SpeakingintheHouseofRepresen- tativesonthematterofcertainremarksmadebyMr.Palmer,Mr.Brennansaid:Withsomereluctance-butIsay quitecandidly-fromasenseofduty, Idesiretobringanothermatterbefore theHouse.IncourtesyIinformedthe honourablemember.forEchuca(Mr. Palmer)thisafternoonthatIproposed tospeakonthissubjectonthemotion for-theadjournment,buthereplied thatheregrettedthathecouldnot waittohearmyremarks,becausehe wasanxioustocatchhistrain.Irefer tothemattertodojusticetoalarge sectionofthecommunityinwhichI, forreasonswellknowntohonourable members,takeapersonalinterest.It wasreportedinthe"Argus"of26th March,1918,thatMr.Palmerhadsaid atapublicmeetingthat-"UnderhandmethodswerebeingemployedbywhichRomanCatholiclads foundentrancetothePublicService overtheheadsofProtestants,There shouldbeaninquiryastowhetherthe questionstobeansweredinentrance examinationsweremadeknownpreviouslytoanysectionofthecandidates."
Nextdayaletterfromananonymous correspondent,signinghimself"B.H.." waspublishedinthenewspaperin theseterms:"Sr r.Palmer,M.H.R..isreported tohavestatedthatCatholiccandidates forthePublicServicegainedentrance thereto"byunderhandmethods,"'and inferredthattheyknewthequestions thathadtobeansweredbeforethe examinationwasheld.Thisisoneof thoseincorrectstatementsthatare readilybelievedbythoseinwhomthe embersofsectarianismhavebeenfannedintoflamebysuchsimilarutterances,which,onbeingputtothetest, willnotstandthepenetratingraysof truth.HadMr.PalmerhadhisstatementssubstantiatedbythePublicSer. viceCommissionersortheexaminers, therewouldbesomeprospectofintelligentpeoplebelievinghim,butbeing souncertainoftheaccuracyofhis statement,heisgoodenoughtorequest aninquiry,sothattheonusofproof. mightberemovedfromhim.Theonus isundoubtedlyonhim.andifhecan makeoutagoodprimafaciecase.an inquirywouldbeardentlywelcomed, evenifitonlydisprovedsuchattacks onthosepublicservantswhoareCatholics,andwhobynoothermeansthan theirabilitypassedtheentrance examinationforthePublicService. Mr.Palmer.beingapublicman,and havingmadeapublicstatementaffectingpublicinterests,itwouldbecome himtoeitherpointtoasingleinstance inwhichhisstatementiscorrect,or withdrawit."
Inreplytothatletter,Mr.Palmer wroteonthe27thMarch:"Sir,-'13.1I.'isquitejustifiedinaskingme,asapublicman,tosubstantiate mystatementthatanunfairadvantageisgivento,somecandidatesfor admissiontotheCivilServiceover others,inasmuchastheactualquestionshavebeenmadeknowntosome. InthespeechmadebymeatSouth MelbourneIreferredtoitnotasa fact,butasarumour,sogenerallybelievedthatitjustifiedtaninquiryasto itstruth.Iwillnowgofurther,and justifymypositionbyreferringtoan incidentwhichhappenedafewmonths agointheDefenceDepartmentatMelbourne.Clericalexaminationswere beingheldbythatdepartment.Itwas found,onexaminingresults,thatthe tsudentsofonecollege,theprincipalof whichisoneofthepartytowhichI referred,obtainedanextremelyhigh percentageofmarks.Itsosurprised theexaminersthattheybecamecurious astothepossibilityofthequestions havingbeendivulged.Atthenext examinationtheprecautionwastaken immediatelybeforeittoaltersomeof thequestions.Theresultwasthatthe candidatesfromtheparticularcollege referredtofailedmiserablyinthe amendedquestions,but,asheretofore, easilyandcorrectlyansweredtheoriginalquestions."
Thesestatementsstruckmeasso seriousintheircharacterastodemand someinvestigationbyamemberofthis Parliament,affecting,astheydo,part ofourexaminationsystem,andreflectinginthegravestmanneronacertain educationalinstitution.Thatinstitutionmay,perhaps,notbeknownindividuallytohonourablemembers,but, nevertheless,itiswellknown,andwas referredtobyMr.Palmerandalarge numberofpersonsoutside.Inthosecircumstances.Iaddressedaquestionto theMinisterrepresentingtheMinister forDefence(Mr.Wi.=e)asfollows:--
1.Isit-afactthe'.inthecourseof clericalexaminationsheldbytheDefenceDepartmentwithinthelastfew monthsitwasfoundthatthestudents ofonecollegeinparticularobtainedan extremelyhighpercentageofmarks?
2.Isitafactthatatthenextor
othersubsequentexaminationprecau- tionwastakenimmediatelybeforeit toalter-someofthequestions,withthe resultthatthecandidatesfromthe particularcollegereferredtofailedin theamendedquestions,but,asheretofore,easilyandcorrectlyansweredthe originalquestions?
ThatquestionwasaskedonThursday.11thApril,andananswerwassubmittedmetotheeffect:-
"Anexaminationofcandidatesfor appointmentasMilitaryStaffClerks washeldonthe7th,8th,and9th March.1918,thecompleteresultsof whichhavenotyetbeenreceivedfrom theexaminers.
"Canfurtherparticularsbemade availabletoenablethemattertobe investigated?" Isubmittedanotherquestioninsimilarterms:"HastheMinisteranyknowledgeor corroborationofthefollowingstatementreferringtotheDefenceDepartment,andmadebyacorrespondentin theMelbourne"Argus"ofthe28th Marchlast?"
