Recentlyindelvingintoanalmostc forgottensetofvolumesissuedbythe BritishPublicRecordOfficethewriter cameuponsomeinterestinghistorical material.Inonevolumewerethe ordersissued/byOliverCromwelland hisCouncilofStateforthedeportationofIrish,men,,,women,andchildrentotheseshora.Intermingled withtheseorderswerecopiesofletters writtenbyCromwell'spaidlieutenants inAmerica-concerningPuritanfolk theninpowerinNewEngland.The readingoftheseordersandletters arousedinthemindofthewriteradesireforinvestigationofearlyAmerican.documents.Onelineofresearch ledfinallytoabrochurewrittenby JohnH.Edmunds,oftheHarvardlibrary,thetitleofwhichwas"Dorman Mahoone,aaasMathews,anEarly BostonIrishman."Thepaperthrough- outshowedtheresult-ofpainstaking researchandsomeofthedeductions concerningtheprogressofMr.Mahooneweredecidedlyingenious.There wasoneparagraph,however,thatdid notharmonisewiththeresearchesof thewriterofthisarticle.Itread: "PriortotheIrishRebellionof1641,an occasionalIrishmanwaswelcometo NewEnglandbutafterthat 0.eywerenolonger." Thelatterpartofthisstatement arousedkeencuriosityandaftera thoroughinvestigationIconcludedit wasnottruetofact.Upto1676the vitalrecordsofMassachusettshave manymisspelledIrishnames.A glanceattheCalendarofBritishState papers,colonialseries,supplementedby referencestoO'Hart'sstandardwork onIrishgenealogies,leadstothesame conclusion.Apparently,churchand townclerksoftheMassachusettsand PlymouthBayColonyhidIrishnames underEnglishspellingsormisspellings.Onclosestudyitappearsthatthe namesoftheearlyarrivals,whether theywereIrish,English,orScotch,werespelledphonetically.Atleast themisspellingsontheearlytownand churchrecordsindicatethis.Insome casesthigcanbeexplainedbythe factthatmanyofthosedeportedfrom IrelandspokethenativeIrishlanguage.NaturallyitwasdifficultfortheirPuritanmasterstounderstand theirpronunciations.Henceonthe BradfordrecordsMulliganiswritten Mulicken;on IpswichrecordsMc. LaughlininClaffin,CampbellisCam- penal;Casey,Cresie;Hughes,Cues;O'Donnell,Dwinell;ontheAndover recordsCoughlinbecomesCoffering; Corcoran,Cockrin;Clark,Clerk;Kelly, Calley;Hagan,Agan;ontheoldBos1tonrecords,Murphy,Murphey;Sullivan,Silloway;Mahoney,Mahoone,and McCarthy,Macarta.
ThefirstrecordeddeedinSuffolk county,Massachusetts,hadIrishmen asprincipalsandpresentafairsample ofdistortionofIrishnames.Itis datedJanuary25,1640.Theinterpre- tationofthefirsttwolinesofthepar- ticulardeedbytheoriginalcopyistwas asfollows:"Beitknownuntoallmen bythesepresentthatI,JohnIlesof KatheroprincountyeofClone,hus- bandman."Afteracarefulandlaboriousstudyoftheabovenames,the writertracedtotheoriginalofthe deedtoCountyClare.inIreland.Ka- theroprwasfoundtobeCarrigaholt, inthesamecounty,notinClone,and IlesisundoubtedlyHylle,which,in thesixteenthandseventeenthcenturies wasthenamesofoneofthemostpro- minentfamiliesinIreland.
ByorderofCromwellandhishirelings,manyIrishmen,womenand childrenalso,hadtheirnamesdeliberatelychangedbytheEnglishdepor-tationcommissionersatthebooking officesandonboardtheshipsbefore startingforAmerica.Inordertoofferanexplanationforthis,theBritish slave-driversevokedanoldlawofthe fifteenthcentury,whichrequiredIrish peoplefromcertainpartsofIreland "totakethenamesofanEnglish town,atrade,color,art,orcult."Thus wefindIrishmeninthiscountrywith thenamesofDyer,Winchester,Eng- land,Ireland,Black,White,Wright, Green.etc.Ofcourse,inthosetimes theauthoritiesofNewEnglandwere insympathywiththeEnglishiauthori- tiesinthisrespect;moreover,thetown andchurchclerksshowbytheirrecordstheirimpatiencewiththeGaelic spelling. InsomeinstancestheCeltictemper andabilitywerearousedbythiscavalierconduct.In1654twoIrishservants,withthecorrectlyspellednames ofPhilipWelchandWilliamDowning, broughtacaseagainsttheirmaster, SamuelSymonds,allegingthatthey weretakenfromtheirbedsatnightin Ireland,broughttoaseaportandcompelledtogoonboardagainsttheir wills.Itseemsthemenwhokidnappedthem,theywereonlyboysat thetime,werecalled"spirit"...idmade apracticeofsellingIrishyouthsand adultstocaptainsofshipshoundfor Americaforthehighestpricethey
ouldget.WelchandDowning,cited above,weresoldtoSymondsonarrival atBostonandbroughttoIpswich, whereheforcedthemintoanunnatural periodofservitude.Thewriterinhis researcheshasfoundseveralinstances of.IrishslaveryinMassachusettsand Plymouthcoloniesatthisparticular period.MotherwasthecaseofWilliamHiferney,whotestifiedbefore thecourtatPlymouththat"Hewas stolenawayfromhis.Country,brought hither,andsoldtohismaster,John Ha:letofSituatefortwelveyears, whenhewasunacquaintedwiththe Englishtongue."Thecourtpersuad. edHallettotakeOfftwoyearsfrom Hifeniey'stime"ifhebefaithful."
TheearlycourtrecordsofEssex countryalsoaffordinterestingreading tothestudentoftheearlyhistoryof theIrishinAmerica;andtheprevalenceofIrishnamesintheQuarterly SessionsatIpswichandSalemshow thattheracemusthavebeenprominentalongthenorthshorefromthe firstsettlements.Inthoseinteresst ingdays,Ipswich,aswellasSalem, wasanimportantfishingandcommercialtown.Theinspectionofthevital recordsoftheformershowedasurprisinglylargenumberofIrishnames,and theydatefromthefirstoccupationof thesettlement.Amongthefirstentriesoflandgrantsisthisone.dating from1634:''Givenandgrantedto MathiasCurren,twosacresoflandb ingeuntohishouseontheestend thereoftohim,hisheirsandassigns."
ThesameyearThomasFinnanwas given100acres.OnFebruary10,1640. "thehaveupponChebacowagetoward LaborinVaneCreekisgrantedto JohnLeeforthisyearonly":Edmund Dear(Dwyer)wasacommonerinDe. cember,1667;ThomasLovellfrom Dublin,Ireland,wasaresidentin1647; HughSherrat(Sheridan?)was"grantedahouselotonthepointwherehe hathbulitahouse";ThomasSmithis "grantedaplantinglottbeyondMuddy river,asitmaybefoundafterGoodmanCooley":MichaelKatheriekewas "paid32s.forworkdoneatthebridge, andforcarriageforthegun"onMarch 17,1642,St.Patrick'sDay.Thisopens upawidefieldofspeculation.AndrewDiamondwasamerchantandone oftwenty-sevenplanterstohavethe honorarytitleof"Mr."affixedtohis name.
Fromthebirthrecordsitappears thatMichaelFarleywasborninthe townAugust2,1686:JohnBuckleyon May8,1660;MaryClarke,daughterof Thomas,on1669.Fromthemarriage recordsoftheseventeenthcenturyit isclearthatmanyIrishcoupleswere joinedinmatrimonyinlAwich.Am. ongthemoredistinctivenamesare: JohnBarryandMaryChapman,January,1676;JamesCollings(Collins) andHannahDutch,1674:MichaelCresie(Casey)andMaryQuilter,April, 1660;JohnDowningandMihitabel Brabrook,1669;ThomasHartand MaryNorton,October,1664;Mary Hely(Healy)andJohnWard,May, 1676. ThewriterfoundinthemarriagerecordsofIpswich160namesin whichoneorbothpartiestothecontracthadIrishnames.
