WhenHisGracerosetoaddressthe greataudience,thecheeringwastremendous,andhatsandhandkerchiefs werefranticallywaved.Itwastwoor threeminutesbeforequietnesswasrestored.HisGracedeliveredamosttellingspeech,repletewithinterestingand informativematter,andaptquotations,andhisvoicerangclearlyand distinctlythroughoutthetheatre. mostreverendprelatesaid:I donotclaimanycreditwhateverfor comingtoassistFatherEganandhis parishionersintheworkinwhichthey areengaged.Wewereallgreatlydistressedsomelittletimeagoathearing thatthechurchatEastMalvernhad beenaccidentallyburneddown.But thepastorandhisparishionershave lostnotimeinsettingaboutbuilding initsplacenotmerelyachurch,but alsoaschool.(Applause.)Theold buildingservedthedoublepurposeofa churchandschool.Ithadbecomeunsuitableeitherforachurch,fora school,andthepastorandparishioners nowthoughtitadvisabletoproceed withtheerectionoftwobuildings,a churchandaschool.(Applause.)I thereforedeservenocreditforcoming totheconcertto-night.InrealityIam pastorofEastMalvernaswellas FatherEgan-(laughterandapplause -andIamthereforebuildingmyown churchaswellashis.(Applause.;I havecomeoutofsympathywith FatherEganandtheparishionersto giveahelpinghandindoinganecessaryworkinthesmall,young.and poorCatholicparishofEastwaiver'''. Iconsiderthat,beinganAustralian citizen,IhaveadutytoAustralia. (Applause.)Anymanwhohasthe courageofhisconvictionsmaybeexpectedtodowhathecanaccordingto hisownlightsandhisownconscience todefendAustraliaifhethinksthat Australianinterestsareindanger.(Applause.)Iknowthatmanypeoplewish todenymetherighttospeakonthe greatquestionthatisfillingtheminds oftheAustralianpeopleatthepresent moment.Theyarenevertiredoftellingmethat1amdegradingmyoffice anddegradingmycloth-(laughterltheyareverysolicitousforthedignity ofmycloth.(Laughter.)Butthis morning'spaper,whichcontainsprotestsagainstmysayingawordonthe conscriptionissue,alsopublishesside bysidewiththeseprotestsapastoral letterfromtheProtestantBishopsof Victoria,callingupontheirpeoplein thispresentcrisistovoteanemphatic "Yes."Now,Idonotdenytherightof theseBishopstocallupontheirpeople, ortoadvisethembypastoralletteror inanyotherwaytheymaychoose,to introduceconscriptionintoAustralia. ButIdonotseeeyetoeyewiththem thequestionatissue,andIclaim tormyselfthefreedomofspeechwhich Igladlyconcedetothem.(Applause.) ThatfreedomIhaveexercised,and willexercise,regardlessofabuseor threats.(Applause.)Iwilltellmyown peopleandanyptherswhoarewilling tolistentomewhatIamgoingtodo

Ihavesaidenoughalready,Ithink, toputthematterinitsproperlight. ButMr.HughesandothersaresearchingtheworldforsomeCatholic-itis easytogetnon-Catholicsupport-ecclesiastictogiveanopinioninfavour ofconscription.Iventuretogiveyou theviewsofaverynotablepersonage withintheCatholicChurchonconscriptionasitisfoundintheoldcountries.(Applause.)Thepersontowhom IreferisnootherthanPopeBenedict XV.(Applause.)HisHolinessrecently issuedaNotesettingforthconditions onwhichanhonourableandalasting peacemight,ashethoughtbesecured -(applause)-peacethatwouldbefair nottoonebelligerentnation,butfair toallthePowersengagedinthisterriblestruggle.(Applause Weknow thereceptiontheNotemetwithin variousplacesabroad,andincertain selectcirclesinAustralia.(Applause.)