ThenIquotedtheterms'-ofthe speechreportedtohavebeendelivered bythehonourablememberforEchuca (Mr.Palmerl.The'AssistantMinister has,Ibelieve,setabout,inaperfectly candidspirit.tohaveinquirymade, but,nevertheless,onThursday,3rd May,Iwasconstrainedtoaskhim:*
"WhenmayIexpectsomeinformationabouttheimportantmatterofthe allegedimproperpracticeinconnectionwiththeexaminationfortheFederalPublicService,aboutwhichI askedaquestion,withoutmalice,a weekago?"
Thereplywas:"Mr.Wise:I.shallendeavourtogettheinformationbyWednesdaynext."
AlittlelateronIreceivedtheanswer:-'
"Thematterreceivedimmediateattention,andisatpresentthesubjectof inquiry.Inquiriesarenotyetcomplete, butareply.willbegiventothehonour. ablememberassoonas1aminaposi- tiontodoso."
ThisshowsthatIwasdeterminedto pursuethisinquiryuntilIobtaineda satisfactoryanswer.Itshows,also, thattheMinisterbusiedhimselfto obtainalltheinformationhepossibly couldonthesubject.OnThursday-, 23rdMay,Isaid:-
"AboutthreeweeksagoIaskedthe AssistantMinisterforDefenceaques- tionrelatingtoPublicServiceexaminations,Seeingthatthequestioninvolvesthehonourofamemberofthis House,aswellasthepurityofthe examinationsystem,willthehonourablegentleman,withoutfurtherdelay, supplyananswer?
"Mr.Wise:Inquiriesarebeingmade, andItoldthehonourablemember yesterdaythatIthoughtIwouldbe inapositiontogiveareplyto-day.I shallobtaintheinformationasquickly aspossible."
Theanswer-ifnotinduetimecameeventually:-
"Inquiryhasbeenmadebyaspecial officerdeputedbytheMinister,butno corroborationofthestatementsreferredtointhepresshasbeenobtain. ed.
"Theonlythingatallbearingonthe matterhasreferencetoasimpledepartmentaleducationaltestofcandidatesforcasualemployment,inwhich, however,noeducationalcollegeorinstitutionisinanywayinvolved. "Inregardtothistest,itwas thoughtthatthecontinueduseofthe samepaperswouldleadtoapplicants acquiringaknowledgeoftheques- tionsput,andthequestionsweresuddenlychanged,withtheresultthat oneapplicantshowedhemusthave hadpriorknowledgeofthem,probably derivedfromonewhohadalready undergonethetest.Thepassingofthis testdidnotensureemploymentinthe department,butmerelyservedtogive someindicationastowhethertheap- plicanthadanyeducationalqualifica- tionstowarrantconsiderationforemployment.Itisunderstoodthatanotherdepartmenthasheldanexaminationatabusinesscollegerecently, andtheMinisterhasreferredthe papersshowingtheresultofhisinquirytothatdepartmentfortheirinformatioit."
Itwouldappearfromthisthatthe statementsmadebythehonourable memberforEchucaare,onthefaceof them,highlyimprobable,fromour knowledgeofourexaminationsystem, andforotherreasonsscarcelycreditable,andhavenowbeenprovedtobe whollyunfounded.Thisisafinding uponwhich.IthinkhonourablemembersonbothsidesoftheHousemay wellcongratulatethemselves.Ican scarcelyconceiveofanyhonourable membersubscribingtotheviewthat anunfairadvantageisgiventoany sectionofthemmunityintheexaminationsforthePublicService,and
certainlythatanyunfairadvantageis giventoanypersonsbyreasonof theirreligion.Ithoughtitduetothe personsinvolvedinthesedamaging statementsthatthemattershouldbe clearedupasfaraspossible.Iam glad,therefore,toplaceonrecorda completeanswerbytheMinisterthat thereisnotavestigeoftruthinthe allegationreflectingonalargesection ofthecommunity.

TheIrishSituation. An-exileasIamfromIreland,I claimnocreditforbeingagoodIrishman.Iwouldbeashamedofmyselfif IwerenotagoodIrishman.andproud ofmycountry.(Applause.)Itisvain toexpectyouormenottothinkof IrelandandIreland'ssorrowsinthe pastandherwoesinthepresent.It maysuitacertainclassatdifferent timestodiverttheattentionofthe worldfromwhatisgoingoninIreland,buttheywillnotcauseusto forgetIreland,especiallywhensheis sufferingandinsorrow.(Applause.)I donotsaythesethingsinordertostir upstrifeorrancour.ButIwantto forcepeopletoseebothsidesofthe question,where,apparently,theywant toseeonlyone.(Applause.)TheyattempttodefametheIrishnationbeforetheworld.(ApplauseTheytry tomakeitappearthatIrelandisactingthepartofapoltiax)n,andthat Irishmenareshirkingtheirduty.If thesepeoplewouldonlylookatthe othersideofthepicture.andseethe thingsasIrishmenseethem,they wouldconfessthattheblameisnotto belaidatIreland'sdoor,butthata greatdealofitshouldgotothosewho areveryloudinlip-loyaltytothe Empire,hereandelsewhere.(Applause.)\\'edonotwantperpetual strifebetweenIrelandandEngland; wewantthatstrifeended,forIreland's sakeandfurEngland'ssakeaswell. (Applause.)AllthatIrelandasksis therighttogovernherself.(Applause.) TheKing,Lords,andCommonsgrantedthatrightinaHomeRuleBill.But, poorasthatBillwas,ithasnevercome intooperation.Theunionofheartshas neverbeencompleted.andwhy?Not throughanyfaultoftheIrishpeople, butbecauseSirEdwardCarsonforbadethebanns.(Applause.)The LardsandCominonsfilledinthe cheque-thecharterofIreland'sfreedom,suchasitwas-andKingGeorge V.wrotehisnameatthefootofthe cheque.But,whenIrelandpresented hercheque,itwasfoundthatSirEdwardCarsonhadstoppedpayment;the nationalchequewasdishonoured. Historybringsaboutstrangechanges. TheindependenceoftheUnitedStates ofAmericaisbeingcelebratedto-day
theEnglishandhateddemocratic principles,sothattheEnglishpeople foundalltheireffortstoregainthe legislativeandexecutivepowerof whichtheyhadbeendefraudedwere fruitless.