TheIrishinfluxintoNewEngland startedwiththelandingoftheMayfloweratPlymouthin1620,andthe Celtshavecomeregularlyintothispart ofthecountryeversince,notwithstandingatoneperiod,courttiradesissued againsttheircomingbythesavants oftheMassachusettscolonyinfluenced byacoterieofdivinesandeldersofthe establishedCongregationalchurch.Of courseonarrivalinBoston,Plymouth, SalemandIpswichtheywereaskedto moveon,toanyoldplace,preferably tothevicinityoftheMerrimackriver, wheretherewasmuchlandnotoccupiedbyany,"astheorderof1634had it.
Therewasaparticularlygoodreason fordirectingtheincomingIrishand Scotchemigrantstothevicinityofthe Merrimackriver.Inthoseprimitive daysthisriverwastheedgeofthe colonyandvariousrefractory-hordes ofIndiansstayedeverynowandthen down,intothesettlementsseekingto gratifytheirrepugnanceforthenewcomers.Anditwasfullyknown,even inthosebenightedtimes,thattheIrish wereprettygoodmentohavenearby whenabattlewastobefought.Winthrop,theMathers,Endicott,andother crafty-politiciansoftheperiodknew this,andwhentheCeltcametheiractionwasdecisive.Theyrequired,the unwelcomeimmigrantsfromErn%to movetotheconfinesofthesettlements.Heretheirbraverywould haveanoutletandincidentallyit wouldsavethescalpsofthePuritans. ItisacuriousfactthatinMay,1914, theIrishquestionthreatenedthis Kingdom,itsinstitutions,anditsEmpirewithdirecalamity.andnowafter fouryearsofbloodshedandstrain withtheenemyknockingatourvery gates,thissameproblemisoncemore engrossingourattention.
Thedangersthatmenaceusifthe Irishquestionisnotsettledareobvious,butareworthreciting.
1.Theimpositionofconscriptionon Irelandwithoutthegrantingof self-governmentmeansthatour statedwar-aimsinregardtothe recognitionoftherightsofsmall nationswillbeconsideredasno morethanhypocrisyandcamouflage.
2.Theimpositionofconscriptionon aresistingunsatisfiedIrishpeople meansthatweshallincurthehostilityandill-willofthatvast-scatteredIrishnationwhichplaysso greatapartinthepoliticallifeof theUnitedStatesandourEnglish-speakingDominions.
8.Thecommencementofaneraof disorderandcoercioninIreland meansthateveryelementofrevolutionandunrestintheBritish \Isleswillhavearallyingpoint.
4.Theemploymentofarepressive forceorcoercionorpunitivework inIrelandwillmeanafreshpreoccupationforourGeneralStaff andafreshdrainonourmilitary resourceswithoutanycompensatingadvantage. Theseare,briefly,thehandicaps whichweshallimposeonourmoral andmaterialresourcesifweendeavour toproceedwithconscriptioninIreland beforewehavedealtwiththeproblem ofsatisfyingIrishnationalaspirations. Aswerequireeveryounceofenergy, bothmoralandmaterial,toenableus tosurvivethemilitarywar-strainnow imposeduponus,settlement,speedy andadequate,becomesamatterof vitalconsideration. Ifconscriptionwithoutsettlementis impossible,setlementbecomesawar measureofprimenecessity.World libertyisatstake,andwithitIrish liberty.Non-settlementoftheIrish problemhaspreventedthemanhoodof Irelandfromplayingtherolewhichinclinationandsenseofdutywouldhave obligedittoplay.Itisincumbent uponthosewhowishtowinthewar tocutthebondswhichkeeptheIrish peoplefromaccomplishingtheirmission,whichistoformapartofthat grandreserveofthecauseofrightand justicewhichwilldecidethefateof Armageddon.Settlement,however,maybeconsideredfromallpointsofview.The partieswhohavetobeconsideredare theUnionistsofGreatBritain,the IrishUnionists,andtheIrishNationalists.WemayassumetheBritish HomeRulerswillbesatisfiedwithany solutionsatisfactorytothesethreeparties.WithregardtotheSinnFeiners andextremists,sincetheirviewsare inepmpatiblewiththoseofthefour par'Oesalreadymentioned,weneednot wastetimeinconsideringthem.
TheUnionistsofGreatBritainare Unionistsforoneortworeasons,either theyconsiderthatitwouldbewrong toplaceIrishUnionistsunderaIrish NationalGovernment,ortheybelieve thattheActofUnion,bothfromthe pointofviewofGreatBritainandIre-landhadbetterbemaintained.The opinionsofthefirstcategorycanbe dealtwithundertheheadingofIrish Unionists.Thoseofthesecondare dealtwithhereasbeingpurelyEnglishorBritishUnionists.
ThetrueEnglishUnionist'sconvictionsarebasedonthesamegrounds asthoseadvancedbythelateProfessorLecky,namely,thatPittwasright inhispolicyofendeavoringtoassimilateIrelandintotheGovernmentofthe UnitedKingdom;andthoughhispolicyhasneverbeenputintoeffect,yet ifitwere,bothGreatBritainandIreAndwouldbebetteroff.
Thisideahaslainatthebackofthe mindofeveryEnglishConservative statesmansincePitt'sday.Itisthe ?olicywhichinspiredtheLandCouncil ActsofMr.GeraldWyndham,the CountyActsandLabourersActsof otherUnionistSecretaries.IfIrish Nationalistswillbutbelieveit,itwas thisideathatlayatthebackofthe repressivemeasureswhichUnionist Governmentsfeltjustifiedinapplying toIreland.Infact,thetheorywas this:Thatifordercouldbemaintained,andnecessarymeasuresofagrarian andsocialreformintroduced,prospey'JOAOFinomasalatuiuotutuoppusAl! comethehostilitiesofthepast,andthe
Governmentofthetwocountrieswould emergeharmoniouslyoneintothe other.IfamanofLecky'sbreadth ofmind,deepknowledge,andprofound charityofthoughtcouldholdthisview, itisonewhichdoesnotlacklogicor goodwilltowardsIreland.
However,theUnionisttheorypredicatedaconsistentpolicyintheBritishParliamentofatleast20years' duration.WhenMr.Wyndham's LandActbecamelawwestoodonthethresholdofanevolutionarypolicyof UnionisminIreland,whichIfirmlybelieve,haditbeenpursued,wouldhave solvedtheproblembynow.Butthe intervening15yearshaveshattered thoseprospectsforever:for,onthe onehand,thereisnopossibilityof 20years'scientificprogressiveUnionist policy;ontheother,theUlsterCovenant,.Lame,theCurragh,theoutbreak inDublin,Larkinism,Casement,and thegrowthofSinnFeinhavedugout oftheirgravesallthosegrize:yghosts ofmalignity,intoleranceandmisunderstandingwhichwouldnowtakemore than-agenerationtolay.
Pitt'spolicyhasbeenbetrayedby thoseUnionistswhoresortedtounconstitutionalmethods,andbythoseLiberalswhousedIrishNationalismasan auxiliarytodomesticpolicy.Theonly hopeofunityto-dayliesindevising someschemewherebyIrelandcancure herselfofherdistempers.
WenowcometotheIrishUnionist standpoint,asopposedtotheUnionist ofGreatBritain.Thispointofview, whichisafactorofgreatimportance inthesituation,isthatheldbythe bulkofthepopulationofNorth-East Ulster,andbyascatteredminorityin therestofIreland.Itisunnecessary toreciteherethehistoriccausesof North-EastUlster'shostilitytomodern Irishself-government,theoriginofthe mutualreligiousbias,orthecircumstancesofplantation,colonisation,and eighteenthcenturyascendancy.Suffice tosaythatadivisionbasedatonce onreligionandrace,andinsomedegreeonagrarianandurbaninterests, hascombinedtoproduceatheoretic enmitybetweentwosectionsofthe populationofIreland.
Thishostility,havingbeenassiduouslyfosteredbyEnglishpartypoliticians,culminatedinthesigningof theCovenant,inthedeliberateorganisingandarmingforrebellionofalarge numberofmen,andthedecisionof scoresofthousandsofIrishcitizensto resisttheapplicationoflawbyforce ofarms. Thisproblemisaterribleandtragic one.Aprosperousandlaw-abiding peoplewas,byonemeansoranother, workedupintoastateofviolentdeterminationtoacceptnocompromise,and torefusetoharbouranyideaofasettlementwhichincludedthemina schemeofIrishself-government.The Governmentwhichtheydefiedtookno actiontorestraintheirillegalacts;the constitutionaloppositiontothatGovernmenturgedthemtobreakthelaw, andpledgeditselftosupporttheirresistance.