Now'sincetheissueofthePope's PeaceNote,theSecretaryofStatea,t theVatican,CardinalGasparri,has givenaninterviewtothepress,in whichhegavenotmerelyhisown views,butthosealsooftheHoly FatherandHisEminencethink"that futurelastingpeacerestsontwothings -disarmamentandinternationalarbitration.Thewaytoestablishthefirst, thatis,disarmament,istoabolishconscription.(Cheers.)Warsto-dayare madebynationsinarms,andthere mustnotbeinfutureanynationsin arms.Anarmedforcenecessaryfor keepinglawandorderinanycountry canbeobtainedbythevoluntarysystemexemplifiedinEnglandbeforethe warbrokeout."Thesearetheviewsof thePopeonconscription.(Applause.)

ThePopeandConscription. Mr.Hughesandothershavesearched thewholeofAustraliaforsome CatholicBishoporArchbishoptoset upagainstme.Idonotknowifany suchdignitaryadvocatingconscription canbefound,butifhebefound,I shallbeverysorryforhim.Uptothis, atanyrate,hehasnotbeenunearthed. (Applause.)HavingfailedintheCommonwealth,theyhavecontinuedtheir searchinotherlands.Theyhaveendeavouredtofindecclesiasticsin EuropeandAmericawhoseviewsupon conscriptioninAustraliamightbedifferentfrommine.Now,thoseecclesiasticswhoaresaidtohavespokenin EuropeandinAmericawerenottalkingaboutconscriptioninAustralia. Theyspoke,withmucheloquence,probably,onlibertyandthenobilityof thosewhofoughtforliberty.Of course,theyneverheardofMr.Hughes andhisfreakishproposals-(laughter) -theyknowverylittleaboutAustralia,andhavenointerestatallinthe conscriptionissuethatisnowbefore theAustralianpeople.(Laughter.)If, therefore,youfindquotationsfromecclesiasticsofforeignlands,Iwouldask younottoacceptMr.Hughes'interpretationofthem.(Applause.)Iwould warnyoualsonot.tobeledbyslyand craftysuggestionsthatthelateArchbishopCarrheldviewsonconscription divergentfrommine.Thefactisthat atthelastreferendumconscriptionhad nomoreconsistentandconvincedopponentthanArchbishopCarr. Now,donotmisunderstandme.Ido notforamomentsaythatPopeBenedictXV.ortheSecretaryofStateused thesewordswithspecialreferenceto thequestionbeforetheAustralian people.TheywerenotthinkingofAustralia,buttheywereformulatingprincipleswhichoughttogovernnotmerelyAustralia,butallthenations.(Applause.)ThePope,greatandwiseman asheis,seesthatonethingessentialto alastingpeaceinthefutureistodo awaywithconscriptioninconscript countries.(Loudapplause.)Everyone whovaluespeaceandhateswarwill re-echothewishofthePope.(Cheers.) But,theextraordinarythingis-indeeditisalmostludicrous-thatjust whenthewholeworldishopingforthe abolitionofconscriptionintheold countries,anattemptisbeingmadeto introduceconscriptionintoyoungand freeAustralia.(Applause.)AsIhave said,theyaresearchingJerusalem withlampstofindsomeCatholicecclesiastictoputintoantagonismwithme. SofarasIamconcerned-theymay findhimwherevertheyareable-Iam satisfiedtostandorfallwithBenedict XV.(Loudapplause.) WheatWantedinEngland. Isaidtheotherday-itseemsto haveirritatedthePrimeMinister-that whatEnglandwantedmorethanmen waswheat.(Applause.)Wehavelying inWilliamstownandotherplacesmillionsoftonsofwheat,whichhasbeen paidforbytheEnglishGovernment. Thiswheat,whichissupplyingfoodfor themice,isgreatlyneededinEngland, wherethepeopleareonveryshort commons.Ihadaleaflethandedtome theotherday.Itwasprintedbya famousmaninMelbourne,Mr."Critchley"Parker-(laughter)-butthistime heseemstohavetoldthetruth. (Laughter.)TheleafletgavetheinformationthattheEnglishpeoplewere tryingtolivebyGovernmentregulationon4ilbsofbreadand2-jIbsofmeat perweek.IwouldliketoseetheAustraliansliveonthatmenu.Why,an Australianeatsalmost2)lbsofmeatat onemeal.(Laughter.)Wehavewheat lyinginAustraliainenormousquantities.Whatagreatboonitwouldbeto peoplewhoarestarving,moreorless, inLondon,andtheotherbigcitiesof England!Yetactionisnottakento sendwheat,buttosendmoremen. (Applause.)Englandwantsbreadand meatmorethanmen.(Applause.) Wheatislyingonthewharvesand stackedaboutthecountrybecause therearenoshipstotakeittoEngland.Ifthe"Yes"voteprevailsonthe 20th.willshipsbeforthcomingtosend thelastmanawayfromAustralia?An explanationisrequired,butitisnot likelytobemadebyMr.Hughes, whosewholeattentionisdevotedto theI.W.W.andSeinFein.(Laughter.) TheFoodComptrollerinEngland,Sir ArthurYapp,speakingataFoodEconomymeeting,saidthepositionwas veryserious,owingtotheworldshortageoffood.Thesubmarineshaddestroyed690ofthebigships,andheappealedtoeverybodytotightenhisbelt, especiallyatChristmastime.TheDirectorofAgricultureinEngland,Mr. Prothero,whoknewsomethingabout theneecssityoffoodsuppliesinEngland,hadstatedthatifthefoodshortagebecamemoreacute,theremightbe greatdisturbancesinthecountry. "Victorywillcome,"saidMr.Prothero, "tothesidecommanding"-notthelast man,but-"thelastsackofwheatand thelaststoneofmeat."(Applause.)I neednotlabourthepoint.IthinkI haveshownyouthatIdidnotmakea foolishstatementwhenIsaidthat Englandwantedourwheatmorethan shewantedourmen.(Applause.)I havequotedcompetentEnglishauthorities.Atallevents,ifIhaveerredin makingthestatement,Ihaveerredin veryexcellentcompany.(Applause.)