Theyweredefeatedeitherbythe Junkers'usualargument,physical force,orbythecreationandmaintenanceof.favouritesasanascendancy party,orbyotherartsofdeception.If, whilstyou,asanEnglishman,were

Inorderthattheactionofthe CatholicChurchandpeopleinIreland maynotbemisunderstoodatthepresentcrisisitisnecessarythatitshould bepresentedtotheBritishpublicin thetruelight.Atthebestoftimesthe CatholicChurchhasagreatmany enemiesinGreatBritain.peoplewho whenquestionsaffectingherarise hardlyargueatall.Theyareguided totheirconclusionsbytheirprejudices. whicharedeepandstrong..Theyare atpresentstrivingtospreadtheirown anti-CatholicfeelingamongsttheBritishpeoplebylayingthewholeblame forthesituationinIrelandonthe CatholicChurch,andsaying,"What couldyouexpect?TheRomanCatholicChurchisalwaysuptomischief." Andthereisreasontofearthattalk ofthekindmayinfluencetheordinary citizenofGreatBritainatthisjuncture,forhisfirstthoughtisthatthe Germanshouldbedrivenbackand beaten,andthatseriousdifficulties shouldbeleftforsettlementafterwards.Buteveninhismostexciting momentshedoesnotforgettheclaims ofreasonandhewill,Ifeelsure,listen towhatistobesaidwhenheremarks, "\VhyshouldtheIrishBishopsbe againstconscription?Weallhaveto fight.ShouldnottheIrishtaketheir partinthefighting?"
Now,theIrishBishopsandtheIrish peopledonotobjecttofighting.They neverdid.TheIrishhavefoughtall overtheContinentformanyagood cause,andhavebeenbravesoldiersof libertyinAmerica.ViscountBryce,no meanauthority,saidintheHouseof Lordstheotherdaythat"Nopartof theUnitedKingdomhadgivenmore assistancetotheBritisharmiesthan Irishregimentshaddone."Thatbeing so,letmeaskthecriticoftheIrish Bishops,priests,andpeopletoconsidertheircaseasifitwerehisbwn.I wouldputittohimthus:Howwould youactifthefollowingwerethecircumstances?SupposethatEngland wereunderthedominationofanother-nation-sayGermany;thatEngland hadalonglistofhistoricgrievances againstaGermanGovernment;that herchiefgrievancewasthatshehad beenrobbedof-berownlegislatureand ofexecutivepo*er;thatshehadagitatedandstruggledpersistentlyfor therecoveryofthislegislatureand executivepower;thattherewere amongsttheGermansalargenumber ofmenwhowouldveryreadilyaccede totheEnglishdemand,butunfortunatelytheyallowedthemselvestobe ruledbyPrussianJunkerswhohated
smartingandfiercelyindignantatall this,thereoccurredawaragainstan aggressiveandintolerantPower,in whichGermanycold-douchedEngland whenoverturesweremadeformilitary service,,butwhenthesituationbecamemoreserioussoughttoimpose.con- scriptionontheEnglishpeoplewithout theirconsent,withoutconsultingthem, withoutrecognisingtheirrighttoex- pressanopinionthroughalegislature andexecutiveoftheirown?Wouldyou not,asapatrioticandpractical*Englishman,say:Iamdealingwitha GovernmentundertheswayofPrus- sianJunkerswhohaveshownbytheir policyandtheiroppositiontothe wishesofmorebroad-mindedGermans, thattheyhateEnglandandtheprin.: ciplesforwhichshestands,whohave constantlyirritatedandhoodwinkedtheEnglishpeopleAndwho,except underthestrainofcompulsionwillneverrestorethelegislativepowerof whichEnglandwasimproperlyde- prived.Myservicesareurgentlyneed- - edinthefightingranks.TheJunkers wishtosubjectmetoablood-tax; theywantmetoriskillylife,myall. Buttheywillnotgrantthenationaldemand,England'sclaimtodeclare herwillthroughherownlegislatureandexecutive,thoughtheycoulddo sowithoutmuchdifficulty.Leading membersoftheGovernmentaretalk- ingof rightgivingbacktoEnglandthe ofself-government,butIknow theJunkersanddonottrustthem.If Englandallowsthisopportunitypass shemaynevergetalegislatureorexe- cutiveofherownagain.Nowisher timetoinsist.IfweEnglishmenare tofightforlibertyabroad,letusfirst makesurethatweshallbeabletoenjoyitathome."
