Thepowerfulcommotionsthatare shakingsocietyatthismomentand thataretheconsequencesoftheevils ofwar,arecausedbysomethingthat wemustseekdeeperandfartherthan inthecalamitouseventsofthelast fiveyears.Thisgeneralexplosionof revoltagainstthesocialorderisthe ionsequenceofthede-Christianisingof theworld.Tobringaboutareal peaceintheworld,thereisonlyone means,thatistoreconstructthesocial orderonthebasisofChristianity. ThemodernState,inordertobeable tofulfilitsmissionforthepublicsafety,mustbeorganisedaccordingtothe principlesofChristiandemocracy.Does itnotseemthatLeoXIII.sawinto thefuturewithapropheticlookwhen heaskedCatholics,nowtwenty-five yearsago,touniteinastrongactionin favourofthemasses.InhisEnCyclieelontheChristianconstitutionof States,hecondemnedthemonopolyof powerbythehigherclassesaswellas theregimeofaproletarianrepublic whichwouldexcludefrpinpubliclife thecitizensoftheothersocialcategories?
ProtectionoftheFamilyandDefence ofProperty.
TheStateought,then,toguarantee toallthepeopleasuitableportionof thegoodthingsoflife.ThefirstobiectofaChristianeconomicpolicy ihouldbetohelptheworkmantolift mikeimselfoutofhisprecariouscondition soastogivehimaccesstoproperty,to acquireahomeofhisown,andtoraise himselftoanindependentposition. Bythatmeans,weshallprotectthe family.Itswell-being,itsgrowth,and itsindissolubilityshouldbetheobject ofourliveliestsolicitude,inatime whenSocialismisworkingfeverishlyto destroyit.Forthepurposeweshall "truggleagainsteveryprojectofabolitior_ofprivateproperty,becausethe
rightofpropertyisanaturalright, sanctionedbytheDecalogue,andbesides,wecannotconceiveeitherfamilyorevenStatewithoutit;foritisan institutionindispensablefortheirwellbeingandtheirprogress.Themost ingeniousmeasuresthatcouldbeimaginedtosupplyitsplacewouldnever supplantitintheimportantpartthat itplaysasastimulusofgeneralactivity.
ChristianFraternityandFreeiom FromtheSocialistYoke.
Thereconciliationoftheclassesbya fundamentalsocialreform,thatiswhat wewant,andnotthestrugglebetween theclasses.Thedisappearanceof personalcontactbetweentheemployerandtheworacmanhasbeenfatalto thecauseofsocialharmony.Theidea ofChristianfraternitymustbere-establishedbetweenthemembersofthe differentclassesofsociety.Thatis oneofthetasksthatparticularly-devolvesuponuurassociation.Wemust needssnatchfromtheyokeofsocialist organisationstheChristianandpatrio-ticworking-classelements;thelesson ofrecenteventsforcesituponuswith themostearnestpleading;weareimperativelyboundtofavourallassociationsthatareasupporttosocialorder.toreligion,andtocountry OrganisationstobePromotedor Developed.
Movedbytheseconsiderations,we proposeforyouracceptancethefollowingprogrammeoforganisation:-
1.Itisrecommendedtoallworkmen andemployeesbelongingtosocialist syndicatesandassodiationstoleave theseorganisationsthat,aswehave seen,areapreytoanti-socialconspiracies,andtoclubtogetherinworkmen's Christianassociationsandsocialsyn- dicates.
2.Theprojectofthefoundationof aChristianSocialWorkman'sFederationtakingitsplaceonthepatriotic platformreceivestheapprobationof theSwissConservativeParty.thatwill giveitswholestrengthtoitsrealisation.
3.Werecommendthedevelopment.andtheerectiontothelevelofactual necessity,oftheprofessionalorganisa- tionsoffhcmiddleclass,sothatthey mayprdideasolidprotectionforthe peasantclass,theartisanclass,andthe commercialclass.
4.Politicalandreligiouspartiesand theircommitteeswillconsideritaduty, onaccountofthegravityofthetimes, toredoubletheirzealand,diligencein theworkofthepropagationofideas andinthatoftheconcentrationandor ganisationofCatholicforces.whether inthereligiousandcharitabledomain orinthatofsocialpolicy
LegislativeReformsofthePoliticaland SocialOrder.
Amongstthenumerousandsocial projectsthatoccupyatthismoment Swisspublicattention,thefollowing shouldoccupyaplaceinourprogramme:-
1.Remodellingofthefederalconstitutionwithaviewtoitssimplification.
2.Reformofourmilitaryinstitutions, namely,disarmamentascompleteas theneedofoursecuritywillpermit; extirpationofallabusesandtheimprovementofinstitutionsthathave fortheirobjectthewell-beingofthe soldierandchieflyofthoseofthe medicalcorps.
3.Revisionandcompletionofour sociallegislation,namely:-
(a)Establishmentofmorejustconditionsofwageandprofitinfavourof theworkingclasses.Thefixingof minimumsalariesandtheparticipation ofworkmenandemployeesin,hebenefitsoflimitedliabilitycompanies.De: mocratiseiionofproperty,soastofacilitateforIll'theestablishmentofone's ownhomeandthebenefitofindependentexistence.Housingreform,with thehelpoftheConfederation,incanton, Andtownships.
(b)EstablishmentofgeneralAssuranceFundforinvalids,theaged,wide owsandorphans,bytheConfederation,withtheco-operationofemploy- ersandoftheassured.Revisionof thelawofassuranceagainst/sickness andaccidents.
(c)Revisionofthefactorylawsasa resultoftheinformationthatwillbe furnishedbyapopularinquiry.The reformshouldprimarilyaimatthe shorteningof'theworking-day,ina mannercompatiblewiththeeconomic interestsofSwitzerland,andtaking intoconsiderationthedifferentconditionsoftheprofessions,itshouldtend, besides,toimprovetheregulationsregardingrestfortheworkers,andthose thathavefortheirobjecttheprotectionofyoungpeopleandofwomen;it, shouldfinallydecideontheappointmentoffemaleinspectorsoffactories andthedrawingupofrulesforhome industry.
(d)Protectionoftherighttowork bylegalregulationsontherightto strike.
(e)Meastveinfavouroftheideaof solidarityamongprofessionalclasses, andforthesettlingofconflictinginterests.Appointmentsofsalarybureau ofconciliation;promulgationofalaw ontrades.
4.Measuresagainstgrabbing,usury, andtheexploitingofthemassesby meansoftrustsandindustrialandcom-
nierciaiinonopolie,.Revisionofthe lawconcerninglimitedliabilitysocieties.Taxationoflargeenterprise. forthereliefofthesocialchargesofthe cantonsandthetownships.
