1.Thefol:owingaretheRegulations forFastsandAbstinenceinthisArch diocesefurtheHolySeasonofLent andthroughouttheyear:RegulationsforFastandAbstinence. TheGeneralLawoftheChurch. Accordingtothedisciplineofthe NewCodeofCanonLaw:
(1)TheLawofAbstinenceregte laterthekindoffoodwhichmayne takenoncertaindays.Itforbids theuseofMeatandofMeatSoup; itdoesnot,however,forbidtheuse ofEggs,Milk,Butter,orCheese,on anydayoftheyear,notevenonAsh WedneseayorGoodFriday.Nor doestheLawofAbstinenceforbid theuseofLardorDrippingonany dayoftheyear,providedtheyare usedmerelyasacondimentorseasoning.

Thetoastof''TheKing"wasduly honbured. TheMayorsaiditwaswithstrange minglingoffeelingsthathewouldask thecompanytojoinwithhimindrinkingthehealthoftheguest,VeryReV. DeanKiely.Heregrettedtheoccasionhadarisenforthemtoassemble tobidfarewelltoonewhohadwonthe admirationandesteemofallsections ofthecommunity.Theyhadcometo payatributeofrespecttoamanwho hadlabouredzealouslyandunselfishly intheirmidst.DeanKielyhadbeen associatedwiththegoldfieldsformany years.HisservicesatBoulderwere followedbyabriefsojourncoastward andhissubsequentreturntothefields. SomehadsaidthatDeanKielyhadnot beenveryprominentintheirmidst,but he(thespeaker)wouldsaythataman's goodworksmustnotbemeasuredby thepublicitythatwasgiventhem. DeanKielydidgoodbystealth.He knewofinnumerableinstanceswhere DeanKielyhaddonegoodwork,the recollectionofwhichwouldremainfor everinthememoriesoftherecipients ofhistimelyassistance.TheDean hadbeeninstrumentalinconsiderablreducingthedebtonSt.Mary's Church.Theschoolshadalsobenefitedbyhislabours.StJohnofGod Hospital,whoseSistersministeredto allsections,irrespectiveofclassur creed,hadfoundhimtobeuntiring.in hiseffortstofurtheritsinterests. TheRev.Mr.TaylorsaidDean Kielvhadlivedhisownlifean.)doni, 'tisownworkinhi,ownwaywithout comingintothelimelightofpubliclife. TheDeanhadworkedqueitlyand
DeanKiely,inreply,saidthathe wouldnotadmitthetruthofthegood thingsthathadbeensaidabouthim. Hedidnotpossessthequalifications attributedtohimexcept,perhaps,in averymildform.Hewassorryto leavethepeopleofthegoldfields,with whomhehadbeenassociatedfornearly 20years.Hehadmadefriendships amongthepeoplethatwouldlastas longashelived.Ilehadfoundthe peoplealwayswarm-heartedandalwaysanxioustohelpwhenassistance waswanted.Althoughhewasgoing downtothecoast,hewouldalways maintainrecollectionsofthefriends andthefriendshipshehadmadeonthe goldfields.Speakingofotherdenominations,hemustsaythathehadalwaysenjoyedthefriendshipofthedifferentministersofreligiononthegoldfields-therehadneverbeenanyquarrels.Thatwasmostacceptableto himasamanofpeace.Hemightnot havecomeoutinpublicverymuch,but healwaysfeltthatamancoulddoa lotofgoodinaquietway.Someliked totakepartinpublicaffairs,buthe feltthatthelittlegoodhecoulddo couldbedonewithoutcomingoutin public.IngoingawayfromKalgoorliehewouldliketosayhehadasked forachange.Hefeltlikemanyothers whohadbeenyearspnthegoldfields, thathewouldliketosettleonthe coast.liewasgettingoneofthemost importantparishesonthecoast,but hemustconfessthatithurthimto leavethepeopleofthefieldswith whomhehadbeenassociatedfor nearly20years.Althoughhedidnot wishtoboastofhimself,hemightstate thathehadtravelledthegoldfields morethananyotherclergyman.He hadbeenrightthroughtotheSouth Australianborderduringthetimethe menwereengagedinconstructionwork onthetrans-Australianrailway..He hadtouchedKookynieandgonedown toEsperance,andfromallsectionsof thepeoplehehadreceivedthegreatest kindness.Hewasverygratefulto theMayorandotherspeakersfortheir kindreferences.Hewasproudofthe littlehehaddoneinhelpingtoreduce thedebtonSt.Mary'sChurch.Duriagthepastfiveyearstheyhadpaid overabout£5,000onaccountofthe debtandchurchimprovements.There wasnowlittledebt,butwhattherewas

