Thechairmangavethetoast, "OurHolyFatherthePope,"remarking,'MayGodblesshimon earthandgivehimtriumphover allhisenemies."Hethenreada telegramitwasintendedtosendto hisHolinessattheVatican,ensuringhimoftheirloyaltyandharmony.CanonShine,proposingthehealth ofArchbishopMannix,saidthat Irelandsufferedconsiderablyfrom theignoranceofEnglishpeople regardingher.Irishmenwere MisrepresentedandMisunderstood inEngland.Hischaracter,his country,hiscountry'shistory,and theconditionsthatprevailedinIrelandatthepresentdayandthe realnatureandtruereasonforthe demandsmadebyIrelandwere practicallyunknowntothemajorityofEnglishpeople.Theywere weariedoftheignorancethatprevailedandtheideathatIrishmen hadadeepanimosityagainstEngland.Hehadneveryetmeta brotherIrishmanwhodidnotwish Englandwell(hear,hear).They, asIrishmen,wishedtobeon friendlytermswithEngland;only theywantedtobeallowedproper conditionsinordertohavesuch relationship-(applause)-and Irishmenhadnotmuchregardfor anEnglishmanwhodidnotlove hiscountryandwasnotanxious foritshonour.Thegreatnessofa countrywasnottobefoundinits wealthandindustries,butratherin itsidealsandappreciationandlove forliberty,honourandjustice(applause).BecausetheArchbishop lovedjusticeandhatediniquityhe wasthatdayanexile.Becausehe desiredhisowncountry'speacehe wasdeprivedofahome.ItwasfrequentlysaidthatIrishpriestsand bishopswerethecauseofthepresentturmoilinIreland.Irishpriests hadthesamerightsasanyother man-(applause)-andtheirgreatestobligationwastodenounceoppression.Thedesirewasplanted intheheartsoftheIrishpeopleto controltheirownaffairs(applause). TheArchbishopofMelbournewas abletovoicethatdesireandto helptomakeknowntotheworld thatwhatthe'Irishmenweremost cryingoutforwasliberty,and,so far,thatcryhadbeeninvain.The Archbishopnevermadeastatement thatwasnotinperfectkeeping withthosegreatprinciples(applause).ThePriestsattheNorth ofEnglandhadmostlyworking classcongregations,andhethought theywouldagreewithhimthatif avotewastakento-morrowthe treatmentofDr.Mannixwouldbe condemnedby90percentofthe workingpeopleoftheNorthof England,andhehadnodoubtaboutitinhisownmindthatthe samewouldbesaidbytherestof thecountry(applause).Theyrepresentedafourthoftheprovinces,andtheyprotestedagainstandcon demnedthetreatmentofDr.MannixbytheBritishGovernment (applause).HeventuredtosaythattheEnglishpeople-whowere atheartajustpeople-iftheywere notblindedbyprejudiceandmis-

Hedesired,hesaid,inthefirst place,tothankthemforthecordial receptiontheyhadgiventohis name.Thatgreatmasterofthe Northwouldsend,throughBishop FogartyandtheIrish'Bishops,a messagebacktoIreland(applaesei.Suchagatheringasthat wasenoughtowarmuptheirhearts iftheyweregrowingcold;aye,even himself,thoughhewasin"cold storage"inEngland-(laughterand applause)-felthimselfwarmedup andheartenedwhenhelookedupon thatmagnificentgatheringofclergy oftheNorth.Hewasgratefulto thehierarchyofEnglandrepresentedthere-(applause)-tothe hierarchyofIreland.hisowncountry,andtothehierarchyofAustralia,hisadoptedcountry(applause).Nomatterhowlonghe bvedhewouldrememberthereceptiontheyhadgivenhim.By processionhewasamanofpeace, buttheBritishGovernmenthad madehimaprisonerofwar(laughter).Yes,therehewasagainst hiswill,thoughhewasamong friends,buthewasnotgoingto sayonewordaboutthepresumptionoftheBritishGovernmentin appropriatinghisperson.Hehad nevermadeapersonalcomplaint sinceheputhisfootinEngland. Whenalittlemoretimehadpassed heventuredtothinktheBritish Governmentwoulddeeplyregret thattheyhadcapturedhimoffthe coastofIreland(laughter).That wasArmisticeDay,butithadnot broughtthemwhatithadpromised.Whatevermightbesaidof therestoftheworld,therewas NoArmisticeinIreland. Almostwithinearshot,theIrish peoplewerebeingtrampledupon, tortured,theirhousesburnedover theirheads,theirsonsandhusbandsshotbeforetheireyes-and thatwasArmisticeDay!Inprofessionandpracticehewasaman ofpeace,andhewaslookingfora peacebasedonjustice,theonlyone thatwaslikelytolast.HisGrace ar:mittedthathehadmetDeValerainAmerica.andhadstirredup anti-BritishfeelingintheUnited States,buthedidnotwithdrawa wordthathehadspoken.Itwould beimpossible,headded,totellthe truthaboutIrelandwithoutstirring upanti-Britishfeelinginthehearts ofanyhonestmen.Itwasnota questionofpolitics,norofChristianity;itwasamatterofhumanity(applause).Whattheywere fightingforinthegreatwarwas thatrightmightbevindicatedover might,thatthegreatandlittle nationsshouldagree,andtheworld befreefordemocracy.Hewasno haterofEnglandortheEnglish people,andhadnodesireforthe breakingupoftheBritishEmpire whereveritwasfoundeduponthe freeconsentofthepeople.IfEnglandhadthecouragetofollowthe leadofMr.Asquith,LordGrey, Mr.Henderson,andothers,there wouldbelastingpeacebetween EnglandandIreland.Irelandhad nodesiretosupportinanypartof