Such,Iamconfidentisthelanguage youwoulduseunderthecircumstances Ihaveindicated.Thatistosay,you wouldactjustastheIrishBishops, priestsandpeoplearenowacting.You wouldthinkitaterribleoutrageifthe JunkersemployedbruteforcetoconscriptEnglishmenwithouttheirconsent.Therefore.Iamsurethat,on examiningthecaseoftheIrishmen, youwilldothemjusticeandthatyou onutrheh

Onlytwopercentknowanythingof originalityoftheme,ofmelody,ofthoughtandexpression,ofthemusic ofbeautifulwords--thesethingsthat aretheveryspiritofpoetry.Pickup anyoftheEnglishandAmerican magazines-yourindthemteeming withinconspicuousword-rambles, pointless,spiritlessthings,modelledon hackneyedideasbundlesofchaff whereonemaysearchinvainforthe needleofkeenperceptionandappre- ciation.
Butitseemstomethepoetryofthe womenofAustraliarankstarabove theWheelerWilcoxtypeoffeminine effusion.Itisbrighter,moreoriginal, andmoredirect,anditisfullerof vitalityandpower.Conventionand conventionalideasaretoapoetbrick walls,andveryseldomhavewomen thestrengthorthenervetosurmount them:theymerelyplayuponthegar- den-plots.ButtheAustralianwoman writerisbraver. Maybeit:sthatthenationalpaper,the"SydneyBulletin,"hassetafreer, strongerstandard,butcertainlythereisverylittlerestrictionapparentin theworkofAustralianpoets.particu- larly-thefeminineones.
Noneofthemasyetstandoutin reliefasagreatpoet,butthere-are manywhoseworkisalivewiththetrue geniusofpoetry.LouiseMack,JessieMackey,ZoraCross,M.Forrest,Nina Murdoch,theyhavewrittenverses thatcutclearlittlepicturesinthe memory,andeverreturn,likethelilt ofasong,tothemind.
Theabandonandwildbeautyof LouiseMack'ssea-gullpoem-"To SoarasaWildWhiteBird"-the daintydreaminessandlyricprettiness ofsomeofZoraCross'slighterpieces. JessieMackay's"Pioneers,"andthe graceofNinaMurdoch'ssonnets- thesearethefruitsofnomediocre talent.
Theirworkishardtofind.Indeed, beyondthepagesofthe'SydneyBul- letin"andoneortwoanthologiescom- piled scarcelybyBertramStevens,ithas anymediumofwidepublic- ity.Thelittlebooksmanyofthem haveproducedaremostlyprivatepub- lications beyondandpracticallyunobtainable thewriters'ownpersonalcir- cles-ZoraCross's"SongsofLoveand Life"being,ofcourse,theexception. Inourmidst,bymanyunknownandbymoreunappreciated,livesand writesoneoftheforemost,andoneof themost'prolificofAustralianwomen- poets-M.Forrest.Herdaintyfancies andprettyword-picturesornament manyapageoflocalandSouthern journals.Felicityofphrase,and warmthandmusicofexpression,allied tocolourfulthemesandakeenand
versatileimagination,theseareher charms.MissA.Gore-Jones,another Brisbanewriter,lastyearpublisheda littlebookofverseentitled"Troop Trains,"filledwithbeautifulideas beautifullyexpressed. Ihavebuttoucheduponthefringe ofasubjectthatcallsformuchwider anddeepertreatment.Therearemany Australianverse-writerswhoseworkis not,knowntothegeneralreading public,thoughtheyrichlydeservere- cognition.DorotheaMackellar,MaryGilmore,LallaFisher,NettiePalmer, NoraMcAuliffe,MariePitt-poetesses whosesongsandsonnetssoarfarabovethemiddleflightoffemale rhymestersintonesthatringclearand sweet.Therearescoresoflinesand stanzasandpoemsthatIwouldwish toquote,instinctwithpowerand beautyanddepthoffeelingandper- ception,butchoiceisdifficult,anda narrowselectionwouldbeaninjustice. TheCongress,aswastobeexpected, wasfollowedbythetime-worn,threadbaremethodofattackrepresentedin thephrases"AgentsoftheEnemy," "RecipientsofGermanGold,"and otherbogeycreations.Itwasconsolingtonoticeasthesewave-likeat. tackswerelaunchedagainstthecliffs oftheLabourmovement,eachone camewithlessforce,forthezenith effectivenessofsuchmethodshadlong agobeenreached.Eachsucceeding wavewasweakerthantheoneprecedingit,sowehadlittletofearfrom them.Logiccouldnotbemet,reason couldnotbedethronedbyabusive epithets.Mr.Hugheshadadvertised hispaucityofideasandthefamished stateofhisintellectualresourceswhen hehadtoresorttosuchmethods.He grewsoaccustomedtoemploying theseherethatassoonaswritersin EnglanddisagreedwithhimherelapsedintohisAustralianhabitand denouncedthemas"Agentsofthe Enemy."ThepressofEnglandproved lessdocilethanthatofAustralia,and quicklyclassifiedhimasanuisance.a mischief-maker,andasameddling visitorwhohadoutstayedhiswelcome."LookatEnglandanddowhat sheisdoing:'wastheparrot-cry,especiallyofNationalistLabourites.Let themlookatEnglandandtheirtreatmentofMr.Hughesandmenofhis type,andinthiscaseletthemtake patternfromEngland.wherecommonsenseforbidsseriousconsiderationfor menwhoadoptsuchmethodsofcontroversialwarfare.
