ATalkWithCountPlunkett. CountPlunkett,whowasreleased fromprisonrecently,andwhowasthe firstoftheRepublicanleaderstogain liberty,outlinedtoacorrespondentthe i IrishRepublicanpolicy.Theinterview,comingfromsuchaleaderas CountPlunkett,makesinteresting reading:
"TheIrishrepresentativeswhowere recentlyelectedintheParliamentary franchise."hebegan,"arereallyrepresentativesoftheIrishpeople,foralthoughtheyusedthemachineryofthe newGovernment,theyhadtheapprobationofamuchwiderelectorate,for theSinnFeinmovementstandsfor manhoodandwomanhoodsuffrage. Everymanandeverywomanhasthe righttovote,andtheorganisationis managedonthatbasis.
"Theworkfortheelectionswascarriedonundergreatdifficulties,asthose whoactuallylaidthefoundationof theSinnFeinmovementareunderarrest,100ofthepartyleadersandorganisershavingbeendeported,while aboutanother100oftheirsympathisers areinIrishorEnglishprisons.
"Theserepressivemeasuresareintendedtoirritatethepeople,but,insteadofdemoralising,theytendto stimulateactivity.Newmethodsof repressionaremetbyoriginaldevices. TheperfectdisciplineoftheSinnFein organisationsisfoundedonthgwatchwordof'FaithandFatherland.' Theirchurchandtheirreligionaredear totheIrishpeople,andSinnFeinisto themastheirreligion.
'Thefirstthingthatistaughtinthe organisationisthatifhisleaderstell amannottohitbackifheisstruck, hemustobey,andhethuslearnsto giveuphisowninclinationforthe goodofthecause.Thatishowmen whoarereallysoldiershavemarched onwithoutawordwhiletheyhave beenabusedandstoned.

"TheExecutiveCommitteeofthe IrishRepublic,"CountPlunkettcontinued,"hasbeenincommunication withtheUnitedStatesandotherGovernments;butwhatitspeciallyaims atistogetintocommunicationwith thepeopleofdifferentcountriesbyrepresentationattheirlabourcongresses andalsobypropaganda.Thecensorshipstopspropagandathroughthe press.anddirectlyinterfereswithwrittencommunications. Wehavesympathywithallnationalitieswhicharestrugglingforfreedom,andhavemuchfellow-feeling withRussianaspirations."
TheCountalludedtotheintentionof SinnFeintotrytocontrolallpossible agenciesinIreland,suchasthecounty councilsandgovernmentboards,soas tocircumventEnglishdomination throughwhichtheyact.Thecounty anddistrictcouncilswillbere-elected inMayorJune,andbythattimeSinn Feinleadershopethatpublicopinion willbesothoroughlyinstructedthat onlySinnFeinerswillbereturned TheGovernment,CountPlunkettdeclared,haspostponedthemunicipal electionssoastopreventthisbeing done,andsoretaina"bulwark bureau"untilnextyearatleast.
"TheIrishRepublicans,"hesaid, 'haveamajority,eveninUlster, whichisdividedintothreeparties; first,theUnionists,whodonotwishto beseparatedfromEngland;second, thosewhowantIrishindependence, butstillwanttokeepsomeconnection withEngland,chieflyfortradepurposes;and,third,IrishRepublicans, whowantcompleteindependencefor thenation.

"CouldIrelandbegovernedoutof isownresources?Hasitwealth enough?"hewasasked."Yes,"Count Plunkettreplied,"theGovernmentis nowoneofthedearestandleastproductiveofanyintheworld.Agricultureandindustrywouldincreaseunder ahomegovernment,andwebelieve thatfor£12,000,000ayearallnecessary governmentcouldbecarriedon,includingthenecessaryarmyandnavy. Itnowcostsusfrom£27,000,000to £30,000,000ayear,whichispartlyspent onourownrepression.
"Intheearlydaysofthewar,we weretoldthatIreland'sshareofthe post-wardebtwouldamountto£400,000,000.Bythistimeitmayamount to£600,000,000.Whataterriblethreat toanation.UnderanIrishRepublic thatdebtwould,ofcourse,berepudiated,andweshouldstartclear.
"Notonlyhavewehadgrosslyunjusttaxation,butarepressivesystem ofadministrationhasbeenenforced. Wehavebeensubjectedtojealousies andgraspingavarice,bothincommerce andpolitics.Lookingbackthrough history,wefindthatineveryinstance whereIreland'stradestruckatEnglishinterests,Irishtradeandindustry weresacrificed.