Earlyinthewarthesepeoplewere toldthattheHomeRuleActwould notbeputintoforCesolongasthe warendured,and,trustingtothat pledge,theyfreelyenlisted.Ata laterstagetheyweretoldthatunless generalagreementwerereachedthere shouldbenoquestionoftheirinclusioninaself-governedIreland.Now settlementhasbecomeacryingneed, yetthereisnogeneralagreement.
Apeoplewhohavebeensotreated havesomecauseforcomplaint,and yetitisnecessarytoreasonwiththem.
Thecasemaybestatedasfollows:
IfNorth-EastUlstermakestermsnow withtheSouthandWest,itiscertain toobtainrealguaranteesofsecurity andfairtreatment,whichcouldnotbe gotatanyotherjuncture.IfNorthEastUlsterrefusesallideaofsettlementnow,itmustacceptthefullresponsibilityfortheconsequenceswhich suchrefusalmustentailuponthe courseofthewar.
ImmenseashasbeenNorth-EastUlster'scontributioninmen,war-work, munitionsandships,thiscontribution willbeworthlessifNorth-EastUlster's attitudemakessettlementimpossible andprecipitatesacatastrophewhereby thebondwithourAmericanassociates isweakened,ourcoloniesshakenin theirenthusiasm,ourArmydepleted ofmen,andarevolutionaryoutbreak startedwithintheUnitedKingdom.
ItisforNorth-EastUlstertoconsiderwhatwillbetheeffectofsuch eventsonitself. Ifthewarbelost,thenallislost, andIrelandmustinevitablysubside intoawelterofBolshevismandanarchywhereinNorth-EastUlsterandits prosperitywillsinkwiththerest.If thewarbewonandthefinalvictory
beachieved,andIrishtroopsrecruited foronecommonpurposefromallparts ofIrelandhavecontributedtothesavingofworldliberty,theimmediateact ofself-abnegationandself-control whichthepresentsituationdemandsof North-EastUlsterwillappearasmall pricetohavepaidforsuchasplendid result.If,therefore,asettlementis devisedwhichoffersNorth-EastUlster arealprospectofsecurityandacontinuanceofashare,nthedirectionof theaffairsoftheGovernmentofthe UnitedKingdomasawhole,thenthere canbenoquestionastothecourse whichcommonsensewoulddictate.
Wemaynowturntothelastpoint ofview,whichisthatofIrishNationalists.
ForthirtyyearsormoretheIrish NationalistParty self-governmenthasstruggledfor forIrelandonconsti, tutionallines.Ithastoiledinthe division,lobbies,wreckedBritishPar- liamentaryprocedure,brokentheBritishConstitution,inturndefied,obstructed,andallieditselfwithvariousparties;ithaspassedthreeHome RuleBillsthroughtheHouseofCommons,andputoneontheStatute Book.
ItmadethewarpossiblebyitsconcurrenceinthewaraimsoftheGov- ernment;itworkedforrecruiting,and wassnubbed;itdiditsbesttocombat SinnFein,andwasaccusedofcomplicity.
TheweaknessoftheNationalistPar- tyliesinthefactthat,inspiteofevery politicalmanoeuvreandaseriesof hard-wonvictories,ithasnothingtan- gibletoshowtheIrishpeople.Though itheldthelifeoftheLiberalGovern. mentinitsgrasp,ithadnopowerin Ireland.North-EastUlstercouldland armsanddefythelawwithimpunity, whilethelandingofarmsintheSouth wasfollowedbybloodshed.Soldiers whowerereadytorepressNationalist movementsinthepastcouldnotbe usedtofighttheCovenanters.Every coercionActputontheStatuteBook wasenforced,buttheHomeRuleAct wasnotenforced.
TroopsraisedbytheNationalistsfor thewarwerenotgiventhepolitical, religious,sentimental,ornationalcon- siderationaccordedtotheforcesraised underNorth-EastUlsterauspices.As aresult,ConstitutionalismandtheNationalistPartylostground. ThegreatdifficultyoftheNational- istPartyto-dayistoconvinceeither. itselforitsfollowersofthesincerity ofanyofferthatcomesfromaBritish Government. Ithasseenitselftrickedanddefeated ateveryturn,andnowthatasettle- mentisoffered,itisprecededbya measuretocompelIrishmentoserve againsttheirwills.
Itishardtospeakwithpatienceof theGovernment'stactics,itismore difficulttoappealtoNationaliststo helpinmakingasettlementeasy,yetthisappealmustneverthelessbemade. WecannotaskNationalistsatthis juncturetobelieveanythingintheway ofpromisesorpledges,butweexpect themtodealreasonablywithanac- complishedfact.Ifwebringforward ameasureofself-governmentforIreland,whichgivesIrelandanational statusequaltotheindividualnational statusofEngland,Scotland,orWales, andputsthecontrolofIrishaffairsin Irishhands,andnotonlyputiton theStatuteBook,butalsointoeffect, wehavearighttoexpectandtoinsist thattheNationalistPartywillcancel itsgrievancesandco-operateinthe prosecutionofthewartothefullest extentintheirpower.
Moreover,wehaveafurtherrightto expectthattheNationalistPartywill notlenditselftoanydemandsinregardtothemeasureofself-government tobeaccordedtoIrelandwhichare incompatiblewiththepoliticalormilitaryintegrityoftheUnitedKingdom. Certainessentialservicesmustremain inthehandsoftheParliamentofthe UnitedKingdom.
Asagainstthiswecanurgeupon Nationaliststhatifasettlementcomes nowinwhichallthepartiesconcerned agree,thenthereisanopportunityof weldingIrelandtogetheratonceasa nation,andasapartofagreatand powerfulEmpire,inwhosegloriesand trialsshemaysharehonourably.There isalsoanopportunityofIrelandplayingherpartinhelpingtorescuethe ii then smallnationswithwhomshe sympathisesfromasenseoffellowship andjustice.Lastly,iftheNationalist PartyandtheIrishpeopleshouldre-
jectobshoeuns.yreasonablebothw iilaa Ineg andsatisfactory,ew nuponchwhsthemselves not onlythefinalhostilityoftheBritish Democracy,butwillforfeitthegoodwillofthewholeEnglish-speaking world. Tosumup,asettlementisessential; itrequirestheco-operationandagreementofthethreepoliticalelements analysedinthisarticle;itisinthe ipmopwoesrsiobflea,nybountettohnraeksepoitsirbeialliits),atifoonr theconsequencesofsuchactionseem soterriblethatitisunthinkablethat
anybodyofreasoningmenshouldassument.
TheUnionists,ofGreatBritainhave therighttoinsistthatthemeasure shouldbecompatiblewiththeinteg- rityoftheUnitedKingdomasawhole asrepresentedinaParliamentcomposedoftherepresentativesofthefour nationswithinthekingdom.
TheIrishUnionistshavetheright torequireprovisionswhichwillinsure themagainstthosefearswhichthey haveinheritedfromthepast.
TheIrishNationalistshavearight todemandanationalstatusforIrelandasawhole,equaltothenational statusofEngland,Scotland,andWales, andcompletecontrolofinternalIrish affairs. Theserequirementsarenotincompatibleonewithanother. Meanwhiletheenemyisthundering atourgates,anditoururgentdutyto settlethisquestiononceandforall sothatwemaydealwithhim.

ViscountFrenchisthethirdsoldierveceroyofIreland.TwicebeforeinErin'schequeredhistoryhasagreat soldier,distinguishedinarms,but scarcelyinstatesmanship,beensenttoDublinasViceregentandheadofthe CastleExecutive.Thefatefuldays inwhichtheyruledandthecritical circumstancesattendingtheiradvent toofficeareonlyparalleledbythegravityofLordFrench'saccessionto viceregalpower.Whatevertheulter- iorpurposeofthepresentappointment, CatholicsandNationalistsofIreland anynewsusceptibilitytoEnglishpro- fessionsofgoodwilltotheIrishpeople. ExampleofPredecessors.