TheEnglishView. IhavebeensayingthattheEnglish peopledonotcareverymuchhowwe voteonthe20thinst.anditisperfectly true.(Applause.)InsupportofthisI willquotefromthe"Manchester Guardian,"whichisoneofthemost widelyreadjournalsinEngland.This paperspeaksofCanada,butitsremarksapplywithequal,orgreater, forcetoAustralia.The"Manchester Guardian"says:"NowthatUnited Statesisofferingmillionsofmenfor thecommoncause,itcanhardlybe saidthatCanada's100,000menwould makeadifferencetotheAlliesbetween victoryanddefeat.(Cheers.)Forour partwehavenohesitationinsaying thatfromtheImperialpointofview. itisnotworthwhile,andwouldrepresentanetlossratherthanagainto theBritishCommonwealth."Thisis anEnglishversion,anditisaltogether differentfromthatpresentedbyMr. Hughes.(Applause.)Weweretoldthe otherdayontheauthorityofsome greatgeneral--aspecialcablewassent fortheoccasion-(laughter)-thatthe wholeissuemightdependprobablyon another100,000men.(Laughter.)Let mesayIprefertotaketheviewofthe "ManchesterGuardian,"areputable Englishpaper.(Applause.)Itisreasonabletoassumethatthepaperconsider. editunwisetodivideCanadaorAustraliaintohostileandwarringsections. TheSixthDivision.