"EvenunderthebenevolentdespotismofaStrafford,Irelandcouldnot butsuffer.Thegreatestimpediment togrowthhasoccurredthroughthe cuttingoffofIreland'sintercoursewith othernations.Withsomeofthebest harboursintheworld,weremainwithoutshipping,throughEngland'saction. Forinstance,whentheCunardCompanydiverteditsboatsfromcallingat Queenstown,theGermancompany whichofferedtomakeitaportofcall wasrefutedpermissiontotouchthe sailofIreland.
"Irelandlookstofreedomofthe seas,thereleaseofhercommerce,and anendofherisolation;Irelandwould maketheseasaroadwayforfriendship withothernations,andwouldhelpto formasocietyofnationslinkedbya commonbondofhumanity.
"WhilewehopegiftedIrishmenwill findplentyofscopefortheirtalentsin theirownland-fortheyareendowed withabilitytogovern-theyhaveat thesametimealsoexercisedthatpowerinotherlands,fortheypossess capacitytoappreciatenationaland racialdifferencesandthewarmthof humanfellowship.Thiscapacitywill remainwiththemtotheend."
Inanswertofurtherquestions,the CountsaidthattheBishopsarenearly allincompletesympathywiththeRepublicanParty."Someofthemhave beenslowtorecognisethenational ideaofindependence,buttheyarebecorningaccustomedtoit.Religion andgovernmentarecloselyrelated,"he added,"toanIrishman,whohasacertain'domesticityofreligion'whichis peculiartohim.
"TheIrisharedevotedtotheirland endtheirreligion.Theirtroublesin thepasthavebeengenerallyconnect. edwiththeland.Withinourrecollectionoccurredsomeveryharrowing evictions,and,althoughnowabouta quarterofthetenantshavebecomeat :eastpartownersoftheirholdings,still therearemanymorewhoshouldbecomeowners,too.TheIrishmanis notcruelorsavagebynature,buthe maybedriventocommitfierceand almostsavageactsifpressedtoohard."

SuchwasthefirstapparitionofJesus ChristafterHisResurrection. ChristLives;ChristConquers. Wemaynowpassontotheglorious ResurrectionofOurLordfromthe dead.Ittookplaceveryprobablyat thedawnofdayonSundaymorninie itsonlywitnesseswerethesoldiers whohadbeensettoguardtheSepulchre,andwhowouldhavehadtheunrivalledprivilegeofannouncingthis greatevent,iftheyhadonlywishedto tellthetruthaboutwhattheysaw. TheEvangelist,St.Matthew,tellsus thatMaryMagdalenandtheother MarycametoseetheSepulchreatthe endoftheSabbath,towardsthedawn ofthefirstdayoftheweek;andSt. MarksaysthatwhentheSabbathhad passedSiaryMagdalenandMary,the motherof'James,andSalomebought sweetspicesthatcomingtheymight anointJesus.Andveryearlyinthe morningonthefirstdayoftheweek theycometotheSepulchre.thesun beingnowrisen.Astheyweregoing alongtheysaidonetoanother:"Who shallrollusbackthestonefromthe dooroftheSepulchre?"andpresently, lookingastheydrewnearenoughthey sawthestonerolledoackanimmense heavystone.EnteringintotheSepulchretheysawayoungman,anangelin human they sittingontheright, clothedinawhiterobe;andtheywere astonished.liesaidtothem:"Be notafraid;youseekJesusofNazareth whowascrucified.lieisrisen,Ileis nothere;beholdtheplacewhere theylaidHim.Butgo,telhisdisciplesandPeterthatHegoesbefore youintoGalilee,thereyoushallsee himashetoldyou."Theygoing forthfromtheSepulchrefled,foragreat tremblingandfearhadtakenpossessionofthem,andtheysaidnothingto anyonefortheywereafraid.St. Matthewsaysthat"theywentforth fromtheSepulchrewithfearandgreat joy."St.JohntellsusthatMary Magdalenraningreathasteandcame toSimonPeter,andtotheotherdiscipleswhomJesusloved,andsaidto them:"Theyhavetakenawaythe LordfromtheSepulchre,andwedonot knowwheretheyhavelaidHim." Peterandtheotherdisciplejustmentionedthenwentout,andtheycame totheSepulchre.Theywerebothrunningtogether,andthisotherdisciple, whowasnootherthanSt.Johnhimself,andwhOgivesusthisinteresting littlenarrative,thisotherdisciplecame firsttotheSepulchre;hewasprobably YoungerandmoreactivethanSt. Peter.Hestoopeddown,lookedin, andsawthelinensthathadbeenwrappedroundthedeadChrist.Hedid notenterin,however.Peter.aftera shortintervalarrivedfollowinghim andenteredintotheSepulchre,andsaw thelinensandthecloththathadbeen ontheheadofChrist;thisclothwas notwiththelinens,butapartandfoldedupinaseparateplace.Thenthe otherdisciplealsowentinwhocame firsttotheSepulchre;andhesawand hebelieved,for,astheEvangelistremarks,theyhadnotuptothattime understoodtheScriptureswhichsay thatHemustriseagainfromthedead. Whatprovedtobeamostsuccessful venture.financiallyandotherwise, wasafancyfair,conductedbythe SistersofSt.Jeseph'sonEasterMondayandfollowingnight.Thefair waswellpatronised,notwithstanding manycounterattractions.St.Joseph'snewschoollookeditsbest.The stallswereartisticallydecorated,the goodsdisplayedbeingbothusefuland artistic.Thenettfinancialresultwas £112, OnSundaymorningFatherO'Donnellgaveafinancialresumeofthe workofthepasttwelvemonths.He saidthat£650hadbeenraisedwithin thatperiod.withtheresultthatthe parishliabilityhadbecomequiteon thevergeofvanishingpoint.HetentieredhisthankstotheSistersofSt. Joseph,alsototheactiveworkerswho hadassistedatthebazaar,sports.etc., andtheparishionersgenerally.

