Themethodadoptedataninter-State conferenceistobandthewage-earnersintoOneBigCommonwealth Union,dividedintoStatedivisionsand industrialdepartments.Theobjective oftheproposedUnionis"totakeand holdthemeansofproductionbyrevolutionary,industrialandpolitical action,"andsobringaboutthe"SocialistIndustrialRepublicofLabour." Thisisaverycomprehensiveobjective, 4111111k,,,quiteattractiveenoughformorethan theaverageman.Itpresupposesa well:preparedscheme,tobedeveloped bymenofapparentknowledge,abilityandstandingintheirclass.Its authorscandidlyinvitecriticism,and jightlyso,foritisonlybycriticism thatwerealisethedefectsofhuman proposals,andarethusencouragedto remedythem.Thisschemewhich meansscrappingallthelabourorganisationsofthepastcentury,should certainlysubstantiateagreatpartof itsclaimstobeapanaceafortheindustrialdefectsofthecapitalisticsystem.Itwouldnotbefairtoask forperfection,butitspromotersshould beabletoshowsomesubstantialreasonsfortheirassumptionthatitcan givethelabourerhisdue.
LetitbepostulatedthatPopeLeo XIII'sstatementsarejust,andthat "theconcentrationofsomanybranchesoftradeinthehandsofafew individualssothatasmallnumberof veryrichmenhavebeenabletolay uponthemassesofthepoorayoke littlebetterthanslaveryitself,"and that"someremedymustbefound, andfoundquickly,forthemiseryand wretchednesspressingsoheavilyand .unjustlyatthismomentonthevast majorityoftheworkingclasses."And letusalsoagree,foritisgenerallyacceptedthattheindustrialorganisa tionoflabourislikelytobeamuch strongermethodthantheCraftUnion systems.Wewillthusbeableto approachtheOneBigUnionscheme fromaviewpointinsympathywith theworkers.Wecanthenask,Is theproposalpracticable:willitattain itsobjective:willitsobjectivegive thelabourerhisdue;andfinally,isit lusttothecommunity?Ouranswer toeachofthesequestionsis,No. First,astoitspracticability.Itis notsuggestedthattheproposalisa newone.Thenitmusthaveahistory,andwearcentitledtolookat itinthe.lightofthathistory.Fortunatelyitsgenesisisquiteclear.It isformedonthemodeloftheInduseria/aWorkersoftheWorld,andthat organisationwasevolvedfromthe frenchConfederationGeneralofLabour.Socialwritershavegiventhe generalconceptionthenameofSyn_ dicalism,broadlymeaningthecontrol oftheStatebytheproducers,todi* tingu;shitfest)collectivism--thatis thecontroloftheStatebytheconsumers.TherearepointsofdistinctionsbetweentheFrench,American, andEnglishconceptionsofSyndicalism,anduptothepresenttheOneBig Unionpromotersdonotappearto haveanyclearnotionoftheirfuture development.
Theideaofindustrialorganisation seemstohaveoccurredfirsttoRobert Owen..1s:arbackas1833hepro iectedageneralunion,inwhichthe productiveclasses,inwhicheachdepartmentwouldmanageitsowntram:. Theorganisationwascentredina "GrandNationalTradesUnion,"which hadpaidlecturerstogivecoursesin thenewphilosophy.Theideacaptivatedtheworkers,andinthreeyears ithad100.000members.Butaftera veryshortexistenceitwasdisplaced intheworkers'mindsbypolitical .chartismandorthodoxcraftunionism. Thepromotersefthepresentscheme refusetobedebitedwithOwen'sfailure,becausetheworkerswerenotthen preparedforsuchanadvancedscheme. Itmaybeso.andwemerelyplaceit onrecord. ThenextappearanceofSyndicalism
tunedthem,andinthesameyeara NationalFederationofTradesUnions wasestablishedundertheleadership ofJulesGuesdeandtheMarxists. Theirobjectivewastocapturepoliticalpowerbyconstitutionalmeans. FrenchTradeUnionswere,however, intenselylocal,andtheFederationhad nopunch.ThreeyearslaterBourses orLabourExchangeswereestablished invariouscities,chieflybymunicipal -ubsidies.Theywereintendedtobe workmen'sclubs,centresfortheDistrictLabourUnions,andreading rooms.Theysoonbecamecentresof revolutionary'activity,andsetabout formingafederationoftheirown.In 1894theyabsorbedtheNationalFederationandbecametherevolutionary wingofthefamousConfederationGeneralduTravail,generallyknownbyits initials,C.G.T.