DesertionofEmpireNotProposed. Thechiefpointofobjectiontothe deliberationsoftheCongresswasthe affirmationoftheprincipletoattempt tohastenpeacebynegotiation.SenatorPearceandthepressofthecountryhadmisrepresentedthedecisions, endeavouringtoleadthepeopleto believethatCongresshaddecidedto urgethemenatthefronttoflingdown theirrifles,tocomehomeandleave thedisputedgroundinthehandsofthe enemy.Nothingofthekindwasdetermined,nothingapproachingiteven wasaffirmed.Negotiationwascertainlyapproved,butnegotiationconcurrentwithfighting,collateralwithour warorganisation.Theproposalsofthe .LabourPartydidnotaimatany dishonourableordiscreditablepeace. Theysuggestednothingwhichwould maketheaimofoursoldierslessaccurate,whichwouldimpedethehorses hurryingthegunstoathreatened sector,orwhichwouldmakethehigh explosiveshelllessdeadly.Labour wasmerelyproposingtosupplement thefightingwithaconferenceatwhich somewayout,somecompromise,some
basisofdiscussionmightbediscovered.
HadFourYears'Bloodshed.
FurfourYearsthepeopleofAustralia,togetherwiththebelligerent countries,bothoftheAlliedandenemy nationalitieshadgoneonuncomplainingly,submittingtoincessantsacrifice, untilhardlyahomewasleftwithout mourner.TheLabourCongresshad saidineffect,"Forfouryearsthe butcheryhasgoneon,andthe endseemsnonearer.Weareproposingthatrepresentativesofthe peopleshouldbeallowedtomeetin conferencetotryandgetasolution otherthantheonewhichwillalmost certainlymeantheexhaustionofthe whiteracesifitgoesonwithout limit."
Weretherepeoplewhobelieved therewerenotmothersinGermanyandAustriawhoprayedand yearnedforpeaceandthereturnof theirsons,andwasitnotpossibleto havepeoplelikethatrepresentedat aconferenceofdelegatesappointed fromthebelligerentcountries?Aconferenceattheoutset,letitbeemphasised,whichwouldbecollateralwith fighting.
Labourrepresentedhumanity;Labour,perhaps,morethananyother hadtheleasttogainfromit.Itwasin accordwiththeunchangeablefitness ofthingsthatdelegatesofthemasses shouldbebraveenoughtofaceahurricaneofdisapprovalbyasking.
BitterEndersStayatHome.
AteamofspeakerscalledNational Labouritesheldameetingtheother night.TheychidedandvilifiedmembersoftheCongress.Theyshrieked, "Wemustfighttothebitterend." Theywereledbythephysically fitJohnScaddan,whoyelledthe lastmanwaswanted,andyet hehimself,thoughthricedismissedfrompublicservicebypopular vote,stoppedhomefightingwithstinkpotsofabuse,notagainsttheGermans,butagainstoldcolleagueslike PhilCollierandcomrades,who broughthimfromaminer'shutinthe mulga,andplacedhiminacitymansion.
Prodigal'sWelcomeorFattedCalf?
TherewereleaderslikePatrick Lynch,Irishmenwhosermonisedto Australiaonpatrioticduty.Let inCorkor inDublinwhathewasvoicing inPerthorinMelbourne;let himtalkonthebanksoftheShannonortheLiffeythethingsheechoes ontheSwanandtheYarra.Hemight notgetthesamewelcomeASthe ProdigalSongot,buthecouldat leasttakeachancetoplaythepart pf.thefattedcalf,forheistellingus thatnosacrificeistoogreatinthe presentcrisis.Hissinceritywouldbe doublyprovedifhegotbacktohis owncountryandtalkedthereashe talksinthelandwhichhasbefriended him.
CanRedemptionComeOnlyby CrucifyingHumanity?
Itwasnotsufficienttosayagainst theadvocatesofpeacebynegotiation thattheywereunpatriotic,forthe flowoftimewouldprobablyprote thattheywereafterallthereal patriots.Itwaspossibletogettoa pointinwarfarewhereeventhevictor becametooweakinthestruggleto enjoythefruitsofvictory.Picture twowell-bredramsfightingatevery opportunity,wastingtheirstrengthin anefforttoweareachotherdown.In thelastphasetheywerefoundwith theirhornslocked.Inthatcondition theyhadfallen,tooweaktoextricate themselves,andthecrowshastened theendbycommencingtodevour them.Therewasachancethatthis mightproveananalogyofwhatwas instoreforthecivilisationofthe whiteman.Inthestagesofexhaustionprototypesofthecrowswouldbe present.'Wasitanywonderthatstudents,loversofprogress,werebeginningtocryfromtheirinnermostsouls farsomeothersolutionsthantheone ofbloodandsacrifice,someotherredemptionthanbythecallouscrucifixionofhumanity.

Itseems(saysourcontemporary) *thatthetestofloyaltyvariesaccordingtothepersonsuponwhomjudgmentispassed.Criticiseoneofthe Allies,e.g.,England,andimmediately thebrandofdisloyaltyisstampedon ourbrow.Butletthatcriticismbe madeagainsttheIrish,andnoone excepttheIrishmanhimself,takesany noticeofit.
AshorttimeagotwoNewYork papers(Irish)werekeptfromthe mailsbecausethey.printedsomething judgedderogatorytoEngland.Afew weeksprevioussomeofourdaily papersprintedaninterviewvoualisafedbyaboldEnglishcockney.It wasabitter,hatefulinvectiveagainst theIrish.Yetnotawordofprotest camefromanyauthoritativesource.
OnedaylastweekIwasaninvoluntarylistener,whileridinginatrain,to aconversationbetweenfourbusiness men.Ipaidlittleattentiontowhat theyweresayinguntiltheybeganto talkabouttheIrish.Theywerevery bitterintheirdenunciationofalmost everythingIrish.Thesemenweretypicalofacertainclassofcitizens. SomeofourAmericanscannotsee, becausetheywillnot,anythinggood intheIrish,"Heisjrish.""ItisItt," andimmediatelythelipiscurledin §cornandthenoseisturnedupincon. feitipt.TheIrishandtheirchildren aregoodEllutightofightforthemand theirinterests-"brittoassociatewith them-oh,heavens,no;theyarenot inourclass."