5.Protectionofsmallagricultural holdings,andmeasuresinfavourof ruralandAlpineeconomy.Improvementofpoorlands.Resistanceofthe contractingofdebtsonlandandto speculationonlandedproperty.
6.Measuresinbehalfofpublic health,chieflyagainsttuberculosisand alcoholism.
7.Defenceofourgeneraleconomicinterestsagainstthethreatofaruinousforeigncompetition.
8.DefenceoftheChristianfoundationsofmarriageandofthefamily.Re- sistancetoattemptsatthedestruction ofprivatepropertyandoftherightof inheritanceandtothepoisonousideas inwhatconcernsthepositionofwoman inthefamilyandinpubliclife__ InregardtotheresourcesnecessarytotheStatefortheaccomplishmentof itsmissionofgeneralutility,wethink that, michavingregardtopresenteconoconditions,itisbigpropertyand bigincomesthatoughttoprovidethe largestcontribution.

Itisonlybyare-awakeningofreligiouslifethatourcountrycandefend itselfsuccessfullyagainstthedestructionofmoralideas,whichistheconsequenceofthewar.Forthatpurpose, theChurchmusthavefillliberty.The lawsthatimpedeitshealthyactionshouldbeabolished.Whilstwerecog- niseintheStatefulllibertyofaction andfullauthorityinitsowndomain, wealsoclaimfortheChurchevery facilityforactioninitsown,sphere.It isafactuniversallyrecognisedthat wherevertheChurchexercisesitsinfluenceovertheheartofthepeople, loveoforder,respectforauthority,and devotiontothecommongoodaremet with.Theeventsthatwehavelived through.haveproveditoncemore.

HisGracetheArchbishopmotored fromMelbourne,andwasaccompanied bytheRev.WilfridRyan,S.J.,andthe Rev.JohnCorcoran,S.J.
Shortlyafterthreeo'clock,apublic meetingwasheldinthegroundsoutsidethehall,atwhichacollectionwas takenuptomeettheexpensesinvolved intheerectionofthehall.
IntroducingtheArchbishoponthe occasionofhisfirstofficialvisittoPortarlington,theRev.CharlesConlon,rectorofDrysdaleparish,urgedhishearerstopayattentiontothewordsof wisdomandknowledgetheywouldhear fromhim."HisGrace,"hesaid,"alwaystellsthetruth,andifyoudon't getthetruthfromtheheadsofthe churches,fromwhomwillyougetit?"
Continuing,hesaidthatthepeoplecarriedaheavydebt;thepurchaseofthe landcost£247,andthepriceoferectingthehallwas£1,200.Ofthis£700 hadbeenpaid,and£800ofdebtremained.Butinspiteofthisdebt,thehall wouldalwaysbegivenfreeforfunctionsinaidofreturnedsoldiers,andfor charitablefunctionsarrangedbyany denomination.(Applause.)Henominatedthreenon-Catholicresidents, Messrs.Munro(manageroftheNationalBank),Geo.WebsterandHarvey(formerShirePresident),atthe requestofanyoneofwhom,andfor anypurposewhatever,hewouldgrant thehallfreeofallcost.Non-Catholics hadencouragedhimtobuildthehall. andthatwasonewayinwhichhe couldpubliclyexpresshisthanks.Finally.hethankedthebuilderandthe painterfortheexcellentwayinwhich theyhadcarriedouttheirwork.
ArchbishopMannixwasgreetedwith loudapplauseasherosetospeak.He said:-
"FatherConlon,Ladies,andGentlemen,-FatherConlonisapublicbenefactor,inprovidingthishallforPortarlington.Iamdelightedtohearhis generousoffer,foritisjustwhatI shouldlikehimtodo.Itisevidence ofafriendlyfeelingandagoodunderstandingexistinginthewholeofthe Commonwealth.Australiaislarge enoughforall,anditissad,regrettable anddeplorablethatwehavenotall decentelbow-room.(Applause.)Some peopleblamemeforthewantofthis harmony,buttheyknowtheyaresayingwhatisnottrue.1hopethatCatholicpastorsinotherplaceswillfrequentlybeablelodoasFatherConlon hasto-day.Thishallitselfisacredit tohisbusinesscapacity,andIcongrat_ ulattallconcerneduponitserection.
Afterreferringtothesectarianbitternessarousedin-Australiabytherecentelections,hecontinued:
"But,ofcourse,wearemuchbetter offherethantheyareinIreland.There youcouldnotholdameetingsuchas thiswithoutpermitsfromthemilitary authorities,andeventhenmachinegunsandaeroplaneswouldputinan appearance.Again.Iwouldnotbe abletodriveinamotorcar,like didthismorning;youcannotownor useamotorcarwithoutapermitfrom themilitaryauthorities,andIdon't thinkIwouldhaveenoughfriends amongthemtosecureone(Laughter).

Somepeopletalkaboutthe"outrages"inIreland.Thereareafew factsaboutthesecabled"outrages" thatshouldberemembered.Thefirst is,thatthenarrationofthemsuitsthe cable-writers,andsuitsthepolicyof theLondonpaperswhosenewsis cabledhere.Therefore,agreatpart ofitissimply-lies.Theinvention ofthemiscertainlynotbeyondthe competenceorabilityoftheEnglish garrisoninIreland.Irememberit someyearsago,whenjuniorofficers wouldactuallyinventsuchcrimesin ordertogainthefavouroftheirsuperiors.Wereadsometimeagoofan OutragethatwasattributedtoSinn Feiners,andlaterfoundoutthatone Englishsoldierhadbeenshotbyanother.Thecountryissosmall,it seems,thattheEnglishsoldierscannot keepoutofeachother'srange.(Laughter).Ihavenosympathywithcrime orviolenceofanysort.Ibelievein hearingeverybody;thoughitwillbe foundthatmosthavegotverylittle tosay.(Laughter.)
InIreland,itwillbefoundthat,as regardsnon-politicalcrime,thecountryisthemostcrimelessinEurope. Judgesoncriminalcircuitaregiven whiteglovesonoccasionswhenthere arenoprisonerstobebroughtbefore them.ThisfrequentlyoccursinIreland,butIhaveneverheardofitin Australia.Now,howisit,whilethe Irishpeopleareinsomerespectsso crimeless,thatthesamepeoplearesaid tobeguiltyofsomanycrimesinthe politicalarena?Theonlypossibleexplanationofsuchpoliticalcrimeis, thatitiscausedbybadgovernment. Andifthatisso,isitnottimethat theEnglishGovernmentgaveupits
attemptitogovernIreland,sinceit hasfailedsobadly?(Applause.)
