbooks;andtherewas onemaninWashington.muchinrequestbyhostesseswhentheCardinal wasaguest,whoknewsomethingof hisliteraryplansandwhowouldbegintotalkofthemjustafterthefatal hourof9hadpassed.Ilegenerally managedtokeephisEminenceatthe tableuntil11o'clock.CardinalGibbonshadtheartofmakingplatitudes interestingandhecouldrigoutan ancientanecdotefromBoswellor Spenceand"exposeinawaythat kepthishearersinterested."Even inhissermons,heneversaidanew thing,andheneverspoiledat^.oldone. Dr.Gibney,whoisnowinhis88th. year,studiedatAllHallowsCollegein Irelandandalmostimmediatelyafter hisordinationstetoutforhischosen mission-theconvictsettlementonthe SwanRiver.Inthosedays?W. travellingbyseawasnotaspleasurableasitisto-day.Thesailingship Tartar,onwhichFatherGibneyjourneyedtoAustralia,tooknolessthan fourmonthstomakethetriofrom EnglandtoFremantle,wherehelandedinDecember,1863.Duringthis longjourneyFatherGibneywasa greatfavouritewithallonboard. Evermindfulofhissacredcffice,he setaboutinstructingallwhowere

hop(theRightRev.MartinGriver' soonrecognisedthevalueofFather Gibney'sservices,andappointedhim Vicar-General.Thefoundingofchurches,schools.convents,colleges,hospitals,reformatoriesandorphanages engagedhismostearnestattention.To dothisworkhesecuredalargenumberofreligious,bothSistersandBrothers,besidesnumerouspriests.When BishopGihneyresignedtheSeeof Perththerewerenolessthan51churches,21superiorschools,43primary schools,andatleast7charitableinstitutions.Therewerealso44secular priests,13religiouspriests,27religious Brothers.315nuns,51novicesinthe DioceseofPerth.Thenumberof childrenthenattendingCatholicinstitutionswas6.781.

Besidesalltheseworks,hisLordship whowaseveronthewatchtofind waysandmeansofsuccouringthe natives,foundtimetovisittheNorthernportsofWesternAustralia.The resultofthesevisitswastheestablish-

readers.AtthetimewhentheKelly GangmadethelaststandatGlenrowanFatherGibneywasinthevicinitycollectingforanorphanagethat hadbeenburneddown,and,hearing ofthetrouble,hastenedtotheseem, incaseanyoneshouldneedtheservices ofapriest.Hiscourageousactin enteringtheburninghotelagainstthe wishesofpoliceandonlookersgained himconsiderablefame.Andheactuallysucceededinthemissionfor whichhevisitedthescene.

AttheendoflastyearhisLordship wasattackedbyaverysevereillness. whichcausedhimtobeconfinedtohis bedforaconsiderabletime.However,hehasgraduallyrecovered,andis aboutagain.HerarelymissesHoly Masswhinhhecelebratesinhisprivateoratory.

ThedissolutionoftheCzecho-SlovakianNationalChurchissteadily goingonfromwithin.Thisisfurther illustratedinthecaseofGorazdPaylik.OnhisreturntoCzechoslovakia fromtheUnitedStates,whereleissaid thathefoundedsixparishesofthe CzechoslovakianChurchanda-rived atanunderstandingwiththeProtest. antEpiscopalChurch.thisOrthodoxBishopfoundthatduringhisabsence themajorityofthe"faithful"ofhis owndiocesehadabandonedhimfor Dr.Farsky,whoseatheistcatechismhe hadcondemnedfromNewYork.This book.infact,hadbeenintroducedas theofficialtextbookforreligious;nstructioninhisowndiocese!The noticeablewantofanywelcomeath's returnshnttedtheorientationofminds clearlyenough.BishopGorazd.'raw thecopseouencesandtenderedhisresignationtotheDiocesanCouncil.This. however,wasnotaccented.hutadal. wassetwhentheOrthodoxBishop wastomakeclearhispointofview andthenthefinaldecisioncouldbe reached.Butbeforethatdateanarrangementseemstohavebeenarrived ataccordingtowhichDr.Farskyhas consentedtochangesomepointsinhis catechism-Why,itisonlydogma!" anewspapermaliciouslyremarked.At alleventsBishopGorazdwithdrewhis resignationThepresentsituation maybegagedbythefollowingpassagefromtheOrthodoxpaper"Nas Smer"Initseightsissueitwrites:

Theyjudgeofthisparticularchargeon thegroundofthathabitualjudgment whichtheyinheritasatradition.and hasbecomeapartoftheirreligious training.Thatthismodeofacting shouldbeguardedagainstbyfairmindedmenisthefirstprincipleof justice-aprincipalthatisthepalladiumofliberty,theonlyshieldagainst injusticeandtyranny.OurnonCatholicneighbourshouldnotpronouncesentenceonusonthestrength ofhistraditionalideaofus,butshould allowourcasetohaveafairchance againsttheirillogicalinheritedprejudgment.