Oneoftheresultsofthewaristhat societyinmanycountrieshasbeen thrownintoastateofferment.Not onlyinthenationsthathavebeendefeatedintheterribleconflictandhave castasidetheirformerrulers,butalso inotherlands,menareinrevoltagainst oldsocialprinciplesandareendeavour. ingtoreconstructsocietyaccordingto theoriesmorefavourabletotheeconomicandpoliticalrightsofthemassesof thepeople.Nowtherecanbeno doubtthatthetendencytotakeapracticalinterestintheconditionofthe toilingmultitudesisentirelyinharmonywithCatholicteaching.On thatpointthewordsof"thePeople's Pontiff,"PopeLeoXIII..aremost stimulative.Heoftenrecurstoitand alwaysemphatically PapalEncouragement. TheHouseofRepresentatives adoptedby216votesto41aresolutionhopingthatthePeaceConferencewillfavourablyconsiderIreland's claimsforself-determination. Underthetitle,"APleaforJustice," the"CatholicRegisterandCanadian Extension,"ofToronto,Canada,the mostinfluentialCatholicjournalin thatsectionoftheDominion,said editoriallyjustbeforethecloseofthe war:"Thisisatimewhenthosewhoowe anythingtoIreland-whetheritbe birthorbloodoradmirationfor heroicenduranceofunutterable wrongsandforthesteadfastnessofa martyrtotheFaith-shouldstriveto paytheirdebt.Forthisisoneof herdarkhoursofneed.Anditis alsoanhourwhenthethoughtless, evenamongthedescendantsofher ownchildreninthisEmpireandinthe UnitedStates,aredoingherlessthan justice.

OnWednesdayeveninglastavery interestinglectureon"Readingwith DPurpose" wasdeliveredbyMr.J.P. oheny.Thelectureroutlinedmethods ofreadingwithadvantage,andsuggestedasimportantbranchesofliterature,tothosewhoreadleisurely, history,controversy,criticism,andpoetry'Aspecialfeatureofthelecture wastheattentiongivenbyMr.Dohenytoadvancededucation-themost importantsphereofreadingwitha purpose.Hestronglyadvocatedthe attainmentofwhateconomistscall the"scarcityvalve,"andmaintained thatifthiswereacquiredapersonby reasonofhisspecialisedknowledge mustinevitablysucceed,especiallyin thenearfuturewhenknowledgewill beanenormouspower.Heearnestlyurgedallwhocoulddosototake advantageofthefacilitiestheUniversityandtheTechnicalSchoolsafforded,anddeploredtheapathyof Catholicyouthtointellectualpursuits; fortheydonotavailthemselvesof theopportunitiesgiveninanydegree comparablewiththeirshareoftaxationtowardsthemaintenanceofadvancededucation.Aninteresting discussionfollowedthelecture,anda heartyvoteofthankstoMr.Doheny wascarried. TheCatholicChurchlosesadistinguishedsonbythedeathofSirGeorge ThomasLambert,C.B.,whopassed awayathisresidenceinLondonrecentlyBornin1837,SirGeorgewasthe youngersonofthelateHenryLam bert,M.P.,ofCarnagh,Wexford,and Catherine,thedaughterofWilliamTalbot,ofCastleTalbot.HewaseducatedatDownsideCollege,Bath,and LondonUniversity,wherehematriculatedinthefirstclassin1856.Heactedasprivatesecretarytomembersof theGovernmentinvariouspoliticaladministrations.HereceivedhisC.B.in 1897,andwasknightedin1903.