But,lesttheconjunctionofasoldier- viceroywiththeGovernment'splanto forceconscriptiononIrelandcreateunmeritedprejudiceagainstthebril- liant historicField-Marshalwhoacceptedthe officeinexceptionallydifficult circumstances,itiswelltorecallthe relationswhichLordFrench'stwo greatpredecessorsestablishedwiththeIrishpeopleinotherandequallydiffi- cultanddangerousdays.
Ifweweretojudgebythesepre- cedents,CatholicIrelandwouldhave especialreasontoviewwithindulgent interestratherthanwithapprehension thecomingofasoldier-viceroy.The experimentwhichisnowdaringlyre- vivedwaslasttriedjustninetyyears ago,andpreviouslyin1798,ontheeve ofthegreatrebellion.Ineachcase whateverblowtheAdministrationintendedtodealatIrishsentimentre- coiledpowerfully-andlefttheBritish Governmentinthelurch.Premiers maymouldpoliticianstotheirpurpose,buttheycannotforcethesoldier whoisbluntandhonestintothedu- biouspathsofthepoliticaltrickster. Outofallthecrowdofpoliticalme- diocritieswhohaveruledatDublin Castlethroughadrearysuccessionof barrenyears-inspired,forthemost part,withlittlesympathyforthepeo- plewhosewelfareshouldhavebeen theirfirstconcern-thereshineforth thenamesofChar:es,MarquisCorn- wallis,andHenryPaget,Marquisof Anglesey.Bothweregreatsoldiers whohadheldhighcommands;both had,likeLordFrenchto-day,foughtin Flanders,andhadwonconsiderable reputationsasleadersofmen.Both wentasViceroystoanIrelandthat wasseethingwithprofounddiscontent andadeepeningdistrustofEnglish rule.Bothwereexpectedtoexertthe ironhand-andbothbecameconverted toacomprehendingsympathyforthe Irishstandpoint.
LordCornwallisandEmancipation.
LordCornwallisfromhisplaceinthe HouseofLordshadopposedthetaxa- tionoftheAmericancolonists,yet, conceivingittobehisdutyasasoldier andtoobeyorders,ledBritishtroops GermanhirelingsagainsttheAmericansbattlingfortheirliberty.So, whenViceroyandCommander-in-Chief inIreland,hefulfilledhisdutyashe sawitasasoldierbysuppressingthe "Ninety-Eight"rising.Buthissense ofdutycouldnotsuppresshissenseof
"Sir,Iwillnotbeconsideredeither ProtestantorCatholic,"repliedthe soldier."IgotoIrelanddetermined toactimpartiallybetweenthem,and withouttheleastbiaseitheroneway ortheother."AndinthatspiritLord Angleseyfulfilledhismission.
ToDr.Curtis,theCatholicArchbishopofArmagh,LordAngleseywroteadvisingthat"allconstitutional meansshouldbeemployedtoforward thecause,butatthesametimethe mostpatientforbearance,themost submissiveobediencetothelaws, shouldbeincalculated."Thisletter, coupledwithhisconciliatoryattitude totheCatholicAssociation,ledtoAnglesey'srecall.Heseemednotsuch a"trueProtestant"asKingGeorgede. sired!
TheAnti-CatholicPrejudice. soldier-viceroyswhohadthe couragetoavowthejusticeofCatholic claimshadtoleavetheirposts,asso manyothers,fromCharlesCornwallis toGeorgeWyndham,havedone-at thebehestofanti-Catholic,anti-Nationalpoliticianswhoseaimitis.to maintaintheProtestantAscendancyin CatholicIreland.

Undertheabovetitle,Mr.SwiftMacneill,K.C.,M.P.,contributesamost strikingarticleto"TheContemporary Review."Itisnotonewhichany Englishmancanreadwithoutpain,for ittellsofthewayinwhichlegitimate IrishhopesanddesireshavebeensystematicallythwartedbyBritishGovernments.Hewrote,ofcourse,before theattempttoenforceconscriptionin thatunhappylandhadbeenabandon. ed,togetherwiththepromisetogive thepeopleHomeRule,buthehadno doubtwhateverastothedisastrousre. suitwhichthepolicyoftheGovern. mentwouldhave.Hesays:"TheforcingofconscriptiononIrelandwithoutpreviouscommunication eitherdirectorindirectwiththeleadersoftheIrishpeopleandinspiteof theuncompromisingoppositioninthe HouseofCommonsoftheIrishParliamentaryParty,isequivalenttothe signingofthedeathwarrantofa peacefulsettlementoftheIrish,difficultyonthebasisofreconciliationand goodwillofal:sortsandconditionsof meninIreland,notonlyamongst themselvesbuttowardsGreatBritain."
Mr.Macneillquotesthefirstpublic utteranceofMr.Dillonasleaderofthe IrishParty,andthelastofMr.Redmondbeforehisdeath,whenhespoke tothefollowingresolution:-
"Thatwithaviewtostrengthening thehandsoftheAlliesin.achievingthe recognitionoftherightsofsmallnationsandtheprincipleofnationality againsttheoppositeprincipleofmilitarydominationandgovernmentwithouttheconsentofthegoverned,itis essentialwithoutfurtherdelaytoconferuponIrelandthefreeinstitutions solongpromisedtoher."
bymutualagreement,butheevidently realisedfullyafterthefailureofthe LloydGeorgeattempttosettlethe Irishquestionin1916(andafterthe hadagainbrokenfaithwithhim)that thepositionwashopeless,andthisno doubthastenedhisend.Onthatoccasionhesaid:-
"ItakeleavetotellthePrimeMinisterthataftermyexperienceofthe lastnegotiationsIwishtoenterinto nomorenegotiations.Theeffectof thesenegotiationswassimplythis. Wewereaskedtoagreetocertainproposals,whichwereputinwriting.After greatdifficulty,muchagainstthegrain, andrealisingalltheunpopularityof thepositionweweretakingup,we agreedtothat.Wewereaskedtogo overtoourfellow-countrymenandto askfortheirconsent,andbeforegoing overweaskedifwecamebackwith thatconsentwouldtherebeanyattempttoenlargethemorwouldthe peopleresponsibleforthemstandby them.We-gotthatassurance,and withoutthatassurancewewouldnever havegoneandaskedourpeopleto consent.Whenwecamebackwith thatconsentinourpocketswewere facedwithavariationofthecontract, alterations,andchangeswhichwecould neveragreetoandthatwereneversubmittedtoourfriendsinIreland,and afterthatexperience,Iforone,will enterintonomorenegotiations."
Mr.Redmondonthatoccasionsaid somebitterthingsaboutBritishstatesmen,andMr.Dillon,surveyingthehistoryofthetreatmentofIrelandduring thelastcentury,wasnolessbitter. Commentingontheproposaltoextend theprovisionsoftheManPowerBill toIreland,thelattersaid:"Distrust,believeme,istherootof alltroubleinIreland.NomaninIrelandnow-andIfeelthefullweight ofresponsibilityforwhatIamabout tosay-nomaninIrelandnow,no matterwhatpartyhebelongsto,believesinorplacesanyreliancewhateveronthepromisesandpledgesof Britishstatesmen.Thatisavery seriousthing,butitistrue,anditis timethetruthshouldbetold,nomatterwhatthePrimeMinisterhasto sayastothedesirabilityofcovering thingsupandofconductingdebates intheHouseasifwewereostriches withourheadsinthesand.Iwantto say_inallseriousnessthatinIreland andinAmericathebeliefwillbegeneralthatthisproposaltoapplyconscriptiontoIrelandatthisparticular moment,intheteethoftherecommen. dationoftheGovernment'sownConvention,hasbeenmadeforthedeliberatepurposeofaffordingtheGovernmentanopportunityofescapingfrom itspledgestotheIrishpeople.Iam notassertingthatthatisso,Iamnot assertingthatIbelieveittobetrue, butIsayitwillbetheconvictionin Ireland,becausetheIrishmindispoisonedbythesuspicionsengenderedby thetreatmentwehavereceivedduring recentyears. ThegreatbulwarkoftheIrishpeople,athomeandabroad,istheir Church.Theirclergyareasdevoted andasreadytomakesacrificesfor theirflocksnowasinthedaysweare sooftenadmonishedtoforget.There arenoanti-clericsintheGreenIsle. Ontheotherhand,thepeoplearedevoutedlyattachedtotheirpriestsand Bishops.ItistheHierarchyofIrelandwhichhasunitedtheGael,and whichcarriesmoreinfluencethanthe gunswhichbelcheddeathatDublin onEasterweek.TheIrishpeopleare peacefullyunited.Tyrannymaydo itsbest,anditsbestwillmakeonlyfor itsownbetrayal. Thepoliticalfarcewhichwasplayed outrecentlyontheflooroftheHouse ofCommonsbeganasacomedy,and endedinatragedy.GeneralMaurice's cha,rgesagainstMr.LloydGeorgeand. Mr.BonarLawwereserious,veryserious;soseriousindeedintheeyesof theGovernmentthattheymustbeinvestigatedbyatribunaloftwoofhis Majesty'sJudges,receivingevidencein secret,andreportingonthehonourof theimplicatedMinisters.AcommitteeoftheHouseofCommonswould notdo;thedocumentstobebrought forwardweresogreat-;andwherecould agroupoffourorfivemembersofthe HouseofCommonsbefoundlikelyto giveajustverdict,freefromparty bias?ItmustbeacourtpresidedoverbyJudges,notaCommitteeof theHouse.OnthatpointMr.George wouldstandorfall!