Considirtheactionofaman,who throughthickandthin,isweddedto hisreligiousprejudice.Hetakesit

absurd,"andhewilladmit(evenin thisthetwentiethcenturywhenit shouldnotbenecessarytobeginhistoryalloveragain)thatthethingis toonotoriousforproof,thateveryone knowsit,booksassertit,parsons preachit-that,e.g.,Catholicsvalue sinatafixedprice,thattheymay getabsolutionforasininprospect, thattheymakeimagesandbread theirGod.thattheywouldburnProtestantsiftheycould.thattheyare constantlyplottingtodestroyschools andexterminatetheacceptedsystem ofeducation,thattheywould,ifthey could,bringthecountryundera foreigndespotism.Soitisthatin virtueofapracticeindirectcontradictiontothefirstprincipleofProtestantism.prejudicedProtestantsare sosureofthegroundsoftheirbias, andbelievesotenaciouslytheirinheritedaccountoftheChurch.Their principleisprivatejudgment,their practiceisimplicitfaithinaministry whichbyitsownconfessionhasno authoritytoteach.Manyhavegiven uptheministerialdutyofteaching andflungtothewindsallclear-cut creedstopracticewithglitteringgeneralities.

Itisthewaywithhumannatureto startwithvigour.andthentoflag. Yearstelluponthetoughestframes. timeringsinsubstantialchanges,prejudicesarewornaway,asperitiesare softened,viewsopened,errorsarecorrected,opponentsarebetterunderstood,themindweariesofwarfare. Sowouldithavebeenwithreligious dissensionsandprejudicesiftherehad beennoactive,persistentforceto guardagainstandopposethistendencyofthemindandnatureofman. Andsoprejudicesliveonagainstus. inspiteofallwemaydotodissipate them.andwillperdureuntilthatsavingdaywhenthehonestProtestant refusestoseethroughtheeyesofanother,nobettersightedthanhimself, untilhedecidestousehisownmind intheexaminationofreligiousmatters andlayasidehisstoreofunreasonable andunreasonedprejudice,andjudge theCatholicChurchonrational,actual evidence.Sheishereinourmidst exposedtothegazeoftheadmirerand enquirer.

ItisNoExcuse forthesementopleadthat-whilethe greatrevolutionwhichstruckdown theChurchwasinprogressEngland simplyheldherbreath."True,but thesemenknewtheirdutytheyhad readtheirtheology;theywereaware howtheCouncilofFlorencehadinthe year1438definedasofCatholicfaith thePope'sheadshipoverthewhole ChurchofChristadoctrinewhich thatChurchhadalwaysheld.Nay, theyknewhowinHenry'sownreign LeoXhadcondemnedLutherforassertingthecontrary.Hadtheystood outtheymusthavewon.EvenHenry couldnothavebeheadedawholebench ofbishopsandthirtymitredabbots.

Butitissomeexcuseforthepoorunletteredpeopletosaythatinparting withanarticleoftheCatholicfaith theywereledawaybytheirownteachersmanyofwhom,althoughapparentlygoodmen,werelearnedandwellable todressuperrorasthetruth,and puzzleandbefogtheplebianmind.A manoftwentyintheyear1553,when Marycametothethrone,hadheard nothingbutabuseofthePopewheneverhewenttochurch.Suchwere Henry'sorders.Maryrestoredthe Popetohisplaceofrightandhonour, butalmostassoonasElizabethhad beencrowned,thepulpitsrangout withtheoldribaldry.Saythesame ofotherarticlesofCatholicbelief,the SacrificeoftheMass,Purgatory.the honourduetoOurLadyandthe Saints,firstupheld,thendenounced, upheldagainanddenouncedagain!

Whatweresimplefolktothink?What exceptthatthereexistedno'longerany sureruleoffaith?Or,ifitdidexist, mightnotsuchasstilllovedtheold orderhopethatsoonallwouldcome rightagain?Henry'ssystemhad beenaltered,andsohadMary's.Might notElizabeth'salso?Sheherselfwas proposingtomarryaCatholic,andher nextheirwasaCatholic.Somany. nodoubt,submittedwithashrug,hopingthatthelineofdutymightsoon becomeeasier.Meantimetheyears slippedbywhilstmanyaninwardobjector,inordertoescapeheavyfines andworse.attendedthenewservices, contrivedbylayfolkintheteethofthe clergy,andimposeduponthenation byamajorityofonlythreeinthe HouseofLords,andthatdespiteEliza- beth'screationofnewProtestantpeers.