Oneofthehottestspiritsofthe LabourexchangeswasAristideBriand, andaconflictsoonarosebetweenhim andGuesdefortheleadershipofthe C.G.T.FernandPelloutier,Anarchist andIdealist,becameitssecretary,organisedit,anddevelopeditspolicy. Ithasbeendescribedbyafriendly critic,Mr.G.D.H.Cole,astheoftspringofAnarchismendTrades'Unionism.Briandcaptureditin1902. whenhesucceededinestablishinghis doctrinesofthe"generalstrike,""directaction"and"sabotage."Itadoptedindustrialorganisationandretusee toreceiveanynew"craftunions"after 1906,anditswholetendencyfrom 1902onwardswastowardsnationalin dustrialfederation,andthedoctrineof thelocalBoursesandUnions.Itwas 'developingtoward,onecentralised union.Muchoftheidealismof FrenchSyndicalism(awordcoined from''syndicat,"whichmeansimply tradeunion)wasgiventoitbyapoetphilosopher,GeorgesSorel,theoolv intellectualman,exceptOwen,who everadopteditscreed.Soreldepicts the"generalstrike"and"sabotage"as "myths"toterrifyLapitalism,butthe massoftheworkerswhoarenotidealists,areapttotakethesedoctrinesas materialfacts.Itwasthusthatthe is.G.T.struckitstroubles.InMarch, 1909,thePostandTelegraphemployeesstruckforthedismissalofan Under-Secretary.Theyfailedinthis. andthencalledontheircomradesto takepartinageneralstrike.CletnenceauwasPremier,andhisreplyvasto dismiss600postalempleyees.Theminersandtherailwaymenrefusedto comeout,andthestrikewasoverin threedays.Inthefollowingyeara muchmoreseriouseffortwasmadeby therailwaymen.Somegainswere madeinstrikesonprivatelines,but asthetroublescontinuedforcomae months,ageneralstrikewaserlercsi onallrailways,includingtheW-tuts. StatelineforOctober,1910.Sales rageandviolencewerepractisedand Pariswasmuchdisturbed.Aristide Briand,thefounderofSyndicalism. wasPremier.Hewastheinventorof "directaction,"andsabotage,buthe hadlongsincebeenconvertedtopoliticalmethods,andhadnoscruplesof conscience.Hemobilisedthestrito ensundertheMilitaryConscription Law,putsoldiersonthetrains,and brokethestrikeinsixdays.The angrystrikerspostedupatstreet corners,Briand'sone-timesoap-box harangues,inwhichhedeclaredthat undersyndicalismitwouldbethe dutyofsoldierstoshoottheirofficers ratherthantheirunioncomrades.He merelylaughedatthem.TheOne BigUnionclaimsthesameadvantages assyndicalism.Letthemremember Briand,whoisnotaphenomenon,but atype.Theusualaftermathfollowed.Thestrikeleadersbeganabusing eachother.TwoyearslateritattemptedanothergeneralstrikeonbehalfofthePublicSchoolTeachers,but eventheteachersrefusedtoobey. (ByGeorgeO'Dwyer.)Recentlyindelvingintoanalmost forgottensetofvolumesissuedbythe BritishPublicRecordOffice,thewritercameuponsomeinterestinghistoricalmaterial.Inonevolumewerethe ordersissuedintheseventeenthcenturybyOliverCromwellandhisCouncilofStateforthedeportationofIrish, men,women,andchildren,tothese shores.Intermingledwiththeseorderswerecopiesofletterswrittenby Cromwell'spaidlieutenantsinAmen caconcerningcertainPuritanfolk theninpowerinNewEngland.The readingoftheseordersandletters arousedinthemindofthewriteradesireforinvestigationofearlyAmericcandocuments.Onelineofresearch ledfinallytoabrochurewnttenby JohnH.EdmondsoftheHarvardlibrary,thetitleofwhichwas"Dorman aes.Mahoone,aliasMathews,anEarly ttostonIrishman."Thepaperthroughoutshowedtheresultofpainstaking researchandsomeofthedeductions concerningtheprogressofMr.Mahooneweredecidedlyingenious.There asoneparagraph,however,thatdid harmonisewiththeresearchesof thewriterofthisarticle.Itread: "PriortotheIrishRebellionof1641, anoccasionalIrishmanwaswelcometo NewEngland.butafterthat they werenolonger." ByorderofCromwellandhishireiltg,manyIrishmen,womenandchitalso,hadtheirnamesdeliberately changedbytheEnglishdeportation commissionersatthebookingoffices andonboardtheshipsbeforestarting seforAmerica.Inordertoofferanexplanationforthis,theBritishslavedriversevokedanoldlawofthefitteenthcentury,whichrequiredIrish peoplefromcertainpartsofIrelanc "totakethenamesofanEnglish

ThuswefindIrishmeninthiscountry withthenamesofDyer,Winchester, England,Ireland,Black,White, Wright,Green,etc.Ofcourse,in thosetimestheauthoritiesofNew Englandwereinsympathywiththe Englishauthoritiesinthisrespect; moreover,thetownandchurchclerks showbytheirrecordstheirimpatience withtheGaelicspelling.
