ThedespatchesoftheSecretaryof Stateofthe23rd.and31st.Marchlast donotindicatethatanychargewas broughtagainsttheseclergymen.Ste statesthat"theywereinternedwith allotherenemysubjects,"andthatthe CeylonGovernmentwas"notaware"of and"specialreasonsagainst(their)repatriationorrelease."Thepresumption,therefore,isthattheywereinnocentofwrong-doing.Thatbeingso, IsubmitthattheImperialGovernmentmightfairlybeaskedtopaythe expensesofconveyingtheseprieststo America,oratleasttoprovideasum equivalenttothecostofreturning themtotheplacewhencetheywere taken.

TothislastIreceivedthefollowing reply:DepartmentofDefence, Melbourne,23rd.June,1916.
DearMr.Mahon,-Ibegtoacknowledgeyourletterof17th.Juneonthe subjectoftheCatholicpriestsfrom CeyloninternedinAustralia.
SofarasIcanascertain,thereisno recordinthisdepartmentoftheImperialGovernment,orofanyofthe GovernmentsoftheEmpire,having borneorcontributedtotheexpenses ofrepatriatinganyenemysubjects,exceptinthecaseofcombatantprisonersofwarwhoarerepatriatedbyway ofexchange.Inthecaseofministers ofreligionthereisnoexchange;they aresimplyallowedtoreturntotheir country.andtheGovernment'sconcernwiththemislimitedtoseeing thattheydepartwithouthindrance. Thisdepartmentisunawareofthe specialreasons,ifany,whichledtothe internmentofthepriestsfromCeylon. Itisunderstoodthattheconductof GermanmissionariesinIndiaand neighbouringcountrieswasprejudicial toBritishrule,butinthecasesof thesegentlemen1amreadytoassume, intheabsenceofanystatementfrom theGovernmentofCeylon,thattheir internmentwasorderedmerelyasa precaution.Evenso,theyareinno differentcasefromnumbersofenemy subjectsinternedinAustralia,anddo notmeritspecialconsideration.AsI havealreadystated,nocontribution hasyetbeenmadetotheexpensesof repatriation,exceptonlyinthecase
war,and,sofarasIcanascertain,no applicationforassistanceinpaying suchexpenseshaseverbeenmadeto thisdepartment.
InthesecircumstancesIregretthat IdonotseemywaytomakeanyrepresentationstotheImperialGovernment. Ihavealreadyconsideredthequestionofreleasingthesegentlemenon paroleinAustralia, andIhavedecidedthatIamnotjustifiedinreleasingthem.Thedecisiontoallowthem toleavethecountrydoesnotaffect thereasonswhichledmetodecidethat theycouldnotbereleasedinAustralia, andsoIshallfeelcompelledto keeptheminterneduntiltheirdeparture.
InregardtothecaseoftheRev. Bro.Dohren,Iamhavinginquiry made.Anopportunitywillbegiven tohisbrotherprieststomakeany statementstheydesirebeforeleaving Australia.-Yoursfaithfully, G.F.PEARCE.
Therequestwasthatacivilcou-t inquiry,evidenttobetakenonoath, shouldbemadeintothecircumstances ofRev.Bro.Dohren'sdeath;notthat "hisbrotherpriests"shouldhavean opportunityto"makeanystatements theydesire."Nothinghasresulted,so farasisknown,fromtheMinister's "inquiry."