Thisisthefirstpublicappealmade bytheW.A.association,inspiteofthe factthatmenhavebeenreturningfor overfouryears.IntheEasternStates theyhavehadone-dayappealsinboth inAdelaideandSydney,whilstMelbournehashadtwoappeals.The amountrealisedineachcasewas:Adelaide,£20,000;Melbourne,£32,000;Sydney,£40,000.AlltheseStatesaremakinganewappealinApril,andthe StateofQueenslandalso.Itiswell torememberthatanybigorganisation mustincurheavierexpensesatitsinceptionthanwhenithasreacheda thoroughlyorganisedposition.Not untilallmenwholeftAustraliaare backagaincanthisbeaccomplished. andtheassociationbeproperlyworked without"organising"expenses.In regardtothepresentWesternAustralianappeal,itisdefinitelystatedthat only10percent.oftheresultsobtained aretobedevotedtopurelyadministrativework.Theremainderisabsolutelydesignatedasafundforassistance forreturnedmenandtheirdependants fromafinancialpointofview.Itwill bearguedbytheuninitiatedthatwith thePatriotic,Repatriation,andPensionsDepartmentsalreadyinexistence nosuchnecessitycanarise.However,suchnecessitieshavecontinuallyarisen, andwillcontinuetoarise.Itisour intentiontogivespecificinstancesof caseswhereimmediatereliefhadtobe affordedbytheR.S.A.Executive; caseswhichthePatrioticAssociation fund,whichdealswithabsentmenand theirdependants,couldnotcover;cases whichtheRepatriationCommittee,all embracingasitis.failedtodojustice to;caseswhichthePensionsDepart. mentwereunabletoimmediatelyanjust.Itmustnotbeforgottenthat therearemanyinstancesofmenwhore pre-warearningsabilitycaninnowise becoveredbyrepatriationschemesor pensions,whicharetotallyinadequate torestorethemanandhisdependants totheirpre-warstandardofexistencc. MasterW.W'allworkoneofthe brilliantstudentsoftheChristian Brothers'HighSchool,Fremantle, hasreceivedinformationthathe hasgainedfirstplaceintherecent CommonwealthPublicServiceExamination-ClericalDivision.Withinthepastfiveyearsthisisthe fourthoccasiononwhichastudent oftheaboveHighSchoolgained firstplaceinthisexamination. Weheartilycongratulateallconcernedonthisbrilliantachievement.
"OnAugust23rd,asmallattackwas madebytwobattalionsofBrigade andtheLancashireFusiliers.The enemyfoughtverygamely,evenat closequarters,butourobjectivewas soongained.The'Tommies'failedto comeupontheleft.andFritzwasa nastythorninourside.Theposition hehelddominatedourflank,andhe wouldbeverydangerousifnotousted. hisCovenanterassociates,anattemptis apparentlyabouttobemadetogetrid ofthespecialTreasuryobligation,and atthesametimetoimposeasecularisedsystemontheCatholicpopulation ofBelfastandthe"North-eastcorner" generally.Ifthesystemiseversanctioned,itwillinvolveourco-religionists inanobligationtobuildandmaintain notonlytheirownschools,butthoseof theProtestantpopulationalso.Ithas beenstatedthattheforthcomingreportsoftheIntermediateEducation CommitteeofInquiryandalsoofthe PrimaryEducationCommitteeare likelytocontainrecommendationsin favouroftheprincipleofalocalrate. Thiswillinvolvethetransferenceof authorityoverschoolstootherhands thanthoseinwhichitrestsatpresent. Weare,therefore,apparentlynearing somethinginthenatureofaserious educationalcrisisintheaffairsofthe country.Thepronouncementsofour prelates-notablytheBishopofDom. andConnorandtheBishopofRaphoe-onthissubjecthave,however,alreadysoundedanoteofwarning,and wehavenodoubtthattheCatholicsof Irelandgenerally,andthemanagersof schoolsinparticular,beingthusforewarned.willtakestepswithoutfurther delaytomeetthegraveemergency.