(ByProfessorMeredithAtkinson,MA.,UniversityofMelbourne.)Onnoproblemhavethethinkersof mankindconcentratedwithsnoreinterestthanthenatureoftheState, andtherelationofthecitizentothe State.Ineverysucceedingageithas presentedtheappearanceofanewproblem,sincetheexpandinglifeofsociety introducednewsocialfactors,and madeare-adjustmentoftheindividual totheStateapracticalnecessity.In theearlyMiddleAges,England,to taketheclearestexample,wasonlya looselyunifiedState,withaweakly centralisedGovernment.Itwasreally acollectionofself-sufficingcommunities,undervariouslordsofthemanor, becomingunitedintoaStateonlyfor specialnationalpurposes,likewar.But theStatedidverylittleforthecitizen, andthecitizenverylittlefortheState. Thegrowthofcommunications,theincreasedpowerofthekingsasagainst thenobles,thedevelopmentoftradeat homeandabroadgraduallybrokedown thebarriersofnatureandexclusiveness,andgavetoEnglandarealpolitic-alandsocialunitybythecloseof theMiddleAges.Greatthinkersnow begantoanalysethefunctionsandobjectsoftheState.WiththeRevival ofLearning.theReformation,and geographicalexploration,beganthe riseofstrongnationalmonarchies.This ledpoliticalthinkerstoconcentrate upontheproblemofsovereignty.The commonpeoplewerestilllargelyconsideredassubjectstobegoverned possessingcertainmoralrightsas humanbeings,butnocivicrights whatever,exceptinsofarastheir possessionofpropertyortheirarmed powercouldwringsuchrightsfrom thekings.Thecitizen,asweunderstandhim,hadasyetscarcelyemerged, fortheStateexistedfogtheaggrandisementoftherulers,andnotforthe goodofthepeople.Itisnotstrange thattherewasthenbutlittlesenseof nationalcommunity.Thefamous sayingofLouisXIV.,"TheState!I amtheState!"isatruedescriptionof mostoftheGovernmentsofWestern Europeuptothe18thcentury.
Thecontinuedsuppressionofthe libertyofthepeoplebythedespotic powerofkingsandoligarchiesledtoa violentmovement,inthoughtandaction,towardstheremovalofembargoesuponthefreedomoftheindividual.TheFrenchRevolutionwasthe emphaticexpressionoftheseideas. Thisdevelopmentofthe18thcentury wasworkedoutinthereformsofthe early19thcentury.Butitsintense individualismstillregardedtheState asapowerexternaltotheindividual, andtobeexercisedfortheremovalo. restraintsuponliberty,ratherthanthe positiveorderingofconditionswhich wouldassisttheattainmentoffullindividuality.Thisnarrowconception oftheStatestill.unhappily,lingers withus,despitetheremarkablegrowth ofcollectivistlegislationandadvanced socialreformofthepastfiftyyears. Wearestillaccustomedtohear,on everyside.that"Amanshouldbeable todowhathelikeswithhisown," thattheStateshouldnotinterferebetweenemployersandtheirworkers; andsoon,overthewholerangeof "Laissez-faire"anarchy.Forthepolka-oflaissez-faire,thegospelof19th centurycommercialism,istrulyaform ofanarchy.Itsso-calledfreedomof actiongavesupremepowertothealreadystrong,and,ifcarriedtoits logicalconclusion,wouldhaveestablishedunqualifiedconditionsofcompetition,whichcouldonlybethe equivalentofeconomicanarchy.The evilsofindustrialism.however,were tooterribletopermitthisinhuman philosophyofthenon-interferingState toprevail.Thefactorysystemwasso horriblethathumanitariansentiment insisteduponmeasuresofreform.On themeagrebasisoffactorylegislation andsimilarreformswehaveatlast rearedapositivereconstruction throughcollectiveeffort.TheauthorityoftheStateisnowcontinuallyinvokedtoinstituteconditionsandcompelregulationsforthesafetyandwelfareofthegeneralbodyofcitizens, andmoreespeciallyoftheworkers.