Wehavebeentoldoverandover againthatwehavenotbeendoing ourdutyinAustralia.Thatcrywas raisedbeforethelastreferendum,and ithasneverceasedsince.But,while theGovernmenthasbeenchargingus withnotsendingsufficientreinforcements,behindourbackstheywere actuallyforminganewdivision-the SixthDivision.Theyweredoingthis withouttheknowledgeorsanctionof thepeople,andyettheywerecalling outformorereinforcementstokeep upthestrengthofwhatthepublic believedtobefivedivisions(Applause.)Ithasofcoursebeendenied thattherewasaSixthDivision.Some peoplewilldenyanythingtoservea purpose.(Laughter.)Theywilltellus thatthereisnoSixthDivision.Iam preparedtoadmitthatnowthereisnot aSixthDivision,because,justasthey begantoformitbehindourhacks, theywipeditoutbehindourbacks also.Applause.)Theyaskustobelievethatitneverexisted,butwehave meninAustraliawhoactuallybelonged totheSixthDivision.(Applause.) AllthroughIhavebeenaskingMr. Hughesandotherstotellthetruth.It maybebad,butitisbetterweshould knowtheworstandfaceitlikemen. (Applause.)Fromdaytodayfromthe beginningofthewar,thepapershave beenfillingthemindsoftheirreaders withmisrepresentationsinregardto thingsatthefront.Ifwehadbeentold thetruthallalone.Australiawould notbetorn.intwainasatpresent. (Applause.)Myadvicetotheauthoritieswastotakethepeopleintotheir confidence.Iftheydid.IalwaysbelievedAustraliawouldpullitselftogetheranddowhatmightfeasonably beexpectedtobeitsduty.(Applause.) But,insteadoftruth:wegetmisrepre- sentationsregardingthepast,andpro- misesthatcannotpossiblybefulfilled inthefuture.(Applause Mr.Hughes'Promises. Littlefaithcouldbeplacedinthe lavish'.promisesnowmadebyMr. Hughes,whowaspracticallyapuppet inthehandsofSirWilliamIrvine. (Laughter.)ItwasreallySirWilliam Irvinewhohadbroughtonthisreferendum,andifhehadhiswayhewould bringonsomethingworse.Hesaid recently"thattheconscriptionscheme proposedbyMr.Hugheswashardly worthtalkingabout.Hehimselfbelievedthatbeforethewarwasover theywouldhavetosendtothefront everyavailablefitmaninAustralia." NodoubtSirWilliamIrvinewouldbe thejudgeofthefitnesstoo.(Laugh- ter.)1..warnyouthatiftheconscrip- tionproposalsareagreedto,everyfitmadinAustraliawillgotothefront unlessthewarcomestoanendsooner thanMr.HughesandSirWilliamIrvineexpect.(Applause.)Wehada chancesomemonthsagotomakea honourableandlastingpeace,butthe chancewaslost.Ithensaidwemight gofartherandfareworse.Wehave gonefartherandwehavefaredworse. Saysthe"Catholi-Times,"anEnglishcontemporary:-Justatthepresentincertainquartersthereisatendencytoinvitedemocratstogivethemselvestheun- pleasantexperienceofafitofcold shivers.Look,theyaretold,attheevi- dentfailureofyouridealofgovern- ment:"couldyourprincipleofgovern- ment.ofthepeopleforthepeopleby thepeoplehavebrokendownmore clearly?AndnaturallytherecentoccurrencesinRussiaarepointedout inproof.Thereagreatsuddenup- heavalofpopularindignationswept offhisthronetheCzarandsenthim andhisfamilyintoexile.Butitwas easiertodisplacetheCzarthantoreplacehim.Menjoinedwillinglyinthe workofriddingRussiaofadespotism. Whenthetaskcametoorganisea governmentofliberty,theyfellapart intosectsandsections,eachonestrivingtoobtainthefullmeasureofits plansfortheregenerationofRussia. Thattaskhasbeengigantic.Theold bond;ofrulewerebroken;thenew werehard'toforge.Always,inevery politicalearthquake,theidealistsare intractable.Itneedsaconsiderableacquaintancewithlifetoconvincemen anxiousforthemillenniumhowmuch greatersometimesthehalfisthanthe whole.Andittakestimeandtrouble toorganiseagovernmentofordered liberty,inwhichthoughtisfreeand discussionisanadmittedright.But givenafairchance,thereasonable claimsoflibertyhaveawayofgetting themselvesrecognised.Andthatseems tobe.thecaseinRussia.The presentinternecineconflictsare notcarriedonforthepurpose ofrestoringtheex-Czar,butfor thepurposeofsettlingtheexactform oftheconstitutionoflibertywhich shallfollowhisregimeoftyranny! AndonceRussiahasafirmgovern- mentherarmieswillbegintodisplay thatenergywhichcomesfromdiscip-lineandauthority.IttooktheFrench Revolutionlongyearstoconsolidateitsprinciples.Russiamaysoonbe showntohavesucceededascomplete- lyasFranceinformingagovernment representativeofthepeople.The enemiesofdemocracyneednotanticipatetherestorationofanydynastic systeminRussia.