No,thankGod,theyaremitintheir class.TheIrishmanistoobig,too mightyinheartandintellect,tobein theirclass.
NeverthelesstheIrishmanandhis childrencannothelpfeelingbitter sometimesattheinsultswhichignoranceandprejudicecontinuallyhurlat themsimplybecausetheyareCatholicIrishmen.Iftherealtestofloyalty wereappliedtothesenastycriticswe wouldfindonlyadilutedsemblance. Whoaremoreloyaltotheircountry thantheIrishandtheirdescendants? Whohaveshedtheirbloodmorefreely andmoreabundantlythanthoseof Irishlineage,notonlyforthecountry butforthecauseofdemocracy?Who havegivenmoremartyrstothecause ofliberty?Oneofthebesttestsof loyaltyisgratitudetothosewhofight forthecountryandthecountry's cause.Everyonegetsithereexcept theIrish.
They,too,areAmericans;theyare nutforeigners.Irishblood,the-blood ofthepurestandnoblestofGod's people,coursesthroughtheirveins, andhowproudtheyareofit.Letit berememberedthattheyarefullfledgedAmericansandloveourcountrywithanundying,eternallove.They harbournobitterness,nohatred,no prejudice. The"religiousdemonstration,"touse thetermmisappliedbyitsorganisers, whichwasheldintheSydneyTown HalllastSunday,wouldbequiteunworthyofnoticeifitwerenottypical ofsomeofthemethodswhichmuddymindedsectariansconceivetobenecessaryforwinningthewar.Nopublic manwhohashelpedAustraliatodo herpartwasontheplatform,andno utterancecalculatedtoassistourflag wasdelivered.Butoneofourmorning papers,forreasonsbestknownto itself,wentperilousnearto,placing thedeliriousstuffinitsleadingcolumns.TheMelbournedailiesallotted asimilargatheringabout20linesona 'backpage.Ofcourse,onecannotexpectverymuchbetterfromthejournalismthatfindstimewhenthefate ofthe,whiteraceisinthebalanceto obtainbycablegramaccountsofthe gum-chewingandcocktail-drinking andcherry-eatingadventuresofour wanderingstatesmen.Nevertheless,it shouldbethedutyoftheMinisterial remnantlefttous,anditsrecognised backersinthepress,totellusclearly whatisthewarwhichweareoutto win,inorderthatournationalobjectivemaynotbeobscuredandour effortsmisdirected.

andpersecution,winkedatbythosein authority. HavewenoonetofollowtheexampleofNewZealandandoftheUnited States;nomancapableofrisingabove theblatantprejudicesofsectarianism? Ifnot,itisapoorlookoutforfreeAustralia.

Ifweweretosuggestareasonout oftheirownbook,wewouldbequite justified.Ifthereasonofthiswaris thatthe"Protestantlambcannotlie downwiththeRomanCatholictiger," whereshallwefindthelamb?ItcannotbeinCatholicFrance,norCatholic Italy,norCatholicBelgium.Itisour object,therefore,toseethatthese threecountriesaredefeated,sothat ProtestantGermanyshallprevail?If so,itisfrankdisloyaltytotheheroic littlecountry,containingnomore than20,000Protestantsamonghersix millionpeople,whichsavedourEmpireandEuropefromdestruction.It isapoorreturnfordesolatedFrance, containingonlyoneProtestantinevery fortypersons,whichsent30,000priests intothetrenchestofightinorder,if wearetobelievelastSunday'sorators, thatProtestantascendancyshouldbe maintained.Itisapoorreturntothe greatRepublicoftheWest,whichhas nowsentamillionmenacrossthe oceantoouraid,oneofeverythreeof whomisabenighted"Roman"Catholic.ItisapoorreturntoCardinalGibbons,toCardinalFarley,toCardinal Mercier,toCardinalLucon,toCardinal Bourne,andtotheotherpatriotprelateswhoseappealsappearsofrequentlyinourdailynewspapers,and who,wemaysurelyhope,haveno inklingofthedestinytobemetedout totheirfaithbytheAustralianLeague ofLoyaltyandtheSydneyTownHall orators.
Itreallyseemstousthatthesally placetofindtheProtestantlambis behindthemanwhodirectshisprayerspubliclytothe"ProtestantGod." Protestantintoleranceistheproduct ofTeutoniccountries,anditsideals havebeenrealisedonlyunderTeutonicrule.Themanwhosaysthatif wegetthepeaceCatholicswant"the hatchetmustbeburiedintheProtestantskull,"is,ifheunderstandswhat hesays,perilouslyneartotreason.For morethanhalftheProtestantbelligerentsareinthearmiesofGermany;and ifwetakeawaythosewhoareinthe Englisharmy,therearebutninemillionsleft,asagainstonehundredand fifty-twomillionCatholics.Itmustbe apparenttoanypersonoutsideCallan Park(touseMr.Holman'scourteous simile)thatitisnotawarbetween ProteStantismandCatholicism,whateverelseitmaybe.And,therefore,it isnotonlyverysilly,butverypernicioustobringpersons"ofeveryChristiandenominationinNewSouth Wales"intoabuildingonasunny SundayafternoonfortheveryunChristianpurposeofcalumniatingour Allies.Ifithadnotbeenforthe"scintillation"ofsomeof"thejewelsofthe Papaltiara"inthesummerof1914,it ishighlyimprobablethattheorators intheSydneyTownHallwouldbe enjoyingtheircriticismof"Jesuitical" delinquenciesintheyellowdogdaysof 1918.