Mr.Asquithrosetospeaktohismotionwithacomplaintthatanyone shouldthinkhemeanthisvotetobea voteofcensureontheGovernment. Hemerelywantedtogetatthetruth ofthecharges.Andhethoughtthe Housewouldwishtofollowprecedent.ButturnouttheMinistry!His speechdeliveredhimover,bound,into thehandsoftheenemy.Mr.George torehimtoshredsasaterriertearsa rat.Histaskwasadelighttohim. Thequiet,gentlemanlyex-Premierwas ahelplessvictimofthewilyandmercilesslittleWelshman.Whenhehad donewithMr.Asquiththecomedywas becomeatragedy.Thelastfewwords ofthestageplayleftMr.GeorgetriumphantoverMr.Asquith,triumphant overtheHouse,triumphantoverhis accuser.triumphantoverthecharge- whichindeedhedismissedafterafew ex-partestatements.Andthereisto benoinquiryatall!Whileafewof thelessimportantmemberscalledattentiontothefarcicalnatureofthe wholeproceedings,theHousewaited impatientlyforthevote.Whenthe Speakeragreed,theverdictwastaken, Mr.LloydGeorge'svictorywasover- whelming.Hewalkedaway.laughheingasGoliathmighthavedonehad slainthelittleSlinger.
Ifthisedisode,sofulloftriumphfor Mr.George,sofullofdefeatforMr. Asquith,doesnotconvincetheremnantsoftheLiberalPartythattheir leaderisweakanduseless,nothing will.Mr.Asquithshouldeitherhave foughtorhavekeptquiet.TointroduceamotionwhichtheGovernment saidwasforthemavoteofcensure carryingtheirresignation,iftheHouse passedit,andthentorunawayfrom hisownactandtheconsequencesofit, wastoplaythepartofapolitical innocent.Thenetresultofthewhole affairisthatMr.Georgeandhisfriends aremorethanevercertainthattheir positionissecure,andthatwhoever. bringsabouttheirdownfall,theLiberalswillnot,becausetheydarenot. Andtheydarenot,becauseneitherthe HouseofCommonsnortheBritish peoplewouldliketoseeMr.Asquith inofficeagain.HisrecordofPremiershipwasthatofamanwhocouldnot makeuphismindonanything,evenon thewickedfollyoftheMaxwellMassacres.Folkinthiscountryprefer thewickednessofMr.LloydGeorge totheweaknessofMr.Asquith. LloydGeorgeisapoliticalgladiator. Whenhedescendsintothearenaofthe HouseofCommons,hetakeshislife inhishands.Hehasnoconscience. Hehasnomercy.Heregardshonourablemembersasholidayspectators. CanwebesurprisedthatIrishNationalists,aswaryaclassofpoliticians asthereare,lookonwithcomparitive amusementatthesepoliticalfarcesnow sofrequentlyplayedintheHouseof Commons,andkeepawayfromParliamentaltogether?Theyknowwhat itmeansfortheGovernmenttohave thepatrioticloyaltyofnearlyone hundredplacemenwhoseserviceis consolidatedbytheweaknessofthe Liberalandthehelplessnessofthe LabourParty.Whatgoodcouldthey doatWestminster,wheretheHouse ofCommonshaslosttouchwithand isdespisedbythiscountry?Sothey stayinIreland,lookafterIreland'sinterest,andwonderwhenweinGreat Britainwillbegintolookafterours. ThisIrishquestionmaybefatalto LloydGeorge.Ithasbeenfatalto Asquith.Itbidsfairtobeaperilto England,fightingwithallhermenand moneyfortherightsofsmallnations andstubbornlyrefusingtogiveits righttothelittlenationclosetoher ownshores!To-day,asformany dayspast,Irelandisthetrialandthe touchstoneofourprofessionsofsympathywithsmallpeoplesstrugglingto befree.

OncemoretheHolyFatherraiseshis voiceinbehalfofpeace.Ilecando thiswithoutexposinghimselftoany well-foundedchargeofbeinginfluencedbyulteriormotives.Fromthe firingofthefirstguninawarwhich hasbroughtourownbelovedcountry andalmostallofEuropewithinits sweep,theHolySeehasbeenabsolute lyneutralasbetweenthebelligerent nations:Everyattemptatcasting suspicionupontheneutralattitudeof theSuccessorofSt.Peterhasbroken downcompletely.AstheFatherof Christendomheisnotinfluencedbythe interestswhichappealsostronglyto alltherulersofthewarringnations. Hisconcernisaboutthemillionsofhis spiritualchildrenintheranksofall thearmiesthatarenowlockedinaterribledeathstruggle.Whilstthevariousgovernmentsthathaveplaced thesearmiesinthefieldarelooking forwardtoapeacethatwillsecurefor themmaterialadvantages,BenedictXV isthinkingonlyofthecomingreignof justiceinwhichhumanrightswilltake precedenceofthesordidgreedthathad somuchtodowithplungingsomany nationsintoaconflictthatmenaces ourverycivilisation:

Thenfollowsanexhortationtothe worldtoplaceitstrustinGod.In thisconnectiontheHolyFatherquotes thesewordsofKingJohosaphat'sprayer: "0LordGodofourfathers,artThou notGodinheaven?AndrulestThou notoverallthekingdoms?. In Thinehandistherenotpowerand might,sothatnoneisabletowithstandThee? Wewillcryunto Theeinouraffliction,thenThouwilt hearandhelp....OurGod,weknow notwhattodo,butoureyesareupon Thee."