France,Greece,Portugalhavetheir troubles,butareinnoperilofalapse fromtheprinciplesofpopularfreedom.AndEngland?Theenemiesof democracyhavegreathopesthatin thiscountrydemocraticidealshave beenverylargelyweakenedbythe war.Certainly,thewarhasprovedto beasterncheckonpopularliberty. Ourpoliticalleadershavebeenextremelyweak,andevenMr.Asquith playedintothehandsofthemenof reaction.Whenhewasblownoutof officebyMr.LloydGeorge,things wentfrombadtoworse.Fortheweak controlofMr.Asquithwehavethe strongabsenceofcontrolbyMr.Lloyd George.Nobetterinstancecouldbe giventoIreland.alwaystheclassic landofBritishpoliticalstupidity.malice,andfailure.Mr.Asquithlet thingstheredrift.Hefellfastasleep. andnoteventheshootingsinDublin awokehimtothenecessityofdoing justicetoIreland.Hadhebeenan openadherentofSirEdwardCarson hecouldhardlyhavedonelessforIrelandthanhedid.Mr.LloydGeorgeis notasleeptoIreland'strouble.Heis awake.Butheispowerless.HehasSir EdwardCarsoninhisCabinet,and darenotliftalittlefingertodeliver Irelandfromtheobstinateandstudied blunderingsoftheCastleexecutive. Henolongerrules.Hemerelyreigns. Thisyeartheconventhadbeen compelledtoeconomiseineveryway, andthepresentationofthecustomaryprizes,thoughrichlydeservedby thesuccessfulchildren,hadtobedispensedwith.Theparentsaswellas thechildrenwouldunderstandthe needforsuchadecisionbeingarrived at-thedeplorablecrisisthroughwhich theworldwaspassingcompelledeconomyandagaineconomyin'unexpectedandattimespainfuldirections. TheCatholicpeoplehadbeenbled whitebythegivingthathadtobe practisedby-all;noclassinthecommunityofthistownhadbeencalled uponforsomanycontributions,for, apartfromthedifferentfundsthat hadtobesupported,theireducational establishmentshadalsotobekept goingwithoutanyassistancefromthe GovernmentoftheState.

Inspiteoftheseheavycalls,each timeaCatholicwasasked,hegave, digginghishand-hisarmdowntothe elbow-intohispocket.Forthesereasons,the.givingofprizeswasfoundto beimpossible,amatterfordeepregret;,hetrustedthatthepresentation ofsuchwell-earnedrewardswagonly deferred.

ThedrawingtookplaceonSatur dayafternoon,the29thofDecember, underthesupervisionofacommittee ofgentlemendrawnfromthecityand suburbs.ThesuccessofthisgreatventurebytheSistersofMercy,Victoria Square,wasfarandawaybeyondtheir mostsanguineexpectations.Allthe prizesweregivenbyfriendsofthe SistersofMercy,ormoneywasdonatedtopurchasethem.Thenetprofits, afterallexpensesof-printing,advertising,andotherincidentalsareaccountedfor,willtotalthehandsomesumof £700.TheSistersofMercyverygratefullyacknowledgethegreatinterest takenintheworkoftheartunionby allthosehelperswhowereinstrumental inmakingitsoverysuccessful.Messrs J.Tully,F.Crogan,T.B.Cain,C.A. Recentlettersfromtheoldlandbear testimonytothefactthatallthese cruelatrocitieshavespreadtheSinn Feincauseuntilyoungandold,rich andpoor,fromoneendofthelandto theother,haveembracedthegospelof SinnFeinastheonlyoneforthereal welfareofthatsmallnationality.