Atfirst.reformerscontentedthemselveswithagitatingfortheextension ofthefranchisetothepeople.This wasthefirstrealrecognitionthatthe bodypoliticanditsGovernmentshould consistofthewholeadultpopulation. TheStateandthecitizensthusbecame inurenearlycoincident.Rutitisone ofthedisappointmentsofhistorythat modernreformshavefailedtobring aboutarealidentitybetweentheState andthecitizen-body.Evenindemocraciesitisstilltruethattheaverage manthinksoftheStateas"theGovernment,"andnotastheorganised andexpressedpowerofthegenera! will.Hehasconsiderablejustification forthisattitude,sinceitishiscommon andunfortunateexperiencethatthe actsandpoliciesofGovernmentsare nottheexpressionofthepeople'swill, andare,infact,frequentlyindirect
oppositiontoit.Butthepractical problemofhowtomakeGovernment aperformanceofthewillofthepeople isnotatallthesameastheproblem ofthetruerelationbetweentheState andthecitizen.Wemightdomuch, forexample,toincreasetheefficiency ofGovernmentbysuchdevicesasProportionalRepresentation,theInitiative,theReferendum,andtheRecall. Animmenseextensionofthepowersof localGovernmentwouldalsodomuch tosaveusfromtheextraordinary..ost andincompetenceofoursevenbureaucraciesinAustralia.
Butthereareotherreasonswhythe Stateandthecitizensarenotanidentity.ThoughthepowersoftheStats havebeenrepeatedlyusedtoimprove socialconditions,Governmentshave shownanincurablehesitancytoaccept fullresponsibilityforthesocialenvironmentofalltheircitizens.Thuswe haveto-daysuchglaringanomaliesas unemploymentandvastamountsof idlecapitalandhugetractsofunoccupiedlandsidebyside,whileweprosecutepersonsforhavingnomeansof visiblesupportorforattemptingsui-, cide,andatthesametimeallowthem todieofstarvation.Suchinconsistenciesarenotentirelyduetoinhumanity,butpartlytothedivorceof politicsfromeconomics,theideathat mancanachievefreedombypolitical, withouteconomic,power.Thescope oftheStateshouldproperlyinclude everyactivityofmaninitssocialbearings.Justasmanisnotmerelypolitical,buteconomicandmoralalso,so theStateinvolvesallthepolitical,economicandmoralideasandactivitiesof itsindividualcitizensintheirsocial applications.Thisdoesnotnecessarily meanthattheonlytrueorganisation oftheStateisSocialistic.Thefusan ofSocialismknownasCollectivism-thenationalisationofthemeansc-fproduction,distributionandexchangehasdevelopedfaultsanddifficultiesof itsown.Whileithasbynomeans reacheditslimitsofusefulness.itis seldomadvancednowadaysinitscrudity.