But WhatFinallyTurnedtheSeale infavourofProtestantismwastheappealmadetoEnglishpatriotismonthe occasionoftheSpanishinvasionin 1588.ForSpain'sally,andheronly ally,inthatlamentableenterprisewas SixtusQuintus,PopeofRome.Though theEnglishCatholicsmaintainedtheir loyaltyatthatcrisis,astillseverer persecutionwastheironlyreward, whilefromthattimedatedthatmost unjustsuspicion,longsocommon,that everyCatholicmustneedssideinhis heartwiththefoesofhiscountry. Fromthattime,too,datedthoseunhappydivisionsamongstEnglishCatholicsbothathomeandabroadthe oneparty redemption,stilllookingtoSpainfor theotherrelyingona changeofheartintheirrulers,tobe broughtaboutbyapeacefulandloyaY demeanour.Butthechangewaslong incoming.Bytheyear1630.outof fivemillionsandaquarterofthewhole populationonlyonehundredandfifty thousand,thatis.onethirty-fifth,were Catholics.EnglandhadbecomeoverwhelminglyProtestant.

AndyetduringthelongperiodrequiredtograftProtestantismuponthe lifeofoldEnglandandchangethe wholeethosandtemperamentofthe country,therehadbeenrisingsofher peopleagainsttheirdespoticrulers. "OverhalfthecountiesofEnglandthe peoplerose,andfoughtonefinalbattle forthevisionoftheMiddleAges.' Someoftheserisingswerelargelysocial.butothersweredistinctlyreligious. ThePilgrimageofGrace,whosepro-grammewasavowedlytherestoration oftheoldreligion,causedevenHenry's thronetototter.Hewasdrivento parleywithhispeople.buthaving calmedthemwithpromises."proceed- edtobreakfirstthepromisesandthen thepeople"UnderhissonEdward. themenofDevonandCornwallrose fortheLatinMassagainstthenew Englishservice.hutwereputdown withwholesaleslaughter.Underhis daughterElizabeththeNorthern. Earlsrose.andthepeoplecrowdeallto MassinDarharnCathedralandelsewhereonceagain:buttheytoofailed. andinhervengeanceontheNorth Elizabethshowedshehadasmuchof thetigerinherashadherfather.

Soseemedtogodownforeverin blondanddishonourtheoldChurch ofEngland.Ifitdidnotgodown.if itisstillalive,andwe.herchildren. arefullofhopeforthefuture.weowe it,underGodandtheHolySee.toour StaunchandFaithfulLaity, totheoldtitledandcountyfamilies andtheirtrustytenants,whoenabled inspiteoftheirenormousfinesto buildandmaintaincollegesabroad. Weoweittothedevotedclergythereintrained.tothezealofthesonsof Ignatius.andBenedict,andFrancis,

whoinourdarkestdayscamefrom evertheseastoministertotheneeds ofthedwindlingflockathome.But inanespecialmannerdoweoweitto thecompanyofourMartyrs,tothose heroes,thesightorthenewsofwhose triumphantstrugglekindledanewour fathers'faith,andfedafreshtheirenthusiasm.thusbringinglifeoutof deathanddefeatingtheveryendfor whichtheextremepenaltywasinflicted.OurveryextinctionasaChurch herewaslonghopedfor:"Theyseek toquenchmyspark.andwillleavemy husbandnonamenorremainderupon theearth."Butthesparkwasnot quenchednortheoldraceextinguished.

OntheappearanceoftheaboveextractintheNewYork"Tribune,"the "NewYorkNation,"commentingon thefactthat,spfarasitcoulddiscover,nootherNewYorkdailyhadreportedit,challengedthePress,inthe interestofintegrityandtruthfulness, toabandonapolicyofsuppression. andfurthercalledupontheNavyDepartmenttodenyorconfirmAdmiral Sims'sstatement.The"Nation"ernphisisedtheimportanceoftheAdmiral'sremarksbysayingthatthe Pressshouldmakereparationforall theliesprintedabouttheGermans duringthewar. The"Tribune"respondedbyinter-viewingAdmiralSimsonthesubject. TheAchiiiralstucktohisguns.In thecourseoftheinterviewhesaid donotblamethenewspapers.As farcisIknow,thenewspapersprinted thetruthastheyknewit.Their sourcesofinformationweremenwho hadmadethepassage,lettersfromthe otherside,andnavalofficersonthis side.Oneofthesacrificesapeople necessarilymustmakeduringwar timeisofanaccurateknowledgeof events.Youhavegottokeepmany factsfromyourownpeopletokeepthemfromtheenemy.Itwouldbe extremelyunpatrioticforanewspaper totelltheabsolutetruthaboutwhat istakingplaceduringawar,evenif thenewspapercouldgettheabsolute truth,

IftheygointotheNavyDepart- mentrecordstheywillhavetostand behindme,butiftheyjustgivethe offhandimpressionofsomeofficerbasedonwhathereadinthenewspapers duringthewar,theyprobablywould not.

