Whenwetakeasurveyofthesocial conditionofthecivilisedworld,what dowefind?Wefindthatthemasses ofthepeoplearemakingajustremandforanadequateshareinthepropertywhichtheyhelpedorarehelpingtocreate.Undoubtedlyinmore placesthanoneextravagantandalarmingclaimsaremade;radicalismisin theair;but,nevertheless,theserene voiceofimpartialjusticeisalsoloud intheair,anddeterminednottobe silencedagain.Itseems,therefore, beyondquestionthatthenationshave theirmomentouschoicebetweenanarchyandjustice;andjusticeinthe concreteisnothingbutthetruesocial teachingwhichcertainlyisfoundin Christianity.Anditisahopefulomen that,inmanycountries,amongthem beingtheUnitedStatesofAmerica, thetrendofsaneeconomicopinioiis towardsChristiantraditionandChristiandoctrine.Andnowonder,for Christianitystands,andhaseverstood, inthevanofallgenuineprogress,and leadsthesocialmovementoftheday. Christianityopensitscompassionate heartaffectionatelytotheworkers' appealforjustice.LikeitsDivine FounderandMaster,ithaspityonthe people.What,then,isprimarilyandessentiallytheworkers'justdemand?Itis afairwage.Anddecidedlynoone -rmorethangenuineChristiansheartily approveseveryjustandreasonable methodwhichwillenablethelabourer tosecurethisinalienableright.But bothreasonandexperiencepointout onlyonesurewaytoattainthisendnamely,wiselegalmeasures.Wecannotreasonablyhopefortheconversion ofadominantclassofselfishcapitalists;norcanweputourtrustinthe methodofsocialrevolutionistswho wouldannihiliateauthorityandplunge theworldintoahopelessanarchy.If youtakehumannatureatitsbestyou findbyexperiencethatitcannotbe trustedveryfar,wheregainandprofit areinview.Andallfair-mindedemployersareamongthefirsttothoroughlyrealisethedifficultytheyencounterincarryingouttheirlofty Christianideals,andthoseoftheir friendswhen,ashappensgenerally, theyareforcedtocompetewithunscrupulousrivalsuncurbedbylaw. But,itmightbeobjected,cannotthe labourunionssavethesituation?Cannottheyleadtovictorythefightfor justice?Togivethewungrudgingly theirdue,theyhavedonemuchand deservemuchcredit.Butthequestioninitshardestaspectdoesnot touchthemsomuchastheunskilled workers.Whatmosturgentlyneeds assistanceisthegreatmassofthe labourpopulation.Tradeunionshave notsuccessfullyreachedthem.Inorganisingthemselvestoacquirestrength andinfluencetheunskilledmasseshave madelittleornoprogress,except, alas!whentheyhavebeenmomentarilysweptintosomebanefulrevolutionarymovement-adangertowhich they.aresingularlyexposed.Butskilledlabor,bymeansofunions,can,soonerorlater,exactjusticeforitself, whereithasnotyetobtainedit.There isdanger,andagreatone,thatskilled labourmaybecometyrannicalanduse itspowertoinjureboththeconsumer andtheunskilledworker.Instances ofthishavebeenexperiencedinthe past.Itissafetoaffirmthatthe greatestneedofthedayarelabour unionsthoroughlyChristian-thatis. basedonChristianprinciples.Butdo whattheymay,withthebestmotives theywillfinditahardtasktoadequatelyassistthevastmassofthe labourpopulation,exceptbypromotingintelligentandwiselegislation.And thereisurgentneedofStatelegislation.Whyarethemassesunorganised?Becauseoftheirlowwages.And whyarethewageslow?Becausethey remainunorganised.Norisorganisationlikelytoariseamongthem,becauselowwagesdestroyinitiative,
energy,andintelligenceintheworker. Yetwithoutorganisationtheworkers willneverbeabletoraisetheirwages. Extraordinarycircumstancesmay,for atime,createascarcityoflabour,and improvetheirwages,butaperiodof unemploymentiscertaintofollow,and todepresswagestotheirformerlevel.
Accordingly,thereisnohopetoobtain forallworkersatalltimesadecent livingwageexceptbymeansofproper legislation.NowwefindinChristian. ityatraditionofwiselegislation.The Christianguildsdrewupminuteand far-reachingregulationsforsuchlegislation.TheStatesanctionedthem,and guildofficialswereempoweredtosummarilypunishalloffenders.Atthat timetherewaslittledifferencebetween theremunerationofemployerandemployed,andinfixingthewagescale thebenefitoftheconsumerwasnever overlooked.Theaimwasnottosecurethehighestwageswhichthe unionorguildcouldimpose,buttoadjudicateuponthefairestwagesforall. However,bothemployeeandemployerhadonestringentrule-noworkno pay.Norcouldanyemployedderiveprofitswithoutactuallyengaging inthesameoccupationofhissingle tradeAnd-significanttonotetheserulesowedtheirorigintotheemployersthemselves.Now,ofcourse legislationsuitabletoourdaycannot beidenticalwiththeonejustdescribed,exceptinthespiritoffairplayall round.Buttherequisitelegislation forto-dayhasbeenclearlymade known.Theprincipleofalivingwage hasbeenlaiddownbymostcompetent authorities.Theconclusionisobvious.Itwillnotbesufficientlybrought hometothemassesuntilitispractical_ lyappliedtothechangingconditions ofplaceandtime.Whatallthetrue friendsoflabourhavetodoistounite solidlyuponaminimumwagelegislation.Everyworkerhasanatural andinalienablerighttoalivingwage, arighttakingprecedenceoverevery otherconsideration,excepting,of course,therightoftheemployerto livehimselfandhisfamilyinreasonableandmoderate.comfort,according tohisconditioninlife.Also,;nthe :nterestsofbothemployerandemployed,thecontinuanceofthewelfare oftheparticularindustryitselfmust beconsideded.Beyondthis,profits areoutofthequestion,untiltheliving wagehasbeenpaidtotheemployees. Andthisdemand-markitwell-isone ofjustice,andnotofcharity.Yet beforethisterriblewar,accordingto pre-warstatisticsoriginatingfromsocialworkersandeconomists,wefind thattheadultmalelabourersofthe UnitedStatesforinstancewerenotreceivingalivingwage.Andbecause onlyimpossibilitycouldexcusetheemployerfrompayingalivingwage,and becausemillionsofdollarswerebeing garneredinprofits.itfollowsthatthere existedaconditionofsocialinjustice loudlyclamouringforStateinterferenceandcorrection.
But,tocometothepoint,whatisa livingwage?LeoXIII.-anadequate authority-definesit:"Asufficientremunerationtosupportthewage-earnerinreasonableandfrugalcomfort."
Andforthemaleadultworker,accordingtothespiritofthePope'simmortalEncyclical,itisawage"sufficient toenablehimtomaintainhimself,his wife.andhischildreninreasonable comfort."Forthegrownupwoman itisawagebywhichshecanreasonablyanddecentlysupportherselfaway fromhome.Furtherthanthisminimumwagethelabourershouldbeable whenallexpenseshavebeenpaidfor familyandpersonalmaintenance,"to putbysomesmallsavingsandthus secureasmallincome."Becauseboth heandhisfamilymustbeprovided againstthedayofdeath,ofsickness, andofunemployment.