Thespiritofunquestioningfaith thatpervadesthisprayerissadlyneededinourday.Itismanyayear sincethegovernmentsoftheworld cametotheconclusionthattheycould getalongwithoutGod.Hewasthrust asidebythem.Napoleoncynically declaredthatGodisonthesidehaving theheaviestartillery.Itwasexpressinginablasphemousandbrutal mannertheconvictionthathashad muchtodowithshapingthepolicies of beenmoderngovernments.Theyhave actingasifbigarmiesandhuge navieswereveryeffectivesubstitutes forreverenceforGodandHislaws. Napoleonwentdowntodefeatand endedhisdaysincaptivitytheprin- cipalgovernmentsoftheworldare nowfrontingthemostappallingdangertheyeverfaced,andmayendin politicalandfinancialbankruptcy.Theyhavemadetheexperimentof banishingallthoughtofGodfrom humanaffairsandspurningallregard for rightsjusticehavetrampleduponthe ofweakernationsintheirmad lustforterritorialspoils.Milton,in his"ParadiseRegained,"described themaccuratelywhenhewrote: "Theyerrwhocountitglorioustosub- due Byconquestfarandwide,tooverrun Largecountries,andinfieldgreat battleswin, Greatcitiesbyassault;whatdothese worthies

Theseareamongsomeofthefruits ofignoringGod'sjusticeonthepart oftherulingpowersoftheworld.It hasbeensaidofoldthatthewayof thetransgressorishard.Thisistrue ofnationsasofindividuals,aswitness thewelterofbloodinwhichEuropeis nowplunged.Tothisblood-smeared EuropetheVicarofChriistnowspeaks. Thelanguageheemploysinaddressing itisthussummarisedinacabledespatch:

Hereiswhatawriterinthe"St.John's MonthlyRecord"hastosayinregard toMr.Ruth'spamphlet,andthe "proof"heproducesastoitscorrectness:-Thechargemadebythe"MorningPost"haSbeenalreadycontradictedbytheCardinalSecretaryofState, CardinalGasparri,andalsobytheItalianMinister.The"Post,"however, whenchallenged,refusedtowithdraw theodiousaccusation,apologiseforits publication,orofferanysatisfactory evidenceofitsstatement.TheRev. Mr.Ruth,inrepublishingthecalumny, takesnonoticewhateveroftheCardinal'sorMinister'spublicandemphaticdenial.Thatwouldspoilthe effectuponthereader.Weleavehim accordinglytohisownconscienceand theconscienceofthecandidandunprejudicedreader,butwecannothelp thinkingthathispamphletiscalculatedtoseriouslydiscouragethecauseof voluntaryrecruitingamongsttheCatholicpeopleofthisCommonwealth. Itisahideouschargetolevelatthe venerableHeadoftheCatholicChurch andcommonfatherofChristendom, whosechildrenintheirmillionsare fightingundertheflagofEnglandand heralliesinthisworldwar.Theman whoventuredtoprintandcirculateit hereinAustraliaatthiscrisisinthe Empireisscarcelyawareofhisterrible responsibility.Ithassetmanyofour Catholicpeoplethinking,andmade themverysuspiciousofthepurposes ofthisworld-war.Thiswar,webelieve,isbeingwagedonoursidein defenceofoutragedliberty,andvictory,weareassured,willconsistinthe establishmentofaLeagueofFree andFriendlyNations.Forthishave ourCatholicboysgoneoverfobattle anddieinFlanders.IfthePope,as thewriterasserts,beonthesideof Germany,whatarewetothinkofour deadCatholicheroes?Ifnot,what arewetothinkofaGovernmentwhich allowsCatholicsensibilitiestobestung toexasperationbysuchawicked calumnywithabsoluteimpunity?Isit foravictoryoverGermanmilitarism inEuropewearefighting,orisitfor theestablishmentofaNo-PoperyascendancyhereinAustralia?Ofcourse, intelligentCatholics,whohavetaken themeasureofthiswindyplatudinarian,willnotbeweakenedintheir loyaltybysuchwantonaccusation; butthereisalimittoourforbearance, andsomeofthose"win-the-war"advocates,layandcleric,arestraining ittothepointofslapping.
TakeninconjunctionwiththeattitudeoftheProtestantFederation, whichisexploitingthewarintheinterestsofananti-Catholicpropaganda, theproductionoftheRev.Mr.Ruthis somewhatdisquieting.OneoftheprofessedobjectsofthePrortestantFederation,accordingtoitsprintedprogramme,istopenaliseCatholicintelligencebydenyingittherighttofull andfreecompetitionforpositionsof publicemolument.Thatisadirect attackuponourcivicrights,hatefulin itsessenceasthemoney-pricewhich inpenaldayswasputontheheadof anIrishschoolmaster.Areourrulers driftingawayfromtheiroriginalwarpurpose,toavengeBelgium'sviolated neutralityanddestroyPan-German militarish?No.NeithertheRev. Mr.RuthnortheProtestantFederation,thoughitselfacross-birthofthis convulsivewar,voicethesentimentsof thealliedpeoplesorofdemocratic
Australia.Thesegentlemenareout tokeeptheirclericaljobssafe,andsave fromthewrecksomesmallremnantof theirdriftingcongregations.Their pewsaregrowingemptieryearbyyear, andtheyinvoketheoldslogan-cryof thediscreditedpulpit-''NoPopery." OrestesBrownson,theNewman,ashe hasbeencalled,ofAmerica,whohad beeninhisdayanevangelicalclergyman,andwhofoughthiswaybythe forceofapowerfulintellectthrough manyfalseisms,Presbyterianism,Unitarianism,Transcendentalism,intothe CatholicChurch,hasthistosayof thoseNo-Poperyevengelists:"TheNo-Poperycry,whichour evangelistsareraising,andwhichrings inourearsfromeveryquarter,does notintheleastdiscomposeus.We understandthefullsignificanceofthis cry.TheProtestantmassesareescapingfromtheirleaders.Thesectarianministers,ESPECIALLYOF ;THESPECIESEVANGELICAL,are losingtheirholdontheirflocks,and, findingthattheiroldpetrifiedforms. retainedfromLuther,orCalvin.or Knox,willnolongersatisfythemhavenolongervitalityforthem.Their craftisindanger;theirpowerandinfluencearedeparting,andIchabodis beginningtobewrittenupontheir forehead. Theymustgetupsome excitementwhichwillcaptivatethe peopleandblindtheirreason.NoexcitementseemstothemtoanswerbetterthanaNo-Poperyexcitement, which,theyfancy,willfindafirmsupportinthehereditarypassionsandprejudicesoftheirflocks.Hereisthe significanceoftheNo-Poperyexcitement.Butthisexcitementwillprove suicidal. Theoldwatchwordsno longeranswerthepurpose.What availsittoprovethePopetobeAntichristtopopulationsthatdonoteven believeinChrist?Whatavailsitto thunderatCatholicitywithtextswhich arenolongerbelievedtohaveadivine authority?"
Aye,timeshavechanged,andtheold shibbolethsoftheProtestantpulpit havelosttheirdrivinginspiration. Thankstotheprogressofknowledge, tothegrowthoftheethicalinstinct, tothedevelopmentofthehistoric sense,anditsdemandforPROVED facts,and,aboveall,totheliberalisinginfluencesandfeelingsofdemocracy,thatfierceoldspiritofunreasoningbigotryswayswholecommunities ofmen.nolonger,andourCatholic boys,asaconsequence,cangooverto Flanders,confidentthatYoungAustraliawillallownoneofitsfreecitizens tobedeniedtherightsoffreemenin ordertore-establishatyrannical,civil andreligiousascendancy,whichhas drenchedtheoldworldwithbloodand tears,andbequeathedtousamurderoushistory.TheaverageAustralia, moreover,isperfectlyawarethatthe emptypewsoftheEvangelicalChurchesareduetotheemptypreaching ofaGospelwhich,tohim,hasloslall significanceinlosingallauthority.He iskeenenoughtodiscernthatDivine truthneedsadivinewitnessandinterpreter,andhisclergymandoesnoteven pretendtosuchdistinction.Heis onlyaself-protestii.gguesseratits meaning,andfaithcanpinnoeternal hopesonamereconjecture.Instinct. ively,indeed,thepi-eacherhimselfis beginningtoperceivethis,andturnsto suchcatchythemesformorningand eveningaddressesasthe"UnionJack," "ArchbishopMannix,"ThePope,"and "Conscription."AProtestantgentlemantoldthewriterrecentlythathe hadlefthisownchurchbecausethe incumbentserveduptoomuchArchbishopMannix,withtoomuchcayenne pepperforhisdelicateconstitution. WecanwellimaginewhataGuyFaw-

"B.S.":Destinydidtherightthing innotsettingthe!...agepicturesquely fortheexitofNicholasRomanoff.lie didnotdeserveanythingbetterthan anignominiousend.Notthathewas morecruelthanhispredecessors;but hewasblinderandmorestupid.Since thereignofIvantheTerriblethenitersofRussiahaveexercisedadespotic swaymorecompletethananyinmodernhistory.True,itwastempered byassassination;buttherememberanceofpastmurdersandfearofthe futuremadeNichollsdeterminedto playtheautocraticgametothelimit. Therewasquietnessforatime.At theinstigationoftheGovernmentan anti-revolutionarypartywasformed, calledofficiallytheUnionoftheRussianPeople,butknowngenerallyas "TheBlackHundred."TheCzarwas amember;thechiefofficersweremembersofthesecretpoliceor"reliables," andtherank-and-filewereunscrupulouscriminals.Thisprovedauseful adjuncttotheordinaryinstrumentsof terrorism.Amongstotheroddjobs theBlackHundredmanagedtheelectiontotheDuma,whichmetforthe firsttimeinApril,1906,butinspite ofprecautionstomaketheDuma harmless,itprovedthemeansofthe Czar'sdownfall.Thewarhadproved totheRussianpeople,astheJapwar haddone,thatthebureaucratswereincompetentandcorrupt.NicholasappointedonePrimeMinisterafteranothertokeepRussiaquiet;butthe jobwasnowtoobig,and,finally,the meanandignorantrulerwhoseidle wordhadpermittedunspeakableinjusticeandcruelty,andwhosesettledpolicybroughtaboutthesubsequentdisorganisationanddisgraceofRussia, wasbumpedquietlyoffthethroneto facethelastpenaltyonearth.