Inthe"Messenger"forOCtoberthere appearedacommunicationcallingfor apetitiononthepartoftheaatholics oftheUnitedStatesthatthepriestsservinginthetrenchesofFrancewith riflesintheirhandsbewithdrawnand assignedtoworkmoregermaneto theirholycalling,inministeringtothe spiritualwantsofthesickanddying. Theobjectofthewriterisverycommendable,nodoubt.Itisshockingto CatholicfeelingthattheFrenchGovernment-theGovernmentofthecountrythatformanycenturieswasproud toberecognisedas"theeldestdaughteroftheChurch"-istheonlyone amongcivilisednationsheartless.enough,callousenough,tooutragethe religiousfeelingsofitsowncitizensand thoseofothercountriesbycausing prieststodowhattheirChurchforbids themtodo,bysheddinghumanblood, whennotabsolutelynecessarytosave humanlife.NotevenPagangovernmentsattempttoput,suchanoutrage onanypersonswhodevotethemselves publiclytotheserviceofGodand fellow-men.OurGovernmentcannot withproprietyinterferewiththeinternalpolicyofanyoftheGovernmentswithwhomweareintemporary alliance,formilitarypurposes,aswell asfortheachievementofagrandcommonobject-thesecuringofthefreedomofdemocraticformsofgovern- mentandrightofweakergovernments toliveandworkouttheirdestinies securefromaggressionofthestronger. TheHouseofCommonswasbecoming, inanincreasingdegree,aCommons' House,anditwastherebyimproving itsrepresentativequality.Duringthe war,inpractice,constitutionalpowers haddevolvedmoreupontheExecutive.Ofcourse,thatimpliedsomesurrenderofliberty,becausespeedofactionwasabsolutelyessentialinthe presentcircumstances,andtheHouse ofCommonsendeavouredtofititself tothenewconditions.

Thewomanspy,MatsHari,who, whileexercisinghercallingasdancer, wasgreatlyadmiredbyParisiantheatre-goers,andwhoserealnamewas,it appears,MargueriteZalle,wasexecuted atVincenneslastOctober.Itwould not(saysaCatholiccontemporary) havebeennecessary,norperhapsadvisable.tospeakofthetragicendof thewoman,whosetreacherycertainly causedthedeathofthousandsof FrenchandBritishsoldiers,haditnot beenforthefactthattheGermans havealreadysoughttorepresenther caseassimilartothatofMissCavell. Itwas,however,verydifferent.Mata HariwasaGermanspyinFrancebefore,theoutbreakofhostilities.In Berlinshefrequentedpolitical,militaryandpolicecircles,andhername figuredonthelistofGermanspiesin aprominentplace.InFranceshewas, atthebeginningofthewar,regarded esaneutralsubject,becauseshewas thewidowofaDutchofficer,andbelievedtobeofHindooorigin.Itwas, however,atlastdiscoveredthatbeyondtheFrenchfrontiershehad,on morethanoneoccasion,interviewswith highGermanpersonalities,andoften receivedlargesumsofmoneyfrom themfortheinformationconcerning theFrencharmy,etc.,whichshe.was abletofurnishtheenemy.Onreturning toFranceshewasarrestedon13thFebruarylast.Inpresenceofthematerial proofsofherguilt,.MataHarimadea completeconfession,andwasconsequentlysentencedtodeath,bythe unanimityofthevotesofthecourt martial,on24thJulylast.Herappeal tothecriminalchamberoftheCourtof Cassationbeingrejectedon27thSeptember,shehadfromthatdateno longeranyhopeexceptintheclemency ofthePresidentoftheRepublic.It mustbeadmittedthatwhenthathope wassuddenlylost,intheearlymorningof15thOctober,MatsHarishowed greatcourage.Onalightingfromthe automobileinwhichshehadbeenconveyedfromtheSaintLazareprisonto thefieldofexecution,shewasperfectly calm:moresothanoneoftheSisters ofCharitywhoaccompaniedher,and whomsheassistedtodescendfromthe automobile.Afterreceivingtheannouncementthatthemomenttopay thepenaltyofdeathhadarrived,she wrote,withafirmhand,twolongletters,whichshebeggedherlegaladvisertoforwardtotheaddressesindicated.Sherefusedtohavehereyesbandaged,andbeforethesignaltofisewas givenshethankedMaitreClunetforhis legalcounselandkissedthetwoSistersofCharity.