ThegrandexampleoftheCatholicsof thedistrict,whohavefreelygiven theirbraveboysinthecauseofKing andcountryisprevailing,andalthough throughthevistaofnearlyhalfacenturyJarrandaleCatholicshavecome untarnished,theprospectsforthepresentandthenearfuturearegrander thanbefore.LastSundaythechurch wasfilledtooverflowing,andarecord numberapproachedthealtarrails. ButapartfromCatholicforces,the citizensofJarrandaleareentirely sympathetic;infact,theyarethe kindliestlotwehavemetjnthiscountry.Non-Catholicsinthemilltown, anditwouldbeunfairtomention names,areeverreadytohelpthe CatholicChurch.Thedistrictisobviouslyuntouchedbythesectarian pest,andwetrustitwilleverremain so.Inthesetryingtimes,thebroad, generousspiritofJarrandaleisalessontoplaceswithgreaterambitions. Itisontherighttrack,andlongmayitssuccessprevail.

SirJonahBarringtonbelongedtoa well-knownfamilyinQueen'sCounty, andwasadoptedandbroughtupbyhisgrandfather,ColonelJonahBarringtonofCullenaghmore.Asquitea ladhewasstruckbythecuriousincongruitiesofIrishpoliticalopinions,' asexemplifiedamongthecountry gentlemeninhisneighbourhood;who, hedeclares,wouldcelebratewithequal devotiontheexecutionofCharlesI.. thememoryofCromwell,therestorationofCharlesII.,andthebirthday ofWilliamofOrange.Anoutlineofhis ownpoliticalcareersoundsscarcely lessanomalousatthepresentday.At differenttimesanenthusiasticIrish Volunteer,aplace-huntingbarrister, thedevotedfriendandadmirerof Grattan,andademonstrativelyloyal Governmentofficial;hefinallysacrificedallhopesofpoliticaladvancementbyhisvehementrefusaltosupporttheGovernmentonthequestion oftheUnion-ameasurewhichne everheldindetestation,anddenounce' as"degrading."Thisapparentinconsistencyisofcourselargelyaccounted forbythefact-difficultforustorealiseatthisdistanceoftime-thatmanyoftheProtestantgentry,though greatlyindreadofdemocraticcontrol oruprisings,andthereforeintense;y loyaltotheEnglishCrownandconstitution,didnotintheleastdesirethe interferenceofEnglishmeninpurely Irishaffairs.Barringtonhimselfdefineshispositionas"anattachment dividedbetweentheCrownandthe people"--aprinciple,hesays,invariablypursuedbyhisfamily.

Barrington,aswehaveseen,wasa strongsupporteroftheIrishParliament,andsaysthatin1790"thecountryhadprosperedbeyondallpossible anticipation,andwasstillfurtheradvancinginprosperity,underthethen existingsystemofadministration." WhentheUnionwasproposed,heforfeitedtheofficeofSolicitor-General ratherthansupporttheGovernment unthequestion;andintheyear1803 hewrites:"ThelossesanddeprivationswhichthecitizensofDublinwere sufferinginconsequenceoftheUnion broughttotheirrecollectionthefact ofmyhavingbeenoneofitsmost zealousopponents.TheyknewthatI hadentertainedprofessionalambition; andtheyalsoknewthatinorderto opposethatmeasure,andsupportthe independenceofthenationaswellas myown,Ihadwithopeneyessacrificedalltheobjectsofmyambition.
TheyknewthatIhadbravedthe animosityofChancellorClare,whom fewhadeverventuredtoopposeas decidedlyasmyself;andthatIhad utterlyrenouncedLordCastlereagh, bywhomallmeanswereemployedto attachme."
Notwithstandinghis popularity,andthesupportofGrattan,Ponsonby(afterwardsLordChancellor),andJohnPhilpotCurran,he wasunsuccessfulasparliamentary candidateforDublin;butclaimsthat he"broketheknotofavirulentascendancy,wasthemeansofMr.Latouche'ssuccess,andlikewiseofMr. Grattan'ssubsequentreturn."