Thetruthis,thatthewholeworld hasgivenaverdictagainstEnglish GovernmentinIreland,includingeven theBritishdominions.Itisaquestionthattheymustsettle,ifonlyfor theirowngood.Irishpeoplewant lintythesametreatmentasthatgiven toBelgium,Poland,andCecho-Slovakia.(Applause.)
WhenIgobacktoIrelandIwillbe abletosaythatIrishheartsbeat hereaswarmlyastheydoonherown greenhills.Thisnationhasdeserved wellofthehumanrace,andifImay saysoreverently,hasdeservedwellof God.Ihopeitwillsoonenjoythe rightsforwhichithasbeenstruggling solong.(Loudapplause).

ManyandmanyatimesomeCastle actionhasevokedtheexclamation thatthatparticularactionwasthe limit,butlastnight'sfoolishnesssurelydeservesprideofplace.Itwilldo noharmtoleaduptothisridiculous climax,sinceIhaveanimpressionthat oneofmyfirstlettersfromDublindescribedtheslimyattitudeofthissame papertowardsallthingsSinnFein. IneednottellyouthattheFreeman'sJournalisissuedinthemorning, butevidentlyLordFrenchandMr. Macphersonweretooflabbergastedat thetripleattacktospeakcoherently fortherestoftheday.Anyhow,it wasnotuntil11.5lastnightthatthe EditoroftheFreemanfeltthehand ofDublinCastleonhisshoulder,Withinanhourofthefinalarticlefortoday'seditionbeinghandedtothe printer,SuperintendentWilloughby,of theDublinpolice,wasreadingtheEditorawarrant,signedbyBrigadierGeneralLambert,theCompetent(!)MilitaryAuthority,authorisingtheseizure ofMonday'sissue-whichhadallbeen sold16hoursearlier!-andofthema. chineryandpaperforthefutureissues. TheEditorlookedbeyondthesuperintendentandbeheldtheofficeschockfullofpolice.Hehadalookouton theroad,andsawhundredsmorepolice.supportedbyfully-equippedsoldiers,holdingalltheapproachestothe office,andformingcordonsacrossthe street.Therewere300menonthe jobaltogether,andtheywereobjects ofcuriosityandbantertothebig crowdthatgatheredforthenexthour andahalfwhileamilitarymechanic wasdismantlingthemachinery.A humorousitemwasagroupofthemechanicalstaffofthepaperwhohappen_ edtobeoutforasmoke-howhenthe raidingpartyarrived.Theywerenot allowedinagainuntil12.30,whenthe raidersdepartedinlorriesderisively cheeredbythecrowd.

Thismorningwedidnotreceivethe Freeman,ofcourse,butwereceiveda closerelationinitseveningeditiontheEveningTelegraph.Inthis,the Englishhalfoftheproprietary,Mr. HamiltonEdwards,formerco-director withLordNorthcliffe.oftheAmalgamatedPress,gavehisopinionofthe raid: "Itwasthegrossestabuseofauthorityyetperpetratedonthepress ofIreland.Itshowedthatthepro. perfreedomofthenewspaperwas nonexistent,atanyrateinDublin."
ENGLISHPEERSONTHESUPPRESSION.
Afewdayshavepassed,andthe Freeman'sfateisstillthechieftopic. TheEnglishpresscondemnitwholeheartedly,althoughforthemostpart theydissociatethemselvesfromthe personalattacksonMacpherson,etc. EvenLloydGeorge'sownorgan(Daily Chronicle)ismoved'toprotest,andits commentisworthquoting:
"Notalittleoftheexasperationin Irelandhasbeenduetothelongsuccessionofpromisespostponedduring thepastfiveyears,andinaddition totheirnumbercanonlyincreaseit." LloydGeorgemadetheemphatic statementonMondayafternoonthat HomeRulewascoming-the,Governmenthaddeterminedonthemeasurethistimeitwasdefinite.Fivehours later,heorFrench,orMacpherson, probablyallthree,suppressedtheFreeman'sJournal,inordertoshowthe peopleofIrelandhowanxiousthe EnglishGovernmentwastogivethem HomeRule!

IfthishadhappenedbeforeArchbishopWalsh'slettertoCardinalO'Connell.reDailEirannLoan,wewould haveenjoyedthenoveltyofseeingthat letterappearintheEnglisheditionof theFreeman'sJournal.Ihavealreadytoldyouthattheletterwaspublishedatfull-lengthineverypaperin England,andthatthesepaperscould beboughtanywhereinIreland.But:t couldonlybepublishedincensored formintheIrishpapers,andaccordinglytheFreemanrefusedtopublishit atall.