theEmpirewhattheBritishGov.ernmentweredoingnowinIreland,butiftheIrishhadanarmy andnavytheirfullsupportwould begiventoBritainifshewentto warinanyjustcause(applause). HisGraceconcludedwiththehope thatinthenearfuturetherewould bepeacebetweenEnglandandIre. land,andbetweentheinandevery othercountry. TheBishopofKillaloe,inmoving agpteofthankstotheexecutive andFatherMoylan,thesecretary, fortheexcellentarrangements.said thepeopleinEnglanddidnotknow whatwastranspiringinIreland.He thankedthehonestBritishPress whosentmenwhowerenotafraid ofintimidationtoIreland,menwho couldnotbebribedtosilenceor intimidatedtoleavethecountry, butwrotewhatwasdonebythe lightofburninghomes,andwould notfallinwiththewishesofthe "BlackandTans." TheArchbishopofPerth(tie MostRev.Dr.Clune)secondedthe motion,whichwaspassedwith greatenthusiasm.Theproceedingswereinterspersed bythesingingofseveralsongs.

WhenMr.ArthurBalfourbecame secretarytohisuncle,LordSalisbury,43yearsago,andwentwith himtotheBerlinCongress,the worldsufferedaseriousloss.For Mr.Balfourfoundhimselflaunched inapoliticalcareer,andmissedhis truevocation.Hehadinhimthe makingofastudent,aphilosopher, amanofletterswhomighthave beenveryhelpfulinthelongest warofourtime-thestrifebetween truthandfalsehood.Butitwas hisfatetobecomeapartypolitician,hisearlierandmoreuseful usefulbentofmindshowingitsek fromtimetotimeinexcursionsintothephilosophicfield.

WhatBalfourSaidatOxford.

InNovemberhemadeoneof theseexcursions,whenheaddressed theInternationalCongressof PhilosophyofOxford.Thephilosopherdealswithprinciples-the averagepartypoliticianthinks firstofpolicyandthenlooksround foraprinciplewhichcanbetwisted intosomekindofjustificationfor whathehasdoneorhopestodo.

Mr.Balfourrightlykeptprinciples inview,withoutanyover-anxiety astotheirbearingoncurrentpolitics,whenatOxfordhetookpart inadiscussionontheproblemsof "Nationality."Hesetoutwith sayingthathewasinclinedtobelievethat"afulldemocraticconstitutionwasthebestformodernhomogeneoussociety,andthatthe beststayofgettingthatwas throughtheprincipleofnationality."

Inthisstatementtheword"homogeneous"suggestsadifficulty. Menarenotallcastinthesame mould,likesomanybullets.In everynationalgroupintheworld therearevaryingelements.AsMr. Balfourhimselfputit,recent treaty-makinghasshownnumerous examplesofthedifficultyofdrawingfrontierlinesthatwillinclude "entirelyhomogeneousnationalities." Althoughonehearsattemptsto makeoutthattheyarereally ScotchorEnglishsettlers,noone believesthetaleinanyseriousness.