Onewouldexpecttofindentertainmentratherthanpoliticsinachapter entitledTheAldermenofSkinner's Alley,"untilwelearnthatthesaid "curiousassemblage"wasthefirst Orangesocietyeverformed.When Barringtonjoinedit,in1795,ithad alreadybeeninexistenceforovera century"Thetimesofmeetingwere monthly;andeverymemberpaidsixpencepermonth,whichsum,allowing forabsentees,affordedplentyofeatables,porterandpunch,forthesuppingaldermen.Theircharterdishwas sheep'strotters,inallusiontoKing James'runningawayfromDublin: rumpunchinbluejugs,whisky-punch inwhiteones,andporterinitspewter werescatteredoverthetable."The famousOrangetoast,ofwhichthe textisgiven,wasenthusiastically honoured;andthehilariousproceedingsusuallylasteduntilmorning.Bar. ringtonaddsthat"untilpoliticsgrew toohot.NapperTandyandseveral otherofthepatriotswerealdermen! mace,andregeneratingthewhole boardofSkinners'Alley."Thisattempt,dulyrelatedbyBarrington, failedinitsimmediateobjects,but resultedinsplittingthesocietyinto OrangemenandUnitedIrishmen, Wegetaglimpseofthecommercial prosperityofDublininthe"ProcessionoftheTrades,"aceremonydescribedbyBarringtonas"themost magnificentandshowyprocession,I reallybelieve,exceptthoseofRome." Ittookplaceeverythreeyears,when theCorporationofDublinwerebound bychartertoperambulatethe.limits oftheLc'rdMayor'sjurisdictionand designateitsboundaries.Therewere atthetimenolessthantwenty-five flourishingtradeguildsinDublin,and afriendlyrivalryexistedastowhich shouldmakethefinestshowatthe procession.Eachsectionpossessedan immensegildedcarriage;lavishlydecorated,withplatformsfittedupas workshops,onwhichexpertworkers pliedtheirtradeastheywentalong thestreets.TheMastersrodeongaily caparisonedhorses,oftenborrowed fromtheircustomers;thejourneymen walked,andwerefollowedbytheapprentices.Thepatronsofeachtrade hadeacharepresentative.St.Crispin andSt.Lawrencewererivalled,and probablyoutshone,byVulcan,Mars, Venus,andotherdeities.Themerchantahadalargeshiponwheels, drawnandmannedbyrealsailors! Eachgildhaditsband;andthecity officialsinfullrobesandparaphernaliacompletedtheprocession."Perfectorderwasmaintained;and43 proudwastheDublinmobofwhat theycalledtheir"fringes,"thaton thesepeculiaroccasionstheymanaged tobehavewithgreatdecorumand propriety."ToBarrington'sdisgust, thisgreatspectaclewassubsequently doneawaywith,andabanquetsubstituted;thereby,hesays,''taking awayatriennialprospectiveobjectof greatattractionandpridetotheinhabitantsofthemetropolisofIreland, forthesolepurposeofgratifyingthe sensualappetitesofacityaristocracy, whocourtsatietyandindigestionat theexpenseoftheirhumblerbrethren." OnhisentranceintoParliamentin 1790,asmemberforTuam,Barrington attachedhimselftothepartythenin power,forreasonswhichhesetsforth withgreatcandourandnaivete.The Oppositionwasatthattimeabrilliantgalaxyoftalent,whichincluded Grattan,Curran,thetwoPonsonbys, andotherwell-knownspeakers."The Opposition,"saysBarrington,"hadthe advantageinpointofability,and thereforenothingbutsupremetalent hadanychanceamongstthemofrenderingitspossessorusefulorvalued. Thoughmynaturewaspatriotic,I everrespectedthearistocracy.. To neitherparty,however,attachedany dishonourablestigma,whichshould preventanhonestmanfromjoining theirranks;andmeanwhile.1sought celebrityandadvancement....In caseofmyconnectingmyselfwiththe Whigs,IsawthatImustplayavery inferiorpartinthegame.Ifeltthat amidsuchanassemblyoftalent,I hadbutlittlerighttoexpecteminenceandstilllessprobabilitycfacquiringprofessionaladvancement,even ifmyfriendsshould'becomevictorious.ButaboveallIreflectedthat whatatfirstviewhadappearedtome

Nevertheless,BarringtonsoonbecameaclosepersonalfriendofGrattan,ofwhomhealwaysspeakswith themostprofoundadmirationandesteem.In1803,whenBarrington--who hadbythattimeforfeitedailhopeof GovernmentpatronagebyhisoppositiontotheUnion-wasacandidatefor Dublin,Grattanwasoneofthefirst tovoteforhim-acircumstancewhich gaverisetoacuriousincident.DuringthetimeofGrattan'spowerand popularityintheIrishParliament,the DublinCorporationhadhunghisportraitontheirwalls;butsuisequently, whenhewasaccusedofbeinga UnitedIrishman,theytookdownthe portraitandexpelledhimfromthe Corporation.WhenGrattanroseto voteforBarrington,hewasimmediatelyobjectedto,ashavingbeenpreviouslyexpelled.Somefierceinvective followedonbothsides,includinga littlespeechofGrattan'swhichBarringtondescribesas"conveyingina fewshortsentencesthemostoverwhelmingphilippic-themostirresistibleassemblageoftermsimputing publicdepravity-thattheEnglishor, Ibelieve,anyotherlanguageiscapableofaffording"AtlastBarrington calledfortheroll,anditwasfound thatGrattan'snameappearednever tohavebeenerased!Andaccordingly hisvotewastriumphantlyrecorded. Thereisevidenceofgenuineand deepfeelinginBarrington'sregrets thatWestminsterAbbeyshouldhave beenchosenasthelastresting-place ofthegreatIrishpatriot:"anaffected markofrespect,"hesays,"whichwas onlymeanttorestrainthehonestenthusiasmwhichmighthaveattended hisfuneralobsequiesinhisowncountry""Whysufferhim,"heasksina 1ettertoGrattan'sson,"tobeescorted tothegravebythemockpageantryof thosewhosevicesandcorruptions ravishedfromIrelandeverything whichhistalentandintegrityhadobtainedforher? Barringtonseemstohavehadno greatopinionofthe-fellowsandparsonsofTrinityCollege,whomIhad alwaysconsideredasanarrow-minded anduntalentedbodyofmen,getting from£1000to.£1500ayeareachfor teachingseveralhundredstudents howtoremainignorantofmostof thoserequirementsthatawell-educatedgentlemanoughttobemaster of;itistrue,thestudentshadafair chanceofbecominggoodLatin scholars,ofgainingalittleGreekand Hebrew,andofunderstandingseveral booksofEuclid,withthreeorfour chaptersofLocke"OntheHuman Understanding,"andasixpennytreatiseonlogicwrittenbyaverygood divine,oneofthebody,toproveclearlythatsophistryissuperiortoreason."