T.P.O'Connorraisedadiscussionin theHouseconcerningthesuppression, andhecertainlywhippedtheGovernmentonsomesorespots.They squirmedanddodgedtheissuefrom firsttolast,butIonlymentionthe mattertosayawordonthechanged attitudeofIreland.Timewas,weall know,whenT.P.O'Connorcouldraise enthusiasm,andaspeechsuchasthis lastwouldinotherdaysbespokenof everywherebyIrishmen.Butthattime hasgone,anditisasolemnfactthat itisalmostimpossibletomeetaman inDublinwhobotheredtoreadthe speech.Thename"T.P.O'Connor"at thetopwasenoughforthem,andthey stareatmeinamazementtothinkI wouldwastetimetowadethroughit! HisnameisMUD.However,Macphersonandothersmadeagreatto-do overthehindrancetorecruitingofpoliceandspecialconstablescausedby theFreeman'sarticleontheenrolment ofCivilServants,andtriedtosetthat downasthereal"crime"thatbrought aboutthesuppression.Allthepaper did,though,wastosaythatinmany quarterstheproposalwaslookedonas anotherefforttomakeablacklistof CivilServants.NowthebitterestantiIrish(andanti-Catholic)paperinthe threekingdomsistheLondonMorning Post.anditisofinteresttocompare theFreeman'sstatementwiththis paper'scomment:

ThedoorsofourCatholicschoolsareagainopened-theChristmasvacationha§ended,andtheworkofanotheryearbegins.Ourteachers,the NunsandBrothers,takeupanewtheworktheylaidasideatthecloseofthe oldyearforabriefrespiteforrest.Theyreturntotheirtaskswiththesame spiritofself-sacrifice,enthusiasm,andhopewhichhascharacterisedthe strenuoustoiloftheteachingorderssincethefirstbravedaytheybeganthe apostolateofthedisfranchisedCatholicSchool.Throughstormandshine, throughviscissitudesthatwouldhavebroughtweakeronestotears,they havestruggledandbattledtoachievementandsuccess,andhaveplacedour Catholicschoolsinthefrontrankof.theteachingestablishmentsoftheCommonwealth,Theresultsoflastyear'scompetitiveexaminationsthroughout theCommonwealthhaveindisputablyestablishedthisfact.TheSistersand Brothersoftheschoolshaveproventheircompetenceaseducators,and havegivensolidevidenceoftheirvaluetotheCommonwealth.TheCatholic School,deniedofevenasimilacrumofassistancefromtheState,fedonly fromthepovertyofourCatholicpeople,whohaveenrichedtheCommonwealthwithchurches,monasteries,convents,andschools,fromtheirhardwonearnings,hasinopencompetitionwiththegenerouslysubsidisedState school,wonresultsthatarerichcontributionstocitizenship.TheannualoutpittofourCatholicSchoolsisapreciousassettotheState,becauseitisa finishedproduct.Theboyorgirlwhohasgraduatedfromthemhasbeen equippedwithalltheessentialsnecessarytoawell-ordainedcitizenship-a clearknowledgeofrightandwrong,dutytoGodandtheirneighbour,tothe State,andtosociety.YettheCatholicSchoolisvirtuallyaproscribed school.Doingtheworkofeducationinitshighestandbestcharacter,itis entitledtoconsiderationasanelementinthesuperstructureofnationallife, andtheState'swell-being,andnotonlytoconsiderationinaperfunctorydegree,buttothebestinthepowerofthemindofGovernmenttogive.If thewelfareoftheCothmonwealthisdependentonthevirtueofitscitizenshipandwethinkitis-theCatholicSchoolcanlegitimatelyclaimtohavegiven ofitsbesttotheStateandtosociety.Ithaspouredoutingenerousmeasure therichstoresofitswisdomintoeverydepartmentofsecularinstruction,and ithaslaiddeepintheheartsofitsyoungAustralianalumnitheessenceof theTenCommandments.Christiandoctrineflavourstheireducation,and theygoforthintothethoroughfaresoflifewithafullknowledgeofthere quirementsoftheircitizenship.Religionisessentialtoeducation-God musthaveaprominentandrespectedplaceintheschooliftheschoolistobe thebreedingplaceofgoodcitizenship.andsocietysomethingmorethana merecarnalchemiclump.Asitis,Stateeducationsuppliesmerelyapart oftheequipmentofeducation;itdoesnotgivethewhole.Itmayproduce a"mightyatom,"butinthe-mightyatom"therewillbeavoid,anemptiness.andalosswhichsecularknowledgecannotfill.InBrisbanerecently, attheTeachers'Conference,theclaimwasmadethattheConferencedesired, inco-operationwiththeDepartmentofPublicInstruction,toevolve"the mostefficientsystemoffree,secular,andcompulsoryeducation,whereby theStatewouldbeenabledtodevelopabroadandenlighteneddemocracy: llistoryduringthelastfiftyyearsgivesabundantlyevidenceofthefutility ofdreamingsuchwise.Thenationsthathavedethronedreligionandexalted secularismreapedcropsnotinkeepingwiththeChristianidealof"anoble andenlighteneddemocracy."Theirstatisticsofcrime,theirlaxsociallife. theirpaganluxuries,theirheathenish'driftareinoppositiontotheBrisbaneteachers'dream.Nosystemofeducationiscompletewherethereis notfullreligiousinstructionaswellasseculareducation.Thisfactisgraduallybeingborneinuponthemindsofmanywhointhepasthavebeenapologis.tsofthePublicInstructionAct.ThesuccessoftheCatholicSchools throughouttheCommonwealthismostgratifyingtotheCatholiccommunity. andtheconscienceofourStateLegislaturesshouldbeawakenedtodosome. thingthatwouldbeanactoflongdelayedjustice,byrelievingtheCatholic communityoftheconscience-tax,whichtheyhavebeensolongpavinginordertogivetheirlittleonesasoundChristianeducation.Butwhetheritis oritisn'twhethertheLegislaturewillorwillnotrecognisethejusticeofthe CatholicSchooltoequalitywiththeStateschool,inprivilegeandsubsidy, theCatholicSchoolwillgoondoingitsservicetotheState.tosociety,andto God.ThereisnoneedtoappealtoCatholicparentstoseethattheirchildren areinregularattendnceattheirschoolsduringthecurrentyear.Theyknow their'duty;theywillkeeptoit.Theteachersrelyuponthemtoseethat'the childrenareconstantintheirworkandattendance;thatbeingdoneourteach., ershavenoanxietyastofuturecompetitionsandresults.Norhavewe.

3,largelyattendedmeetingofthe St.Patrick'sDayCommitteewasheld attheArchbishop'sPalaceonMonday eveninglast.'MonsignorVerling,V.G., presided.Agoodrepresentationcame fromFremantle,andthebestofgood humourcharacterisedtheproceedings. Anexcellentprogrammeofeventswas submittedbythesportscommittee. which,aftersomeadditionsweremade, wasadopted.Mr.W.H.Gumbleton hasaccededtothewishofthecommitteetotakechargeoftherefreshmentboothonthegrounds,andconductitonsimilarlinestolastyear. Itisagreatconcessiontothecommit tee,art.theygreatlyappreciateit.Badgeswillbeissuedtoallthemembers ofthecommittee,andtopersonsin chargeoftheschoolchildren.Admissionticketswillbegiventocompetitorsinthesportsevents.Thenext meetingisfixedforMondayevening, February23,at8p.m.