Istated thatbarring.thecase ofthehospitalshipLlandoveryCastle, Ididnotknowofanycasewherea Germansubmarinecommanderhad firedupontheboatsofatorpedoed vessel:thatthecommandingofficer andtwoofficersofthesubmarinethat torpedoedthehospitalshipinquestion weretriedinGermanyafterthewar andpunished:thatthesubmarine commandersgenerallyactedinahumanemanner,andinsomeinstances gavetheboatsoftorpedoedvessels foodandwater,andatowtoward land,andsentoutwirelesssignalsgiv- ingtheirpositions.

Thedisasterthatoccurredtothe Lusitaniawasagreatblowtothe Germans.Itwaswhollyunexpected bythem,Ithink,forthisreason:If youhadaskedanynavalofficeror navalconstructorwhatwouldhave happenedwhenthisvesselwastorpedoed,Iamsurethatthegreatmajoritywouldhavesaidthatafterbeingstruckshewouldhavefloatedfor hoursbeforesinking,andthat.being closetoland,shewouldhavebeen beached.Ihaveneverbelievedthat Germanyhadanyideathatthetoredoingofthatvessel -wouldhave causedthelossofanylivesatall. amspeaking,youunderstand.asa seamanspeakingofotherseamen. Ifthesituationhadbeenreversed,if

wehadbeeninGermany'splace.and ifwehadbelievedthatlosingthewigs* wouldhavemeantdominationofour countrybyGermany-besuretomake thatpoint-we,too,wouldhavesunk shipswithoutwarning.

Asforthepropaganda.mostofthe thingstold,Ibelieve,weretrue,but itwasnotallthetruth.No_army evermarchedthroughanenemycountrywithoutsomethieving,without someviolence,evenwithoutsomeas- saultsuponwomen.Butthesethings arcnottrueofanentirearmy.They arejusttrueenoughtopermitsuch storiestobetold.Thepurposeis clear.

Summingupitsownpositiononthe matter,the"Nation"says:

Thepurposeisclearenoughindeed. Itistodeceivethepeopleintohatingan enemywithablindpassionatehatred whichtheywouldnothaveifthey knewthetruth,andtoinducethem tofightonwhentheymightwantto makepeace.Wedonotagreethatit isthedutyofthePresstolieinwar time.WebelievethatthePresshas aresponsibilitytodiscoverthetruth, howeverdifficultthat;naybe.We doblamethenewspapers.Letus givehonourwherehonourisdue:the"Tribune"boldlygaveAdmiralSims's interviewthebannerplaceonthe frontpagethatitdeserved.Butthe "Tribune"editoriallyignoredhis chargeoflying,andmerelydeniedhis assertionthatinlikecircumstances theUnitedStateswouldhavedoneas Germanydid."AdmiralSims."it says,"owesthecountryaprompt apologyforhisastonishingaberra-tion."UnlessthePresscanrefutethe Admiral'sstatementsthatitfilledthe countrywithuntruthsaboutthesub- marinecampaign,wesubmitthatitis theAmericanPress,the"Tribune" amongitsworstoffenders.whichowes thecountryanapologyforitsaston- ishingaberratins.

Warisanatrocity.Thesubmarineisanatrocity.Everyshellthat blastsatreeorripsitswaythrougha peasant'scottageisanatrocity.We wouldnotprettifythepictureofwar, orlessenthepopularunderstanditigof itsessentialcruelty.Itistheshadingofthepicturewhichweprotest,theeternalanduniversalliethat somehowone'sowncountrynienmake warpleasantlyandtheenemywith particularcruelty.ThatlieourPress, likethePressofGermany.France.and Britain,valiantlyspread,anditshows nosignofrepentance.

Theishitehouseonthehilllooked coolandcomfortableinthesunlight oftheJulymorning.Fertilefields andgreenorchardssurroundedit,and tothewestwardshoneasilveryribbon ..fwater.Thewindowscommandeda fineviewofthecountryside,andthe womanworkinginthebigkitchennow andthendroppedherworkandstood bythewindowwatchinganxiouslythe twomenwhowalkedhereandthere scanningthefieldandappraisingthe property.

Oneofthemenwasarealestate akent,andhewasexaminingwiththe hopeofpurchasingtheentireestate. Wealthypeoplehaddiscoveredthe possibilitiesofWarnervilleasanallthe-year-roundresidencedistrictand abigbuildingboomwasonatpresent.DavidCarter,ofthewhite houseonthehill,wokeonedaytofind himselftheownerofthemostdesirable pieceofpropertyinthetown,andhe hadalreadybeenofferedapricewhich wasinitselfafortune.