The"Freeman'sJournal,"itmustbe remembered,istheleadingrepresentativeinthefieldofIrishjournalismof theIrishParliamentaryParty,andof theconstitutionalmethodofachieving Irishnationalautonomy.Itspeaksfor Redmondandhisfollowers,andhas notashadeofso-calledSinnFeinism inany.ofitsutterances,orinanynook orcornerofitseditorialpolicy.The editorialwhichwequotefromthis journal,therefore,willcarryallthe moreweightwithitasavehicleofinformationtoourreaders,conveying some,atleast,ofthereasonswhyIrelandisdisturbed,nottosay-inastate ofrevoltto-day.Itshowsthat,after all,theIrishpeoplearenotreallyto blameforSinnFeinism-wespeaknow oftheIrishpeopleinthehomelandtheyarebeingdriventoitbytheblundersofJohnBullinIrelandwhileJohn himselflookscomplacentlyonat thousandsofgallantIrishmenleading theonsetateverychargeagainstthe GermaninvasionontheWesternwar frontinEurope. Thismaybeanopportunetimefor theconsiderationofthisquestionand thestudyofthesefacts.Thearticle whichweherequotefromtheDublin "Freeman'sJournal"carriestheheading."SurrenderorSanity,"andisas follows:-

ThetardydecisionoftheGovernmenttoabandonthepolicyofPrussianisminMountjoyprisonandtreat politicalprisonersinIrelandasthey aretreatedineverycountryinEurope maybeasignthatcommonsense,even afterthetwelfthhourhasstruck,isat lasttobeappliedtoadministratiVe methodsinthiscountry.Wefervently hopethatthismaybeso.butunfortunatelyitstillremainstobeseen whetherDowningstreetandDublin Castle madeagrudging surrendertoforcemajeureandwill strivetorecoverlostprestigebyadisplayoffirmness-thatblessedquality inIrishpolicy-inotherdirections. Thereactionariesmaybetrustedto shoutforthe"stronghand"andcoercionmoreloudlythanever,andif thoseinhighplaceslendawillingear totheirclamourtheywilldosowitha fullknowledgeoftheconsequences thatmustinevitablyensue.TheDefenceoftheRealmActisaspowerful anengineofrepressionasstatesmen everdevisedbutwhenitcomesincontactwiththepopularwillofaunited nation,asitdidinthecaseofthe tragedyofThomasAche,itsmachinery, despiteallthedrivingforcebehindit, comestoadisastrousstandstill.When Mr.AsquithvisitedDublinafterthe EasterRising,heannounced,what Irishmenknewwell,thatCastlegovernmenthadhopelesslybrokendown. SuccessiveBritishCabinetshaveever sincebeenstrivingtogingeritupby dosesofMaxwellismandneo-Maxwellism,butthehappeningsoftheweekendhaveblazonedtotheworldthe depthoftheirfailure.