Itwouldbepossibletoattachtoo muchimportancetothePrinceof Wales'visittothePoperecently;yet itwouldbeamistaketoignorethe significance.Somemonthsago,when Mr.LloydGeorgevisitedRome,heforgottheexistenceoftheVaticanand itsillustriousoccupant,thoughMr.Asquithhadsetthecourteousptecedent forAlliedPrimeMinistersontheir visitstoRome.NowthePrincehas beencarefultoobservetheconvention.Thoughhehasbeenseveralmonthsin Italy,thisishisfirstvisittothehis-toriccapital.andtheEmbassyhas takencarethattheprecendentsetby thePrince'sgrandfatherand.Mr.As- quithshallbefollowedandtheproper etiquetteobserved.Theexistenceof a madeBritishLegationtotheVaticanhas itpossibletocarryoutthevisit withallthatformalitywithwhich onlythecountriesrepresentedatthe Vaticancancomply.Thus,instead ofstartinghisvisitfromtheBritishEmbassy,thePrincedrovetotheLe- gation,exchangedhiscarforthecar oftheLegation,anddrovewiththe BritishMinistertothePalacebeyond theTiber.Thefranknessandsimpli- citywhicharesaidtobecharacteris1cofthePrincemadeapleasantim- pressiononthePopeandtheCardinal SecretaryofState;andthePrinceis saidtohaveshownanunaffectedyouth'sinterestinthestatelycere- monialandroutineofhisreception. TheSwissGuardmusthavestruckhim asmorepicturesquethantheBeefeaters.MichelAngelowasatruerar- tistthanthedesigneroftheTudor ruffs,andthegreathallsofthePalace areevenmoreimpressivethanthose inWindsor.
Wedonotsupposethatanyserious diplomaticquestionswerediscussed betweenCardinalGasparriandthe Prince.Thevisitwasademonstra- tion,andatthepresentmomentasig- nificantone.Itmaysafelybeassum- edthattheBritishForeignOfficehad goodreasonforthiscounter-stroke againsttherecentdiatribesofthe "Times"andthelibelsofthe"Morning Post."ThevisitisMr.Balfour's mostpublicandformalrepudiationof theattacksandmisrepresentationstowhichthePopeandthePope'sattitude inthewarhaverecentlybeensubject- edintheNorthcliffeanddie-hard press.Thesnubcouldnothavebeen moreeffectivelyadministered,andit isnotsurprisingthatithasbeenreceivedwithgrowlings.Thelower tribeofthedie-hardsareloudintheir protests;butthoughtheyshoutloudly theywillnotbeheardontheTiber. Themajoroffendersarediscreetlysilent.Moresignificantstillisthefrank approvalwhichtheLiberalpressof Romehasgiventhevisit.Timewas whensuchaneventwouldhavebeen theobjectofunconcealeddissatisfactiontothe"Tribuna."Butonthis occasiontheleadingjournalofthe Whitescommendsthesalutetothe Pope-Kingwiththeutmostheartiness. TheappointmentoftheRev.Father J.W.Dwyer,ofTemora,tobefirst BishopofWagga,createsasituation unipueinmorewaysthanoneinthe AustralianHierarchy.Forthefirst timetwobrothersareBishopsinthe sameProvince,andbothareAustralian-born.WhentheRightRev.Dr. P.V.DwyerwascreatedCoadjutoi- BishopofMaitland21yearsago,he wasthefirstAustralianbornpriestto receiveamitre.SincethenBishop Kelly,ofGeraldton,andBishopNor- ton,ofPortAugusta,havebeenap- pointed.Dr.J.W.Dwyeristhefourth Australian-bornBishop.Theappoint. mentisaverypopularone,foritwas generallyexpectedthatDr.Dwyer's administrativecapacitywouldensure hiselevationtothepurpleattheearliest formationopportunity.Immediatelythe ofthenewdiocesewasan- nouncedlastyear,hisnamewaslink- edwithitinthemindsoftheclergy andlaitywhoknewhiscapacity.

forthepriesthood,heenteredSt.Char- les'Seminary,Bathurst,andthenpro- ceededtoClonliffeDiocesanCollege, Dublin,wherehespentthreeyears. Afterafurthercourseofthreeyears intheUrbanCollegeofPropaganda, Rome,hewasordainedbythelate CardinalParocchi,Vicar-Generalof PopeLeoXIII.
HisWorkasaPriest.HisfirstworkwasinIreland,where heservedafewweeksascurateat Rathgar,.Dublin,andthenhereturned tohisnativeland.Hespenttwoyears asateacherinSt.Patrick'sCollege, Goulburn,andwentthencetoGunda- gai,wherehewasacuratefor18 months.FromGundagaihewastrans-ferredtoWagga,whereheservedas curateforfiveyears,andatthesame timefilledtheofficeofDiocesanIn- spectorofSchools.Asthisworkbe- camemoreextensive,BishopGallag- herdesiredhimtogivehiswholetime toit,andhe organisingspentthreeenergeticyears anddirectingtheschool systemwhich,underthegreatBishop- teacher,hasbecomesocreditableto thesoutherndiocese.Theseduties terminatedabout12yearsago,when hewasappointedbyBishopGallagher tobeAdministratoratA:bury,where heremainedforfiveyears.FromAl- buryhewenttoYassasactingP.P. forayear,andsixyearsagohewasap- pointedP.P.ofTemora,onthedeath ofFatherFallon.
Dr.Dwyerisagoodspeaker,andanexperiencedorganiser.Hehasa thoroughknowledgeoftherequire- mentsandofthedevelopmentofevery partofhisdiocese,andwillspareno efforttobringoutthebestqualitiesof hispeople.Notonlyareseveralcoin. munitiesofnuns,well-establishedin theprincipaltowns,buthehasfinesecondaryschoolsconductedbythe ChristianBrothersatAlburyandWag- ga.Thereisnodoubtthatthe splendideducationalfoundationslaid downbyBishopGallagherwillbeuti- lisedtothefullbythenewBishop,who hadbeenforsomanyyearsDr.Gal- lagher'sablelieutenant.
Dr.Dwyerisamanofgreatenergy, asthedevelopmentofhisparish,both inTemoraandBarmedman,testifies. Healsotakesaveryactivepartin schoolwork,andhassucceededin creatingakeeninterestinnature study lectionamongstthechildren.The ofplants,correctlynamedandclassified,isafeatureintheTemora school.Dr.Dwyer'sreputationfortheologicalandliturgicalknowledgeis veryhigh,andhaswonforhimthe esteemoftheclergy.Hisinfluencein thedistrictwherehehasbeenstation- edisverygreatamongCatholicsand non-Catholicsalike.Hepossesses strongopinionsonpublicmatters,and isnotslowtoexpressthem;buthedisplayssoundandindependentjudgment informingthem.
TheNewDioceseofWagga. Thenewdioceseisformedbyre- modellingthearchdioceseofSydney andthedioceseofGoulburn.Itis describedasconsistingof15districts, takenfromthedioceseofGoulburn, butinreturn12districtshavebeen transferredfromthearchdioceseto Goulburn.Thearchdiocesewillnow terminatewiththeNowraparishina linerunningtoMossVale,andthe southerndiocesewillreceivetheMonaraparishes,andthosetowhichrail-
burn.WaggawilltakeintheRiver- inaparishesuptoLeetonandthoseon themainlinedowntotheMurray.It containsthebestofthewheatbeltof NewSouthWales,anditsgreatestneed israilwayaccess.Itcontainssome fineCatholiccentresandexcellentCa- tholicschools,inthedevelopmentof whichthenewBishopplayedaconsid- erablepartduringhiseightyears'work asDiocesan Inspector.