ThespeechesofSirEdwardCarson andcertainotherdevelopmentsthat tookplaceduringtherecentGeneral Elections,saysthe"IrishCatholic," musthavepreparedthepublicmindin Irelandforthelikelihoodofattempts atlegislation,duringthecomingSession,intendedtointroduceradical changesintheeducationalsystemof Belfastandotherpartsofthe"northeastcorner"inwhichtheProtestant votepredominates.SirEdward'sdeclareddesignistocarveanEnglish shirelandoutofsomeofthemosthistoricdistrictsofIreland,therebyto createanewkindof"EnglishPale." Theworkistobeinauguratedbyanattempttoinstitutetheprincipleofa localschoolrateinBelfastforbath primaryandsecondary-'education,and itisstatedthatameasurewiththisobjectinviewisarreadyincourseofpreparation.Theultimatedesignis,of course,topreparethewayforthesecularisationoftheprimaryschools,which, whenitisaccomplished,theCatholics willbetaxedtomaintain,atthesame timethattheirchildrenwillbeunable toavailoftheeducationalfacilities provided.
Theyear1918willberememberedas atroublousperiodinthehistoryof Ireland.Themomentouseventsof lastyeararesofreshinthepublic memorythatitisunnecessarytorecall them.ItfelltothelotofourBishops toplayagreatandhistoricpartinthe world-drama,asitaffectedtheinterests ofourpeople,andundertheirwise guidancetheimmediatedangersthat threatenedweresuccessfullyencountererandovercome.Theresultsofthe GeneralElectionhavebroughtusface tofacewithnewproblemsandnew anxieties,andthefutureisextremely uncertain.Inthesecircumstancesthe faithfulCatholicpeopleofIrelandwill, aseverinthepast,turnwithconfidencefordirectionandguidancetotheir devotedprelates.Itwillberecalled thatnosmallpartoftheLentenpastoralsoflastyearwastakenupwith warningsagainstthedangersofsecret societiesandofviolentcoursesofaction.Theseadmonitionsbyour spiritualguideswere,wearehappyto recall,obeyedbothintheletterand inthespirit,andthecountryhasgood reasontocongratulateitselfuponthe fact.Buttheneedformoderation, self-control,andprudenceisatleastas greatatthepresentmomentasitwas lastyear;andthisfactismostopportunelyemphasisedintheletteraddressertoameetingofhisflockbythe BishopofLimerick.Inthattimely communication,MostRev.Dr.Hallinangravelywarnshispeopleagainst thedangersofsecretsocietiesandarmedrebellion,andcounselspatience eventindertheprovocationoftheir enemies.HisLordship'sappealhardlyneedstobereinforced.
THEIRISHPROBLEM,
Igreatlymistakethesentimentsof thepeopleoftheseislandsifafterall theyhaveenduredindefenceofthe rightsofnationalitiestheywouldnot considersuchamodeofdealingwith theIrishquestionaspettyandcontemptiblebeyondexpression.Apowerfulnationis,forsooth,totarnishits reputationforfair-dealingnotonlyby refusingtoconformtoPresidentWilson'sdemocraticprogramme,butin doingthisistohaverecoursetoanartificewhichmaybecomparedwith theunjustifiabletrickofanunscrupulouscard-sharper.TocreatethisCarsoniteenclavewouldbenothingshort ofmadness,foritwouldinflictthe gravestinjusticeonIrelandandwould ensureperpetualtroubleintherelationsbetweenEnglandandIreland. TheProtestantsareprotestingagainst theproposal,aswelltheymay.Twentyninepercent.ofthenon-Catholicsin Irelandliveoutsidethesixcounties andtheCatholicsintheareaare62.3 percent.oftheCatholicpopulationof Ulster,andoutnumbertheEpiscopalian Protestantsbynolessthan181,748.