EnglishgovernmentinIrelandis morediscreditedto-daythanitwas evenwhenthefiringpartieswerebusy, andhasarrayedagainstitadeeper volumeoffeelingonthepartofNationalists,notofonesection,butofall. TheCabinetcannotbeignorantofthis self-evidenttruth,andthefactthat DublinCastlesolongretainedafree handtoexasperateopinionhascreated widespreadsuspicionthatsomemembersofthegovernment,thoughthey mayprofesswiththeirlipsapiousdesiretorestorepeacetoIreland,believe intheirheartsthattheswordnow,as intheevildaysofthepast,istheright remedy.EvenDublinCastlewouldnot havepermittedasituationtodevelop asitdidsinceforciblefeedingbeganin Mountjoywithouttheassuranceof supportfromMinistersacrossthe water.Mr.Dukeissupposedtocontrol Irishaffairs,butitissignificantthat sympathywasthebesthecouldgive theLordMayorandSirJohnIrwin whentheymadetheirprotestagainst thebarbaroustreatmentoftheprisoners.ItwasnottilltheChiefSecretary returnedfromahastyvisittoLondon thatconcessionswereannounced, whichgoestoshowthatifthe"Hidden Hand"isstronginDublinCastleit derivesitsstrengthfromanotherand morepowerful"HiddenHand"in Downingstreet.Itisasimportantfor theEnglishasfor,theIrishpeopleto discoverthismaligninfluenceanddeal withit,unlesstheywishtoturnthe breachbetweenthetwocountriesinto ayawningandimpassablegulf.

Theunprecedentedscenesatthe funeralofThomasAsheconveyed amessageandawarningwhich nogovernment,howeverblind, couldmisread.Itwasnotonlyatributeofsympathywiththevictimof insensatemethodsofbarbarism,buta directchallengetothewholespiritof latter-dayEnglishpolicyinIreland. Thatchallengewasbacked,notbySinn Feinersalone,butbyeveryNationalist whosebeliefinNationalismisareality. IfGreatBritainhasnootherremedy forIrishillsthantheruthlessapplicationofthemailedfist,shemustexpect, notmeeksubmission,butuncompromisingopposition.Irishmenwhohold thatPrussianismisthegravestdanger thatthreatenscivilisationarenotto betrickedintoagreeingthatitcan onlybekilledinGermanybyestablishinganewandworsevarietyofthe -monstrousphenomenoninthiscountry.Ifthatisthe..2onditionofvictory inthewar,thedemocraciesofneither IrelandnorEnglandstandtoloseanythingbydefeat.Anditisbecausethe forcesofreactionentrenchedinpositionsofpowerhavebeenpermittedto actasifthemaintenanceofIrish Prussianismwasthebe-allandtheendallofgovernmentpolicythatsections ofIrishopinionhaveheldalooffrom theAlliesinthis'war.Thearguments ofahandfuloftheoreticalextremists wouldhaveavailednothinghadDublin Castlenotalwaysbeenreadyandeager, bothbeforeandafterEasterWeek,to furnishconcreteproofstojustifythe caseagainstGreatBritain.It'assumed thatitcouldplaythisgametotheend withimpunity,butthetragedyof

Nlountjoyprovedtobethebreaking point.ThedeathofThomasAshehas rangedaunitedIrelandagainstthe continuanceofanimpossiblesystem, andalreadythedefendersofthesystem aremakingsignalsofdistress.But thereisasyetnoguaranteethatasurrenderononepointmeansarecognition-ofthefailureofthegeneralpolicy. Lefttoitself,asithasbeenforthelast three'years,DublinCastleiscertainto trytoreachitsgoalbyothermeans, andthememoryofwhatitwillregard asasignalhumiliationcannotfailto whetitsappetiteforrevengeonthose whohavefoileditsplans.Itisforthe Britishnationanditsrulerstosee,if itvaluesthefriendshipofIreland,that thepolicyunderwhichsuch.horrorsas thatofMountjoywerepossibleisabandonedonceandforall.TheIrish people,ontheirpart,mustwalkeven morewarilythaneveramongstmepnfallsthatsurroundthem,andthe eventsofthelastfewdaysshouldburn intotheirmindsanewrealisationof thevalueofunitedactioninthiscrisis oftheirnationallife.