OnMondayevening,agoodnumber ofpeople,includingmanyofotherdenominations,assembledtobidhimfarewell.Thechairmanspokewithmuch enthusiasmofthesplendidwork FatherHaweshaddoneintheDiocese ofGeraldtonsincehisarrivalherea fewyearsago.Heremindedallhow privilegedthepeopleofthediocese wereinhavingintheirmidstsucha modelpriestandskilfularchitect,and concludedbypresentingFatherHawes withapurseofsovereigns,asamarkof theesteeminwhichheisheldbythe peopleofMullewa.Anaddressfrom thechildrenwasreadbyoneofthe Conventpupils,afterwhichthechildrengaveaconcertonwhichtheyand theirteachersdeservetobecongratu.. lated,especiallyso,sinceitwastheir firstdayinschoolaftertheChristmas holidays. InthepersonofMr.JohnJ.Fitzgerald,whosedeathonThursday,February5thlast,attheHospitalofSt. JohnofGod,Subiaco,weareonlytoo sorrytorecord,Fremantlehaslost oneofitsbestandmostesteemedcitizens.NotonlyhasthePortsuffered inlosingasterlingresidentoffifty years'standing,buttheCatholiccommunityisatgreaterlossbythedemise ofsuchafaithfulanddiligentmember. InCatholiccircles,bothatFremantle andPerth,thedeceasedwasalwaysa familiarandthoroughlyesteemedfigure,andthefactthathiszealand amiablecounselcannotagainbepersonallydispensed,hisexample,nevertheless,willlivelong,asalsowillthe influencehewieldedbemanifestto allandforthebenefitofespecially thosehecamedirectlyintouchwith. Mr.Fitzgeraldwasinhisfifty-third year,andwasanativeofCork,Ireland.HecametothisStatewhenan infant,andhadneverleftit.Atthe timeofhisdeaththedeceasedwasconnectedwiththeWA.G.R.,andlabouredintheChiefAccountant'sBranch. Herewefindthelimitationsofanationalchurch.ItsChiistianityiscrampedbythepolitickofthereigningGovernment,itisboundbyleadingstrings toParliamentfrdmwhichitdrawsits .physicalnourishment,justasyouand Idrawourbody'ssustenancefrom butcher,baker,andgrocer.Itdares not,unlessithasthecouragetochal:' lengethepowerandinfluenceofCaesar, runtheriskofcreatinganimpassein Governmentandtheconsequentlossof itsemoluments.Whatwonder,saysa contemporary,thatmensneeratNationalchurchesandregardthemasinstitutionsforthesupportofGovernments,howeverantagonistictopopular rightsinthelandswheretheyexist?It isthedutyofchurchestobeagainst oppression,notonlyindistantplaces, butespeciallyathome.Whenpeople seeachurchwitnessingwithoutprotestcrimessuchasthosecommittedby
the IrishBritishGovernment,againstthe nation,thereisnoneedtoexplain theircynicismwithregardtotheconductofits'leaders.TheCatholic BishopsofIrelandhaveraisedtheir unitedvoicesagainsttheintolerable persecutionoftheirfellow-countrymen, andtheyoughttohavetheoutspoken sympathyoftheheadsofallChristian bodies.ForCardinalMercier,ofBelgium,theArchbishopofCanterbury couldfindaprayer;butfortheBishops ofIrelandprotestingwiththesame vigourandreasonagainsttheappres- sionoftheircountry,thereisno prayer.Itwasdiplomatictoprayfor Belgium,butprayersforIrelandcorningfromtheNationalChurchofEng- landjustnow,whenBritishlawinIrelandisendeavouringtojustifyitsmalpracticesandmisdemeanorsbeforethe world,wouldbeananachronism.
We'veseeninthecablesrecentlyan invitationtotheAustralianex-soldier topackhiskitbagandreturntothe gunandthehardwaysofwarindefenceofIndia.TheBolshevikmenaceisevenstrongerthantheveracious BureauofPropagandainEnglandhas intimated.WhenitsuitstheGovernment.intheinterestsofspeculators,to spendthepeople'smoneyinitswork 'ifsuppressingBolshevism,theBolsheviksweremerelycarriononlyfitforthe targetsofthesoldiery,nowthatthe carrionhavelumpedsotremendously astoeffectivelyresistannihiliationa newpictureofBolshevismisdrawn, anditwouldappearthatBolshevismis notthejunglethingitwaspainted. AnotherAmericanvisitortoMel'taaarneistheRev.Mr.FrankGorman. anEpiscopalianclergyman.Heis hereinthesomewhatnovelroleofa vaudevilleartist,andisbilledas-the singingparson."Hestatespublicly thathisreasonforundertakingavaudevilletouristhatclergy(Ipresume hespeaksforProtestantclergyonly)in theUnitedStatesarescandalouslyunderpaid,andheishopingbyhistour, toraisesufficientmoneytoenablehim laterontoperformhisclericalfunctions withoutfearofstarvation.Meanwhile heisopentoengagementatanycity auburbanchurchwhereheunder. takestoproduceareallivegospelmessage.Itisalittleamusingtonote that,althoughheisanEpiscopalian 'theAmericanbrandofAnglicanism!, rehasalreadyPreachedatMethodist,
Baptist,andCongregationalchurches. Ihavepreviouslyreferredtotheutter religiousconfusionthatprevailsoutsidetheCatholicChurch;hereisan examplethatwalksintoourverymidst. Andthatremindsmethatwearestill hearingmutteringsandcounter-mutteringsinnon-Catholiccircleshere abouta"unionofchurches."The greatestdivisionexistsintheranksof thePresbyterians.Someofthem,led bytheRev.Dr.D.S.Adam,ofOrmond College,wantaunionwithotherProtestantchurches,mainly,itseems,because"over-lapping"occurs.Others, whosechiefchampionisthewellknown Dr."Larry"Rentoul,failtoagreethat thewealthyPresbyterianchurchshould., throwinitslotwiththepoorersects, andhanditsvariousinstitutionsover tosomenew-createdbody.Inthisway, alwaysupinarmsaboutsomething, thesebodieswillearntheirnameof "Protesters"or"Protestants."
SuccessoftheIrishMission.
Andwhileothers,forthemostpart, seembentonthisfruitlessdiversion, Catholicsgoabouttheirownbusiness intheirownway,andareundoubtedly successful.ThepriestsoftheIrishNationalMissiontoChinaopenedtheir appealatSt.Patrick'sCathedrallast week,andthecollectionsamountedto over£200.Thisisexclusiveof£100 fromtheArchishop,£200fromthree priests,andothersumsprivatelyreceived.Bythetimetheseclericswill havecompletedtheirtourofAustralia theywillhavereceivedanamount whichshouldhaveanappreciableeffect intheassaultuponpaganism.Priests writefromChinadescribingtheirwork inparisheseachasbigasanaverage diocese.Theneedofpriestsisshown fromthefactthatthousandsofrecent convertsseeapriest,andsoreceiveinstructiononlyonceayear,andthen onlywhenheisonaflyingvisitto theirdistrict.Irelandissupplying thepriestsforthiswork:Australiais helpingtosupportthem.
St.Patrick'sDayProcession.