Butwhatisquitecertainisthatthe powersandfunctionsoftheState, howevertheymaybeorganised,should includethecontrolofthewaysand meansbywhichitscitizenslive,in short,thecompletesocialenvironment amidwhichtheindividualdevelops. enderthisconceptionitfollowsthat nomanshouldhavetherighttoexploitthepowersofanyotherman,and thattheStateshouldseetoitthat suchexploitationisrenderedasnearly impossibleashumanmeansaanensure. Butthisisonlythenegativesideof freedom.ItisalsotheproperfunctionoftheStatetoassuretoallwho dwellwithinitsbordersandobeyits lawsthesufficienciesofadecenthuman existenceandthefacilitiesforthe completedevelopmentoftheirfaculties andpersonalities.Itisalamentable evidenceoftheinadequacyofthecivic outlookoftheaveragemanthatsuch adescriptionofthescopeandfunctions oftheStatewillbereceivedbymany asextremeanddangerous.hadvet theState,asweknowit,recognises andappliestheseprinciples.though feeblyandreluctantly.throughindustrialandsociallegislation,extrataxationofthepropertiedclasses,andthe freeprovisionofeducationandother amenities.Itistheextensionofthe applicationoftheseprinciplesthatis constantlyresistedbyvestedinterests, whobelievethattheyareopposingthe principlesthemselves,which,however, havelongbeenacceptedinallmodern States. Somepoliticalthinkersseektoexplainsocialevolutionbyanalogywith theorganicdevelopmentofplantsand animals.WhileIdonotacceptthis analogyinthesphereofpolitical science,itissufficientlytruetooffer valuablesuggestionsoftherelationbetweentheStateandthecitizens.Ifwe examineunderthemicroscopeaportionofthetissue-ofananimalorvegetable,wefinditiscomposedofanumberofcells,eachpossessinganindividualityandalife,which,however,are dependentuponthecontinuedlifeof thecompleteanimalorvegetable.Each cellcontributes,throughitsown healthordisease,tothehealthordiseaseofthewholebody.InthecompleteconceptionoftheState,each citizenisacellofthebodypolitic.Sociallyspeaking,hecanonlytrulylive solongasthebodyofwhichheforms apartcontinuestoexist.Ontheother hand,thehealthofthebodypolitic dependsuponhishealth,andthatof therestofthecitizenswhoconstitute theState.Iamawarethattheindividualisnotidenticalwiththecitizen.andthattheStateisnotidentical withSociety.Rut,forthesakeofmy argument,Iamneglectingrefineddistinctionsatthemoment.Itiscertainlytruetosaythatthesocialindividual,knownasthecitizen,and theciviccommunity,calledtheState,

FederalpowersonlywouldbeexercisedbytheCommonwealthGovernment. When,morethanhalfacenturyago, negotiationsweremade,througha thirdperson,forthepurchaseofthis hallowedspot.theMoslemownersdemandedasumfarinadvanceofits realvalue.Butwhatofthat!That itcouldbeboughtatallbyChristians wasalmostamiracle;andaholy prieststoodreadytopreachacrusade throughoutEurope-notthistimefor thegatheringofamightyarmy,but forthecollectionofChristiangold. Perhapsnoman-aseverbetterfitted forst.:c,:ItaskthanFatherMarieAlphonseRatisbonne,himselfofJewish birth,andoverwhosemiraculouscu,n-
versionallCatholicEuropewasthen rejoicing.
Theneededsumwascollectedeven soonerthanthemostsanguinehad hoped.andthejoyfulnewssentto Jerusalem;but.alas!Moslemsuspicions.andwiththemMoslemgreed ofgain,hadbeenaroused;andthe replycamebackthatthecovetedarchwaycouldbeprocuredonlyfordouble theoriginalsum.Uselesstoreason, plead,orthreaten.
"ThenIwillpreachanothercrusade,-saidFatherRatisbonne. "Youwillbetreatedasanimpostor," respondedthepessimists.

Andhedidsucceed.Thistimethe Mohammedans,dazzledbytheprospectofsolargeasumofmoneyforso smallapieceofproperty,raisedno furtherobstacle,andtheworkwas brought wheretocompletion.Theconvent, Jewishorphangirlsarerearedin theChristianfaith,wasplacedinthe handsofzealousmissionarySisters; butonegreatCatholicneedwasstill lacking.SincethefallofJerusalem intoinfidelhandsneverhadtheChristianCrossbeenallowedtorearitsform publiclyinthecity.
NightanddaytheMotherSuperior ponderedthisquestion-howcoulda crossbeplacedupontheconvent? LongexperiencewiththeMoslem characterhadtaughtherthatwhile theinfidelwillbattlefiercelytopreventadeed,yet,onceaccomplished,he willtakenomeasuresforitsundoing: anduponthisknowledgeshebased herplans.
Atlengtharrivedtheeveofagreat Mohammedanfeast.Allthedaybeforeworkmenwerebusyupontheflat.roofedbuildings,settingupframesfor fireworks, lanterns,arrangingbanners,hanging andcarefullyputtinginplace theusualfestivedecorations. "Nowornever!"exclaimedthegood Superior;andshesentsomeChristian workmentotheroofoftheconvent, where,amongsomanyothers,theyattractednoattention.
Butthenextmorning!-ah,that wasdifferent!ManyadevoutfollowerofMohammedcursedhimselffor havingallowedthedespisedChristian emblemtobesetupbeforehiseyes. Still,truetohisMoslemtemperament andtraining,eachandeveryonesaid: "Itisthere.Letitremain."And soitdoeseventothisdistantday.