Theabovesocietyresumeditsmeet- ingslastFriday,whenadebatewas heldonthe"Nationalisationofthe LiquorTraffic."Mr.C.Carriggspoke infavourofthemeasure,andshowed thattheprofitsfromthesaleofdrink enrichafewmenwhoamasshugefor- tunes.Iftheliquortradewerena- tionalisedtheseprofitswouldgoto swelltheTreasuryoftheState.HeinstancedtheGothenbourgsystemem- ployedinSweden.Allhotelsareun- derStatecontrol,andnoshoutingis permitted.Ifthissystemwerein vogueinAustralia,therevenuewouldbeincreased,andthegeneraltaxation wouldbeless.Thespeakeradmitted thatthemeasurewouldbeastepinthe directionofsocialism,buthefailedto seehowthatcouldbequotedasan argument.
Mr.B.O'Keefeshowedthatitwas quitepossibletomakeuseoftheso- cialisticsideofthequestion.Hewas inclinedtowanderfromthesubjectof thedebatebyreasonofhisdenuncia- tionsofsocialism.Hedeclaredthat 50percent.ofStateenterpriseshave beenfailures,workhasnotbeenproperlydone,andmanagershavebeenin-competent.Thespeakerfearedthat nationalisationofthesaleofliquorwouldbeapreludetoprohibition;con- sequentlythosewhosupporttheform- ermeasureandopposethesecond wouldeventuallyfindthattheyhad unwittinglysupportedtheextremist measure.
Mr.J.Moorebasedhisargumentson themoralaspectofthequestion.He maintainedthatmanyhotelsarepro- ductiveofevil,andthattheState shouldadoptthemeasureforthesake ofthemoralwelfareofthepeople.If thehotelswereunderStatecontrol therewouldnotbesomuchanxiety topushonthesaleofalcoholicdrinks, norwouldinferiorandpoisonous liquorsbesold.Ineverylargetown orcitytherearelowdrinkingshops, whicharetherefugeofcriminalsofthe lowesttype.Ifallhotelswerenation- alised,thesehauntsofvicewoulddisappear.
Mr.A.Boylendeniedthatthecon- sumptionofdrinkinStatehotelswould belessthaninthoseunderprivatecon- trol.Ifmencouldnotobtainliquor intheStatehostelries,theywouldget itelsewhere.TheGothenbourgsystem soundedverywellintheory;butithas beenassertedongoodauthoritythat ithasledtoanincreaseofdrunkenness.Shouting,accordingtothespeak- er,isthemainevil.AstheGovern-menthaveshownthemselvesincapable ofmanagingtheirindustries,whyde- mandthattheyshouldtakefullcon- troloverthesaleofliquor?
Mr.E.Sullivansaidthatunderthe systemadvocateditwouldnot-benec- essaryfortheStatetocontrolbrewer- iesanddistilleries.Hedenouncedas illogicaltheargumentthatbecause50 percent.ofStateindustrieshavefail- ed,liquornationalisationwouldlike- wisefail.Whynotsaythatitwould besuccessfulbecausetheremaining50 percent.ofStateconcernshavebeen asuccess?Hedeniedthatprohibition hadanythingtodowiththequestion, andinsistedonthemoralgainthat wouldresult.
Mr.R.Higginsarguedthat,asthe moralevilsaresupposedtobesogreat, prohibitionshouldbeintroduced.The proposaltobringhotelsunderState controlwouldnotlessentheevilslust referredto.Thespeakerinsistedthat theStateshouldabolishalllowdrink- inghouses.CustomsandExciseduties provideasufficientrevenueforthe State.
Insummingup,Mr.Sullivanstrong- lycriticisedtheintroductionofother questions,suchasprohibition,intothe_ debate.Helikewiseridiculedtheargumentabouttheexistenceofsly-grog shops,anddeclaredthatunderState controlallsuchwouldberemoved.
Mr.Higginsrepliedbypointingout thatcorruptionwasquitepossiblein thecaseofmanagersofStatehotels. Bro.Rahilldecidedinfavourofthe opponentsoftheproposedreform,and 'brieflyindicatedcertainerrorsthat hadbeenmade.Healsocompliment- edthesixspeakers,especiallyMr.Hig- gins,andexpressedthehopethatthe comingdebateswouldbeassuccessful, astheonejustconcluded.

ThetritefableoftheLloydGeorge Cabinetforthelastseventeenmonths ormorellosbeenthatitcouldnotgetthe Irishpeopletouniteinademand.It hasmanagedtounitethematlast. WhenitconceivedtheinfamousConscriptionmeasureitabolishedtheordinaryshadesofdifferenceinthepublicopinionofthiscountryandshaped Irelandintoonedeterminedandresistingwhole.TheIrishpeoplewere toldthat"iftheycouldagreeamong themselvestheywouldhavenodifficultyingettingEnglandtoagreewith them."Wehavenowagreedamong ourselveswithacompletenessunequalledinotherannals,andwemean tomakeEnglandagree,howeverreluctantly,thattodragthefullstrength ofourmanhoodintoherwarbydintof militarycoercionisacrimesogigantic astobeimpossible.
TheCatholicChurchinIrelandis standingwiththepeople.Ireland's leadersarenotwantinginboldnessor resource.Theyhavebehindthemthe wholepopulation,includingitsprelatesandpriests.Thehourisdifficult.Inthehistoryofthecountryit maybedecisive.Tostandfirmiseach man'spart,confidentintheknowledge thatthecollectiveactionofawhole peoplemustindubitablytriumph. TheBishop'sStatement.
PopeLeoX11I.,inhisencyclical "SapientiaeChristianae,"says:"It mustbereckonedamongsttheduties ofChristiansthattheyallowthemselvestoberuledanddirectedbytheauthorityofBishops....Thelaityshould liveincloseunionwiththeirBishops."
TheHierarchyofIreland,inwhat willhereafterbereckonedanhistoric document,havegiventothepeople theirrulinganddirectionforthepresentcrisis.
Ourdutyandourwisdominthe prosecutionofnationalidealsliesin acceptingtheiradvice.Innoother waycanwehaveconfidenceofhaving theaidandblessingofthatHigher PowerofWhomtheyremindus.And unlesstheLordguardus,invainshall wetrusttohumanguard-ourownor others.ButifHebewithus-then whoisagainst?

NextyeartheChristianBrotherswill celebratetheGo:denJubileeoftheir workinAustralasia.Earlyin1869 threeBrothersopenedtheirfirstschool inSt.Francis's,Melbourne;nowthere arethirty-sixcommunitiesspreadthroughoutthevariousStatesandNew Zealand.Theseconductsomefifty schoolsinwhich,roughly,fifteenthousandchildren-mainlyfromthehomes oftheworkingclasses-receiveasound Catholicandseculareducation.Three largeorphanagesareincsidedintheir work. Inorderthattheyoungmembersof theOrdermightreceiveathorough trainingintheteachingprofession,and beabletomeetalltherequirementsof theStateauthorities,itwasnecessary fortheBrotherstohaveanup-to-date TrainingCollege.Accordingly,in 1903,theypurchasedtheirpresent Strathfieldproperty,andtorenderit suitabletotheirrequirementshad addextensivelytothebuildings.It isnowrecognisedbytheStateEducationAuthoritiesasanapprovedTrainingCollegeformembersoftheOrder. Inafewstrikingwordshemakes clearthebeneficientinfluenceofthe Churchinthepastandinthepresent inthoselands.Allthequalitiesthat havemadeSirJohnMandeville'stravelsinteresting,andalsoHumboldt's arefoundinFatherZahm'sworksinan eminentdegree.Hehasdoneavaluablepieceofworkingivingusatrue understandingofthepeoplesbelowthe equator.Hehasremovedthecobwebsofprejudicefrommanybigotedmindswithoutpretendingtobe,or appearingtobe,controversial.No onewhoreadsthistrilogywillever havethehardihoodtomention,northe foolishnesstobelieve,theexaggerated storiesofimmortalityandignorance withwhichthepeoplesofthelandof theSouthernCrosshavebeenmalign- ed.