OnFridaylasttheLordMayorof Melbourne(Cr.J.G.Aikman)received twodeputationsonthismatter.Firstly,the"loyalists"(Dr.Leeper,Mr.0. R.Snowball,SirRobertBest,etc.) askedthatitbetotallyprohibited.It wasdisloyal,theysaid,andoffensive tothree-fourthsofthepeople;onesectionofthepeopleshouldnotmonopolisethepublicstrietsevenforoneday. Loyalcitizenswereoutraged,andthe processionwasprovocativeofabreach ofthepeace.Onthesegroundsthey askedtheLordMayortoprohibitthe procession.Then,intrueUlsterfashion,theycontinued."Ifyoudonot,we willgotoanotherauthority,.forweare determinedtheprocessionshallnotbe held."Later,camethoseinfavourof theprocession,obviously"disloyalists," ifthebadgeoftheothersidebere-
cognised.Amongthese"scurvy knaves"(atermappliedtoSinnFeinersbyDr.Leeper)wereSergt.Buckley,V.C.,D,C.M.,Lieut.W.Roche,and severalotherreturnedsoldiers.Their pleawassimplythattheywantedto doasIrishmenherehaddoneforthreequartersofacentury.Dr.Mannix hadpreviouslyputtheirpositionina nutshell:Iamtakingagreatinterest inthisyear'sSt.Patrick'sDayprocession,and,apparently,Iamnottheonly onewhoisinterestedinit.(Laughter andapplause.)IhopethattheSt. Patrick'sDayprocessionthatweare goingtohavewilleclipseanything thatMelbournehasyetseen.(Cheers.) Wemeannooffencetoanybody.We arenotlookingfortroublewithany sectionofthecommunity.Wemean torespecteverybody'sfeelings,butwe mean,atthesametime,tovoiceour own.(Cheers.) Further,theypromised,inaccordance withtheArchbishop'swordsthatthey wouldbetheirbest"torespecteverybody'sfeelings."TheLordMayorwill givehisdecisionsometimeto-day, afterIpostthisletter.Itwillprobablybeconveyedtoyoubytelegraph,but Iwillalsorefertoitnextweek.Meanwhileitisan"opensecret"thatheintendstopermittheprocessionsubject topoliceapproval.Thatisnotquite theconsentthatIwouldlike,butitis closertowhatwewantthantowhat the"loyalists"want.

Inpleasingcontrasttothisisthe commongoodfeelingshownatPortarlington,whereFatherConlonpromis. edtolettheCatholicHall,rentfree, foranyentertainmentforreturnedsoldiers,oronbehalfofanygenuinecharity,nomatterbywhatdenomination itshouldbeorganised.Andatarecent queen-coronationatPortFairy,where thewholedebtremainingonthelocal ConventoftheGoodSamaritan(Ā£5:501 wasextinguished,theparishpriest, FatherGoidanich(lateA.I.F.)wasable tosaythathethankedmembersof otherdenominationsforhelpingtoattainthisobject.Hehopedhiscongregationwouldactsimilarlytowards non-Catholicmovements.
TheEver-LastingEducationQuestion. Stateelectionsiretobeheldbefore theendofthisyear,andCatholicswill soonhavetotakenoticeoftheattitude adoptedtowardsusbythedifferent candidatesappealingforoursupport. HisGracetheArchbishopwillprobably beawaywhenthecampaignisfought, buthiswordsareinspiringandshould bekeptinmind.AtSandringhamrecentlyheputforwardseveralpoints dealingwithourposition:Nomatterwherehefindshimself,the Australianpriesthasaheavyburden tobear.Hehasnotmerelytheburden thatotherclergymenhavetobear,to tryandbuildotherchurches,andtry andkeepthemfilled,iftheycan-
(laughter)-buttheCatholicpriesthas totryandputupschoolsathisown expenseandattheexpenseofhispeople-andthatwhileheandhispeople arehelpingtobuildandmaintainthe Stateschoolsforotherpeople'schildren. ThatiswhatFatherManganhasto face.Whenyouhaveerectedyour schoolbuildingaccordingtotherequirementsofthepublicauthorities; whenyouhaveprovidedregistered teachers;andwhenyouhavegivenat leastasmuchvalueasisgiveninthe Stateschools-Isayasmuch,but,of course,yougivemorevalue-whenyou havedoneallthesethings,theState willnotpayonepennytohelpyouor torecompenseyoufarthevaluableseculartrainingyouhavegiventhechildren.Youhavetopayfortheeducationofthechildrenofyournon-CatholicneighboursintheStateschools, buttheStatewillgiveyounohelp whatever.Thatismostdiscreditable totheStateofVictoria:ofcourse,it appliestootherStatesaswell.While thatinjusticeremains,Catholicswill alwayshaveagrievanceagainstthe Stateandagainstallthosewhoareresponsible.Thegrievanceisthere,and itisaverypressinggrievance.Peoplecannotgetridofitbycallingus badnames,if'welookforaremedy. Thereisnosectarianismindemanding thatyourneighboursgiveuprobbing you.(Cheers.)

Mrs.MaryHurleywasburiedin Glasnevinrecently,afteralifeof101 years.Onlysevenyearsago,atthe ageof94.sheresignedherpositionas districtnurseofClane.CountyKildare. Sheheldthepositionfor40years.No complaintwasevermadeofanyinattentionorwantofcarebythosewho neededherservices.Shewasmost charitable,andwashighlyrespected byallwithwhomshecameineontact.Sheretainedtothelastawonderfulintellectandmemory,andupto afewhoursbeforeherdeathcouldrelatemanyincidentsofherearlychildhood.HermotherwhowasaWicklowwoman,namedCullen,livedtothe ageof105years. * *
verystrongprotesthasbeenpresentedtotheGovernor-Generalbythe
Catholicorganisations ofTriest, againsttheunjustordinancesofthe CivilCommissioner,whohasforbidden thegivingofreligiousinstructionduringschoolhours.Theyalsodemand theretentionofthosepracticeswhich wereallowedundertheformerAustriancontrol.TheTriestinersdemand astheirrightthatthechildhenreceive instructioninCatholicdoctrinesduringtheschoolhours,whichtheyhave alwayshad.Itappearsthatacertainsectionisagainstthis,butthe protestpointsoutthatthissection comprisesonly5percent.,andtheremaining95percent.desiretheformer conditionstoprevail.Moreover,they refuseonanyaccounttoallowtheir childrentoattendtheStateshools. Theyhavebeenaccusedofcarrying onananti-Italianagitation,andthis theystronglydeny.Itappearsthat theCivilCommissioneriswillingto permitreligiousinstrutiontobegivenintheschoolsaftertheusualschool hours.Buttheparentsobjecttothis, andmaintainthatthechildrenought notbekeptbackfromtheirhomes whentheschoolperiodhasfinished. Inreplyingtotheprotest,theGovernorsaidthathewaspersonallyquite willingtoallowreligiousinstruction duringtheschoolhours,andhepromisedtousehisinfluencetothisend. Healsogaveanassurancethatthe processofde-Christianisingtheschools inTriestandthesurroundingdistricts shouldbestopped.Itis,however, consideredtobeominousthatatthis verytimetheGrandMasteroftheItalianFeemasonswaspayingavisitto Triest,whereheisreportedtohave hadaconferencewiththeCivilCommissioneronthisveryquestionofthe schools.-C.N.S.