InsomeinstancestheCeltictemper andabilitywerearousedbythiscavalierconduct.In1654twoIrishservants,withthecorrectlyspellednames ofPhilipWelchandWilliamDowning, broughtacaseagainsttheirmaster, SamuelSymonds,allegingthatthey weretakenfromtheirbedsatnightin Ireland,broughttoaseaportandcompelledtogoonboardavesselagainst theirwills.Itseemsthemenwho kidnappedthem,theywereonlyboys atthetime,werecalled"spirits"and madeapracticeofselling.Irishyouths andadultstocaptainsofshipspound forAmericaforthehighestpricetheycouldget.WelchandDowning,cited, above,weresoldtoSymondsonarie valatBostonandbroughttoIpswich,whereheforcedthemintoan unnaturalperiodofservitude.The writerinhisresearcheshasfoundse,eralinstancesofIrishslaveryinthe MassachusettsandPlymouthcolonies atthisparticularperiod.Another wasthecaseofWilliamHiferney,who testifiedbeforethecourtatPlymouth that"Hewasstolenawayfromho country,broughthither,andsoldto hismaster,JohnHallet,ofScituate,for twelveYears,whenhewasunacquaintedwiththeEnglishtongue."The courtpersuadedHallettotakeofftwo yearsfromHiferney'stime"ifhebe faithful."
TheearlycourtrecordsofEssex countyalsoaffordinterestingreading tothestudentoftheearlyhistoryof theIrishinAmerica;andtheprevalenceofIrishnamesintheQuarterly SessionsatIpswichandSalemshow thattheracemusthavebeenprominentalongthenorthshorefromthe firstsettlements.Inthoseinteresting days,Ipswich,aswellasSalem.wasan importantfishingandcommercial town.TheinspectionofthevitalrecordsoftheformershowedasurprisinglylargenumberofIrishnames,and theydatefromthefirstoccupationol thesettlement.Amongthefirstentriesoflandgrantsisthisone,dating from1634:"GivenandgrantedtoMatthiasCurren,twooacresofLandlyingeuntohishouseontheestend thereoftohim,hisheirsandassigns." Theresearchesintotheoldertowns alongtheMerrimackriverdisclosed thesameinterestingfacts.Eventhe settlementsintheinterioroftheState werefoundtohaveagoodproportion ofIrishnamesonthechurchandtown records.Uptothepresenttimethe factthattheIrishracewasconcerned inthedevelopmentefthesesettlementshasbeenonlysuperficiallyconsidered.
TheIrishinfluxintoNewEngland startedwiththelandingoftheMayfloweratPlymouthin1620,andthe Celtshavecomeregularlyintothis partofthecountryeversince,notwithstandingatoneperiod,courttiradesissuedagainsttheircomingby thesavantsoftheMassachusettscolonyinfluencedbyacoterieofdivines andeldersoftheestablishedCongregationalchurch.Ofcourse,onarrival inBoston,Plymouth,Salem,andIpswichtheywereaskedtomoveon,to anyoldplace,preferablytothevicinityoftheMerrimackriver,wheretnere wasmuchland"notoccupiedbyany," astheorderof1634hadit. Therewasaparticularlygoodreasonfordirectingtheincomingtriso andScotchemigrantstothevicinitytheMerrimackriver.Inthosepr. itivedaysthisriverwastheedge thecolony,andvarieusrefractoryhdesofIndiansstrayedeverynowas,: thendownintothesettlementsseeking togratifytheirrepugnanceforthe newcomers.Anditwasfullywell known,eveninthosebenightedtimes, thattheIrishwereprettygoodmen tohavenearbywhenabattlewasis befought.Winthrop.theMathees. OnWednesdaylast,St.Patrick's DayCelebrationswasheldinvery favourableweather.At1.30p.m.the day'sproceedingscommencedwitha processionofschoolchildren(two carryingtheSt.Patrickbanner)and theHighgateHillWarPipeBand headedtheprocession,andtheymarchedfromtheMechanics'Institutetothe showground,whereafairlylargenumberofpeoplegatheredtowatchthe variousevents.
Thechildrenthoroughlyenjoyed themselvesastherewereracesforall ofthem,andsilvercoinprizeswere freelydistrubtedamongsttheyoungsters. Inthehorseandotherevents,the numberofcompetitorswerenotlarge, butstilleveryeventwaswatchedwith interest.In.thetrottingevents,those competinggaveaveryfairexhibition. beingtoolargetobepunished;but inthequestionconsideredhere,itis oftenacaseofcrimesbeingtoosmall tobepunished.Withtheeyesthat Godhasgivenme,andwhichIamso superstitiousastobelievemoreimplicitlythanstatistics,Ihaveseenin myownneighbourhoodanabnormal increaseofthesortofsmalljuvenile crimeswhichusedtobepunishedby thefamily,butreallycannotbepunishedbylaw.Theyarenotrecorded becausetheyarenotprosecutedbecausenohumourousandhumanepersonwantstostartachildontheinfernaltreadmillofthemodernprison. Theyarequiteobviouslythingsto bedealtwithbydomesticauthority. Theyarenotdealtwithbydomestic authority,becauseauthorityisnot theretodealwiththem.Anditis hottheretodealwiththembecause wehavedestroyedit.