Inthecourseofhislecture.descriptiveoftheYpressalient,givenin Londonrecently,inthepresenceofthe PrinceofWales,Lieut.-ColonelBecklesWillsonpaidhightributetothe wonderfulheroismofBelgianpriests andnunsduringthewar.Inrelating thestoryoftheterribledaysofthe firstbombardmentofYpres,thelecturersaidthereweretwoheroicfigures whostoodoutamongstthecivilians. OnThursdayoflastweekthe Timespublishedamessagefromits DublinCorrespondenttotheeffectthat anxietyanduneasiness.prevailedin --DublinCastle.Itwasanappalling suggestion,andenoughtomakethe averageBritishCitizendropthetop ofhissixpennyeggashesatatbreakfastandreadhismorningpaper,whilst hiswifechidedtheyoungcitizensand badethemneatdisturbpapa.Anexplanationoftheportentousnewswas givenwhichdidnottendtorestorethe equanimityoftheBritishCitizen;it werebettertosaytwoalternativeexplanationssothathemighthavea choice.OnewasthattheIrishExecutive,meaningtherebyalltheMinisters ofEnglishruleinIrelandfromthe ViceroyandhisChiefSecretarydown totherawestConstabularyrecruit,had "reconineendeddrasticmeasuresforthe protectionoflife'andpropertywhich theGovernment(i.e.,theEnglishGovernment)haverejected."Dreadful! Whatcould-bethemeaningofsuchunseemlysqueamishness?Thealter. nativewasthattheExecutive,as aforesaid,"resentstherecentcriticism whichsuggeststhatitispursuingmeasuresofrepressionwiththedeliberate aimofmakingthepoliticalatmosphere unfavourableforsettlement.ThesuggestionisrepudiatedvigorouslyatDublinCastle,and,inthismattertheofficialshavethesympathyoftheUnion. ists"--whichshouldgowithoutsaying.
LaughterProvoking. Mostpathetic,inverytruth,andcalculatedtoprovoketearsoflaughter,is thisimpliedeagernessofthesameCastleofficialsfora"settlement."One cansurmisewithoutmakingtwoguesseswhatthatblessedwordmeansin theiracceptanceofitssense:Ireland bludgeonedintoinsensibility,swathed 1 incerementsandcoffinedwhilstthey enjoypeaceintheirdays,salaries,rewards."honours"andpensions.The DublinCorrespondentoftheTimes whosympathiseswiththesegentleofficialsintheirresentmenthonourshimselfbysharingtheiroutragedfeelings: heisathoroughlycapablejournalist, andafittinginterpreteroftheiropinionstotheworldoutside;likewise,he isasimpartialinmattersofpolitics andascompetenttopassanunbiassed judgmentastheeditoroftheIrish Times,say. AfterDinner.
"Butsoonawondercametolight. 'Thatshowedtheroguestheylied." Somebodyhaddinedover-wellonthe previousnight-itwouldbeindiscreet tosaywhere--andfortifiedbythe cheerfulexhortationsofhisfamiliars hadswornamightyoathtoend"all thisd--dnonsense."Hewould "crushtheverminunderfoot";bythe way,veracioushistoryrecordsthat manyoftheworld'sgreatandsmall tyrantshavebeeneatenaliveby worms.AccordinglyonThursday mourningstrongdetachmentsofthe ArmyofOccupationraidedupand downthroughDublinbreakinginto houses.Fleeingwhattheycouldfind, snakingprisonersofhonestmenwho aresuspectedofNationalistprinciples, andhurryingthemoffunderarmedescorttoanarmedBritishshipthatappearedopportunelyoffKingstown.As agrandwind-uotheMansionHouse wasseized;thefactthatitistheoffisialresidenceoftheChiefMagistrate ofDublinwhoowesthatplaceofhonourtothesuffragesofthecitizens,was noprotection.Therewasareasonfor theoutrage.
CacophonousRebellion.
Formanyyearspastan-IrishFair fortheexhibitionandsaleofIrishmadegoodshasbeenoneofthe ffa turesoftheChristmasSeasoninDublin.Itsorganisershadinviewbutone object,therenderingofassistanceto themakersofIrishwaresbybringing themintodirectcontactwithbuyers insalargeorsmallscale.Nodistinctionofpolitics.creedorracewasknown there;noprofitwasmadeorsouehtby thosewhoboretheheavyburthenof organisingtheunpretentiousbutextremelyusefulexhibitionfromyearto year.Butitwasviewedaskanceby Authority.ItdidnotseekthepatronageoftheCastleoroftheViceregal Lodge;itpreferredtostandorfallon itsmerits.Tobesure!itwagcalled "AonachnaNodlag,""theChristmas Fair,"andasLordFrenchandhis PrivyCouncillorhavebyProclamation dulysigned,printed,postedandtorn offthedeadwalls,declaredtheIrish languagetobeillegal,thepresumption
isthattreasonlurkedintheIrishwoollens,rankseditioninthefeminine under-wear,andcacophonousrebellion inthechildren'sbuglesanddrums.Be itnotedthatnonoticewhateverwas giventhattheFairwascontrarytoany whimoftheGovernment;laterinthe dayitwasforbiddenformallyasifto coverovertheearlierillegality.Commentwouldbewasted.Itisenough tosaythatthecountrywillthoroughlywellunderstandandrightlyappreciate thesignificanceoftheGovernment's messageofpeaceandgoodwill,conveyedtoitinsograciousafashion. Thislatestebullitionofofficiallawlessnessisbutthemostglaringdisplay ofaseriesofpeevishmanifestations,al! indicatingadisorderedmentalityanda despotictemper.Expostulationisuselessandreasoningwastedinsuchacase asthis.Taketheprohibitionofany reportsinthenewspaperstouchingthe proceedingsoftheCommitteeappointedbytheelectedrepresentativesof three-fourthsofthepeople,toinquire intotheindustrialresourcesofIreland, withthepresentconditionofIrishin. dustriesandtheprospectsoftheirdevelopment.Manysimilarinquiries- dozensofthem-havebeenheldby RoyalCommissionsandViceregalCommissions.Nothingevercameofthem. Aehichispreciselywhatwasintended. Theirpurposewastocovertimeandso allowsometroublesomedemandofthe momenttodiedownandbeforgotten. Itwasnevermeantthatactionshould followuponthetakingandprintingof allthevoluminousevidenceandthe, leisurelycomposedReport.Nosooner idtheproblemtackledinabusinesslikeway,andinanationalspirit;of self-reliance,thantheIrishGovernment interveneswithitscensure.
DecorousProceedings.
Nothingdaunted,theCommitteemet openly,publicly,intheCityHall,withintenyardsoftheCastlegates,heard valuableevidencefromexpertsofthe higheststandingintheirvarious spheresofactivity,and,.accordingto impartialtestimony,conducteditspro- ceedingswithadmirableefficiencyand decorum.TheGovernment,apparently,baulked,atarrestingtheCommitteewhilstitsat,butforthwithissued itsmandatethatthecountryshouldbe keptinignoranceoftheworkthat wasbeingdoneonthenation'sbehalf, notintheinterestsofanysection.Was
ismoftheIrishExecutive,-..or,inthe alternative,theyaretobedrivento desperationbyasystemofcollective punishmentinflicteduponallwithout regardtoguiltorinnocenceofcrime thatthusanexcusemaybegivenfor unbridledmilitaryviolence.Therulers ofIrelandarenotbeyondmanufacturingsuchanexcusefor"vigour"ifthey cannotfinditreadymade;otherwise the"DefenderoftheRightsofSmall Nationalities"mightbeplacedinan equivocalpositionbeforetheworld.
CrimeaGovernmentAsset.
ThatthereiscrimeinIreland,crime ofthesortthatexistsineverycommunityandthatallcommunitiesendeavourtostampoutinself-'defence andasaduty,nosanepersonwilldeny. ItdoesnotliewithEnglandseething inawelterofcrime,Englandthat smellsfoulwiththereekofsocialiniquity,to Ireland.pointtheaccusingfingeaest ButIrishcrimeisthegreatestassetoftheEnglishGovernmentin Ireland.Itischerished,nurtured,fostered,andprotectedundertheshadow ofCastlerule,intheshelterofthat upastreewherenothingcanthrivethat isnotnoxious.Crimeisnotcriminal -nay,itmaybecomeavirtuousaction -whenperpetratedbysoldiers;thatis thenewethicaldoctrine,or,rather,an olddoctrinerevived,whichmustnow beacceptedbyorderofauthority. Howmanycriminalsinoroutofuniform,onewouldliketoask,arewell knowntotheGovernment,yetareallowedtowalkabroadinfullcanfidence thattheyareimmuneandsafefrom justice?Yet,Englishoratorsand writersofthebasersort,someofwhom sitamongstthemighty,havetheaudacitytoaccuseIrishmenoflawlessnessandsympathywithcrimebecause wecomplainaboutthelawlessnessand crimesoftheirGovernmentinIreland, asitexhibitsitselftooureyes.
ConstitutionDestroyed. Accordingtothemselves,thegovernorsofthecountryarefightingpoliticalcrime,thatistosayoffencesagainst thepoliticalsystemimposeduponIrelandandmaintainedbyarmedforce andthetrickerycalledstatesmanship. Bywhatrightisthatsystemimposed andmaintained;whyisresistancetoit, andanypossibleprotestagainstit,a crime:whatisitsmoralsanction--and itisbyamoralstandardthatactsare adjudgedvirtuousorcriminal?It mustberememberedthatlawdoe'snot restultimatelynitthephyistalsanctionofforce,butonrecognitionor agreement;whatiswronglycalledby thenamehereisthenegationoflaw. Onthepleathattheactionof.the militaryinsuppressingourconteinporary,TheFreeman'sJournal,isabout tocomebeforetheCourts,Mr.Macphersonshirkedthemainissueinthe debaterarisingoutoftheprotestof thefewIrishmemberswhomthepolicy oftheGovernmetthasleftinthe HouseofCommons.Thedebate,however,toucheduponotherissuesand uponthegeneralquestionoftheconductoftheIrishExecutiveanditsresults.Irishmenarenolongersingular ininsistingthatasaninstrumentof orderlyGovernment,thepresentExecutiveisafutility.Itspolicyofseercionhasutterly-failed;andhasspread' theevilthatitwasintendedtocure. Steadilythecountryhasgonefrombad toworsesincethedaywhenthecones, scriptioniststorpedoedtheIrishCone!' ventionandinvented"theGerman Plot"todestroytheirpoliticalopponents.ItisworthnotingthatThe Freeman'sJournal,whichwithstoodso muchhostilityinitsadvocacyofa Constitutionalpolicy,wassuppressed bytheGovernmentayearandaday afterthedestructionoftheIrishParty asaresultofthefatalfollyoftheCoalitioninIreland.Thereisnodoubtupon anyIrishman'smindthatthatdestructionwaspOrposelydesignedinfurtheranceofthedeviousanddishonestpurposesoftheWhitehallpoliticiansin regardtoIreland.Theresultswesee aroundus. Yetithasnowbecomethetrickof theGovernment'sdefendersinthe HouseofCommonstotreateveryprotestagainstthedevelopmentofthe policythathasproducedthepresent deploralesituationasapalliationof crime.WhenMr.WinstonChurchillmks leftwithoutadefenceofdiptreaftae0 ofCaptainO'Donnell,heaccusedthe criticsoftheWarOfficewithsympathisingwithmurder.Hemightas wellhaveaccusedthemofsympathy withGeneralDyer.SowhenMr.T P.O'Connorandhiscolleaguesindict theGovernmentforthemaltreatment ofthecountrythatithasreducedto chaos.Mr.DenisHenrypuffshischeat andboaststhataslongasheisAttorney-General'hewilldefendthepolice againstassassination.Wewish&algentlytisdefencehadbeenmoreeffective.TheprotectionwhichtheIrish policeneedistheprotectionwhich every-Irishmanneeds,theprotectionof anativeIrishGovernment;andifthe problemwereputtothepolicethemselves,wehavenotthesmallestdoubt thatsuchwouldbetheiranswer.When Coereionistsofthestripeatpresentin powerbragoftheirparticularcarefor theliesandwell-beingofthepolice, thepolicepraytobesavedfromtheir friends.
Thetruthisthattherewillbeno progresstowardspeaceinIrelanduntil theIrishExecutiveceasetotreatpoli- ticalopinionascrime,andtomake waruponeverymanandeveryclass thatventurestoprotestagainstthe blundersandtheblindnessofmethods thathavesteadilymultipliedcrime, extendedtheareaofdisaffection,and drivenincreasingnumbersofIrishmen todespairoftheordinaryprocessesof peacefulpoliticalreform.To'condemn LordFrenchandtoceasetoadmire
